BSNL Corporate Office issues
clarification regarding applicability of consolidated
instructions on Technical Resignation and Lien of DoPT to
BSNL employees.
BSNL CO clarifies that the DoPT
instructions are meant for Central Government employees and
posts and not applicable in BSNL unless it is adopted in
BSNL.

Meeting with GM (SR):
GS and AGS (Finance) met with GM (SR)
and discussed regarding:
A Promotion from SDE (E) to EE (E):
We requested to discuss the matter with GM (Pers) as
directed by the Director (HR) in yesterday's meeting for
issuing the promotion orders for SDE (E) to EE (E) since the
CPC has been completed to fill up 114 EE (E) posts. GM (SR)
assured to discuss the matter with the concerned officers in
Pers Cell for issuance of the orders.
B Notional Pay fixation from 1.10.2000
to all the up-graded pay scales in BSNL-Case of JTO/SDE
(C/E/Arch/TF) and PA cadre: We
requested to get the clearance from BSNL MC on this issue
since the matter is pending since long as the frustration
among the executives is increasing day by day. GM (SR)
assured to discuss the matter with GM (Estt) and Director
(HR) for an early solution.
C Allowing option in Pay fixation on
promotion- Case of TTAs promoted as JTO as external
candidate: GM (SR) assured to
discuss the matter with GM (Estt) / DGM (Estt) for an early
solution.
GM (SR) during the meeting informed
that the executives on tour / leave to distant stations /
foreign would be allowed to cast their votes through postal
ballot / email with prior intimation.

Meeting with GM (Pers) and GM
(SR):
GS, President
further met GM(Pers) and Jt.GM (Pers) and
discussed regarding:
(a) SDE (Elect) to
EE (Elect) promotion orders:
We requested GM(Pers) to issue
promotion order of 114 EE(Ele)
since the CPC has been expedited. GM(Pers) assured
for an early action in this
regard.
(b) CPC from DE to
DGM:
We requested to hold CPC from DE to DGM (about 140 DEs) who
have completed more than 3 years DE service and are
eligible for DGM promotion. GM(Pers)
mentioned that majority of DEs eligible to DGM promotion are
from South India but on DGM promotion they have to go to
deficit circles as per the requirement of BSNL. We
requested to issue promotion orders.
(c) Restructuring
of AD (OL) cadre:
GM (Pers)
informed that DOT has asked some queries on this issue
which are being replied soon.
(d) CPC from SDE to
DE and AO to CAO:
GM (Pers)
informed that on receipt of legal opinion, further action
will be taken.

United Forum meeting with GM (Pers)
and GM (SR):
GS, President along
with the representatives of SNEA
(I) and AIGETOA met GM(Pers) and
GM(SR) to discuss the draft on
CPSU cadre hierarchy. After some discussions it was decided
that GM(pers) will provide a
revised draft on CPSU cadre
hierarchy on the basis of United Forum feed back given in
August 2016 on Monday 3.10.2016 which will be
further discussed
in the meeting on 5.10.2016.
29.09.2016: Meeting with
Director (HR), BSNL Board:
GS, President met
Director (HR) and discussed- regarding getting cleared
BSNL?s proposal on replacement of pay E-1A by E-2, E-2A by
E-3 and up-gradation of subsequent
IDA pay scales. Director (HR) informed that as per the
direction of the CMD,
BSNL today itself we are sending a DO letter to AST, DOT
requesting for early clearance from DOT in this issue. She
also assured to talk to the concern officers in DOT for an
early clearance and assured that in case DOT sends this
proposal to DPE for concurrence she would be talking
to DPE officers also for early concurrence on the issue.
On the issue of
CPSU cadre hierarchy, Director
(HR) told that she is waiting for
a unanimous proposal of United Forum and
Pers. Cell for further necessary action. She advised to
finalize the proposal early.
Consideration of
cancellation/modifications of transfer orders on promotion
to DGM (Finance) on genuine grounds:

to the matter in the next week after discussion with GM (FP)

We requested for issuing early promotion orders from SDE(E) to EE (E) since the 114 SDEs (E) are
found fit for promotion against the 119 EE (E) posts while
completing theCPC. Director
(HR) assured to look in to the matter for an early action.
29.09.2016: Meeting with
CMD BSNL:
GS and
President met CMD BSNL and requested for
his kind intervention in DOT to get cleared the BSNL?s
proposal for replacement of IDA Pay scales E-1A by E-2, E-2A
by E-3 and up-gradation of
subsequent IDA pay scales E-3 by E-4, E-4 by E-5, E-5 by E-6
and E-6 by E-7. We appraised him that the attitude of DOT
Officersis not positive to
approve the BSNL?s proposal and they are trying to delay it
by sending to DPE for concurrence. CMD appreciated our
concern and directed Dir (HR) to send DO letter today
itself to Addl. Secy (T) for an
early clearance to BSNL?s proposal to avoid unrest in BSNL.
He also assured to discuss the matter in DOT with the
concern officers for an early approval.
We extended our
sincere thanks for getting issued the order on 3%
contribution from BSNL towards 30% superannuation benefit to
BSNL recruited employees from DOT .
We further
requested to implement CPSU cadre hierarchy in BSNL as per
Khan Committee report.CMD assured
to look in to the matter.
We also expressed
our serious concern against the DOT officers'
indifferent attitude towards BSNL as they says BSNL will be
closed within five years. It is demotivating statement.

off mobile towers assts of BSNL:
It is learnt
that Hon'ble MOS (IC) has approved the draft Cabinet Note
containing the proposal for
hiving off mobile towers assts of BSNL into a separate
subsidiary company fully owned by BSNL. The draft cabinet
note has been sent to DPE, DoPPW, DoE and DEA for offering
comments. Thereafter, the Cabinet Note will be finalized for
placing it before the cabinet secretariat.

BSNL:
Congratulations!
DoT has issued the Presidential Directives on the issue of
approval on the BSNL?s proposal of 3%
contribution from Employer's side towards 30%
superannuation benefit to BSNL recruited employees. It is a
historical achievement to provide social security to the
BSNL recruited employees.

Day of the "Hunger Fast" call given by the United Forum:
3rd Day Hunger Fast call given
by the United Forum of AIBSNLEA, SNEA (I) and AIGETOA
successfully implemented through out the country including
BSNL Corporate Office.
We extend our sincere thanks to all
the executives through out the country for making the
agitation program of three day Hunger Fast a grand success.
This struggle has achieved issuance of
the orders with respect to
superannuation
benefit to Direct Recruit employees of BSNL in terms of 3%
contribution from employer's side also got cleared the
BSNL's proposal for replacement of E1A by
E2, E2A by E3 and up-gradation of subsequent IDA pay scales
E3 by E4, E4 by E5, E5 by E6 and E6 by E7 from the Internal
Finance of DoT and now it will be sent to DPE for
concurrence and thereafter to accord the approval of DoT.
BSNL Management has also assured to
start serious discussion on implementation of CPSU cadre
hierarchy on the basis of Khan Committee recommendations by
the next week. We could succeed to convenience the BSNL
Management the necessity of CPSU Cadre hierarchy
implementation in BSNL.
We have to closely monitor the
progress for the resolution of the pending HR issues and in
case, if we find any delay or negative approach of DoT
Administration / BSNL Management, immediately, we have to
start the active organizational action programs for which
every body should keep organizationally ready.

by the United Forum:
2nd Day Hunger Fast call given
by the United Forum of AIBSNLEA, SNEA (I) and AIGETOA
successfully implemented through out the country including
BSNL Corporate Office.
The BSNL's proposal for replacement of
E1A by E2, E2A by E3 and up-gradation of subsequent IDA pay
scales E3 by E4, E4 by E5, E5 by E6 and E6 by E7 has been
cleared by Internal Finance of DoT with a comment to take
the concurrence of DPE to accord the approval of DoT. It is
understood that the BSNL's proposal as per the above advice
will be sent to DPE after the approval of Secretary (T)
through nodal unit of DoT shortly.
The presidential directives on 3%
contribution from BSNL towards 30% superannuation benefits
to the BSNL recruited employees is expected shortly from DoT
since it is already been approved by Hon'ble MoS (IC).
GM (SR) in the presence of GM (Pers)
will hold a meeting tomorrow 11.30 Hrs with the
representatives of the United Forum to discuss regarding
implementation of CPSU Cadre Hierarchy.
To get resolved the above issues, the
ongoing agitation program has to be intensified further. All
the Central Office Bearers, Circle/District Secretaries are
requested to ensure 100% participation of our members in 3rd
day's "Hunger Fast Program".
28.09.2016: Status
of Court Case in Hon'ble Chandigarh CAT regarding LDCE Quota
promotions from JTO to SDE (T):
Hon'ble CAT Bench Chandigarh heard the
case
on today i.e. 28.09.2016 in the matter
regarding LDCE Quota
promotions from JTO to SDE (T).
After some arguments the case is now posted for further
hearing on 04.10.2016.
28.09.2016: Status
of the court case on the issue of ITS Absorption in the
Hon?ble Principal Bench of CAT New Delhi:
The Case filed under OA 1283/2013_SNEA &
Ors vs. UOI & Ors on the issue of ITS Absorption in the
Hon?ble Principal Bench of CAT New Delhi
was listed for hearing on 27.09.2016 as
Item No. 25 in Court No. 2 before a bench comprising the Ld.
Members Mr. Sudhir Kumar and Mr. B. Avtar. Mr. Rajshekhar
Rao assisted by Mr. Varun Mishra, appeared on behalf of the
Applicants. Counsels for DOT and BSNL were also present.
Mr. Rao apprised the bench
of the facts of the case and the various High Court Orders
issued from time to time whereby extension was sought by
DOT, and was expressly rejected by the High Court. The
Counsel for DOT again sought time to argue the matter in
view of the pendency of the Contempt Petition. Mr. Rao
informed the Bench that DOT had already taken 3
opportunities to argue the matter, and adjournments were
repeatedly sought on account of the unavailability of the
Ld. ASG. However, the matter has been adjourned to
03.02.2017.

Superannuation benefit to DR employees of BSNL:
We requested to get issued the presidential directives from
DoT on 30% Superannuation benefit to DR employees of BSNL
wherein BSNL as an employer will contribute 3%. Director
(HR) assured to contact MOS (C)/DoT office for an early
order.

WE requested to use her good office in getting cleared the
BSNL?s proposal from the Internal Finance of DoT and

Cadre Hierarchy implementation in BSNL:
We requested for early implementation of the CPSU Cadre
hierarchy in BSNL as per the khan committee report. Director
(HR) assured to intervene in the matter and to discuss with
GM (Pers). She also advised for submitting a common proposal
under the banner United Forum at the earliest for its
finalization.

promotion on genuine grounds:
We requested to consider some cases for modifications in the
DGM (Finance) posting orders on promotion on genuine
grounds. Director (HR) assured to look into the matter and
directed GM (FP) who was also present in the meeting to
discuss all the cases with her.

Considering Screening Test passed candidates in BSNL for JAO
(40%) LICE:
We requested for considering Screening Test passed
candidates in BSNL for JAO (40%) LICE who are undergraduates
and has qualified the LICE. In the result declared on
18.08.2016 a good number of such candidates have qualified
the LICE. Director (HR) directed GM (FP) to examine the case
and for necessary action.

G.K. Upadhyay and congratulated him on assuming the charge
of the high office of Member (T) Telecom Commission and
requested him to support BSNL. He assured his fullest

Also met Shri R.K. Mishra, Advisor (O) and requested to get
sanctioned the requisite number of posts for TERM Cell of
DoT and to reimbursement the salary bill of BSNL for the
BSNL employees working in TERM Cell on deputation. Member

AIGETOA met with the concern officers of DoT and MOS (C)
office and discussed regarding:

We explained the need of approval on BSNL?s proposal of
replacement of E1A by E2 and E2A by E3 and upgradation of
subsequent IDA pay scales to the concerned officers of the
Internal Finance Wing of DoT. Our concern was appreciated
and it is assured that by the next week the clearance of
Finance Wing of DoT may be given.
B. 30%
Superannuation benefit to DR employees of BSNL:
We requested the concerned officer of MOS (C) office to send
the approval of Hon?ble MOS (C) to the concerned section of
DoT for issuance of presidential directives on 3% employer
contribution towards 30% superannuation benefits to BSNL
recruited employees. It is assured that by tomorrow the
approval may be communicated to the concerned section of DoT.
C.
Restructuring of AD (OL) cadre:
The BSNL?s proposal for restructuring of AD (OL) cadre is
being processed to the Finance Wing of DoT by PSU Cell.
D.
Clarification on EPP: The
clarification on EPP is expected shortly from DoT as all the
pending pension cases has been cleared by DoT.

Meeting
with CMD BSNL:
GS, OS
(West) and CS MH Circle met CMD BSNL and congratulated him
for getting Rs. 1250 Crores as Rural Deficit Charges from
DoT. CMD appreciated our concern and mentioned that Govt. is
also realizing to strengthen BSNL and now even BBNL network
connectivity to village panchayat and its operation and
maintenance work is being offered to BSNL. It will be easy
for BSNL to operate and maintain the BBNL network in case
all the staff of BBNL is transferred to BSNL.
We also
appreciated the efforts being taken by CGMT Maharashtra and
Rajasthan Circles for rejuvenating these circles further. CMD
mentioned that CGMs should conduct regular meetings with SSA
heads and required to perform in better manner to increase
the revenue.
We requested to get the BSNL?s proposal for replacement of
E1A by E2 and E2A by E3 and up-gradation of subsequent IDA
pay scales from DoT at the earliest. Further, we explained
that senior executives in Group A / B Cadres are being
stagnating hence replacement and up-gradation of existing
pay scales is required at the earliest. CMD assured to
discuss the matter in DoT.
21.09.2016: Status

BSNL:
* Hon?ble MOS (C) approves the BSNL?s proposal of 3%
contribution from Employer's side towards 30%
superannuation benefit to BSNL recruited employees. The
presidential directives from DoT is expected shortly.
* The BSNL?s proposal on replacement of E1A by E2 and E2A by
E3 and subsequent IDA pay scales up-gradation is still
pending in internal finance of DoT for clearance. We are
pursuing for early clearance.

FS, AGS (HQ) and AGS (Fin) met with GM (FP) on 20.09.2016
and discussed regarding:
(A)
CPC from AO to CAO: We
requested to initiate CPC from AO to CAO as there is no stay
on promotions from any court. GM (FP) mentioned that as per
our earlier discussions he will initiate the CPC process from AO to CAO and
will send to the competent
authority for approval in the same line as will be done in Pers
Cell for Telecom personnel.
(B) Consideration of request for
modification of posting on promotion to DGM (F):
We requested to consider some modifications in the posting
orders on promotion to DGM (F) on genuine grounds. GM (FP)
advised to discuss the matter with Director (Finance/HR).
However, he assured to examine the pending request transfer
cases of AOs/CAOs.

We requested to expedite CPC from JTO (T) to SDE(T) after
getting clearance from Hon'ble High Court Kerala. GM (Pers)
mentioned that Sr. Advocate Sh. R.D Aggrawala is suffering
from high fever, hence Hon'ble high court has been requested
to defer the hearing date from 22nd & 23rd
Sept 2016 for 15 days. He assured that as soon as the stay
order is vacated the SDE Promotion orders will be issued
immediately.
b) CPCs from SDE (T) to DE and
AO to CAO :- We requested to
initiate CPCs from SDE(T) to DE and AO to CAO since no stay
order is pending. GM (Pers) informed that the legal opinion
is being taken from Sr.GM (legal) on this issue and
thereafter the necessary action will be taken.
c) CPCs from SDE(C/E) to EE(C/E):
We requested to initiate CPCs to fill up 120 EE(E) and 175
EE(C) vacant posts. GM (Pers) mentioned that the CPCs have
been initiated and the efforts will be made to get clearance
from Hon'ble PB CAT New Delhi to issue EE(C/E) promotion
orders. We requested to consider PGM(BW) proposal to
consider all SDEs(Civil/Ele) for EE(C/E) promotion who have
been recruited prior to notification of EE(RR) by DOT in
1994. GM (Pers) assured to look in to the matter for an
early solution.
d) DGM Adhoc promotion:
We requested to consider pending about
140 DEs promotion case who have completed 3 years regular
service in July 2016 GM (Pers) assured to look in to the
matter.
e) Promotion as DGM Adhoc after
retirement to eligible DEs as per DOP&T guidelines:
We requested to consider for promotion from DE to DGM who
retired during the CPC process. This is as per DOP&T
guidelines. GM (Pers) assured to look in to the matter.
f) Consideration of
Request/Tenure transfer cases of SDEs/DEs/DGMs:
We requested for consideration of
transfer cases of SDEs/DEs/DGMs who are completing two years
service in Oct-16 GM(Pers) assured to look in to.

to DGM Regular : We requested
to issue Regular DGM promotion orders of those DGMs Adhoc
who have completed 4 years regular service as STS officer.

one year tenure in view of the difficulties are being faced

We requested to initiate CPCs
from SDE to DE and AO to CAO since there is no stay order
pending on promotions. GM (Pers)
informed that BSNL is thinking to file SLP in the
Hon'ble Supreme Court, New Delhi for considering SC-ST
roster implementation as per DOP&T instructions.
However, Director (HR) directed GM (Pers) to take immediate
legal opinion in this regard to initiate the CPCs.
(ii) CPC from SDE(C/E) to EE(C/E):
We requested to expedite CPCs
from SDE(C/E) to EE(C/E) and to get clearance from Hon'ble
PB CAT, New Delhi for promotions. Director(HR) assured an
early action in this regard.

Hon'ble CAT Bench Chandigarh hold the hearings
on 19.09.2016 in the matter

Hon'ble
CAT after some arguments asked BSNL's Advocate to submit a
letter in continuation of the affidavit clarifying whether
BSNL Management is ready to issue the promotion orders with
the condition that LDCE candidates will not claim the
seniority prior to 2010-2011. BSNL's Advocate argued that
the promotions from JTO to SDE (T) are held up and requested
for an early hearing. Hon'ble CAT posted the case for
further hearing on on 21.09.2016.

It is learnt that the hearing has been held
on 14.09.2016 in the Hon'ble CAT Bench Chandigarh
regarding LDCE Quota
promotions from JTO to SDE (T).
The Hon'ble CAT has asked BSNL's advocate to file an
affidavit on the next date of hearing, i.e. on 19th
September 2016 stating that the
seniority of the promote officers of different groups (i.e. LDCE and DPC)
will be determined by the respective vacancy year itself.
We met with the concerned officers in
the BSNL Corporate Office and requested to arrange to file
the affidavit in the Hon'ble CAT Bench Chandigarh on the
next date of hearing i.e. 19.09.2016 who assured to
file a suitable affidavit in the Hon'ble CAT in this regard.
15.09.2016:
Creation
of NFS Circle:
BSNL
Corporate Office issue orders regarding creation of NFS
Circle and re-defined the role and responsibilities between
NFS Circle and NTP Circle. The headquarter of the newly
created NFS Circle will be in Netaji Nagar, BSNL Campus, New Delhi
and it shall start functioning from 01.10.2016.

15.09.2016:
Meeting
with various officers in DoT:
GS, AGS (HQ) along with OS (CHQ) & CS,
Delhi AIGETOA, met with the concerned officers in DoT and
discussed regarding:
A. Replacement of intermediary pay scales of E1-A
and E2-A by standard pay scales of E2 and E3 for JTO and SDE
equivalent cadres and up-gradation of subsequent IDA Pay
scales w.e.f 01.01.2007:
We requested to clear the proposal mooted by BSNL in this
regard. It was informed that the proposal re-submitted by
BSNL is now under active consideration in DoT and shortly
decision will be taken.
B. Extending 30% Superannuation benefit to BSNL recruited
Employees as per the recommendation of 2nd PRC:
We requested fort early clearance on the proposal of BSNL
for extending 3% contribution from BSNL, the employer
towards the superannuation benefit of the BSNL recruited
employees. It was informed that the BSNL's proposal after
the clearance from Secretary (Telecom) has reached to the
office of Hon'ble MOS (C) and now returned to PSU Cell for
some clarifications. It is expected that the clarifications
will be submitted by the PSU Cell shortly and necessary
presidential directives in this regard will be issued
immediately after the approval of Hon'ble MOS (C).
C. Restructuring of AD (OL) cadre:
We requested for early clearance on BSNL's proposal of
restructuring of AD (OL) cadre. It was informed that the
matter is being processed to the internal finance of DoT for
clearance.
E. Clarification on Pay fixation on
EPP from DoT: We requested for
issuance of an early clarification from DoT on pay fixation in the same
scale twice under EPP. It was informed that a positive reply
in this regard will be communicated to the BSNL shortly.
However, all the pension cases have already been settled.
15.09.2016:
Meeting
with Advisor (Operations), DoT:
GS, AGS (HQ) along with OS (CHQ) & CS,
Delhi AIGETOA, met with Shri R. K. Mishra, Ex. CGMT
Rajasthan and congratulated him on assuming the high office
of the Advisor (Operations) in DoT. We requested him to support
BSNL.

A. JTO to SDE (T) promotions on
seniority quota: We requested
GM (Pers) to expedite the CPC from JTO to SDE (T) by getting
clearance from Hon'ble High Court Kerala. GM (Pers)
mentioned that Sr. Advocate Sh. R.D. Aggarwala will be
pleading the case in the Hon'ble High Court Kerala on the
next hearing dates of 22nd and 23rd September 2016. He
assured that as soon as the stay on promotion order is
vacated the CPC will be expedited.
B. CPC from SDE (T) to DE (T):
We requested to initiate the CPC for promotion from SDE (T)
to DE (T) to fill up about 2000 vacant DE posts as now there
is no stay order on the promotions. GM (Pers) mentioned that
the legal opinion on Hon'ble CAT Chandigarh judgment is
being taken from Sr. GM (Legal) and thereafter necessary
action will be taken in this regard.
C. DE to DGM (T) promotions orders:
We requested to issue promotion orders in respect of all
left out DEs whose orders could not issued due to
ineligibility of length of service in DE cadre. Now since,
they have completed more than three years services in
DE Cadre their promotion orders can be issued. GM (Pers)
assured to look into.
D. Restructuring of AD (OL) cadre:
GM (Pers) informed that during this week a positive reply is
expected from DOT on AD (OL) restructuring proposal of BSNL
thereafter necessary orders will be issued by BSNL.

passed to list on a non-miscellaneous day in the first week

Congratulations! CMD
BSNL clears the DGM (F) promotion file - Orders are expected
today.
GS, AGS (HQ) and AGS (Fin) met with
CMD BSNL and requested to clear the file for the promotions
of CAO to DGM (F). CMD immediately cleared the file.
We extended our sincere thanks and gratitude to him for this
favour. We then met with Director (HR)
and extended sincere thanks and gratitude to her also.
We also met with GM (FP) who assured to issue the promotion
orders at the earliest most probably today itself.
08.09.2016:
Forum Meeting with CMD BSNL:
CMD BSNL conducted meeting with the representatives of Forum
of BSNL Unions/Associations and discussed regarding
viability of BSNL. CMD BSNL mentioned that today he is
holding this very important meeting to share his views with
the leaders of BSNL Unions/Associations for the
growth of BSNL. He mentioned that at present these
issues are important ie.(1) Launching of Reliance Jio (2)
Financial performance of BSNL (3) Strategies for BSNL
growth. He further mentioned that he has concern
towards the implementation of 3rd PRC report in
BSNL which is the most important issue before him.
Earlier PRCs Air India and ITI etc., employees Pay scales
were not revised due to the financial conditions of
these PSUs. Hence, BSNL should grow its revenue and
become profit making. Reliance Jio has invested
1.5 lac crores rupees, a big investment has been made
and BSNL has to compete with this and to provide
service on cheaper rates in comparison to Reliance Jio.
BSNL is providing landline on Rs.49 and Broad Band service
with 249 unlimited plan with 1 GB. Last year the
BSNL's operational profit was Rs.600 crores but this
Financial Year the BSNL's operative profit is Rs.3855
crores. The BSNL's loss in the last year was Rs.8300 crores
and this FY loss is about 3500 crs. He further
mentioned that after launching of ? SWAS? the quality
of service has improved and that is why about 2 lac GSM
telephones are being added every month. He also
mentioned that to compete with Reliance Jio BSNL's 3G-
Wi-Fi service should be made more popular. He
mentioned that BSNL has Rs.1000 crs. reserve and about
Rs.2500 crs. loan against BSNL, topline of Rs.30000
crores. About 40000 3G + Wi-Fi systems will be installed in
the next two years. He explained that BSNL's B/B on
copper cable and OF cable is more reliable than
Wireless technology. We assured him our fullest
cooperation.

Limited Internal Competitive Examination (LICE) fro
promotion of Group 'C' employees to the grade of Junior
Telecom Officer (Telecom) for the vacancy year 2015 in BSNL.

BSNL Corporate Office issues orders regarding change of
date of holiday on account of Id-ul-Zuha (Bakrid) during
2016 in BSNL offices located at Delhi / New Delhi. Now the
Id-ul-Zuha (Bakrid) will be celebrated on 13th September
2016 in place of 12th September 2016. For BSNL offices
outside Delhi / New Delhi Heads of Territorial Circles may
decide the date of holiday in terms of para 5.2 of the

08.09.2016: Meeting with
GM (Admn.), BSNL Corporate Office:
GS, AGS (HQ) and AGS (C/E/TF/Arch) along with the GS
AIRBSNLEWA met with GM (Admn.), BSNL Corporate Office.
A Outdoor medical bills reimbursement:
We expressed our anxiety regarding the preparation of the so
called web based application to monitor the progress of the
payment of the medical bills. GM (A) informed that he has
spoken to CGM ITPC today itself who has informed that the
said application is ready and asked to depute some officer
from BSNL CO. GM (A) mentioned that he is deputing one DGM
level officer to ITPC in the next week. CGM ITPC has assured
to commission the said web based application for the use of
our pensioners within this month.
B Free calls as per BSNL order in
concessional telephones:
We mentioned that the free calls allowed in the concessional telephones are
500+50 calls which should be 500+220 calls to BSNL as per
order of BSNL dated 20-07-2007. We again reiterated
that we are not asking to enhance the ceiling limit on
concessional telephones to BSNL pensioners. We are demanding
just to allow the free calls allowed to the General
Subscribers over and above the calls allowed for the
pensioners and again submitted a letter in this regard.

Allowing night calling facility in concessional telephones:
We mentioned that the free Night Calling Facility as introduced in land
line phones has not been extended so far to the concessional
land line phones for pensioners. GM (A) informed that a
proposal in this regard is in pipe line wherein competent
authority has asked him to discuss the issue with Finance

United Forum meeting
with GM (Pers.), GM (SR) and Jt. GM (Pers.) on CPSU cadre
hierarchy:
GM (Pers.) today conducted a meeting with the leaders of
United Forum in the presence of GM (SR) and Jt. GM (Pers.)
on the issue CPSU cadre hierarchy wherein the United
Forum insisted for the implementation of Khan Committee
report in toto upto DGM level. We pleaded that non-post
based time bound functional promotions should be there upto
the level of DE/AGM and time bound promotions upto SG JAG
level as per the existing EPP provisions.
The number of DGM posts should be
increased upto 4000 posts from the existing 2200 DGM posts
as per Khan Committee report to smoothen the career
progression. We also impressed upon no lateral induction
above the level of JTO/JAO. DGMRR should be scrapped.
GM (Pers.) noted all the suggestions
and assured to discuss these with the competent authority
before making final proposal.
2nd Day Dharana Program was very
successfully implemented through out the country i.e. BSNL
Corporate Office, Circle/SSA level offices during two days
our 100% members participated in the Dharana Program. The
next agitation program will be launched w.e.f. 27th
September to 29th September by observing three days HUNGER
FAST. All the Circle/ District Secretaries are requested
to ensure successful implementation of the future course of
action programs.

DHARNA Programme successfully implemented: On
first day (6-9-2016) the two days DHARNA Programme is
successfully implemented throughout the country. In
BSNL C.O also the Dharna was conducted successfully though
the permission to erect Tent was given later. All the
Circle/District Secretaries are requested to ensure 100%
participation of executives in tomorrow's Dharna Programme
at BSNL CO/Circle/SSA levels.
GM (Estt),
GM (Pers) and GM(SR) hold meeting with the
representatives of United Forum today morning and discussed
the demands wherein they mentioned that the proposal
on E-1A to E-2, E-2Ato E3 and upgradation of subsequent pay
scales has been again sent to DOT by clarifying all the
points. BSNL has requested to settle the issue before
3rd PRC since after the 2nd PRC the
E-1A and E-2A replacement scales have not been finalized by
BSNL/DOT. On the issue of 30% superannuation benefits
they informed that BSNL's Board proposal on this issue in
DOT has been cleared by Secy. (T) and now Hon'ble MoS
approval is waited.
On CPSU
cadre hierarchy GM (Pers) informed that he will hold meeting
with United Forum of BSNL Executive Associations tomorrow at
16.00 hrs. to discuss the proposal. United Forum expressed
its resentment against the indifferent attitude of DOT and
failure of BSNL Management in getting cleared the revision
of IDA Pay scales proposal from DOT. United Forum also
opposed the CPSU cadre hierarchy proposal circulated by GM
(pers) and strongly demanded the implementation of Khan
Committee report. UF categorically told that agitation
Programme will continue till the time all the demands are
not resolved.

FS met GM (FP) and discussed regarding
a) CPC from CAO to DGM (Finance) :
We requested to expedite CPC from CAO to DGM(F). GM
(FP) informed that the CPC work has been completed and the
minutes are being prepared. He assured that after the
approval of the competent authority the promotion orders
will be issued in this week to fill up about 240 DGM (F)
Posts.
b) CPC from AO to CAO:
GM (FP) informed that the court case
in the Hon'ble CAT Chandigarh is expected to be heard in mid
Oct-2016 on 3 petitioner's applications.
c) Consideration of request transfers:
We requested for consideration of request transfers of
AOs/CAOs/DGM (F). GM (FP) assured to look in to.
06.09.2016: GS
discussed with Jt.GM (Pers) regarding the outcome of court
cases today in the Hon'ble CAT Chandigarh. Jt. GM
(Pers) informed that the JTO to SDE (T) LDCE case was heard
today wherein BSNL has already submitted the clarification.
The case is posted for hearing on SC/ST roaster
implementation on14th Sept-2016.
The Court
case on SDE (T) to DE/AGM promotion was also heard today and
the arguments are over. The judgement in this regard
is reserved.

United Forum of BSNL Executives' Associations comprising of
AIBSNLEA, SNEA(I) and AIGETOA submits second response to the
draft proposal on CPSU Cadre Hierarchy.
"In the inputs, the
United Forum has reiterated that the proposal should be
limited to the Joint Committee recommendations and
promotions up to AGM / Jt. DGM. This is to reiterate that

REPORT OF JOINT GENERAL BODY MEETING OF AIBSNLEA AND AIGETOA
HELD ON 3RD SEPTEMBER,2016:Joint
General Body Meeting of AIBSNLEA and AIGETOA , CTD and WBTC
was organized in two phases on 3rd September,2016
with the slogan- SAVE BSNL-
SUPPORT AIBSNLEA.
The first
Meeting was held at the Conference Hall O/o D.G.M.(NWO),
Alipore, 2/5A, Judges Court Road, Kolkata-700027 . Despite
bad weather large numbers of members from both the
organization were present. On the dais besides Shri Amit
Kumar Gupta, Shri Prahlad Rai, GS AIBSNLEA, Shri RaviShil
Verma, GS AIGETOA, Shri Prasun Kumar Mukhopadhyay, CS
CTD and OS(E) AIBSNLEA , Shri Bijoy Krishna Bhattacharjee,
CS AIBSNLEA WBTC, Shri Saikat Das, CS AIGETOA CTD, Shri
Deepak Sahoo and Shri Wasir Ahmed both AGS AIGETOA were
present among other Branch level leaders.
The Meeting
was presided over by the Branch Presidents of AIBSNLEA and
AIGETOA. At first the dignitaries were felicitated by flower
bouquet. Our veteran leader Shri Amit Kumar Gupta in his
welcome note requested both the organization to forge unity
and face the forthcoming referendum jointly to achieve the 1st
position.
Shri Prasun
Kumar Mukhopadhyay , CS, CTD and OS (E) CHQ , AIBSNLEA in
his deliberation ensured that we will keep no stone unturned
for the betterment of BSNL Executives under the leadership
of GS, AIBSNLEA and AIGETOA jointly and explained about the
achievements of AIBSNLEA and give the call to all
members to make AIBSNLEA number one.
Shri Amar
Hazra from AIGETOA highlighted the joint efforts of both the
Associations in different issues without disturbing the day
to day work. He thanked the AIBSNLEA leadership for their
support for achieving the demands of the BSNL recruited
Executives.
Shri Bijoy
Krishna Bhattacharjee, CS AIBSNLEA WBTC elaborated the
struggle by the erstwhile Executive Organizations to
upgrade JE to JTO is the achievement of the present leaders
of AIBSNLEA. SNEA is misleading with false tall claims hence
they should be given a befitting reply in the forthcoming
referendum.
Shri Prahlad
Rai , GS, AIBSNLEA in his detailed deliberation explained
all the achievements of AIBSNLEA and AIGETOA united
struggle. He also appraised the latest position of different
cadre demands including AD(OL), PA/PS , Officiating JTO, SDE
, AO, CAO and others. At present we are thriving hard to get
3 Ps - PAY, PROMOTION AND PENSION for our younger
brothers. He also assured that our joint effort will be
successful in achieving 1st position in the
forthcoming Membership verification of the Executives.
Shri Ravi Shil
Verma , GS AIGETOA greeted the members present in the
Auditorium and thanked for the opportunity given to him. He
expressed his faith in the able leadership of Shri Prahlad
Rai and depicted AIBSNLEA as the umbrella organization of
all Executives of BSNL. He reiterated that BSNL DR
Executives are safe in the hands of AIBSNLEA. He stated that
AIGETOA had signed the MOU and will honour it. All the
members of AIGETOA will certainly vote for AIBSNLEA in
ensuing Membership Verification of the Executives to achieve
the top position.
The Meeting
ended with vote of thanks to the Chair and slogans.
The Second
Meeting was organized at CTO Hall opp. Telephone Bhavan at 4
P.M. The Meeting was presided over by Shri Tridip
Chakraborty , President AIBSNLEA CTD and Shri Swapan Bose ,
President , AIBSNLEA WBTC.
The hall was
jam packed and many members had to stand around. On the
dais Shri Amit Kumar Gupta , Shri Prahlad Rai,
GS AIBSNLEA , Shri Ravi Shil Verma, GS AIGETOA , Shri Prasun
Kumar Mukhopadhyay, CS CTD and OS(E) AIBSNLEA , Shri

gathering. He clearly told that one vote in the fold of
other assn. will ruin all our efforts and achievements of
the joint struggle of AIBSNLEA and AIGETOA. He also
requested our every member should inspire one non-member and
member of other Associations to vote in our favour to
strengthen our force.
Shri Prasant
Jain, CS AIGETOA WBTC stated that all the HR issues are sure
to be settled by the united movement of these two
organizations AIBSNLEA and AIGETOA.
Shri Saikat
Das, CS AIGETOA CTD explained why the 3 Ps are important for
the BSNL recruited Executives. He described AIBSNLEA as a
bonding factor propagating the belongingness of the
Executives. He assured all the members of AIGETOA CTD will
vote for AIBSNLEA not only for achieving the 1st
position but also to save BSNL.
Shri Prasun
Kumar Mukhopadhyay, CS CTD and OS(E) AIBSNLEA
expressed that AIBSNLEA and AIGETOA should merge together
for the benefit of Executives of BSNL. He also thanked Shri
Amit Kumar Gupta for his tireless effort to remove the anti
labour cabinet note of the 60:40 proportion of pension
payment by the DOT . Now , for the BSNL absorbed Executives
100% pension is secured from DOT. He explained about the
achievements of three Ps( pay, promotion and pension) by the
unity and joint struggle by these two Associations. He
expressed his faith in our unity and gave a clarion call to
vote AIBSNLEA.
Shri Ravi Shil
Verma, GS AIGETOA thanked AIBSNLEA leadership for their
unconditional support to the cause of BSNL recruited
Executives and especially Shri Prahlad Rai , GS
AIBSNLEA for his elder brotherly attitude. He said that they
are aware of the propaganda and false claims by other
friendly Executive Associations. He reiterated his faith in
our joint movement and said that we will work together
,fight together and achieve together.
The last
speaker was Shri Prahlad Rai, GS AIBSNLEA. Members were very
much eager to listen to him. As usual Shri Rai appraised all
the cadre problems and their present position in detail. He
expressed our gratitude to AIGETOA for their clarion call to
vote for AIBSNLEA. He assured to achieve 3 Ps for them if
they put forward one step AIBSNLEA will go five steps. He
stated that with our effort BSNL is now on the path of
recovering its health and in future it will certainly make
profit if we work hard. Lastly he told to achieve the 1st
position in ensuing referendum is not only important for
BSNL employees but it is the requirement for BSNL's
prosperity.

Dimapur NE-I and NE-II Circle on 31st August., 2016:
Joint CEC meeting at Dimapur for NE-I and NE-II Circles: A
Joint CEC meeting of AIBSNLEA and AIGETOA held at Dimapur
for NE-I and NE-II Circles on 31st Auguist,
2016. The meeting was attended and addressed by Com. Prahlad
Rai, GS AIBSNLEA, Com. Prusun Kumar Mukhopadhyay, OS(East)
AIBSNLEA and Com. RaviShil Verma, GS AIGETOA. Com. Sukhai
Shima, President AIBSNLEA NE-II Circle, Dimapur presided
over the meeting. Com. Rakesh Kumar, CS AIGETOA NE-II Circle
convened the meeting. Many members of both the associations
attended meeting in the Dimapur Exchange Hall and expressed
their grievances regarding transfer posting, tenure time
minimization, Rule -8 transfer cases, local problem, non
cooperation of the local administration etc.

Kumar Mukhopadhyay, OS(East) AIBSNLEA analyzed about the
cancellation/retention of transfer orders, role in the
coming referendum and appealed to make AIBSNLEA number one
and assured all sorts of Cooperation from CHQ.
Com. RaviShil
Verma, GS AIGETOA concluded all the points raised from the
BSNL recruited executives e.g. Rule-8 cases, non cooperation
of local administration etc.
Com. Prahlad
Rai, GS AIBSNLEA expressed his happiness about the
organization of this meeting. In his speech, he discussed
all the HR related issues like DPCs of Engineering, A/C,
Civil/Electrical, PA/PSS etc. executives, transfer policy,
and assured that he will take up the case of making NE-II
Circle as one year tenure as before. He told that NE-II
Circle is neglected and he will convince NE-II Circle as
well as BSNL Corporate Office for Rule-8 cases and issue of
tenure transfer order in time also press them for special
drive recruitment of JTOs/JAOs for hard tenure Circle. All
three leaders were felicitated with a Naga jacket.
Large number
of executives attended the meeting. The hall was jam packed.
After that all
the leaders along with Com. Rakesh, Com. Sukhai Shima met
CGMT NE-II Circle and discussed about the pending Rule-8
cases, support from the local administration etc. Meeting
was held in a very nice manner and CGMT assured to look
these matters.

at Shillong, NE-I Circle on 01st
Sept., 2016:
A Special
General Body Meeting of AIBSNLEA and AIGETOA members was
arranged at Shillong, NE-I Circle on 01st Sept., 2016 in the
Okland IQ Auditorium Shillong. The meeting was attended and
addressed by Com. Prahlad Rai, GS AIBSNLEA, Com. Prusun
Kumar Mukhopadhyay, OS(East) AIBSNLEA and Com. RaviShil
Verma, GS AIGETOA. The meeting was also attended and
addressed by Com. Swarup Chakraborty, CS AIBSNLEA AS Circle
and Com. Satya Joytinath, CS AIGETOA AS Circle. The meeting
was presided over by Sh. N. Arjun, President AIBSNLEA, NE-I
Circle and convened by Com. Santanu Ghosh, CS AIBSNLEA, NE-I
Circle. Com. CS NE-I Circle appraised the difficulties being
faced by the executives due to delay in tenure transfers and
Para-8 transfers. He requested CHQ to take immediate steps
to resolve the situation.
Com. OS(East)
Shri Prusun Kumar Mukhopadhyay, in his address mentioned
that maximum executives in these Hard Tenure Circle i.e. AS,
NE-I and NE-II are mostly coming from Kolkata, West Bangle
Circles and sincere efforts are being made for timely issue
of their tenure transfer orders and their implementation.
Only some genuine cases are being pleaded for retention for
same time. He explained that AIBSNLEA is the true Executive
Association representing all disciplines of executives i.e.
Telecom, Accounts and Finance, Civil/ Electrical/Arch.,
PA/PSS, AD(O/L) etc. He appealed that in the ensuing
membership verification, AIBSNLEA should become number one
executive association to safeguard the interest of BSNL
Executives and BSNL as a whole.
Com. RaviShil
Verma, GS AIGETOA explained that AIBSNLEA leadership is
honest in their approach and always helping the members of
AIGETOA in settling their issues. He discussed about the
agitation launched by AIBSNLEA an d AIGETOA jointly in the
month of May, 2016 and streamlining the issues. He assured
that MOU signed between AIBSNLEA and AIGETOA in July, 2013
will be honored in full and AIBSNLEA will become No. 1
executive Association in this membership verification. He
called upon all the executives to make the ongoing agitation
programme a complete success by 100% participation for the
settlement of E2-E3 IDA pay scales to JTO/SDE equivalent
executives, 30% superannuation benefit to BSNL recruited
employees and KHAN Committee implementation on CPSU Cadre
Hierarchy.
Com. GS
Prahlad Rai AIBSNLEA in his address extended sincere thanks
to Com. Santanu Ghosh, CS AIBSNLEA, NE-I Circle, Com. N.
Arjun, President AIBSNLEA, NE-I for conducting the Special
GB meeting in befitting manner. He appraised in detail the
achievement of AIBSNLEA during the last 10 to 11 years i.e.
implementation of EPP, Grant of perks to executives from
01.01.2005, transparent transfer policy, notification of
BSNL MSRR-2009, implementation of 2nd PRC report
with 30% fitment benefit, filling up of the Group 'B'/
Group' A'/ STS/JAG/SAG/HAG level executives posts in BSNL,
AAO pay scale, Allowed option JAO 2010 batch, Sr. AO
declared post based promotion, PPS posts are created in
Circle, All Offg. JTOs were regularized, 3% pay fixation on
promotion settled, 78.2 % IDA fitment benefit to serving
employees and also BSNL pensioners settled, 60:40 provision
in BSNL pension is withdrawn., CGHS medical facility to BSNL
pensioners is being extended etc. Likewise several issues
have been settled. Com. GS impressed upon for the settlement
of E2-E3 IDA pay scales to JTO/ SDE equivalent executives
and subsequent pay scales i.e. E3 by E4, E4 by E5 , E5 by E6
and E6 by E7, 30% superannuation benefit to BSNL employees
and KHAN Committee report implementation on CPSU Cadre
hierarchy. He appealed all the executives to make the
ongoing agitation programme a grand success by active
participation. He mentioned that AIBSNLEA is committed for
the settlement of their issues. Com. GS further mentioned
that the manner AIBSNLEA is concerned on HR issues, equally
concerned on BSNL Viability issues i.e. AIBSNLEA is always
at far-front in all the agitation calls given by Forum of
BSNL Unions/Associations.
