(PA/PS/PSS), CSS Staffs, AD(O/L) & General Disciplines of
BSNL.

31.10.2017Meeting with GM (SR),
BSNL CO, New Delhi
GS, President, FS and OS (North) met with
GM (FP) and discussed regarding
(a) Payment of
pension contribution on actual basic instead of maximum of
pay to DoT by BSNL- GM (SR)
informed that as per the advise given by the Department of
Expenditure , DoT establishment cell moved the case to
Internal Finance of DoT wherein finance wing of DoT has
given the negative comments by making certain queries. Now
establishment cell of DoT has to reply the queries . In case
the query is made to BSNL, it will be immediately replied to
DoT. This is also one of the important factor in getting
implemented 3rd PRC in BSNL.It seems that the
Internal Finance of DoT is putting roadblocks in all the
issues.
(b)Special CL to the Office Bearers of
AIBSNLEA at Circle/District level-
We requested for grant of Special CL to the Office Bearers
of AIBSNLEA at Circle/District level. GM (SR) assured to
look into the matter.
31.10.2017Meeting with CGM (Legal),
BSNL CO, New Delhi
GS, President, FS, AGS (HQ) and OS
(North) met with CGM (Legal) and requested to issue minutes
of the BSNL Board meeting held on 24.10.2017, wherein
important issues i.e. 3rd PRC benefits in BSNL
and amendments in SDE RR etc were discussed. CGM (Legal)
mentioned that the minutes has been prepared are be insight
by the BSNL Board of Directors attended the meeting. He
expected that minutes will be
released on next Monday i.e.
06.11.2017.

Meeting
with GM (FP),
BSNL CO, New Delhi
GS, President, FS, AGS (HQ) and OS
(North) met with GM (FP) and discussed.
(a) CPC from JAO
to AO and AO to CAO- We requested to expedite CPCs from
JAO to AO and AO to CAO. GM(FP)
mentioned that CPCs are in process but the promotion orders
can be issued after getting the clearance from Hon'ble
Supreme Court.
(b)
Consideration of request/modification of transfer orders of
AO/CAO/DGM(F)- GM(FP) mentioned that maximum pending cases
have been considered and few pending cases will also be
looked into.He assured to relieve the AOs/CAOs who are under
transfer since long through ERP within Nov. 2017.
(c) Protection
of Pay during officiating period on time bound promotions-
We requested to settle the
pending cases. GM(FP) mentioned that a clarification has
been asked from Pers cell on actual benefit or notional
benefit. Thereafter we met Jt. GM (Pers) and discussed the
matter wherein he told that the order is self explanatory
and no clarification is required in this regard. He will
further discuss the matter with GM(FP) accordingly.
31.10.2017Meeting with PGM (Pers), BSNL CO,
New Delhi
GS, President, FS,
AGS (HQ) and OS (North) met with PGM (Pers) and discussed.
(a) DE to DGM
left out promotions-We requested to issue promotion
orders from DE to DGM for 32 left out cases.
PGM Pers mentioned that 22 eligible DEs APAR have been
received but still 11 DEs APARs are to be received. He
assured as soon as the pending APARs are received, CPC will
be expedited and promotion orders will be issued
immediately. All our concerned Circle Secretaries are
requested to arrange to send immediately the pending APARs.
(b) CPCs from
JTO to SDE, SDE to DE, JAO to AO, AO to CAO, SDE(C) to EE(C)
etc-We requested to fill up
the vacant posts of SDE/AO and DE/CAO. PGM (Pers) mentioned
that CPCs in these cadres can be conducted only after the
directions received from Hon'ble Apex Court on pending 3
SLPs. He further informed that these SLPs wil be heard in
the Hon'ble Supreme Court in mid of the November 2017.BSNL has pleaded to the Hon'ble Apex
Court that due to pending court case around 17000 Executives
promotions are held up which has demotivated them and
adversely affecting the viability of BSNL.
(c)
Promotion from JTO(T) to SDE(T) LDCE quota-PGM
(Pers) informed that matter was discussed in the BSNL Board
meeting held on 24.10.2017 but the same has withdrawn due to
some queries made by the Government Director on SDE RR
amendment. Now after seeing the BSNL Board minutes, further
action will be taken. BSNL Board has not allowed the item
withdrawn from board and to settle on the basis of BSNL MC
approval. Thus the matter has to be finally decided by the
BSNL Board only.
(d) Time bound
Promotions from E5 to E6 to DGM (Adhoc)-
We requested to get notified the BSNL MS RR from BSNL Board
in this regard.PGM (Pers) mentioned that the matter is still
pending for the want of approval of BSNL Board.
(e)
Consideration of some request transfers of SDE/DE/DGMs-
He assured to look into the matter.
(f) DoT letter
dated 5.7.2017 for withdrawal of additional increment by
fixation in same scale on post based promotion under EPP-
We requested to contest the letter with reference to DoT
letter of 2008 wherein DoT has advised to inform such
cases.

Status update on DE to DGM (Engg) left Over DPC:
APARs of the following officers is still awaited.
All the
Circle / District Secretaries are requested to ensure timely
dispatch of these pending APARs at the earliest so that the
long awaited DPC can be held.

on Circle Conference of AIBSNLEA Punjab Circle on
29.10.2017at Chandigarh- The
Circle Conference of AIBSNLEA Punjab Telecom Circle was
organized on 29.10.2017 at the basement Conference Hall of
Baba Balaknath Mandir Trust Bhawan, Sector 29 Chandigarh
in a grand manner. The Conference was attended by Com. GS
Shri Prahlad Rai, Com. S.Shivakumar President, Shri Devesh
Sharma, Organizing Secretary (North) from AIBSNLEA CHQ side.
The session of the conference was attended by Shri Subodh
Kr. Gupta CGMT Punjab Circle as Chief Guest. Shri V.K.Garg
GM (A) Circle Office Chandigarh was the Guest of Honor.
Com. Mohd. Jameel welcomed all the guests in his welcome
address. All the dignitaries were welcomed by presenting
the bouquets. In his Circle Secretary Report he thanked to
AIBSNLEA CHQ for extending every support to AIBSNLEA Punjab.
Com. Devesh Sharma, Organizing Secretary (North) CHQ in his
address explained the efforts of GS AIBSNLEA CHQ in
continuously resolving the issues of BSNL Executives. He
mentioned that the Punjab Circle's importance for not only
AIBSNLEA but also for the entire BSNL as a whole. He
mentioned about the efforts of the AIBSNLEA CHQ for
resolving the issues of the BSNL DR Executives. He also
mentioned that the AIBSNLEA is trying very hard and in true
sense for the 3rd PRC benefits for the BSNL
Executives.
Shri V.K.Garg GM (A) Circle Office Chandigarh in his address
advised to analyze our pending issues frequently. He
mentioned that the promotions in the BSNL are pending and
approximately 350 Junior Engineers have joined in the Punjab
Circle. He assured that the doors of the Circle Office
Chandigarh are always open for the BSNL Executives for their
problems.
All
India President Com. S.Shivakumar in his address explained
in detail about the efforts made by the AIBSNLEA CHQ in
resolving the pertaining the BSNL Executives. He
categorically mentioned that the AIBSNLEA is safeguarding
the interest of the BSNL Executives in true sense and the so
called recognized Association is not playing any fruitful
role in that He explained the efforts of the AIBSNLEA for
achievement many HR issues i.e. EPP, MSRR, CPCs, JAO 2010
option case, AAO pay scale fixation case etc.. Com.
President mentioned that the issues related to DR Executives
like Superannuation benefits, Standard pay scales and CPSU
cadre hierarchy got precipitated only due to the sustained
efforts of the AIBSNLEA. Com. President apprised the house
about the NIL achievement up to today by the so called
recognized representative Association. He informed that the
major accounts persons are with the AIBSNLEA only and now
JAO to AO stay has been vacated by the Chandigarh court. He
also advised to think and work hard for the BSNL for getting
the 3rd PRC benefits.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of
Punjab Circle for holding the circle conference and thanked
the comrades for their participation. In his detailed
address Com. GS mentioned that the Punjab Circle is a very
important Circle for the AIBSNLEA and as well as BSNL. He
appealed the Circle leadership to think about the weakness
of the organization in the Punjab Circle and to adopt the
steps to overcome the same. Com. GS mentioned that the
viability and existence of BSNL is the most important issue
today and we have to analyze the reasons of BSNL's today's
position.
Com. GS mentioned the steps taken by the AIBSNLEA to
smoothen the career progression of the BSNL Executives like
creation of BSNL MSRR, transparent transfer policy, perks
grant to the BSNL Executives w.e.f. 01.01.2005. He informed
that due to AIBSNLEA oppose, the SAM G Pitroda
recommendations like 30 % disinvestment, VRS to 1 lakh
employees, unbundling of the copper conductor has stopped
due to the same only the BSNL is having more than 65% BB
market share at present. He explained that how the AIBSNLEA
is continuously pursuing these viability related issue with
the BSNL Management and DoT. Com. GS mentioned that the
Broadband is the life line of BSNL and source of revenue and
we have not fully optimally utilized our copper conductor.
Com. GS stressed that the Customer Delightness, Quality of
Services and change in attitude is the need of hour.
Com. GS mentioned that due to un-helping and over-jealous
attitude of the some DoT Officers the unjustified payment of
spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement
of licenses fee, USO Charges, OPEX Charges, withdrawal of
ADC, Payment of AGR, payment of notional loan Rs. 7500
Crores to DoT has adversely affected the viability of BSNL.
Com GS further explained the burning issues of the
Headquarters level. He informed that BSNL employee will
definitely get 3rd PRC benefits. Com. GS explained in
detail the efforts of AIBSNLEA in getting resolved the
important HR issues after the formation of BSNL and in DoT
setup He appraised the status of HR issues about various
DPCs in various cadres. He also appraised the house about
DPCs from JTO to SDE, SDE to DE(Regular), , DE to DGM, JAO
to AO, AO to CAO & DPC in Civil/Electrical wing,
Restructuring of AD(OL) case, Creation of PPS posts in
field Units, filling up of EE(C/E) vacant posts,
Regularization of offg. JTOs etc., modification in transfer
policy & Benchmark of EPP, tightening of staffing norms,
creation of leave encashment trust, stopping of LTC etc. He
explained the efforts of AIBSNLEA CHQ in continuously
resolving the issues of BSNL Direct Recruit Executives like
EPF, Superannuation benefits and Child Care Leave. Com
GS further explained the role of AIBSNLEA in the viability
of BSNL.
At
last he appealed the all Executives' for make every effort
with a team spirit for making BSNL a vibrant organization.
Special Guest of the Open Session Shri Subodh Kr. Gupta CGMT
Punjab Circle in his address stressed upon the need of the
revenue realization. He appealed to the all Executives of
the Punjab Circle to work with the full dedication and
enthusiasm with maturity. He stressed the need to keep a
keen watch on uptime, down time and MTTR parameters for good
services. He
appealed
all to systematic implement the best of our strength in
revenue realization and curtailment in expenditure. At last
he appealed all to work with full determination and
dedication for the growth of BSNL.
AIBSNLEA Punjab Circle President Com Kuldeep Ram extended
the vote of thanks. Meeting ended with national anthem. The

Report of 5th Circle
Conference of AIBSNLEA HP Circle on 30.10.2017at Shimla-
5th Circle Conference of AIBSNLEA HP Circle was
organized on 30.10.2017 at the Conference Hall of Institue
of Engineers Shimla in a grand manner. The Conference was
attended by Com. GS Shri Prahlad Rai, Com. S.Shivakumar
President and Shri Devesh Sharma, Organizing Secretary
(North) from AIBSNLEA CHQ side. The session of the
conference was attended by Shri Ravikant CGMT HP Telecom
Circle as Chief Guest. Shri A.Dorje GM (A) HP Circle and
Shri M.C.Singh GMTD Shimla were the Guests of Honor.
Com. Rakesh Chopra CS HP welcomed all the guests in his
welcome address. All the dignitaries were welcomed
by presenting the bouquets, Himachali Caps and Shawls. In
his Circle Secretary Report he mentioned the achievement of
the AIBSNLEA HP Circle including the historical victory in
the past referendum and thanked to AIBSNLEA CHQ for
extending every support to AIBSNLEA HP.
Com. Naresh Thakur Advisor CHQ in his address mentioned the
need for the viability of the BSNL in this stiff and
throught cut competitive telecom environment. He advised to
implement the innovative schemes for the better growth of
the BSNL and improving our QoS. He thanked to AIBSNLEA CHQ
for extending every support to AIBSNLEA HP.
Com. Harishankar Tiwari, VP AIGETOA CHQ in his address
stressed the need to provide the more autonomy to BSNL and
minimize DoT influence for its better working.
Com. Devesh Sharma, Organizing Secretary (North) CHQ in his
address explained the efforts of GS AIBSNLEA CHQ in
continuously resolving the issues of BSNL Executives. He
mentioned that the HP Circle's importance for not only
AIBSNLEA but also for the entire BSNL as a whole. He
mentioned about the efforts of the AIBSNLEA CHQ for
resolving the issues of the BSNL DR Executives. He also
mentioned that the AIBSNLEA is trying very hard and in true
sense for the 3rd PRC benefits for the BSNL
Executives.
Shri M.C.Singh GMTD Shimla in his address mentioned the need
of the Team work for the betterment and the viability of the
BSNL. He informed that the BSNL's GSM share in the HP Circle
has been arised by 4 % which is the maximum raised in the
country. He suggested that the budget allocation for the HP
Circle should be in line with the revenue earned by the
Circle for the growth of the HP Circle. He informed that the
tele density is 152% in HP Circle. He appealed to increase
the revenue by the data growth in the rural area. At last he
conveyed his best wishes for the successful conference.

Circle in his address mentioned that the Team Spirit is very
important for any organization to grow in a better way. He
appealed to grow with proper mindset and goal oriented
direction for the success. He mentioned that in the real
sense the JTO/SDE are the real leader in the BSNL because
they primarily interact with the customers. He suggested to
keep in mind the concept of 5 Ps i.e. Passion, Positivity,
Patience, Politeness and Presentation for become a
successful person in every front of the life. He advised to
take the innovative ideas from the small small examples in
the day to day life. He praised the excellent BSNLMRS
facility which is unique in the terms of employee's welfare.
He appreciated the work of Civil Wing in HP Circle who has
brought the excellent outside work for the BSNL in terms of
revenue enhancement and the cash reserve of Civil work in HP
Circle is more then 90 crores.He appealed to diversify the
business of the BSNL especially in EB segment because there
is a limitation of ARPU. He mentioned that EB is the only
solution for the declined ARPU.He advised all the Executives
to be cautious and intellectually honest with maturity. At
last he appealed all to work with full determination and
dedication for the growth of BSNL.
AIBSNLEA HP Circle President Com Sandeep Dutt extended the
vote of thanks. Meeting ended over with National Anthem. The
entire meeting Hall was Jam Packed.
At the end of the conference the
election for the next term circle body had taken place.

Rakesh Dhiman AGM Hamirpur and Com. Rajendra Dhiman AGM
Hamirpur were elected as Circle President, Circle Secretary
and Finance Secretary unanimously for the next term. Com.
Rakesh Chopra was elected as CWC member unanimously.

General Body Meeting of AIBSNLEA Delhi Circle
Special General Body meeting of AIBSNLEA Delhi Circle .AIBSNLEA
Delhi Circle hold its special General Body meeting today at
13:30 Hrs in Kidwai Bhawan New Delhi. Com. GS and President
attended and address the meeting. Com. D C Meena, Vice
President-I welcomed the members.Com. PD Sharma CS Delhi
Circle apprised the details the organizational activities
and extended thanks to all the members for making Candle
March on 4th Oct.2017 at New Delhi successful. He discussed
the local problems and the issues of All India level. Com.
GS & President replied the queries of the members and
appraised the present status of burning issues i.e.
implementation of 3rd PRC with 15% fitment benefit in BSNL,
holding of CPCs to fill-up all the vacant SDE/AO and DE/CAO
equivalent posts, CPSU cadre hierarchy E-2, E-3 pay scale
superannuation to the BSNL recruited employees, Rs.22820/-
anomaly case of JTO/JAO post recruited 2007,
withdrawal of additional increment on promotion under EPP
etc. Com.GS also discussed the achievement of AIBSNLEA on
implementation of EPP, filling up Group-B STS and JAG
equivalent post after formation of BSNL, framing of BSNL RR,
executive transfer policy, grant of perks implementation of
2nd PRC with 30% fitment benefit, GSM mobile telephone
connection for all the executives with STD facility,
creation of PPS posts amended of JTO RR-2014, recruitment of
JTO/JAO restructuring of ADOL cadre, regularization of
officiating JTOs etc. He appealed to successfully implement
the agitation call given by all unions and associations of
BSNL for implementation of 3rd PRC with 15% fitment benefit
and to oppose creation of BSNLs tower subsidiary by active
participation. He congratulated Delhi Circle for enrolling
more than 150 menders in AIBSNLEA. He assured Delhi Circle
fullest Cooperation.

Meeting with CMD BSNL:
- GS, President, AGS (Finance) met CMD,
BSNL and discussed regarding.
a) Implementation of 3rd PRC report
with 15% fitment benefit in BSNL- We
extended our sincere thanks to CMD BSNL for getting approval
of BSNL Board on 3rd PRC implementation in BSNL with 15%
fitment benefits. CMD BSNL appreciated our concern and
mentioned that on 24th Oct.2017 in the BSNL Board Meeting
the 3rd PRC report has been approved in the presence of 9
Board of Director out of 10 Board of Directors. CMD BSNL
informed that shortly the BSNL Board approval will be sent
to DOT for issuance of presidential directive. On our
apprehension regarding the EMBARGO created by DOT on the
pretext of affordability clause of 3rd PRC. CMD BSNL
confirmed that DOT has send a letter before Board Meeting.
Now we have to convince the DOT officers and Hon'ble MOSC
(I/C) to consider the BSNLs Board Approval on 3rd PRC. We
explained that after our candle march on 4th October, 2017
AIBSNLEA has submitted memorandum to all the Hon'ble MPs of
Lok Sabha and Rajya Sabha and his excellency Governors of
all the States for recommending the 3rd PRC implementation
in BSNL to the Hon'ble MOSC (I/C) accordingly all them have
recommended our memorandum to Hon'ble MOSC (I/C) now again
we will meet the concerned officers in DOT and Hon'ble MOSC
(I/C) to get the approval on 3rd PRC proposal. But we
requested CMD that his efforts can help more in getting
implemented 3rd PRC in BSNL. CMD assured to continue his
efforts in this regards.
b) Implementation of CPSU cadre
hierarchy in BSNL: -
We expressed our serious concern against non-holding of
discussion with AIBSNLEA on the draft proposal of CPSU
hierarchy by Pers. Cell despite of the direction given by
his good self and Dir (HR). We are having apprehension that
Pers. Cell BSNLCO has drafted a proposal in consultation
with majority Association which has deviated from the Khan
Committee recommendations and which is not acceptable to us.
CMD assured to look into the matter and advised us to
further discuss the matter with Dir (HR).

legal BSNLCO and discuss regarding.
a) Implementation of 3rd PRC report
with 15% fitment benefit in BSNL-
We requested CGM (Legal) for early sending of BSNL Boards
approval to DOT for issuance of the presidential directives
on 3rd PRC implementation in BSNL. CGM (Legal) mentioned
that the approval of the BSNL Board on 3rd PRC
implementation in BSNL is being sent to DOT shortly.
b) Removal of pay anomaly and giving
pay fixation Rs.22820/- to the JTOs/ JAOs post recruited
2007. We requested to give
early legal opinion on the committee report to GM (Estt.).
CGM (Legal) mentioned that he has already given his comments
on this issue and has returned the file to GM (Estt.). He
mentioned that the committee report and Establishment Cell
comments on this issue are not favorable. However, in view
of this, now we have to take the legal course of action to
get rectified the pay anomaly of JTOs/JAOs post recruited
2007.
c) Superannuation benefit to BSNL
recruited employees. We
requested that BSNL Board approval to increase 3% to 5%
contribution from BSNL to the Superannuation benefit of BSNL
recruited employees should immediately be given to Estt.
Cell of BSNLCO for issuing the necessary orders. CGM (Legal)
assured to look into the matter.
d) Amendment in SDE (Telecom.) RR.
We requested to communicate the approval of BSNL Board on
this issue
to the Pers. Cell BSNLCO. CGM (Legal) informed that the item
was withdrawn by PGM (Pers.) from the agenda of BSNL Board
Meeting the reason may be discussed with PGM (Pers.) BSNLCO.

Meeting with PGM (Pers.):-GS,
President and AGS (Finance) met PGM (Pers) BSNLCO and
discussed regarding
a) Implementation of CPSU cadre
hierarchy in BSNL:
- We expressed our serious
concern against non-holding of discussion with AIBSNLEA on
the draft proposal of CPSU hierarchy by Pers. Cell despite
of the direction given by CMD BSNL and Dir (HR). We are
having apprehension that Pers. Cell BSNLCO has drafted a
proposal in consultation with majority association which has
deviated from the Khan Committee recommendations and which
is not acceptable to us. PGM (Pers.) mentioned that the
views / suggestion given by AIBSNLEA through letter have
been considered but management as per the requirement is
drafting the policy. We pleaded that before drafting the
policy thorough discussions with AIBSNLEA is also
essentially required since it is the 2nd major association
in BSNL. We further mentioned that any deviation from Khan
Committee report is not acceptable without having
satisfactory discussions.
b) Holding of CPCs to fill-up the DGM
(Engg.), DE, CAO, EE (Civil), SDE (T), AO, SDE
(Civil/Elect./TF) wings.
We expressed our serious
concern against non-filling up of the vacant DGM (Engg.),
DE, CAO, EE (Civil), SDE (T), AO, SDE (Civil/Elect./TF)
posts on the pretext of pending Court cases. PGM (Pers.)
appreciated our concern and mentioned that the 3 SLPs filed
by BSNL in the Hon'ble Supreme Court against the Hon'ble
High Court Judgements on SC/ST roster implementation came
for hearing in the Registrar Chamber of Hon'ble Supreme
Court and now the notices to all the concern are issued and
now the case my come for hearing in the Hon'ble Supreme
Court in the mid of Nov.2017. After getting the clearance
from Hon'ble Supreme Court the further action on CPCs will
be taken. Shri R.D. Aggarwala BSNLs Senior Advocate pleaded
the case to the Registrar today.
On JTO to SDE(T) CPC PGM(Pers)
mentioned that Shri R.D Aggarwala BSNLs Senior Advocate will
attend the Hon'ble High Court Kerala for 2 days in the 1st week
of Nob. 2017 and will plead
that since the arguments are over now Hon'ble High Court
Should deliver the Judgement instead of holding further
arguments in hearings. He expected that in the month of
Nov.2017 the Judgement of Hon'ble High Kerala may be
delivered which will allow to expedite CPC.
c) Modification/ Cancellation of
transfer orders of some DGMs/DEs/SDEs on genuine grounds.
PGM (Pers) assured to look into the matter.

Special General Body meeting of AIBSNLEA Alwar Telecom
District on 26.10.2017 at Alwar:
The Special General Body meeting of AIBSNLEA Alwar Telecom
District was organised on 26.10.2017at Conference Hall of
GMTD Office in a grand manner. The Conference was attended
by Com. GS Shri Prahlad Rai and Shri Devesh Sharma,
Organizing Secretary (North) from AIBSNLEA CHQ side. The
session of the conference was attended by Shri Shyam Singh,
GMTD Alwar as Guest of Honour.
Asstt. Branch Secretary Alwar Shri Lokendra Gupta welcomed
all the guests. All the dignitaries were welcomed
by presenting the bouquets. He also thanked to AIBSNLEA CHQ
for extending every support to AIBSNLEA Rajasthan.
Com. Devesh Sharma, Organizing Secretary (North) CHQ in his
address explained the efforts of GS AIBSNLEA CHQ in
continuously resolving the issues of BSNL Executives. He
welcomed the GS, to attend the meeting inspite of their busy
schedule. He explained that how the AIBSNLEA is continuously
pursuing these viability related issue with the BSNL
Management and DoT.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades
of Alwar for the successful meeting and thanked the comrades
for their great affection. In his detailed address Com. GS
mentioned the earlier time
when the Alwar was the most progressive SSA in Rajasthan
Circle. He told that the viability and existence of BSNL is
the most important issue today and we have to analyse the
reasons of BSNL's today's position. Com. GS mentioned that
due to un-helping and over-jealous attitude of the Govt. the
unjustified payment of spectrum charges (3G & BWA) of Rs.
18,500, non-reimbursement of licenses fee, USO Charges, OPEX
Charges, withdrawal of ADC, Payment of AGR, payment of
notional loan Rs. 7500 Crores to DoT has adversely affected
the viability of BSNL.
He explained that how the AIBSNLEA is continuously pursuing
these viability related issue with the BSNL Management and
DoT. Com. GS mentioned that the Broadband is the life line
of BSNL and source of revenue and we have not fully
optimally utilised our copper conductor. Com. GS stressed
that the Customer Delightness, Quality of Services and
change in attitude is the need of hour.
Com GS further explained the burning issues of the
Headquarters level. He informed that BSNL employee will
definitely get 3rd PRC with 15 % fitment
benefits. Com. GS explained in detail the efforts of
AIBSNLEA in getting resolved the important HR issues after
the formation of BSNL and in DoT setup He appraised the
status of HR issues about various DPCs in various
cadres. He also appraised the house about DPCs from JTO to
SDE, SDE to DE(Regular), DE (Adhoc) to DE (Regular), DE to
DGM, JAO to AO, AO to CAO & DPC in Civil/Electrical wing,
Restructuring of AD(OL) case, Creation of PPS posts in
field Units, filling up of EE(C/E) vacant posts,
Regularization of offg. JTOs etc., modification in transfer
policy & Benchmark of EPP, tightening of staffing norms, VRS,
Group 'A' officer absorption, withdrawal of leave
encashment, stopping of LTC etc. He explained the efforts of
AIBSNLEA CHQ in continuously resolving the issues of BSNL
Direct Recruit Executives like EPF, Superannuation benefits
and Child Care Leave. Com GS further explained the role of
AIBSNLEA in the viability of BSNL.
At last he appealed the all Executives' for make every
effort with a team spirit for making BSNL a vibrant
organization. He also made hope that very soon Alwar Telecom
District will gain its past glory and will become the number
one SSA in Rajasthan Circle.
Special Guest of the Open Session Shri Shyam Singh, GMTD Alwar stressed that
Alwar SSA has very good ranking in all the SSAs in Rajasthan
Telecom Circle in all the segments. He also mentioned that
this spirit should be continued in the coming years also and
by this spirit in whole country BSNL employees will sure get
15% fitment benefits. He also apprised that our customer
services should be excellent and we should improve our
quality of services. He mentioned the need to motivate
our subordinates and continuously think about the solutions
of problems. He appealed to all to systematic implement the
best of our strength to our respective field units. At last
he appealed all to work with full determination and
dedication for the growth of BSNL.

Status on implementation of
3rd PRC report in BSNL:
GS discussed with concerned officers in BSNL Corporate
Office and confirmed that BSNL Board in its meeting held on
24.10.2017 has cleared the BSNL's proposal approved by the
Management Committee of BSNL Board for implementation of 3rd
PRC recommendations with 15% fitment benefits in BSNL.
It is understood that Govt. may
put an embargo on the pretext of the affordability clause of
PRC report. DoT has now to take
the clearance from Cabinet Secretariat / PMO for relaxation
in the affordability clause. Thereafter only, the
presidential orders will be issued by DoT.
In view of these developments all the Unions and
Associations of BSNL agitation programme has to be
implemented with 100% success to mount required pressure.

Report on the 5th Circle Conference of Bihar circle held at
Patna on 13.10.2017:
5th circle conference of Bihar circle was held in the Circle
office Conference hall, Patna on 13th October
2017. In absence of President, Com Abhoy Sundar
Vice-President Presided over the meeting. On behalf of CHQ
Com Prahlad Rai GS, Com S. Shiva Kumar President, Com Prasun
Kumar Mukhopadhayay OS East were present. After garlanding
to the CHQ office bearers one minute silence was observed in
the memory of the departed members and well-wishers. After
declaring the conference opened by the CHQ President, the
minutes of the last conference was approved by the house.
Com Krishna Kumar CS
submitted his report for the tenure and
Com Kumar Rakesh FS
submitted the accounts for same period. Many questions from
the house were answered by Com GS, and com Krisna Kumar CS
summed up the discussion. After that the CS and FS report
unanimously passed by the house. Few Dear executives
congratulated GS for his active role to get the 5% more
super annulation's benefit.
A grand open session was arranged in the same venue. Sri
Kishore Kumar CGM Bihar circle, K. K. Singhal GM Mobile
Bihar, Sri Jitendra Mani GM (HR&ADMN), Shri Wasi Ahmed AGS
AIGETOA, Shri Mukesh Kumar, President AIGETOA and many
circle leaders of different unions were present. All the
dignitaries were felicitated with flowers and Shawl.
After giving the welcome address by Com J. P. Sharma, CWC
Member, the key note address was placed by Krishna Kumar CS.
In his address he discussed about different problems which
makes the Bihar circle a loss making circle and pointed out
some suggestions about its solution. Leaders of AIGETOA and
other trade unions also addressed this session.
Com Prasun Kumar OS East
in his address discussed about the step motherly attitude of
DOT in different issues including the three PRC and
congratulated Bihar Circle for land sliding victory in the
last referendum. He also discussed about the main causes
regarding the loss of BSNL, due to the Gov. Policies and
misutilization of the BSNL assets. He also stated that the
private operator have the loan for more than 40k crores,
still they are always given the facilities by the ministry
but denied in case of BSNL.
President Com Sivakumar
in his address pointed out about the dynamic leadership of
Com Prahlad Rai by which E1+5 increment of 2013batch JAO,
50% MT Quota of CAO, E5-E6 scale of DGM and many other HR
issues were approved by the management comity. He also
stated when E2-E3 pay scale issue was resolved by BSNL MC in
June 2016, the majority association has derailed the issue
by misinterpretation.
Com Prahlad Rai GS
reminded the house about the historical importance of Bihar
and congratulated CS and his team for making this circle no.
1 in the last referendum. He told that after winning in the
17 circles we have been given the support status and cases
in this regard has been filed in Chennai and Allahabad
high courts. Growth of BSNL is our motto and we must resolve
the issues for BSNL. Com GS discussed about HR issues and
different CPCs of Engg, accounts, architect, Electrical,
Civil etc. He explained how the BSNL MS RR came into
existence. By our active persuasion 1200 DGM (E), 400 DGM
(F), 100 DGM (Civil/Arch/TF)) were promoted in BSNL. We
opposed MT recruitment from the beginning because many
talented candidates remain within us. Regarding CPSU cadre
hierarchy Khan Committee were constituted and submitted its
report. This is to be implemented immediately. All Offg JTOs
were regularized, AD (OL) restructuring issues is under
active consideration on DoT. He stated that employees should
not be responsible for the loss of the organization but the
policy is responsible. He gave the call that if Dot will
continue non-co-operation with us then we will also discuss
for making non-co-operation with DOT.
Sri Kishore Kumar CGM Bihar Circle,
the Chief Guest congratulated all for a good and organized
conference and requested for making self-confidence, and
have the belief system to overcome the hard situation. By
this process anyone can make impossible to possible and gave
few examples from the history. “If you see the sunlight, you
can feel the power of the sun and if you see the moon light
you can feel the cooling of the moon."

After a fantastic Lunch, Session started again with the
reports of the district secretaries.

session was arranged in the first half. CGM Jharkhand
Sri.K.K.Thakur was the chief guest, Sri
Dhananjay Kumar GM (HR), and Sri Arbind Prasad GMTD (Ranchi)
were the guests of honor. The open session started by
lighting the lamp by the dignitaries followed by the
combined prayer “Itni Shakti humme dena data...” All the
dignitaries were felicitated with flowers and shawl. Circle
President Com. Mahipal Singh welcomed all and expressed his
gratitude for making Jharkhand circle in operating profit.
He told that with the help of the present management most of
the problems were solved. Shri Sashi Prasad, CS addressed
the gathering and analyzed his success and failure for his
tenure periods.
Sri Prasun Kumar OS (East)
congratulated Jharkhand executives for making AIBSNLEA no. 1
in the last membership verification. He told that the actual
reason for the loss of BSNL, particularly the eastern region
circles are to be searched and the employees should not be
made responsible for that. The policy of the Govt. was
always implemented by BSNL particularly in war and natural
calamities. Still we were denied for the 3rd PRC by DOT.
Though BSNL is always giving the philanthropic services. He
expressed his serious concern for not getting any promotion
for 12-20 years whose only solution is CPSU cadre hierarchy
as per Khan Committee report but BSNL Management showing the
step motherly attitude. Now time has come for the united
struggle with all unions and associations with only one
point agenda of implementation of 3rd PRC.
Com S. Sivakumar, President (CHQ)
in his address explained the history how the E2-E3 issue was
dissolved in the management committee and 3% SA benefit was
obtained by the united struggle of AIBSNLEA and AIGETOA. DGM
(E), DGM (F), EE, promotion order issued. Cadre hierarchy
was the brain child of united forum, which was finally
submitted by the Khan committee. We opposed MTRR from the
beginning, the activity of DOT on 3rd PRC is
beyond the principle and rules so united struggle is
required.
Com Prahlad Rai, GS
Congratulated Jharkhand Circle for arranging this conference
in a grand manner. Once upon a time BSNL was a huge profit
making organization with huge cash reserve. Why it has
started to incur losses? That is to be searched. Commitment
of the employees or policy of the management, which is
responsible for that. BSNL continued its rural service but
rural help was withdrawn. USO & ADC were withdrawn. No
support from government. BSNL has to pay the license fees
which is on the contrary to the word given at the time of
absorption. GS stated the implementation of the seventh CPC
in BSNL done for ITS. Then why legitimate 3rd PRC
is not being implemented. Pension contribution is taking by
DOT on the highest basic of the scale. This is not be
accepted. We should also extend non-cooperation with DOT so
prepare yourself for the struggle.
Sri K. K. Thakur CGM Jharkhand circle
thanked all for this well-organized conference. He told that
there are few persons within DOT who are frustrated and try
to increase other's frustration. We must do good work and
the most important thing is the unity of each & every unions
& associations. He also requested not to disturb the
services and assured the house to communicate our feelings
to DOT & ministry. He expressed his hope that DOT will come
with us and will approve all major demands including 3rd
PRC.

Clarification on the matters of application of catch-up
Rules as mandated by the Hon'ble Supreme Court in BK Pavitra
& Ors Vs UOI & Ors:
Department of Personnel & Training / Ministry of Personnel,
Public Grievances & Pensions vide letter number
22034/1/2017-Estt (D) dated 25.09.2017 clarifies to BSNL
that as per the provisions of the Government of India
(Allocation of Business) Rules,1961, the instructions issued
by this Department (DoPT) are applicable only to Central
Government Civilian "employees" and "posts". These are not
suo moto applicable to employees of Autonomous Bodies,
Statutory Organizations, Public Sector Enterprises, Trusts,
Banks, employees of State Government etc, which are governed
by their respective regulations / instructions issued by the
concerned Administrative Ministry/Department under
Statue/Act of the Parliament by which they are created or
came into existence.
GS, FS and AGS (DR) met PGM (Pers.) and discussed regarding:
(a) CPC from JTO to SDE (Telecom.): We
requested to get vacated the stay order on promotions from
JTO to SDE (T) from the Hon'ble High Court Kerala. PGM (Pers.)
informed that
MA was filed by BSNL for early pronouncement of judgment but
Hon'ble High Court Kerala is asking for rehearing of the
case. However, Sr. Advocate BSNL, Shri RK Aggarwala will
plead for the early pronouncement of judgement instead of
rehearing of case .
(b) CPCs from JTO to SDE (LDCE quota),
SDE to DE, AO to CAO, and SDE (C) to EE(C) etc.:
We requested to expedite the CPCs from SDE to DE, AO to CAO, JTO to SDE (LDCE quota) and
SDE (C) to EE (C) by getting an early clearance from the
Hon'ble Apex Court. PGM (Pers.) mentioned that the IA is
scheduled for hearing on 27th October-2017 in the Hon'ble
Supreme Court in all three pending SLPs in this regards. He
assured that on the basis of the direction given by the
Hon'ble Supreme Court on BSNL's IA the further immediate
action will be taken.
(c) Implementation of CPSU Cadre
Hierarchy: We expressed our
serious concern against finalization of CPSU cadre hierarchy
without any discussion with all the stake holder Executive
Associations. We have also submitted our representation in
this regard. PGM (Pers.) appreciated our concern and
mentioned that discussions regarding the CPSU cadre
hierarchy are continue with the recognized Association which
are yet to be completed and assured that draft CPSU cadre
hierarchy will be discussed with AIBSNLEA also before
finalization and submission to competent authority for
approval. PGM (Pers.) also requested to support early
implementation of CPSU hierarchy in view of long pending
seniority quota
and LDCE quota promotions. PGM Pers mentioned that CPU cadre
hierarchy notification will be subject to outcome of court
cases.
He mentioned that small loopholes will be
taken care off afterwards but implementation of CPSU is
necessity of time.
We reiterated that AIBSNLEA has always in support of CPSU
cadre hierarchy as per Khan Committee recommendations and
requested for early sharing of Draft Policy.
(d) Longest stay list of executives
stationed at New Delhi: We
expressed our concern regarding discrepancies in the lists.
PGM (Pers.) appreciated our concern and confirmed that Pers.
cell already received in representation of AIBSNLEA along
with other associations and individuals. He assured that
lists will be corrected after festival of DIWALI

Left out CPC for DE to DGM:
We
requested to expedite CPC from DE to DGM left out cases. PGM
(Pers)
mentioned that now the clarification from DOPT has been
received in this regard wherein it is clarified that catchup
rule on roster implementation is not applicable for CPC.<<<Click

Demonstration at BSNL Corporate Office
GS along with other CHQ office bearers, Circle Secretaries
and members stationed at New Delhi attended and addressed
the demonstration held at BSNL Corporate Office for
implementation of 3rd PRC report in BSNL with 15%
fitment benefits and against the creation of Tower
Subsidiary Company from BSNL. Comrade GS appealed all the
members for 100% participation in the “Human Chain” call
given on 16.11.2017 and two days strike on 12th
and13rd December 2017.

Secretary (T) appreciated our concern and mentioned that she
is in our support and Hon'ble MOSC (I/C) is also supporting
3rd PRC implementation in BSNL and trying to
settle the issue.

Update on BSNL Board meeting held on 12.10.2017
BSNL Board Meeting held today as per
the schedule wherein the implementation of 3rd
PRC report in BSNL was one of the agenda item. It is
understood that 3rd PRC report was discussed for
one hour. Addl. Secretary (T), DoT, the
Govt. nominee in the Board however, did not agree to discuss the
agenda since sufficient time is not given to study the
agenda.
So the matter is postponed to be
discussed in the next Board meeting scheduled to be held
after Diwali tentatively 23rd or 24th
October 2017. It seems that Addl. Secretary (T), DoT,
the Govt. nominee in the Board is not in the favour of
implementation of 3rd PRC report in BSNL.
In view of that all the BSNL Unions and Associations should
mobilize the organization action programs to impress upon
the Govt. for 3rd PRC implementation in BSNL. All
the Circle Secretaries / District Secretaries are requested
to ensure 100% participation in the proposed agitation
programmes of All Union & Associations of BSNL.

Meeting of Nomination and Remuneration Committee (NRC) of
BSNL Board held today:-
The Nomination and Remuneration Committee (NRC) of BSNL
Board held today to discuss and give the comments on
implementation of 3rd PRC with 15% fitment benefit in BSNL
and increase in superannuation benefit contribution from 3%
to 5% for BSNL recruited employees.
It is understood that NRC after detailed discussions
considered the pleading of Director (HR) BSNL Board on 3rd
PRC implementation with 15% fitment benefit in BSNL and also
to increase superannuation benefit from 3% to 5% to BSNL
recruited employees.
Now the NRC report will be put up to the full BSNL Board
meeting which is being held tomorrow morning at 10.00 Hrs.
for considering and further submission to the (DOT)
Administrative Ministry for the issuance of Presidential
Directives with the concurrence of internal finance of DOT.
It seems that till date the issues are in right direction.
All the member of NRC i.e. Shri Dastne, Independent Board
Director of BSNL Board, Smt. Sujata Rao Retd. IAS,
Independent Director of BSNL Board, Smt. Padma Iyyer Kaul,
DDG (Finance) DOT, Govt. Nominee Director of BSNL Board and
Smt. Sujata Ray, Director (HR) BSNL Board attended the NRC
Meeting. The meeting was convened by Smt. Sujata Ray, Dir.
(HR) BSNL, Board who pleaded in the support of above two
items of the agenda.

Meeting with Jt. GM (Pers.) BSNL CO: - GS, President met Jt.
GM (Pers.) and discussed regarding
a) Restructuring of AD (O/L) Cadre:
We expressed our serious
concern against the abnormal delay, taking place in DOT on
clearance of BSNL's proposal for restructuring of AD (O/L)
cadre. Jt. GM (Pers.) spoke over phone with Director (PSU)
DOT for giving an early clearance to BSNL's proposal on the
issue. Director (PSU) DOT advised him to hold one meeting on
Friday 13/10/2017 to discuss the matter to satisfy some
queries.
b) CPC of left out cases of DE to DGM:
We requested to issue promotion
order of left out cases of DE to DGM. Jt. GM (Pers.)
mentioned that he will personally go through the Hon'ble
Chandigarh Court Judgement on Catch-up Rule of SC/ST roster
implementation. We explained that it is limited to the
respondents only, not a general stay order on promotions. Jt.
GM (Pers.) assured to look into the matter.
c) Discrepancies in the long stay
(Tenure) list of Executives in Delhi:
We explained that the long
standing lists of Executives in Delhi are not prepared as
per the guidelines of Executives transfer policy and such
bulk transfer order if any are not desirable in the interest
of BSNL. Jt. GM (Pers.) assured to look into the
discrepancies in long stay particulars and not to issue
transfer orders.

Delhi Circle meet GM(FP) and requested for consideration of
request applications for modification / cancellation of
transfer orders in the cadre of AO, CAO and DGM(Finance) on

applications have been examined and shortly the necessary
orders will be issued.

Hon'ble PB CAT New Delhi:
The case filed by
AIBSNLEA vide OA/100/2649/2017
in
Hon'ble Principal Bench CAT New Delhi against the DOT
order dated 05.07.2017
for withdrawal of additional increment by fixation in same
scale on post based promotion under EPP came up for hearing
on 05.10.2017 in the Principal Bench of Hon'ble CAT (Court No. 4).
DoT has yet not submitted its reply so the councillor
appeared for DoT requested some more time to file rejoinder.
Our advocate opposed it. Anyhow, Hon'ble court granted
two weeks time further to DoT for filing its reply and
thereafter one weeks time to the petitioner to file
rejoinder, if any. Now the case is posted for further
hearing on 06.11.2017.
Hon'ble CAT Jaipur:
Similarly, the case filed by Com. Karan Singh, Advisor (North), CHQ, AIBSNLEA along with 27
applicants also came for hearing on 05.10.2017 in the Hon'ble CAT Jaipur against the DoT Order dated 05.07.2017.
DoT has yet not submitted its reply so the councillor
appeared for DoT requested some more time to file rejoinder.
Our advocate opposed it and requested to quash the said
order. But the Hon'ble CAT posted the matter for further
hearing on 16.11.2017.

GS, President met GM (FP) and discussed regarding
a) CPC from CAO to DGM (F):
We extended out thanks for
issuing 57 DGM (F) promotionorders and requested to issue
left out 9 cases promotion orders also by completing their
APARs. GM (FP) memntioned that one case is under sealed
cover and remaining eight cases efforts are being made to
collect APARs and expedite CPC.
b)
Consideration of request / tenure transfers cases /
re-allotment of JAO /
AO / CAO / DGM (F). We requested for the consideration of
the request / tenure transfers of the JAO / AO / CAO who has completed more than 2 years of service in the
Circle. GM(FP ) assured to consider all the pending request
./ tenure transfers of JAO / AO / CAO who has
completed more than 2 years of service in the Circle. We
also requested for re-allotment of some DGM and AO posting
orders.
c)
Relieving of AOs from Chhattisgarh circle in ERP:
We
requested GM (FP) to relieve all the AOs who were under
transfer to their home Circles in ERP. GM (FP) mentioned
that shortly some substitutes are being posted to CG Circle
for implementation of the transfer orders.

PRC recommendations with 15% fitment in BSNL:
We requested for Implementation of 3rd PRC
recommendations with 15% fitment in BSNL. CMD BSNL informed
that the approval of BSNL Management Committee on 3rd
PRC report implementation with 15% fitment benefit has
already been sent to DoT for consideration/clearance.
Simultaneously the BSNL Board meeting will also take place
on 12.10.2017 to discuss this item.

We expressed our serious

requested to settle the anomaly of JTO/JAO post recruited
2007 in the pre revised pay scale 9850/- and fixing them in
Rs. 22820/- in the revised pay scale allowing them to
exercise option in the pre-revised pay scale. CMD assured to
look into the matter.

15% fitment in BSNL. Director (HR) appreciated our concern
and mentioned that the approval of BSNL Management Committee
on 3rd PRC report implementation with 15% fitment
benefit has been sent yesterday to DoT for
consideration/clearance. Simultaneously the BSNL Board
meeting is also decided to be held on 12.10.2017 to discuss
this item. Before that NRC will also discuss and give its
report to the Board for consideration. She assured to
continue their efforts in DoT to get the approval in this
regard. She also appreciated efforts of AIBSNLEA in
diverting the kind attention of DoT administration and
Hon'ble MoSC (I/C).
B Implementation of CPSU
cadre hierarchy in BSNL:
We expressed our serious
concern against Pers Cell in finalizing the draft proposal
on CPSU cadre hierarchy arbitrarily without consulting the
stake holders i.e. AIBSNLEA and other executive associations
despite the directions given by CMD BSNL and Director (HR)
to PGM (Pers.). It is understood that Pers Cell has
submitted a draft wherein the Khan Committee recommendations
are ignored/diluted. The residency period is being increased
from 7 to 12 years from SDE/AO to DE/CAO against the
existing provision of five years under EPP. Efforts are
being to induct MT also. Director (HR) assured to look into
the matter.
C Recruitment of DR JAO:
We demanded that
intake in the feeder cadre JTO/JAO, JE should continue in
BSNL in view of the introduction of new
technologies/services and huge retirement of executives with
in next five years. The demand of so called majority
association is biased against accounts personnel demanding
scrapping of DR JAO recruitment.
D Pay anomaly of JTO/JAO post
recruited 2007: We
requested to settle the anomaly of JTO/JAO post recruited
2007 pre revised pay scale 9850/- and fixing them in Rs.
22820/- in the revised pay scale allowing them to exercise
option in the pre-revised pay scale. Director (HR) mentioned
that legal opinion in this regard is being taken in view of
the PO issued by DoT on 28.03.2017.

Candle March on 4th
Oct-2017 at New Delhi implemented successfully-
The Candle March organized by AIBSNLEA and supported by BSNL
Unions and Associations at New Delhi on 4th
Oct-2017 at 18:00 Hrs is successfully implemented. Hundreds
of BSNL Executives and Non-Executives very actively and
enthusiastically participated in the Candle March at New
Delhi from BSNL CO. Janpath to Jantar Mantar, New Delhi
except SNEA and AIGETOA. All the General Secretaries or
their representatives along with their members participated
in the Candle March. The Candle March was organized in a
disciplined and impressive manner displaying Play Cards,
Posters and Banners. All the available General Secretaries
address the meeting at Jantar Mantar before it dispersement.

Associations representatives explained the need of Joint
struggle to achieve 3rd PRC implementation with
15% fitment benefit and to oppose creation of BSNL's Tower
Subsidiary. He apprised in detail the status of 3rd
PRC report implementation in BSNL and requested to implement
harder organizational action programmes to impress upon the
DOT/ Govt. for 3rd PRC implementation. Com. Shiv
Kumar, President (CHQ) extended vote of thanks to all the
General Secretaries and the employees who made the Candle
March a great Success. Memorandum to Hon'ble MOSC(IC) and
Lt. Governor Delhi will be submitted shortly.
We once again extend our sincere thanks and gratitude to
all the participated members, representatives of sister
Unions and Associations specially the members from Rajasthan
Circle, Haryana Circle, UP (West) Circle and ALTTC Ghaziabad
Circle. We appreciate the efforts and participation of NFTE
members in particular who participated in huge number.
The lunch hour demonstration at all the Circle/SSA level
were also successfully organized. A large number of
Executives and Non-Executives participated in the
demonstration.
All the Circle/District Secretaries have submitted
memorandum to His Excellency Governors of their state and
has submitted Memorandum to the Hon'ble Member of
Parliaments L/S and R/S with a request to give their
recommendation to Hon'ble MOSC (I/C) on 3rd PRC

BSNL Unions and Associations at New Delhi:
All BSNL Unions and Associations in the meeting held today
morning at New Delhi has unanimously decided to organize
protest action or the implementation of 3rd PRC
with 15% fitment benefit. Settlement of left out issues
related to 2nd PRC and against creation of BSNL's
Tower Subsidiary.
The following agitation Programmes have been decided:
1. Lunch Hour demonstration on 16-10.2017 at BSNL CO New
Delhi, all Circle/ SSA level.
2. "Human Chain"on 16-11-2017 at BSNL CO New Delhi, Circle/
SSA level.
3. Two days strike on 12th and 13th
December 2017 and even then the issues are not resolved the
indefinite strike will be organized till the time demands
are settled. The notice to the Management will be served on
10-10-2017 after the signature of all the General
Secretaries of BSNL Unions/Associations.
