Meeting with

MOS (C):
Shri Niteshwar Kumar, PS to Hon'ble
MOS (C) granted a meeting to AIBSNLEA today at 18.15 Hrs.
Accordingly GS, FS, AGS (HQ) and CS Karnataka Circle met and
discussed regarding limiting the replacement of E1A by E2
and E2A by E3 by modifying BSNL's earlier proposal of
up-gradation of subsequent pay scale E3 by E4, E4 by E5, E5
by E6 and E6 by E7 to provide pay parity among the
executives in BSNL
We requested for his kind intervention for the replacement
of E1A by E2 and E2A by E3 and up-gradation of subsequent
pay scale E3 by E4, E4 by E5, E5 by E6 and E6 by E7 as per
the BSNL's earlier proposal dated 06.06.2016.
We resented against the BSNL's modified proposal for
limiting replacement of E1A by E2 and E2A by E3 only under
the pressure some Associations which will create disparity
in the pay scales and will disturb the pay scales hierarchy
in case the subsequent pay scale are not up-graded i.e. E3
by E4, E4 by E5, E5 by E6 and E6 by E7. We further explained
that executives in the scale of E5 are stagnated for the
last two years. He appreciated
our concern and assured to discuss the matter with the
concerned authorities in DoT / BSNL and thereafter he will
call us for further discussions.
We extended our sincere thanks to him for granting us a
meeting. We also handed over the letter addressed to Hon'ble
MOS (C) in this regard.
GS, AGS (HQ) and CS Karnataka Circle met with Director (HR),
BSNL Board and discussed regarding:

matter in the BSNL Management Committee. She handed over all
of our documents submitted during the meeting to PGM (Estt)
for consideration. DGM (SR) was also present in the meeting.
B Pay fixation matter relating to BSNL
employees – Date of Increment on regular promotion to a
scale: We requested to use his
good office in DoT to get resolve the issue favorably. At
present after issuance of the recent clarification dated
08.05.2017 by Pers. Cell the BSNL serving employees and
employees retiring shortly will face the recoveries to the
tune of lakhs of rupees. Director (HR) assured to look into
the matter.
C Implementation of 3rd PRC
in BSNL with 15% fitment benefit:
We requested Director (HR) to use her good office to impress
upon in DPE office for getting approve the BSNL/DoT proposal
duly approved by Hon'ble MOS (C) with 15% fitment benefits.
Director (HR) mentioned that she is trying to meet
Secretary, DPE through Secretary, DoT to plead in support of BSNL proposal for its
approval. She also advised us to meet the concerned
authorities in DPE.
D Illegal promotion of 41 ineligible
candidates to the post of DGM (Engg):
We requested to get examine the eligibility of the 41
candidates of LDCE quota belonging to 147 group of SDEs in
the light of Hon'ble Kerala High Court judgment and the
Hon'ble Supreme Court orders pronounced in the year 2015 on
the issue to fix-up the seniority of TES Gr. “B” officers.
The SLP against the Hon'ble Kerala High Court judgment is
still pending in the Hon'ble Supreme Court to decide the
seniority of 147 LDCE Quota SDEs. Director (HR) mentioned
that based on our letter the matter is being examined and
shortly decision will be taken.
E Consideration of requests for
modification / retention of posting orders on promotion as
DGM (Engg): We requested for
consideration of some genuine cases of DGMs posting orders
for modification / retention. Director (HR) mentioned that
she will personally examine the cases and on their merit
cases will be considered.

GS, FS, AGS (HQ), AGS (F) and CS Karnataka Circle met with
CMD BSNL and discussed regarding:

Discussion with PGM (BW):
GS in the presence of FS, AGS (HQ) and CS Karnataka Circle
discussed with PGM (BW) regarding filling-up of the vacant
SDEs (Civil) and EE (Civil) posts. PGM (BW) mentioned that
the CPCs to fill-up vacant SDE (Civil) and EE (Civil) posts
were initiated but promotion orders could not be issued
because of the pending court cases in the Hon'ble CAT Bench
Chandigarh and PB CAT Bench, New Delhi. After the dismissal
of the Writ Petition filed by BSNL in the Hon'ble High Court
Chandigarh, the SLP has now been filed on the Hon'ble
Supreme Court which has been registered but the stay against
the Hon'ble High Court Chandigarh has not been granted.
However, on the basis BSNL's senior Advocate's advice PGM (Pers.)
hold a meeting of PGM (BW), PGM (EW), PGM (Arch), GM (TF)
and GM (FP) to take a way out for issuing promotions in view
of the pending court cases. The minutes of the meeting has
been submitted by PGM (Pers.) to the competent authority for
approval thereafter only the further action in this regard
will be taken by all concern sections.

(Finance) met Adl.Secy. (T) DOT and discussed regarding:-

Replacement of E-1A by E-2, E-2A by E-3 and upgradation of
subsequent pay scales ie. E-3 by E-4, E-4 by E-5, E-5 by
E-6 and E-6 by E-7.
We requested for reconsideration of BSNL's 06-06-2016
proposal for replacement of E-1A by E-2, E-2A by E-3 and
upgradation of subsequent pay scales E-3 by E-4, E-4 by
E-5, E-5 by E-6 and E-6 by E-7 to provide parity in the pay
scales and maintaining the pay scales hierarchy in BSNL.
Addl. Secy (T) mentioned that our views will be looked in
to, in case any review in this regard is taken.
(b) Pay
fixation matters relating to BSNL employees-
date of increment on regular promotion to a scale – request
for issuance of final order in this regard- We appraised
AST regarding BSNL's letter No.400-55/2016-Pers.I dated
08.05.2017 wherein now the pay fixation of the executives is
being revised before their retirement which is causing huge
recovery. We requested him to issue a final order in this
regard on prospective date so that no recovery is made. AST
assured to discuss the matter with Member (S) and Member
(Finance) for an early order in this regard.

Circle Conference of AIBSNLEA Haryana Circle held on
24.05.2017 at Karnal:
The Circle Conference of AIBSNLEA
Haryana Circle was organized on 24.05.2017 at the auditorium
of Gymkhana Club in a grand manner. The Conference was
attended by Shri Prahlad Rai, GS AIBSNLEA, AGS HQ Shri
N.L.Sharma, AGS (F) Shri Rajpal Sharma and Organizing
Secretary (North) Sh. Devesh Sharma from AIBSNLEA CHQ side.
The PGMTD Karnal Shri Sudeep Kumar was the Chief Guest in
the Conference. Shri Ganesh Sabhrwal President AIBSNLEA
Haryana Circle presided over meeting.
All the dignitaries on the dias were warmly welcomed by
presenting shawls and mementoes. Circle Secretary AIBSNLEA
Haryana Shri Darbara Singh presented the Circle Secretary
report. He stressed upon the significance of the viability
related issues in the growth of BSNL. He apprised the role
of AIBSNLEA Circle body in resolving the issues of the
Executives' of Haryana Circle. He thanked the GS AIBSNLEA
for his tireless efforts for resolving the Haryana Circle
Executives' problems. He suggested the marketing of BSNL
services by providing the quality of services. He stressed
upon the need of generating the revenue by the alternative
methods also by using SWOT (Strengths,
Weaknesses, Opportunities, and Threats)
analysis in the BSNL. At last he welcomed the entire
distinguished guest for their esteemed presence in the Open
Session.
Com. Devesh Sharma, Organizing Secretary (North) CHQ in his
address congratulated all the members in Haryana Circle for
providing such a huge response in Circle Conference. OS
(North) mentioned that the Haryana Circle is a very
important Circle for BSNL as well as AIBSNLEA. He
congratulated all for the elaborate arrangement of
conference and making the Haryana as an important circle in
North Zone. He explained the efforts of CHQ in the direction
of continuously resolving the issues of BSNL DR Executives
like pay, pension and promotion. He highlighted that the
AIBSNLEA is always committed for the benefit of its members.
Com. Rajpal Sharma, AGS (F) in his address stressed that the
extra hard work from one and all is needed for continuing
the profit of the BSNL, which should be our ultimate target.
He appealed all the Executives to be unite for the
betterment of the BSNL. He highlighted that the interests of
all the Executives are very safe in BSNL. At last he
appealed to all for work together for the betterment of
BSNL.
Com. N.L.Sharma, AGS (HQ) in his address stressed on the
need of viability in BSNL. He informed about the efforts of
AIBSNLEA to introduce the affordability clause for BSNL in 3rd
PRC report but unfortunately the same was not became the
reality. He discussed the 3rd PRC recommendations
and its impact on the pension contribution. He mentioned the
need of analytical balance in these two. He stressed upon
the need of cascading effect for removing the harassment of
candidates in pay stagnation. At last Com. AGS HQ thanked to
the Haryana Circle Executives for such a nice conference.
GS AIBSNLEA, Shri Prahlad Rai, congratulated the comrades of
Haryana Circle for organizing successful Circle Conference
and thanked the comrades for their great affection with
AIBSNLEA. Com GS also thanked the Executives of Haryana
Circle for their support in Organizational action programs.
Com. GS gave the example of Kerla, Orissa, J&K etc and
appealed the Haryana comrades to do the work on the same
footsteps for making the Haryana a profit making Circle.
Com. GS mentioned the history of the formation of AIBSNLEA
and its role in the better policy formulation like Executive
Promotion Policy, BSNL MSRR etc due to which a large number
of BSNL Executives have achieved the DGM level posts.
Com. GS also briefed about the HR issues and achievements
of the AIBSNLEA. He explained the status of various CPCs,
Court Cases, DE to DGM promotion, Standard pay scale
status, CPSU cadre hierarchy issue, restructuring of AD(OL),
E1+5 increment, SDE RR, CPSU cadre Hierarchy, Superannuation
benefits of DRs, Diversion of posts of CAOs, AD(OL) case of
pay equivalent to SDE/AO, Rule 8 transfers etc, DPC in
Civil/Electrical wing, JTO (Officiating) regularization, PPS
posts creation in field units, DPCs of Telecom Factory and
the issues of PA/PS etc, creation of leave encashment trust
etc. Com. GS appraised the house about the AIBSNLEA demand
and its justification for replacement of E1A by E2,
E2A by E3 and upgrading the Executives pay scales i.e. E3 by
E4, E4 by E5, E5 by E6 and E6 by E7. He mentioned that AIBSNLEA is
trying its level best for the introduction of standard pay
scales with cascading effect. He mentioned that AIBSNLEA is
very much concerned about the HR issues and will definitely
achieve the desired results, but at the same time he also
requested all the executives to provide best services to the
customers and increase the revenue.
Com. GS mentioned that the Govt. has withdrawn the ADC
charges and not allowed BSNL to participate in the 3G
spectrum bid and subsequently BSNL was imposed the 3G
spectrum with highest rate. Subsequently Govt has taken
away the reserve fund of 30,000 crores from BSNL and BSNL
was not able to procure the equipment required for its
expansion. The Govt. is taking the pension contribution
from BSNL on highest of IDA pay scale instead of the actual
pay of an executive. He mentioned that Rs 500 Crores/Annum
may be saved by taking pension contribution on actual
basic.
Com GS mentioned due to the strong opposition by the
associations and unions only the dis-investment has not been
taken place in the BSNL. Dis-investment has not helped MTNL. Com
GS further mentioned that the present trend of the declining
profit is a serious concern for all of us and there is a
great need to think over it. Com GS mentioned that all the
dues of BSNL i.e. pending rural deficit charges, BSNL refund
etc should be cleared immediately by the Government. Com. GS
assured that the support of CHQ is always available for this
important Circle. In his detailed address Com. GS also
highlighted the issues showing the indifferent attitude of
Government, Encroachment of Rule 37 A pension by introducing
60:40 issue, 78.2 pay fixation case of BSNL pensioners,
pending rural deficit charges , exhausting BSNL reserve
funds of 30000 Crores has adversely affected the viability
of BSNL. Com GS mentioned that all the dues of BSNL i.e.
pending rural deficit charges, BSNL refund etc should be
cleared immediately by the Government.
He explained that how due to the efforts of AIBSNLEA,
Government has not succeeded to privatize BSNL on the issues
like VRS, 30% disinvestment and unbundling of last mile
copper and this is the only role of Trade Unions by which
the disinvestment and unbundling of Copper conductor has not
taken place in BSNL.
Com GS explained the role of AIBSNLEA in the viability of
BSNL. GS mentioned the firm Commitment of AIBSNLEA towards
the Viability of BSNL. At last he appealed the all
Executives' for make every effort with a team spirit and
customer care for making BSNL a vibrant organization. At
last he congratulated AIBSNLEA Haryana Circle for the
success of the open session.
Chief Guest of the Open Session PGMTD Karnal Shri Sudeep
Kumar in his address congratulated all for the successful
holding of the conference and Open session. He mentioned
that viability of the BSNL is the prime important issue for
all of us. He praised the BSNL employees for their hard work
and honesty. He stressed on to find the new ways of problem
resolving like concentrating on salary component, saving
electricity and fuel and grabbing new projects. He opined
that BSNL should grab the prestigious projects from Govt.
like BBNL recent project. He also stressed upon the
importance of the lease line and EB segment for earning
handsome revenue for BSNL for its better viability.
At last he thanked to the organizers for inviting and
successful conduction of the conference.
President of the Open Session Shri Ganesh Sabharwal
President AIBSNLEA Haryana Circle delivered the vote of
thanks.
At the end of the Circle Conference the elections were held
for the new Circle body for the next term. Com Gurdeep Singh
AO Ambala, Com. Darbara Singh, AGM Panipat and Com. Naresh
Kumar AGM (Call Center) were unanimously elected as
Circle President, Circle Secretary and Circle Treasurer
respectively for the next term. Retd. Com Shri Jasmer
Singh, Consultant Circle Body Haryana managed that stage
with an impressive way.
The entire Conference Hall was Jam Packed with mammoth
gathering.

Meeting with CMD, BSNL:
GS, FS, AGS (HQ) and Advisor (HQ) met CMD BSNL and discussed regarding:
a) Implementation of E-2 and E-3 pay
scales as replacement of E-1A and E-2A and upgradation of
Subsequent pay scales: We
expressed our serious concern against the BSNL's latest
letter to DOT in limiting replacement E-1A by E-2 and E-2A
by E-3 pay scales revising its earlier proposal of
up-gradation of subsequent pay scales E-3 by E-4, E-4 by
E-5, E-5 by E-6 and E-6 by E-7. This limitation will create
disparity among the pay scales of Executives in BSNL.
Several seniors executives in E-5 scale are stagnated for
the last two years and executives will be forced to continue
in E-3 pay scale for more than 10 years which will cause
further frustration. We categorically told that in case the
subsequent pay scales are not up-graded, then against this
disparity AIBSNLEA will be forced to go on agitation. CMD
after discussion assured to look in to the matter.
b) Implementation of 3rd
PRC: We appraised CMD about our
discussions with Addl. Secretary (T) in this regard and
requested CMD BSNL to kindly use his good office in DPE
through Secretary (T) to get approved the 3rd PRC report
implementation in BSNL with 15% fitment. CMD assured to
discuss the matter with Secretary (T)
c) Illegal promotion of 41 DGMs (Engg.)
of 147 SDEs of LDCE quota whose seniority have been quashed
by Hon'ble High Court Kerala and SLP is pending in the
Hon'ble Supreme Court of India:
We expressed our resentment against the illegal promotion of
ineligible DEs to 41 DGM (Engg) posts of 147 SDEs of LDCE
quota whose seniority is quashed by the Hon'ble High Court
Kerala and SLP is pending in the Hon'ble Supreme Court of
India. The JTOs joined in the year 1995,1994,1993,1992,1991
and 1990 have been assigned seniority as SDEs against the
vacancy of year 1994,1995, 1996 which has been quashed by
Hon'ble High Court Kerala because these JTOs were eligible
to write TES Gr-‘B' examination on completion of 5 years of JTO regular service and thereafter only they can eligible to
write TES Gr.'B' LDCE. Here the JTOs who were not born in
the cadre of JTOs are given TES Gr ‘B' seniority prior to
their JTO joining in the department. CMD BSNL after detail
discussions assured to get examine the case at the earliest.

PRC recommendations in BSNL with 15% fitment benefit:
We inquired about the outcome of the Group of Secretaries
meeting held in Cabinet Secretariat on 12.05.2017 which was
attended by Addl. Secretary (T). AST informed that earlier 3rd
PRC matter was being dealt by Member (S) but he himself has
wrote in the file and transferred the matter to his section
to deal the matter. Hence, in
the same line of DoT which was earlier presented by Member
(S) in the previous meeting of Group of Secretaries. He has
also represented the same views of DoT based on the proposal
submitted by BSNL and approved from Hon'ble MOS (C).
During the presentation Cabinet Secretary asked to the Group
of Secretaries and Secretary DPE that is there any
opposition / suggestion / modification in the 3rd
PRC Report by the respective Ministries representing various
PSUs. Secretary DPE clarified that there is no opposition /
suggestion / modification in the 3rd PRC Report
but there are some proposals for relaxation in the 3rd
PRC recommendations for which Cabinet Secretary mentioned
that major deviations from PRC report are not acceptable but
some minor deviations / relaxations may be considered by DPE.
AST further informed that specific case of BSNL was not
discussed in the meeting.
It is under
stood that DPE will finalize the 3rd PRC recommendations
shortly and there after will submit to Cabinet for approval.
Issue related to IDA Pension revision of BSNL Pensioners was
also discussed but Cabinet Secretary categorically told that
since Pension revision is not the issue related to PRC hence
cannot be discussed in this meeting and may be dealt
separately by the concerned Ministry.
(B) Replacement of E1A by E2 and E2A
by E3 and subsequent up-gradation of E3 by E4, E4 by E5, E5
by E6 and E6 by E7 in BSNL: We
requested to approve the BSNL's earlier proposal of
replacement of E1A by E2 and E2A by E3 and subsequent
up-gradation of E3 by E4, E4 by E5, E5 by E6 and E6 by E7.
AST mentioned that he got approved the E1A and E2A pay
scales from Hon'ble MOS (C) and issued the Presidential
Directives after having a thorough analysis and based on the
BSNL's first proposal submitted in the year 2009.
However, in case if any review is
considered DoT will take an overall view in this regard.
(C) Clarification on change of DNI
after Post Based Promotion under EPP:
We requested to issue clarification on change of DNI after
Post Based Promotion under EPP. We further requested not to
make any recoveries in case if the DNI is shifted after 12
months. AST assured for no recovery.
(D) Creation of Tower Subsidiary of
BSNL: AST informed that the
matter has been discussed in Govt. wherein Rs. 580 Crore
loan against the Stamp Duty has to be paid by the Tower
Subsidiary Company which will not be paid by BSNL but the
Tower Subsidiary Company will take loan from banks and will
repay within a span of seven and half year.
The creation of Tower Subsidiary
Company will be under the 100% control of BSNL and it will
be mandatory on the part of Tower Subsidiary Company to safe
guard the interest of BSNL in all circumstances.

Meeting with GM (FP), BSNL Corporate Office:
GS,
FS and CS MH Circle met with GM (FP) and discussed
regarding:
(A) CPC from JAO to AO, AO to CAO:
We requested to expedite the CPCs from JAO to AO and AO to
CAO. GM (FP) mentioned that the CPC process from AO to CAO
has been started to fill-up about 700 AO Vacant posts which
will cover entire JAO – 2010 Batch. APARs/VCRs have been
called for. AO to CAO CPC is depending on the basis of SLP
outcome in the Hon'ble Supreme Court. SLP has already been
filed in the Hon'ble Supreme Court against the judgment of
Hon'ble High Court Chandigarh. He assured an early action in
this regard.
(B) CPC from CAO to DGM (F):
We requested to fill-up all vacant DGM (F) posts. GM (FP)
mentioned that the CPC to fill-up about 70 DGM (F) vacant
posts is being initiated shortly and APARs/VCRs will be
collected.
(C) Consideration of request / tenure
transfer cases in the cadre of Accounts personnel:
We requested for consideration of request / tenure transfer
cases in the cadre of Accounts personnel. GM (FP) assured to
look into the pending cases.

Meeting with PGM (Estt), BSNL Corporate Office:
GS, AGS (HQ) and CS MH Circle met with PGM (Estt), BSNL
Corporate Office and discussed regarding:
(A) Notional Pay fixation of all the
up-graded Pay scales w.e.f. 01.10.2000 – Case of JTO/SDE
(C/E/Arch/TF) and PA Cadre: We
requested PGM (Estt) to get approved the matter from BSNL
Management Committee Meeting by clarifying the earlier
queries of the Management Committee. AIBSNLEA has already
submitted the suggestions for its implementation. PGM (Estt)
informed that the matter is in the agenda of BSNL Management
Committee being held today and she will try to get approved
it. She confirmed that AIBSNLEA views has been taken care in
this regard.
(B) Replacement of E1A and E2A by E2 and E3 scales and
subsequent pay scales up-gradation:
PGM (Estt) mentioned that at present as directed by CMD BSNL
a revised proposal to replace E1A by E2 and E2A by E3 has
been sent to DoT for consideration. Regarding up-gradation
of subsequent Pay Scale proposal she told that this will be
dealt separately. We pleaded that one stroke only the issue
should have been settled to avoid further anomaly i.e.
double pay fixation in E-3 scale or keeping one executive in
E-3 scale for 10 years etc. PGM (Estt) advised to discuss
the matter with CMD BSNL.
(C) Rs. 22820/- Pay fixation to JTOs/JAOs of post 2007
batches:
We requested to consider the case of Pay anomaly of JTOs/JAOs
post recruited year 2007. PGM (Estt) mentioned that in her
views the issue is not justified after the cut of date of
01.01.2007 to give fixation in the pre revised pay scales.
Also it will cause huge financial implications. We requested
to consider the case sympathetically to avoid Pay anomaly.
(D) TTA to JTO Promotions through DR Quota Pay fixation
case:
We requested to re-consider the case in view of the feedback
given by AIBSNLEA to treat TTA to JTO DR quota as promotion
after technical resignation. PGM (Estt) mentioned that in
her views TTA to JTO DR quota recruitment cannot be treated
as promotion. However, in Government, if such examples are
there the same may be provided to her for consideration. PGM
(Estt) also informed that some aggrieved officer have gone
to the courts for relief. Let us wait till the out come of
these court cases.

discussed regarding the Special C/L facility to be granted
to AIBSNLEA for its smooth functioning. GM (SR) informed
that the matter is there in today's Management Committee
Meeting agenda for discussion. He assured an early action in
this regard.

GS met CMD BSNL and discussed regarding:
(A) Implementation of 3rd
PRC recommendations in BSNL with 15% fitment:
We apprised CMD BSNL regarding our meeting with Jt. Secy (Admn)
on DoT presentation to DPE by AST, DoT. CMD immediately
discussed the matter with Director (HR) and Member (S) to
confirm the developments. CMD categorically mentioned that
in view of BSNL's positive EBITA (i.e. Earning Before
Interest, Taxes and Amortization), DoT should recommend 15%
fitment to BSNL executives to DPE. However, he assured to
discuss the matter with Secretary (T) for favourable
decision. He also advised us to meet Secretary (T) and
Secretary, DPE to achieve 15% fitment.
(B) Replacement of E-1A by E-2, E-2A
by E-3 and subsequent pay scales up-gradation-
We requested CMD BSNL to use his good office in getting
approved the BSNL's earlier proposal for the replacement of
E-1A by E-2, E2A by E-3 and upgradation of subsequent pay
scales as a permanent solution. CMD BSNL mentioned that he
will make effort in DOT to resolve the issue but the
important issue is 3rd PRC. We explained that
replacement of pay scales need settlement before 3rd
PRC only to avoid lowering of the scales.
16.05.2017:
Meeting with PGM (EW), BSNL CO:
GS, AGS (HQ) and CS MH circle met PGM (EW) and discussed
regarding-
(A)
CPC from JTO (E) to SDE (E) -
We requested to expedite CPC from JTO (E) to SDE (E) and
extended thanks for issuing EE (E) to SE (E) promotion
orders. PGM (EW) mentioned that to fill-up 13 posts of SDE
(E) by way of promotions from JTO (E), the work has been
completed but the file is pending in Pers. cell for the last
one month for approval. He also informed that the proposal
to initiate CPC to fill up 114 EE (E) posts on
adhoc
basis is also pending in Pers. Cell in the same file. He
assured to talk in person with PGM (Pers.) for an early
clearance. We have to peruse in Pers. Cell for an early
clearance.
(B) Consideration of some SDEs (E) and
EE (E) request transfers: PGM
(EW) assured to look in to the pending cases.

Meeting with Joint Secretary (Admn.) DoT:
GS, AGS (HQ) met with Joint Secretary (Admn.), DoT and
discussed regarding:
(A)
Replacement of E1A by E-2 and E2 by
E-3 and subsequent pay scales accordingly:
We requested for consideration of
replacement of E-1A by E-2, E-2A by E-3 and subsequent pay
scales E-3 by E-4, E-4 by E-5, E-5 by E-6 and E-6 by E-7 for
JTO/SDE/Sr. SDE/DE/DGM
equivalent executive cadres as per the initial
proposal of BSNL to remove the stagnation and to resolve the
issue once for all since there is not much financial
implications. Joint Secretary (Admn.) DoT after detail
discussions mentioned that DoT will take decision on the
basis of overall purview.
(B) Implementation of 3rd
PRC recommendations with 15% fitment:
We inquired about the outcome of DoT presentation to DPE
made by DoT on 12.5.2017. Joint Secretary (Admn.) informed
that the presentation to DPE was made by Addl. Secretary (T)
and not by him. The brief note on the discussion with DPE
will be received from Addl. Secretary (T) soon. He advised
us to meet Addl. Secretary (T) to know the details. On our
request of 15% fitment benefit to BSNL executives, Joint
Secretary (Admn.) replied that in the past meeting with
Secretary it was clarified that 3rd PRC report has already
been notified and on the basis further decisions are to be
taken. It seems that DoT may not recommend 15% fitment to
BSNL employees. Against this we have to decide strategies to
achieve 15% fitment at any cost.

very strong leader at various levels Comrade VKP expired on
16.05.2017. VKP, an inspirational personality with
full of sincerity and motivation. Nevertheless of his ill
health he was always in the forefront to safe guard the

BSNL to DPE in this regard but now the matter is being
handled by Addl. Secretary (T), DoT, hence matter needs to
be persuaded by all of us in DoT/DPE to get approved 15%
fitment benefit to BSNL executives.
(B) DE to DGM (promotion):
While extending our thanks for
issuing 438 DGM promotion we expressed serious resentment
against 41 DGMs promotion of 147 (LDCE) SDEs group whose
seniority has been quashed by the Hon'ble High Court Kerala
and SLP in pending in the Hon'ble Supreme Court to decide
their seniority. Hence these 41 non-eligible DEs have been
promoted to DGM posts above their senior DEs. It has caused
serious frustration amongst the senior DEs who are fighting
in the Hon'ble Supreme Court for justice. Director (HR),
after detailed discussions in the presence of GM (SR), Jt.
GM (Pers.) and OSD directed Jt. GM (Pers.) to take immediate
legal opinion and will further discuss the matter with
AIBSNLEA after joining of PGM (Pers.) from leave shortly.
15.05.2017:
Meeting with CMD BSNL
GS, FS, AGS(HQ) met CMD BSNL and discussed regarding
(a) Implementation of 3rd
PRC with 15% fitment: We
requested CMD BSNL for getting approved 3rd PRC
recommendations with 15% fitment benefit for BSNL executives
from DOT/DPE. CMD BSNL informed that BSNL has already
recommended to DOT for 15% fitment benefit to BSNL
executives and on Friday (12-5-2017) Jt. Secy. (T) DoT has
submitted the same to DPE for further necessary action. He
assured to discuss the matter with new Secretary (T) shortly
and will try to plead before DPE along with DoT officers.
He further mentioned that Member (S), Telecom Commission has
transferred this matter to Administrative Cell of DOT as it
is of their domain. He was dealing the matter earlier since
the out going Secretary (T), Shri J.S Deepak assigned him
this work. CMD advised us also to pursue the matter in DoT/DPE
for positive implementation.
(b) DE to DGM promotion:
We extended our thanks for issuing 438
DGM promotion orders but expressed serious resentment
against the 41 DGMs promotion of the DEs who belongs to 147
LDCE SDEs (T) group whose seniority has been quashed by the
Hon'ble High Court Kerala and SLP is still pending in the
Hon'ble Supreme Court to decide their seniority. Hence the
non-eligible DEs have been promoted above the senior DEs.
It has caused serious resentment and demoralisation to
senior DEs who will now work under their juniors. CMD
appreciated our concern and mentioned that he has already
directed Director (HR) to investigate the matter as per the
letter given by us in this regard.

the 7th CPC - Revision of pension of pre 2016 pensioners /
family pensioners - Instructions on Pension revision of BSNL

Department of
Pension & Pensions Welfare has issued instructions on
Implementation of Govt. decision on the recommendations of
the 7th CPC vide letter number 38/37/2016-P&PW (A) dated
12.05.2017 wherein para 12 relates to Pension revision of
BSNL Pensioners i.e.
"The pension
of the pensioners who are drwing monthly pension from the
Government on [permanent absorption in public sector
undertaking/autonomous bodies will alos be revised in
accordance with these orders. However, separate orders will
be issued for revision of pension of those pensioners who
had earlier drawn one time lump sum terminal benefits on
absortption in public sector undertaking, etc and are
drawing one-third restored pension as per the instructions
issued by this Department from time to time."

made to give posting on promotion as a policy with minimum
disturbance. Now all the promoted DGMs should give their
best to BSNL since they are in field units to run the BSNL.

It is a historical achievement that more than 1200 DGMs (Engg)
are now working in BSNL promoted from Gr.'B' cadre. This is
the outcome of our sustained efforts during the last 11-12
years wherein we ensured that proper promotion policy is in
place. Hence, BSNL MSRR-2009 come in to existence which
pave the way for the DGMs promotion in all the disciplines
of BSNL. AIBSNLEA efforts will continue to ensure for
filling up of all the STS and SDE equivalent vacant posts
to remove the stagnation in the carrier prospects of Gr.'B'
level Executives. About remaining 74 vacant DGM posts will
be filled up shortly on receipt of the APARs and by holding

stand on replacement of existing pay scales:
AIBSNLEA has reiterated its stand on
the replacement of intermediatory pay scales E1A, E2A and
other scales E3,E4,E5, E6 by E2,E3,E4,E5,E6 and E7
respectively and accordingly has given a letter to CMD, BSNL
and Secretary (Telecom) for reconsideration.
In this connection BSNL has already
sent a proposal to DoT vide letter number 1-13/2015-PAT
(BSNL) dated 06.06.2016 for approval wherein-
(i)
Pay scale of JTO & SDE (& equivalent executives) may be
revised to E2 and E3 respectively as replacement of
pre-revised scale of E1A / E2A w.e.f. 01.01.2007.
(ii)The
pay scales E3, E4, E5 & E6 may be up-graded to E4, E5, E6 &
E7 w.e.f. 01.01.2007 in respect of the cadres of Sr. SDE,
AGM, DGM and SG-DGM respectively and appropriate changes may
accordingly be approved in the BSNL Executive Promotion
Policy.
AIBSNLEA is demanding the same for the benefit of all
executives. AIBSNLEA represents all disciplines of the
executive of BSNL whether it is BSNL absorbed or BSNL
recruited, hence trying for benefit of all the cadres.
In case, Executive Associations
do not insist upon for the approval of above BSNLs proposal
then all the Executive Cadres will never forgive them.
Moreover replacement of E1A by
E2, E2A by E3 and subsequent pay scales E3 by E4, E4 by E5,
E5 by E6 and E6 by E7 was first item in the Manifesto of
AIBSNLEA for the Membership Verification held in December
2016.
AIBSNLEA strongly opposed keeping one
Executive in E3 Scale for ten years consequent upon revision
of E1A by E2 and E2A by E3 scales.
JTO / JAO promotions will not end at the level of SDE / AO
only but they will be promoted to the higher grades also. In
view of this all the pay scales have to be up-graded as
already accepted and recommended by the BSNL Management.
When AIBSNLEA is demanding up-gradation of scales up-to E-7
grade, how it can be unfortunate? AIBSNLEA has been
demanding for the replacement of E1A by E2 and E2A by E3 but
it cannot drop the demand of up-gradation of higher scales
upto E7 grade since it represents all the cadres of BSNL
executives.
In aforesaid proposal financial burden
on BSNL towards perks & allowances of the executives would
be bare minimum as the executives from the scales E3, E4, E5
and E6 would be simply placed to the next higher scale i.e.
E4, E5, E6 & E7 and most of them will not get any financial
benefit even of a single penny except those whose stagnation
comes to an end. Hence, there
would not be any cascading effect.
We therefore, just requested CMD, BSNL to insist upon DoT
for approval of this proposal to resolve the problem once
for all.
We have also requested BSNL Management
to persuade for approval of the proposal of deduction of
pension contribution payable to DoT on actual pay of an
executive instead of the highest of his/her pay scale. This
will reduce the additional financial implications on BSNL on
account of pension contributions to bare minimum.
However, AIBSNLEA support will
continue to AIGETOA for their strugle.

of fake order on replacement of E1A and E2A pay scales by E2
and E3 pay scales respectively:
GS discussed
with Director (PSU) to confirm the validity of a letter send
by him on 01.05.2017 regarding
replacement of E1A and E2A pay scales by E2 and E3 pay
scales respectively. Director (PSU) informed that NO SUCH
ORDER HAS BEEN SIGNED BY HIM. It is a fake order which has
been circulated fraudulently by some miscreants.

Latest Status of DE to DGM(Engg.) promotion orders:
GS, Advisor(North) CHQ, CS Rajasthan Circle met PGM(Pers.) &
requested for issuing the DE to DGM(Engg.) promotion orders
today itself. PGM(Pers.) mentioned that posting on promotion
from DE to DGM(Engg.) are being finalized & after the
approval of Director(HR), BSNL Board, 513 DE to DGM(Engg.)
promotion
orders will be issued by tomorrow.
Hence, promotion orders are expected tomorrow only.

01.05.2017 Meeting
CMD BSNL - Update
on promotion orders from DE to DGM (Engg.)
GS, AGS (Fin)
and CS, AIBSNLEA Rajasthan met with
CMD, BSNL and requested for early issuance of orders for
promotion from DE to DGM. During discussions we requested
CMD BSNL for the filling-up all vacant DGM (Engg) posts got
vacant consequent upon adhoc promotion of all ITS officers
working as Addl. GM to the post of GMs. CMD appreciated our
concern and assured to fill-up all vacant DGM (Engg) Posts.
Accordingly, today evening CMD BSNL has approved CPC minutes
from promotion from DE to DGM to fill-up 513 vacant DGM (Engg)
posts.
The promotion
orders of 513 DE to DGM are expected today itself.
AIBSNLEA CHQ
is continuously pursuing for the promotion ordrs. We are
extremely thankful to CMD BSNL for considering our request
to fill-up all vacant 513 DGM (Engg) posts in the ensuing
CPC itself.
About 46 SDEs qualified in the year 1989 are expected to be
covered.

AIJTOA, AIPTCE (Gr.-'B'), AIPTEE (Gr.-'B'), AIJEA, AIPTAA, ABDRA,
AITSA, BSNLEA. AIBSNLEA is in the true sense protecting the
