The AUAB leaders met the CMD BSNL
at 11:00 am today and presented the memorandum.
Director (HR) and Director
(Finance) were also present.
The AUAB Leaders severely
criticised the Management for not disbursing salary on
the due date of every month. After prolonged discussion,
the CMD BSNL agreed to release the funds for May salary
today itself. The leaders insisted for disbursement of
June Salary immediately and also disbursement of salary
on the due date of every month hereafter.
A meeting between the AUAB and the
CMD BSNL is also fixed to be held at 12:00 hrs on
02-07-2021, to discuss the issues related to the revival
of BSNL.
Physical meeting of AUAB is scheduled to be held at
Delhi at 11.00 Hrs on 01.07.2021 to discuss
the issues related to the revival
of BSNL.

Submission of Memorandum to CMD/CGMs/BA & SSA Heads on
30.6.2021 as per the AUAB Call.
As per the call of AUAB, Memorandum to be submitted to
CMD/CGMs/BA & SSA Heads on 30.6.2021 for non
disbursement of Salary on due date. Copy of the
Memorandum already forwarded to the Circle Secretaries.
Only Circle Secretaries shall meet the concerned CGMs
and submit the Memorandum. Likewise, District
Secretaries shall meet the concerned BA/SSA Heads and
submit the Memorandum.
All the Circle Secretaries and District Secretaries are
requested to co-ordinate with the Constituents of AUAB
and make the Programme a Grand Success.

for holding LUNCH HOUR Demonstration on 25.6.2021 and
submission of Memorandum on 30.6.2021.
As per the decision taken in the AUAB meeting held on 21.6.2021,
AUAB Served Notice for
1.For holding LUNCH HOUR Demonstration on 25.6.2021 and
2.Submisssion of Memorandum to CMD/CGMs/BA & SSA Heads
Demanding immediate Disbursement of May’2021 Salary and also
Disbursement of Salary on the Due date of every month.
The General Secretaries will present Memorandum to the CMD BSNL at
New Delhi. The Circle Secretaries and district
Secretaries will submit Memorandum at the Circle and BA/SSA

Dear Comrades! It is
reliably learnt that JAO Gradation List from all the
Circles has been received by BSNL Corporate Office.
AIBSNLEA has
already taken up this issue with the BSNL Management and
as per the request of AIBSNLEA, the All India Seniority
List preparation work (in respect of JAOs) has been
commenced in the Personnel Branch CO BSNL and it is
expected to be completed very shortly.

2010 Batch DR/LDCE JTOs & JAOs Batches:
Dear Friends! AIBSNLEA
is the only Association continuously taking up the issue
of E1+ 5 increments to the post 2010 JTO/JAO DR & LDCE
at different level for quite long time due to non
approval of E2 Scale by the DoT. GS, AIBSNLEA has
written to the BSNL Management about this anomaly and
explained about huge difference in Pay to the tune of Rs
10000/- between the two sets of Executives recruited
after 01.01.2007 onwards which created widespread
resentment among the young Executives. The young DR and
LDCE JTOs/JAOs were demoted to a lower Pay scale and
placed in E1 scale provisionally.
Due to consist and continuous efforts of AIBSNLEA ,
BSNL Board approved the grant of 5(Five) advance
increments on the minimum of the revised E1 pay scale of
Rs. 16400-40500 to the directly recruited JTOs of 2007
and 2008 batch and directly recruited JAOs in respect of
whom result declared in 2010 have been ordered to be
fixed at Rs.19020/- and subsequently BSNL Board
approved the same for JAO 2010 LICE batch (both 10%
Quota & 40% Quota) i.e., the pay of such JAOS has been
fixed in the revised E1 pay scale of Rs. 16400-40500/-
by granting one notional increment @ 3% of their
existing pay in the feeder grade or at Rs. 19020/- by
way of granting five advance increments on the minimum
of the revised E1 scale, whichever is higher.
Like that due to continuous persuasion of AIBSNLEA with
the BSNL Management, the grant of 5(Five) advance
increments on the minimum of the revised E1 pay scale of
Rs. 16400-40500 to SRD JTOs 2010 batch and LDCE JAOs
2013 batch has been considered and approved by the MC of
the BSNL Board. But the approval of BSNL Board is kept
pending for the past so many years due to BSNL
Restructuring Plan.
AIBSNLEA brought to the notice of the CMD, BSNL that the
initial Pay of DR JTO Specially abled 2010 Batch, DR
JAOs of 2015, 2018 Batch, DR JTOs of 2017 Batch, LDCE
JAOs of 2016 batch and LDCE JTOs of 2016 & 2017 batch
recruited/appointed as per the same Recruitment Rules as
of DR JAO 2010 Batch was fixed at Rs.16400/- only and
they are deprived from getting of 5 Advance increments;
which is clear disparity and serious anomaly among the
similarly placed JTOs/JAOs. The difference in basic pay
of DR JTO Specially abled 2010 Batch, DR JAOs of 2015,
2018, DR JTOs of 2017, LDCE JAOs 2016 and LDCE JTOs 2016
& 2017 batches become Rs 2620/- (Rs,19020– Rs.16400)
comparing to the DR JTOs of 2007 batch, 2008 batch and
JAOs of 2010 LDCE batch. If other allowances are added,
the real difference in salary today will be around Rs
10,000/-. On implementation of 3rd PRC, the difference
will further increase and continue with time due to
increase in IDA and annual increment. Further all are
facing major losses in the form of career progression
(time bound promotion), retirement benefits like E.P.F.,
Gratuity etc., due to discrimination of the initial
basic pay compared to other similarly placed JTO/JAOs.
AIBSNLEA in it’s letter also mentioned that they will
get E-2 Scale as per the time bound EPP after 6 years
only since they are placed in Rs.16400- 40500 Scale and
they have not touched the next Scale within 4 years (as
per the BSNL EPP) due to non grant 5(five) Advance
increments. Whereas the earlier 2007&2008 DR JTO batch,
2010 DR JAO and 2010 LDCE batches have got E2 Scale in
4 years which is the great injustice and
discrimination.
Due to implementation of VRS-2019 in BSNL and sudden
outbreak of the present pandemic situation, the
immediate propulsion faced by the Executives, especially
the younger ones are hard to believe. They have already
labeled themselves as silent fighters, who fought not
only for their livelihood but also to run the Dreams of
Indian Telecommunication amidst the most turbulent
condition. Surprisingly, these energetic, educated and
committed brigades have continuously been deprived in
many spheres relating to their career in BSNL service.
The financial difference between their of their senior
counterparts due to Pay loss of Rs 10,000/- per month is
unimaginable and unfair too.
In view of the foregoing, AIBSNLEA fervently appeal to
the CMD BSNL to kindly intervene in the matter and cause
to issue necessary instructions to the Officers
concerned to extend E1+5 increments to SRD JTOs 2010
batch, DR JTO Specially abled 2010 Batch, LDCE JAOs 2013
batch, DR JAOs of 2015, 2018 batch, DR JTOs of 2017
Batch, LDCE JAOs 2016 and LDCE JTOs 2016 & 2017 batches
so as to increase the morale of the Young Executives.

GS, AIBSNLEA once again written (Reminder) to Shri
P.K.Purwar, CMD BSNL and requested for immediate
creation of Trust/Fund for Post Retirement Medical
Benefit for BSNL Recruits and releasing the full
pending arrears to the Trust with effect from
01.01.2007 so as to mitigate the suffering being
faced/would be faced by the BSNL Direct Recruits and
their families after VRS, Retirement, Death etc., and
to avoid any resentment and frustration among the BSNL
Direct Recruits.
In this regard, GS AIBSNLEA has already written to CMD
BSNL on 4.7.2020 and requested CMD, BSNL , Director(HR)
and Director(Finance) for the past one year in so many
meetings for immediate creation of Trust/Fund for Post
Retirement Medical Benefit for BSNL Recruits and
releasing the full pending arrears to the Trust with
effect from 01.01.2007.But till date no action has been
taken in this regard. Hence Reminder has been written by
the GS AIBSNLEA to CMD BSNL for immediate action in this
regard.
Suggestions
of AIBSNLEA
1.PRMB
should be a well defined contribution just like
Superannuation Pension fund, EPFO Contribution ,Gratuity
Fund etc.,
2.This
3.3% of PRMB should be made as Defined contribution &
Separate BSNL PRMB Trust should be formed otherwise this
3.3% contribution has no meaning & it should not be
counted for Superannuation Benefits contribution.
3.The
effective date of creation of the Trust/Fund for Post
Retirement Medical Benefit for the Direct Recruits
Employees of BSNL must be 01.01.2007 i.e., the date of
effect of 2nd PRC recommendations otherwise it will be a
gross injustice to the BSNL Direct Recruits.

GS, AIBSNLEA once again written (Reminder) to Shri.
Anshu Prakash Ji,Chairman (DCC) & Secretary (T), DoT,
Govt. of India regarding request for immediate release
of long pending outstanding dues amounting to
Rs.29,540/- crore to BSNL
He insisted the Secretary(T) DOT for the immediate
release the Claims Payable to BSNL to the tune of
Rs.29,540 Cr viz., Compensation to BSNL for
un-remunerative but Socially desirable Projects ( i.e.,
for serving in Rural / Tribal/ Naxalite prone/LWE Areas)
Compensation for carrying out Govt. Projects, Excess
payment of Pension Contribution, Reimbursement of Leave
encashment paid to the absorbed employees for the DoT
period , Interest on Wi-Max Spectrum etc., which will
definitely useful to BSNL for the timely disbursement
Salary to the Employees of BSNL for improving its
Services during the Pandemic and Financial Crunch
period.
Several measures of the Government of India, aimed at
compensating BSNL for un-remunerative but Socially
desirable Projects have provided the support required
for Financial Viability of such operations to a great
extent, in a scenario where the opportunities of cross
subsidizing its Services have almost disappeared in a
hyper competitive urban market. A Major Package of such
support was in the form of subsidy for its Rural
Operations through various schemes of USO fund. Several
Government Projects have also been awarded to BSNL on
nomination basis, where BSNL earns a centage for
Execution. However, Technical evolutions in Telecom
Network Landscape, intensity of competition in Telecom
Sector, and inadequacy of Capital resources with BSNL
has presented it with twin challenges of supporting a
high maintenance Legacy Network on one hand and
decreasing demand for its Services, which lag rest of
the Industry by a Generation, on the other. BSNL is
obliged to continue to provide the Services in Rural
Areas which were provided with Capital as well as
operational Subsidy under USO Fund Schemes, even after
the period of Subsidy expires, and the Services continue
to be Financially non-viable. It is important to note
that challenge of Financial viability is not restricted
to Wire line Services only. BSNL provides mobile
telephone Services also in Rural and remote locations
in Border States and North East Region by incurring huge
cost of more than 150 Crore towards IDR Bandwidth and
VSAT charges.
Whereas a long term solution in terms of assured access
to adequate Capital resources needs to be evolved,
continuing the arrangements for funding of viability gap
in rural operations needs to be ensured for financial
viability of BSNL’s operations and its continued
relevance in Indian Telecom Services Segment. BSNL
received last support for its rural Wire line operations
installed before the introduction of USO funded Schemes,
for a period upto July 2013. The Rural Wire line Network
Infrastructure and Exchanges continue to be maintained
by BSNL regularly, and the existence of this
infrastructure has enabled Government in realizing the
objectives of providing affordable access to Broadband
Services to Rural India, through Bharat Net Work.
Whereas the deficit on account of Maintenance of this
Infrastructure being borne by BSNL is not only draining
its Financial resources, the quantum of loss in its
Books of Accounts is also impairing its capacity to
raise fresh Capital from Banks and Financial
Institutions. As on date BSNL borrowed around Rs.24,000
Cr from Banks.
The matter of subsidy for Rural Wire line operation of
BSNL has been under constant pursuance with
Member(Finance) and Officers of DoT by the GS, AIBSNLEA
for the last one year. BSNL Management has also pursuing
the issue with the Joint Secretary(Admin), USOF
Administrator, Member Finance and other Officers of DoT
time and again through various meetings but the deficit
in Rural Wire line operation for FY 2014-15 to 2019-20
to the tune of Rs.13789 Cr. ( As per the Audited
statement of Accounts of BSNL) has not been reimbursed
till date.
BSNL is facing severe Financial Crisis and not able to
pay even Salary in time, for the past 20 months,
Electricity Bills, Towers Rent, Vehicle Running
Expenses, SAB benefits, Fuel Expenses, Contractual
Labour Bills, Payment to Vendors, Telecom Infra Service
Providers and Local Cable TV Operators etc. It has
caused serious demoralization and frustration among all
the concerned. The OPEX, CAPEX, Statutory and other
accumulated Liabilities are also pending for more than
Rs.12,800 Crore and it is likely to increase in the
months to come.
BSNL is not able to meet even its fund requirement for
monthly salary due to heavy dip in Cash inflow for the
past 20 months. Cash flow for the month of Apr’2021 was
Rs.1400 Cr. whereas it is reduced to Rs.1000 Cr during
May’2021 (i.e 29% decrease) and likely to continue in
June’2021 also due to Pandemic situation. But our
monthly Operating Expenditure is around Rs.9000Cr.
Further, the gap between monthly revenue and bare
expenses to continue operations as a growing concern has
reached a level where continuing with BSNL operations
could be nearly impossible without immediate infusion of
adequate liquidity
Matter has been further aggravated by the Second wave of
Covid-19 pandemic due to which BSNL has to extend the
Pay by date of the bills receivable from its Customers
leading to delay in collections. Many of our employees
have got infected by the Virus leading to exponential
increase in Medical Expenses. Sufficient funds are not
available with BSNL to meet its liabilities. Adequate
funds for even the salary of June’ 2021 are not expected
to be available due to the impact of lockdown and delay
in collections. Help from DoT by releasing the above
amount would provide the much needed support to BSNL at
this stage, especially in view of the present pandemic.
So in the present Scenario, DoT has to release the long
pending outstanding dues amounting to Rs.29,540/- Cr to
BSNL so that BSNL can tide over the current acute
financial crises and meet its obligations.
Hence the need of the Hour is all the Unions and
Associations of BSNL should join together and unitedly
fight and demand DoT for the immediate release of long
pending outstanding dues amounting to Rs.29,540/- Cr to
BSNL so as to disburse the Salary of BSNL Employees in
time and payment of other pending bills by BSNL due to
the present pandemic situation . <<<Click
