Meeting with CMD BSNL:-GS, President and
AGS(Fin) met CMD BSNL and discussed regarding:-
(a) AUAB meeting with AST, DOT
: We
enquired about the meeting to be held with Addl Secy (Telecom),DOT
with the AUAB representatives to discuss AUAB demands. CMD
BSNL mentioned that as assured by AST the committee meeting
may take place tomorrow or day after tomorrow.
(b) DE to DGM (T) Promotion:
We expressed our serious
concern against non filling up the vacant 891 DGM (Engg)
Posts even the CPC has been completed 20 days before but
pending for approval from the competent authority. We
apprised him about the status of the court judgments of TES
Group ’B’ seniority. CMD assured to discuss the matter with
Dir (HR) for an early decision.
23.01.2019:
Meeting with Director(HR) BSNL Board.:-GS,
President and AGS(Fin) met Director (HR) BSNL Board and
discussed regarding:-
(a)
DE to DGM (Engg) Promotion:
We expressed our concern
against the delay in issuing DE to DGM promotion orders
since the CPC has been completed 20 days before ,We also
explained the status of court cases and Judgments on TES
Group’B’ seniority. After detail discussions Dir(HR)
mentioned that the DE’S seniority list will be placed in the
public domain shortly and thereafter the promotion orders
will be issued.
(b)AUAB meeting with AST, DOT
:
Director (HR) mentioned that regarding committee meeting she
contacted AST office today but AST was on tour. However
tomorrow morning she will again talk to AST for fixing AUAB
meeting to discuss their demands.

AO to CAO Promotion:
We requested to fill up the
vacant CAO Posts. Director (HR) mentioned that ASG opinion
on the on merit reservation issue is still awaited. However,
she mentioned that Review CPC for SC/ST left out candidates
is being held shortly.
23.01.2019:
Meeting with PGM(Pers).:-
GS, President met PGM(Pers) and discussed regarding:-
(a) Promotion from JTO to SDE(T)
: We
requested to expedite CPC to fill- up vacant SDE(T) Posts
(about 4900) since the contempt case in the Hon’ble CAT
Ernakulam bench has been stayed. PGM(Pers) assured to look
into the matter.
(b) DE to DGM Promotion:
We requested
to PGM (Pers) to issue Promotion orders from DE to DGM (Engg)
since the CPC to fill up 891 vacant DGM Posts has been
completed but held up due to some objections raised in DE’S
seniority list. PGM (Pers) assured to look into the matter
and to issue promotion orders at the earliest.

AUAB
would be compelled to take recourse to strike - The AUAB
cautions the Addl. Secretary (T), DoT:
As per the decision taken in the AUAB meeting held
yesterday, representatives of the AUAB, viz., Com.
Com.P.Abhimanyu, GS, BSNLEU & Convener, Com.Chandeshwar
Singh, GS, NFTE & Chairman, Com. Prahlad Rai, GS, AIBSNLEA
and Com. K. Sebastin, GS, SNEA met Shri Anshu Prakash, Addl.
Secretary(T), DoT , today. The representatives conveyed him
the decision of the AUAB meeting held yesterday. They told
the Addl. Secretary(T), in no uncertain terms that, the
employees are unhappy that not much progress is made in the
3rd Pay Revision issue. They also informed him that the AUAB
will be compelled to give call for the strike, since not
much time is left for the Parliament elections. The Addl.
Secretary(T) informed that he would hold a meeting with the
AUAB next week in which crucial discussion would be held in
respect of the issue of 3rd Pay Revision. During
discussions, CMD BSNL was also present in the meeting.
17.01.2019:
Time
is running out and strike will become unavoidable - AUAB
meeting decides to inform the government........
A meeting of the AUAB was held yesterday. Com.Chandeshwar
Singh, GS, NFTE & Chairman, AUAB, presided over the meeting.
Com.P.Abhimanyu, GS, BSNLEU & Convener, AUAB, welcomed
everyone and presented the agenda item to be discussed in
the meeting. General Secretaries / Representatives of BSNLEU,
NFTE, SNEA, AIBSNLEA, AIGETOA, BSNL MS and BSNL OA, were
present in the meeting. The meeting reviewed the progress in
the settlement of the demands of the AUAB. The meeting
assessed that reasonable progress is made on the demands of
4G spectrum and payment of pension contribution on actual
basic pay.
However, the meeting came to the conclusion that, no
substantial progress has come on the issues of 3rd Pay
Revision and Pension Revision. The meeting also came to the
assessment that the time available for the settlement of
demands is only upto February, 2019 and that the
announcement for Parliament elections may come any time in
March, 2019. Once the elections are announced, the Code of
Discipline will also come into effect and no demand could be
settled thereafter.
In
view of the above reasons, the meeting decided to convey to
the government that, the AUAB would be compelled to give
call for the strike. The meeting also decided that the AUAB
should meet the Additional Secretary, Telecom, in person,
and communicate this.

AUAB writes to the Hon'ble Minister of State for
Communications - Informs strike will become unavoidable due
to the delay in the settlement of the 3rd Pay

As per the decision taken in meeting held yesterday, letter
has been written to Shri Manoj Sinha, Hon'ble Minister of
State for Communications, by the AUAB, communicating it's
unhappiness over the delay in the settlement of the 3rd Pay
Revision issues. In the letter, the AUAB has stated that it
would be compelled to go on strike, if no positive outcome
comes on the issue. The letter was delivered by hand to the
Private Secretary to the Hon'ble Minister of State for
Communications today, by the AUAB representatives.
16.01.2019:
Meeting between CMD BSNL and
the AUAB on 3rd Pay Revision issue:
In the meeting held on 10.01.2019, the Addl. Secretary,
Telecom, directed the AUAB to hold a discussion with the
BSNL Management on the 3rd Pay Revision issue, and to come
back to him for a meeting in the following week.
Accordingly, a meeting took place between the AUAB and the
CMD BSNL today. The Director (HR) was also present in the
meeting. From the AUAB, Com.P. Abhimanyu, GS, BSNLEU &
Convenor, Com. Chandeshwar Singh, GS, NFTE & Chairman,
Com.K.Sebastin, GS, SNEA, Com. Prahlad Rai, GS, AIBSNLEA,
Com.RaviShil Verma, GS, AIGETOA, Com. Suresh Kumar, GS, BSNL
MS, Com. Rewati Prasad, AGS, ATM and Com. H.P. Singh, Dy.GS,
BSNL OA, were present. Discussion took place on the issue of
3rd Pay Revision.
The AUAB representatives categorically demanded that 3rd Pay
Revision should be settled with 15% fitment. The CMD BSNL
also stated that the BSNL Management sticks on to it’s
earlier position that 3rd Pay Revision should be settled
with 15% fitment. The AUAB pointed out that the notification
for Parliament election would be issued any time in the
month of March, 2019 and that the available time for the
settlement of 3rd Pay Revision was very less. The
representatives also pointed out that the AUAB would be
constrained to restart the agitation, if no favourable
settlement comes on time.

Meeting of the Committee for Periodic Interaction
(Institutional Mechanism) and meeting between the AUAB
and the Addl.Secretary(T), DoT:
A meeting of the Committee for Periodic Interaction
(Institutional Mechanism) was held in the Sanchar Bhawan
yesterday the 10-01-2019. From the AUAB, Com.P.Abhimanyu,
GS, BSNLEU & Convener, Com. Chandeswar Singh, GS, NFTE &
Chairman, Com.K.Sebastin, GS, SNEA and Com.Prahlad Rai, GS,
AIBSNLEA participated. Shri.R.K.Kandelwal, Joint
Secretary(Admn.) - Convener Committee, Shri S.K.Jain,
DDG(Estt.), Sh. Rajeev Kumar DDG(Budget), Sh. Sanjay Agarwal,
Director(Estt.), Sh. Pawan Gupta, Director(PSU), from DoT
side and Ms.Sujata Ray, Director(HR) and ShriA.M.Gupta,
GM(SR) from BSNL side were present in the meeting.
It may be remembered that the AUAB strongly demanded that
this Committee should be chaired by the Addl. Secretary(T),
and that no result would be achieved if it is presided over
by the Joint Secretary level officer. Whatever we predicted,
has proved to be correct. The Joint Secretary(Admn.) and the
DDG(Estt.) were not able to give any worthwhile information
about the status of the issues, viz., 3rd Pay Revision,
Allotment of 4G spectrum, Payment of Pension Contribution on
actual basic pay and Pension Revision. Both the officers are
completely negative on our issues. No worth mentioning
outcome came from this meeting.
Hence, after this meeting, the AUAB leaders went and met
Shri Anshu Prakash, Addl. Secretary(T) and expressed their
total dissatisfaction about the outcome of the meeting. Shri
R.K.Kandelwal, Joint Secretary (Admn.), Ms. Sujata Ray,
Director (HR) and Shri A.M.Gupta, GM(SR) were also present.
Thereafter, full fledged discussion took place with the
Addl.Secretary(T).
3rd Pay Revision :
Detailed
discussion took place. The Addl. Secretary(T) told that the
DoT is ready to settle the 3rd Pay Revision. But, he
categorically told that it will be very difficult for the
DoT to get the approval of the Cabinet for 15% fitment,
since BSNL’s financial position does not allow payment of
such high salary. He requested the AUAB and the BSNL
Management to discuss and take viable decision and bring to
DoT immediately so that this can be taken in next Digital
Commission scheduled to be held in the first week of Feb.,
2019.
4G spectrum to BSNL:
As regards the
allotment of 4G spectrum to BSNL, the Addl. Secretary(T)
confidently told that the DoT would do it’s best to get the
Cabinet approval for the allotment of 4G spectrum to BSNL.
He expressed hope that the Digital Commission meeting to be
held in the 1st week of February would give the necessary
clearance, after which it would go for the Cabinet approval.
Payment of Pension Contribution on actual basic pay:
As regards the
issue of Payment of Pension Contribution on actual basic
pay, the Addl. Secretary(T) told that the Department of
Expenditure (DoE) has sought certain details and that the
DoT has already written to the BSNL in this regard. The
Director (HR) replied that within 1 or 2 days, BSNL would
send a reply to the DoT. The Addl. Secretary(T) assured that
thereafter prompt action would be taken to get the approval
of the DoE.
Pension Revision:
On
this issue, the AUAB representatives expressed their
dissatisfaction and demanded that prompt action should be
taken by the DoT. Thereafter, detailed discussion took place
with regards to the fitment, etc. Finally, the Addl.
Secretary(T) requested Director(HR) to provide with copies
of relevant documents like Govt. orders related to the
earlier pension revision documents to the employees, etc.
Left
out items of 2nd PRC :At
the end of the meeting, the Addl. Secretary(T), DoT
suggested that the AUAB representatives could again meet him
next week. In addition to that left out items of 2nd PRC,
Director(HR) BSNL informed that the BSNL Management is
taking necessary action to enhance the superannuation
benefits from 5% to 8%.

Report of the 5th Circle Conference of AIBSNLEA MP Circle
held at Ujjain on 4.1.2019 :
The “Open Session” of 5th Circle Conference of AIBSNLEA MP
Circle was held at Hotel Meghdoot & Resort, Indore Road
Ujjain on 4th January 2019.The open session was inaugurated
by lightning the lamp by CGMT M.P. Circle Dr.Mahesh Shukla,
CHQ President Shri S.Sivakumar,GS Shri.Prahlad Rai,
Organizing Secretary (West) CHQ Shri.C.M.Saste.
The hall was jam packed and was full to its capacity. The
welcome speech was presented by Chairman Organizing
Committee Shri.P.K.Shukla., he welcomes all the guests and
members present in the house. Circle Secretary M.P Circle
read the Key Note address and underlines the important
issues at CHQ level as well as circle level. Leaders of All
Unions & Associations were attended and addressed the Open
Session.
Dr.Mahesh Shukla CGM M.P. Circle BSNL addressed the house.
In his address CGM Dr.Mahesh Shukla underline the various
issues related to BSNL viability. He also put forward his
personnel view of “Volunteer Replacement Scheme “in which
employees & Officers above 50 years of age may replace them
with their wards. In his opinion this will save the
expenditure on salary and at the other hand manpower problem
of BSNL can be solved and BSNL will get young and energetic
manpower.
OS(West) Com. C,M Saste in his address thanked the MP Circle
for conducting the Circle Conference which was over due. He
assured MP circle all the co-operation from CHQ.
CHQ President Com.S.Sivakumar in his energetic and
impressive speech informed the house regarding all the
issues related to Viability of BSNL, Promotions in various
cadres, Court cases and AIBSNLEA’s role in various agitation
programmers.
The gathering was very curious to listen their beloved
leader Com.Prahlad Rai GS, AIBSNLEA .In a very impressive &
commanding Speech GS covered all the issues from viability
of BSNL to the organizational matters.
GS informed in response to DOT letter dated 6-11.2018, that
BSNL Management has proposed reduction of retirement age as
58 years Instead of 60 years for revision of pay of Board
level and below Board level executives of BSNL under 3rd PRC.
Even this BSNL's proposal is not acceptable to DoT,
mentioning that the financial implication for Implementation
of 3rd PRC i.e. Rs. 2980 Crore annually could not be
substantiated.
GS expressed his surprise that BSNL Management has given
such proposal to DoT even without discussing with theBSNL
Unions and Associations. This is a serious situation and our
association with AUAB has to mmediately react against such
Actions of DOT/BSNL Management.
Regarding JTO (T) To SDE (T) our GS informed that AIBSNLEA
is seriously taking up the case to fill up about 4700 vacant
SDE (T) posts Since there is no stay order in promotions
from JTO (T) to SDE (T).But you know that due to contempt of
court Case is pending in Hon'ble CAT Ernakulam promotion
order from JTO(T) to SDE(T) could not be issued.
GS informed that AIBSNLEA is against recruitment of MT in
BSNL,and CHQ is ready to fight against the direct
recruitment of MT in BSNL, the prospects of BSNL recruits
officers will be badly affected if this channel is open and
once again Our young officers will face the same situation
which we the seniors have faced due to recruitment of
ADT’s.Regarding DE To DGM Promotion GM informed that
Hon’able CAT Chandigarh vacated the Stay order from DE to
DGM (T) promotion. You Know that about 890DGM (T) posts is
vacant and adhoc DGM and Regular DE’s who had completed 4
years service may get the benefit.
CHQ is seriously taking up the issue with Director HR & GM
Pers. for early issue of promotion orders.
Regarding AO To CO Promotion, Status quo case on catch up
rule in Hon'ble CAT is posted for next Hearing on 29.1.2019.
CHQ is making all efforts to get vacated Status-Quo in AO to
CAO promotion order from Hon’ble Chandigarh CAT and had
meeting with Director (HR) and GM (Pers.). Director (HR)
directed GM (Pers.) to take immediate action to get vacates
Status Quo order for AO to CAO Promotions.
Regarding implementation of Rule -206 of SDE’s Seniority
Case, GS informed that due to continuous persuasion of CHQ,
Director (HR) given the approval to take the legal opinion
from ASG for the implementation of Rule-206 of TES Group-'B'
seniority case judgment delivered by the Hon'ble Supreme
Court.The draft proposal for seeking legal opinion from ASG
is being sent shortly. The Hon'ble SC Judgment on Rule-206
TES Group-'B' officer’s seniority case in true sense.
Regarding AUAB demands GS explain in detail
1. Payment of pension contribution on actual basic pay
instead of maximum of the pay scale:
AIBSNLEA is perusing the matter and took meeting with
Adl.Sect (T) ,as you know a committee comprising DOT/BSNL
officers and AUAB representatives was constituted. AIBSNLEA
expressed its concern against Non inclusion of the Executive
Associations in the Committee and not holding of the
Committee meeting.
2. Delinking of pension revision from pay revision of BSNL
employees:
AIBSNLEA took the issue with Adl.Secy (T) and it was
informed that due to not receipt of reply from Jt.Secy.DOP &
PW the issue is pending, an early reply of DOT letter by DOP
& PW may resolve the issue.
3. 3rd PRC implementation & Wage revision of BSNL employees:
AIBSNLEA CHQ expressed it serious concern against the DOT
attitude for not able to resolve the issue. It is reliable
learnt that IIM Ahmadabad report regarding viability of BSNL
is expected to be
submitted inDOT in First week of January. On the basis of
IIM Ahmadabad report Cabinet Note will be moved to Cabinet
for the Implementation of 3rd PRC.
4. 4G Spectrum to BSNL:
DOT is trying to resolve the issue from DOE .No concrete
solution is visible.
5. Revision of pay scales E1A by E2, E2A by E3, E3 by E4, E4
by E5, E5 by E6 & E6 by E7:
AIBSNLEA CHQ gave letter to Adl.Secy .(T) in this regard, It
is now with Jt. Secy(Admin), The delay in settlement
of AUAB demands is causing resentment & frustration among
the BSNL employees. To avoid Resumption of Indefinite Strike
by AUAB, the demands should immediately be settled by DOT as
Assured by the Hon'ble MOSC & Secy. (T), DOT.
Regarding Promotion of JAO to AO, JTO TO SDE, SDE TO DE,
Telecom Factory, Electrical & Civil Wing
: GS mentioned that due to efforts of AIBSNLEA the history
was created and all pending promotions of JAO to AO, JTO TO
SDE, SDE TO DE, Telecom Factory, and Electrical & Civil Wing
were issued.
GS appreciated Ujjain Comds. for making fabulous
arrangements of 5th Circle Conference. GS gave thanks to
gathering for patient listening and due to shortage of time
could not cover many other issues.
Circle President of AIBSNLEA M.P Shri.H.M. Bajpai presented
the Vote of thanks,
GS then proposed to have elections of new body, which was
accepted by the house.
Shri.H.M. Bajpai, President AIBSNLEA M.P dissolved the
present body Shri.P.K.Shukla DS Ujjain proposed the name of
Shri.H.M.Bajpai as election officer, house passed the
proposal.

Secretary, Financial Secreatry and CWC Member respectively

AIBSNLEA , GS, SNEA, GS, BSNLEU & GS, NFTE BSNL met
Secretary(T) in the presence of Additional Secretary(T) and
discussed regarding formation of Institutional Mechanism
Committee as per the directive of the Hon'ble MOSC(I/C) for
interaction between the DOT, AUAB and BSNL. We requested
the Institutional Mechanism should be headed at least by the
Additional Secretary (T) and the AUAB should be given four
representatives in the Institutional Mechanism Committee,
two for the Executives and two for the Non Executives.
On our pleading Secretary (T)
allowed four representatives of AUAB as requested in the
Committee. She mentioned that JS (Admin) is the Convenor of
the Committee and after the meeting the members may meet
with the AST/Secretary (T). AST confirmed that tomorrow at
1600 hrs. Institutional Mechanism Committee meeting has been
decided to discuss the AUAB demands as a follow up action.
Secretary(T) also mentioned
that already Policy guidelines has been given by the Hon'ble MOSC(I/C) for the settlement of AUAB demands, the Committee
has been constituted to monitor and keep the issues on track
for settlement. She further assured that we can meet
Secretary (T) also as and when required.
09.01.2019:
Meeting with Member (F), Member(S) and
Advisor(F), DoT:
GS & President met Member(F) ,
Member(Services) and Advisor(F) DoT and greeted them for New
Year 2019. We also requested Member (F) and Advisor (F) for
the settlement of our Pay revision, Pension revision,
Payment of Pension Contribution on actual basic pay and
allocation of 4G Spectrum to BSNL.
Member (F) gave a positive assurance for the settlement of
the issues. Advisor (F) mentioned that he is convinced to
settle Pension revision at the earliest also mentioned
regarding 4G Spectrum allocation legal opinion is awaited on
the basis Hon'ble Supreme Court judgement for the payment of
bidding charges. He immediately directed DDG (Budget) to
issue Letter of Comfort to BSNL for taking Loan from Banks.
We requested Member(S) for getting early
reply from DOP&PW on pension revision of BSNL Pensioners.
Member(S) assured to discuss the matter with DDG (Estt) for
an early action.
09.01.2019:
Meeting with Director (Estt), DoT:
We discussed regarding CGHS facility to BSNL Pensioners.
Director (Estt) DoT appraised that our Letter No.
AIBSNLEA/CHQ/DDG (Estt) DOT/ dated 25.10.2018 addressed to
DDG (Estt) DoT regarding the problems being faced by BSNL
Pensioners in availing CGHS facility due to change of
Account Head from 3225 to 2071 has been sent to the CCA
Jaipur, Rajasthan for necessary action vide
Lr.No.4-12(12)/2018-PAT dated 12.11.2018 and reminder dated
01.01.2019

to the DOT Establishment Office. Director (Estt) advised to
take up the matter with the CCA, Jaipur for further

09.01.2019:
Meeting with Director (HR), BSNL Board:
GS,
President & AGS (Fin) met DIR (HR) and discussed regarding
(a) DE (Regular) to DGM (T) Adhoc Promotion:
We
requested Dir (HR) to consider DE to DGM Promotion to fill
up 891 vacant DGM posts since the CPC has been expedited. We
also appraised her regarding the status of the various court
cases on TES Gr.B seniority list. Dir (HR) after detailed
discussions assured to discuss the matter with GM (Pers) for
the issuance of early promotion orders.
(b) AO to CAO Promotion:
We
requested Dir (HR) to file MA in the Hon'ble CAT Chandigarh
against the status quo on promotion orders from AO to CAO
granted.
Dir (HR) assured to discuss the matter with Sr.GM (FP).
(c) Status of the AUAB demands in DOT:
We
appraised Dir (HR) regarding our discussions with the
Secretary (T), AST, Member (F) and Advisor (F) on the issue
of Pay revision, Pension revision and payment of Pension
contribution on actual basic. Director (HR) mentioned that
the queries made by DOT on these issues are being replied by
the BSNL. She also confirmed that the interim report of IIM
Ahmedabad has been received by DoT/BSNL wherein the need for
allocation of 4G Spectrum to BSNL has been recommended in
the Revival Plan of BSNL.
GM (SR) and OSD to Dir(HR) were also present in the meeting.
09.01.2019:
AIBSNLEA CHQ extends full
support to the Comrades of Kerala Circle fighting against
the indifferent attitude of CGMT, Kerala Circle towards
AIBSNLEA members. AIBSNLEA Kerala Circle hold Lunch Hour
Demonstration on 07.01.2019 at Trivandrum as a protest

Facts regarding proposed change in the rate of pension
contribution would be effective from implementation from
01.01.2007 are as under:-
Basis of the above date is implementation of 2nd PRC in BSNL,
as DoP&T OM implemented at time of 6th CPC.
Detailed justification as under :
As per file no .
DOT 7-1/2000 /TA-I/17 dated 31.07.2002
pension contribution payable by BSNL will be as per rates
prescribed under FR 116 & 117 i.e. Calculation of monthly
contribution towards cost of Pension payable during foreign
service.
As per the DOP&T OM dated 15th May, 2000,
based on the decision of the government on the
recommendations of the 5th CPC, pension contribution payable
w.e.f 01.01.1996 in respect of employees on foreign
service/deputation was based on the maximum of the pay
scale. Accordingly, based on this order, BSNL has been
paying pension contribution to DoT for the BSNL absorbed
employees w.e.f 01.10.2000 on maximum of the scale.
However, based on the recommendations of 6th CPC on pay
revision of the Central Govt Employees w.e.f 01.01.2006, the
government, vide DOP&T order No. 2/34/2008-Estt.
(Pay II) dated 19.11.2009 w.e.f 01.01.2006 in
respect of employees on foreign service/deputation, is to be
paid on the existing basic pay (pay band plus grade pay) and
not on the maximum of the pay scale. It superseded the OM
dated 15.05.2000.
This order is effective from the date of implementation of
6th CPC i.e. 1.1.2006. Therefore effective date of
implementation n BSNL should be 01.01.2007 i.e.
implementation of 2nd PRC.
As per
PIB release 26th Dec., 2013
regarding, Disbursement of pensionary benefits to all the
combined service pension optee absorbed employees of
Mahanagar Telephone Nigam Limited (MTNL), sister PSU of BSNL
are as under:-
“consequential amendments to the Central Civil Services
(Pension) Rules, adjustments in respect of Government
pension liability previously discharged by MTNL and proposed
change in methodology in pension contribution as per FR-116
upto 31.12.2005 on the maximum of the IDA pay-scales and
with effect from 01.01.2006 on the actual pay drawn in the
IDA pay-scales will be made. “
08.01.2019:
GS, President & AGS (Fin) met Secy(T), Add
Secy (T), OSD to MOSC, PS to MOSC, Jt. Secy(A), Jt Secy(T),
DDG(Estt.), DDG(Fin./Estt..), DDG(Pers.), Director(Estt.) &
Director(PSU) DOT and greeted all these officers on New
Year-2019. We also requested Add Secy(T) and Jt. Secy(A) DOT
to hold the committee Meeting at the earliest to discuss
AUAB demands. Jt. Secy(A) informed that the committee
meeting has been fixed up on 10-01.2019 at 16.00Hrs to
discuss the AUAB demands.

Meeting
with CMD, BSN:GS,
President & AGS (Fin) met CMD, BSNL and
greeted him on New Year. CMD mentioned that for the growth
of BSNL both Management and Employees should work together
and make BSNL to turn around so as to regain its original
glory in this New Year 2019. We discussed
regarding
(a)DE
(Regular) to DGM (T) Adhoc Promotion: We
extended our sincere thanks to CMD BSNL for allowing CPC
from DE to DGM (T) to fill up the 891vacant posts. We
requested CMD for early issuance of the promotion orders. We
appraised him about the status of the Court Judgements on
TES Gr.B seniority cases. CMD assured to discuss the matter
with Dir (HR).
(b) Status of the AUAB demands in DOT: We
enquired about the status of the AUAB demands in DOT and the
constitution of committee comprising DOT/BSNL officers and
AUAB representatives. CMD BSNL informed that DOT desired to
hold the meeting of the committee in the last week but the
AUAB representatives were not available, thus the Committee
meeting may take place in this week end..
(c) 6th AIC at Vijayawada, AP:
We
extended our invitation to CMD, BSNL for attending 6th AIC
of AIBSNLEA being held at Vijayawada, AP w.e.f. 9th April
to 11th April 2019 as chief Guest. CMD assured to
make it convenient to attend the AIC.

DE to DGM(T) Promotion:
GS discussed with
GM(Pers.) regarding DE to DGM(T) Promotion. GM(Pers.)
mentioned that he is trying to take the approval of the
competent authority today itself on CPC minutes to issue DE
to DGM(T) promotion orders. He told that efforts are being
made to issue DE to DGM(T) promotion orders by tomorrow.
03.01.2019: REPORT OFCIRCLE CONFERENCE OF
CHHATTISGARH CIRCLE ON 02.01.2019:
On dated 2-1-2019 circle conference of
Chhattisgarh circle held at Hotel Rajputana,
Raipur(Chhattisgarh) in presence of CHQ leaders GS
Shri Prahlad Rai, President Shri Shiv kumar and OS(W) Shri
C.M Saste.
The open
session was started on 11.30 AM with welcome speech
delivered by CS Shri Bhupesh Choudhary. Chief Guest of
session was CGMT Chhattisgarh Circle Shri R.N.patel and
other senior officers of BSNL Chhattisgarh Circle e.g. GMTD
Raipur, GM(HR&ADMN), GM(WTP) was guest of honor in open
session. CS SNEA,CS BSNLEU and CS NFTE were also present in
open session and addressed the session.
Shri
K.Kujur GMTD Raipur
had appealed to all to maintain quality of services in BSNL.
He pointed out that all units like SSA, project and
maintenance region are required to be worked with common
interest and given an example that by the way of installing
transmission equipments by SSA and WTR maximum OFC media
rings are being prepared so that crunch of bandwidth may be
avoided. He also focused that attention is to be given to
those places where revenue may be generated more and more.

T.R.Patel President AIBSNLEA
had expressed about serious concern of mobile coverage at
villages and appealed to restore the services at rural
areas.
Shri
C.M.Saste OS(W) CHQ AIBSNLEAhad
expressed in detail about prevailing attitude of Govt of
India towards BSNL. He reiterated the part of minutes
prepared by GOM while BSNL formed as PSU..In this minutes
Govt of India committed to ensure good financial health of
BSNL and also committed for job security of employees
absorbed in BSNL but in this present situation of BSNL, the
Govt. of India is not taking care of those commitment. He
also expressed that in the spite of best efforts done by
employees and officers of BSNL the loss as reported due to
only wrong policies of Govt. He also mentioned that only two
circles Kerala and Andaman are earning profit but rest of
circle is making more expenditure than total income.
Shri
Shiv Kumar President CHQ AIBSNLEA
had focused about organizational activities of AIBSNLEA also
expressed that only AIBSNLEA made efforts to get promotion
as per RR and got success to conduct DPC from JTO to SDE,
SDE to DE, JAO to AO , AO to CAO and other discipline of
civil , electrical wings. About 11000 executives has got
promotion in recent days. Efforts are being made to issue
promotion order of JTO to SDE , DE to DGM and AO to CAO and
it is expected these order will be issued shortly.
Other
offices GM( WTP), SE(Electrical) and DGM O/o GMTD Raipur
had delivered their speech by appealing to improve services
and also appeal to reduce expenditure by effective ways of
maintenance activities.
Shri
Prahlad Rai GS AIBSNLEA
had delivered beautiful speech and touched all corner of
present scenario of BSNL. He mentioned that BSNL was in
profit since formation, USO funds were also being given by
Govt. for maintaining services at Rural areas as ADC but
subsequently due to wrong policies of Govt. of India the USO
funds as ADC had stopped by Govt. of India. The loss as
incurred in BSNL year to year is only due to wrong policies
being adpted by Govt. of India and DOT. Regarding
withdrawing the strike call of 3-12-2018 he stated that due
to appeal of DOT Secretary and Minister of Communication in
view of commitment made by Hon'ble Minister to resolve all
demands of AUAB within short period, so considering all
situation, it was felt that opportunity was to be given to
Govt. for implementation of demands raised by AUAB. He also
mentioned that in case of further delay created by Govt. to
implement the issues of AUAB ,the call for strike may be
initiated to get resolve the demand of third PRC, Pension
revision, Payment of pension contribution on actual basic
pay, 4G spectrum etc…….He pointed out that AIBSNLEA opposed
all wrong policies of Govt. time to time and tried to
rectify in some extent also up to now is struggling to get
resolve all burning issues.
Regarding HR policies he mentioned that sister association
was insisting to BSNL management for implementation of CPSU
hierarchy but AIBSNLEA only association who insisted for
promotion in RR base after conducting CPC for implementation
of CPSU Cadre hierarchy. As a result more than 13000
executives have got promotion in all discipline after
conducting CPC..Now the cases of JTO to SDE in SCF quota and
DE to DGM promotion are going to issue shortly. Left out
cases of AO to CAO promotion is also in progress.
Shri
R.N.Patel CGMT Chhattisgarh Circle
had mentioned about land line and BB progress of Circle and
stated that Chhattisgarh circle is 5th rank in
achieving targets of LL and BB. In CM segment he also
mentioned that in phase VIII.4 about 80% roll out work has
completed in circle. He expressed his satisfaction towards
cooperation of union and association in day to day work
which is an example that there is no HR issues pending at
circle level. He had shown his expectation that issue of
third PRC will be resolved by the end of March 2019.

thanks was given by Circle Secretary Bhupesh Choudhary.
After
concluding of open session the discussion was taken place
regarding organizational activities of circle in presence of
GS, President and OS(W) of CHQ. GS Shri Prahlad Rai answered
all queries raised by delegates of district and circle.
The new
members joined by migrating from SNEA welcomed by GS.
The old
body was dissolved by Circle president and house took over
by election officer Shri A.K.Bagri as nominated by members.
Shri T.R.Patel, Shri Bhupesh Choudhary and Shri
S.K.sandilya elected unanimously as Circle President,
Circle Secretary and Circle treasurer.
Oath
taken by all new elected office bearers in presence of CHQ
president Shri Shiv Kumar.
GS Shri
Prahlad Rai and OS(W) shri C.M. Saste extended thanks to all
new elected office bearers also GS emphasized to add more
members and make all district body in all Six SSAs of
Chhattisgarh Circle.

are being made to expedite CPC at the earliest but the
contempt case on this issue is listed for hearing on 7th
Jan., 2019 in Hon'ble CAT Ernakulum. In view of this

of CFA network wherein he is proposing a tariff plan in

BSNL's Proposal for reduction of retirement
age from 60 years to 58 years to DOT:
In response to DOT letter
dated 6-11.2018, BSNL Management has proposed reduction of
retirement age as 58 years instead of 60 years for revision
of pay of Board level and below Board level executives of
BSNL under 3rd PRC. Even this BSNL's proposal is not
acceptable to DoT, mentioning that the financial implication
for implementation of 3rd PRC i.e. Rs. 2980 Crore annually
could not be substantiated.
It is surprising that BSNL Management has given such
proposal to DoT even without discussing with the BSNL Unions
and Associations. This is a serious situation and AUAB has
to immediately react against such actions of DoT/BSNL.
It is understood that IIM Ahmedabad report on revival of
BSNL may also suggest the reduction of retirement age as 58
years instead of 60 years.
27.12.2018:
Meeting with Addl. Secy(T), DoT:
AST DoT granted meeting today to AIBSNLEA to discuss
regarding
(i)
Constitution of committee comprising DOT/BSNL officers and
AUAB representatives for AUAB demands:
We
expressed our concern against non inclusion of the Executive
Associations in the said committee and not holding of the
Committee meeting. AST appreciated our concern & directed Jt.
Secy(Admin), DoT to consider the inclusion of Executive
Associations name in the committee & to take the
approval of Secy(T), DoT. We further requested to head the
Committee by AST. AST directed Jt. Secy(Admin), DoT to hold
the committee meeting at the earliest and mentioned that due
to his business it will be difficult for him to head the committee.
(ii)
Status of AUAB demands: AST to our query on the settlement
of AUAB demands, mentioned that :-
(a)
Payment of pension contribution on actual basic pay instead
of maximum of the pay scale:
AST
tried to contact with Member(S), DoT to discuss the matter
but he was not available in the office then he directed DDG(Estt.) to come & discuss the matter with him. Further he
mentioned that DoT may immediately reply to DoE that
01.01.2017 can be the cut of date for its implementation at
present. We requested him to consider 01.01.2006 as per DoP&T
order.
(b)
Delinking of pension revision from pay revision of BSNL
employees:
AST
directed Jt. Secy(Admin), DoT, who was present in the
meeting, to discuss the matter with Jt. Secy, DoP&PW, Mr.
Mathur for consideration & early reply to DoT letter. He
also assured to discuss the matter with Member(S)/DDG(Estt.)
for early settlement of the issue.
(c)
3rd PRC implementation & Wage revision of BSNL employees:
We
expressed our serious concern against the DoT letter dated
19.12.2018 [

] given to BSNL for further reply to viability of BSNL w.r.t. pay revision. Jt. Secy(Admin), DoT mentioned
that the DoT letter dated 19.12.2018 has been given to BSNL
to reply the queries made by IFD of DoT. AST mentioned that
yesterday they had a detailed meeting with Smt. Rekha Jain &
her team, the representatives of IIM Ahmedabad on revival of
BSNL & thes IIM Ahmedabad report submission to DoT is
expected on 4th Jan.,2019. On the basis of IIM Ahmedabad
report Cabinet Note will be moved to Cabinet for the
implementation of 3rd PRC.
(d)
4G Spectrum to BSNL:
AST
mentioned that DoT is trying to resolve the issue from DoE
but did not discuss the actual status of the issue.
(f)
Revision of pay scales E1A by E2, E2A by E3, E3 by E4, E4 by
E5, E5 by E6 & E6 by E7:
AST
marked on our letter to Jt. Secy(Admin), DoT to put up the
status of the case.
We
further requested AST to hold the committee meeting at the
earliest as per the suggestions given by Convener AUAB. The
delay in settlement of AUAB demands is causing resentment &
frustration among the BSNL employees. To avoid resumption of
Indefinite Strike by AUAB, the demands should immediately
be settled by DoT as assured by the Hon'ble MOSC & Secy(T),
DoT. AST mentioned that AUAB leaders can any time meet with
him in the first week of Jan., 2019 to discuss the demands.

Director(HR) directed GM(Pers.) to take immediate action to
get vacate Status Quo order from AO to CAO promotions. We
further requested for cancellation of out station transfers
in promotion. Director(HR) assured to look into.

We

being filed in the Hon'ble CAT Ernakulam before 31st Dec.,
2018 and their after on the disposal of the contempt case,
the promotion orders will be issued.

Meeting
with CMD, BSNL:
GS, President & AGS (DR) met CMD,BSNL and discussed
regarding
(a)
DE(Regular) / DGM(T) Adhoc Promotion:
We requested CMD to fill up all the vacant DGM(T) posts.
We informed the proposal for filling up of 779 DGM(T)
vacant posts and 112 post DGM/ Addl. GMs entrusted to GM
charge. CMD assured for early action in this regard.
(b)
Status of the AUAB demands in DOT: We
enquired about the status of the AUAB demands in DOT and the
constitution of committee comprising DOT/BSNL officers and
AUAB representatives. CMD BSNL informed that committee
formation file is with Secretary
(T) and once approved, the meeting of committee may take
place to discuss the demands of AUAB. We shown our serious
concern about inordinate delay in formation of committee. We
requested that AIBSNLEA should also be one of the nominee in
the Committee.

Financial constraints in BSNL:
We expressed our concern that the payment of Bank EMIs of
employees, Medical claims, GPF/EPF payments, EB bills ,
Vendor bills payments, Tower rents etc. are not being paid
by BSNL which has caused serious problem to all concerns.
CMD BSNL appreciated our concern and mentioned that he is
trying that all pending payments i.e Electricity Medical
claims, GPF/EPF payments, Vendor bills at up to certain
extent etc. . will be paid by 31-12-2018 and we may
enter in new year with no pendency.
(d) 6th AIC at Vijayvada, AP :
We
extended our invitation to CMD, BSNL for attending 6th
AIC of AIBSNLEA being held at Vijayawada, AP w.e.f. 9th
April to 11th April 2019 as chief Guest. CMD
assured to make it convenient to attend the AIC.
(e) MT recruitment withdrawal:
We
requested CMD BSNL to withdraw MT recruitment in BSNL above
the level of JTO/JAO which will block the carrier
progression of executives in BSNL, CMD appreciated our
concern and assured to look into the matter.

Special GB Meeting of AIBSNLEA Jodhpur on 25/12/2018:A
Special GB Meeting of AIBSNLEA Jodhpur District was held on
25/12/2018 at 2.00 P.M. in Conference Hall in Subhash Nagar
building on visit of respected GS. On this occasion District
President AIBSNLEA Com. Darm Singh Gehlot , District
Secretary Jodhpur Com. M.R.Dangi , Vice President Bikaner
Com. K.L. Soni and other Com of district branch were present
in the meeting. A welcome speech was given by Branch
Secretary Com. M.R.Dandi. GS Com. Prahlad Rai Congratulated
to Jodhpur Branch for Organizing a General Body meeting in
a short notice
GS elaborately explained the
background of contempt of court cases for which the
promotion from SDE to DE , DE to DGM and JTO to SDE are kept
pending. He will try to make it possible by upgrading posts
with the approval of CMD after the final outcome of the
cases. He expected that the verdict will be in our favour.
He explained the situation upon which the indefinite strike
called by AUAB had been postponed for 45 days. The DOT is
unwilling to give 15% fitment but the leadership stressed
upon to implement pension contribution on actual basic pay
which may pave the path for implementation of Pay Review. He
explained that delinking of pension revision from the
process of pay review of the employees not only going to
serve existing pensioners, it will serve the benefit of the
existing employees who are going to retire till 2027 because
there will be no employee in BSNL with pension whose pay
revision can be referred to for pension revision by then.
Thus it will help DOT/BSNL recruited and Executes and
Non-Executives. He demanded immediate scrapping of proposed
MT recruitment both in Telecom and Financial Wing. He
stressed upon implementation of 30% SAB for the BSNL
recruitees. Com.GS assured that AIBSNLEA will fight for
implementation of upgradation of pay scales not only for
E1A-E2 and E2A- E3 but also upto E6-E7.
Com. R.C.Ojha President, Retired
Association alongwith his large number of members also
attended the Special GB meeting and welcomed the GS. He
demanded early pension revision and payment of long pending
medical bills. Com. GS replied the CMD BSNL has assured to
settle pending medical claims within 1-2 months time.

A Special GB of AIBSNLEA
Jaisalmer Branch was held on 24-12-2018 in Inspection
quarter of Jaisalmer. General Secretary AIBSNLEA Com.
Prahlad Rai addressed the house. Com Vikash Branch Secy, Com
K.R. Suthar President, Com R.C.Vyas CWC Member welcomed Com.
Rai. All the officers of Jaisalmer SSA were present in
meeting.
Com R. C. Vyas expressed the viewed and informed regarding
the issues of Jaisalmer SSA and members. He requested for
pursuance of atleast one BSNL vehicle in SSA for smooth
functioning the day to day faults. Being a largest area SSA
of country some special attention is required for Jaisalmer.
Staff and officer strength is very less in comparison to
other SSA of circle. Being a largest area SSA there is a
need of BSNL Vehicle in SSA.
Comrade Vikash requested regarding tenure transfer issues.
Com Rai in his address elaborately explained the 3rd PRC
issues, JTO to SDE promotion issue, AO to CAO promotion
issue and AGM to DGM promotion issue. He informed that our
demand for 15% fitment benefit for 3rd PRC are under
consideration. He along with all leaders under one umbrella
AUAB are struggling for it. He informed that process for
pension revision, Pension contribution is under the right
way and soon these issues are expected to be resolved. He
requested all members to do their best for BSNL as time is
very crucial now a days for BSNL. He also informed that soon
situation of BSNL will improve. He asked for revenue
realisation and to get new business for financial
improvement of company.
Com U.N. Mathur given vote of thanks to Comrade Rai and
express full cooperation and honour to all the directives
given by CHQ.
Comrade Rai also visited retailers Shop and taken the
feedback for BSNL services and asked retailers to enhanced

20.12.2018: Meeting
with GM(Pers.), BSNL Corporate Office, New Delhi: GS,
President, FS & AGS(Fin.) met GM(Pers.) & discussed
regarding
(a) DE(Regular) / DGM(T) Adhoc Promotion: We extended our thanks to GM(Pers.) for getting Stay Order
vacated from DE to DGM(T) in the Hon'ble CAT Chandigarh. We
requested GM(Pers.) to fill up all the vacant DGM(T) posts
GM(Pers.) informed the proposal for filling up of around 780
DGM(T) vacant posts has been submitted to the Competent
Authority for approval. The process of CPC has already been
started .GM(Pers) assured for early promotion order.
(b) JTO(T) to SDE(T) Promotions: We
requested GM(Pers.) to fill up about 4700 vacant SDE(T)
posts since there is no stay order in promotions from JTO(T)
to SDE(T). We further requested GM(Pers) to issue promotion
orders from JTO(T) to SDE(T) in accordance with the
Judgement delivered by the Honb'le High court Kerala i.e., 1
: 1 ratio for Departmental quota JTO & Dr. JTO to avoid
further litigation. GM(Pers) informed that a proposal for
promotion from JTO to SDE(T) has been submitted to the
Competent Authority for approval and after the receipt of
the approval from the Competent Authority, affidavit will
be filed in the Honb'le CAT, Ernakulam

Legal opinion from ASG for the implementation of Rule-206 of
SDEs Seniority case:GM(Pers.)
informed that Director(HR), BSNL Board has given the
approval to take the legal opinion from ASG for the
implementation of Rule-206 of TES Group-'B' seniority case
judgment delivered by the Hon'ble Supreme Court. The draft
proposal for seeking legal opinion from ASG is being send
shortly. AIBSNLEA requests has been considered by
Director(HR) & GM(Pers.) to seek the legal opinion from ASG
to implement the Hon'ble SC judgment on Rule-206 TES
Group-'B' officers seniority case in true sense.

on special GB held at Mysuru on 17/12/2018, and Bangaluru on
18/12/2018
GB at Mysuru: Attended
and addressed by GS,CS,ACS DS MYTD. DP MYTD com Muralidhar
presided over the function. DS com Ganesh welcomed the
dignitaries on dais and the gathering ACS com Krishnegowda
addressed the gathering and mentioned about the local issues
related to Mysuru SSA and resolved amicably with
administrations ,he has emphasized about how to increasing
the membership,in the present situation and appealed all
put their best effort to increase the membership.
CS in his speech mentioned about the stay vacation of DE to
DGM(T) case by Chandigarh High court, requested GS to
expedite the CPC process and an early issuance of promotions
orders. He appealed to GS to further purse remaining left
out cadre promotions viz PA/PS,Architect, CAO,AGM.
Our beloved General Secretary in his speech, elaborated the
struggles of AIBSNLEA in getting better working atmosphere,
better scales, better promotion opportunities to the higher
posts in the BSNL to the executives. He explained how the
promotion opportunities for STS, JAG and SAG grade posts
were restricted to the executives and the association's
vibrant struggles to get removed the barricades for
promoting executives upto SAG grade. He proudly told that
because of the unstinted and tireless efforts of the
AIBSNLEA, now the executives are able to get promotions to
the post of regular/adhoc JAG/SAG grade also.
While talking about the deferment of recently called AUAB
Indefinite Strike, he told that as the Hon. Minister for
Communications and the Secretary, DOT have given positive
responses to most of our demands, the indefinite strike
called by the AUAB was withdrawn with a view to give the
Government time to resolve our demands amicably. He told
that Government has agreed in principle to delink revision
of pension with the revision of pay scales, which will help
lakhs together pensioners to get their pension revised
without any problem. Regarding our demand for allotment of
4G spectrum to the BSNL, he told that a Cabinet Note is
being moved by the DOT and action will be taken by the
Government to allocate 4G spectrum to the BSNL as early as
possible. Regarding our another important and burning demand
for payment of pension contribution on actual basic instead
of on maximum basic, the General Secretary told that the
Government shall take suitable action at the earliest to get
it revised. Talking about the another important demand of
BSNL executives and employees for implementation of the
recommendations of the Third PRC in BSNL, he told the AUAB
leaders had detailed discussions with the Hon. Minister and
demanded the early implementation of third PRC benefits to
the BSNL employees/executives. He told that, Hon Minister
wanted some more time for third PRC demand under the present
financial health of the BSNL and directed CMD BSNL to revise
BSNL's proposal to make it viable proposal and to submit to
DoT and after that he will take up the Cabinet note to
Cabinet for approval. Hon'ble MoSC has mentioned that 15%
fitment benefit can't be accepted in view of the financial
health of BSNL.
The General Secretary further told that the Government
decision to allocate 4G spectrum the BSNL and revision of
recovery of Pension Contribution on the actual basic of the
staff, will go a long way in improving the financial health
of the BSNL and pave ways for viability of the BSNL, in
turn, BSNL Management can send a justified proposal to DOT
for implementation of the third PRC in BSNL.
He also told that BSNL consistent efforts were responsible
for promotion of more than 13000 executives in a short span
of time, though the so called recognized association tried
to block the promotion of executives under the pretext of
implementation of CPSU cadre hierarchy in BSNL. He appealed
to all District and Circle comrades to increase the
membership of the Association before the next membership
verification referendum.
Com. GS apprised that CMD BSNL has assured to increase 3%
contribution in superannuation benefit before 31st March,
2019. AIBSNLEA has requested Hon'ble MoSC to consider
revision of pay scales E-1A by E-2, E-2A by E-3 and
upgradation of subsequent pay scales from E-3 to E-4, E-4 to
E-5, E-5 to E-6, E-6 to E-7 as per BSNL proposals.

GB at Bangaluru: GS,CS,CP, FS, DP,DS,VPCHQ were on the dais, DS BGTD welcomed the
all dignitaries on the dais, and members who were present.
CS addressed the gathering mentioned about latest stay

Meeting of KolKatta Telecom District Circle at Kolkatta on
12.12.2018:
CEC Meeting of AIBSNLEA/CTD was held on 12/12/18 at T.I.Hall
, CTO Building at 11 A.M. The Meeting was presided over by
the Circle President. CS placed the interim report from
22/09/2017 to till date. The Treasurer placed the unaudited
Receipts and Payments A/C for the period 01-04-2017 to
31-03-2018 and 01-04-2018 to 30-11-2018. All the Branch
Secretaries placed their organizational report and discussed
their problems. Respected GS, Respected AIP & Respected OS(E)
were also present in the meeting. CS in his report mainly
pointed out the long pending case of Sri K.D. Bhagat, PS and
other Accounts related transfer/postings in CTD and AD(OL)
upgradation date of effect should be 28/06/2018 (i.e. the
date of DOT order). After Secretary's summing up all the CHQ
leaders addressed the CEC members elaborately and answered
their queries. Mainly , the problem of pending AO to CAO
promotion, 3rd PRC and other pending promotions were
discussed briefly. GS in his address covered all the points
and assured to take up the pending cases for early
resolution.
GS, AIP , OS(E) along with CS and CP met the newly appointed
CGM,CTD Sri Biswajit Pal in a courtesy call. CS discussed
about the burning problems of CTD , i.e. pending JCL wages
payment, non payment of medical bill ,pending electric bill
payments and curtailment of maintenance fund by BSNL CO. CS
handed over some proposals for development of CTD regarding
CFA and CM Business to CGM,CTD .CGM appreciated our
proposals and assured to think over them.
CGM, CTD sought our co-operation and stressed upon
imposition of punctuality and discipline. We appreciated his
view and assured all sorts of co-operation in this regard.
On query of CGM, CTD, Respected GS apprised that BSNL
Corporate Office, New Delhi is going to sign MOU with Bank
of Baroda and some other banks, who have consented to give
long term loans to BSNL without any letter of comfort from
DOT. GS expected that soon the crunch of fund will be over
and we may concentrate in giving quality service to our
esteemed customers. GS also apprised that there is a fair
chance of allotment of 4G Spectrum and starting 4G service
at the earliest. CGM, CTD also agreed and told that the role
out of 4G service may take 6-7 months after getting all the
concurrences. We thanked CGM, CTD and the meeting ended
cordially.
Special GB Meeting of AIBSNLEA CTD on 12/12/2018 :
A Special GB Meeting of AIBSNLEA/CTD was held on 12/12/2018
at 3 P.M. in T.I. Hall , CTO Building. Respected GS,
Respected AIP , Respected OS(E) graced the occasion. Com.
Basudeb Chakraborty, Advisor CHQ, Com. Aniruddha Bose, CS
/AIBSNLEA /WBTC, Com. Sitangshu Sarkar, CS/ AIRBSNLEWA / WB
were also present on the dias. Com. Tridip Chakraborty, CP
presided over the meeting and welcomed the dignitories. The
dignitaries were welcomed with flower bouquet by out lady
members. CS Com. Subhasis Mitra in his brief address
expressed our gratitude to beloved GS for making it possible
to promote more than 13,000 Executives of different
discipline before implementation of CPSU CH. He also
expressed his heartful respects to the members of AIBSNLEA/CTD
, AIBSNLEA/WBTC for coming to attend the GB. He also
expressed his respects to the members of AIRBSNLEWA who were
present there. He expected that the retired Executives would
always guide us in the right direction with their experience
like elder brothers. After that in a brief function, OS(E)
Com. Prasun Kumar Mukhopadhyay had been felicitated on the
occasion of his retirement due to superannuation on 30th
November, 2018 on behalf of AIBSNLEA/CTD with a silver
memento of sailing boat as a token of respect and GS handed
over the memento. A letter of appreciation was also
presented to him by AIP on behalf of AIBSNLEA/CTD.
GS presented him with a shawl and sweets on behalf of CHQ.
Com.Sitangshu Sarkar, CS/AIRBSNLEWA/WB presented GS, AIP and
OS(E) with flowers and sweets and expressed their gratitude
to GS for delinking of pension revision from the PRC of the
working employees.After felicitation , Com. OS(E) in his
brief address thanked all for their respect and affection
shown towards him. He narrated his 39 years of long journey
in the Department as well as in Trade Union activities as a
wonderful experience. He assured us that he will continue to
discharge his responsibilities as OS(E) till the next AIC
and continue to serve AIRBSNLEWA as a member.
CS/AIBSNLEA/WBTC also addressed the gathering and thanked
AIBSNLEA/CTD for the invitation.
AIP Com. S.Sivakumar in his address explained in detail the
proceedings of AO to CAO promotion and requested all to have
faith in the leadership and not to spread rumours on
Whatsapp Group based upon flimsy and hearsay news.He assured
that the mass transfers of promoted CAOs has been taken up
with Director(HR) Madam and expected that it may be
rectified suitably. After the hearing in Chandigarh CAT on
17/12/2018 expectedly the stay will be vacated. He
recollected his glorious memories in working with Com.
Prasun Kumar Mukhopadhyay as CS/CTD and leader of CHQ.
GS Com.Prahlad Rai congratulated OS East for his retirement
and mentioned his unique leadership for securing highest
lead of AIBSNLEA in the last referendum. Eastern Zone .GS
elaborately explained the background of contempt of court
cases for which the promotion from SDE to DE , DE to DGM and
JTO to SDE are kept pending. He will try to make it possible
by upgrading posts with the approval of CMD after the final
outcome of the cases. He expected that the verdict will be
in our favour.He explained the situation upon which the
indefinite strike called by AUAB had been postponed for
indefinite period. The DOT is unwilling to give 15% fitment
but the leadership stressed upon to implement pension
contribution on actual basic pay which may pave the path for
implementation of Pay Review . He explained that delinking
of pension revision from the process of pay review of the
employees not only going to serve existing pensioners, it
will serve the benefit of the existing employees who are
going to retire till 2027 because there will be no employee
in BSNL with pension whose pay revision can be referred to
for pension revision by then.Thus it will help DOT recruited
and Executes and Non-Executives. He demanded immediate
scrapping of proposed MT recruitment both in Telecom and
Financial Wing. He stressed upon implementation of 30% SAB
for the BSNL recruitees. Com.GS assured that AIBSNLEA will
fight for implementation of upgradation of pay scales not
only for E1A-E2 and E2A- E3 but also upto E6-E7.
He enlightened us about 206 and 147 case of SDEs and what he
is doing to extend this benefit to the retired Executives.
At the end he thanked the AIBSNLEA/CTD leadership for
inviting him to speak in the GB and gave a clarion call to
extend all kind of support to the CHQ in achieving all our
justified demands.The meeting ended with vote of thanks to

approved the seniority list of DEs and the same is being
submitted to Hon'ble CAT Chandigarh shortly.
Legal opinion from ASG for the implementation of Rule-206 of
SDEs Seniority case:
GM(Pers.) informed that Director(HR), BSNL Board has given
the approval to take the legal opinion from ASG for the
implementation of Rule-206 of TES Group-'B' seniority case
judgment delivered by the Hon'ble Supreme Court. The draft
proposal for seeking legal opinion from ASG is being
send shortly. AIBSNLEA requests has been considered by
Director(HR) & GM(Pers.) to seek the legal opinion from ASG
to implement the Hon'ble SC judgment on Rule-206 TES
Group-'B' officers seniority case in true sense.

of MT in BSNL-
AIBSNLEA Protest against:
BSNL Management has notified MT recruitment at STS level
which will block the Career Progression of young talented
executives of BSNL. AIBSNLEA has been demanding to promote
executives to the Sr. level management by
framing Internal Candidate Promotion Policy through fast
track but BSNL Management ignoring this fact has arbitrarily
further notified MT recruitment from out-sider quota and
internal quota candidates. AIBSNLEA will protest against
such move of BSNL management through organisational action
and through legal proceeding.
All the Circle / District secretaries are requested to keep
ready for agitational programme.

ON THE THIRD CEC MEETING OF KARNATAKA CIRCLE HELD AT HUBALI
ON 08.12.2018:
The
Third CEC Meeting of AIBSNLEA, Karnataka Circle was held in
a colourful function at Conference hall, Hubli-Dharwad
Municipal Corporation Employees Co-operative
Credit
Society, Hubblli on 8th December 2018
(Second Saturday).
The meeting was presided over by the Circle President
Com.Ullas Gurav. Our beloved General Secretary
Com.Prahlad Rai, Circle Secretary and
vibrant leader Com. S.K.Hiremath, CHQ Vice President
Com.Appalal Chakoli , District
Secretary Com.Vijayakumar
Mandi, Circle Finance Secretary
Com.H.J.Thulasi Ramaiah, Asst Circle
Secretary Com.Krishnegouda,
CHQ Adviser Com.M.S.Srinivas
and the District Secretary Com. V.V.Kulkarni were present in
the meeting. The District Secretaries and District
Presidents of all the districts, CWC members, Area
Secretaries and Advisors were also present during the
meeting.
The Meeting Hall was jam packed with
the comrades from all parts of the Karnataka. The
Association flag hoisting was done by the Circle President
and the General Secretary at 09.30 am. The CEC started by
lighting the traditional lamp by the dignitaries. The
invocation song was sung by
Com.Savitri Kotur. District Secretary welcomed all
dignitaries to the dias with bouquets.
The Hubli branch has honoured beloved
General Secretary Com.Prahlad Rai with shawl, traditional

Secretary, Karwar and CWC member honoured General
Secretary, Vice President CHQ, Circle President and Circle
Secretary. The BSNLEU Hubali office bearers & comrades,
who have attended the CEC were felicitated with bouquets.
The Circle Secretary welcomed new members of Hubli branch by
giving flowers.
The Circle President in his opening remarks, welcomed all
comrades to the CEC and he appreciated the efforts of Hubli
Office bearers and comrades for making excellent
arrangements for conducting CEC at short notice. The
Circle Secretary and the Finance secretary have placed
their reports in the august house, which were accepted by
the house univocally.
Our beloved General Secretary in his more than one hour
speech, elaborated the struggles of AIBSNLEA in getting
better working atmosphere, better scales, better promotion
opportunities to the higher posts in the BSNL to the
executives. He explained how the promotion opportunities for
STS, JAG and SAG grade posts were restricted to the
executives and the association's vibrant struggles to get
removed the barricades for promoting executives upto SAG
grade. He proudly told that because of the unstinted and
tireless efforts of the AIBSNLEA, now the executives are
able to get promotions to the post of regular/adhoc JAG/SAG
grade also.
While talking about the deferment of recently called AUAB
Indefinite Strike, he told that as the Hon. Minister for
Communications and the Secretary, DOT have given positive
responses to most of our demands, the indefinite strike
called by the AUAB was withdrawn with a view to give the
Government time to resolve our demands amicably. He told
that Government has agreed in principle to delink revision
of pension with the revision of pay scales, which will help
lakhs together pensioners to get their pension revised
without any problem. Regarding our demand for allotment of
4G spectrum to the BSNL, he told that a Cabinet Note is
being moved by the DOT and action will be taken by the
Government to allocate 4G spectrum to the BSNL as early as
possible. Regarding our another important and burning demand
for payment of pension contribution on actual basic instead
of on maximum basic, the General Secretary told that the
Government shall take suitable action at the earliest to get
it revised. Talking about the another important demand of
BSNL executives and employees for implementation of the
recommendations of the Third PRC in BSNL, he told the AUAB
leaders had detailed discussions with the Hon. Minister and
demanded the early implementation of third PRC benefits to
the BSNL employees/executives. He told that, Hon Minister
wanted some more time for third PRC demand under the present
financial health of the BSNL and directed CMD BSNL to revise
BSNL's proposal to make it viable proposal and to submit to
DoT and after that he will take up the Cabinet note to
Cabinet for approval. Hon'ble MoSC has mentioned that 15%
fitment benefit can't be accepted in view of the financial
health of BSNL.
The General Secretary further told that the Government
decision to allocate 4G spectrum the BSNL and revision of
recovery of Pension Contribution on the actual basic of the
staff, will go a long way in improving the financial health
of the BSNL and pave ways for viability of the BSNL, in
turn, BSNL Management can send a justified proposal to DOT
for implementation of the third PRC in BSNL.
He also told that BSNL consistent efforts were responsible
for promotion of more than 13000 executives in a short span
of time, though the so called recognized association tried
to block the promotion of executives under the pretext of
implementation of CPSU cadre hierarchy in BSNL. He appealed
to all District and Circle comrades to increase the
membership of the Association before the next membership
verification referendum.
Com. GS apprised that CMD BSNL has assured to increase 3%
contribution in superannuation benefit before 31st
March, 2019. AIBSNLEA has requested Hon'ble MoSC to consider
revision of pay scales E-1A by E-2, E-2A by E-3 and
upgradation of subsequent pay scales from E-3 to E-4, E-4 to
E-5, E-5 to E-6, E-6 to E-7 as per BSNL proposals.
Vice President, CHQ addressed the gathering and briefed the
august house about the activities of the CHQ. He also
stressed the need for increasing the membership of the
association. Assistant Circle Secretary addressed the
gathering and he thanked the Hubli branch for the nice
arrangements made for the CEC. He expressed his serious
concern about the reduction in the membership of the
association due to retirement etc and advised all District
Secretaries and District Presidents to evolve strong
strategies to increase the membership. Circle Finance
Secretary, in his speech gave some tips to the house as to
how to increase the membership of the association. Advisor,
CHQ also addressed the gathering of the august house and he
stressed the need for collective efforts for increasing the
membership under the able guidance of vibrant Circle
Secretary and beloved General Secretary.
Later, all Districts Secretaries have placed their reports
before the house and the Circle Secretary and the Circle
President have clarified all the points to the house.
The CEC was concluded with the vote of thanks by the
District Secretary. In his speech, he thanked the Circle
Secretary and the Circle body for giving an opportunity to
conduct CEC at Hubli. He also thanked GS, VP CHQ, ADVISOR
CHQ,CS,CP,CFS,ACS for gracing the meeting. He also thanked
all the Hubli comrades who have worked day and night for the
success of the CEC. He also thanked all the
persons/associations, who have helped directly or indirectly

GS, President, AGS(Fin.) met GM(Pers.) & discussed regarding
(a)
JTO(T) to SDE(T) Promotions:
We
requested GM(Pers.) to fill up about 4700 vacant SDE(T)
posts since there is no stay order in promotions from JTO(T)
to SDE(T). GM(Pers.) mentioned that due to contempt of court
case is pending in Hon'ble CAT Ernakulam promotion order
from JTO(T) to SDE(T) could not be issued. However, the said
contempt case is listed for hearing on 18th Dec., 2018
wherein the rejoinder have been filed by BSNL. He assured to
examine the probability to fill up the vacant SDE(T) posts
without the disposal of contempt case.
(b)
DE to DGM(Engg.) promotion:
We
requested to submit the DEs seniority list for the promotion
of EGM(Engg.) in the Hon'ble CAT Chandigarh before 17th
Dec., 2018, the date of hearing. GM(Pers.) GM(Pers.)
mentioned that DEs seniority list has been prepared & will
be submitted to the Hon'ble CAT Chandigarh after the
approval of competent authority.

Implementation of Rule-206 SDE seniority as per Hon'ble
Supreme Court Judgement:
We requested GM(Pers.) to take the legal opinion of ASG for
the implementation of Hon'ble Supreme Court Judgement on
Rule-206 of SDE seniority list in true sense. GM(Pers.)
mentioned that after taking the approval of Director(HR),
BSNL Board the matter will be send to the ASG for legal
opinion shortly.
06.12.2018: Meeting
with Sr. GM(Estt.), BSNL Corporate Office, New Delhi:
GS, President met Sr. GM(Estt.), BSNL C.O., New Delhi and
discussed regarding proper implementation of FR 22 I (a) (1)
Pay fixation of Ex-JTO(Offg.) as per the Judgement of
Hon'ble Supreme Court in all the Circles. We explained that
Estt. Cell BSNL Corporate Office, New Delhi has issued the
letter for the implementation of Hon'ble Supreme Court
Judgement incorporating with earlier order dt. 22.12.2015
wherein Offg. JTOs are to be reverted in TTA Cadre on
01/01/2007 and thereafter fixation in the revised pay scale,
which is causing heavy financial loss to these Offg. JTOs.
Sr. GM(Estt.) assured to re-look into the matter on the
basis of feedback given by us.
05.12.2018: Meeting
with DDG(Estt.), DoT:
GS, President met
DDG(Estt.), DoT & discussed regarding CGHS facility to BSNL
pensioners problems being faced by pensioners. We further
submitted our letter dated 25.10.2018 to DDG(Estt.) and
apprised regarding the problems being faced by BSNL
pensioners particularly in Rajasthan Circle wherein the PPOs
of BSNL pensioners retired before 2013, pension debiting A/C
Head has been mentioned 3225. CGHS office at Jaipur says it
should be 2071 as per DoT & their CGHS HQ Circulars. The CCA
Telecom Jaipur also wrote a letter Addl. Director, CGHS
Jaipur mentioning that A/C Head 3225 has been changed to
2071 & they didn't accept the application form of the
applicants and has sought permission their HQ, New Delhi.
Similarly many BSNL pensioners PPOs are not mentioning
debiting A/C Head.
DDG(Estt.) & Director(Estt.), DoT assured to take up the
matter with CGHS authority at HQ New Delhi for issuing
necessary instructions to Rajasthan Circle CGHS Authority.
05.12.2018: Revision
of Pension of BSNL's Pensioners:
DDG(Estt.) DoT confirmed that a proposal for delinking of
pension revision of BSNL Pensioners from the pay revision of
BSNL employees has been sent to DoP&PW for comments/Policy.
He advised to pursue in DoP&PW for early reply to DoT.
05.12.2018: Meeting
with Dy. Secretary, DoP&PW New Delhi:
GS, President & GS Team(MTNL) and President RTOWA (MTNL) met
Dy. Secretary, DoP&PW Sh. Sanjay Wadhavan& discussed
regarding DoT proposal for delinking of pension revision of
BSNL Pensioner from the pay revision of BSNL employees. Dy.
Secretary, DoP&PW confirmed that DoT proposal has been
received in his office & is under consideration. We apprised
him the need of delinking of pension from pay revision in
detail. After detail discussion Dy. Secretary, DoP&PW
assured that he will process the case to higher up's and
after the approval it will send to DoT. He also mentioned
that in case DoT has recommended delinking of pension
revision they may not have objections. He assured that reply
may be given to DoT within 2-3 weeks of time.
04.12.2018: The indefinite strike from 03.12.2018 has been deferred till
further intimation by AUAB - After
meeting held with Hon'ble MoSC(I/C) on 03.12.2018.
a.4G
Spectrum Allocation to BSNL: Non-allotment of
4G spectrum to BSNL has been a major handicap for BSNL
growth. The assurance given by the Hon'ble MoS(C) in this
regard in 24th Feb., 2018, was not implemented.
In yesterday's meeting, the Hon'ble MoS(C) intimated that
the Cabinet Note on the allotment of 4G spectrum to BSNL is
already circulated to the other ministries for comments. He
also assured to depute a senior officer of the DoT to those
nodal ministries to quicken the process. Once this process
is completed, the Hon'ble MoS(C) assured to take up this
issue in the next Cabinet meeting itself. It is assured now
that BSNL is going to get 4G spectrum shortly. This is a
major break through in the financial revival of BSNL, and
undoubtedly a very big achievement of the AUAB.
b.Pension
revision of BSNL Pensioners: So far, the DoT
has been linking pension revision of BSNL pensioners with
the pay revision of the BSNL employees. They have taken a
firm stand that pension revision could be done only when pay
revision is done to the serving employees. However, in the
meeting held with the Secretary(T), DoT on 02.12.2018, and
also in the meeting with the Hon'ble MoS(C) on 03.12.2018,
the AUAB is informed that pension revision of the retirees
is now delinked from the pay revision of the employees and
the matter has been send to DoP&PW for consideration. This
is a very big achievement of this strike call. AUAB will
continue to take all out efforts to ensure that the revision
of pension is done at the earliest.
c.Implementation
of government rules in the payment of pension contribution
by BSNL:
The Hon'ble MoS(C)
categorically told that government rule will be implemented,
according to which BSNL has to pay pension contribution,
based on actual basic pay. A letter has already been gone to
the finance ministry, with the recommendation of the DoT.
Settlement of this issue, is also a boost for the financial
revival of BSNL.
d.Left
out issues of the 2nd PRC: The BSNL
Management has long been demanding that Management should
fulfil the recommendation of the 2nd PRC, that
30% of the pay should be contributed by the Management
towards superannuation benefits of the Directly Recruited
employees. On this issue, the CMD BSNL has assured, in the
meeting held with him on 02.12.2018, that BSNL's
contribution towards pension contribution will be increased
by another 3%, by March, 2019, and the remaining will be
increased thereafter in one go. Thus, the non-implementation
of the recommendation of the 2nd PRC, in respect
of superannuation benefits is also resolved.
In addition to
this, GS AIBSNLEA requested for the revision of Pay scales E-1
by E-2, E-2 by E-3 and upgradation of subsequent pay scales
E-3 by E-4, E-5 by E-6 and E-6 by E-7 as per the BSNL C.O
letters addressed to Jt.Secretary (Admin), DoT vide
No.1-13/2015-PAT (BSNL) dated 6.6.2016

Pay Revision of employees:
No final settlement is
reached in respect of the 3rd Pay Revision of the
employees. It was told in the discussion by the Hon'ble
MoS(C) as well as by the Secretary(T), DoT, that pay
revision of the employees would be done, but 15% fitment
cannot be given. The AUAB representatives gave a detailed
presentation to the Hon'ble MoS(C), justifying pay revision
with 15% fitment. However, it was not accepted. The AUAB
feels that this issue needs to be further persued with the
DoT, for which some more time needs to be given.
DoT is
constituting a committee of comprising officers of DoT/BSNL
and the representatives of AUAB to meet fortnightly to have
a follow-up action on the above issues.
The leaders of
the AUAB, in the meeting held after talks with the Hon'ble
MoS(C), appreciated the fact that the strike call has
brought major achievements to the BSNL employees, and that
these achievements have got to be consolidated, by way of
implementation of the assurances / issuing of letters. As
regards the wage revision is concerned, the AUAB has decided
to give some more time to the DoT to sort out the matter.
However, struggles become inevitable, if the persuasions of
the AUAB fail.

discussed regarding :
(i)
Implementation of 3rd PRC :
CMD informed as per the
direction of Hon'ble MoSC (I/C) in yesterday meeting a
committee is being constituted comprising of Sr. officers
of DoT, BSNL and AUAB representatives to work out a
feasible proposal for the implementation of 3rd
PRC in BSNL and to follow-up action on other demands of AUAB
i.e. 4G spectrum allocation to BSNL, Payment of Pension
contribution on actual basic pay, Pension revision of BSNL
Pensioners delinking from pay revision of BSNL employee.
(ii) Issues regarding AO to CAO promotion:
AIBSNLEA shown its serious concern regarding Mass level
transfers in recently issued AO to CAO promotion order, it
will also burden BSNL more than Rs. 2 Cr towards TA DA
expenditure. Due to financial crunch of BSNL and to follow
austerity measure, we suggested that transfer can be done on
need basis & in addition to that all the circles are having
surplus AOs than the sanctioned strength, thus look on
arrangement in cadre of CAO can be given to AOs. CMD advised
to discuss matter the with Director (HR) .

with Director(HR), BSNL Board:
GS, President, AGS(Fin.) & AGS(DR) met Director(HR), BSNL
Board & discussed regarding ,
(a) Implementation of 3rd PRC :
Director HR informed as per the direction of Hon'ble MoSC
(I/C) in yesterday meeting a committee is being constituted
comprising of Sr. officers of DoT; BSNL and AUAB
representatives to work out a feasible proposal for the
implementation of 3rd PRC in BSNL.
(b) Issues regarding AO to CAO promotion:
(i) AIBSNLEA shown its serious concern regarding Mass level
transfers in recently issued AO to CAO promotion order, it
will also burden BSNL more than Rs. 2 Cr towards TA /DA
expenditure. Director (HR) mentioned that transfers have
been effected due to acute shortage in the respective
circles. Due to financial crunch of BSNL and to follow
austerity measure, we suggested that transfer can be done on
need basis & in addition to that all the Circles are having
surplus AOs than the sanctioned strength, thus look on
arrangement in cadre of CAO can be given to AOs. Director
(HR) assured to look into the matter.
(ii) Regarding filling of vacant posts of CAOs, Director(HR)
informed that after the receipt of legal opinion from the
ASG the vacant post will be filled up.
(iii) We also requested Director (HR) to issue necessary
instructions to the IFAs of Circles to permit newly promoted
CAOs who were under the orders of transfer to assume
charge of in their present circle before relieving to the
allotted circle as per the guideline issued BSNL CO in
2015 in the case of JAO to AO promotion . Director (HR)
assured to look into the matter and advice to take-up the
issue with Sr. GM(FP).
(c) DE To DGM promotion :
We
requested Director( HR )to clear the seniority list file, so
as to be submitted DEs seniority / eligibility list in
Hon'ble CAT, Chandigarh before 17.12.2018. Director (HR )
informed that she will discuss this issue in the meeting
to be held today with GM (Pers.) DGM (legal) and AGM
(Legal).
(d)
Implementation of Hon'ble Supreme Court Judgement in Rule
206 of TES group B:
We requested for early Implementation of Hon'ble Supreme
Court Judgement in Rule 206 of TES Group B seniority. After
detailed discussion Director (HR) assured to get legal
opinion from ASG.
OSD to Director(HR) and GM(SR) both were present in the
meeting.

Meeting today unanimously decided to defer the strike till
further intimation as per the following details:----

AUAB Meeting with Hon'ble MoS(C) has been fixed
today at
12:30 AM on the charter of demands instead of 10.00 AM.

Secy(T), DoT Meeting
with AUAB held today :
Talks between the AUAB
and the Secretary (T), DoT were held today
the 02nd Dec., 2018. Improvements are there in
the issues of 4G Spectrum, Pension Revision and pension
contribution. However, dead lock in prevailing in the issue
of 3rd Pay Revision. With a view to ensure
discussion with the Hon'ble MOS(C) on this issue, the AUAB
decides to defer the strike for one week.
If fruitful outcome does not
come in the meeting with the Hon'ble MOS(C), the strike will
start from 00.00 Hrs. on 10th
Dec., 2018.

CMD BSNL talk with AUAB Failed:
Today, A/N 12.00 Hrs. CMD BSNL called all the General
Secretaries for Discussion on the AUAB demands and ongoing
Agitation. CMD BSNL and Director(HR) further apprised the
representatives regarding the developments taking place in
DoT with respect to the demands AUAB and Indefinite Strike
with effect from 3rd December 2018. CMD appealed
that since the DoT Administration is now taking steps for
the settlement of some of the demands, AUAB should withdraw
the agitation. After detailed discussions AUAB Leaders
expressed their serious concern against not honouring the
Commitments given by the Hon'ble MOSC (I/C) to AUAB Leaders
in the meeting held on 24.02.2018, after a lapse of 9 months
and the Secretary (T) meeting held on 2.11.2018. AUAB
Leaders categorically told the CMD, if the competent
authority should give written assurance for the settlement
of demands in bound manner, thereafter only AUAB can review
its decision.
In view of this, it is requested to all the Circle/ District
Secretaries to ensure for the successful implementation of
the indefinite strike.

UPWARD REVISION PAY SCALES FOR EXECUTIVES :
Revision of Pay Scales E-1A by E-2 and E-2A by E-3 of JTO/JAO
and SDE/AO equivalent and subsequent upgradation of Pay
Scales E-3, E-4,E-5,E-6 & E-7 W.e.from 1.1.2007. AIBSNLEA
have been demanding for the revision of Pay Scales E-1A by
E-2 and E-2A by E-3 and subsequent Pay Scales E-3 by E-4 ,
E-4 by E-5, E-5 by E-6 and E-6 by E-7 as per the BSNL C.O
letters addressed to Jt.Secretary (Admin), DoT vide
No.1-13/2015-PAT (BSNL) dated 6.6.2016
