Leave Campaign of BSNL Recruited Friends; AIBSNLEA extends
moral support:
As we all are aware that our
young BSNL recruited friends are on mass leave campaign on
02.11.2016. AIBSNLEA coveys its moral support to the
movement and request all of its members and fellow comrades
to extend a positive support to the movement.
AIBSNLEA is with the
younger employees of BSNL in their fight for the right and
will extend all possible help to them.

United Forum of Executives Association comprising of
AIBSNLEA and AIGETOA serves upon a notice on CMD, BSNL on
delay in disposal of various cases slapped against Ex.
General Secretary Shri R.P. Shahu and victimization thereof
and non-settlement of genuine grievances.

29.10.2016: A report on the Joint
Election Canvassing Meeting of AIBSNLEA & AIGETOA of
Delhi Circle for the first Membership
Verification for electing a Majority Executive Association
held at Delhi on 28-10-2016.
The
Joint Election Canvassing program by AIBSNLEA and AIGETOA
Delhi Circle was organized on 28.10.2016 at CTO Sabhagar,
Eastern Court, Janpath, New Delhi in a grand manner. The
Conference was attended by Shri Prahlad Rai General
Secretary AIBSNLEA CHQ and Shri Ravisheel Verma, GS AIGETOA.
Conference was also attended by the CHQ Office Bearers of
AIBSNLEA and AIGETOA stationed at New Delhi. CS AIBSNLEA
BSNLCO Sh. V.P. Singh and CS AIGETOA BSNLCO Sh Shubhendu
also attended the Joint GB. Hundred of comrades from Delhi
Circle attended the conference.
After
the garlanding of the dignitaries, Circle President AIBSNLEA
Delhi Shri Sunil Kumar delivered the welcome address. Shri
Shailendra Singh CS AIGETOA Delhi Circle in his speech
praises the combination of energy and experience of AIBSNLEA
and AIGETOA United Forum. He thanked CS AIBSNLEA Delhi
Circle for his help for salary reversal order of NTR DR
Executives.
Circle
Secretary AIBSNLEA Delhi Circle Shri Satish Kumar in his
speech welcomed all the dignitaries. He praised for the
continuous support from GS AIBSNLEA to Delhi Circle. He
appraised the role of AIBSNLEA Circle body in resolving the
issues of the Executives' of Delhi Circle. He thanked the GS
AIBSNLEA for its tireless efforts for resolving the Delhi
Circle Executives' problems. He welcomed the entire
distinguished guest for their esteemed presence in the Joint
meeting.

AIGETOA BSNLCO Sh Shubhendu in his speech expressed that the
referendum is a good opportunity to show our strength and we
should grab it. He appraised for the continuous support from
GS AIBSNLEA to AIGETOA.
GS
AIBSNLEA, Com. Prahlad Rai congratulated the comrades of
AIBSNLEA and AIGETOA Delhi Circle for the successful holding
of GB and thanked the comrades for their grand
participation. He mentioned that Delhi Circle is a very
important Circle for not only AIBSNLEA and AIGETOA but also
for the BSNL. Com. GS explained the role of
AIBSNLEA in the view of viability of BSNL, which is the most
important issue on this crucial juncture. Com. GS mentioned
that due to the efforts of AIBSNLEA only, the issue of
viability has taken an important shape.
Com.
GS explained the discriminatory attitude of the Government
towards BSNL in the terms of Rural Expenditure, ADC Charges,
Heavy BWA Spectrum Fee and notional loan of Rs 7500 Crores
etc. Com GS appraised the house about the Sam .G. Pitroda
Committee recommendation and the views of the Trade
Unions/Associations in the same.Com GS further explained
that how the AIBSNLEA is continuously pursuing these
viability related issue with the BSNL Management and DoT. He
appreciated the efforts of Delhi Circle Executives for
taking initiative to taken initiative to make it a profit
making Circle.

GS AIBSNLEA further mentioned that in true Sense AIBSNLEA
represent all the disciplines of BSNL. With the untiring
efforts of AIBSNLEA many achievements have been made i.e.
implementation of EPP, Grant of perks to executives,
transparent transfer policy in BSNL, BSNLMSRR notification.
2nd PRC implementation with 30% fitment benefit,
finalization of AAO pay scale, filling up of the vacant
Group B, STS and JAG level posts, regularization of
officiating JTOs, PPS Posts creation in field units, 78.2%
IDA pay fixation to BSNL serving and retired employees and
withdrawal of 60:40 provision of BSNL pension etc. GS,
AIBSNLEA in his detailed deliberation explained about all
the achievements of AIBSNLEA and AIGETOA got through united
struggle. He also appraised the latest position of different
cadre demands including AD (OL), PA/PS, Officiating JTO, SDE
(C) to EE (C), JTO (T) to SDE, AO to CAO, SDE to DE, DE to
DGM etc. He also assured that our joint effort will be
successful in achieving 1st position in the
forthcoming Membership verification of the Executives. He
further mentioned that with the efforts of AIBSNLEA and
AIGETOA the replacement of E-1A by E-2 & E-2A by E-3 and
subsequent scales up gradation from E-3 to E-4, E-4 to E-5,
E-5 to E-6 and E-6 to E-7 proposal is approved by BSNL MC
and now being cleared by DoT/DPE shortly. The Khan Committee
report on CPSU cadre hierarchy is also now under active
consideration by the BSNL Management, 3% superannuation
contribution from BSNL towards 30% superannuation benefit
has been approved by BSNL Board/DoT and order has been
issued. AIBSNLEA is also equally concern to the viability of
BSNL and that is why during the agitation program of Forum
of BSNL Unions/Associations, AIBSNLEA is always at fore
front. As far as 3rd PRC is considered, AIBSNLEA
pleaded before the Committee that BSNL is now earning
Operational Profit three consecutive financial years and
this year the profit is around 3800 Crores. The Pay
Revision Committee appreciated our concern taking into
consideration the Social obligation of BSNL in providing
connectivity to the far flung, remote, in accessible areas
and extremist areas and at times of Natural Calamities. He
requested all the executives to provide best and reliable
services to customers to retain them. He also appealed to
vote and support AIBSNLEA during membership verification to
save BSNL and its executives of all the disciplines.

further explained the status of HR issues related to mainly
DPCs from 700 DEs to DGM. He also explained the status of
DPCs of SDE to DE(Regular), JTO to SDE, JTO to SDE by LDCE,
JAO to AO, AO to CAO, CAO (Adhoc) to CAO (Regular), CAO to
DGM (F), DPC in Civil/Electrical wing, Restructuring of
AD(OL) case, DPCs of Telecom Factory and the issues of
PA/PS, JTO (Officiating) regularization, PPS posts creation
in field units and Sr. PPS post creation in BSNL CO etc.,
IDA pension revision on 3rd PRC, CGHS facility to
BSNL pensioners, ERP help to BSNL pensioners etc. in detail.
He explained about the Joint Struggle of United Forum of
AIBSNLEA & AIGETOA and current status of Superannuation
benefits / MTRR / Cadre Hierarchy / LDCE / EPP / pay scales
/ Rule-8 transfers. He Appealed to all Direct recruit
officers to come under one umbrella to meet the challenges
and requested all the Executives to vote for AIBSNLEA who
address and lead BSNL executives for betterment.

AIBSNLEA appealed the comrades of Delhi circle to come in
front line and accept the responsibilities with full courage
and enthusiasm for selecting AIBSNLEA as number one
Executives’ Association and also appealed the entire
Executives’ for making all out efforts with a team spirit
for making BSNL a vibrant organization.

Ravisheel Verma, GS AIGETOA expressed the view that in the
referendum process, one should listen to his heart and to
defeat the ill motives of negative forces. He told that now
we have the enthusiasm as well as energy both. He requested
the house to work united in the next coming referendum to
make AIBSNLEA as No.1 Association. He expressed the role of
United Forum of AIBSNLEA and AIGETOA to make the Pay,
Promotion and Pension an issue. He told that it is very
unfortunate that while Direct Recruits are dying and their
families are left helpless without a penny, the money is
being spent in symbolic appeasement. He appealed all to be
united in the next coming referendum to make AIBSNLEA as
No.1 Association.

Devesh Sharma, Organizing Secretary (North) CHQ
congratulated all the members of AIBSNLEA and AIGETOA in
Delhi Circle for providing such a huge response in Joint GB.
He further mentioned that the Delhi Circle is a very
important Circle for BSNL as well as AIBSNLEA. He appealed
all the comrades of Delhi Circle to be united in the next
coming referendum to make AIBSNLEA as No.1 Association.

29.10.2016: Central
Office Bearers (CHQ), Advisors, Consultants and Circle
Secretaries Meeting:
AIBSNLEA had notify a meeting of its
Central Office Bearers (CHQ), Advisors, Consultants and
Circle Secretaries at Jaipur on 10th & 11th
November 2016. In addition to this, a CHQ
Office Bearers meeting will also be held at the same venue from
17.00 Hrs to 20.00 Hrs on 09.11.2016. Detailed agenda will
be supplied before start of the meeting.
The Venue of the aforesaid meeting has now been changed due

27.10.2016: Meeting
with Director (HR/Fin.):
GS, AGS (HQ) and AGS (Fin) met with Director (HR/Fin), BSNL
Board and discussed regarding:
1.
Issuing promotion orders from SDE (Civil) to EE (Civil) as
per provisions of BSNLMS RR:.
Since the CPC work has been expedited to fill-up about 150
vacant EE (Civil) posts. Director (HR) assured to look into
the matter.
2. Consideration of request for cancellation / modification
of DGM (Fin.) posting stations:.
We requested to consider of request for cancellation /
modification of DGM (Fin.) posting stations on genuine
grounds. Director (HR/Fin.) assured an early action in this
regard.
27.10.2016: Meeting
with Officers of DoT:
GS, AGS (Fin) along with CS of AIGETOA met with Member
(Finance), Telecom Commission, DoT, DDG (Fin.), Director
(TPF) of DoT and requested for early clearance of BSNL?s
proposal on replacement of E1A by E2 and E2A by E3 and
upgradation of subsequent IDA pay scales. Member (Fin.), DDG
(Fin.) and Director (TPF) assured for an early action in
this regard.
We also
met Member (S), Telecom Commission, DoT, DDG (Estt) and
Director (PSU) for issuing the clarification on EPP and
clearance on restructuring of AD (OL) cadre. They also
assured to look into the matter.

in protest of
forming a Tower Subsidiary Company of BSNL:

BSNL Unions and Associations a Lunch
Hour demonstrations was held on 27.10.2016, at the Corporate Office,
Circle and SSA HQs opposing the formation of the
Subsidiary Tower Company. Members of all the constituent
Unions/Association participated in the Lunch Hour demonstration

27.10.2016: A report on the joint
special GB of AIBSNLEA & AIGETOA on the first membership

25-10-2016:
The program begun with invocation song by M B Kulkarni JTO.
The program was anchored by com. Mudra Bhat and he called
the dignitaries to the dais namely com. Shiv Kumar
(President CHQ AIBSNLEA), com. Prahlad Rai (GS CHQ AIBSNLEA),
com. Shashidhar Hiremath (CS KTK Circle AIBSNLEA), com.
Daddamani (President Dharwad SSA AIBSNLEA) com. Shridhar
Babu (JS South CHQ AIGETOA), com. Ashok Shigli (President
AIGETOA KTK Circle), com. Ajay (ACS AIGETOA KTK Circle). All
the dignitaries were welcomed with the bouquet.
Congratulated the DGM Sri R.H.KAI on his promotion to G.M
(looking after) -Bijapur SSA and presented with a bouquet by
GS AIBSNLEA.
Ajay Kumar Pidamarthy (ACS AIGETOA) has addressed the huge
gathering by the following points:
1. The importance of standard pay scale including pay loss
issue for post 2007 recruited JTOs .
2. Congratulated UF for achieving Presidential order for 3%
and requested the UF leaders to quantum to be increased.
3. Due to various court cases several DPC are held up,
requested UF to resolve the stay vacation at various courts
and requested all the D.S D.P and office bearers of AIGETOA
and AIBSNLEA to coordinate in meeting each executive for
voting in MV on07.12.2016in
favour of AIBSNLEA. He appealed all DRs that local
transfers/Rule-8 transfers are not the career for us, real
career is PAY, PENSION AND PROMOTION. UF of circle body
working for rule-8 transfers and always ready to protect the
members. Thanked the members who attended the meeting by
coming from various districts /SSA.
Ashok Shigli (President
AIGETOA) addressed the huge gathering and shared feelings
when he met GS AIBSNLEA at Shilguri North East and
remembered the conversation with GS. He converted all SNEA
members to AIGETOA and appealed all the DRs to vote for
AIBSNLEA SL number 1 and elect as the majority executive
association in coming referendum.

Let me tell you friends,December
7this
most crucial day in BSNL Executives career because this day
decides who will represent all executives of BSNL before
management, this day decides who will negotiate with
management on behalf all executives, this day will decide
who can take care of BSNL future / survival in view of hired
management at top level,...etc., etc.... So friends
time/opportunity to take crucial decisions will not come
again and again....... So everybody must vote on 7thDec
without fail as the vote is the most powerful weapon in
democracy...... So now you are going to vote ... Are you
friends? To whom you have to vote? You have to vote Number
One to make BSNL number one .... i.e.
you have to vote toAIBSNLEA....Obviously
to the man with vision, man with vast historical knowledge ,
man with clarity and the man who dedicated himself for the
welfare of executives from so many years, the man having
transference / honesty , i.e. none other than com. Prahlad
Rai.
Friends you please. Think who else available, who else is
most suitable than him in contemporary leadership of
associations / unions of BSNL.
Let me tell
you friends, especially my DR friends & my young brothers
and those DRs who are in chota mota associations like SNEA,
TSOA, BOSA , DOSA etc......that this is the time to unite
all of us under single umbrella or single banner, this is
the time to show our unity, this the time to stood strong
for our issues with single voice.. bcz. All our issues
whether it is 30 % superannuation benefits as per second PRC,
Scrapping of MTRR, Scrapping of DGM RRs, CPSU CADER
Hierarchy, etc.... All these issues are almost in final
stage or at the verge of resolution, so if we unite now we
will get more and more appropriate fruits otherwise we may
get sore fruits... So friends let us unite under banner of
AIGETOA and let vote to AIBSNLEA as per the
stand/urge/directions of AIGETOA... Now some DRs may ask
question that why we have to unite under banner of AIGETOA
why not under others...... Let me clarify you friends...
Today every executive association talking about DR issue and
Management top priority issues are also DR issues, this only
and only because of AIGETOA hard work, this only and only
because of vision of GS & CHQ of AIGETOA..... Friends when
we first told about word of SAB, nobody in BSNL management
know this word, to explain them we given SAB implementation
procedure in so many CPSUs, Our CHQ leaders studied
implementation procedures especially in NTPC, ONGC, etc....
When we given Power Point Presentation in 2008 regarding
CPSU Cadre Hierarchy to management, nobody ready to accept
this word, even other executive associations as well.... We
work hard and struggled hard and agitated hard for
acceptance of this issue by others... Let me tell you some
of hot discussions taken place during Khan Committee
Meetings for this issue... GM Establishment told why you
require functional promotion when you are already getting
time bound promotion as per EPP and your salary is getting
hiked / your scale is getting enhanced. We told her that
Madam we can get money from anywhere like I may get lottery
/ I may invest and earn more money from somewhere else or
our ancestors may give valuable property.. But we can get
our designation only from our beloved company where we are
working; one cannot purchase his designation from open
market and this designation gives social respect in the
society... In society usually GM rank persons want to have
rista / relation to G.M rank person only.... our sons may
not get proper matches for their marriage if we are still in
JTO cadre at the time of retirement...... like this so many
heated arguments taken place.... Friends, our last DGM
recruitment kept under abeyance / suspended... We came to
know that DGM Recruitment interviews are going on at
Ghaziabad secretly, then our GS rushed to Dir ( HR ) room
and asked her why you are conducting these interviews with
such a high secrecy, she told even she also don?t have
information.. see the irony friends even Dir ( HR ) who is
head of HR wing of BSNL doesn?t know.... Our G.S told her,
Madam you must give proper weightageto
internal candidates / executives in
DGM Recruitment... Why you are conducting interviews without
announcing results of internal candidates... Further Madam
ITS people are getting weightage for their service in BSNL
while selection of Directors, bcz. Of that only almost all
directors are belongs to ITS then why discrimination for
executives, is there no value for the services rendered by
executives in BSNL ... These DGM RRs are framed against BSNL
Executives, its just conspiracy as those who are satisfying
scale criteria unable to satisfy age or education
conditions, those who have age and qualification unable to
meet Scale condition..... like this so many heated arguments
taken place and finally this DGM recruitment process kept
under abeyance... Prahlad Rai Sir also there on that day
along with our GS..... Like this AIGETOA proved in so many
instances that this only and only the platform for DRs and
AIGETOA leaders ready to sacrifice and ready to go upto any
level to safe guard rights of DRs.... Also friends AIGETOA
is not only for directly recruited JTOs/JAOs but also for
all the employees of BSNL recruited employees, hence I am
requesting from this front to those JTOs who promoted from
BSNL recruited TTAs, please come forward and
join hands with AIGETOA and vote for AIBSNLEA..... AIGETOA
suffered / struggled a lot when management tried to recruit
MTs first time, We Gheraved and stalled Corporate Office in
total, we broke so many flower pots in Corporate Office at
that time and even we undergone lotty charge as well my dear
friends, then only MT recruitment stopped at that time.....
Like this there are so many stories but I due to time
constraint I don?t want to tell you more..... Now friends I
explained clearly what is the importance of 7thDec
and why all DRs must unite under single banner as AIGETOA....
let me tell you why each and every DRs of BSNL must vote to
AIBSNLEA with out fail..... Friends we, AIGETOA agitated so
strongly so energetically, we agitated 18 days at
Jantaramantar, A cabinet minister Mr. Balaram Naik, Minister
of Social welfare and justice UPA-2 government came to our
agitation venue at Jantarmantar and addressed the gathering,
usually Cabinet Ministers don?t not visit Janatamanatar as
it is known as place for agitations and place for
oppositions, still we brought, I
sat entire one week at Delhi to finalize his schedule , even
we tried to bring Killi Kruparani the then state minister of
Communications Government of India but she denied to come to
venue as she is directly dealing DOT / BSNL but she given
meeting for our CHQ leader for almost two hours and she also
involved taken active role and try to resolve our issue...
later we did one week full hunger strike before Corporate
Office and then we did amarana nirahara diskha ( Indefinite
Hunger Strike ) , even Mr. Ambika Paul , CPSU Chairman
nominated by Government of India also involved and he
arranged direct meeting in which our GS, CMD, DOT Secretary
and he himself participated...... We never left a single
stone unturned for resolution of DR issues ... still we
unable to reach our goal even though our issues got
highlighted...... Friends let me tell you even a presence of
Cabinet Minister, State Minister for Communication,
Government of India , Government Nominated Chairman For
CPSUs were not yielded me fruits , this much
long/strong/dedicated agitation path not yielded me
fruits....
But presence or involvement of a Sri Prahlad Rai Sir, MOU
with AIBSNLEA yielded us fruits and that?s the reason why we
saw presidential order on SAB, Finalisation of standard pay
scales, Management agreed to implement CPSU Cadre Hierarchy,
Management agreed to scrap DGM RRs and Management agreed to
relook into MTRRs as per the stand of winning executive
association, etc... That?s why we are telling to vote for
AIBSNLEA, that?s why we are telling to vote , Obviously to
the man with vision, man with vast historical knowledge ,
man with clarity and the man who dedicated himself for the
welfare of executives from so many years, the man having
transference / honesty , the man who can able to conduct
effective talks with management , i.e. none other than Mr.
Prahlad Rai. Friends you plz. think who else available, who
else is most suitable than him in contemporary leadership of
associations / unions of BSNL.
Dear Friends, beware of Chameleon natured associations who
changed their colors again and again, who changes their
stand according to the results / situation..... Now all are
talking about DR issues after notification of referendum...
why , why because for the votes of DRs..... I am straight
away asking these associations, Yaar what is the guaranty
that you will not change your stand after referendum, after
taking votes from DRs..... You people created so many
stumbling blocks on the way of AIGETOA &
AIBSNLEA in resolving DR issues.... You people demanded
early conduction MT Internal exam by saying their age limit
is crossing... boss are we fools , don?t we know if MT
internal recruitment happens , MT external has to happen as
both the recruitments are defined in same MTRR... further I
completed my B.Tech from reputed institute , I cleared GRE&
Toffle , I got campus interview in my final year still I
don?t have confidence to clear internal MT exam due to its
vast syllabus but how the above people who demanded internal
MT exam early have confidence in clearing it, no even they
don?t have, they just sung the song of Management, they
tried to advocate / project wish/desire of Management......
You people told there is no possibility of CPSU Cadre
Hierarchy implementation above Sr. S.D.E level, why your
stand changed now.....? You people demanded to keep young
executive/ my younger brother for 10 years in E3, otherwise
your hearts will burn like anything... why your stand
changed now.....? You people told if DRs get full 30%
superannuation benefits then DRs will get more pension than
absorbed executives then why your stand changed now...? There
are so many stories like this........
Friends Finally I can tell 100 reasons why you must vote to
AIBSNLEA like....
1. If
you want full 30% SAB , you vote for AIBSNLEA..
2. If
You want No MT recruitment in BSNL, vote for AIBSNLEA..
3. If
You want No DGM recruitment in BSNL, vote for AIBSNLEA..
4. If
You want Your career progression upto the level of Director
/ CMD, vote for AIBSNLEA.
5. If
You want sound / properimplementation
of 3rdPRC
, vote for AIBSNLEA..
6. If
you want vibrant future for BSNL, vote for AIBSNLEA..
7. If
You want BSNL executives future for coming 3 years in safer
hands, vote for AIBSNLEA.
So on ,
so on.....
You tell me a single reason why you can vote to other
associations, no you can?t....
Friends , there is no need for us to campaign for just
winning this referendum, anyhow AIBSNLEA & AIGETOA

Com. Prahlad Rai, ( GS AIBSNLEA) gave the background behind
the formation of AIBSNLEA in May 2004. He mentioned that
prior to the formation of BSNL, there existed may
associations based on cadre such as Accounts, Electrical,
Civil, Architecture, PA/PS, ADOL, Telecom Factory etc. In
the historic Calcutta convention, all of the executive
cadres merged to form AIBSNLEA. Since then, they have been
in the forefront in fighting injustice to all constituent
cadres. He also gave us the recent updates on our issues
which are in the forefront due to the last 2 agitation
programmes. He gave detailed information in respect of
carrier progression of executives, our four front demands
are the pay (E2 to E7 scale, 30% super annulation benefits,
CPSU hierarchy will be resolved shortly as per
agreement/decisions by the administrations. He mentioned
about misleading the DR?s by the sister executive
association. He appealed all DR?s to go through our
association manifesto which was published in AIBSNLEA web
site and convey to your colleges and appeal them to vote for
AIBSNLEA and he mentioned the current status of DPC?s of
various cadres and court cases which were in progress.
Promotions of PPS, ADOL, JTO(Civil) to SDE (Civil). The
DPC?s were completed or DGM (Telecom), DGM (Finance), with a
consistent pursuance of AIBSNLEA yielded the results..
At present we are thriving hard to get
3 Ps - PAY, PROMOTION AND PENSION for our younger brothers.
He also assured that our joint effort will be successful in
achieving 1st position in the forthcoming Membership
verification of the Executives. He further mentioned that
with the efforts of AIBSNLEA and AIGETOA the replacement of
E-1A by E-2 & E-2A by E-3 and subsequent scales up
gradation from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to
E-7 proposal was approved by BSNL MC and now being cleared
by DoT/DPE shortly. The Khan Committee report on CPSU cadre
hierarchy is also now under active consideration by the BSNL
Management, 3% superannuation contribution from BSNL towards
30% superannuation benefit has been approved by BSNL
Board/DoT and order has been issued. AIBSNLEA is also
equally concern to the viability of BSNL and that is why
during the agitation programmes of Forum of BSNL
Unions/Associations, AIBSNLEA is always at fore front. As
for as 3rd PRC is considered we pleaded before the Committee
that BSNL is now earning Operational Profit three
consecutive Financial years and this year the profit is
around 3800 Crores and hence BSNL being Schedule One Company
the Executives should be granted fitment equal to Indian Oil
Corporation. The Committee appreciated our concern taking
into consideration the Social obligation of BSNL in
providing connectivity to the far flung, remote, in
accessible areas and extremist areas and at times of Natural
Calamities. He requested all the executives to provide best
and reliable services to customers to retain them. He also
appealed to vote and support AIBSNLEA during membership
verification to save BSNL and its executives of all the
disciplines.
He appreciated AIBSNLEA KTK Circle, memberships are the
highest memberships in our AIBSNLEA. He expressed his
confidence about KTK circle will lead maximum votes in
coming referendum. He thanked all members who gathered more
in number and organisers AIBSNLEA of KTK Circle

verification for electing a Majority Executive Association
held at Benguluru on 24-10-2016.
On 24/10/2016 during lunch hour?s
membership verification program begun with invocation song
by Smt Barathi Bhat Bolan JTO cash CO. The program was
anchored Smt Gracy C C SDE mobiles CO. The dignitaries were
invited to the dais namely com. Shiv Kumar (CHQ President
AIBSNLEA), com. Prahlad Rai (CHQ GS AIBSNLEA), com. Ullas
Gaurav (President KTK Circle AIBSNLEA), com. Shashidhar
Hiremath (CS KTK Circle AIBSNLEA), com. H Y Andeli
(Consultant AIBSNLEA KTK Circle), com. M R Nagaraj
(Consultant AIBSNLEA KTK Circle), com. Ashok Shigli
(President AIGETOA KTK Circle), Sundar Raj (CS AIGETIOA KTK
Circle).
All the dignitaries were welcomed with

The welcome address was delivered by Shri. S K Hiremath, CS
AIBSNLEA KTK and expressed the capability of AIBSNLEA, our
association is a multi-cadre executive?s in all disciplines.
We are all united certainly, every member will exercise
their votes on coming referendum (7th December
2016) and make it a number 1 majority Executive Association.
In ballet paper out of 10 executive associations, AIBSNLEA
association serial number is 1 and appealed to vote for
serial number 1.
Shri Chandran (ACS AIGETOA) spoke on the upcoming membership
verification with respect to why AIGETOA is not contesting
on its own. He referred to the MOU with AIBSNLEA which we
are still honouring without any deviation in our stand. He
also touched upon the point that outside recruitment at any
level other than the entry level is detrimental to both
senior and junior executives
Shri Sundar Raju (CS AIGETOA) highlighted that DRs are
facing issues right from their joining. It is only through
the association platform that all of these issues are being
taken up and are being resolved. He requested the huge
gathering to vote for AIBSNLEA (Sl. Number 1) and to make it
a number 1 majority association. In all respect AIGETOA will
support AIBSNLEA in days to come.

Com. Shri Laxman (President CHQ AIGETOA), gave stirring
speech on the major issues faced by DRs - PPP - Pay,
Promotion and Pension. He gave a practical example of how
DRs entered BSNL believing that it is a Government of India
company that will take care of executives in terms of social
security and career prospects. It is after the passage of 15
years that many are realising the poor HR policies of BSNL.
The pay-scales are compromised, some have not got even a
single promotion and we do not have any pension to fall back
on. He too concluded with slogans in support of the United
Forum and vote for AIBSNLEA in particular.

with the concern officers of DoT:
GS along with GS, VP and CS BSNL CO of AIGETOA met with the
concern officers of DoT and discussed regarding:
A Replacement of E1A by E2 and E2A by E3 and upgradation of
subsequent IDA pay scales:
We requested for an early clearance on BSNL?s proposal of
replacement of E1A by E2 and E2A by E3 and upgradation of
subsequent IDA pay scales to the concerned officers of the
Internal Finance Wing of DoT. Our concern was appreciated
and it is assured that shortly the clearance of DoT may be
given.
B Restructuring of AD (OL) cadre:
We requested for early clearance on the BSNL?s proposal for
restructuring of AD (OL) cadre. It was informed that the
matter has been sent to the Estb. Cell by the PSU Cell of
the DoT for examination and further clearance from Finance.
C Clarification on EPP:
We requested to issue clarification on EPP to get settled
the pension cases in some circles. It was assured for an
early clarification

special GB of AIBSNLEA & AIGETOA on the first membership
verification for electing a Majority Executive Association
held at Madurai at 17.30 hrs. In Tallakulam, Madurai,
Tamilnadu on 21-10-2016.
The
Joint Special GB of AIBSNLEA & AIGETOA on First Membership
Verification of Executives was held at Madurai in a grand
manner in front of Level IV Exchange, Tallakulam, Madurai on
21-10-2016 in the Open place.
The
meeting was jointly presided over by Com. Bangaru
Krishnasamy CP, AIBSNLEA, TN CIRCLE and Victor Samson CP,
AIGETOA, TN CIRCLE. Com. N. Srinivasan DS, AIBSNLEA
delivered the welcome address.
Com N.
Bangaru Krishnasamy in his presidential address, narrated
the formation of AIBSNLEA with amalgamation of 10
Associations of
Engineering/Accounts/Civil/Electrical/Architect/PS&PA/OL and
TF and explained about the achievements and role played by
AIBSNLEA in All India and TN circle.
The
inaugural speech was delivered by Com. Senthil Kumaralingam
DE (indoor), and District Secretary, AIBSNLEA ERODE. He
explained in detail how the so called saviours of
Engineering Cadres particularly the basic entry level cadre
of JTO which is considered to be the backbone of DOT and
BSNL was let down by these self styled leaders for their own
selfish motives. Leaders who could not come successful in
the Examination for the promotion to the cadre of SDE
stalled the Examination and had not allowed the young and
talented JTOs to get promoted to the cadre of SDE through
Qualifying and Competitive Examination. Now they are
shedding crocodile tears for the promotive stream of JTOs
and DR. JTOs. It is mockery of the leadership of the
Association. They abrogated Rule 206 and thereby illegally
claimed seniority from the vacancy year which led to so many
Court Cases and Finally it is AIBSNLEA, WHICH CAME TO RESCUE
by establishing that Rule 206 only could prevail and
compelled the management to conduct DPC for the promotion to
the Cadre of DGM Engineering on Adhoc basis since there is
no stay order for conducting DPC. But the so called
saviours of Engineering Cadres and their own top level
leader occupying the post CHQ President moved a contempt
petition against CMD BSNL to stop the promotion order of DE
to DGM (E). Honourable Supreme court dismissed their
petition and ridiculed their arguments and observed that
already all your pleadings before the Justice Ramamoorthy
committee was heard and rejected your arguments and held
Rule.206 only prevail and however you are arguing for the
hefty fees you received. Even those, who have become JTOs
during 1995 till waiting for their First Regular Promotion
to the SDE grade. This is their achievement. If these
people are voted to power they will ruin the future of the
young JTOs further. Hence think thrice before voting and
exercise your franchise in favour of AIBSNLEA which will
safeguard the future of youngsters and seniors together.
For financially viable BSNL also you should vote for
AIBSNLEA & AIGETOA COMBINATION WHICH REPRESENTS young and
old.
Com.
VKP Ex. Advisor CHQ in his thundering speech explained in
detail the importance of membership verification. He
advised executives that to whom you have to vote is to be
judged by their past performance in Trade Union arena and
their contribution towards the welfare of Executives and for
financial viability of BSNL. Exercising your franchise is
not to be used to satisfy your higher-ups, friendship and on
personal considerations. Instead it should be used to
safeguard the interest of your career, Job security, Social
security (Pension and Retirement benefits including for the
Direct Recruits) and financial upliftment and in particular
who works untiringly for the financial viability of BSNL. He
narrated in detail how 10 DOT recognized Gr 'B' Officers
Associations merged and AIBSNLEA was formed sacrificing
their separate identity. Instead of 10 General Secretaries,
now only one GS is taking care of the welfare of all
disciplines such as Engineering, Accounts and Finance,
Civil, Electrical, Architect, PA/PS, Language Officers,
Central Secretariat Staff and Factory Staff. As per DPE
guidelines Cadre wise/ Discipline wise Associations are not
allowed in PSU set up. Since the strength of Engineering
cadre is more in order to protect the interest of minority
Cadres Constitutional Amendments were made in which one AGS
post is earmarked for Engineering, one for Accounts, one for
Civil/Electrical/ Architect/Telecom Factory staff and one
for General disciplines such as PA/PS, CSS, and Language
Officers. Now in Mysore All India Conference, one AGS is
post is earmarked for DR. Recruit JTOs/JAOs. Thus it is
ensured the representation of all disciplines in the
Association.
Our GS
Com. Prahlad Roy is a directly recruited JTO and occupied
the position as the Circle Secretary of JETA for 13 years,
13 years as Circle Secretary of TESA representing SDEs and
DEs and 10 years as the General Secretary of AIBSNLEA
representing all disciplines. He has 36 years of rich Trade
Union Experience. Hence we were able to achieve so many of
our demands which will be narrated by GS in his eloquent
speech.
He
completed his speech with this appeal.
"My
dear Comrades, when you enter to the Election Booth to
cast your Vote the room will not be so bright but when you
see the ballot paper in the number one position the name of
All India BSNL Executives' Association name will be
glittering. Don't go below and try to see anything else.
Vote for AIBSNLEA in the number one serial. If you vote to
AIBSNLEA and come out of the Polling Booth your future will
be bright and secure in the hands of AIBSNLEA."

BSNL. With the untiring efforts of AIBSNLEA many
achievements have been made i.e. implementation of EPP,
Grant of perks to executives, transparent transfer policy in
BSNL, BSNLMSRR notification. 2nd PRC implementation with 30%
fitment benefit, finalization of AAO pay scale, filling up
of the vacant Group ?B?, STS and JAG level posts,
regularization of officiating JTOs, PPS Posts creation in
field units, 78.2% IDA pay fixation to BSNL serving and
retired employees and withdrawal of 60:40 provision of BSNL
pension etc. GS, AIBSNLEA in his detailed deliberation
explained about all the achievements of AIBSNLEA and AIGETOA
got through united struggle. He also appraised the latest
position of different cadre demands including AD (OL), PA/PS
, Officiating JTO,SDE(C) to EE(C), JTO(T) to SDE , AO to CAO
, SDE to DE , DE to DGM etc.,

AIGETOA & AIBSNLEA and assured to address all the HR issues
of the BSNL Direct recruit officers. He explained about the
Joint Struggle of United Forum of AIBSNLEA & AIGETOA and
current status of Superannuation benefits / MTRR / Cadre
Hierarchy / LDCE / EPP / pay scales / Rule-8 transfers. He
Appealed to all Direct recruit officers to come under one
umbrella to meet the challenges and requested all the
Executives to vote to AIBSNLEA who address and lead BSNL
executives for betterment.

Sivakumar President/CHQ & CS/AIBSNLEA/TN Circle briefed the
achievements of AIBSNLEA in the cadre of Engineering
/Accounts/Civil/Electrical/PS/OL etc. and appealed to all
executives to strengthen AIBSNLEA and make it number one in
referendum. He ridiculed the Manifesto of sister
Association for the wrong information they furnished as
their achievement that promotion to the cadre of DGM
Engineering to the tune of 500 people was their
achievement. In fact 648 people got promoted from DE to DGM
Engineering. Their own CHQ President moved Contempt
Petition against CMD BSNL to stop DE to DGM Promotion.
Supreme Court dismissed his appeal. Hence it is AIBSNLEA
which stood as a rock in this case and pleaded that as per
Rule 206 promotion orders are to be issued and finally came
out successful. Regarding the historic struggle for the
grant of 1640 scale to JTOs they claimed that they are the
only sole proprietor for the success of the struggle. They
are trying to conceal the fact at the time of the struggle
Com. Prahlad Rai was the Circle Secretary of Rajasthan
Circle and Com. B. Seenivasalu Reddy the CS of AIBSNLEA at
present had been the Circle Secretary of JETA in Andhra
Pradesh. Like wise so many of our Comrades led the struggle
under the leader of Com. Bagchi, a Veteran Leader of our
Time had been the General Secretary of JETA in New Delhi.
Hence
the real face of our sister Association is unveiled before
the Executives and they could no more cheat them. Victory
is ours. Exodus started. Executives realised that our
Sister Association is sinking ship. The wind is AIBSNLEA's
favour. We are going to win this Memorandum with the
thumbing Majority with the help of our younger friends in
AIGETOA. Nobody can stop the victory of AIBSNLEA in the
ensuing Membership Verification to elect a majority
Executive Association.

Laxman Banoth CHQ President/AIGETOA in his Special address
appreciated Com. Prahlad Rai Garu GS/AIBSNLEA as dynamic
leader in BSNL and briefed about MOU between AIGETOA &
AIBSNLEA and assured to address all the HR issues of the
BSNL Direct recruit officers. He explained about the Joint
Struggle of United Forum of AIBSNLEA & AIGETOA and current
status of Superannuation benefits / MTRR / Cadre Hierarchy /
LDCE / EPP / pay scales / Rule-8 transfers. He criticized
the sister Association which has no vision clarity in vital
issues and always confusing the members. They are singing
the song of the management in all the issues. If they voted
to power they will kill the issues since they are dancing to
the tune of the BSNL management. He Appealed to all Direct
recruit officers to come under one umbrella to meet the
challenges and requested all the Executives to vote for
AIBSNLEA which address and lead BSNL executives for
betterment.

Sridharbabu JS(South)/AIGETOA explained BSNL Direct recruit
issues, Superannuation benefits, Promotion, MTRR issues,
unity of direct recruits under one umbrella, vision of
AIGETOA & AIBSNLEA and appeal to all young executives to
come forward for unity to redress the issues, also vote and
support AIBSNLEA in the ensuing Membership Verification.

R. Guruprasad in his speech narrated that it is only
AIBSNLEA which is always giving valuable suggestions for the
financial viability of BSNL with two instances which became
popular and yielded the desired results. In March, 2010,
the CHQ Office bearers meet of AIBSNLEA suggested to hold
Customer Delight Month. It was brought to the notice of
Forum of BSNL Unions and Associations and the same was
endorsed by the Forum. CMD BSNL appreciated our idea and
finally Customer delight Month was launched during May, 2010
extended to the whole of the year.
Further based on the Annual Report of DOT it is noticed that
for the provision of Rural Subsidy budgetary provision was
made by DOT but the amount was not released for more than
six years. The issue was taken up by Tamilnadu Circle
Association and the CHQ effectively intervened and finally
now we are getting refund and for the Current year also we

Tamilnadu Circle Association played a vital role by bringing
the matter to CHQ AIBSNLEA and now we were able to get
refund which improved the financial position of BSNL.

Financial viability of BSNL and the future of BSNL

Meeting
of AIBSNLEA & AIGETOA
held at Trichy (TAMIL NADU CIRCE) on
21.10.2016
More than 250 Executives from Trichy, Tanjore, Kumbokonam,
Salem, Dharmapuri, Erode and Coimbatore attended the GB

Circle presided over the meeting. Com M. Mohan DS/AIBSNLEA/Trichy
delivered welcome address.
Com N. Bangaru Krishnasamy in his presidential address,
narrated the formation of AIBSNLEA with amalgamation of 10
Associations of Engineering/Accounts/Civil/Electrical/Architech/PS&PA/OL
and TF and explained about the achievements and role played
by AIBSNLEA in All India and TN circle.
Com H. Victor Samson in his presidential address, narrated
the BSNL Direct recruit officers issues, young officers
aspirations, issues taken by AIGETOA & AIBSNLEA to resolve
the problems, referendum, unity of executives etc.,

recruit issues, Superannuation benefits, Promotion, MTRR
issues, unity of direct recruits under one umbrella, vision
of AIGETOA & AIBSNLEA and appeal to all young executives to
come forward for unity to redress the issues, also vote and
support AIBSNLEA in the ensuing Membership Verification.
Com S. Sivakumar President/CHQ & CS/AIBSNLEA/TN Circle
briefed the achievements of AIBSNLEA in the cadre of
Engineering /Accounts/Civil/Electrical/PS/OL etc. and
appealed to all executives to strengthen AIBSNLEA and make
it number one in referendum.
Com Laxman Banoth CHQ President/AIGETOA in his Special
address appreciated Com.Prahlad Rai Garu GS/AIBSNLEA as
dynamic leader in BSNL and briefed about MOU between AIGETOA
& AIBSNLEA and assured to address all the HR issues of the
BSNL Direct recruit officers. He explained about the Joint
Struggle of United Forum of AIBSNLEA & AIGETOA and current
status of Superannuation benefits/MTRR/Cadre Hierarchy/LDCE/EPP/pay
scales/Rule-8 transfers. He appealed to all Direct recruit
officers to come under one umbrella to meet the challenges
and requested all the Executives to vote to AIBSNLEA who
address and lead BSNL executives for betterment.
Com. Prahlad Rai, GS AIBSNLEA in his Special address
mentioned that in true Sense AIBSNLEA represent all the
disciplines of BSNL. With the untiring efforts of AIBSNLEA
many achievements have been made i.e. implementation of EPP,
Grant of perks to executives, transparent transfer policy in
BSNL, BSNLMSRR notification. 2nd PRC implementation with 30%
fitment benefit, finalization of AAO pay scale, filling up
of the vacant Group ?B?, STS and JAG level posts,
regularization of officiating JTOs, PPS Posts creation in
field units, 78.2% IDA pay fixation to BSNL serving and
retired employees and withdrawal of 60:40 provision of BSNL
pension etc. GS, AIBSNLEA in his detailed deliberation
explained about all the achievements of AIBSNLEA and AIGETOA
got through united struggle. He also appraised the latest
position of different cadre demands including AD (OL), PA/PS
, Officiating JTO,SDE(C) to EE(C), JTO(T) to SDE , AO to CAO
, SDE to DE , DE to DGM etc.
At
present we are thriving hard to get 3 Ps - PAY, PROMOTION
AND PENSION for our younger brothers. He also assured that
our joint effort will be successful in achieving 1st
position in the forthcoming Membership verification of the
Executives. He further mentioned that with the efforts of
AIBSNLEA and AIGETOA the replacement of E-1A by E-2 & E-2A
by E-3 and subsequent scales up gradation from E-3 to E-4,
E-4 to E-5, E-5 to E-6 and E-6 to E-7 proposal was approved
by BSNL MC and now being cleared by DoT/DPE shortly. The
Khan Committee report on CPSU cadre hierarchy is also now
under active consideration by the BSNL Management, 3%
superannuation contribution from BSNL towards 30%
superannuation benefit has been approved by BSNL Board/DoT
and order has been issued. AIBSNLEA is also equally concern
to the viability of BSNL and that is why during the
agitation programmes of Forum of BSNL Unions/Associations
AIBSNLEA is always at fore front. He requested all the
executives to provide best and reliable services to
customers to retain them. He also appealed to vote and
support AIBSNLEA during membership verification to save BSNL
and its executives of all the disciplines.
GS, AIBSNLEA extended sincere gratitude and thanks to GS
AIGETOA, President AIGETOA and the Members of AIGETOA for
extending their unqualified support to AIBSNLEA in the
ensuing Membership Verification., to make it Say No 1

and AIGETOA at Vijayawada on 18-10-16
The Combined General Body Meeting of AIBSNLEA and AIGETOA
was organized at the Hotel KOSALA, Eluru Road, VIJAYAWADA -
AP on 18-10-2016 at 17:00 hrs. Large number of Executives of
newly formed AP State and members from Khammam SSA & ITPC
Hyderabad of Telangana state were attended the meeting. The
invitees from SNATTA association and few other association
members also attended this meeting.

the guests on to the Dias and felicitated with flower
bouquets. First time in the history of Andhra Pradesh

forthcoming referendum.
Com. R. Karunakar, CP, AP - AIGETOA, elaborately explained
the necessity of strengthening AIGETOA while highlighting
the achievements of United Forum in CHQ & AP Circle. He
further requested all the members to VOTE for AIBSNLEA as
AIBSNLEA is the only association which is striving for the
settlement of DR issues.
Com. Sridhar Babu, JS(South) stressed for the need of Unity
among the DRs and requested all the executives to get united
under the single Umbrella. He appreciated the members who
attended in large numbers as the entire hall was jam packed
prompting the organizers to arrange more and more chairs.
Com. S. Narender CHQ Advisor (South) AIBSNLEA in his address
expressed full confidence in AIBSNLEA becoming number one
association and requested all the executives to exhibit the
unified spirit in order to achieve more than 75% votes for
AIBSNLEA.
Dynamic leader Com. G. Veerabadra Rao CS, AP and AIVP -
AIGETOA, welcomed all the participants for the first
combined General Body meeting of AIBSNLEA & AIGETOA in newly
formed AP Circle, at Vijayawada. He expressed his confidence
that the winner of first membership verification has already
been decided on the date of alliance of our two
associations. He strongly insisted all the executives to
vote for AIBSNLEA in referendum to WIN with more than 80%
margin to avoid the involvement of negative forces while
framing the policies for executives by the BSNL management..
He further explained elaborately regarding the formation of
AGETOA and its achievements like EPF, training period
arrears ctc, apart from the rights of direct recruits, while
underlining the unity to achieve such rights of DRs and all
executives. He came down heavily on the negative attitude of
the BSNL Management in addressing the DRs issues and rights
like PAY, PENSION, and PROMOTION. He
appreciated CS, AIBSNLEA and his positive attitude and
generosity in identifying himself one with the direct
recruits.
Com. B. Sreenivasulu Reddy, CS AIBSNLEA in his brief address
explained the members about the activities of AIBSNLEA at
Circle level under the banner of United Forum and about the
formation of AIBSNLEA. Explained and exposed the bitter
facts behind the birth of the sister association by closing
the feeder cadre association of executives i.e JETA. Because
of not having the proper representation of in-service JTOs
still after 20 years of service JTOs are not getting
promotions. When our sister association created officiating
JTOs cadre and left them in the middle, it was GS, AIBSNLEA
who took up that issue and resolved efficiently and to
manage the affairs to make them all regular JTOs. Also, he
briefed the achievements of AIBSNLEA and requested all to
give a befitting reply to the sister associations in the
coming referendum to protect the interests of the employees
and BSNL. CS requested all the members in the meeting to
educate other friends about the dual view of other
association, who always enforces the Management View on the
employees. CS expressed full confidence on winning the
referendum. Requested
all the members not to believe the cock and bull stories and
the tall claims of sister association about the historical
achievements, when they themselves were not there in the
history during the time of these happenings.
Com. B.
Laxman, AIP AIGETOA, appreciated members for boosting the
confidence of leaders and congratulated the Circle
Secretaries of both the associations who toured all over AP
for strengthening them. He told, he is fully confident that
AIBSNLEA will white wash in forthcoming referendum with the
help of AIGETOA. He further said that SNEA is only an
on-line association, which always tells about achievements
before 30 years. They do not agitate for staff core issues,
and work only for a group of members. For stopping MTs,
leaders of AIGETOA sacrificed their leaves, money, health
and also got arrested in New Delhi during agitations. Now MT
RRs were scrapped. Still SNEA is telling MT should be there
for internal employees only. Don?t they know it is not
possible, without taking from outside; internal vacancies
will not be filled. DRs are discriminated in Pay Scales,
Promotion policies and Pension schemes by the management. We
have faith only in AIGETOA & AIBSNLEA.?Appealing
all to vote for AIBSNLEA only?.
Com. Shri Shivakumar, CHQ President AIBSNLEA briefed the
achievements of AIBSNLEA after formation AIBSNLEA. He
mentioned the transparency of AIBSNLEA in dealing all cadre
issues. He stressed the necessity of making AIBSNLEA NUMBER
ONE in the coming referendum.
Com. Ravi Sheel Verma, General Secretary, AIGETOA was
welcomed with a big round of applause. First he thanked for
all the good arrangements made and appreciated the spirit of
enthusiasm of the members gathered. He praised the
generosity and goodwill of General Secretary, AIBSNLEA, Com.
Prahlad Rai who came to the rescue of direct recruits
unasked, when they were fighting for DRs legitimate demands
all alone, when no other association bothered to even look
at them. He expressed his full hope in the ability and
commitment of Com. Prahalad Rai in getting the grievances of
direct recruits redressed. He explained all the issues
pertaining to the DRs very systematically in a lucid
language generating many hopes for the brighter future of
this younger lot. He further appealed all the members to
support and strengthen the leadership which is striving and
working with total commitment for the settlement of issues
appertains to executives. He requested every member educate
other members also over the on-going developments. Com.
Verma discussed the facts regarding the Superannuation
Benefit and assured all the members though the management
had agreed for 3% for time being keeping in view the
financial condition of the BSNL, this issue will not be left
until our rightful due of remaining 12% was achieved. He
requested all the members present to choose right
association, AIBSNLEA which is prepared to work selflessly
for the good of the Company and the Executives as well. He
narrated so well how the other association has been
misleading the executives regarding the issue of Standard
Pay Scales despite the positive note had come from DOT, they
are making all negative propaganda that there was something
wrong with file and thus creating unrest among the minds of
executives. He promised to work hard for implementation of
proper CPSU cadre hierarchy in BSNL. He declared openly that
AIGETOA has not been in any way working against the interest
of SC/ST Executives and further promised to work for
safeguarding the interest of this group as per the
constitutional provisions. He quelled all the fears and
apprehensions of executives with regard t all the main
issues and filled hopes rather. He mentioned that after
settlement of standard Pay scales the issue of PAY LOSS of
post 2007 batches & TTA to JTOs will be taken up. LDCE
postings will be pursued with the management on priority.
He also mentioned that because of combined struggle of
AIGETOA & AIBSNLEA, DGM RRs were scrapped and agreed further
discussion on MT RR with majority association and said no
move to recruit anybody at any level other than JTO/JAO
level will be accepted.

A Report of the Combined General Body Meeting of AIBSNLEA
and AIGETOA in Kerala at Trivandrum on 19-10-2016
(Wednesday) and at Thrissur on 20-10-16 (Thursday)
The very proud and elegant joined conventions of both
AIBSNLEA and AIGETOA in connection with referendum have been
carried out successfully in Kerala at two locations. One at
the State capital Thiruvananthapuram on 19-10-2016
(Wednesday) and the second one on the next day on 20-10-16
(Thursday) at the Cultural Capital of Kerala, Thrissur.
Convention halls at both locations were jam-packed with much
rejuvenated AIBSNLEA & AIGETOA Members. At both locations
Com. Prahlad Rai, GS AIBSNLEA, Com. Shivakumar,
CHQ President AIBSNLEA, Com. B. LAXMAN All India President
AIGETOA, Com. M. Sridharbabu Joint secretary (South) AIGETOA
have spoken in an enthusiastic manner .

AIBSNLEA Com. Shyamkumar presided over both meetings. At
Trivandrum CS of both AIBSNLEA and AIETOA, CP AIGETOA,
Advisor AIBSNLEA have spoken. In both venues CS AIBSNLEA
Com. Shaji narrated the very favourable conditions
prevailing in Kerala in favour of AIBSNLEA in terms of
referendum. All the future activities to be carried out in
Kerala in a step by step manner are also narrated. He also
directed all DSs to plan combined GBs of
AIBSNLEA and AIGETOA
in all SSAs wherein circle leaders of both associations will
address. CS AIGETOA added that along with AIGETOA we could
take stake of a majority share and urged all AIGETOA
comrades to vote for AIBSNLEA. A notice in Local language
explaining the associational activities I Kerala is released
in the meeting by CP AIBSNLEA, handed over to CS AIGETOA. CP
AIGETOA Com. Rajesh explained the importance of referendum
and exhorted to vote for AIBSNLEA.
Com. Prahlad Rai, GS AIBSNLEA before starting his
mesmerising style of speech, he appreciated Kerala circle
for keeping up the number one profit making circle. He
narrated all the achievements AIBSNLEA could earned out
through relentless efforts. He explained the status of all
HR issues including Telecom, Finance/Accounts, AD OL,
PA-PS, Civil/Electrical. Pending CAO regular promotion
orders, 50 % MT Quota diversion, JTO-SDE CPC , JTO-SDE LDCE
, long pending FR 22 (1) (a) (1) pay fixations to JTO
comrades during officiating period and other related issues
of O-JAO period. He categorically explained the need of
standard Pay scale implementation with cascading effect so
that youngsters starting carrier with E2 can reach at E7,
need of CPSU cadre hierarchy, 30% superannuation benefits to
DRs etc. He appealed everyone to strengthen both
associations and appealed to vote for AIBSNLEA.
Com. Shivakumar, CHQ President AIBSNLEA also touched all the
envious achievements of AIBSNLEA and all the issues in hand
to settle down. He also explained the transparency of
AIBSNLEA in dealing all cadre issues. He stressed the
necessity of strengthening united forum of AIBSNLEA and
AIGETOA. All along his proud speech he emphasised the pain
AIBSNLEA suffered under the leadership of Com. Prahlad Rai
while carving out each and every benefits for executives.
AIBSNLEA is an association believes in actions not on
putting letters and giving exercise to lips. He expressed
his confidence that all executive who are watching gentle
associational activities of AIBSNLEA will definitely vote
for AIBSNLEA. All DRs is all associations who are rationally
analysing what is what would naturally vote for AIBSNLEA.
Com B. Laxman, AIP AIGETOA,
wishes for AIBSNLEA in Referendum who never against the DRs
Genuine rights. After MoU between AIGETOA and AIBSNLEA,
AIBSNLEA is the only one association strongly advocated the
DRs Issues and took the issues in front of the management in
due weightage. Sister associations who are naming as the
saviours, utterly failed in addressing the DRs Issues. Since
2000 not a single issue is solved whether it is EPF, LDCE,
Pay Scale, SAB etc which are very core to the DR community.
Shri B. Laxman, AIP appealed all the DRs to vote for
AIBSNLEA. His slogans voting AIBSNLEA is nothing but voting
for AIGETOA. Strengthening AIBSNLEA is nothing but
Strengthening AIGETOA. AIBSNLEA will be the major
Association after the referendum.
Com. M. Sridharbabu Joint
secretary-South AIGETOA appealed all DRs to vote for
AIBSNLEA. He narrated the need of cascading effect of pay
scales along with the implementation standard pay scale.
Without cascading effect implementation of standard pay
scales calls so many legal implications. He summarised his
speech by urging each and every DRs to vote for AIBSNLEA to
strengthen both associations and for materialising all the
demands of DRs

AIGETOA at Hyderabad on 17-10-16
The Combined
General Body Meeting of AIBSNLEA and AIGETOA was organized
at the ASMANMAHAL AUDITORIUM LAKDIKAPUL, Hyderabad on
17-10-2016 at 17:00 hrs. Large number of Executives of Twin
cities and members from Sangareddy, Nalgonda, Mahaboob nagar.
Warangal, Nizamamabad, Adilabad & Karimnagar SSAs attended
the meeting. The auditorium was jam packed.

guests on to the Dias and requested the circle body members
to felicitate the CHQ of both the association dignitaries on

B.SRINIVASULU REDDY CS, AP & AGS - AIBSNLEA in his welcome
address requested both the organizations to forge unity and
face the forthcoming referendum jointly to achieve the 1st
position and also to strive
hard for the revival of BSNL.

DS AIBSNLEA expressed that in HTD SSA, all the members are
confident and work towards the CHQ Goal. Also ensured that
they will make all out efforts to make AIBSNLEA, a number
One association in the coming referendum.

Madavarao DS HTD, ensured all the AIGETOA members of HTD SSA
are working hard to defeat the Associations who are working
against the DRs genuine demands.
DS reminded, in Hyderabad all the DRs participated in recent
agitations and made it 100% success and assured the CHQ
leaders to support in all respects to counter the BSNL
management delayed tactics. DS appealed the CHQ leaders to
address on LDCE and UF stand on Recent Court Judgment on
Reservations in BSNL.

R. Karunakar, CP, AP - AIGETOA, elaborately explained the
necessity of AIGETOA and achievements of United Forum in CHQ
& AP Circle. CP requested all the members to VOTE for
AIBSNLEA as AIBSNLEA assured the DR rights.
Shri
Sridhar Babu, JS(South) stressed for the need of Unity among
the DRs and requested to unite under one Umbrella.
Com. S.
Narender CHQ Advisor South AIBSNLEA in his address expressed
full confidence in AIBSNLEA becoming number one association
and requested all the executives to unite and achieve more
than 75% for AIBSNLEA.

Veerabadra Rao CS, AP and AIVP - AIGETOA, explained DRs
Rights, Losses and need of DRs Unity to achieve the basic
right of DRs and all executives. He scathed the negative
attitude shown by the BSNL Management in addressing the DRs
Basic Rights: PAY, PENSION, and PROMOTION.CS
expressed hope on AIBSNLEA leadership in raising the
legitimate rights of DRs.He
thanked AIBSNLEA Circle leadership especially Com B.
Sreenivasulu reddy CS AIBSNLEA for extending the help while
resolving the DRs issues at Circle level. He insisted all
the executives to vote AIBSNLEA in referendum to WIN with
more than 80% margin to avoid negative forces involvement
while framing policies for executives by the BSNL
management.
Com. B.
Sreenivasulu reddy, CS AIBSNLEA in his brief address
explained the members about the activities of AIBSNLEA at
Circle level under the banner of United Forum. Also briefed
the achievements of AIBSNLEA and requested all to give a
befitting reply to the sister associations in the coming
referendum to protect the interest of the employees and BSNL.
CS requested all the members in the meeting to educate other
friends about the dual view of other association, who always
forces the Management View on the employees. CS expressed
full confidence on winning the referendum.
Shri B.
Laxman, AIP AIGETOA, wishes for AIBSNLEA in Referendum who
never against the DRs Genuine rights. After MoU between
AIGETOA and AIBSNLEA, AIBSNLEA strongly advocated the DRs
Issues and took the issues in front of the management very
seriously. Sister associations who are naming as the saviors,
utterly failed in addressing the DRs Issues. Since 2000 not
a single issue is solved whether it is EPF, LDCE, Pay Scale,
SAB etc which are very core to the DR community. Shri B.
Laxman, AIP AIGETOA appealed to all the DRs to be united for
the betterment of DRs under one Umbrella.

Shivakumar, CHQ President AIBSNLEA briefed the achievements
of AIBSNLEA after formation AIBSNLEA. He mentioned the
transparency of AIBSNLEA in dealing all cadre issues. He
stressed the necessity of making AIBSNLEA NUMBER ONE in the
coming referendum.
Shri
Ravi Sheel Varma AIGETOA GS expressed that he is confident
on AIBSNLEA in supporting the DRs Issues. He praised Shri
Prahalad Rai GS AIBSNLEA who is very dynamic and very
sensitive towards DRs Issues. AIGETOA successful in making
the DRs demands as agenda of all the associations. DRs
Rights 3 Ps (Pay, Promotion, Pension) is the concern to the
DR community and with the support of AIBSNLEA, we are seeing
BSNL management is taking steps in positive direction. He
scathed the sister associations in blocking the DRs Super
Annulation Benefit. They misguided management with malicious
information that DRs will get crores of rupees as pension
and it is much more than the DOT Pension. He also
highlighted the stand on standard pay scale, which the
sister associations demanded for 10 years in one scale
without promotion. AIGETOA till now successful in thwarting
the forces against us and now with the support of AIBSNLEA
we are in a position to bring the resolution of DRs issues.
He explained the gathering on SAB that AIGETOA never
congratulated the Management on the 3% Quantum and clarified
to the Management we never let out fight for achieving of
the rightful dues and demanded for full Quantum. With the
pressure of AIGETOA, Management agreed in principle that
quantum will be reviewed after actual analysis of PRMB
(Post-Retirement Medical Benefit). Now it came to know that
PRMB is around 3% and AIGETOA is confident in achieving the
balance Quantum of 9%.Term
Insurance; AIGETOA sensitizing on DRs Death in the field and
requested management to introduce term insurance for the
employees. Initial draft also submitted.GS
on behalf of AIGETOA requested AIBSNLEA to take up this
proposal for the benefit of DR community.
Com. Prahlad Rai, GS AIBSNLEA mentioned that in true Sense
AIBSNLEA represent all the disciplines of BSNL. With the
untiring effort of AIBSNLEA many achievements have been made
i.e. implementation of EPP, Grant of perks to executives,
transparent transfer policy in BSNL, BSNLMSRR notification.
2nd PRC implementation with 30% fitment benefit,
finalization of AAO pay scale, filling up of the vacant
Group ?B?, STS and JAG level posts, regularization of
officiating JTOs, PPS Posts creation in field units, 78.2%
IDA pay fixation to BSNL serving and retired employees and
withdrawal of 60:40 provision of BSNL pension etc. GS,
AIBSNLEA in his detailed deliberation explained all the
achievements of AIBSNLEA and AIGETOA united struggle. He
also appraised the latest position of different cadre
demands including AD (OL), PA/PS , Officiating JTO, SDE ,
AO, CAO and others. At present we are thriving hard to get 3
Ps - PAY, PROMOTION AND PENSION for our younger brothers. He
also assured that our joint effort will be successful in
achieving 1st position in the forthcoming Membership
verification of the Executives. He further mentioned that
with the efforts of AIBSNLEA and AIGETOA the replacement of
E-1A by E-2 & E-2A by E-3 and subsequent scales up
gradation from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to
E-7 proposal was approved by BSNL MC and now being cleared
by DoT/DPE shortly. The Khan Committee report on CPSU cadre
hierarchy is also now under active consideration by the BSNL
Management, 3% superannuation contribution from BSNL towards
30% superannuation benefit has been approved by BSNL
Board/DoT and order has been issued. AIBSNLEA is also
equally concern to the viability of BSNL and that is why
during the agitation programmes of Forum of BSNL
Unions/Associations AIBSNLEA is always at fore front. He
requested all the executives to provide best and reliable
services to customers to retain them. He also appealed to
vote and support AIBSNLEA during membership verification to
save BSNL and its executives of all the disciplines.

OF 2nd CEC of AIBSNLEA and JOINT Open Session
OF AIBSNLEA AND AIGETOA HELD at AHMEDABAD MANAGEMENT
ASSOCIATION HALL ON 16th October ,2016:
The 2nd CEC of AIBSNLEA was started at 09:30 Hrs
with the welcome remarks of Circle President Shri C R Ranga.
All the DS submitted their District reports in brief and
apprised the session regarding the development / HR issues
and various Organizational activities took place in their
SSAs.
CS, Com. J K Patel in his speech appreciated the functioning
of AIBSNLEA District Branches and informed regarding recent
Developments/Organizational activities at Circle level and
about achievements of AIBSNLEA Gujarat Circle including
Opening of two new branches of AIBSNLEA at BHUJ and Bharuch
SSA with large strength. He emphasized on small group/ bldg.
meeting by Office bearers/ members with executives in the
SSAs and discuss the various achievement of AIBSNLEA and
give their contribution towards increase in membership and
make AIBSNLEA as No. 1 Association in forthcoming
referendum.
OS West, Shri C M Saste in his Speech highlighted the major
role of AIBSNLEA in resolving various cadre related issues.
He said that due to continuous and untiring efforts of our
Association, now our cadre executives are reaching upto the
level of SAG and retiring as GMs. He also stated that it is
our Association which introduced the idea of the Customer
Delight Week, Month, Year and the SWAS ?Service with a
Smile? program. Due to efforts of AIBSNLEA only our
executives are enjoying the GSM Mobile Hand-set facility
with free calls and GPRS/3G.

effort of AIBSNLEA and its achievements i.e. implementation

The Joint Open Session was commenced at 15:00 Hrs with
presentation of bouquet to the Chief guest Shri Dr. Pradeep
Kumar Hota, CGMT, Gujarat and the Guest of Honor Shri Anil
kumar Kothari, GM ( HR/ ADMIN ), Gujarat Circle and CHQ
leaders of Both association and other dignitaries on Dias.
Then the session was proceeds with welcome addressed by Com
C R Ranga, CP AIBSNLEA Gujarat.
Com. J K Patel, CS Gujarat briefed the Open session with
various development and Organisational activities of
AIBSNLEA and united forum in Gujarat. CS Gujarat has also
informed that during Sept 2016 Gujarat has achieved all Over
india first rank in LL Provision and 2nd Rank in
BB provision and requested the house to popularise the
recently launched various BSNL schemes in CFA and CM segment
and increase the customer base and revenue of BSNL.
He also give suggestion for betterment of BSNL including to
install the Stabiliser unit as preventive measures at least
at critical BTS to reduce the frequent failure of BTS/ SUMA
cards due to power Fluctuations , to outsource the Staff at
CAT-I CSC etc. He requested all CEC Members/ Office bearers
of AIBSNLEA & AIGETOA to make collective efforts to make
AIBSNLEA No. 1 association in GUJARAT.
Com. Mathew, CS AIGETOA appreciated the steps taken by the
CGMT Gujarat circle and he also requested the house to work
unitedly for turnaround of Gujarat circle.
Shri A K Kothari, GM Admin has touched various HR/ Admin
issues and appreciated the approach of AIBSNLEA and AIGETOA
to maintain the cordial relations with the management and
suggested to introduce single Helpline No. for all BSNL
services in the entire country
Com. C M Saste, OS West CHQ has highlighted the major role of AIBSNLEA in resolving and finalization of various
cadre related issues such as pay,
Promotion and Pension. He
mentioned that due to untiring and consistent efforts of
only AIBSNLEA, major breakthrough are achieved in the
history of DOT / BSNL in getting huge no. of DE/ CAO and DGM
Regular promotions in Finance and Engineering cadre. He also
mentioned that AIBSNLEA is taking care of all disciplines
including Rajbhasa Adhikari numbering not more than 150 no.
of officer at all India level. But AIBSNLEA is taking their
issues as sincerely as for other cadres. Due to sincere and
consistent prolonged efforts of our Association, now our
cadre executives are reaching upto the level of SAG and
retiring as GMs. He also stated that it is our Association
which introduced the idea of the Customer Delight Week,
Month, Year and the SWAS ?Service with a Smile? program. Due
to efforts of AIBSNLEA only our executives are enjoying the

that under the umbrella of United Forum and leadership of

Pay, Promotion and Pension are now settled. He requested the

AIBSNLEA as no.1 Association.

Shri P K Hota, CGMT, Gujarat Circle has specially pointed
out that more efforts are required to increase the BB
penetration in Gujarat circle to increase the overall
revenue. He impressed upon for quick fault rectification is
need of hour and provide quality service to the customers.
He also expressed his concern over the staff expenditure to
tune of 84% of revenue earned by the Circle and hence
requested to work hard for the revenue growth and to
increase customer base. He also emphasized upon to change
the DOT mind set of the staff and to utilize the man power
to the development of BSNL.

General Body Meetings at Vadodara and Nadiad in Gujarat
Circle on 17.10.2016.
Special
General Body meeting was held at Hotel Ekta, Anand ( Nadiad
Branch ) and at Baroda Management Association Hall, Vadodara
respectively. Shri Siddharth Sahu, GMTD Nadiad was the Chief
Guest in meeting at Nadiad.
Both the
Sessions were commenced with the Welcome remarks by the CP,
Shri C R Ranga.

Patel, District Secretary Nadiad in his address apprised
that Majority of Executives are the members of AIBSNLEA and
in membership verification, AIBSNLEA will be number one
Executive Association in Nadiad SSA.

DS Vadodara in his speech praised the efforts of all the
office bearers for enrolling new members in AIBSNLEA and
ensured for Bldg/ group visit to increase the membership.

CHQ/Circle organizational calls are implemented in full. He

and AIBSNLEA and requested all members to make all out
efforts to increase our membership and make AIBSNLEA as

Plans of CFA and CM Segment recently launched by BSNL and

Meeting
of the Core Committee of the Forum of BSNL Unions and
Associations:
A meeting of the Core Committee of the
Forum of BSNL Unions and Associations was held on
14.10.2016. Comrade Prahlas Rai, GS, AIBSNLEA presided over
the meeting. The meeting took a note of the following major
issues:
1. Creation of Subsidiary Tower
Company,
2. Financial viability of BSNL in view
of emerging threat on arrival of Reliance Jio,
3. Anti BSNL attitude of "Telecom
Live" a monthly journal on Telecom Sector and

Dress formally with neck-tie / suit on daily basis,
especially, during formal meetings with business clients,
collaborators and foreign delegates - says CMD BSNL:
CMD, BSNL vide
DO letter number CMD/BSNL/2016/(6341-2) desired that that
our sales executives and our enterprise business managers
must dress formally with neck-tie / suit on daily basis,
especially, during formal meetings with business clients,
collaborators and foreign delegates. All officers of JAG and
above in all business verticals must also follow the
suggested dress code. This small change in our dressing
behaviour will go as long way in winning the confidence of
our enterprise and retail customers.

Meeting with PGM (BW), BSNL Corporate Office:
GS, AGS(C/E/Arch/TF) met PGM (BW) and discussed regarding:
A CPC from SDE (Civil) to EE (Civil):
We requested to expedite the CPC from SDE (Civil) to EE
(Civil) to fill-up about 150 vacant EE (Civil) posts. PGM
(BW) informed that the CPC work is in progress and the ACRs/
VCRs of the eligible candidates are being collected. He
assured for an early action in this regard.
B Consideration of request / tenure transfers of SDEs / EEs
(Civil):
We requested for consideration of request / tenure transfers
of SDEs / EEs (Civil). PGM (BW) assured to look into.
14.10.2016:
Update on revision of IDA Pay scales of BSNL executives:
GS, AGS (C/E/Arch/TF) and VP, OS (HQ) of AIGETOA met with
the concerned officers of DoT in connection with the
revision of IDA Pay scales of BSNL executives. It is
understood that a revised proposal is under consideration in
the Internal Finance of DoT for the replacement of E1A by
E2, E2A by E3 w.e.f. from 01.01.2007 and upgradation of
subsequent IDA pay scales i.e. E3 by E4, E4 by E5, E5 by E6
and E6 by E7 w.e.f. 01.01.2007. In this proposal there is no
mention of referring the case to DPE for concurrence hence,
after the approval of the competent authority the
presidential directives may be issued by DoT itself.
14.10.2016:
Meeting with Member (S), Telecom Commission:
GS, AGS (C/E/Arch/TF) and VP, OS (HQ) of AIGETOA met with
Member (S) Shri R.K. Mishra and greeted him on assuming the
high office of Member (S), Telecom Commission. We requested
for transferring of assets from DoT to BSNL and releasing
payments towards BSNL Quarter rent which are occupied by DoT
Officers. Similarly, the payment of salary to BSNL of the
BSNL employees serving in the TERM Cell of DoT. Member (S)
assured to look into the matter.
13.10.2016:
Meeting with Sr. GM (Legal):
GS, FS and AGS (Finance) met Sr. GM
(Legal) and discussed regarding the legal opinion to Pers.
Cell proposal to allow Adhoc promotions from SDE to DE and
AO to CAO cadres subject to outcome of the court cases. Sr.
GM (Legal) assured to examine the proposal at the earliest and
to give
clearance.

Meeting with Director (HR):-
GS, FS and AGS (Finance) met
Director (HR) and extended our sincere thanks and gratitude
for issuing 114 EE (E) promotion orders. Director (HR)
appreciated our concern and agreed that a stalemate has been
broken. She assured for filling-up of the vacant EE (Civil)
Posts also at the earliest. We further discussed regarding:
(a) CPC from SDE to DE and AO to CAO:
We requested to fill-up the
vacant DE and CAO Posts since there is no stay order on promotions
of these cadres. Director (HR) assured to look into the matter.
(b) Consideration of Cancellation
/ Modification of some DGM (Finance) posting orders on
genuine grounds:
Director (HR) assured to look
into the matter after returning of GM (FP) from foreign tour
in the next week
(c) Diversion of EE (E) posts
against new project work:
We requested for the
diversion of some EE (E) posts towards the new project works
in some of the Circles. Director (HR) assured to look into the
matter.

BSNL Corporate Office for issuing EE(E) promotion orders.
AIBSNLEA's strong
conviction and commitment yielded result in getting
promoted SDEs(E) to the post of EEs(E) irrespective of
qualifications i.e. Degree or Diploma. Since inception of BSNL; AIBSNLEA demanded parity of
Civil/Electrical/Architecture/Telecom Factory Engineering
Wings and JAO & AD(O/L) at par with JTO(T)/SDE(T) in all
aspects. Accordingly, after formation of BSNL all these
cadres were restructured and upgraded with the pay scale and change
of designations at par with JTO(T)/SDE(T). AIBSNLEA continued to
demand further parity in promotion of Civil/Electrical/Architecture
Engineering Wings at par with JTO(T)/SDE(T)
irrespective of their qualifications.
It
is a victory of AIBSNLEA conviction and
commitment.
AIBSNLEA efforts to
provide notional pay fixation from 01.10.2000 to all these
upgraded cadres will also be achieved. We are vigorously
pursuing to ensure early promotion orders to fill up the
vacant 150 EE( Civil) posts.

the executives. United Forum will now be forced to go on

05.10.2016: Meeting
with PGM (EW):
GS discussed with PGM (EW) regarding issuing promotion
orders from SDE (E) to EE (E) on Adhoc basis at the earliest
since the CPC has been expedited. PGM (EW) assured an early
action in this regards.
05.10.2016: Special
General Body Meeting at Bhilwara on 03.10.2016:
GS attended and addressed a special General body Meeting at
Bhilwara. Shri Dharmendra Kumar, GMTD Bhilwara was the Chief
Guest. Shri M.P. Dhanopia, District Secretary in his address
apprised that 90% executives are the members of AIBSNLEA and
in membership verification, AIBSNLEA will be number one
Executive Association. Com. GS in his address appreciated
the functioning of AIBSNLEA Bhilwara District Branch wherein
all the CHQ/Circle organizational action calls are
implemented in full. He also praised Bhilwara District
Branch for organizing last Circle Conference of AIBSNLEA
Rajasthan Circle at Bhilwara successfully. Com. GS in his
address apprised the achievements of AIBSNLEA during the
last 10 years after formation of BSNL and AIBSNLEA. He
mentioned that in true since AIBSNLEA represent all the
disciplines of BSNL. With the untiring effort of AIBSNLEA
many achievements have been made i.e. implementation of EPP,
Grant of perks to executives, transparent transfer policy in
BSNL, BSNLMSRR notification. 2nd PRC
implementation with 30% fitment benefit, finalization of AAO
pay scale, filling up of the vacant Group ?B?, STS and JAG
level posts, regularization of officiating JTOs, PPS Posts
creation in field units, 78.2% IDA pay fixation to BSNL
serving and retired employees and withdrawal of 60:40
provision of BSNL pension etc. He further mentioned that
with the efforts of AIBSNLEA and AIGETOA the replacement of
E-1 to E-2, E-2A by E-3 and subsequent scales upgradation
from E-3 to E-4, E-4 to E-5, E-5 to E-6 and E-6 to E-7
proposal was approved by BSNL MC and now being cleared by
DoT/DPE shortly. The Khan Committee report on CPSU cadre
hierarchy is also now under active consideration to BSNL
Management, 3% superannuation contribution from BSNL towards
30% superannuation benefit has been approved by BSNL
Board/DoT and order has been issued. Like this, several
issues have been settled by AIBSNLEA. AIBSNLEA is also
equally concern to the viability of BSNL and that is why
during the agitation programmes of Forum of BSNL
Unions/Associations AIBSNLEA is always at fore front. He
requested all the executives to provide best and
reliable services to customers to retain them. He also
appealed to vote and support AIBSNLEA during membership
verification to save BSNL and its executives of all the
disciplines. Com Ghanshyam, DGM (Finance) presided over the
meeting and extended vote of thanks.
