and addressed the Extended Circle Executive Committee
meeting of AIBSNLEA – TAMILNADU CIRCLE Held at Thanjavur
on 24/10/2021
The Extended Circle Executive Committee Meeting of
AIBSNLEA Tamilnadu Circle was held at Thanjavur under
the Chairmanship of Com. I.Saravanan , Circle
President on 24/10/2021. All the Circle Office Bearers,
CEC Members, District Secretaries and District
Presidents participated in the Extended CEC.
Com.S.Sivakumar, GS AIBSNLEA and Com.C.Duraiarasan,
OS(South) participated and addressed the gathering.
Com. I.Saravanan , Circle President welcomed the
gathering and in his address he appreciated the
successful functioning of our GS at CHQ, New Delhi.
Com.S. Anand, Circle Secretary placed the Circle
Secretary Report and explained the issues taken by
Circle Association with the Circle Management and the
solution arrived upon and the support extended by our GS
to resolve the issue and the advise given by OS South
and he also appreciated the successful functioning of
GS, CHQ unifying all the AUAB Leaders at Delhi even
during the pandemic situation.
All the Circle Office Bearers, CWC Members, District
Secretaries, District Presidents and CEC Members were
participated in the deliberations and discussion
regarding Organization review.
The Main Agenda is conduction the 7th All
India Conference by AIBSNLEA Tamilnadu Circle at Chennai
as unanimously decided in the CWC meeting held on 19th
October 2021.
Com. S.Anand , CS mentioned that Conducting the 7th AIC
of AIBSNLEA by the TN Circle at Chennai is very glorious
moment and a Milestone in the History of AIBSNLEA, since
ever before it was not conducted in Tamilnadu. He
thanked the G.S, OS(South) and the entire CHQ Team and
CWC for allotting the 7th AIC to Tamilnadu Circle.
Com. C. Durairasan,
OS (South) CHQ in his address appreciated the successful
functioning and continuous presence of Com.GS, AIBSNLEA
at Delhi even in the Covid-19 pandemic situation and
also explained about the various Letters addressed to
the BSNL Management and DoT by GS AIBSNLEA on every
issues and he highlighted all the current burning issues
of BSNL and also advised the Circle Team to appraise
the day to day functioning and issues taken by AIBSNLEA
CHQ to all the Executives of our Association and also to
the other Association members to strengthen our
Association and to march and move forward to make the
AIBSNLEA as a number one position in the forthcoming
Membership verification. He also appreciated the
efforts taken and the pivotal role played by the Com.GS,
AIBSNLEA for uniting all the BSNL Unions and
Associations under the Umbrella of AUAB. He has given
valuable suggestions regarding strengthening of AIBSNLEA
at Tamilnadu Circle.
Com. C. Duraiarasan, OS (South-CHQ) informed the house
about the conduct of 7th All India Conference to be held
at Chennai as per the decision taken at the CWC meeting
held on 19th October 2021.
After detailed deliberations, the House unanimously
decided to conduct the 7th All India Conference of All
India BSNL Executives' Association (AIBSNLEA) in a grand
and successful manner at Chennai as detailed below:

7th AIC of AIBSNLEA will be held from 28th
January, 2022 to 30th January, 2022.

Fund mobilization and team co-ordination is very much
essential to run the AIC in a grand manner.
Host circle has to contribute Rs.1000/- per member as
Donation and it is decided in the CWC that other Circles
has to contribute @Rs. 500/- per member by collecting
Donation.
Delegate
fee is fixed as Rs.2000/-
It is decided to invite Central/TN State Minister/ CMD,
BSNL as Chief Guests and MPs, MLAs, Directors of BSNL
and Sister Association/Union Leaders to grace the Open
Session to be held on 29.1.2021.
It is also decided that all the Rooms. IQ and Holiday
homes of RGM CTTC, chennai were booked during the days
of our AIC for accommodation purpose and all the
participants will be properly accommodated and excellent
Tamilnadu’s Traditional Hospitality has to be provided.
To smoothening the functioning of AIC, Physical Man
Power contribution is very much important than the funds
contribution, so both the working Executives and
Retired Executives contribution and co-ordination is
very much essential.

At the outset GS extend his sincere thanks and gratitude
to the Circle Team for arranging the physical meeting
after the 2nd wave of Covid-19 Pandemic situation and
he also advised to follow the SMS (Soap , Mask ,
Sanitizer ) to avoid 3rd wave before he touching the
subject.
GS requested all the members to work hard in order to
strengthen AIBSNLEA in Tamilnadu Circle by educating
them about the works done by AIBSNLEA in the past and
present scenario. He highlighted all the current
burning issues of BSNL viz . Salary, Promotion,
reduction of Posts in all the Cadres in the name of
Restructuring Plan, Status of CPCs, 3rd PRC,
IDA Merger/Dearness Pay BSNL Earnings and Statutory
payments, Bank Loan Capex and OPEX , Court cases and non
payment of Vendor bills and Contract Labour bills etc.
GS mentioned that due to consistent and continuous
efforts of AIBSNLEA, 3697 JTO (T)s have been promoted as
SDE (T) under 67% SCF quota on 08.07.2021. AIBSNLEA is
continuously demanding the Management for the immediate
conduct ion of LDCE under 33% quota for the VY 2011-12
onwards and LICE for CSS Cadre in BSNL CO from the VY
2015 onwards (Asst. Manager to Dy. Manager).
AIBSNLEA has taken up the issues of E1+5 increments, E1A
to E2, increase of SAB benefit to 30%, timely remittance
of SAB recoveries and immediate formation of PRMB Trust
and immediate preparation and issuance of JAO/AO
Seniority list. AIBSNLEA insisted the BSNL Management
for the immediate Compassionate Ground Appointment to
the dependent of the employees succumbed to Covid-19.
He further informed that the CMD BSNL and Director (CM)
specifically mentioned in the AUAB meeting held with the
Management on 5.10.2021 that Govt. is agreed to allot
fund to the tune of Rs.12,500 Cr. from USO Fund to roll
out the 4G Network by BSNL, BSNL plans to install 1 lakh
indigenously developed sites for 4G network. “For the
deployment of India 4G Core and associated Transmission
Network expansion and fiberisation, BSNL will be
requiring capital expenditure of approximately Rs 5,000
crore in current fiscal, Rs 7,500 crore in FY 2022-23
and Rs 5,000 crore in FY 2023-24,” the CMD BSNL has
mentioned in his letter addressed to the DoT Secretary.
CMD further added that the Tata Consultancy Services has
partnered with C-DoT for core network and Tejas &
Altiostar for radio equipment. TCS is doing Core Tests,
Inter Tests etc., under POC and time line has been
given to complete the same by 30th Nov., 2021 and
launching of 4G by BSNL will be in June 2022. TCS will
emerge as a partner aiding the later phases of the
rollout of India's first indigenous 4G Network.
GS also explained about the continuous efforts and
discussion had with the CMD, Director HR and PGM(Pers)
by the GS AIBSNLEA regarding the finalization SDE
Seniority List.No.9 and informed the House that the
Final Seniority List No.9 will be issued within a Couple
of days and the various letters written by the CHQ to
the Secretary (T) DoT for the immediate release of
Rs.30,000 crore towards the Claims Receivable from DoT
to BSNL, which includes Rural subsidy, excess payment of
Pension Contribution & reimbursement of Leave
Encashment, etc., and payment of Salary on the day of
end of the every month without any delay and he also
told that the issue of timely payment of Salary has
been taken up by AUAB with the Management.
In the name of Restructuring/ Manpower Plan and pending
SLP at Hon’ble Supreme Court tagged with Jarnail Singh
Case, all the Promotions are held up. AIBSNLEA strongly
opposed the undue delay in Restructuring Process and
Promotions and continuous looking-after arrangement
instead of Regular Promotions to maintain the Services.
He mentioned that AIBSNLEA is always vociferously
raising the issues and genuine grievances of the
Executives before the Management and continuously
addressing the issues and assured that AIBSNLEA always
working for the settlement of all the genuine demands of
the Executives and safe guard the interests of the
Executives. He further mentioned that AIBSNLEA continue
its Separate Identity.

On 29.10.2021, Com.S.Sivakumar, GS AIBSNLEA along with
CHQ Office bearers Com.Rajpal AGS, Com.Ramnath Chhabra
FS and Com.Dinesh Kumar CHQ Advisor met Shri.
K.Rajaraman , IAS , Chairman Telecom Commission &
Secretary ( Telecom) and congratulated him by
presenting Shawl and Bouquet for assuming the Highest
Office of Chairman DCC and Secretary (T). On behalf of
AIBSNLEA we extended our fullest support and cooperation
to the Secretary(T) for all his endeavors and for the
Revival of BSNL.
Secretary (T ) mentioned that we are trying our best to
revive BSNL and BSNL will be viable very soon and regain
its original pristine Glory. Secretary (T) conveyed his
Diwali wishes to all the BSNL employees.
CHQ Team also met other Senior Officers in DoT and it is reliably
learnt that Govt.has principally agreed about Rs.1.60
lakh Crore Budgetary support to BSNL on immediate basis.
It includes Rs.37,000 Cr Sovereign Guarntee Bondsto fund Capital Expenditure (Capex) in order to overcome financial
constraints in a bid to promote domestic technology in
line with Atmanirbhar Bharat (Self-reliant India). In
the DCC meeting held under the Chairmanship of Secretary
(T) on 29.10.2021, it was the Main Agenda. From BSNL
Side, CMD BSNL and Director(HR) participated and
presented their views.

Status of Jarnail Singh & Ors Vs Lachhmi Narain Gupta &
Ors Case in Hon’ble Supreme Court heard on 26.10.2021:-
The Reservation in Promotion Case (Jarnail Singh & Ors
Vs Lachhmi Narain Gupta & Ors) pending in Hon'ble
Supreme Court since long is now continuously heard on
daily/weekly basis for last few Months. The last hearing
in Hon’ble Supreme Court in this case was on 26.10.2021
and the Hon’ble Supreme Court passed that:
“Upon hearing the counsel the Court made
the following O R D E R
It is gathered from various sources that after
pronouncement of the above judgment by the Hon’ble
Supreme Court, DoP&T will endorse the Judgment and issue
necessary O.M. All connected cases in various Courts
tagged with this case will also be disposed off
accordingly and only after that we expect the Regular
Promotions in BSNL (i.e. also after the Notification of
Restructuring Plan by the BSNL Management) in AGM
equivalent and above cadres will happen smoothly as per
DoP&T orders. We hope that Judgment will come soon.

held with CMD BSNL & Directors of BSNL Board on 27.10.2021:
Highlights of the meeting held between the AUAB and the
CMD BSNL & Directors of BSNL Board, on 27-10-2021.
Dear comrades!
A meeting between the AUAB and CMD BSNL and all the
Directors of BSNL Board, is held today the 27-10-2021.
The following are the highlights.
(1) Launching of 4G.
CMD BSNL and the Director (CM) reported that, TCS is
taking hectic efforts to supply 4G equipments to BSNL
and it looks promising. The 4G core is developed by the
C-DOT, with which TCS has made tie-up. The equipments
will be manufactured by Tejas, which has been taken over
by the TCS. Equipments are installed at Chandigarh and
Ambala and testings are going on.
(2) Payment of salary on the due date.
After prolonged discussions, the following agreement is
reached.
(i) Salary for October, 2021 will be paid before
Deepawali.
(ii) November, 2021 salary will be paid on the due date,
i.e., 30.11.2021.
(iii) December, 2021 salary will be delayed a little.
(iv) From January, 2022 onwards, every month salary will
be paid on the due date.
(3) Wage Revision.
For the Non-Executives, Management has already taken
action to reconstitute the Wage Negotiation Committee.
The first meeting of this Committee will be held after
Deepawali. For the Pay Revision of the Executives, CMD
BSNL advised to take up the issue with the DoT. He
assured to arrange a meeting between the AUAB and the
Secretary, Telecom.
(4) Restructuring.
The CMD BSNL informed that, Restructuring of BSNL’s
Manpower is approved by the Board, with 12% increase in
the existing strength. The new strength will be 36,000
Executives and 35,000 Non-Executives. Totally, 71,000.
(5) Withdrawal of show cause notices.
The pensionary benefits of Com.S. Sivakumar, GS,
AIBSNLEA, Com.Kabir Das, GS, BSNL OA and Com.Goud,
President, BSNL MS, is settled. The pending cases of
four serving General Secretaries / Presidents will be
settled before New Year.
(6) Holding of various LICEs of Non-Executives and LDCEs
of Executives.
Notifications will be issued before 30.11.2021.
(7) Restrictions imposed on Temporary Transfers under
Rule 9.
A
Committee will be formed with four Representatives from
Unions / Associations and four Management
Representatives. Based on the recommendations of the
Committee, the restrictions will be relaxed.
(8) Threatening letters against agitations.
Threatening / harsh wordings will be avoided.
(9) SAB contributions pending from April, 2020.
CMD BSNL assured to clear the payment by March, 2022.
(10) Regular interaction between the AUAB and the
Management.
The CMD BSNL assured that bi-monthly meetings will be
held between the CMD BSNL and the AUAB for briefing on
developmental activities.
After meeting the Management, the AUAB met and decided
to defer the proposed Agitational Programmes, in view of
the improvements on the issues in Charter of Demand of
AUAB.

Consistent and continuous efforts of AIBSNLEA for the past 21 Months yielded results that the
Final Seniority list No. 9 of SDE(T) has been issued by
the BSNL CO today as per the Law and
as per the Date of Joining/ Promotion.
AIBSNLEA has taken a stand right from the day one that
the Seniority list of SDE(T) should be as per date of
joining which is as per Law and accordingly writing
nearly 10 letters continuously to the CMD BSNL and
consistently pursuing and discussing with CMD BSNL,
Director (HR) and PGM (Pers.) for the past 21 months.
Friends! It is a great Success for AIBSNLEA. Justice
delayed but not Denied. AIBSNLEA CHQ extend its sincere
thanks and gratitude to the CMD BSNL, Director HR, PGM
Pers, Sr.GM SR, DGM Pers and the whole Pers. Team for
the issuance of long awaited SDE(T) Final Seniority list
No. 9 as per Law and as per date of joining.

26.10.2021Restructuring
and HR Plan approval of BSNL Board on 23.10.2021:-
The BSNL Board, in it’s Meeting held on 23.10.2021, has
approved the Organizational Restructuring and Manpower
Planning in BSNL. Although the official information are
awaited but it is reliably learnt that 4000+ posts of
DET/AGMs (including 450 posts of Internal MT quota which
are to be utilized in promotional quota as one time
measure) and around 700 posts of CAO in finance wing
have been approved in restructuring and Manpower
Planning by the Board. The Net promotional AGMs posts
are around 3600.
Likewise, 1100+ posts for DGMs(T) and around 300 (even
less than that) posts of DGM(F) have also been approved.
MT (450 Internal & 450 External posts) and DR DGMs have
continued to be recruited but instead of %age of posts,
the numbers have been fixed around 900 for AGM/DET (450
Internal & 450 External) and 175 for CAOs. Similarly 125
and 50 posts are also there in the approval for DR DGM(T)
and DGM(F) respectively.
Further, for the other Cadres also like Civil, Elect,
Arch, CSS, CSSS, PA, PS, PSS etc., the new strength have
been approved by the Board for which
the details are awaited......
It is also learnt that around 23000 posts in JTO(T) &
SDE(T) Grades and around 4000 posts in JAO & AO Grade in
Finance Stream have also been approved by the BSNL
Board.

Central Working Committee Meeting held on 19.10.2021:-
CWC meeting of AIBSNLEA has been successfully conducted
on 19.10.2021 in online mode. It was attended by all the
CHQ Office Bearers, CHQ Advisers, Circle Secretaries,
Circle Presidents and CWC Members from all over India.
After opening remarks by All India President Com.
Subhasis Mitra, two minutes silence has been observed in
the memory of the OBs & Members of AIBSNLEA and the
Employees of BSNL including retirees who lost their
lives during the tough time of Covid-19 Pandemic.
General Secretary Com. S.Sivakumar has placed GS report
before the House and delivered inaugural address to the
House. All the Circle Secretaries have placed their
report and status about the Organization in their
respective Circles and offered very good suggestions.
Queries were raised by the CSs about updating on various
HR issues & BSNL Revival Package. Chairman, all the
Organizing Secretaries and Assistant General Secretaries
have also expressed their views and suggestions for the
betterment of the Organization, their Members as well as
BSNL.
Com. S. Sivakumar, General Secretary has replied all the
queries raised by the CSs, CPs & CWC Members on various
issues. He also discussed about all the burning issues
related to BSNL as well as Executives. He updated the
House on post VRS structure of BSNL, Restructuring &
Manpower Planning in BSNL and the future Road Map for
the Revival of BSNL.
GS also explained about the allocation of 4G Spectrum to
BSNL, funds for implementation of 4G Services in BSNL as
a part of revival Plan & Compensation from Govt. of
India due to delay in allocation of 4G Spectrum to BSNL.
GS mentioned that the Claims receivable from DoT to BSNL
to the tune of Rs.29,540 Crore is pending towards
Viability Gap for Rural Telephony, Surrender of Wimax &
CDMA Spectrum, Excess payment of Pension Contribution &
Leave salary reimbursement, outstanding for various
Projects (Bharat Net, LWE, USO Funded- A&N, Lakshdweep,
Assam, Amaranth Yatra, Wi-fi Hotspots etc.), Providing
Telecom Services, Building/ space Rent and reimbursement
of Staff relate claims etc.
GS further mentioned that the CHQ accepted the Verdict
given by the Majority Executives of BSNL and most of the
Executives were voted for a particular Association in
the name of DR. The main reason for becoming 3rd
position is reduction of our Membership due to VRS and
more number of CHQ Office bearers, Circle Secretaries
and Circle Office bearers have gone on VRS. However we
continue our efforts more aggressively to safe guard the
Interest and achieve the Legitimate Rights & Issues of
all the BSNL Executives. To further strengthening AIBSNLEA, the
New Talented Youngsters to be inducted as members as
well as the office bearers in the Districts, Circles and
CHQ level. We have to critically examine of our strength
and weakness regarding actual paid membership of the
Association since large number of our members have opted
for VRS. This meeting should discuss about the
Organization strength in Various Circles, District
bodies in the Post VRS scenario and decide the further
line of action. Strategies to be evolved to increase our
membership by conducting extensive tours by the Circle
Secretaries and conducting General Body Meetings and
explain the initiatives taken by the AIBSNLEA CHQ for
the settlement of various issues and continuous
persuasion of AIBSNLEA CHQ with the Management for the
settlement of pending issues and proper corrective
measures, wherever necessary, should also be planned.
Ensure regular and timely election of Circle/ District
bodies to provide transparent and democratic
organization structure. Circle Secretaries are requested
to take stock of the situation in their Circles and to
hold immediate CEC Meetings and Special General Body
Meetings in the Districts to assess the situation and
interact with the members to discuss their grievances
and form new Branches wherever not exists. CHQ Office
Bearers and Advisors in their respective Circles should
go on organizational tours and to take stock of the
status of the issues of various Executive Cadres taken
by AIBSNLEA during the period and capitalize it.
GS explained in detail about the working of CHQ at New
Delhi that how CHQ is functioning continuously even
during the worst period of 1st and 2nd
Wave of Covid-19, when whole Country was under Lock-down
and very less presence was in every office even then
General Secretary was stand alone like a rock for the
issues of Executives before the Management and
continuously writing & discussing the new issues being
faced by the BSNL Employees on day to day due to
Covid-19 Pandemic. During the tough time of Covid-19, GS
AIBSNLEA is the only GS who raised about Compensation
amount & the Compassionate Ground appointment to the
Family Members of the deceased BSNL Employees due to
Covid-19.
GS also briefed about how the Human Resources in BSNL
can be utilized optimally, Status of various CPCs &
Promotions in all Cadres, LICE examinations, 3rd
PRC/ Merger of IDA, Pension Contribution on actual Basic
Pay, other HR issues and various related issues etc.
Chief Guest of the CWC, respected Director (CFA) BSNL
Board Sh. Vivek Banzal has graced the occasion and
addressed the House with a motivational speech. He
congratulated all the Office Bearers of AIBSNLEA for
successful convening of 1st CWC Meeting and
also greeted BSNL family members for the ongoing series
of festival seasons. He mentioned that it is the great
opportunity to attract with Executives from all over
India and BSNL family at one place.
An excellent interactive session was also conducted
between Director (CFA) and our Office bearers. Director
(CFA) clarified and answered all the queries raised by
our Office bearers and appreciated for the suggestions
and feedback given by them for the further improvement
and revenues generation in CFA Segment.
All India President Com. Subhasis Mitra had managed the
House in a very cordial & cooperative manner for which
the House deserves Congratulations.
The House also discussed about the Venue of 7th
All India Conference of AIBSNLEA. After discussion in
length, the House has unanimously decided that 7th
AIC of AIBSNLEA will to be conducted by Tamilnadu Circle
in Chennai during the last week of January 2022.

with GM (Admn) BSNL Corporate Office:
GS, AGS (F) and Auditor CHQ met GM
(Admn) CO BSNL and discussed about the BSNL Employees
Health Insurance Policy 2021. GM (Admn) mentioned that
the earlier Insurance Company (New India Assurance) from
where the Policy already almost finalized has not turned
up. So it is now proposed that the Company will be black
listed and the fresh quotations will be called for
before this week end. After receiving the fresh
quotations, the Committee will negotiate with the New L1
Company and finalized the rates. He further assured that
the process will be finalized shortly.

of AIBSNLEA has been held at Chennai on 7th &
8th Oct., 2021 in a grand manner wherein GS

Open Session & Delegate Session of the Circle Conference
of AIBSNLEA Chennai TD:
The Open Session of 7th AIBSNLEA Circle
Conference of Chennai TD was held at Hotel Asoka,
Chennai on 07.10.2021 under the Chairmanship of Com
P.Senthilkumar CP, AIBSNLEA, CHTD. Dr. V.K Sanjeevi, CGM
CHTD was the Chief Guest . Guest of Honour Com.
S.Sivakumar GS CHQ, AIBSNLEA and Shri V.S Ilanthirai, GM
(HR&Admin). Com. C.Duraiarasan, OS(South), Com
P.Udayasuriyan Ex OS(S), Com.S.Shivakumar, Adviser(CHQ),
Com J.Badrinarayanan Ex CS AIBSNLEA CHTD, Com.
Srinivasan, Ex.CP, AIBSNLEA, CHTD and CSs from the
Sister Associations and Unions have also participated
and addressed the Circle Conference.
The welcome address was delivered by Reception Committee
Chairman Com Aarthi Sridhar, VP AIBSNLEA CHTD.
Presidential remarks were made by Com P.Senthilkumar CP
followed by Keynote address by Com P.Ramalingam CS
AIBSNLEA CHTD. In his Keynote address he emphasized on
the need of work study and restructuring in Engg and
Finance wings in Chengalpet & transfer policy etc.,

in his address explained about the issues taken and
settled by the CHQ and the continuous presence of Com.GS,
AIBSNLEA at HQ during the Covid-19 pandemic time without
any fear and continuously meeting the Top level Officers
of DoT and BSNL and raising so many important issues to
the Hon’ble Ministers, to the Management and to DoT
demanding the settlement of the genuine grievances of
all the Executives and he further mentioned the need of
the Hour is Unity among all the Associations and
Unions for the settlement of our burning issues in a
time bound manner and Survival of BSNL.
Com P.Udayasuriyan Ex OS(S):
In his address requested the CHTD Management to close
the unwanted RLU Exchanges and to consider the genuine
request transfers of the Lady Comrades.
Com S.Shivakumar, Adviser (CHQ):
In his address, he praised the pivotal role played by
the GS AIBSNLEA Com. S.Sivakumar, for uniting all the
BSNL Unions and Associations under the Umbrella of AUAB.
He further explained about the issues taken by the CHQ
viz., JTO(T) to SDE(T) Promotion orders, issuance of
Seniority List No 9 & subsequent No 10, 11, 12 as per
Date of joining, LDCE for SDE(T) Promotion, E1+ 5
increments, Transfer cases, 22820 pay anomaly case and
the Claims Receivable from DoT etc., He further
mentioned that AIBSNLEA GS and CHQ Team regularly met in
DoT with Member(F) and other Senior Officers of DoT and
pursuing our cases.
Com J.Badrinarayanan Ex CS, AIBSNLEA
requested the Management to declare Chengalpattu as Soft
Tenure Station and due importance has to be given for
the Marketing and development and retaining of FTTH
Customer base in Chennai TD. He appreciated the AIBSNLEA
CHTD and CHQ for continuously taking up the burning
issues of the Executives with the Management. He also
requested the GS to pursue with the Management for the
early release of funds for the long pending Medical
bills of Retirees also.
Shri S.Umachandran CS AIGETOA:
Recalling and explained about the United struggles
conducted by AIBSNLEA and AIGETOA jointly from 2013 to
2016 during the period of Com. Udayasuriayan, Ex CS,
AIBSNLEA CHTD and Com. S.Sivakumar, Ex.CS, AIBSNELA, TN
Circle (present GS) for the raising voice for 30% SAB,
E1+5 increments, 22820 pay settlement case, E1A to E2,
E2A to E3, E3 to E4….and so on up to E7 Scales etc.,
and requested the GS to take up the issue of early
remittance of SAB pending from April 2020 to the
concerned Authorities.
Shri A.S. Suresh CS SNEA:
Mentioned that Executives have not getting their Regular
Promotions for the past 3 Years and Looking on
Arrangements is going continuously in all the cadres. He
requested that only combined struggle of all the
Associations can pave the way for early settlement of
Promotions and other pending HR issues of the
Executives.
Shri Sridhar Subramanian CS BSNLEU:
Appreciated the United Struggle conducted by the AUAB at
Jantar Mantar at New Delhi for the settlement of Charter
of Demands and successful functioning of AUAB at CHTD
and requested one and all to come forward to join with
AUAB for the settlement of our guanine demands.
Shri V.S Ilanthirai, GM (HR&Admin):
Congratulated one and all for the success of 7th
Circle Conference of AIBSNLEA. He appreciated the role
played by the AIBSNLEA Leaders and members for helping
the Management in the day to day functioning and told
that CHTD Administration has a cordial relationship with
the AIBSNLEA and HR issues is being settled in time
through Negotiations.
Dr. V.K Sanjeevi, CGM CHTD:
The CGM congratulated and appreciated the efforts made
by the CHTD Executives and Non-Executives for the
achievement of more than 100% Target set by the BSNL CO
and achieved New Heights in FTTH and EB Segments. He
further mentioned that the importance of being
Professional and showing great responsibility by the
officers is a major need in the present scenario in
BSNL. He hoped that BSNL being a strategic PSU may not
be privatized at all. He replied all the points raised
by the CS in his Key Note Address in a very positive
manner. Regarding declaration of CPT SSA as a soft
Tenure Station, CGM replied that such a requirement was
not yet noticed, and the Administration has not made
any final decisions in this regard, when this matter
will come Management will think with positivity and he
assured to take up the issue with BSNL CO and requested
GS, AIBSNLEA also to take up with BSNL Management in
Corporate Office. He requested all the Executives and
Non- Executives to work hard for the betterment of BSNL
and Maximizing the Revenue in CHTD along with the
Management.
Com Sivakumar GS AIBSNLEA, CHQ:
Energetic and Motivational Speech was delivered by the
GS AIBSNLEA in which GS explained about the 6 hours
Marathon meeting held in BSNL CO with the CMD & BSNL
Board and AUAB Leaders on the previous day. GS also
informed the financial status of the Company and
mentioned that 2nd VRS will not be considered
by the DoT/Govt in the present situations.
He further informed that the CMD BSNL and Director (CM)
specifically mentioned in the meeting that Govt. is
agreed to allot fund to the tune of Rs.12,500 Cr. from
USO Fund to roll out the 4G Network by BSNL, BSNL plans
to install 1 lakh indigenously developed sites for 4G
network. “For the deployment of India 4G Core and
associated Transmission Network expansion and
fiberisation, BSNL will be requiring capital expenditure
of approximately Rs 5,000 crore in current fiscal, Rs
7,500 crore in FY 2022-23 and Rs 5,000 crore in FY
2023-24,” the CMD BSNL has mentioned in his letter
addressed to the DoT Secretary. CMD further added that
the Tata Consultancy Services has partnered with C-DoT
for core network and Tejas & Altiostar for radio
equipment. TCS is doing Core Tests, Inter Tests etc.,
under POC and time line has been given to complete the
same by 30th Nov., 2021 and launching of 4G
by BSNL will be in June 2022. TCS will emerge as a
partner aiding the later phases of the rollout of
India's first indigenous 4G Network.
GS mentioned that due to consistent and continuous
efforts of AIBSNLEA, 3697 JTO (T)s have been promoted as
SDE (T) under 67% SCF quota on 08.07.2021. AIBSNLEA also
demanding the Management for the immediate conduct ion
of LDCE under 33% quota for the VY 2011-12 onwards and
LICE for CSS Cadre in BSNL CO from the VY 2015 onwards
(Asst. Manager to Dy. Manager).
AIBSNLEA has taken up the issues of E1+5 increments, E1A
to E2 & E2A to E3, increase of SAB benefit up to 30%,
timely remittance of SAB recoveries, immediate formation
of PRMB Trust and immediate preparation and issuance of
JTO AIEL, JAO/AO Seniority lists. AIBSNLEA insisted the
BSNL Management for the immediate Compassionate Ground
Appointment to the dependent of the employees succumbed
to Covid-19.
GS also explained about the continuous efforts and
discussion had with the CMD BSNL, Director (HR) and PGM
(Pers.) by the GS AIBSNLEA & CHQ Team regarding the
finalization of SDE (T) Seniority List No.9 as per the
Date of Joining in pursuance to the Hon’ble Supreme
Court Orders. Finally on 09.07.2021, BSNL Management
issued “Speaking Order” in favors of Date of Joining as
per the justified stand of AIBSNLEA. It is the Major
Achievement in the History of AIBSNLEA.
Due to consistent efforts of AIBSNLEA “BSNL
Employees Health Insurance Policy 2021” to
the willing BSNL Employees in addition to BSNL MRS has
been finalized and approved by the Competent Authority
within a short span of time.
GS further mentioned that AIBSNLEA has strongly taken up
& to withdraw the arbitrary orders of wrong pay fixation
by reducing the Pay and recovery to the tune of Rs.07 to
12 Lakhs from the JAOs of 1999 batch (Who have opted VRS)
of Telangana and AP Circles with the BSNL Management and
finally succeeded.
GS also mentioned that due to dip in revenue collections
during April & May 2021 and in view of the payment of
Statutory dues, EB Bills, quarterly repayment of loan
amount of about Rs.970 Crore, the payment of Salary for
the month of May was badly delayed. Even though we are
requesting the Management to disburse the salary every
month on the due date, but the BSNL Management is
disbursing the Salary after 20th of the following month
for the past 18 months. He told that the issue of timely
payment of Salary has already been taken up by AUAB with
the Management.
He told that AIBSNLEA CHQ is continuously put it best
efforts for the release the Promotion orders in all the
Streams. GS explained about the decisions taken in the
AUAB meeting held on 21.06.2021, 01.07.2021 and details
of discussions meeting held with CMD, Board of Directors
and Senior Officers with the AUAB Leaders on 30.06.2021
and 02.07.2021. He also told about the Dharna conducted
at Jantar Mantar at New Delhi from 21.09.2021 to
23.09.2021 and the decisions taken in the AUAB meeting
held on 23.09.2021 and 25.09.2021. He requested all the
members for 100 % participation in the Agitation
Programme organized by AUAB for the revival of BSNL.
GS appreciated and congratulated the Executives of
Chennai TD and the Management of CHTD for the
achievement of all the targets set by BSNL CO especially
in FTTH & EB Segments. GS requested all the members to
work hard in order to revive the BSNL as well as
strengthen the AIBSNLEA in Chennai TD Circle.
08.10.2021 DELEGATE SESSION:
The Delegate Session of 7th Circle Conference
was conducted on 08.10.2021 at Jeevana Jyothi Hall,
Pantheon Road, Egmore. GS, OS (South) and CS TN Circle
addressed the Delegation Session and elaborate about all
the issues related to BSNL and the Executives. An
interactive session was conducted; GS clarified and
replied all the queries raised by the delegates.
GS explained about the developments in BSNL CO regarding
Restructuring, AIEL List No. 3, Seniority List No 9, 10,
11 of SDE(T)- Engineering Executives, Speaking Order
released on 07.10.2021, AO Seniority list, JAO 2015 &
2016 batch Seniority lists etc. GS also told that posts
mentioned in restructuring for DE/CAOs are very less
compared to the Territorial Circles for which the matter
should be taken up by CHTD Administration also with BSNL
Management.
He further mentioned that AIBSNLEA is always
vociferously raising the issues and genuine
grievances of the Executives before the Management and
continuously addressing the issues and assured that
AIBSNLEA always working for the settlement of all the
genuine demands of the Executives and continue its
Separate Identity.
In the closing remarks, GS informed the house that
AIBSNLEA is always ready for any Organizational action,
if the genuine demands are not accepted by the BSNL
Management. The restructuring of Executives for Chennai
TD are not in line with the Territorial Circles and we
request all the Executives to be prepared for
Organizational activities if required in near future for
the common cause of all the Executives.
As per the Agenda, the elections for the Circle New Team
of AIBSNLEA CHTD have been held and the following
Comrades were unanimously elected as Circle President,
Circle Secretary, Circle Finance Secretary & CWC Member

Central Working Committee Meeting of AIBSNLEA
has been
successfully conducted under the President ship of Com.
Subhasis Mitra, All India President of AIBSNLEA through
Online Mode on 19.10.2021 from 9.00 am to 9.30 pm with
the active participation of more than 80 Comrades
including GS, Chairman, CHQ Office bearers, CHQ
Advisers, CS, CP & CWC Members from all over India.

Circle Conference of A.P Circle held at Vijayawada on
04.10.2021:
2nd AIBSNLEA Circle Conference of A.P Circle was held at
Hotel King’s Cuisine, Vijayawada on 03.10.2021 under the
Chairmanship of Com.M.Veeranjaneyulu, Circle President
as per the Covid-19 Protocol. Com.Raju, Com. Narender,
CHQ Advisor, Com. Kooteswara Rao, Ex. CS Senior Retired
Comrades, DPs, DSs, Circle Office bearers and Delegates
from various Districts participated and addressed the
Conference.
Circle President in his Opening remarks mentioned that
35 new members are enrolled in AIBSNLEA during the month
of July 2021. He appreciated the role played by GS
AIBSNLEA and CHQ Team for continuously pursuing the
burning issues with the Management.
Circle Secretary Com.Srinivsarao welcomed the gathering
and presented the Circle Secretary’s report and it was
approved by the House and requested the GS to pursue
with the Management for the speedy issuance of request
transfer in the cadre of AO.
Finance Secretary submitted the Audited Financial
Statement and it was approved by the House.

Launching of 4G is badly delayed due to
non-consideration of BSNL Global Tender towards the
purchase of 57000 4G Equipments by the Empowered
Technology Group (ETG) in the name of ‘Atamnirbhar
Bharat’and the Indigenous 4G Tender (EoI) on PoC basis
as recommended by the ETG has also been opened on
20.6.2021 and instructions issued to the Field Units in
this regard on 30.6.2021. So the vison of BSNL for
earning more revenue through launching of 4G Services is
further delayed. it is quite unfortunate that the
proposal for up gradation of 18,000 BTSs supplied by M/s
Nokia for West and South Zones with an Estimated cost of
Rs.550 Cr has not been approved by the BSNL Board
Meeting held on 23.07.2021. It is second time that the
up gradation proposal was turned down by the BSNL Board.
It is a major setback for BSNL Revival plan and the 4G
launching is unduly delayed even though the Union
Cabinet given approval for 4G spectrum to BSNL from the
Budgetary Support on 23.10.2019.
In the name of Restructuring/ Manpower Plan and pending
SLP at Hon’ble Supreme Court tagged with Jairnal Singh
Case, all the Promotions are strucked-up. AIBSNLEA
strongly opposed the undue delay in Restructuring
Process and Promotions and continuous looking-after
arrangement instead of Regular Promotions to maintain
the Services.
GS AIBSNLEA & CHQ Team made presentation before the CMD
BSNL, Director (HR) and all the Members of High Power
Committee regarding Manpower plan & Restructuring during
Feb. and March 2021. BSNL Management appreciated our
concern and assured to look into our suggestions/
inputs. He mentioned that earlier CAO and DGM (Engg.)
Posts were provisioned very less vide the Restructuring
letter dated 27.08.2020. As per the AIBSNLEA views and
suggestions vide our letter dated 18.02.2021 &
19.02.2021 followed by detailed discussions with all the
Committee Members the CAOs and DGM (Engg.) posts are
increased in the Op Area offices. However as per the
Restg. Cell letter dated 28.06.2021, the CAO posts are
increased but AO & JAO posts are withdrawn.
He explained about the presentation and Comments/Views/
Suggestions given by GS, AIBSNLEA regarding Man Power
Norms before the CMD BSNL, the Board of Directors and
Senior Officers in the AUAB Agenda Meeting held on
02.07.2021. On the basis of the discussion we submitted
our views, suggestions and justifications regarding
Restructuring and Manpower Norms to the Management vide
AIBSNLEA letter dated 06.07.2021 and AIBSNLEA is holding
discussions continuously with the High Power Committee
Members.
Restg. Cell has drastically reduced the Posts of JTOs,
JAOs and AOs as against the working strength and it is
an Arbitrary and unjustified decision. Lateral entry in
Group B (JTO) posts are drastically reduced which is not
helpful for operational activity. JTO is the Feeder
cadre of the Telecom Wing and Main Promotion cadre from
JEs. The present working strength of JTO(T) is 14,536
but it has been reduced to 11,283. This will impact on
the field activities and later on BSNL Services.
JAO is the Feeder cadre of the Finance Wing and Main
Promotion cadre of Clerical/Sr. Accountant Cadres etc.
The present working strength of JAO is 2,351 but it has
been reduced to 1,890. Likewise the present working
strength of AOs is 1,961 but it has also been reduced to
1,547.
Now, for the span off control, considering SDE/JTOs and
AO/JAOs as equivalent cadres, which is not justified and
this will be reverse of Pyramid Structure and such
Organization will fail in long run as no Promotional
Avenues will be available.
He further mentioned that the BA concept is formed with
GM/PGM level Officers heading it, whereas the number of
absorbed GM/PGM level officers available in BSNL is very
few. The deputation of the ITS Officers will end in
March, 2023, on diminishing basis. On a calculated move,
BSNL Management borrowed many ITS officers from DOT from
time to time on temporary basis to fill up the white
collar Posts in the grade of SAG/HAG in violation of the
MOU for curtailing the posts of ITS Deputation year by
year. Whether this Restg. Exercise by reducing the
Promotional avenues of BSNL Executives and increasing
the GM/PGM level Posts and keeping it vacant is going to
help the Revival of BSNL? Even at present many GM level
Posts are lying vacant in SSA/BAs whereas so many ITS
Officers in the GM level are posted in the Circle Head
Quarters, Metro Cities and BSNL Corporate Office.
Thirdly, the total Manpower has been shown clubbing all
the equivalent cadres with no break up of Streams. This
has been done perhaps to hide the partisan view of the
Management and we are of the opinion that the Management
is not transparent to declare/share the Cadre/Stream/
Discipline wise working strength and proposed Man Power
with the Stake Holders. So the need of the hour is
Management has to declare/share the details of each
Cadre with the Stake Holders for the transparent/Open
minded discussion regarding the justification of each
Post/Cadre. It appears to us that the Manpower Norms
prepared by the Restg Cell is vitiated by cronyism and
Forum shopping to further the career interest of the
Creamy layer at the cost of that of the Bottom layer.
He told that AIBSNLEA CHQ is continuously put it best
efforts for the release the Promotion orders in all the
Streams.
He briefed about the pending Opex, Capex Liabilities,
Bank Loan and latest financial condition of BSNL. He
also explained about the various letters written by the
CHQ to the Secretary (T) DoT for the immediate release
of Rs.30,000 Crore towards the Claims Receivable from
DoT to BSNL, which includes Rural subsidy, excess
payment of Pension Contribution & reimbursement of Leave
Encashment, etc., AIBSNLEA CHQ Leaders also met the
Member (Finance) and other Senior Officers in DoT and
explained about the justified Claims of BSNL and
requested for early release of the same so as to meet
out the Bank Loans, Capex & Opex etc., But till date
BSNL has not received any support from DoT.
GS explained about the decisions taken in the AUAB
meeting held on 21.6.2021, 1.7.2021 and details of
discussions meeting held with CMD, Board of Directors
and Senior Officers with the AUAB Leaders on 30.6.2021
and 2.7.2021. He explained the about the Dharna
conducted at Jantar Mandhar, Delhi from 21.9.2021 to
23.9.2021 and the decisions taken in the AUAB meeting
held on 23.9.2021 and 25.9.2021. He requested 100 %
participation of all the members in the Agitational
Programme organized by AUAB for the revival of BSNL.
GS requested all the members to work hard in order to
strengthen AIBSNLEA in AP Circle by educating them about
the works done by AIBSNLEA in the past and present
scenario.
He further mentioned that AIBSNLEA is always
vociferously raising the issues and genuine
grievances of the Executives before the Management and
continuously addressing the issues and assured that
AIBSNLEA always working for the settlement of all the
genuine demands of the Executives and continue its
Separate Identity.
The following Comrades were unanimously elected as
Circle President, Circle Secretary and Circle Finance
Secretary respectively for the next term
