Electrical / Arch./ TFs Engineering Wings, Personnel Staffs
(PA/PS/PSS), CSS Staffs, AD(O/L) & General Disciplines of
BSNL.

BSNL on 25-09-2023 . The meeting was cordial and
positive.
BSNL 4G Rollout:
On the BSNL 4G rollout, CMD of BSNL shared that while
some minor issues are still pending at the 4G core for
resolution, there is an optimistic outlook that these
will be addressed in the near future. One significant
development to note is that hundreds of BTS are already
been dispatched and installed. This proactive step
indicates a commitment to the project's progress. It is
expected that within the next 10-15 days, the process of
integrating this equipment will commence.
CMD of BSNL shared very positivity on the full rollout
of an indigenous 4G network in the shortest possible
time frame. Furthermore, there are plans for subsequent
up-gradation to 5G technology, highlighting a
forward-looking approach to keeping pace with evolving
telecommunications standards and technologies.
3rd PRC for BSNL:
We requested the implementation of the 3rd PRC for BSNL
employees in the backdrop of the significant development
from PCAT New Delhi to revise the pensions of BSNL
pensioners in accordance with the Central Pay Commission
(CPC) recommendations. This is uplifting news for
numerous BSNL pensioners, as it promises enhanced
financial benefits in line with current standards.
The CMD of BSNL has articulated a firm stance on the
matter. He has unequivocally stated that, at the present
juncture, BSNL is not in a financial position to
implement the 3rd PRC. In a balancing act between fiscal
responsibility and employee welfare, CMD of BSNL has
expressed his non-opposition to any initiatives aimed at
implementing the 3rd PRC for BSNL employees.
Pending Promotions (AO to CAO, AGMT to DGM T , CAO to
DGM F etc )
The CMD of BSNL has emphasized that promotions for
eligible officers are being carried out based on the
available vacancies across all streams within the
organization. However, a significant obstacle to the
promotion process has arisen due to legal challenges.
CMD of BSNL has pointed out that some have initiated
legal proceedings, which have effectively halted or
delayed some of the promotion process. This legal
intervention appears to be impeding the progress of
promotions for eligible officers. In light of these
legal challenges, CMD of BSNL has clarified that the
BSNL management's hands are tied. Promotions in these
cases cannot proceed until the legal matters are
resolved and a final decision is reached by the courts.
In response to the letter
of AIBSNLEA (No. AIBSNLEA/CHQ/CMD/2023 Dated 25.09.2023)
which addressesthe need to streamline the
transfer, posting, and immunity from transfer processes
for executives within BSNL through ERP (Enterprise
Resource Planning) automation,
CMD of BSNL has acknowledged and responded positively to
the suggestions. CMD of BSNL has given careful
consideration to the suggestions presented in the
letter. Importantly, he has acknowledged that the letter
has been thoroughly read, and all four of the
suggestions have been duly noticed.
In response to the letter
from AIBSNLEA (AIBSNEA/CHQ/REA-2014/2023 Dated
08.09.2023) on
the Amendments to REA Rules 2014 for enhancing the MVP
period from 3 years to 4 yearsand after listening to
the submissions of AIBSNLEA , CMD BSNL categorically
voiced that the 4 year period will not be implemented
now and will be considered in the 4th MVP only.
We have submitted to the CMD of BSNL regarding the
delay in promotions, particularly in cases of employees
moving from SDE to AGM, PA to PS, PS to PPS and others.
It is important to note that these matters do not
involve any ongoing court interventions.
We highlighted the growing resentment among our younger
employees due to the non-availability of standard pay
scales, E1+5 increments, and pay parity , 30% SAB .
This issue is crucial in maintaining a motivated and
content workforce.
Further, we have submitted the request for the
issuance of a Presidential Order pertaining to officers
who were recruited through Government of India (GOI) and
Department of Telecommunications (DOT)
notifications/vacancies prior to 1.10.2000 and
subsequently joined as Telecom Technical Assistants (TTAs)
after the formation of BSNL. We requested to include
these officers under the pension benefits as per the
Central Civil Services (Pension) Rules, 1972. This
adjustment would provide much-needed security and
assurance to this group of employees.
We trust that these matters will receive the attention
and consideration they deserve. Resolving these issues
would not only benefit our dedicated workforce but also
contribute to the overall well-being and stability of
our BSNL.

to review the erroneously fixed Organizational
restructuring in Chennai TD and Kolkatta TD Circles for
the executive strength in Finance Stream .
The matter has been discussed with PGM (
Restructuring ) , BSNL CO . PGM ( Restructuring )
assured to look into the matter.

Associations against AIBSNLEA, which included the spread
of numerous rumours and false allegations against
AIBSNLEA, terrifying AIBSNLEA members to join them, one
undeniable source of strength emerged: the unwavering
support of all who cast their votes in favour of
AIBSNLEA.

Representation and
Suggestions of AIBSNLEA submitted to BSNL
Management on the Amendments to REA Rules
2014 (Ref: BSNL Letter No BSNL/5-2/SR/2023 dated
23-08-2023)
As per the letter in
reference, comments on the "Recognition Period of the
Representative Associations of BSNL REA Rules 2014" were
solicited from only two Associations, earlier MA and SA,
during the period of the 3rd MVP. This approach, in our
view, neglects the voices of the other representative
associations that represent a significant portion of the
executive community. Moreover, we understand that all
participatory associations in the MVP are considered
equal after the MVP is declared. Therefore, we propose
that all constituent representative Associations that
participated in the 3rd MVP shall be given an
opportunity to share their views before any amendments
are made to the REA Rules 2014. We firmly believe that a
diverse range of perspectives can lead to better
decisions, and sometimes even hearing unconventional
ideas can pave the way for innovative solutions.
Initially, the
recognition period for the MA/SA under the REA Rules
2014 was set at 2 years and later extended to 3 years.
We have learned from the recent correspondence in the
letter in reference that BSNL Management has plans to
further extend this period to 4 years. In the same
process, BSNL management may further enhance this period
to 5 years at par with the general assembly elections.
In democratic systems, political parties securing 2-3%
of votes with a single MLA or MP have ample
opportunities in the dialogue process to devise new
policies and modifications to existing policies by
expressing their valuable viewpoints. On the
contrary, as per REA Rules 2014, BSNL Management will
listen only to MA who secure 35% of votes or above,
neglecting the views of all the other participant
associations who secure the lion's share of 65% of
votes. This is a rigid dichotomy between democracy
outside of BSNL and that inside BSNL implemented through
REA Rules. In this context, any unilateral move to
enhance the recognition period may be unacceptable for
the majority of BSNL Executives as their voice will be
unheard for a long period of 4 years.
As per REA Rules 2014,
only MA is permitted to have agenda meetings with BSNL
Management, while SA may have limited opportunities at
the mercy of management. This concept neglects the
viewpoints of the remaining associations representing a
significant portion of BSNL executives, or rather, the
other participatory associations who are representing
the lion's share of executives are blocked from
submitting their views to BSNL management. This concept
may be modified due to the fact that even if the MA
represents 51% of Executives, how can management neglect
the viewpoints of 49% of executives? In this
background, any proposal for increasing the recognition
period alone to 4 years will be highly detrimental to
the future of BSNL and its executives unless the
following points are considered:
In light of the above
concerns, we urge your kind authority to consider the
following points as well if any modifications to REA
Rules 2014 are in the pipeline:
1. In the case of
"Recognition Rule 2012" for Unions in BSNL, limited
trade union facilities are extended to any Union
securing a minimum of 2% votes at all India Level. The
same treatment of limited trade union facilities shall
be extended to any Association securing a minimum of 2%
votes at all India Level. Otherwise, a negative feeling
among executives will be brewing up in their minds that
BSNL management is uncaring about the views of
executives at par with those of non-executives. The
intellect of executives shall also be seen as at least
as good as that of non-Executives. As you are well
aware, the whole BSNL is being steered ahead by
Executives, turning down the feelings of executives
compared to those of non-executives won’t be better for
the early turnaround of BSNL to its pristine glory.
Hence, once again, we
emphasize that the same treatment of limited trade union
facilities extended to Unions in BSNL shall be extended
to any Association securing a minimum of 2% votes at all
India Level.
2. Since association
activities are permitted at the Branch, Circle, CHQ
levels of BSNL, after MVP, the Association that secures
majority votes/2nd Majority votes at Branch, Circle
levels shall be additionally recognized as MA/SA at
Branch, Circle levels and the same trade union
facilities shall be granted at Branch, Circle levels in
addition to the Association who secured MA/SA status at
CHQ Level. As your kind sagacity is well aware, there is
vivid geographical, cultural and demographic diversity
prevailing all across our "Bharat". Hence, the
diversified demographic verdict of Executives at BA,
Circle levels may not be ignored. By ignoring the
verdict of BA, Circle levels by forcefully enforcing
Another Association alone as MA/SA at BA, Circle levels
against the wishes of the Executives will not be healthy
for the wellbeing of BSNL and its executives.
Hence, once again we
emphasize that the Association secure majority votes/2nd
Majority votes at Branch, Circle levels shall be
additionally recognized as MA/SA at Branch, Circle
levels and the same trade union facilities shall be
granted at Branch, Circle levels in addition to the
Association that secured MA/SA status at CHQ Level.

However, it's
essential for us to remain vigilant and united, as both
the MA and SA are continuously attempting to undermine
our efforts with indigestible rumours and other tactics.
I urge each and
every one of you not to be Swing
by these baseless rumours. Instead, let's show our unity
and unwavering support for AIBSNLEA.
Tomorrow, on the
12th of September 2023, when you cast your votes,
remember that AIBSNLEA is the driving force for the
betterment of BSNL Executives. Let's vote en masse for
AIBSNLEA at Sl No.1, ensuring that our collective voice
is heard loud and clear to BSNL Management.

protect and advance the interests of BSNL Executives and
continue the remarkable work AIBSNLEA has been doing for
the betterment of we executives and

GS writes to the CMD BSNL for the implementation of
Uniform Working Hours Across BSNL Corporate Office and
Field Units for the early turnaround of BSNL to its
pristine Glory . AIBSNLEA requested the CMD BSNL to
extend the working hours of field units to align with
those of the BSNL CO. In other words, the field units
may also adopt a 5-day working pattern from Monday to
Friday, with working hours from 9.30 AM to 6.00 PM. This
adjustment would create more consistency and cohesion
across the organization.
