We requested DIR HR to consider the Promotions from SDE
(E ) to EE ( E ) as there is no court cases against the
promotion in electrical stream . By issuing Promotion
orders in Electrical Stream , we requested , BSNL
management can share the feeling among executives that
BSNL management is not against releasing any eligible
promotion orders for employees in any stream as most
awaited SDE(T) to AGM(T) promotion struck in court of
law by our own executives .

Pending Promotion from AO to CAO promotion:
AIBSNLEA submitted the solution to DIR(HR) also for
issuing the AO to CAO promotion orders without much
delay and sought support of Management for the same.
After listening our
suggestion , DIR ( HR ) readily assured his full

of promotion orders for the long awaited AO to CAO
AO to CAO promotion process struck in
2018 through the “status-quo” called by Hon'ble CAT
Chandigarh (OA No 1435/2018 with MA 168/2019 &MA 1749 /
2022). Due to the “Status quo” called by the Court, Some of the AOs could not join to their CAO
posts as per the promotion orders issued in 2018 .The case is lingering
for more than 4 years in court with 29 adjournments
and Scheduled further for 27.10.2022.

Stay on SDE(T) to AGM(T) promotion by Hon'ble CAT
Jabalpur (OA No: 746/2022) has been vacated on
28.09.2022. Regarding the direction of Hon’ble CAT
Kolkata (OA No 350/01626/2022) on recasting the SDE
Seniority Lists, BSNL has filed Review Application (RA
22/2022) on 27.09.2022 and waiting for hearing.
AIBSNLEA had a lengthy and
detailed discussion on the
recasting the SDE Seniority Lists with DIR (HR) .
AIBSNLEA made clear our crystal clear stand to DIR HR
that all the available seniority Lists of SDEs from List
6 to 13 are finalized as per the Date Of Joining to the
cadre of SDE. All these seniority lists had been well
finalized after high-cost lengthy Legal process based on
the Hon’ble Supreme Court direction/order. Hence, the
Lists cannot be changed by the directions of any lower
courts. Hence any change in the list can create turmoil
and series of fresh court cases.
Understandably BSNL management is of the same stand that
none of the SDE Seniority Lists would be recast.

there is no road block in the promotion process . DIR HR
replied that the request will be considered as there is
no hurdles for the Promotions.

MSRR 2009 : Educational qualification for

or equivalent in Telecommunications, Electronics &

AIBSNLEA had a detailed discussion on
this issue also. We submitted that the wrong option
getting selected inadvertently by the reporting officer
against “Integrity” column under para 4 of e-APAR .
Instead of the option selected “Beyond Doubt” , another
option “Not Watched the Officer’s work” got reselected
while moving ahead with APAR process by Reporting
Officer . The same is unnoticed in many cases by
Reviewing Officer and agreeing with the comments of the

are issuing correction letter to the affected officer
but the affected officers are not being considered for

New SDE RR 2022 :
We sought the latest
status of the New SDE RR 2022. DIR HR informed that BSNL
Board approved the SDE RR 2022. The approval is referred
to DOT and DOT sought some clarifications. All the
clarifications were answered. BSNL expect the SDE RR
2022 approval from DOT, shortly. AIBSNLEA already
submitted our suggestions for the SDE RR 2022.
Pending Promotions in
cadres including Civil, PS-PPS, DGM Telecom/Finance (Adhoc)
to DGM(Regular) & CAO (Adhoc) to CAO (Regular)
Promotions have also been discussed . DIR HR was very
positive to our request.
We requested to release all the Pending Transfer Orders
and DIR HR assured to complete the orders .
