06.01.2022Comrade S.Sivakumar, GS, AIBSNLEA participated and addressed the 3rd Circle Executive Committee Meeting of AIBSNLEA BSNL Corporate Office held on 04.01.2022.

 

The Circle Executive Committee Meeting of AIBSNLEA BSNL Corporate Office Circle was held on 04.01.2022 at First Floor Committee Room of BSNL Corporate Office New Delhi at 11.00 a.m. under the Chairmanship of Com. Rajender Kumar, Circle President. All the Circle Office Bearers/CEC Members participated in the Meeting. Com. S.Sivakumar, General Secretary, AIBSNLEA, Com Bhagwan Singh, AGS (HQ), Com Rajpal, AGS(Fin), Com R.S. Slathia Auditor CHQ, Com Rajesh Pathak, Advisor CHQ and Com H P Singh SDE Civil NTR participated and addressed the gathering.

 

Com. Rajender Kumar, Circle President welcomed the gathering and in his opening remarks, he appreciated the efforts being taken by the GS AIBSNLEA with great pain & getting resolved the burning issues of the Members across the India. He also appreciated the active and successful functioning of the CHQ Team at New Delhi. 

Com. Dinesh Kumar, Circle Secretary placed the Circle Secretary Report & mentioned the Main Agenda of the meeting of CEC is as under:-

1)  Latest ongoing issues of the Executives in BSNL

2)  Latest demands of the Executives highlighted by the Forum of Associations (AIBSNLEA, AIGETOA & SNEA), updating thereon and the reasons for deferment of Agitation Programme by AIBSNLEA and AIGETOA.

3)  To finalise the names of the Delegates from BSNL CO Circle for attending 7th All India Conference to be held at Chennai on 28-30 Jan 2022.

4)  Any other issues with the permission of the chair.

 

Com. Dinesh Kumar, CSin his address mentioning about the successful functioning of the Circle Branch and thanked the GS & CHQ Team at New Delhi for the overwhelming support for the day to day functioning. He appreciated the GS & CHQ Team for continuously taking up the Circle issues as well as other long pending issues relating  not only to our members but for the Executives in general. GS is always ready to discuss all the issues whenever CS or Circle Team raised before him & taking up with BSNL Management. Circle Secretary appreciated about the continuous presence of Com. GS, AIBSNLEA at Delhi even during the Covid-19 pandemic period. CS also advised the Circle Team to appraise the day to day functioning and issues taken up by AIBSNLEA CHQ to all the Executives/ members of our Association and also to the other Members  to strengthen our beloved great Association AIBSNLEA.

Com. Raj Pal, AGS(Finance), in his address mentioned about various ongoing issues of the Executives. He explained in detail how the Association was compelled to go on recent Agitation path with the Forum of Associations (AIBSNLEA, AIGETOA & SNEA), and in which circumstances & reasons the AIBSNLEA and AIGETOA have decided to defer the said programme for the time being and SNEA is continuing. He also briefed about the BSNL Board decision to amend RRs for almost all the Cadres and various RR amendment Committees were formed by the Management in this regard. It is the need of the Hour that necessary inputs and suggestions in this regard has to be submitted by our Association to the Committees for consideration and if Association is on Agitation path, we may miss the bus and RR amendments may not take place as per the Association’s views. AGS(F) also mentioned that there is sufficient scope in increasing the Membership in Corporate Office and requested that each Office bearer should give proper attention for increasing the Association membership also. He also suggested & opined  some amendments in the Association’s Constitution by placing the Resolution passed by the Circle, if agreed, through the Constitution Amendments Committee recently constituted by the GS for 7th AIC. He praised the working of CS, CP and all the OBs of Corporate Office Circle.

 

Com. S.Sivakumar, GS AIBSNLEA : At the outset GS thanked the Circle Team for arranging this3rd CEC meeting in a very short notice and he also praised the Circle Team for their excellent working & dedication towards the member’s issues. He further mentioned  that CS is always discussing the Circle/All India issues with him. GS briefed in detail about the reasons for deferment of the Agitation programme, status on each demand, discussion & gathering the views of most of the Circle Secretaries on the present situation and detailed discussion with CMD & Director (HR) on each & every demand of the Forum before taking the decision of deferment of the programme.

GS requested all the members to work hard in order to strengthen AIBSNLEA in Corporate Office Circle as the activities done at Corporate Office becomes the role model for the other Circles. Com GS appreciated the hard work being done by the Circle Secretary in uniting the executives at Corporate Office.  He also highlighted the status on all the current burning issues of the Executives viz. Salary, Pay Parity E2 & E3, Promotions in all Streams through CPC in a time bound manner, reduction of Posts in all the Cadres in the name of Restructuring Plan, introduction of reasonable Stagnation Period at all level up to AGM equivalent etc., as detailed below:.

i)         Reduction of proposed Stagnation Period of 12 years for JTO to SDE equivalent promotion.

ii)        Introduction of Stagnation Criteria in SDE/AO equivalent Grades to DE/AGM/CAO equivalent Grades also.

iii)       DE/CAO to DGM Regular promotions.

iv)       SDE(T) to DE promotion through Regular CPCs

v)        AO to CAO Promotion as there is acute shortage in the cadre.

vi)       Immediate Regular Promotions in all the Streams viz., Civil/Electrical/T.Factory/Architech/PA-PS/CSS/ADOL to all the eligible executives.

vii)     Standard Pay Scale of E2 for JTO/JAO and E3 for SDE/AO Equivalent Grades etc

 

He further briefed about the detailed discussion had with CMD BSNL on 30.12.2021 by the AIBSNLEA CHQ Team. We enquired the CMD BSNL about the further revival package to the BSNL offered by the Govt. of India to the tune of Rs.1.60 Lakh Crore as we have already discussed with Secretary (T), Member (Finance) and other Senior Officers in DoT on 29.10.2021.

CMD mentioned that he had a point to point discussion with the Hon’ble Minister of Communications for 5 hours and there is positivity in GOI to extend Financial support to BSNL. CMD further mentioned that Govt. has taken a firm view that MTNL & BBNL will finally be Structurally merged with BSNL and thus presence of one Govt. Entity will be there in Telecom Sector to control over the other Private Telecom Service Providers.

On this background of BSNL & MTNL Merger, we requested the CMD BSNL that it is appropriate time to settle the issue of E2-E3 to bring parity among the entry grade Executives i.e. JTO/JAO Equivalent Grade of the two organizations hence the Pay Anomaly can be resolved by increasing the basic pay of JTO/JAOs as E2 and likewise E3 for SDE/AOs equivalent grades in BSNL.

It was assured by the CMD BSNL that he will look into it afresh towards solution. He assured us that he will be taking up this with Hon’ble Secretary DoT for initiating reconsideration by DoT. We are of the firm belief that it is the best time to re-initiate serious dialogue through multiple platforms for settlement of the E2 and E3 Scale issue for BSNL. The issue is linked with the approval of DoT and hence the Association has again started working in that directions and holding regular meetings on the issue at different level in the DoT and BSNL. With intervention of CMD BSNL and DoT, the issue is going to get a fresh push for resolution.

We  raised our serious concern about  the Healthiness of BSNL  and it has not been revived despite of the passage of more than two years of revival package by the Govt of India and roll out of the 4G is still pending while no discussion on the testing of 5G

 

CMD BSNL once again confirmed that all Stake holders are giving a serious push for an early 4G rollout by BSNL and he is very hopeful that it will be started in Second quarter of the next financial year as per the targeted time. The Indigenous Technology used in the 4G Roll Out is going to play a vital role in the process. He apprised that the PoC phase of 4G testing is going in right direction and expected to meet the time line smoothly. The Government is keenly watching the process as well as sustainability of BSNL and all necessary measures are taken to achieve the goal. A comprehensive discussion was held on this topic also but we are restricting ourselves strategically in the interest of the organization and details will be shared at a suitable time.

 

CEC members thanked the GS for giving his valuable time despite his busy schedule since 7th AIC is to be held very soon and several decisions has to take place. Two delegates have been elected and the names have been finalized for attending the 7th AIC being conducting at Chennai on 28-30 Jan, 2022.

After detailed discussions and deliberations, the House unanimously passed various resolutions for the Amendments in AIBSNLEA  Constitution during 7thAIC:

03.01.2022Appeal of Host Circle regarding 7th AIC to be conducted at ChennaTamil Nadu
 

All Circle/District Secretaries of AIBSNLEA are requested to put more efforts to collect more Donations/funds as assured in  the online CWC held on 19.10.2021 in connection with 7th AIC to be conducted at Chennai, Tamilnadu from 28th to 30th January, 2022. In addition to three days Conference, Pre- AIC CWC meet will be held on 27th January, 2022 and CHQ office bearers meeting will be conducted on 26th January,2022 for which more funds are required.

Hence all the Circle Secretaries/District Secretaries are requested to extend their full support by sending their  Contributions/Donations  to the 7th AIC Reception Committee as assured in the CWC Meeting.

03.01.2022Meeting with CMD BSNL on 30.12.2021:

GS, AGS & Advisor CHQ, AIBSNLEA met CMD BSNL on 30.12.2021 along with GS and President of AIGETOA and had a detailed discussion on various burning issues.

At the outset, on behalf of AIBSNLEA, we extended our sincere thanks and gratitude to the CMD BSNL for the issuance of Promotion orders of SDE(E), SDE(TF), SDE(Arch), SDE(T), SDE(C) & DM in CCS Cadres up to  the vacancies available as on 31.01.2020. CMD BSNL mentioned that he is not against any Promotion in any Cadre since it is not stayed by any Court of Law. Accordingly, he has directed the Officers Concerned to complete all promotions through CPC for Pre-VRS period in First Phase if it is not under any Litigation in the Court and CPC process was initiated in all the Streams and some Promotion orders have been  issued.

(A) Promotions in various Grades and Streams:

(i) Reduction of Stagnation Period of 12 years: We discussion regarding revisiting of Stagnation Criteria of 12 years from JTO/JAO to SDE/AO equivalent Grades on Personal Up gradation basis as mentioned in Restructuring order. CMD assured to look in to the matter.

(ii) Introduction of Stagnation Criteria in SDE/AO equivalent Grades to DE/AGM/CAO equivalent Grades: We requested the CMD BSNL to consider our proposal regarding introduction of Stagnation Criteria in SDE/AO equivalent Grades to DE/AGM/CAO equivalent Grades with a reasonable period i.e. one JTO/JAO has to get his AGM/DE/CAO promotion within 15 years.

CMD BSNL suggested that the Recruitment Rules framing/modifications are under way and the decisions will be taken only after taking inputs and submission of the Associations. He suggested for getting into discussion with the HR Team as the Recruitment Rule drafting is underway and submits the suggestions. He assured that the points raised by the Associations will be judged on merit and incorporated to maximum possible extent. We apprised that the Associations will not sit quiet without getting a Time Bound Criteria for the Promotions up to AGM Equivalent Grades.

(iii) DE/CAO to DGM Regular promotion:  We appraised the CMD that only 142 DGM(T) and 14 DGM(F) are working across the Country in BSNL and the field units are facing acute shortage and managing by giving looking after arrangements in the key posts for the past two years and we requested the CMD to consider the relaxation of One Year for the DE/CAO to DGM Regular promotions as per the DOP&T orders since all the DEs/CAOs equivalent have already completed more than 3 and half years service.

(iv) SDE(T) to DE promotion through Regular CPC:  As per the request of AIBSNLEA, SDE (T)Seniority List No 9 (Final) and 10 to 13 (provisional) has been issued by the BSNL Corporate Office. As on date more than 5300 eligible SDE(T)s are waiting for DE promotions covering from list No 8 to list No 13 for the past  8 to 17 years, whereas the required residency period as per existing RR is just 7 years. All the Field Units & Administrative offices are facing acute shortage of AGM level Executives.

(v) AO to CAO Promotion: Around 28 CAOs are only working across the Country in BSNL, we urged upon the CMD BSNL to promote the eligible AOs after getting Legal opinion from highest level. Moreover, we impressed upon the CMD that the JAOs appointed from 1996 onwards are waiting for their due CAO promotion for the past 25 years. We further appraised that eligible executives for CAO promotion are very less. In view of these facts necessary relaxation may be given for AO to CAO promotion in the interest of the BSNL and manning the CAOs/IFAs positions in the Business Areas and Circle HQs.

(vi) Due Regular Promotions in all the other Streams viz., Civil/Electrical/T.Factory/Architech/PA-PS/CSS/ADOL: We also requested CMD BSNL to consider Regular Promotions in all the other Streams viz., Civil/Electrical/T.Factory/Architech/PA-PS/CSS/ADOL since  all the Eligible executives are waiting for their due promotion for more than 20 years.

CMD BSNL patiently heard our views and appreciated our concern and mentioned that he is not against any promotion any cadre and BSNL Management with open mind wanted to consider promotions in all the cadres in the interest of BSNL. However, some Legal Hurdles are there which needs to be removed and CMD further mentioned that he is of the firm opinion that Management should give promotions to all the Streams so as to increase the Morale of the Executives. He further opined that without getting legal clearance he may not arrive on any conclusion. We appraised that without ensuring promotions in these Grades, we may not move forward and hence some solution must be find out for peace in the organization. We will further take up the issue with Director HR and PGM Pers as discussed.

(B) Revival of BSNL and Additional Package from Govt. of India: We enquired the CMD BSNL about the further revival package to BSNL offered by the Govt. of India to the tune of Rs.1.60 lack Crore as we have already discussed with Secretary (T), Member (Finance) and other Senior Officers in DoT on 29.10.2021. CMD mentioned that he had a point to point discussion with the Hon’ble Minister of Communications for 5 hours and there is positivity in GOI to extend financial support to BSNL. CMD further mentioned that Govt. has taken a firm view that MTNL & BBNL will finally be merged with BSNL and thus presence of one Govt. Entity will be there in Telecom Sector to control over the PTSPs.

(C) Standard Pay Scale of E2 for JTO/JAO and E3 for SDE/AO Equivalent Grades: We apprised the CMD that our young Telecom Engineers & Accounts Personals were frustrated, demoralized & de-motivated due to the issuance of Notification of provisional scales during 2009 and losing more that Rs.10000/- per month which is a clear anomaly between the recruits/promotes of before and after 01.01.2007. We further brought to the notice of CMD that during absorption in BSNL, JAO/JTOs are getting basic pay of Rs.9850/- whereas JTOs & JAOs in MTNL were getting Rs.10350/- which is Two increments more due to Rule 37A Govt. Pension only in BSNL. The scale of JTO/JAO in MTNL is E2, whereas the Scale is provisionally E1 in BSNL till date and so any possible merger will face challenges both legally as well as organizationally and damper the prospects of the whole merger process.

Now it is appropriate time to settle the issue of E2-E3 to bring parity among the entry grade executives i.e. JTO/JAO Equivalent Grade of the two organizations since BSNL & MTNL merger is again under discussion hence the pay anomaly can be resolved by increasing the basic pay of JTO/JAOs as E2 and likewise E3 for SDE/AOs equivalent grades in BSNL.

We further impressed upon the CMD that the Upward revision of E2 & E3 Scales has been sent to DoT after the Approval of the Management Committee of the BSNL Board on 06.06.2016. In this regard we had a meeting with Joint Secretary(Admin) DoT and presented our views regarding the  issue of Standard Pay Scale on 24.11.2021 but it is opined by the Senior DoT Officers that mere sending Reminder letters from BSNL to DoT does not get desired result. Hence we requested the CMD BSNL to take up the issue personally with Secretary(T) and Member(Fin), DoT for its finality.

After detailed deliberation, it was assured by the CMD BSNL that he will look into it afresh towards solution. He assured us that he will be taking up this with Hon’ble Secretary DoT for initiating reconsideration by DoT. We are of the firm belief that it is the best time to re-initiate serious dialogue through multiple platforms for settlement of the E2 and E3 Scale issue for BSNL. The issue is linked with the approval of DoT and hence the Association has again started working in that directions and holding regular meetings on the issue at different level in the DoT and BSNL. With intervention of CMD BSNL and DoT, the issue is going to get a fresh push for resolution.

(D) Notification of LDCE for JTO(T/C/E)s and CSS Cadres:

We requested for early notification of LDCE examination in such a way that all the Young executives from all Streams can appear in the Exam. CMD assured that the LDCE Notification will be issued shortly.

(E) Adoption of Fast Track Promotion Mechanism in BSNL:

We highlighted to start Fast Track Promotion Mechanism in BSNL to give younger generation a suitable path to reach the echelon of their career in BSNL. BSNL has no Management succession plan resulting into a crisis in middle and higher middle level management. BSNL is still struggling to introduce a system to push its own recruited executives to take the driving seat in the department and instead depending on the officers from the Department of Telecom. The recent trend has already given a message and delay of incorporation of Fast Track Promotion Mechanism may pose a serious crisis in coming days. We also demanded to convert the DR DGM vacancies into an Internal Fast Track Mechanism at DGM Level immediately and subsequently add more seats to it.

CMD BSNL appraised that he fully agrees with our suggestions and more than willing to introduce such system in BSNL and assured to discuss with HR Team and the Associations so as to bring such changes during ongoing Recruitment Rule Modifications.

(F) BSNL Revival Measures and Pan India 4G Roll Out:

We  raised our serious concern about  the healthiness of BSNL  and it has not been revived despite of the passage of more than two years of revival package by the Govt of India and roll out of the 4G is still pending while no discussion on the testing of 5G.

CMD BSNL once again confirmed that all Stake holders are giving a serious push for an early 4G rollout by BSNL and he is very hopeful that it will be started in Second quarter of the next financial year as per the targeted time. The Indigenous Technology used in the 4G Roll Out is going to play a vital role in the process. He apprised that the PoC phase of 4G testing is going in right direction and expected to meet the time line smoothly. The Government is keenly watching the process as well as sustainability of BSNL and all necessary measures are taken to achieve the goal. A comprehensive discussion was held on this topic also but we are restricting ourselves strategically in the interest of the organization and details will be shared at a suitable time.

We extended our Sincere thanks to the CMD BSNL for considering our request and releasing the funds of five months for pending SAB Contribution. We requested that remaining part of the SAB should also be deposited at the earliest. We also requested for clearance of all Rule-8, Rule-9 pending cases in the current financial year itself.

The meeting ended on a positive note and AIBSNLEA CHQ will be following the issues further. We assure the fraternity that our decisions to defer the call and getting into discussion table on the above stated points as well others was need of the hour. Any absentee from the discussion table in this crucial juncture of the formation/modification of Recruitment Rules may cause irreparable damage and hence we decided accordingly. The issue of E2-E3 is also very crucial and important and we are on the firm hope on the assurance of the CMD to settle the pay anomaly. If we found that Management is moving away from its promises, the AIBSNLEA will not wait and resume the program with full vigor. Accordingly, the period should be utilized to educate all about status and be in readiness mode in case of any eventuality.
