Chairman, GS and AGS (Finance) met CMD BSNL and discussed
regarding:-
A) Immediate Financial assistance to the flood affected
Circles:: We
requested to allot the funds immediately for Diesel, Labour
& Vehicle running expenses so as to ensure uninterrupted
BSNL services to the customers of the affected Circles of MH,
KRL, KTK & TN. CMD mentioned that he has already given
instructions to release some funds to the entire flood
affected Circles.
B) Soft Loan to BSNL: We
enquired about the immediate financial support from the
Govt./ Loan from Banks. CMD informed that today only he has
received the information that MOC has approved the Letter of
Comfort for availing loan from Banks.
C) Revival of BSNL: CMD
mentioned that tomorrow on 20.08.2019, a meeting is convened
by the PMO to discuss regarding revival of BSNL. He further
mentioned that the comments of the Finance Ministry in
respect of the Cabinet Memo for revival of BSNL is pending
and it will be discussed in tomorrow’s meeting. Only after
the receipt of the comments from the concerned Ministries,
it will go to Cabinet for final approval.
D) Opening of Separate Account for External/ Govt.
Projects:-
We requested to give the permission for opening of separate
account for External/ Govt. Projects as requested by various
Circle Heads/ PCE (Civil) and various Circle Secretaries of
AIBSNLEA. CMD BSNL mentioned that he has already cleared the
file in this regard.
E) Opening of Escrow Account for NE-II Circle:-
We requested CMD BSNL to give permission for opening an
Escrow Account for implementation of GST SWAN Network
Project at NE-II Circle to the cost of Rs.10 crores since
the minimum threshold limit fixed by Corporate Office is
Rs.30 crores. CMD assured to look into the matter.
F) To release the fund for Medical Claims:-
We submitted that the reimbursement of Medical Claims in
respect of BSNL retirees has not been paid for the last two
years, but the Income tax has been deducted without making
any payment and requested to release the funds. CMD assured
to look into the matter.
19.08.2019: Meeting
with Director (CM/HR), BSNL Board:-
Chairman, GS and AGS (Finance) met Director (CM/HR), BSNL
Board and discussed regarding:-
A) Immediate Financial assistance to the flood affected
Circles: We
requested to allot the funds immediately for Diesel, Labour

KRL, KTK & TN. Director (CM/HR) immediately contacted Sr.GM
(BBC) over phone and issued instructions to release the
funds immediately.
B) DE to DGM (T) Promotion: We
requested to intervene in the matter for promotion orders
from DE/AGM (T) to DGM (T) as it has been badly delayed. We
pleaded that more than 1140 vacancies are there in the DGM
(T) Cadre and the eligible officers are less than that and
those who were gone to the various courts have also been
covered within these vacancies, and requested to issue the
DE to DGM promotion on ad-hoc basis as there is no interim
injunction available in this regard. Director (HR) assured
an early action in this regard.
C) Request transfers in the cadre of DGM (T):-We
submitted that those who were completed more than two years
have not been covered in the transfer orders issued by the
Corporate Office except the officers attained the age of 59.
Director (CM/HR) assured that the cases will be considered
and the orders will be issued shortly.
D) Request transfers in the cadre of DET:-We
requested to consider the request transfers in respect of
DEs who have completed 2 years. Director (CM/HR) mentioned
that the request transfers are under consideration.
E) Consideration of Permission for Deputation:We
requested to clear the pending requests of deputation cases.
Director (CM/HR) mentioned that as per the instructions of
CMD BSNL, the draft proposal for deputation has been
prepared and submitted to the Competent Authority for
consideration. However, the proposal has been returned with
some queries from the CMD BSNL which will be replied
shortly.
F) Opening of separate account for External/ Govt.

We requested to reduce the period of tenure in Arunachal
Pradesh State from two years to 1.5 years to maintain
uniformity with other States of NE-II i.e. Manipur &
Nagaland. Director (CM/HR) assured to look into the matter.
H) To release the fund for Medical Claims:-

16.08.2019: Meeting
with Member (Finance), DCC, DoT
Com. S. Sivakumar GS AIBSNLEA along with
AGS (Fin) and Advisor (HQ) met Shri. P.K. Sinha Ji Member
(Finance) and greeted him on assuming the High office of
Member (Finance) in Digital Communications Commission, DoT
by presenting Bouquet. AIBSNLEA congratulated the new Member
(Finance) and discussed regarding:-
A) Revival of BSNL: We
enquired the Member (Fin) regarding the present status of
the Revival Package of BSNL. Member (Finance) mentioned that
the Cabinet Memo for Revival Plan is under consideration of
Finance Ministry and he personally requested the Officers of
Finance Ministry for early clearance of the proposal. He
also mentioned that DOT is trying to get the Cabinet
approval of Revival Package of BSNL before the end of this
month.
B) Immediate Financial Support to BSNL:-
We
further requested for: 1) Extending immediate Financial
Support to BSNL for the maintenance of the Services.
2) Refunding of Govt. dues to BSNL viz
a)
Interest paid on BWA Spectrum.
b)
Excess payment of Pension contribution to
the tune of Rs. 2700 Crs.
c)
Compensation for Maintenance of 17000
Rural Telephone Exchanges to the tune of Rs.19,000 Crs.
d)
And immediate payment of USOF/ ADC
charges in the form of the Rural Deficit Charges for the
Services provided.
Member (Finance) mentioned that DOT is
considering for the immediate Finance Support to BSNL as
well as refund of Govt. dues viz., Compensation of Rural
Deficit Charges from USO Fund and refund of excess paid
Pension Contribution. He also mentioned that a High Level
Meeting is scheduled to be held on 19.08.2019. Regarding
refund of Pension Contribution, he further mentioned that
the Ministry of Expenditure is positive.
C) Extension of Soft Loan to BSNL for its
Capital Expenditure till the Monetization of Assets is
effected:
Member (Finance) mentioned that DOT is
considering the Sovereign Guarantee for the grant of Loan to
BSNL.
We handed over the copy of the letter
addressed to Hon’ble Prime Minister of India in this regard.
D) Immediate Financial Assistance to
Flood affected Circles:-
We requested the Member (Fin) for
immediate allotment of funds to BSNL for the restoration of
Services in the flood affected Circles viz., Maharashtra,
Karnataka, Kerala and Tamil Nadu. We have also handed over
the letter in this regard. Member (Fin) mentioned that we
are aware of the situation and DOT is considering for
immediate necessary support.

DGM (Pers) & DGM (Pers.Legal) and discussed regarding
A) Issuance of Posting Orders for JAO (DR) Trainees:
We requested PGM (Pers) for the early issuance of Posting
Orders for JAO(DR) Trainees. PGM (Pers) informed that due to
busy schedule of CMD and DIR (Fin) the proposal has not been
approved. However he assured that the Posting orders will be
issued today after getting approval from the Competent
Authority.
B) Implementation of Rule-206 of SDEs(T) Seniority:
We requested PGM(Pers.) for the true implementation of
Hon'ble SC Judgment on Rule-206 of SDEs(T) seniority case.
PGM(Pers.) mentioned that the exercise for implementation of
Rule-206 is under process wherein the notional pay fixation
will be granted by conducting review DPC against the vacant
available posts and accordingly pension will be re-fixed. We
explained that the Hon'ble SC judgment, the consequential
benefits are to be given to all seniors w.r.t. the juniors.

& President attended the Extended Circle Executive Committee
Meeting of AIBSNLEA Tamilnadu Circle, Combined Special
General Body Meeting of Tamilnadu Circle & Chennai
Telephones and Felicitation Function to Newly Elected GS,
AIBSNLEA, President and other CHQ Office bearers of TN
Circle and CHENNAI TD :
The Extended Circle Executive Committee Meeting of AIBSNLEA
Tamilnadu Circle has been conducted on 06.08.2019 at
Chennai. Com. P.Tamilselvam, Circle President has presided
over the CEC. Com. P.Mohan, Vice President welcomed the
gathering and Com.S.Kamaraj has delivered introductory
speech. Com. C.Duraiarasan, CS has explained in detail about
the current scenario in BSNL and the pending HR issues.
District Secretaries, District Presidents, Circle Office
bearers, CWC/CEC Members and Advisors have actively
participated in the discussions in the CEC.Since the CS is
elected as OS (South Zone), it is decided in the CEC that
the Circle Conference will be conducted within 6 months.
Resolutions are passed unanimously on BSNL Revival Plan & HR
Issues. Com. W.V.Ranganathan, Finance Secretary delivered
vote of thanks.
As the second phase of the CEC, the felicitation function to
honor the newly elected GS, AIBSNLEA, CHQ President, CHQ
office Bearers elected from Tamilnadu / Chennai and was
organized jointly and the function started by 15.30 hrs. The
event was Presided over jointly by the Presidents of Chennai
Telephones & TN Circle namely Sri.R.Srinivasan &
Sri.P.Tamilselvam and Sri.V.Sundararajan
ACS-AIBSNLEA-T.N.Circle welcomed the gathering. More than
250 members have participated in the meeting. The Hall was
jam packed.
With enthusiastic applause from the audience, our CHQ
Leaders, namely the President CHQ, Com.Subhashih Mitra,
beloved GS Com.S.Sivakumar, OS-South CHQ Com.C.Duraiarasan,
Advisor Legal Com.R.Guruprasad, and Advisor DR Com.
S.Shivakumar were requested to occupy the Dias followed by
the leaders of Unions & Sister Associations. The invitees of
other Unions & Sister Associations, who addressed the
gathering and felicitated all the CHQ office Bearers. with
specific mention about our beloved GS Com.S.Sivakumar
includes,
Com.P.Abhimanyu GS-BSNLEU-CHQ praised Com.Sivakumar GS
AIBSNLEA and mention that our
AIC has elected a deserving candidate as GS of AIBSNLEA. He
shortly called Com.Sivakumar as the Information Beareua of
the Rules and Procedures. He informed the house that we have
to oppose the Revival Plan as it is proposed to grab the
assets of the BSNL to sell to the Private persons. The
estimated cost of the land listed for monetisation is
estimated at a lower cost of about Rs.22000 Crores but the
real market rate will be three times more. He also
emphasized that we have to demand for soft loan immediately
to run the company.
Com.V.SubbuRaman –GS-TEPU-CHQ greeted Com.GS and other CHQ
Office bearers. He mentioned that our GS is an outspoken
personality without any hidden agenda. He requested the
house that we may accept the VRS package but we have to
oppose reduction of retirement age.
Com.P.N.Perumal – Advisor SEWA-CHQ greeted Com.GS and
remembered that he guided him in so many issues in Delhi.
AIBSNLEA is the only Association which supported SEWA in
reservation issue, he thanked.
Com.G.Valanarasu,, CS, SNEA TN greeted all the CHQ Office
bearers and he opined that AISBSNLEA and SNEA should
be merged into one Association to safeguard the interest of
the Executives.
R.Natarajan, CS, NFTE has remembered those days he worked
with Com.GS and Com.CS in Thanjavur SSA. He expressed
that Com.GS is easily accessible. He informed the
Revival Plan of DoT is not the Revival plan, what we
expected.
In addition Com.C.Chellappa – Dy GS-BSNLEU-CHQ, Com.Kamaraj,
Federaion Secretary, NFTE, Com.P.Charles CS-SNEA-Chennai
Telephones, Com.M.Kanniappan CS-BSNLEU-Chennai
Telephones and Com.J.Vijaya Kumar CS TEPU-Chennai Telephones
and Sri.S.Kamaraj, ACS-AIBSNLEA- T.N.Circle have also
felicitated the CHQ Office bearers.
Apart from the above, Sri.C.K.Mathivanan Vice President NFTE-CHQ
who could not participate in the function sent a message
congratulating the newly elected leaders
All the leaders spoke about the attitude and determination
of our beloved GS in solving issues and getting along with
all other leaders of various Unions & Associations as part
of AUAB. The desire of the CS-SNEA T.N Circle that it is
time to unite all Executives under one umbrella that was
widely appreciated by those present. Taking cue from this,
even some of the Union leaders went further to the extent of
uniting all Non Executives & Executives under one umbrella
that will pave way for better achievement of results. Though
we appreciate the sentiments of all union leaders in such a
felicitation function, AIBSNLEA-Chennai and TN Circle
desires that at least merger of Associations in Executive
cadre takes place and it is the necessity of time.
Our GS Com.S.Sivakumar in his acceptance speech said that he
was moved by the affection shown towards him by leaders of
almost all unions & Associations and confirmed that AIBNLEA
will continue to fight for the right of working class. The
meeting ended at 18.00 hrs.
The third phase, after felicitation session is over,
Combined Special General Body meeting of AIBSNLEA - Chennai
Phones and TN Circle was held as an interactive session
between our members and the GS.
The interactive session was initiated with a detailed
presentation of facts by Sri.N.Veera Pandian Ex-CS- AIBSNLEA,
T.N.Circle. He remembered that a convention was conducted in
Tamilnadu, when he was the Circle Secretary in which the GS
and Circle Secretaries of all unions and Associations have
participated which favoured VRS in the interest of BSNL and
he has remembered those days he worked with Com.GS as CS
AIBSNLEA TN Circle.
This was followed by an address by Sri.J.Badrinarayanan CS-AIBSNLEA-Chennai,
who recollected the events in the recently concluded AIC at
Vijayawada in detail and submitted some suggestions to the
CHQ for implementation from the next AIC, that will be
definitely useful for improving the performance of the
Association in the interest of the Executives as a whole.
The CS –AIBSNLEA-Chennai also shared the ordeals faced by
the Field Executives in the present scenario and expressed
the hope that the new CHQ set up will ensure a conducive
working atmosphere for the younger generations and a smooth
exit for the seniors.
CHQ President Com.Subasis Mitra has delivered acceptance
speech. He thanked CNI & TN Circle comrades for inviting and
felicitating him..He mentioned that BSNL alone is state
owned Telecom. Operator which gives service in Natural
Calamities, but the Govt. Is shedding their responsibilities
to support. In the interest of the nation, BSNL has survive
to provide Service but not to earn profit.
Com.S.Sivakumar, GS, AIBSNLEA has delivered an elaborated
speech in which he address all the issues. In his speech, he
informed that in the AIC, 40 resolutions have been passed
and most of them were proposed by the Major Circles like
Tamilnadu, Karnataka, Chennai Telephone, Kolkata and
Rajasthan Circles. He acknowledged the sentiments of
Com.Badrinarayanan CS are well taken. He mentioned that BSNL
has earned profit up to the F.Y.2008-09. During the F.Y
2004-05, BSNL earned profit to the tune of Rs.10,000 Crores.
However, the Central Govt. has not allowed BSNL to procure
equipments for 7 years for the expansion of its Mobile Net
work. All the tenders floated by BSNL were cancelled one
after another, which has severely affected the BSNL’s growth
and revenue. Despite the sabotage, BSNL started making
Operational Profit in the F.Y 2014-15, 2015-16 and till the
F.Y 2016-17 to the tune of Rs.3880Crs. But the Policy maker
TRAI has allowed predatory pricing of Reliance-Jio from
September 2016 and free services of Reliance-Jio for 6
months, violating the norms affected the BSNL Revenue
created heavy tariff war in Telecom Sector of India. Many
Telecom operators were forced to wind up their business and
some operators merged together. At present only five telecom
operators are there in our country ie. BSNL, MTNL, Reliance-
Jio, Airtel and Vodafone-IDEA. These Telecom operators are
also facing revenue loss.
The Access Deficit Charges paid to BSNL at the rate of
Rs.2000 per annum towards the Rural Deficit charges for the
Services in the NE Region/Rural/Hilly/Far flung/Tribal area
was withdrawn on the basis of TRAI recommendations from July
2011 onwards. BSNL’s reserves were exhausted by paying
Rs.18, 500 Crs. for 3G Spectrum and BWA Spectrum charges on
the highest bidding charges to DoT. 4G Spectrum to BSNL has
not yet been allotted for the last 2-years which is a must
for BSNL to exist in the Telecom Sector. These are reasons
for BSNL making continuous Losses whereas it was reported in
the Media that due to Employees cost to the tune of 65% is
the reasons for the continuous losses of BSNL and the
Employees cost of other Private Telcom Service Providers are 2%
to 5%. But if we analyse the the First quarter loss of BSNL,
Vodaphone, Bharati Airtel, we will come to a conclusion that
the Employees cost is not the main reason for the losses of
BSNL since per day loss of BSNL is 39 Crs, and per day loss
of other Private Telecom Service Providers are more than
53Crs. Even during the F.Y. 2004-05, BSNL earned profit to
the tune of Rs.10,000 Crores with a staff of strength of 3 Lakhs.
It is to be noted that BSNL is among the least loss-making
entities in the Telecom Sector. With aggressive pricing, all
Telecom operators are experiencing more losses than before.
Hence in a planned manner misleading information about BSNL
is appearing in the Media which drastically affected the
image of the BSNL among the Customers and Public.
Even the State owned BSNL is declared as Incipient Sick Unit
by the DPE, but as Per the NITI Aayog and DPE (Department of
Public Enterprises) Norms, BSNL comes under the Higher
Priority and Strategic Sector and providing Telecom Services
for the Security of the Nation, performing Sovereign
Functions and Market Imperfections as per the Specific
agenda of the Govt. of India and providing Services in
Natural calamities as social obligations and cannot be
closed or sold out or Disinvested. But the misleading
reports were appeared in the Newspapers against BSNL with
vested interest to tarnish the image of BSNL and to reduce
its customer base.
At the time of formation of BSNL, assurance given to the
BSNL Unions through Cabinet decision that the Govt. will
take care of the financial viability of the BSNL. Our
Association Central Head Quarters Office bearers met Hon’ble
Minister for Communications Shri. Ravi Shankar Prasad ji and
Hon’ble Minister for State for Communications Shri. Shri
Sanjay Shamrao Dhotre ji, and requested to honour the
assurance given through Cabinet decision and extend adequate
immediate Financial Support to BSNL and revival of BSNL.
Hon’ble Minister for Communictions Shri. Ravi Shankar Prasad
ji assured that that the revival package to BSNL is under
active consideration. On 1.8.2019 GS and Chairman of our
Association met the new Telecom Secretary Shri Anshu Prakash
and congratulated and felicitated him for his new
assignment. During the meeting Secretary(T) confirmed that
Cabinet Memo for BSNL/MTNL Revival Package was finalised by
the DoT and sent to the concerned Nodal Ministries for
comments.
Our Association has also written a letter to Hon’ble Prime
Minister Shri Narendar Modi ji requesting adequate Financial
Support to BSNL, immediate allotment of 4G Spectrum and
demanded the Govt. to refund back 58000 Crores to BSNL ,
which has taken against various taxes viz. License fee,
Spectrum Charges, interest paid on BWA spectrum, excess
payment of Pensions contribution etc., Compensation for
Maintenance Expenditure of 17000 Rural Telephone Exchanges
to the tune of Rs.19,000 crs and immediate payment of USOF/
ADC charges in the form of the Rural Deficit Charges for the
Services provided by the BSNL in the LWE/NE/Rural/Far
flung/Tribal/Hilly Areas.
The Hon’ble Minister for Communications Shri. Ravi Shankar
Prasad ji declared in the Parliament and stated in the
interview to the Media that BSNL is the National Asset and
operate in Strategic areas that concern Defense and Home
Affairs and BSNL is in forefront of giving free Services at
the time Natural Calamities. A revival package is being
worked out to make them more competitive and we will try to
ensure that there is least pressure on the Government.
We hope on the assurance of the Hon’ble Minister for
Communications that the revival package and financial
support will be given to BSNL to safe guard the BSNL, in the
larger interest of the Nation and people. In addition to
that we have requested the Govt. of India to sanction Soft
Loan to BSNL for Capital Expenditure.
Regarding the Revival plan we welcome the move of the Govt.
to allow 4 G spectrum to BSNL/MTNL at the cost of the Govt.
and also financial support for rural services. We can not
directly oppose VRS as many of the Executives are welcoming
it but at the same time we will oppose vehemently the
reduction of retirement age to 58. But we have to wait to
react until the proposals are made open.
After GS speech, Inter action was continued and our comrades
raised some queries and seeking clarification from the GS and our beloved GS replied
all the queries raised by the comrades in detail and assured
that AIBSNLEA will strive hard to ensure better days are
ahead for BSNL and our members.

was also presented to all our new CHQ leaders as a token of
our affection.

transfers in the cadre of DGM (Engg) :-We
requested for the early issuance of transfer orders in the
cadre of DGM (Engg) since they have completed more than two
years. PGM (Pers) informed that the Executives who attained
the age of 59 have been considered for request transfer by
the Competent Authority and transfer orders have already
been issued for them. However he
mentioned that the proposal
sent to the Competent Authority & returned with some
queries, the same will be replied shortly. On receipt
of the same, Request transfer orders will be issued to the
remaining eligible Executives.
(D)Request
transfer in the cadre of DE/CAO/SDE:We
requested PGM (Pers) to consider request transfer cases on
Medical and Immunity Grounds. PGM (Pers) assured to look in
the matter.
(J)Consideration
of Permission for Deputation:We
requested to clear the pending request of deputation cases
in the cadre of PA/PS, SDE/AO, SDE(T/E/C) and JTO(T/C/E).
PGM (Pers) mentioned that as per the instructions of CMD
BSNL, the draft proposal for
deputation has been prepared and submitted to the Competent
Authority for consideration.

MEET AND SPECIAL GENERAL BODY MEETING OF AIBSNLEA TRICHY
DISTRICT BRANCH TAMILNADU HELD ON 05-08-2019 AT TRICHY:
At
about 11.00 Hrs on 05-08-2019, a Press Meet was held at
Press Club , Trichy Tamilnadu. General Secretary Com
S.Sivakumar attended the Press Meet which lasted for two
hours and he explained about the recent financial condition
and future of BSNL to the Press and TV Media Reporters. This
Press Meet was arranged in such a manner to boost the image
of BSNL to the greater extent. It was organized by Com
S.Kamaraj, ACS and Com K.G.Sasi kumar, DS, Com. Subramanian
District President, Com M.Manoharan ADS, &
Com.Krishnan,Trichy in an effective manner. This meeting
eliminated all the doubts about the future of BSNL. Press
and Media Reporters questioned on the latest events
happening in BSNL and the queries was answered by the GS
with facts and figures in a refined manner.
At about 13.30 hours a Special General Body Meeting was
organized by Trichy District Branch of AIBSNLEA. About 250
Executives and Non-Executives from AIBSNLEA and other Sister
Associations and Unions participated in the meeting. The
meeting was presided over by Com Subramanian AIBSNLEA
District President, Trichy.Com K.G.Sasi kumar DS , Trichy
welcomed the gathering. Com S.Kamaraj ACS,TN Circle
delivered the inaugural address.Com.Chandrasekaran,
CWC Member, Com.M.K.Ganesan,Advisor,
Com S.Palaniappan Vice President, CHQ NFTE , Com Anbazhagan
CS, TN,TEPU also attended the meeting and honored the GS by
presenting shawls and books. Many of the members and
neighboring SSAs Thanjavur & Karaikudi also participated in
the meeting.
General Secretary Com. Sivakumar in his 90 minutes address
clearly explained about the present financial crunch of BSNL
and how It is to be addressed by BSNL Management, DoT and
Govt. of India. He further mentioned that All India Bharat Sanchar Nigam Limited
Executives’ Association representing over 20000 Executives
is a leading and responsible Executives’ Association of
BSNL, it is our bounden duty to explain about the latest
Financial condition and facts about BSNL to our esteemed
Customers and the Public The Financial condition of BSNL is
not so bad as compared to other Private Telecom Service
Providers.
The debt of BSNL as on date
is Rs.19,000 crs, whereas, Vodafone Idea’s debt is Rs.1.18
Lakh crores, Airtel’s debt is Rs.1.08 Lakh crores and
Reliance Jio’s debt is Rs.2.2 Lakh crores.
It is reported wrongly in the Media that the State owned
PSU BSNL’s accumulated Loss is Rs.90,000 Crs and is likely
to be closed. But the accumulated loss of BSNL is Rs.32000
Crs only. BSNL is formed on the Specific Agenda of the Govt.
of India as per National Telecom Policy-1999 to provide
world class Telecom Services in the NE
Region/Rural/Hilly/Far flung/Tribal area at an affordable
rates.
BSNL has earned profit up to the F.Y.2008-09. During the F.Y
2004-05, BSNL earned profit to the tune of Rs.10,000.
However, the Central Govt. has not allowed BSNL to procure
equipments for 7 years for the expansion of its Mobile Net
work. All the tenders floated by BSNL were cancelled one
after another, which has severely affected the BSNL’s growth
and revenue. Despite the sabotage, BSNL started making
Operational Profit in the F.Y 2014-15, 2015-16 and till the
F.Y 2016-17 to the tune of Rs.3880Crs. Hon’ble Prime Minister Shri.Narendra Modi ji has acknowledged
with pride in his Independence Day Speech during August 2015
that BSNL had started Operational profit.
But the
Policy makers TRAI has allowed predatory pricing of Reliance-Jio from
September 2016 and
free services
of Reliance-Jio
for 6 months, violating the norms affected the BSNL Revenue created heavy tariff war in Telecom
Sector of India. Many Telecom operators were forced to wind
up their business and some operators merged together. At
present only five telecom operators are there in our country
ie. BSNL, MTNL, Reliance- Jio, Airtel and Vodafone-IDEA.
These Telecom operators are also facing revenue loss.
The Access Deficit Charges
paid to BSNL at the rate of Rs.2000 per annum towards the
Rural Deficit charges for the Services in the NE
Region/Rural/Hilly/Far flung/Tribal area was withdrawn on
the basis of TRAI recommendations from July 2011 onwards.
BSNL’s reserves were exhausted by paying Rs.18, 500 Crs. for
3G Spectrum and BWA Spectrum charges on the highest bidding
charges to DoT. 4G Spectrum to BSNL has not yet been
allotted for the last 2-years which is a must for BSNL to
exist in the Telecom Sector. These are reasons for BSNL
making continuous Losses whereas it was reported in the
Media that due to Employees cost to the tune of 65% is the
reasons for the continuous losses of BSNL and the Employees
cost of other Private Telcom Service Providers are 2% to
5%. But if we analyses the First quarter loss of BSNL and
other Telecom Service Providers, we will come to a
conclusion that the Employees cost is not the main reason
for the losses of BSNL since per day loss of BSNL is 39
Crs, and per day loss of other Private Telecom Service
Providers are more than 53Crs. Even during the F.Y 2004-05,
BSNL earned profit to the tune of Rs.10,000 with a staff of
strength of 3 Lakhs.
It is to be noted that BSNL is among the least loss-making
entities in the Telecom Sector. With aggressive pricing, all
telecom operators are experiencing more losses than before.
Hence in a planned manner
misleading information about BSNL is appearing in the Media
which drastically affected the image of the BSNL among the
Customers and Public.
Com.GS also explained in detail about the proposed Revival
Package ad the merits and demerits of proposed VRS
He further mentioned that as per the decision of the 6th
AIC, AIBSNLEA will strongly oppose the roll out of
Retirement Age from 60 years to 58 years which is
in violation of Absorption Terms and Conditions of
BSNLEmployees and against the Assurance given by the Union
Cabinet in the year 2000and threat to Job security and
he told that AIBSNLEA requested the Govt.to Honour the
commitments given by the Union Cabinet in the year 2000, to
ensure BSNL’s financial viability and extend immediate
financial support to BSNL, for the maintenance of the
Services and extend Soft loan to BSNL for it’s Capital
Expenditure.
Com.
GS also briefed about the HR issues and achievements of the
AIBSNLEA. He explained the status of various CPCs in
Engineering and Finance wing, CPCs in Civil/Electrical/TF
wing, DE(T) to DGM(T) Promotion, Utilization of 336 IMT
Internal quota posts of CAOs, various Court Cases, Standard
Pay Scale status, CPSU cadre hierarchy issue, restructuring
of AD(OL), E1+5increment, Extension of FR22(I)(a)(1) to
Offg.JTOs, SDE RR, CPSU cadre Hierarchy, Superannuation
benefits of DRs, , AD(OL) case of pay equivalent to SDE/AO,
Rule 8 transfers, the issues of PA/PS etc., PPS Post
creation in field units etc., He mentioned that AIBSNLEA is
very much concerned about the HR issues and will definitely
achieve the desired results, but at the same time he also
requested all the Executives to achieve the Targets given by
the BSNL Management with the available sources and retain
the existing Customers and maximize the Revenue and provide
Best Services to the Customers and increase the revenue.

calls on to organise Lunch Hour Demonstrations and Gate
Meetings on 07-08-2019:
A meeting of the AUAB was held yesterday the 01.08.2019, at
NFTE’s office, New Delhi. The meeting was presided over by
Com. S. Sivakumar, General Secretary, AIBSNLEA. General
Secretaries / Representatives of BSNLEU, NFTE, SNEA,
AIBSNLEA, AIGETOA, BSNL MS, BSNL ATM, TEPU and BSNLOA
attended. The meeting expressed it’s extreme unhappiness
that the Unions and Associations of BSNL are being
completely kept in the dark, with regards to the so called
revival package of BSNL. The meeting also expressed it’s
deep concern about the deterioration of BSNL’s services due
to lack of working capital. The meeting took serious
exception to the repressive measures being taken by the BSNL
Management, to deny legitimate trade union activities in
BSNL. After serious discussions, the meeting decided to
organise countrywide lunch hour demonstrations and gate
meetings on 07.08.2019, on the following demands:-
Demands:
>>>Honour
the commitments given by the Union Cabinet in the year 2000,
to ensure BSNL’s financial viability.
(a)
Extend immediate financial support to BSNL, for the
maintenance of the services.
(b)
Extend
soft loan to BSNL for it’s capital expenditures.
>>>Remove
the total ban imposed on capital expenditure by BSNL. Allow
field units to carry out capital expenditure, where revenue
is assured.
>>>No
retrenchment. Honour the commitment given on job security at
the time of formation of BSNL.
>>>Stop
repressive actions for even legitimate trade union
activities.
All the Circle / District Secretaries of AIBSNLEA are
requested to effectively organise the lunch hour
demonstration and gate meeting, by coordinating with the
other constituents of the AUAB.

Congratulated and Felicitated the New Secretary (Telecom) Shri
Anshu Prakash on assuming the High Office of Secretary
(Telecom) :
Com. Prahlad Rai, Chairman, AIBSNLEA & GS, AIRBSNLEWA and
Com. S. Sivakumar, GS, AIBSNLEA Congratulated and felicitated
new Secretary (Telecom) Shri Anshu Prakash on assuming the
High Office of the Secretary (Telecom) today. On the issue
of Revival of BSNL / MTNL Secretary (T) mentioned
that DoT has finalized the Cabinet Memo and has been sent to
all the concerned Nodal Ministries for comments during last
week and after receiving the comments, it will be sent to
the Cabinet for consideration and approval. The Salient
features of the Cabinet Memo were confirmed by the Secretary
(T) during discussion as under:-
1) 4G
Spectrum allocation to BSNL/MTNL:
4G
Spectrum will be allocated to BSNL/MTNL.
2) VRS
Package to BSNL/MTNL employees:
VRS
Package to BSNL/MTNL employees who are attaining the Age of
50 & above wherein they will get 25% more towards Ex- gratia
and Ex-gratia will be paid in cash as detailed below.
a) The
Employees opting VRS will get cash payment of Ex- gratia amount
in single go
or
maximum 5 instalments on optional basis for availing Income
Tax benefit.
b) The
formula for VRS Package is (Ex-gratia+Pension) or 125% of
the salary, whichever is less.
c) The Employees having 56 years of and
having 4 years left out service will get full Salary
benefits.
d) Leave Encashment & Pension (without
Commutation) will be paid at the time of VRS but the
Gratuity and Commutation Value of Pension Payment will be
deferred till they attain the age of Superannuation (i.e.,
60 Years) or after 5 years. During the intervening period
from the date of VRS to the date of attain the age of 60
Years, Employees will get interest @ 8% on their Gratuity
amount.
3) The
roll out of age from 60 years to 58 years:
After
implementation of VRS, the roll out of age from 60 years to
58 years in respect of BSNL/MTNL employees will
be effective from 01.01.2020.
4) Merger of BSNL & MTNL: The
debts of BSNL/MTNL will be transferred to the Special
Purpose Vehicle (SPV) created for this purpose and after
zero debt of both the Companies BSNL and MTNL will be
merged. The Special Purpose Vehicle will take care of the
Capital expenditure of the Company.
5)
Monetization of Assets of BSNL/MTNL:
Monetization
of Assets of BSNL/MTNL will be done by the respective PSUs
in consultation with the Committee being formed with the
approval of the Hon’ble MOC which will have DoT/BSNL/MTNL/DIPAM
Officers and the funds will be utilized only for BSNL/MTNL.
6)
Financial Support to BSNL
:
Financial Support will be given to BSNL towards the
Maintenance Expenditure of Rural Exchanges.

‘2019 Salary disbursement to BSNL Employees:
Secretary (T) further mentioned that Rs.500 Crs will be
released to BSNL towards the Salary disbursement of July ‘
2019.
We
requested the Secretary(T) to consider the 3rd
PRC fitment benefits to the BSNL Employees in the
Revival Package and delinking of Pension Revision with the
3rd PRC as assured by him during the discussions had with
him on 6th February’ 2019. Secretary (T) mentioned that at
present Govt. is not ready for 3rd PRC fitment benefits.
However, he mentioned that this issue will be considered
separately after BSNL starts to turn around.
He appealed
for extending our co-operation and support during this
critical period.
