26.04.2012:  GS, President, FS and AGS(HQ) met ED(NB) and discussed

(i)   Best Utilization of BSNL's infrastructure: We requested for the best Utilization of BSNL's infrastructure for the growth of BSNL and to earn revenue. ED(NB) informed that recently he has visited North East with CMD, BSNL and he was quite surprised to see that not a single tower/BSNL Building is leased out in NE Circles, which  is an extra source of income in these days of crises. He advised GS to contact Circle Secretaries of NE Circles to support sharing of  infrastructure with other private operators and  renting out vacant space to earn revenue  for BSNL. We assured him to discuss the matter with our Circle Secretaries in the interest of BSNL.

(ii)    Promotion Order after DPC from JTO(C) to SDE(C): We requested ED(NB) to issue promotion order for JTO(c) to SDE(C) at the earliest. ED(NB) informed that the case was send to Competent Authority for DPC approval and now he will find out the status of the case. He assured for early issuance of promotion order.

(iii)    Promotion from SDE to EE in Electrical Wing: We requested to fill up all vacant EEs posts of Electrical wing. ED(NB) mentioned that matter is under consideration and shortly the DPC will be initiated to fill up the vacant EEs posts.

(iv) Request/Tenure transfer order of Civil/Electrical officials:- We requested ED(NB) to issue Request/Tenure  transfer order of Civil/Electrical officials. ED(NB) informed that  Request/Tenure transfer order of Electrical officials are done in last week and for Civil officials the case in under consideration.

25.04.2012: It is learnt that DDG(Estt.), DoT Section is now transferred to Joint Secy(Admn.), DoT. Redeployment of repatriated Group-'A' officers from BSNL/MTNL through Surplus Cell will be dealt by Jt. Secy(Admn.), DoT Section.

25.04.2012: GS, President,  AGS(HQ) met CMD, BSNL and discussed  

(a) Filling up of the vacant DGM posts:- We requested for early filling up of the vacant DGM posts as the matter was discussed recently in one of the Management Committee meeting to fill up 414 DGM(Engg.) vacant posts by giving relaxation in the eligibility condition as BSNL MSRRs but could not be cleared due to some queries raised regarding pending court cases on TES Group-'B' seniority lists. We explained the status of various pending court cases and requested that DE to DGM promotion DPC can be held even in the present situation subject to outcome of the court case. CMD after some discussions mentioned that he will look into the matter but on promotion to DGM,  the executives should join their place of posting to other circles also. He appreciated the working of recently promoted DGMs who are working at NE-I and A&N Circles. He also mentioned that due to shortage of SAG level officers some DGMs are to look after the charge of GMs with efficiency. We gave an example of Bijapur SSA, Karnataka Circle where departmental promoted DGMs are independently running the SSA and achieved 26% growth in the last financial year i.e. 2011-12.  CMD further assured to look into the matter.

(b) Regularization of Officiating JTOs: We requested for an inquiry in to suspected collusion with in BSNL, for defeating the Board decision on regularization of Officiating JTOs and also demanded  for early implementation of BSNL Board Decision to give regular posting as JTOs to all qualified & trained TTAs. CMD after enquiring the status of contempt case in the Hon'ble High Court Chandigarh  and Hon'ble High Court Kerla, he   assured to go through our letter & the case file for further action.

(c) Relieving of Executives from ERP, GZB: We requested to relieve the executives from ERP, GZB to their parent Circles since they have completed more than two years & sitting ideal.  CMD informed that it is decided to review the status of ERP Project in the first week of May'2012 and already two meetings recently have been conducted to expedite the ERP Project Work. He assured that excess executives, if any,  will be transferred to their parent Circles.

(d) Absorption of ITS Officers in BSNL: We expressed our serious concern against non-completion of the absorption process of ITS Officers in BSNL which is adversely affecting the viability of BSNL. CMD appreciated our concern and informed that DoT has sought legal opinion on the recent judgment of Hon'ble High Court Delhi thereafter only further action in this regard will be taken.

(e) Periodic Pension revision of BSNL Pensioners:- We requested to take up the matter with DoT for issuance of order for periodic pension revision of BSNL pensioners after 3rd  & 4th PRCs. CMD mentioned that the pension of BSNL Pensioners retired before 01.01.2007 has already been revised and on the same pattern the pension after 3rd and 4th PRCs will also be revised, if necessary. DoT will further issue pension revision order with 3rd and 4th PRCs.

25.04.2012: Decisions taken in the JAC meeting held on 25th April 2012 : A meeting of the Joint Action Committee (JAC) was held today, 25th April 2012. Com. G.L. Jogi presided. GS and President, AIBSNLEA attended the meeting. Com. V.A.N. Namboodiri, Convener, welcomed all the members and also briefed the meeting about the developments after the last meeting. After detailed discussions, the following decisions were taken:

1.     ITS absorption and other issues raised in the 15th December strike: The issues raised during the 15 December Strike are yet to be settled. The developmental issues have also not been settled. The ITS issue stands as it is. The meeting expressed strong protest in the delay in settlement. The meeting decided to meet the CMD urgently and all these issues should be aggressively pursued for settlement. A memorandum detailing the issues will also be presented. It was also decided to meet the Secretary, DOT as well as the Communications Minister on these issues. JAC will meet immediately after the meeting with CMD.

2.      Concilliation Proceedings by CLC: The conciliation proceedings started by the Chief Labour Commissioner on the December 15 strike issues is yet to hold  further meetings for the last few months. It was decided to write to the Secretary Labour and Labour Minister against the non-holding of the conciliation proceedings.

3.     Customer Delight Year: The meeting felt that we have to continue the programmes to improve the services and decided to extend the 'Customer Delight Year' for one more year.

4.     Affiliation of new unions to JAC :It was unanimously decided to grant affiliation to (1) NFTBE (General Secretary Com.R.K. Kohli) and (2) FNTOBEA (General Secretary Com. P. Andiappan) to the JAC.

25.04.2012: Shri K.C.G.K. Pillai, PGM(FP & PF) joined as Director ( Finance), BSNL: GS, President, FS, AGS(HQ) and  CS, Delhi Congratulated Sh. K.C.G.K. Pillai, PGM(FP & PF) on assuming the charge of Director (Finance), BSNL today. 24.04.2012:GS writes to Shri Kapil Sibbal, Hon'ble MOC&IT, Govt. of India, New Delhi regarding abnormal delay in appointment of full time Board of Directors (Finance) and  Director(HR) in BSNL- <<Click here for letter>> 

23.04.2012: GS, President, AGS(HQ) along with newly elected Circle Secretary Dr. V.P. Singh and Circle President Sh. T.C. Jain  of BSNL Corporate Office Circle had courtesy call meetings with Sr. GM(Pers.), GM(Estt.) and GM(Admn.) and discussed local issues.

23.04.2012: BSNL Corporate Office issued letter regarding the issue of pay anomaly of certain seniors drawing less pay than juniors due to implementation of IDA pay up gradations under the EPP <<Click Here for letter>>.  This order is violation of FRSR and will further invite litigations. AIBSNLEA will continue to protest against injustice.
23.04.2012: BSNL Corporate Office issued letter regarding  recovery of excess pay i.r.o. AAOs/Sr. AOs as per clarification under the EPP vide letter No. 400-175/2007-Pers.I dt 19.02.2002 - <<Click Here for letter>>. This order is violation of DoT Promotion Policy, wherein Sr. SDE/Sr. AO were Post based Promotions  and  BSNL is treating these time bound promotions. However,  the excess  pay  already drawn will not be recovered.  It will invite litigations.  AIBSNLEA will continue to protest against injustice.

23.04.2012: Special General Body Meeting of AIBSNLEA Bijapur Branch, Karnataka Circle on 19.04.2012 GS, President, AGS(Engg),  FS attended & addressed the Special General Body Meeting of AIBSNLEA Bijapur Branch, Karnataka Circle on 19.04.2012. Com. K. Chandrasekharan, Branch President & IFA Bijapur, Com. M.N. Belgall, DGM, Bijapur, Com. V.K. Mahuli, Branch Secretary & DGM(A) , Bijapur, Com. B.C. Indi, DE(MS) BKT and Com Holayyappagol, AGM(A), Bijapur  welcomed Com. GS, President & other CHQ and Circle Office bearers on dias. Com. Prahlad Rai, GS in his detailed address explained the actions taken by the AIBSNLEA w.r.t.  financial viability of BSNL. He mentioned that  BSNL with its existing employees earned profit in the past and now due to the non-helping and step motherly attitude of Govt. towards BSNL in comparison with the other service providers i.e. by way of charging  unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500 and allotting inferior quality BWA spectrum which cannot cater the requirement of 4G at a higher rate,  non-reimbursement of licenses fee, USO Charges, non- Payment of OPEX Charges, withdrawal of ADC, Interest @14.5% on payment of notional loan Rs. 7500 Crores the viability of BSNL is adversely affected.  He mentioned that BSNL is spending more than 9000 Crores in Rural areas services but No ADC charges is being given by the Govt.  He stated that, non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc have also affected the quality & growth of services.  He also stated about the customer delightness on which JAC observed 'Customer Delight Months' and 'Customer Delight Year' for better quality of telecom services to its valued customers. Now GSM tender of 15.0 million lines is finalized and purchased order  will be issued shortly. So, that we can provide better quality service in future days to earn more revenue. JAC should now impress upon implementation of 78.2% IDA benefit, ITS absorption, VRS, NTP-2011 and Periodic Pension revision issues etc.

GS in his address explained in detail the status of HR issues,  ITS absorption. He apprised the status of HR issues related to mainly DPCs of various disciplines viz. JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, DGM to GM, JAO to AO, AO to CAO & CAO to DGM(F) and DGM(F) to GM(F) etc., Pay anomaly- Sr. are drawing less salary than their juniors, Pay revision of AD (OL), Creation of PPS for the Personal Secretaries in the field units, post based promotions to PSs in the field units. United Forum of BSNL Executives Association efforts to get implemented E-2, E-3 IDA Pay Scales, CPSU Cadre Hierarchy and restoration of 600 DGM Posts etc. He appreciated the organisational activities of Karnataka Circle. Which is the 2nd biggest Circle Orgranisation after Maharsthra Circle  in our association. GS further appealed to concentrate in providing best telecom services to BSNL customers to make them delighted. He also congratulated the Bijapur TD executives for increasing revenue by 26% more than target without any ITS officers in the SSA.

Com. P. Venugopal, President in his address explained in detail that approx. 7 to 8 thousand crores loss is expected to post by the BSNL for the last financial year 2011-12.  He also stated, if the situation continues in BSNL, BIFR may come into effect in BSNL.  He stated various figures of payments made to DoT towards various Taxes, spectrum charges, pension contribution, by the BSNL, non refund of about 600 crores recommended by TRAI, non refund of spectrum charges,  which amounts to loss of BSNL.  He further stated that an approx. 36000 crores expenditure is incurred for BSNL per annum as against the approx. income during last year is 30000 crores only. He also spoke about the non refund of spectrum charges by DoT, MOU between DoT and BSNL, willingness of DoT to allot 15000 crores soft loan to BSNL and repeated cancellation of tenders etc.

18.04.2012: Status of Court Case

Operative portion of Judgment is as under:-

i) The deemed date of absorption of the petitioners fixed as 1.10.2000, is held to be illegal, being contrary to Rule 37-A (4) of CCS (Pension) Rules;

ii) The deemed date of permanent absorption of such of the petitioners who seek permanent absorption in BSNL/MTNL shall be 8.12.2005;

iii) The petitioners before this Court are given an option, to be exercised within two weeks from the date of this order, to revert to the Government or to seek permanent absorption in BSNL/MTNL as the case may be;

iv) Those Government servants who have already accepted permanent absorption w.e.f. 1.10.2000 will not be entitled to exercise a fresh option in terms of this order;

v) BSNL/MTNL shall relieve such of the petitioners, who opt to revert to Government service within 2 weeks of receipt of options from them;

vi) Such of the petitioners who opt to revert to the Government shall be appropriately redeployed by the Government in Government service through surplus cell of the Government. We have no doubt in our mind that the Government would not like to keep such of the petitioners who opt to revert to the Government idle and, subject to availability of the positions with it, give them such work as is deemed appropriate to be performed by them.

18.04.2012:Extra Ordinary Circle Conference of AIBSNLEA Corporate Office Circle : The Extra Ordinary Circle Conference of AIBSNLEA Corporate Office Circle held today in CTO Sabhaghar Eastern Court, New Delhi in a excellent manner.  The Sabhaghar was jam packed with the mammoth gathering. The attempt of wasted interest , deserters, who tried to destabilized Circle functioning is badly defeated. The members gave befitting reply to the wasted interest by registering their presence and  shown extra ordinary enthusiasm in strengthening our beloved association. Comrade GS, President, AGS(F), AGS(HQ), AFS (CHQ) attended and addressed the conference. Com. V.M. Gupta, Circle President in his welcome address discussed the issues of Circle /All India level. Com. Rajpal, Acting Circle Secretary placed Circle Secretary report enumerating the Organisational activities and the developments took place by some wasted interest to destabilized the association.  He welcomed all the members present and their active participation. Com. T.C. Jain, FS placed accounts which was adopted unanimously.

Com. P. Venugopal, President CHQ appreciated the efforts taken by the present Circle body in mobilizing large members and apprised in detail the status of HR issues as well as issues related to Viability of BSNL. 

Com. Prahlad Rai, GS in his address extended sincere gratitude and thanks to all the members for their massive attendance and active participation in the conference. He exposed the acts of the wasted interest who deserted to sabotage the functioning of this association and mentioned that with the committed members,  our association will further grow in BSNL Corporate Office. He further mentioned that BSNL CO Circle is a very important Circle organization of our association being at HQs. He assured his fullest co-operation to the Circle. In his address he discussed the issues related to Viability of BSNL and status of HR issues i.e. non-procurement of GSM equipment/ Cables/Telephone instruments/MLLN Modem/Broadband Modem/ Drop wires etc. and EPP, Grant of Perks, Transparent Transfer Policy, 2nd PRC Implementation, Finalization of BSNL MSRRs,  non-reimbursement of licenses fee, USO Charges, Payment of OPEX Charges, withdrawal of ADC, Payment of AGR (which is levied only from BSNL and not from any other operators),  Interest on payment of notional loan Rs. 7500 Crores,  etc.

17.04.2012: GS met Shri A.K. Bhargava, Sr. GM (NWP) CM, BSNL Corporate Office and discussed about procurement of GSM equipment. Sr. GM (NWP) CM mentioned that Phase-VII GSM Tender has been finalized and APO has been placed to L-1 vendor i.e. M/s ZTE for North and South Zone and L-2  Vendor, M/s Huwai will shortly be given APO for East Zone for the procurement of 14.37 Million GSM lines equipment. ITI has been given APO for 0.63 Million GSM lines for Western Zone. Hence, total 15.0 Million GSM Lines APO has been placed. Similarly for IN Service L-1 Vendor, M/s Alcatel has been placed APO for 5 Million + 25 Million (Existing) equipment for North, East and West Zones. L-2 Vendor ZTE for IN services has been given APO for South Zone. Shortly after completing procurement process formalities the purchase orders will be issued. Hence, it is a great break through for the procurement of GSM equipment after the year 2007. Sr. GM (NWP) CM also mentioned that it is the outcome of dedicated efforts  of CMD, whole BSNL Management & Govt. support for making the tender process successful.

17.04.2012: Status of Various Court Cases

(i) It is learnt that Hon'ble High Court Delhi delivered judgment in the case filed by some ITS Officers for prospective date of absorption in BSNL/MTNL i.e. prospective date of absorption is allowed after Oct'2005 instead of 01.10.2000. The judgment copy is expected within two-three days.

(ii) Hon'ble High Court, Chennai in WP 16102 & WP 26246 of SC-ST Roster Case for JTO to SDE(T)  was heard today and posted to 19.04.2012.

(iii) The contempt of court case against creation of 3500 super-numeric JTOs Posts came for hearing today in the Hon'ble High Court, Chandigarh, after some arguments Hon'ble High Court directed BSNL Management to submit the judgment copy of Hon'ble High Court Kerla on this issue. the case is posted to 30th April,2012.

16.04.2012: Special General Body Meeting of AIBSNLEA PUNE, Maharashtra Circle on 09.04.2012:  GS, President attended & addressed the Special General Body Meeting of AIBSNLEA PUNE, Maharashtra Circle along with Com. K.P. Nair, AGS (GD), Com. C.M. Saste, Organising Secretary (W), Com. A.G. Joshi, Adviser-IV, Com. V P Kulkarni Circle Secretary Maharashtra and Com. Mohire, Circle President, Maharashtra Circle.  Com Deshpande, Branch Secretary, Pune welcomed Com. GS, President & other CHQ and Circle Office bearers. Com. Deshpande, while welcoming discussed the issued related to District / Circle / CHQ.

Com. Prahlad Rai GS in his address explained in detail the status of HR issues & Viability of BSNL, ITS absorption. He apprised in detail that with untiring efforts many HR issues have been resolved and still some issues are pending for settlement.  He appreciated the organisational activities of Pune District as well as MH Circle, which is the biggest Circle Orgranisation in our association. GS further appealed to concentrate in providing best telecom services to BSNL customers to make them delighted.

Com. P. Venugopal, President in his address explained in detail about the issues related to Accounts Personnel's like shortage of JAO, DPCs, pay parity of promoted JAOs with Direct Recruited JAOs, financial position of BSNL, approach / attitude of DoT towards the BSNL, etc.

16.04.2012 1st Circle Executive Committee of  AIBSNLEA Maharashtra Circle on 10.04.2012:   1st  Circle Executive Committee of AIBSNLEA Maharashtra Circle after its 3rd Circle Conference at Sangli was held on 10.4.2012 at Kent Club, Kolhapur. The Conference was  attended and addressed by Com. Prahlad Rai, General Secretary AIBSNLEA CHQ,  Com. P Venugopal, President, AIBSNLEA CHQ, Com. K.P. Nair, AGS (GD), CHQ, Com. C.M. Saste, O.S (W) CHQ, Com. A.G. Joshi, Adviser-IV CHQ,. Com. V.P. Kulkarni, Circle Secretary and Com. K A Mohire, Circle President.  After the welcome of dignitaries, all the District Secretaries have presented their reports, wherein they described the achievements of the Branches and the grievances of their members. Circle Secretary Presented his report and Treasure submitted the receipts and payment accounts which was unanimously approved.

An open session was held which was presided by Com. P. Venugopal, President CHQ.  Shri G. Jayaraman, GM (HR & Admn), Maharashtra Circle was the Chief Guest and Shri Tayal, Sr. G.M. Kolhapur was guest of Honour.

Com. Khanvilkar, Branch Secretary of AIBSNLEA welcomed all the dignitaries on the Dias and felicitated them.

Com. V.P. Kulkarni, Circle Secretary, Maharashtra in his speech thanked GM (HR & Admn) for his full support in settling the issues related to the Executive and also to the District Secretaries and Circle Executive Committee for their support.

GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of Maharashtra Circle for the successful CEC and thanked the comrades for inviting him and giving an opportunity to address the gathering.

In his detailed address Com GS explained the actions taken by the AIBSNLEA in the financial viability of BSNL. He mentioned the efforts AIBSNLEA in issuing order regarding  EPP, Grant of Perks, Transparent Transfer Policy, 2nd PRC Implementation, Finalization of BSNL MSRRs etc.  He mentioned that  BSNL with its existing employees have earned profit in past and due to the non-co-operative and step motherly attitude of Govt. towards the BSNL in comparison with the other service providers  by way of charging  unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500 and allotting inferior quality spectrum which cannot cater the requirement of 4G at a higher rate without allowing BSNL to participate in the bidding, non-reimbursement of licenses fee, USO Charges, Payment of OPEX Charges, withdrawal of ADC, Payment of AGR (which is levied only from BSNL and not from any other operators),  Interest on payment of notional loan Rs. 7500 Crores the viability of BSNL is adversely affected.  He informed that BSNL is incurring more than 9000 Crores in Rural areas services but No ADC charges is being given by the Govt.  He stated that, non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc have affected the quality & growth of services.  He also stated about the customer delightness on which JAC observed 'Customer Delight Month' and 'Customer Delight Year' for better quality to telecom services to its valued customers.

He also spoke about the non refund of spectrum charges by DoT, MOU between DoT and BSNL, willingness of DoT to allot 15000 crores soft loan to BSN, repeated cancellation of tenders,

He explained that how the AIBSNLEA is continuously pursuing these viability related issues with the BSNL Management and DoT. Com GS. Further explained the burning issues of the Headquarters level like ITS Repatriation process and its status after issue of the clarification by the Deptt. of Pension and Pensioners Welfare , negative actions and inactions of DoT and the stand of AIBSNLEA and JAC on this issue. He explained the stand of AIBSNLEA and JAC on the issues like VRS, 30% disinvestment and unbundling of last mile copper. He apprised the status of HR issues related to mainly DPCs of various disciplines viz. JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, DGM to GM, JAO to AO, AO to CAO & CAO to DGM(F) and DGM(F) to GM(F) etc., Pay anomaly- Sr. are drawing less salary than their juniors, Pay revision of AD (OL), Creation of PPS for the Personal Secretaries in the field units, post based promotions to PSs in the field units, etc.

He also stated that AIBSNLEA has settled many burning issued like restoration of ACP to Civil / Electrical, restoration of residency benefits to PA/PS in the field units, issue of adhoc promotion orders of D.Es. 

GS has special interaction with the departmental JAOs of different Districts of Maharashtra on the issue of the pay fixation.  He has also replied to all the queries raised by the audience during the question answer session.

GS finally informed that AIBSNLEA is taking care of all the executives irrespective of their cadres / disciplines and size.  He also assured that CHQ of AIBSNLEA will take care of all the HR issues, but the executives in the field should raise to the occasion and make the BSNL to grow further to make its original position in the market.

Shri Deepak Tayal, Sr. G.M. Kolhapur in his speech emphasized that this is the right time in BSNL to do the dedicated work keeping aside of all the cadre issues.  He also expressed his happiness that the AIBSNLEA is representing all the cadres / disciplines.  He also stated that the CHQ of AIBSNLEA is fighting against the wrong policies of the Govt. and it is the duty of the executives to work hard to retain the faith of the customers on the BSNL.  He also stated that Kolhapur is number one in introducing many services in Kolhapur viz. FTTH, etc.

Shri G. Jayaraman GM (HR & Admn) in his speech stated that as the representative of Administration it is his duty to attend such meetings.  He mentioned that the transfer and posting orders are issued by the Circle administrative with full transparency and requested the executives to help the administration in implementing the orders by joining at the posted station, where your own colleagues are waiting for their relieving.   He also mentioned that any genuine cases can be considered by the administration and requested the AIBSNLEA not to take up any individual cases unless it is really a genuine and justified one.  He stated that the case of considering Chandrapur as tenure station and payment of naxal allowances in Gadchiroli and Chandrapur was already taken up with the Corporate Office which has not been considered.  However, he has assured to take up the matter once again. He stated that the shortage of equipment is mainly due to the lack of proper non-reconciliation of the equipments allotted. 

Com. P. Venugopal, President, AIBSNLEA CHQ in his speech mentioned about the acute shortage of accounts personnel's in the BSNL.  He also stated that the case of E1+5 increments to the JAOs in the active consideration of Finance wing of BSNL HQ.  He informed that about 20000 candidates have passed Part I exam of JAO and a special  Part II exam will be conducted for those candidates with old syllabus very soon to overcome the acute shortage of JAOs.  He informed that DGM (F), adhoc promotion DPC is under active consideration of the management.  Within two to three months almost all the HR issues will be resolved.  He stated that approx. 7 to 8 thousand crore loss is expected to post by the BSNL for the last financial year 2011-12.  He also stated if the situation continues in BSNL, BIFR may come into effect in BSNL.  He stated various figures of payments made to DoT towards various Taxes, spectrum charges, pension contribution, by the BSNL, non refund of about 600 crores recommended by TRA, non refund of spectrum charges,  which amounts to loss of BSNL.  He further stated that an approx. 36000 crores expenditure is incurred for BSNL per annum as against the approx. income during last year is 30000 crores only.  He stated that about 12000 persons are getting retired every year and the present strength of its employees are about 2.71 lakhs.

He has informed that the case of E2, E3, diversion of 600 posts, cadre hierarchy are being pursued by the AIBSNLEA CHQ and appealed all to keep faith on the Central Quarters and not to get into legal litigations, which will delay the settlement of cases.  He informed we will take care all your grievances; you have to take of our BSNL.

12.04.2012: BSNL's appeal filed in Hon'ble High Court Ernakulam by some executives against quashing of TES Group-'B' Seniority list no. 6 & 7 dismissed on 12.04.2012.

12.04.2012:GS, President, FS, AGS(HQ) and AGS(C/E/Arch) met Director (HR) and discussed  

(a) Regularization of Officiating JTOs: We demanded for an inquiry in to suspected collusion with in BSNL, for defeating the Board decision on regularization of Officiating JTOs and also demanded  for early implementation of BSNL Board Decision to give regular posting as JTOs to all qualified & trained TTAs. Director (HR) immediately spoke to GM(Estt.) and after discussion he mentioned that contempt case hearing is due on 17.04.2012 in the Hon'ble High Court Chandigarh and  he assured to go through our letter & the case file for further action.

(ii) DPC from DE to DGM(Engg.): We requested to expedite DPC from DE to DGM(Engg.). Director (HR) mentioned that the matter was discussed in the last MC but could not be cleared due to pending 147 SDEs Seniority case in the Hon'ble Ernakulam High Court. However, after discussions he assured expedite DPC after getting clearance from Hon'ble court.

(iii) Clearance to the SEA Section for the cases of Accounts Personnel: We thanked for giving clearance to fill up vacant CAOs posts on Regular/Adhoc basis and financial upgradation case of 20 CAOs of BSNL, Corporate Office etc.

(iv) Relieving of Executives from ERP, GZB: We requested to relieve the executives from ERP, GZB to their parent Circles since they have completed more than two years & sitting ideal. Director (HR) informed that matter has already been discussed with CMD and it is decided to review the status of ERP Project in the first week of May'2012 and excess executives, if any,  will be transferred to their parent Circles.

(v) DPCs to fill up vacant EEs/SEs vacant posts in Civil/Electrical/TF Engineering wings: Director (HR) assured to look into the matter.

(VI) Sabbatical Leave: We requested to issue order allowing Sabbatical leave to BSNL executives, who are willing to work in other PSUs/Govt. Deptt. on deputation as per our earlier communication. Director (HR) assured to look into the matter.

12.04.2012:GS, President, FS, AGS(C/E/Arch) met PGM(FP) and discussed  

(a) DPC from AO to CAO on Adhoc/Regular basis: We requested to expedite DPCs from AO to CAO on Adhoc/Regular Basis. PGM(FP) mentioned that MC already approved for conducting DPC from AO to CAO Adhoc.  DPCs are in progress for filling up of all vacant CAOs posts on Adhoc/Regular basis. He further mentioned that VCRs already called for from the Circles for the eligible executives

(b) DPC from CAO to DGM(F): We requested to issue left out CAO to DGM(F) promotion orders and to initiate DPC to fill up all vacant DGM(F) posts. PGM(FP) informed that the proposal to fill up DGM(F) has been sent to the competent authority for approval.

(c) Consideration of Tenure/request transfer cases of AOs/CAOs: PGM(FP) mentioned that he will look into the pending cases.

(d) Removal of pay anomaly of departmental JAOs/JTOs for pay fixation at par with direct recruited JTOs/JAOs : PGM(FP) mentioned that the matter is under consideration of PAT and EF section. Shortly decision In this regard will be taken.   

(e) Clarification sought by Kerla Circle regarding officiating promotion: We expressed our serious concern about Kerla Circle for non conducting officiating promotion to the executives misinterpreting EPP. PGM(FP) after discussion on EPP promotion mentioned that suitable clarification will be issued to Kerla Circle at an earliest.

12.04.2012:GS, President, FS  and AGS(C/E/Arch) met PGM(BW) and discussed in presence of Addl.GM(BW)  

(a) DPC from JTO(C) to SDE(C) : We requested for early issuance of promotion order from JTO(C) to SDE(C) since the DPC has been completed. PGM(BW) informed that the DPC minutes has been sent to the competent authority for approval and after approval posting order will be issued immediately. We also requested for posting on promotion in the same Zone where the vacancies are available. PGM(BW) mentioned that about 48 vacant SDEs(C) posts are being filled up on promotion and he assured for posting in the same Zone where the vacancies are available.

(b) Filling up of SE(Civil) vacant posts: We requested to fill up about 15 SEs(C) vacant posts from eligible EEs. PGM(BW) informed that the proposal to initiate DPC has been sent to competent authority for approval.

(c) DPC from SDE(C) to EE(C) : We requested to fill up all vacant EEs posts. PGM(BW) mentioned that as soon as the DPC from EE to SE is completed the DPC from SDE(C) to EE(C) will be initiated  to fill up about 30 EEs posts.

(d) Some tenure/request transfer cases of SDEs/EEs: PGM(BW) mentioned that own cost request / tenure transfer cases of some SDEs/EEs are being considered shortly.

(e) Furnishing of PGM(BW) Office at Keshmeri Gate, CTO Office: We requested PGM(BW) for furnishing of PGM(BW) Office including A/C and other immunities at Keshmeri Gate, CTO Office to work staff efficiently. PGM(BW) assured an early action in this regard.

03.04.2012:GS, President, CS Delhi Circle met PGM(FP) and discussed  

(a) DPC from AO to CAO on Adhoc/Regular basis: We requested to expedite DPCs from AO to CAO on Adhoc/Regular Basis. PGM(FP) mentioned that DPC from AO to CAO Adhoc/Regular are in progress and the approval for filling up of all vacant CAOs posts on Adhoc/Regular basis is being taken. Management Committee Note on filling up of CAOs Posts is being sent tomorrow to MC for approval and the clarification to fill up CAOs posts on regular bass is being sent to Sr. GM(Pers.) shortly. He assured to take early clearance to fill up all vacant CAOs posts from the competent authority at the earliest.

(b) DPC from CAO to DGM(F): We requested to issue left out CAO to DGM(F) promotion orders and to initiate DPC to fill up all vacant DGM(F) posts. PGM(FP) informed that he has written a letter to SC/ST Commission, Lucknow Bench based on DoT Clarification to issue promotion order. However, he assured that he will issue left out promotion order of DGM(F) before 15.04.2012. Similarly, he informed that the proposal to fill up DGM(F) has been sent to the competent authority for approval.
