in getting released the Presidential
Directive from DoT for implementation of New
IDA Pay Scale notified by DPE & approved by
BSNL Board. GS, President, AFS today met
concern officers of DoT i.e. Director (TPF),
DDG (TPF), Director (PSU) & Jt. Secretary
(Telecom), DoT for issuance of Presidential
Directive . They requested all the officers to
issue the Presidential Directive today
itself since date of implementation of New
IDA Pay scale will be from the date of
issuance of Presidential Directive. JST
immediately intervened in the matter & got
cleared the file for releasing the order.
Finally Director (PSU) promptly took action
& issued Presidential Directive. We
express our sincere gratitude to the officers in DoT &
Hon'ble MOC&IT for issuance of Presidential
Directive in due time. Let us
resolve to perform the best to regain the No. 1
position of Telecom Sector of Country

26.02.2009: GS, President, AGS
(C/E/Arch/TF) met concerned officers
regarding pension related and other issues
i.e.
a) 50% IDA merger with
basic- case of pensioners- It was
informed that the matter was referred to DPE
for guidelines but till date no reply has
been received. The DoT officers has spoken
to DPE officers for early sending of the
reply in this regard. DPE officers has
assured for sending the reply in the next
week. The reminder on this issue is being
sent to DPE tomorrow.
b) Payment
of pension to the BSNL Employees retired
between 01/01/2006 to 30/12/2006- It
was informed that matter is in to
consideration to the DoT finance wing. But
BSNL management should also send their
recommendation in this regard.
c)
Revision of pension in
IDA Scales- The absorption Cell of
DoT has already asked the clarification from
Law Ministry in this regard and the reply is
expected shortly.
d)
Deferred option from
CDA to IDA scales after 01/10/2000-
It is understood that the issue is under
examination with Finance wing of DoT.
26.02.2009 : GS, President, AGS
(C/E/Arch/TF) met Sr. DDG (Vigilance) DoT
and discussed regarding allowing Vigilance
clearance to retiring officers awarded
minor/ major penalty just before their
retirement. Sr. DDG (Vigilance) DoT
appreciated our concern and informed that
matter has already been taken up with DoP&T
for modification the earlier instructions
and the reply is expected shortly.
26.02.2009 : GS, AGS (C/E/Arch/TF)
met DGM (EW-QC) BSNL and discussed regarding
progress on ACP withdrawal committee. DGM (EW-QC)
informed that the ACP withdrawal committee
headed by GM (SP) could not meet due to GM
(CA) is on leave. He mentioned that the
committee will now meet in the next week to
discuss the ACP withdrawal issue.
26.02.2009 : GS, AGS (C/E/Arch/TF)
met PGM (BW) BSNL and discussed to fill up
all vacant EE (Civil) posts in BSNL. He
informed that efforts are being made to take
the approval from competent authority to
fill up all vacant EE (Civil) posts. We also
expressed our serious concern where PGM
(BW)/ Electrical did not use their good
offices in providing suggestions/ views on
framing of Group “A” RRs and MTRRs for
Civil/ Electrical wings. He clarified that
officially their views in this regard has
not been taken. |

implementation of BSNL Executives. It is
informed that the Presidential Directive

and addressed the Open Session of 2nd
Circle Conference of MP Circle at Jabalpur.
The big Conference hall of Shri. Radha hotel
, Civic Centre, Jabalpur was jam packed. The
dais was graced by the esteemed presence of
Shri. Jainendra Kumar, CGM T&D Circle,
Jabalpur (Chief Guest), Shri. M.K. Jain,,
General Manager (Development) MP Circle on
behalf of CGMT MP Circle, Bhopal, Shri. G.P.
Verma, GM (Finance), MP Circle, Shri. G.C.
Manna, GM Telecom. District, Jabalpur, Shri.
A.C. Mishra, GM (Area), Jabalpur were the
guests of honour. The representatives of
ITSA, SNEA, BSNLEU, NFTE, FNTO also
attended and addressed the Open Session.
The Senior Officers of MP Circle, WTR,
BRBRAITT, T&D Circle & Telecom. Factory
were also present. Com. B.S. Rajput in his
welcome / keynote address discussed the
Circle & All India level issues, mainly
immediate absorption of ITS officers in BSN
delay in which is affecting the viability of
BSNL, immediate implementation of new IDA
pay scales,149 plan and unlimited Broadband
plan on RSTCS to Executives, immediate
implementation of Time Bound up gradation of
PA/PS in MP Circle as most of the Circle
have implemented and PA/PS had already
undergone E-1 to E-2 training and the issues
related to viability of BSNL etc. Shri. M.K.
Jain, GM(D) in his address mentioned that
99% ITS officers are willing to take
absorption in BSNL subject to settlement of
their demands agreed in MOU. He mentioned
that ITS officers do not have any other
place to serve with dignity except BSNL He
also mentioned that the Executives and Non -
Executives should support their cause. Shri.
Jainendra Kumar, CGM T&D Circle in his
address stated that the quality of BSNL
services is good, customers have faith in
BSNL services but BSNL is not reaching to
the Customers with new schemes/ plans. He
added that BSNL Marketing & Sales Wings
should be strengthened. Shri. G.P. Verma, GM
(Finance) in his address mentioned that
unwanted expenditures in BSNL should be
avoided. Some SSAs are making less
expenditure & earning more whereas some
SSAs are spending more and earning less
which needs review. Shri. P.K. Jain, DGM (WTR)
and Secretary, ITSA, MP Chapter in his
address highlighted that 80% ITS officers
are ready to take absorption n in BSNL if
their demands, i.e. IDA pension revision, up
gradation of BSNL Board and ensuring
viability of BSNL. are resolved. He also
mentioned that it is most painful to hear
that there are like Britishers in BSNL and
unwantedly working in BSNL. He appealed the
Executives & Non- Executives to support
their demands. Com.GS, President, OS (West)
apprised in detail the status of All India
issues, i.e.finalisation of Group “A” RRs,
MTRRs, DPCs in STS & Group “B” grades of
various disciplines, recasting of seniority
list of TES Gr. “B” officers on settlement
of 1966 SDEs (Telecom.) reversion case,
settle of AAO pay scale, withdrawal of ACP
of PA/PSs and JTOs (Civil), notional
fixation of in implementing the revised
upgraded pay scales, creation of PPs posts
upto SAG level in field units, as per new
common RRS, all the pay scales in BSNL for
PA/PS should be uniform including Corporate
office whereas only in Corporate office the
same scale of Pay equivalent to Sr. SDE/Sr.
SDE had been implemented with effect. From
01.01.1996 , implementation of new IDA pay
scales after issuance of Presidential
Directive from DOT by February end. They
discussed in detail the issues related to
viability of BSNL mainly Absorption of ITS
officers in BSNL which is affecting the
growth of BSNL because the ITS officers are
working under uncertainty. Com. GS,
President mentioned that ITS officers
dominated Administration in DOT & BSNL,
never allowed JTOs even to have two regular
promotions in their entire career in DOT and
the same situation they want to continue in
BSNL too. It is the most frustrating
situation. They mentioned that they are not
against any cadre but deputation to BSNL
should end and Company should be lead by
its own Executives. They appealed all the
Executives & Non – Executives for
attitudinal change and mind set to make the
customers delighted. They also called upon
the Executives & Non-Executives for making
the Joint Forum Agitational Programme a
complete success like 11 th July, 2007. Com,
H.M. Bajpayee, Circle President extended
Vote of Thanks.Com. Parvez Khan, ACS
compared the Programme. The Host Branch,
Jabalpur Telecom. District Branch Secretary,
Com. M.Y. Khan and Branch President Com.
T.N. Pandey and other Branch Executives’
untiring efforts made the Conference a Grand
Success. The Open Session continued for five
hours. i.e. from 17.00 hours and 22.00
hours.

GS further contacted to Secretary Telecom Office
regarding Clearance of New IDA Pay-Scales. It is
informed that Secretary Telecom has cleared the case
today morning & immediately sent to Hon'ble MOC&IT
for approval. We may now expect approval from
Hon'ble MOC&IT tomorrow. |
19.02.2009 :
GS met DGM(SEA) & discussed about status of DPC
from AO to CAO. DGM(SEA) informed that the DPC
from AO to CAO is in progress. ACRs from most of
the Circles have been received except NE-II
Circle & some few ACRs from other circles. The
VCR for 363 AOs have been received. The efforts
are being made to collect the VCR of remaining
AOs from CVO.
He assured for early completion of the DPC.
(b) Issue of
transfer order of AOs & CAOs completed more than
2 years in Tenure Circles. We expressed our
serious concern against abnormal delay in
issuing the transfer orders of AOs/CAOs
completed more that 2 years in the tenure
Circles. We also requested to de-link tenure
transfers from DPC.
DGM(SEA) assured
that tenure transfers will immediately be issued
de-linking from DPC. |

Pay-Scales implementation in BSNL. It is
understood that the case has came to Secretary

attended personal hearing with CMD BSNL as per
the directives of hon’ble Kerala High Court. Dir

President met ED (Fin) and expressed serious
concern against delay in completing the DPC
process from AO to CAO since the DPC process was
initiated in July 2008 to fill up 388 CAOs
posts. ED (Fin) informed that DPC is getting
delayed due to missing ACRs and non-receipt of
VCRs. WE requested him to use his good office to
contact the concerned GMs (Fin) for immediate
sending of missing ACRs and VCRs. ED (Fin)
assured an early action in the matter. |

President, AGS (HQ) met Dir (HRD) and discussed
–
(A) Upgradation of Asst.
Manager (JTS) posts to AGM Telecom Factory –
We pleaded for upgrading 30 JTS posts to AGM
(STS) posts in Telecom Factories to avoid
stagnation of SDE (TF). 17 AGM posts have been
upgraded to DGM (TF) posts, which reduced the
AGMs posts to 14, which is a very meager number
to provide promotion to 96 SDEs (TF) to the post
of AGM. Dir (HRD) advised GM (Pers) to restore
the old sanctioned strength of AGM (TF)
numbering 31.
(B) Recasting of seniority
of JTO/SDE (TF) –
We requested to recast the seniority of JTO/SDE
(TF) as per Recruitment Rules to avoid
anomalies. Dir (HRD) assured to look into.
(C) Finalisation of Gr. A
RRs – We requested
for early finalisation of Gr. A RRs in BSNL. Dir
(HRD) assured that Gr. A RRs approved by
Management Committee of BSNL will be placed in
the next BSNL Board meeting for approval.
(D) DPC from SDE (T) to DE
– We requested to
fill up all vacant (about 2500) DEs posts in the
DPC under process to avoid court cases. Dir
(HRD) advised GM (Pers) to call the ACRs of all
eligible TES Gr. B officers to fill up all
vacant DEs posts immediately. He mentioned that
Association should also make sincere efforts for
completing the ACRs and dispatch of ACRs so that
DPC process is completed at the earliest. We
assured him our full cooperation in this regard.
(E) DPC from JTO (T) to
SDE (T) – We
expressed our serious concern against delay in
completing the process of DPC from JTO (T) to
SDE (T). GM (Pers) explained that DPC process to
fill up about 1600 SDEs (T) posts is in advance
stage but still some Circles are to send ACRs /
VCRs to BSNL CO. He assured an early action in
this regard.
(F) Implementation of new
IDA pay scales – We
requested Dir (HRD) to use his good office for
getting cleared the BSNL Board’s recommendations
on new IDA pay scales implementation notified by
DPE. We informed him that the case is cleared by
DOT Pension Cell today and pending with Advisor
(Fin) DOT for clearance which will go to Member
(Fin), Secy (T) and hon’ble MoC&IT for approval
of issuance of Presidential Directives. Dir
(HRD) assured to talk the concerned authorities
of DOT in this matter.
(G) Relieving of
SDEs (T)/DEs from J&K Circle, transferred on
completing tenure –
We requested Dir
(HRD) for his kind intervention in relieving
SDEs / DEs already transferred by BSNL CO from
J&K Circle to their choice Circle on completion
of tenure. GM (Pers) informed that as earlier
discussed 10 SDEs (T) have been posted to J&K
Circle i.e. 8 from AP Circle and 2 from Punjab
Circle on request basis and about 8 SDEs in the
recent promotion order have already joined J&K
Circle. Efforts are being made to get released
the SDEs, DEs already ordered for transfer. |

meeting held and discussed the issues adversly
affecting the viability of BSNL mainly delay in
absorption of ITS officers in BSNL and increase
in FDI in Indian Telecom sector etc. Joint Forum
unanimously resolved to impress upon for
immediate absorption of ITS officers in BSNL and
to serve notice of Active Trade Union Action
programmes as under:-

(Estt) called some related documents from GM
(Estt) BSNL today and the same were sent
immediately. It is expected after DOT Pension
Cell Comments, case will be put up to Member
(Fin) for clearance. We are pursuing the matter

As assured by CMD & Director (HRD) BSNL the
Management Committee of BSNL Board approved the
Group 'A' RRs in BSNL & allowed to create TES
Group 'B' posts on super-numeric basis to avoid
reversion of 1966 SDEs (Telecom). It will pave
the way to regularize the adhoc STS Level
Executives in BSNL & immediate filling up of the
vacant JAG level posts amongst them. The DPC
from TES Group 'B' to DE will also be expedited
due to settlement of 1966 SDEs reversion case.

11.02.2009 : DPC from JTO
(T) to SDE (T) - As assured, DGM (Pers) spoke to
the different Circles from which ACRs/VCRs are
awaited for seniority-cum-fitness promotion from
JTO (T) to SDE (T). Following table shows the
status of Screening Committee report / ACRs &

11.02.2009 :GS,
AGS (HQ) & GS, AGS SNEA(I) met Member
(Services) Telecom Commission. Director (HRD)
BSNL, GM (Estt.) BSNL & DDG (Estt.) DoT were
also present. We requested for allowing deferred
option from CDA to IDA Pay Scales after
absorption in BSNL as assured in the
Presidential Order of absorption. Member
(Services) assured to examine & decide the case
shortly. |
11.02.2009 :
GS, AGS(HQ) & GS, AGS SNEA(I) met DDG (TPF) DoT
and Member (Finance) Telecom Commission and
requested for early clearance of new IDA Pay
Scale implementation as recommended by
BSNL Board. Member (Finance) assured that he
will clear the case today & send to Secretary
Telecom immediately. He mentioned that the
matter was delayed since CMD BSNL wanted to
review the BSNL Board decision. We are expecting
after approval from Secretary (T) the
case will be sent to Hon'ble MOC & IT tomorrow
for approval. |

09.02.2009 : GS, AGS (HQ),
FS and Advisor-I met Dir (HRD) and discussed :
(a) DPC from SDE (T) to DE
– We thanked Dir
(HRD) for initiating the DPC process to fill up
about 1350 posts of DEs. We requested to fill up
all vacant posts of DEs i.e. about 2500. Dir
(HRD) assured to look into the matter.
(b) Implementation of
hon’ble Kerala and Delhi High Court judgments on
1966 SDEs (T) reversion case –
We pleaded for immediate implementation of
Kerala and Delhi High Court judgments so that
1966 SDEs seniority reversion is avoided and to
sort out the issue, suggested to create required
super numeric posts. Dir (HRD) assured to look
into the matter.
(c)
Discussions on TES Gr.
B seniority list –
We expressed our serious concern against several
court cases being filed by SDEs (T) to get the
benefit of rule-206 as already implemented for
54 SDEs (T). We pleaded to get further
clarification from hon’ble Supreme Court
regarding recasting of TES Gr. B officers’
seniority list based on rule-206 or rule-1966.
We also requested to fill up all vacant DEs
posts immediately so that number of court cases
may be reduced.
(d) Finalisation of Gr. A
RRs – We requested
to bring Gr. A RRs in the next MC meeting for
approval as assured. Dir (HRD) further assured
for early finalisation of Gr. A RRs and
regularisation of adhoc STS level Executives. He
also mentioned that Pers. branch has already
uploaded the DEs adhoc list on BSNL CO website
for omissions / additions, if any before
processing the names for regularisation.
(e) DPC from JTO (T) to
SDE (T) – We
expressed our serious concern against delay in
completing the DPC process from JTO (T) to SDE
(T) of seniority-cum-fitness quota. DGM (Pers)
informed that about 13 Circles have sent the
required information to BSNL CO and he assured
that he will personally speak to the remaining
Circles to send the ACRs (screening report) at
the earliest. He also assured to provide the
list of missing names to the Association for
pursuance.

Shri Rajinder Singh Staff no.33941 to the
Seniority No.14001 against name of Shri Badhe
Prakash Eknath (Stno.30304) for OC/SC and from
Seniority No. 20061 to 24456 for ST are to be

UNITED FORUM
ORGANISATIONAL PROGRAMMES CONTINUE
: 2nd day demonstration programme
successfully and more enthusiastically
implemented through out the country. At BSNL
Corporate Office, the lunch hour demonstration
was addressed by Shri V.A.N. Namboodiri,
Convener, Joint Forum, Shri A.K.Kaushik, GS,
TEAM (MTNL) and Shri V.K.Tomar, GS, MEA (MTNL).
They assured their fullest support to the United
Forum organisational action programmes.
The
demonstration on 4th Feb 09 and
DHARNA programmes on 5th and 6th
Feb 09 have to be successfully implemented by
the participation of full strength membership.
The representatives of United Forum had meeting
with Dir (HRD) wherein Dir (HRD) informed
regarding his discussion with Member (Fin) for
early issuance of Presidential Directive on 2nd
PRC. He mentioned that BSNL’s letter received
yesterday has been marked to Internal Finance
wing of DOT for examination. On receipt of the
observation of Finance wing action will be taken
on the matter. Dir (HRD) requested Member (Fin)
for granting a meeting to the representatives of
United Forum. He mentioned that since case is
being examined the meeting will simply wastage
of time. During discussions Dir (HRD) appealed
United Forum to call off the organisational
action programmes. We requested him to give in
writing the assurance given by the Member (Fin)
in this regard but he shown his inability to do
so stating that he was not given any concrete
assurance by Member (Fin).
United Forum of BSNL Executives’ Associations
after analysing the developments decided to
continue and intensify the organisational action
programmes as per the notice served. All the CHQ
/ Circle / Branch office bearers are requested
to implement the organisational action
programmes in full. Members are requested not to
be carried away by misleading informations.

03.02.2009 : GS writes to
CMD BSNL regarding non-settlement of the
grievances of Electrical/Civil wing Executives
regarding Gr. ‘A’ RRs, implementation of
upgraded pay scales w.e.f. 01.10.2000 and other
issues.

03.02.2009 : GM (SR) arranged a presentation of
Boston Consultants Group (BCG) with the
representatives of AIBSNLEA. GM (Restr.) was
also present. The BCG representatives made a
presentation on the strength and weaknesses of
BSNL in the areas of Sales & Marketing, Telecom
Market Share, STD PCOs, Billing Procedures,
Customer care, BSNL’s Franchisee Policy, HRD
Functioning etc. It was a preliminary exercise
of BCG wherein the routine issues were
incorporated. |
02.02.2009 : The representatives of United Forum
of BSNL Executives’ Associations Rajasthan
Circle submitted memorandum to Shri Gopal Das,
Dir (HRD) BSNL, during his visit to Jaipur,
regarding early implementation of 2nd PRC
report, framing of Gr. A RRs, filling up of
vacant STS Gr. A and TES Gr. B posts etc. The
brief of discussions is as under :
(1) ITS Group "A"' Absorption : They requested
Director (HRD) to finalise the ITS group "A"
absorption immediately. In view of ITSA, GS
statement in which he categorically told that
the ITS officers have decided against getting
absorbed.
Director (HRD) apprised that issue is already
under discussion with CHQ level representatives
and the process of absorption will be expedite.
(2) 2nd PRC Implementation : They requested
Director (HRD) to issue the orders relating to
implementation of 2nd PRC along with fixation
and payment of allowances. Director (HRD)
assured to resolve the issue and arranging a
meeting with Member (F), DOT and CHQ office
bearer in New Delhi very shortly.
(3) Finalisation of Group "A" RRs : Director
(HRD) apprised that discussion in this matter is
in final stage with CHQ office bearers. He also
shown concern about pending regularisation of
adhoc STS officers in BSNL and assured to
finalise the Group "A" RRs very soon.
(4) DPC to fill up SDE's/DE's vacant posts :
They requested Director (HRD) for early
implementation of legal opinion
about 1966 reversion case. They emphasized to
revise the seniority list as per judgment of
various High Court orders and expedite the
process of holding DPC to fill up the vacant
post of STS level officers in BSNL. They also
requested to complete the JTO to SDE DPC.
Director (HRD) assured to complete the DPC
process by March 2009 subject to the condition
that pending ACR's from various Telecom Circles
are submitted within a week’s time.
Director (HRD) appreciated
the concern of United Forum and assured that he
will always share opportunity of interaction,
whenever he visits pink city Jaipur.

UNITED FORUM
ORGANISATIONAL PROGRAMMES
: Organisational Action Call given by United
Forum of BSNL Executives’ Associations i.e.
Demonstration has been successfully implemented
through out the country. Demonstrations on 3rd,
4th and DHARNA programmes on 5th
and 6th February are to be
implemented with the same zeal and spirit.
Yesterday, CMD
and Director (HRD) BSNL discussed the matter
with us and CMD assured that DOT is being
further requested to reconsider the BSNL Board’s
decision on 2nd PRC recommendations.
He mentioned that in view of continuous decline
in BSNL’s profit it is difficult to increase the
allowances. We pleaded that allowances can be
discussed separately. But the BSNL Board’s
decision on 2nd PRC must be
implemented immediately. Any dilution in this
regard can not be accepted. CMD assured that a
letter to DOT will be sent tomorrow for
considering the earlier BSNL Board’s decision on
2nd PRC. We requested him that before
he leaves for foreign trip to South Africa on
Monday, he should use his good office to
interact with DOT authorities for early issuance
of Presidential Directive. CMD assured that
before his departure to abroad he will talk to
the concerned officers in DOT for an early
action and appealed to United Forum to call off
the agitation programmes.
Today, GM (SR)
informed to the representatives of United Forum
of BSNL Executives’ Associations that a letter
has been sent to DOT for consideration of
earlier BSNL Board’s decision on 2nd
PRC, hence United Forum should withdraw the
agitation. But as per the contents of the letter
sent to DOT we resented that why BSNL Management
has mentioned the financial implications related
issue of non-Executives’ wage revision i.e. 4500
crores. Since 2nd PRC recommendations
are applicable to Executives, Board of Directors
and Non-Unionised Supervisors only. The wage
negotiation with non-Executives is a separate
exercise to be completed by BSNL Management.
Moreover, while implementing the 6th
CPC recommendations for deputationists in BSNL
the financial implications of implementation of
2nd PRC report for Executives and
non-Executives were not considered at all. Hence
it is an attempt to further complicate the issue
and since confusion has been created it will not
be very easy to get the approval of DOT. We
pleaded that BSNL Management should make sincere
efforts in DOT for early issuance of the
Presidential Directive. GM (SR) after having
talks with Dir (HRD) who is on tour to Jaipur
and informed us that Dir (HRD) will try to
arrange a meeting of United Forum
representatives with Member (Fin) tomorrow and
will see that the Presidential Directives are
issued at the earliest. We assured GM (SR) that
after the meeting with DOT authorities and
observing their attitude United Forum may review
its decision of Organisational Action
Programmes.
All the
CHQ office bearers, Circle / Branch Secretaries
are requested to mobilise for successful
implementation of the agitation programmes.
