28-06-2007 => GS, President attended Joint Forum of BSNL/ MTNL Executives/ Non-Executives Associations/ Unions Meeting in the conference hall of BSNL CO and discussed:-

(d) During meeting the point was discussed that one Executive Association associated with  Joint Forum has already started Trade Union Actions Program without discussing the issue in the Joint Forum since the issue is common, related to viability of BSNL. After detail discussions the representative of the said Executive Association informed that since the program has already started and at this moment it is not possible to cancel the program. But he assured that in future they will abide with the decision of Joint Forum. It was also decided that the representatives/ members of other associated Unions/ Associations of Joint Forum  are not concern with the ongoing Trade Union Actions Program of the said Executive Association.

 28-07-2007 =>  GS, President met DDG (SR) BSNL and discussed:-

(b) Settlement of the pending grievances of Executives in BSNL:- We requested DDG (SR) to arrange meetings with SrDDG (BW), SrDDG (Electrical), DDG (Arch) & SrDDG (Estt) BSNL to discuss all pending issues related to Executives of Civil/ Electrical/ Arch engineering wings.  DDG(SR) assured to arrange the meetings shortly.

27-06-2007  => GS, Editor  met Shri M. Sahoo Joint Secretary DoT and discussed (a)    Deficiencies in BSNL Executives Promotion Policy –We impressed upon to review the deficiencies of BSNL Executives Promotion Policy  as assured by Secretary DoT in the formal meeting with AIBSNLEA held on 10^th January,2007.Joint Secretary  Assured to discussed the matter with the concerned authorities. (b)   Absorption of Group “A” Officers in BSNL- We expressed our serious concern   against delay in completing the process of absorption of Group “A” Officers in BSNL  as the issue is linked with the  promotional avenues of absorbed group “B” officers  in BSNL. and effecting adversely the viability of BSNL. Joint Secretary informed that  the  matter is in advance stage for settlement. He hoped that the issue will be resolve within a  month or  two months  as  most of the issues raised by  ITSA  are resolved .

26-06-2007 =>  GS, President  attended  the JOINT FORUM of BSNL/MTNL executives and non –executives  meeting  in JCM room BSNL Corporate Office and discussed  the issue of delay in procurement  of 45.5 million GSM lines equipment  and other issues effecting the viability of BSNL . After having detailed discussions decided the following  actions

(a)    That a telegram is to be issued to Hon’ble Prime Minister of India  and to Hon’ble Minister of Communication & IT  before  30^th June,2007 to express our  resentment  against delay in issuing P.O. for  45.5 million GSM lines to Nokia and Erricson , which is adversely affecting the viability of BSNL.

(b)   A memorandum will be submitted to Hon’ble Prime Minister of India and Hon’ble Minister of Communication & IT. The memorandum will be finalized and signed by all Unions/Associations General Secretaries  on 28^th June,2007.  

(c)    Joint Forum will request to Hon’ble MOC &IT  for granting a meeting before 10^th July,2007.If the meeting is not granted before 10^th July,2007, Joint Forum after reviewing the situation will decide Trade Union Actions programme,

We call upon all the Circle/Branch   Secretaries to ensure mobilization and successful implementation of the Telegram Campaign as well as  the  future Trade Union Actions  programme, if given.

26/06/2007  =>  GS, President  met Director (Finance) and discussed :-

(a)    Fixation of AAO pay scale case :- We thanked Director(Finance) for having a talk with Joint Secretary ( Pers) Ministry of  Finance to  expedite the AAOs  pay fixation case treating them organized  Accounts cadre ,we further requested him to use his good offices to interact  with the senior officers of Ministry of Finance for early settlement of the issue. Director (Finance) assured to look in to the matter.

(b)   Holding of DPC to fill up vacant CAOs posts: - We express our serious concern against delay in holding  the DPC to fill up about 400 vacant CAOs posts. Director (Finance) immediately spoke to Jt DDG (SEA) and directed him to issue the promotion order at the earliest after completion of  the DPC. He assured that within two weeks time DPC work will be completed and promotion order will be issued immediately.

13-06-2007 => GS, FS met Director (Finance) & discussed:-

(a) Presentation before wage revision commission on 23rd June 07 by BSNL:- We discussed in detail regarding wage revision of BSNL Executives & provision of Pension under rule 37-A, as the presentation will be made by Dir (Fin).

(b) DPC from Sr. AO to CAO (Adhoc):- We expressed our serious concern against delay in holding the DPC to fill up about 400 CAOs vacant posts, since all ACRs of eligible Sr. AOs has been received in BSNL CO one month back. Dir (Fin) immediately spoke to Sr. DDG (SPF) to take prompt action in the matter.

(c) Fixation of AAOs pay scale case:- We requested to Dir (Fin) to use his good office in getting case cleared from Ministry of Finance. Dir (Fin) immediately contacted Jt. Secy (Pers) Ministry of Finance for an early and favorable action.

(d) DPC from JAO/ AAO to AO:- We requested Dir (Fin) to fill up vacant AOs posts. Dir (Fin) assured to look into the matter.

13-06-2007 => GS, FS met Director (Operations) & discussed:-

(a) Improvement in the revised policy for service GSM, RSTC & Broadband to Executives:- We requested Dir (O) to consider the AIBSNLEA proposal for allowing National Roaming & STD on GSM, enhancement of free call limit on RSTC, STD facility on RSTC to all STS level officers compulsorily & rent free Broadband service connection to all Executives. Dir (O) assured that the proposals given by the Association are under consideration and soon will be discussed in the Management Committee for approval. There after the orders will be issued.

(b) Delay in issuing the Purchase Order for 63.5 million GSM telephone equipment:- We expressed our serious resentment against delay in placing the purchase order (PO) for 63.5 million GSM telephone lines i.e. 45.5 million lines to Nokia /Ericsson & 18 million GSM telephone lines to ITI. Presently BSNL is having about 5 million GSM telephone lines equipment in hand which may lasts for maximum one month. Dir (O) informed that approval from MoC is awaited.

11-06-2007 => CMD BSNL granted meeting to AIBSNLEA to discuss the charter of demands- GS, FS and CS Delhi Circle met CMD BSNL and discussed the pending grievances of BSNL Executives, submitted through charter of demands. After having brief discussions CMD assured to look into the matter and appealed to withdraw the proposed organizational actions program.

11-06-2007 => RECORD OF DISCUSSIONS (MINUTES) ISSUED :- GS, FS, Editor and CS Delhi Circle met DDG (SR) and discussed the (minutes) record of discussions issued on 11-06-2007 following  the meeting of AIBSNLEA representatives  with DDG (SR) and Dir (HRD) on 18th May/ 30th May 2007. 09.06.2007 =>  SPL GB MEETING AT TIRUPATI (AP) BRANCH :- GS , FS and Com R B Athani OS(South) attended and addressed the a large attended gathering of the Spl GB meeting at Tirupati(AP).Com Sheshakumar,BS welcomed the gathering and Com K Nageshwar Rao CWC member delivered the vote of thanks.Com. GS discussed the pending grievances of Executives in BSNL in detail & viability of BSNL.GS also replies to the queries raised by the members to their satisfaction.

07.06.20072^nd Circle Conference of AIBSNLEA AP Circle at Vijayawada :- GS, President, AGS(Engg.), FS, Org. Secretary (S) attended & addressed the OPEN SESSION on the occasion of 2^nd Circle Conference of AIBSNLEA AP Circle at Vijayawada on 7^th June 2007. Shri S. Ramalingam, CGMT, AP Circle was the Chief Guest. Shri Jhon Christosostam, GMTD Vijayawada was the Guest of Honor. Dr. P. Guru Prasad was the Chairman Reception Committee. Com. Sivaramudu Circle Secretary AP Circle delivered the keynote address & Com. B. Venkat Rao President welcome the delegates & the Guests. The Conference Hall of Hotel Manorama, Vijayawada was jam packed. During OPEN SESSION on 7^th JUNE 2007 & DELEGATE SESSION on 8^th JUNE 2007, Com. GS, CHQ President  & other CHQ Office bearers discussed the pending grievances of Executives in BSNL in details & viability of BSNL.

07.06.2007 => All India CWC meeting of AIBSNLEA is postponed due to unavoidable circumstances & further notified to be held on 26 & 27 July 2007 at the same venue. Click Here for letter.

06.06.2007 =>  Notice for organisational actions against non-settlement of the grievances of the Executives in BSNL:- GS, FS & AFS met Dir (HRD) . Sr.DDG(EST), Sr.DDG (CS), DDG (SR)  were also present in the meeting . Detailed discussions were held on the charter of demands  mentioned in the notice served to BSNL on 07/05/2007.DDG(SR) informed that minutes of the meeting will be issued in a day or two .In view of the detailed discussion , Dir(HRD) appealed to withdraw on going agitation. GS informed that let the minutes of Meeting should be released, further course of actions will be informed to the Management after consultation with Circle Secretaries. Our next Organational programme i.e holding Mass Dharna on 13/06/2007 at CO/Circle HQs/SSA HQs will continue.

04-06-2007 => GS, FS met Dir (HRD) and discussed:-

(b)Notice for organisational actions against non-settlement of the grievances of the Executives in BSNL: We vehemently protested against the inaction of Management towards settlement of the grievances of Executives. Dir (HRD) after having a brief discussion on some issues of importance, directed DDG (SR) to hold an exclusive meeting on 06-06-07(F/N) with AIBSNLEA to discuss the charter of demands raised in our notice 07-05-2007.

(b) Issuing record of discussions on charter of demands and the efforts being made for settlement of the grievances:- DDG (SR) informed that he will be on tour up to 5th June2007. The record of discussions on the issues raised by our Association will be issued in the next week.
