GS, Advisor (HQ) met GM (Pers)
and discussed regarding-
(i)
Consideration of
Cancellation/modification of DEs Posting
orders on promotion:
We
requested for the
cancellation/modification of the said
transfer orders by filling-up the vacant
more than 30% posts of the DEs. We
explained that in the past the SDEs/DEs
on promotion were being posted in the
same circle where the vacancies are
available and the excess officers to the
nearby circles. But in the recent
promotion orders DEs have been posted to
the distant circles keeping more than
30% vacancies in the circles which is
not justified. Moreover, in the
forthcoming CPC from DE to DGM, many DEs
are going to be promoted from these
circles which will further cause large
number of vacancies. It will adversely
affect the growth of these revenue
earning circles. Hence, senior DEs
posting orders should be cancelled and
be posted in these circles to reduce the
shortage in the interest of BSNL as well
as in the interest of individuals. GM (Pers)
mentioned that he has to fill-up the
vacancies on pro-rata basis in all the
circles in the interest of BSNL but
however, the feedback given by the
Association will be looked into. He
further mentioned that some genuine
medical ground cases recommended by the
CGMs are being considered and some
requests for modification to BSNL
Corporate Office are also being
considered.
(ii)CPC from
JTO to SDE:
We requested to file MA
for an early hearing in the court case
at Hon'ble CAT Ernakulam Bench to get
vacated the stay order on the JTO to SDE
promotions. GM (Pers) mentioned that the
case has already been listed on
17.11.2014 for hearing and the effort
are being made to get vacated the stay
order.
(iii)
CPC from DE to DGM
(Adhoc) :
GM(Pers) mentioned that the CPC work is
under process and the promotion orders
will be issued at the earliest.
(iv)Creation of PPS Posts in field units:
GM(Pers) mentioned that shortly the
committee meeting headed by ED (CN) BSNL
CO will be held to discuss the issue for
further necessary action.
(v)Restructuring of AD (O/L) cadre:
GM(Pers) assured an early action to
process the committee report to the
competent authority for consideration.
(vi)Clearance of HR issues already
approved by BSNL MC and approval from
BSNL Board:
GM (Pers) assured an early action in
this regard.

Status of TES Gr."B" Rule 206 Seniority
case in Hon’ble Supreme Court.:
The concerned CAs/SLPs, listed as Item
No. 102 in the court No. 07 came up for
hearing today as per the schedule but
could not be heard completely because of
paucity of time. The next date of
hearing is now 05.11.2014.

GS,
AGS(C/E/Arch/TF) and AFS met the ED(NB)
on 28.10.2014 and discussed the
following:
(i) Conducting
LDCE for promotion from JTO(TF) to
SDE(TF):
We highlighted the
fact that since inception of SDE(TF) RR
in the year 2002, not a single LDCE has
been taken place. It is detrimental to
the fast track promotion available to
the JTO(TF)s and it should not linger
further. He assured to look into the
matter.
(ii) Conducting
DPC for promotion from AGM(TF) to DGM(TF):
We highlighted the fact that out of
14nos sanctioned DGM(TF) posts no
regular DGM(TF) posts are filled up on
the plea that no AGMs have completed
minimum 4 years regular service. We
requested that 11nos AGMs have already
completed more than 3 years regular
service and they can be considered for
DGM(TF) promotion by relaxing the
service condition to 3 years as is done
in engineering side. This will not only
increase the work efficiency but also
open a chain for promotion from SDE(TF)
to AGM(TF). He assured to look into the
matter.
(iii)
Implementation of upgraded pay scales
from 01/10/2000:
We pleaded that the TF executives shall
get the upgraded pay scales from
01/10/2000 only in line with JAO's case.
We expressed our concern for delay in
processing the case and requested to do
the needful at the earliest. He assured
to look into the matter early.
29.10.2014:
GS,
AGS(C/E/Arch/TF) and AFS met the PGM(BW)
and discussed the following in the
presence of DGM(BW):
(i) Merger of
Civil Wing with SSAs:
We highlighted the
practical difficulties being faced by
the C/E wing executives after merger of
Civil wing with the SSAs. We also
highlighted the fact that the present
ERP order is meant for accounts merger,
but some of the CGMs are misinterpreting
the order and wants complete merger of
civil wing with SSAs. However some of
the CGMs are also written to Corporate
Office against this merger. So we
pleaded that PGM(BW) being the cadre
control authority for civil wing
executives shall pursue the case
against merger which has been cleared by
ED(NB) and awaits the approval of Dir(HR).
He assured us to pursue the matter
further.
(ii) Entrusting
the work of construction of new DOT
building over BSNL land at CTS compound,
Netaji Nagar, New Delhi to CPWD:
We expressed our serious concern over
the attitude of DOT towards BSNL Civil
wing who happens to be the PWO of DOT.
In stead of awarding the work to Civil
wing the award to CPWD is a black spot
on Civil wing. This will act as a
dampener to fetch external projects from
other departments and CPWD will cash it
for snatching the external projects from
BSNL on the pretext that their own
parent ministry have denied the job. So
we pleaded him to lodge formal protest
with the DOT. We assured to do our bit
by writing the issue before the hon'ble
MOC. He assured us to pursue the matter
further
(iii)
Implementation of upgraded IDA pay
scales w.e.f. 01/10/2000:
We pleaded that PGM(BW) being the cadre
control authority for civil wing
executives shall initiate the case for
implementation of IDA upgraded payscales
w.e.f. 01/10/2000 for approval by the
competent authority in line with JAO's
case. We expressed our concern for dealy
in processing the case and requested to
do the needful at the earliest. He
requested the DGM(BW) present in the
meeting to put up the case early.
(iv)
Enhancement of Delegation of financial
powers to Civil Wing Officers:
We pleaded that delegation of financial
powers of BSNL Civil wing officers has
not been modified since 1999. Though
BSNL Civil wing is adopting CPWD Manual,
the delegation of financial powers of
Civil wing officers vis-à-vis CPWD
officers are very meager, which creates
lot of inconveniences in carrying out
the work at the level of SDE/EE/SE. He
appreciated our concern that enhancement
of financial powers will definitely
result into speedy execution of work and
assured to put up the case to the
competent authority early.
(v) Drawl of 2nd
increment from the due date who have not
completed the mandatory training within
2 years time due to sole administrative
reasons:
We wanted to know the status of the case
which was long pending in BW unit. Many
executives like JM Nayee, EE(C), Gujarat
are retiring with financial loss. He
informed us that they have received the
information grom the GM(BS-C), ALTTC,
Ghaziabad but the desired information
from the CE(C) are still awaited even
after two reminders. Then we requested
to settle the cases for those SDE/EEs
at least whose informations are
available. He agreed to this and we are
hopeful that this will be cleared.
(vi) Conducting
LICE for promotion from D/Man grade to
JTO(C) grade :
We wanted to know
the status of the case which was long
pending in BW unit. He informed us that
file has been put up to Pers/Estt. cell
for allowing certain relaxation in age.
As soon as it is received the case will
be expedited.
(vii)
Conducting CPC for promotion from JTO(C)
grade to SDE(C) grade :
We wanted to know the status of the case
for which ACRs have been called for 56
JTO(C). He informed that some ACRs are
still awaited and as soon as these are
received the cases for approximately 45
SDE(C) promotion order will be issued.
(viii)
Conducting CPC for promotion from EE(C)
grade to SE(C) grade : We wanted to
know the status of the case for which
ACRs have been called for 20 EE(C). He
informed that ACRs are still awaited and
as soon as these are received the case
will be expedited.
(ix) Request
transfers :
We put forth some
cases of request transfer for his
consideration. They are i) Choice
transfer on promotion to the grade of
SE(C)- Case of Sri S. Prasad, EE(C),
Sambalpur to Lucknow/ Ahmedabad/
Chandigarh. Ii) Transfer of Sri T.K
Karak, SDE(C), Asansol, WB to Kolakata
after completion of 58 years iii)
Acceptance of joining letter of Sri
Tapan Saha, SDE(C), Kolkata by the CE(C),
CTD.

Details
of the decision taken in the Forum of
BSNL Unions/ Associationsmeeting held on 28th October
2014:
A meeting of the
Forum of BSNL Unions / Associations was
held on 28th October 2014 and the
following decisions were taken after
detailed
discussion.
GS, AGS(HQ) and AGS(C/E/A/TF)
attended the meeting.
1. The Forum
decided to Call for Indefinite Strike
w.e.f. 3rd February 2015 against the
Anti- BSNL policies of the government
and on the demands raised in the
Memorandum adopted in the National
Convention on 3rd August 2013 and also
against the M/s Deloittee Committee
recommendations, Formation of Tower
Company, Merger of
BSNL and MTNL etc.
2. A Demands
Day should be organised in December
2014, 3 days
Dharna
in January 2015 and OneWeek Massive
Campaign, before the
strike.
3. Maximum
propaganda should be organised among the
workers and the public, meet the Members
of Parliament and explain the demands of
the workers, organise signature campaign
etc.
4. A meeting of
the Core Committee of Forum will beheld
on 12th November, followed by a meeting
of the Forum on 13th November 2014 to
finalise the Memorandum, dates of the
agitational programmes and other
connected matters.
28.10.2014: GS,
AGS(C/E/A/TF) and AFS met the PGM(EW) &
discussed the following:
(i)We
apprised him the resentment of the C/E
Executives for lingering the issue of
Diploma/Degree qualification, Distance
B-Tech degree issue for years together.
Many executives are retiring every month
in the grade of SDEs only. He was very
much appreciative of our concern and
expressed his willingness to get the
issue resolved in favor of the staff but
due to opposition from BW side, the
matter is getting delayed. However he
was hopeful that he will try his level
best to settle the issue.
(ii)We
impressed upon him to expedite the
process of DPC for JTO(E) to SDE(E)
which was pending since June-2014. He
informed that due to non receiving of
one JTO(E)'s VC from the Delhi NTR, the
process was delayed. We also requested
him to allot the JTO(E) in their same
circle on promotion to SDE(E).
particularly Sri V.M Mahare in Karnataka
Circle due to his compelling family
problems.
(iii)We
informed him that Sri B.S. Tudu, SDE(E),
Dharmashala, HP could not be relieved
who was on
transfer to Port Blair on own cost and
requested his intervention in the
matter. He immediately directed the
concerned officer to write to the CE(E),
HP to relieve him within a time period
otherwise CO will relieve Sri Tudu.
(iv)We
impressed upon him to expedite the
process of DPC for EE(E) to SE(E), from
SE(E) to CE(E). He informed that the
CPCs are progressing well.
28.10.2014: GS,
AGS(Fin) , AGS(C/E/A/TF) and FS met the
GM(Admn) & discussed the following:
(i)We expressed our concern for
delay in awarding the canteen work for
which all staffs are suffering.
He informed that
he has already talked to the concerned
officer and order will be issued
shortly.
28.10.2014: GS,
AGS(Fin) , AGS(C/E/A/TF) and FS met the
GM(FP) & discussed the following:
(i)
CPC from JAO to AO:
We also expressed our concern in dilly
dallying tactics adopted by certain
portion of the management in delaying
the process of JAO to AO promotion. He
told that he has already submitted the
file with certain notes to the CLO and
expects a consensus.
(ii) CPC from
AO to CAO : We
impressed upon him to call for ACR/VCR
for promotion from AO to CAO for 230
posts which has been approved by
competent authority since long. He
informed that it will be done very
shortly.
(iii) CPC from
CAO(Adhoc) to CAO(Regular):
We impressed upon
him to issue regular promotion order
from CAO(Ad hoc ) to CAO(Regular). He
informed that the process has been
completed and approval is to be taken
from the CMD and orders will be issued
soon.
(iv) We requested
to consider cancellation of transfer in
the grade of AOs
Viz Shri H.K Mahanta, AO, Keonjhar
(Branch Secretary, Keonjhar) Odisha,
Shri Lachhaman Nayak, AO, Balasore both
from Odisha circle, Shri A D Kulkarni
CAO , FS in circle office Bangalore KTK
, shri Vikram Pillai AO KTK circle to
QA/STR/STP/DNW cicles at Bangalore and
Shri Armugam (CAO) Branch Secy Vellore
from WTP to TN/AP circle etc.GM (FP)
assured to look in to.
(v) Allowing
option to JAOs appointed after
07.05.2010:
GM (FP) assured to fix up the committee
meeting at the earliest to discuss the
matter and early submission of the
committee report.
28.10.2014: GS,
AGS(Fin) , AGS(C/E/A/TF) and FS met the
CMD & discussed the following:
(i) We expressed
our serious concern over the inordinate
delay by the management in complying to
the minutes of the formal meeting of
AIBSNLEA
with the Dir(HR) issued under the
signature of the GM(SR) dtd
21/04/2014.CMD assured to discuss the
matter with new GM(SR) for further
necessary action.
(ii) We also
expressed our concern in dilly dallying
tactics adopted by certain portion of
the management in delaying the process
of JAO to AO promotion.
We requested him to prevail upon the
members of the CPC so as to get the
desired result without further delay. He
told that he has already discussed the
matter with GM(FP), GM(Pers) & CLO and a
consensus has been arrived at and
shortly the deadlock will end. But
again we apprised him some fact that one
officer has taken a u turn and not
favoring the decision. He assured to
talk to all of them within a day or two
so that entire CPC exercise do not go
waste.
(iii) We impressed
upon him to clear the long pending HR
issues passed by the MC like
modification of BSNL MSRR for EE (
Civil/ Electrical )executives,
JTO RR 2014, diversion of 25% MT quota
in the grade of CAO posts, Five advance
increments to JAO-2013,JTO (SRD) and PAs
etc by the next BSNL Board meeting. He
assured to look into.
(iv)
We
requested to consider
cancellation/modification of posting
orders on promotion in the grade of AGMs
who have crossed the age of 57 yrs and
some other genuine issues:
We also requested to ensure that in the
forthcoming DGM promotions, the AGMs in
the zone of consideration for promotion
from the already shortfall Circles shall
not be disturbed from their circle,
otherwise the shortfall of man power in
those circles will again widen. He told
us to give the matrix so that he can
direct the authorities to look into this
aspect. We will shortly give the matrix.
(v)Para-8 transfers of JTO who have
completed five years of service:
we explained that about 500 JTOs are
waiting for para -8 transfers after
completing more than five years of
service. We pleaded that recently about
4000 JTOs on promotion through LICE have
joined in various circles, against this
all pending para-8 JTO transfers may be
considered. Also TTAs may be recruited
in circles to meet the shortage. CMD
assured to discuss the matter with
concern CGMs and GM (Estt.) for early
solution.
(vi)Drawl of salary to JTOs MP Circle
during Agitation period:
We requested CMD for his kind
intervention for drawl of salary of JTOs
MP Crcle of agitation period with
sympathetic consideration. CMD assured
to look in to the matter for e4arly
solution.
27.10.2014: GS met Addl. GM(Pers) and
discussed regarding-
(a) CPC from JTO to SDE:
We requested to file MA for an early
hearing in the court case at Hon'ble CAT

order on the JTO to SDE promotions.
Addl. GM (Pers) mentioned that the case
has already been listed on 17.11.2014
for hearing and the effort are being
made to get vacated the stay order.
(b) CPC from DE to DGM (Adhoc) :
Addl. GM(Pers) mentioned that some ACRs/VCRs
of eligible DEs for promotion are yet to
be received. However, he informed that
within this week the CPC will be
conducted. The chairman CPC Shri Seth
PGM BSNL CO has fixed the CPC in this
week itself. He assured that as soon as
the CPC work is completed the promotion
order of DGMs will be issued to fill up
480 DGM Posts.
(c) Creation of PPS Posts in
field units:
Addl. GM(Pers) mentioned that shortly
the committee meeting headed by ED (CN)
BSNL CO will be held to discuss the
issue for further necessary action.
(d) Restructuring of AD (O/L)
cadre:
Addl. GM(Pers) directed AGM (Pers) to
process Shri Harsh Vardhan committee
report to the competent authority for
consideration. He assured an early
action in this regard.
(e) LDCE from JTO (TF) to SDE(TF):
we expressed serious concern against non
holding of the LDCE from JTO (TF) to SDE
(TF). Addl. GM (Pers) mentioned that due
to non finalization of syllabus of LDCE
to SDE (TF) the LDCE could not be held.
However, he assured to process the
matter to the competent authority.
(f) Date of effect of
implementation of upgraded pay scales
w.e.f. 01.10.2000 on notional basis:
We requested to give notional pay
fixation w.e.f. 01.10.2000 to all
upgraded pay scales of JTO/SDE
(C/E/Arch/TF) Engg. Wings and PA/PS
cadre at par with JAOs. Addl. GM(Pers)
advised that the case can be processed
either from PGM(C/E/Arch/TF) or ED (NB)
to the competent authority for
consideration.
(g) Holding of committee meeting
on distance education:
Addl. GM (Pers) assured to hold the
committee meeting in the next week
itself to discuss the matter.
(h) Clearance of HR issues
already approved by BSNL MC and approval
from BSNL Board:
Addl. GM (Pers) discussed the matter
with GM (Legal) for getting approval of
the BSNL Board on the pending HR issues.
GM(Legal) advised to discuss the matter
with GM(Restructuring) on the basis of
new HR plan as desired by Board of
Director and immediately he discussed
the matter with GM (Restructuring) and
she advised to send the copy of the
Board directions for compliance. Addl.
GM (Pers) assured an early action in
this regard.
(i) Consideration of
Cancellation/modification of DEs Posting
orders on promotion:
Addl. GM (Pers) mentioned that some
genuine medical ground cases recommended
by CGMs have been considered and orders
are issued. Regarding some lady
executives and some pending medical
ground cases he assured for an early
consideration.
27.10.2014: GS, AGS (C/E/Arch/TF) and
AFS met ED (NB) Shri M.A. Khan and
discussed regarding:
(a) Modification in BSNL MSRR of EE
(C/E/Arch):
We requested for an early modification
of BSNL MSRR-2009 of EE (C/E/Arch) as
already cleared by BSNL MC. ED (NB)
assured to look into the matter.
(b) Holding of Committee meeting on
Distance Education:
We requested for early holding of the
Committee meeting on Distance Education
availed during service with due
permission. ED (NB) discussed the matter
with PGM (EW) and PGM (BW) and directed
to hold the meeting early to resolve the
issue.
(c) Merger of Civil/Electrical Wings
in Circles:
We protested against merger of C/E Wings
at SSA level where one EE (C/E) will be
reporting to 4-5 SSA Heads and will have
no control of CE (C/E). It will create
many problems in field units. ED (NB)
appreciated our concern and informed
that he has put up the matter to the
competent authority to withdraw this
merger order and advised to merge for
accounting purpose only under the ERP.
(d) Notional Pay fixation of
upgraded Pay Scales of JTO/SDE
(C/E/Arch/TF) w.e.f. 01.10.2000:
We requested to process the case for
notional Pay fixation of all upgraded
Pay Scales from 01.10.2000 as already
done for JAO cadre. Ed (NB) assured to
look into the matter.
27.10.2014:
GS, AGS (C/E/Arch/TF) met GM (SR) Shri
Shamim Akhtar and discussed :
(a) Membership Verification of
Executive Association:
GM (SR) informed that the membership
verification is postponed to May-2015
from 10.12.2014 in view of the stay
order granted by Hon'ble High Court of
Bangalore.
(b) Settlement of Pending HR issues:
GM (SR) informed that the status of HR
issues already discussed with the
Executive Associations in the
formal/informal meetings will be
up-loaded on BNSL CO website shortly. We
pleaded that merely stating the status
of HR issues is not going to satisfy us,
we need settlement of the issues
otherwise we will be compelled to launch
an Organizational Programs.
27.10.2014:GS, AGS (C/E/Arch/TF) and CS, AIGETOA
BSNL CO met GM (Estt) and discussed
regarding:
i. Consideration of Para-8
Transfer of JTOs:
We requested for directing all the
circles for consideration of Para-8
transfer cases of JTOs who have
completed more than 5 years of service
in the circle. GM (Estt) mentioned that
about 500 JTOs Para-8 transfer cases are
pending for consideration and shortly it
will be planned that how many cases can
be considered as one to one basis and on
newly promoted JTOs joining through
LICE. He further mentioned that circles
will be directed shortly to go for TTA
recruitment till the time JTO RR-2014
are approved by BSNL Board, it will
provide additional staff in circles. He
assured early action in this regard.
ii. JTO RR-2014:
GM (Estt) mentioned that he has already
requested with CMD in the presence of GM
(Legal) to get the approval of BSNL
Board to break the stalemate in
regularization of Offg. JTOs and to
further hold LICE against 1000 vacant
JTOs posts.
iii. 5 Increment benefit to
JAOs-2013 Batch, JTO (SRD) and PA
cadres:
GM (Estt) mentioned that the issue has
been cleared by the BSNL MC but pending
for BSNL Board approval. He assured to
get clear in the next Board meeting.
iv. Allowing option to JAO-2010
Batch:
We requested to hold the committee
meeting in this regard early and settle
the long pending issue. GM (Estt)
assured to discuss the matter with GM
(FP) to fix-up the meeting.

scale. We further mentioned that in case
the issue is further dragged, it will
invite agitation.
vi. 30% Superannuation benefit to
BSNL recruited employees:
GM (Estt) mentioned that the matter is
pending for discussion between CMD and
ED (Finance) on the basis of the
committee report. We pleaded for 12%
contribution from BSNL side.
vii. Pay anomaly cases of JTOs
2007-2008 Batches:
GM (Estt) mentioned that this matter is

Associations:
GM(SR) informed that the court case
filed by BASE Welfare Association in
Hon'ble High Court, Bangalore was listed
for hearing today but could not be heard
& posted for hearing on Monday, 27th
Oct., 2014. He mentioned that now the
matter is processed to the Competent
Authority for postponement of the voting
date from 10th Dec., 2014 to
April, 2015in view of the stay order
continuing. Shortly postponement order
of referendum will be issued.
(b)
Pay deduction of
officiating period after implementation
of EPP: We
pleaded to stop pay deduction of
officiating period after implementation
of EPP as per FR/SR provisions. GM(SR)
appreciated our concern and informed
that Committee constituted to examine
the matter will shortly submit its
recommendation and the Association view
in this regard will be taken into
consideration.
(c)
Non settlement of
the long pending HR issues:
GM(SR) mentioned
that he has collected the comments of
all concern units of BSNL Corporate
Office on the pending HR issues already
discussed in the formal / informal
meetings with the Association & he will
supply to us by Monday. We categorically
told that appraisal of the status of the
issues is not the solution but issues
need settlement.

FS discussed with GM (FP) regarding:
Some Circles have reported that some ill
motivated propaganda has been mooted out
against AIBSNLEA by some forces to
destabilize the unity of the
Association. Their main target is JAOs
of 2010 and 2013 batch. This force who
has earlier branded the accounts cadre
as parasites of BSNL and AIBSNLEA
as "Ali Baba and Chalis Chor" have not
written even 5 letters on HR issues of
Accounts Cadre in last 5 years to GM(FP)
or ED (finance) has suddenly become
lover of Accounts cadre and spreading
all false and mala-fide news against
AIBSNLEA. We are sure that our members
will not believe in such mal-propaganda,
still to refresh our memory we are
reiterating below the action taken so
far only by AIBSNLEA and the latest
position of the issues related to JAOs
2010 and 2013 batches.
(a)
CPC from JAO to AO:
We expressed our serious concern against
delay in issuing promotion order from
JAO to AO. GM (FP) appreciated our
concern and mentioned that the CPC is
yet to be cleared by CLO; he
categorically told that the AO vacancies
up to 1.7.2013 were taken into
consideration while initiating the CPC
to fill-up about 1600 AOs Posts by the
competent authority and accordingly
SC/ST quota vacancies are to be
filled-up. The SEA cell initiated CPC
one year before with the eligible JAOs
for promotion on 1.7.2013. wherein
about 1450 JAOs are found eligible for
promotion and their CPC was completed
one month before but Pers. cell BSNL CO
advice to split CPC in two parts i.e.
1135 AOs vacancies may be filled up by
JAO-2004 batch without implementation of
SC/ST roaster points as per the Hon'ble
CAT Chandigarh judgment and remaining
315 AOs Posts by implementing SC/ST
roaster of JAO-2006 and 2007 batches may
be considered for promotion to avoid
contempt of court. But this proposal is
not accepted by CLO and he is
emphasizing that against all the
vacancies up-to 1.7.2013 (about 1600),
the SC/ST quota roaster has to be
implemented SEA cell (about 240 SC+ 180
ST) posts of AOs. But SEA cell has
considered JAOs up-to 2007 batch only
for CPC who were eligible for promotion
on 1.7.2013 and assuring CLO that the
entire SC/ST back log vacancies will be
carried forward in the next AO CPC
immediately and this is not being agreed
by CLO. GM (FP) explained that in case
all the 400 SC/ST quota vacancies are
considered for promotion now in that
case SC/ST JAOs of 2010 batch are to be
considered for which JAOs seniority list
has to be finalized and ACRs/VCRs are to
be collected to conduct further CPC
which may take another 4-5 months time.
However, he further mentioned that all
the queries made by CLO will be
clarified today itself and after his
final comments the competent authority
will take the decision in this regard.
The fact remains that with the
consistent efforts of AIBSNLEA, the CPC
from JAO to AO was initiated in the year
2009-2010 to fill–up about 500 AO Posts
but some JAOs approach the Hon'ble Court
and obtained a stay order against this
CPC and issue is dragged for the last
three years. Finally Hon'ble CAT
Chandigarh delivered the judgment in the
year 2013 and SEA cell, BSNL CO after
taking the legal opinion of BSNL's
Senior Advocate initiated the CPC from
JAO to AO to fill-up the AO vacancies
up-to 1.7.2013 and accordingly the CPC
was initiated. With the efforts of
AIBSNLEA the ACRs/VCRsscrutiny
work was given to the respective circles
to expedite CPC at the earliest and
finally succeeded in completing the CPC
work but one CPC member “CLO BSNL” did
not agree the CPC minutes in view of
Hon'ble CAT Judgment for SC/ST roaster
implementation and the stalemate is
continuing. AIBSNLEA has already
discussed the matter with CMD, Director
(Finance), ED (Finance), GM(Pers.)
GM(FP), and CLO for expediting the CPC
but the unanimity has not reached .
However, AIBSNLEA is seriously perusing
the matter for early promotion orders.
Our member should appreciate the
constraints as mentioned above. AIBSNLEA
is also committed that all the JAOs
vacancies should be filled-up by
considering JAO 2010 batch also. It is
humbly requested to defeat the wasted
interests who are trying to create the
confusion and false propaganda against
AIBSNLEA.
The 5-increments benefit to JAO-2013,
JTO (SRD) and PA Cadres were taken up by
AIBSNLEA only and on the consistent
efforts of AIBSNLEA, Management
Committee of BSNL Board has approved
5-Increments however, which is pending
for the BSNL Board approval. AIBSNLEA is
sincerely trying to get the Board
approval on the issues in the next Board
meeting.
(b) CPC from AO
to CAO:
We requested for early calling of
ACRs/VCRs to initiate CPC from AO to CAO
to fill-up 230 CAO Posts. GM (FP)
assured an early action to initiate the
CPC.
(c)
CPC from CAO (Adhoc) to CAO
(Regular):GM(FP) mentioned CPC work has been
completed but some cases are to be
explained to GM( SR), the Chairman CPC
today itself . He assured promotion
order in the next week.
(d) CPC from DFM (Adhoc) to DGM
(Regular):
GM (FP) mentioned that CPC from DGM
(Adhoc) to DGM(Regular-Finance) has been
completed. The promotion orders will be
issued shortly after the approval of CMD
BSNL.
(e)
Allowing option to JAOs of 2010 batch
who were appointed after 7.5.2010:
We requested for early submission of the
committee report on this issue. GM (FP)
assured to look into the matter for an
early decision.

We requested for Cancellation /
Modification / Retention of DEs Posting
orders on promotion. GM (Pers.)
mentioned that some genuine medical
ground and in the interest of service
cases will be considered on the
recommendation of respective CGMs.
However, he told that some circles
having 80%, 79%, and 70% shortage of DEs
are also required to be filled up on
promotions but some genuine cases will
be considered. However, he mentioned
that all the cases are being examined by
Addl. GM (Pers.) for consideration.
(b)Committee on
validity of Distance Education of
Technical degree acquired before year
2009:-GM(Pers.) directed the
concern DM BSNL CO to fix-up the date
for the next committee meeting. We also
requested to get approval of the BSNL
Board on modification of EE (C/E) BSNLMS
RRs. He assured an early action in this
regard.

CPC from JAO to AO:
We requested for issuance of an early
promotion order for all the eligible
candidates. GM (FP) informed that a
meeting of GM (Pers), GM (FP) and CLO
has been held today wherein the queries
raised by the CLO on the SC/ST roaster
implementation was discussed and it was
decided to consider all eligible SC/ST
candidates. Accordingly, the case is
being further processed for
consideration. He assured an early
action in this regard.
GS further discussed with CLO for early
clearance of JAO to AO CPC. CLO informed
that today there was a meeting with GM
(FP) and GM (Pers) and he has advised to
ensure proper implementation of the
SC/ST roaster in the JAO to AO CPC.
Thereafter only, he will give clearance
to the CPC.
(b)
CPC from AO to CAO (Adhoc):
GM (FP) mentioned that he has got the
approval to conduct CPC for 230 CAOs
post on Adhoc basis. We requested to
call for the APARs of the eligible
candidates immediately. GM (FP) assured
an early action in this regard.

GM (FP)
mentioned that the CPC for
regularization of CAO (Adhoc) to CAO
(regular) has been completed and the

orders on promotion:
We requested for consideration of
requests for modifications /
cancellations of the posting orders on
genuine grounds and of lady executives.
GM (Pers) mentioned that CMD has
instructed the CGMs of Tamilnadu,
Chennai TD, STR and others to recommend
genuine cases like Cancer patients,
Heart patients and the officers whose
services are very much essential in the
circles in the interest of services.
Based on the merit, these cases will be
considered. Detailed instructions in
this regard will be issued to all the
CGMs.
(b) Status of various
CPCs
(i)
CPC from JTO (Telecom) to SDE (Telecom)
seniority Quota:
GM (Pers) mentioned that the CPC in this
regard has been completed but orders can
not be released till such time the stay
order on promotion from Hon'ble CAT
Ernakulum is vacated. The case is posted
for hearing on 17th November,
2014. He advised us to pursue with CGMT
Kerala for arranging an early hearing.
(ii)
CPC from SDE (Telecom) to DE (Telecom)
left out cases:
We
requested for early consideration of
left out cases from SDE (Telecom) to
DE(Regular). GM (Pers) assured for an
early action.
(iii)
CPC from DE to DGM (Adhoc):
GM (Pers) mentioned that the CPC work is
in progress and efforts will be made to
release the promotion orders shortly.

Referendum of majority Executive
Association in BSNL:
GM (SR) mentioned that a case filed by
the BASE welfare Association is admitted
and is pending in the Hon'ble Karnataka
High Court in Bangaluru. It is expected
to be heard shortly. After getting the
stay order vacated by the Hon'ble
Karnataka High Court further process of
the Referendum will be restored. He
further mentioned that the present date
of voting i.e. 10.12.2014 may be
postponed in case hearing of the case is
delayed further.
(b)
Review Meeting on the pending issues of
AIBSNLEA/AIGETOA:
GM (SR) mentioned that he has taken
feedback on the points raised by
AIBSNLEA/AIGETOA in the formal meetings
from all the concerned sections of BSNL
Corporate Office and will discuss it
with the competent authority.
Thereafter, a review meeting will be
arranged with AIBSNLEA and AIGETOA after
Diwali.

CIRCLE:
The 5th circle
conference of AIBSNLEA Rajasthan Circle
was held at Laxmi Narayan Mandir Trust
Palace Bhilwara Rajasthan on 13th
and 14th October 2014 in an excellent
and grand manner. In the conference a
grand Open Session was also organised in
which Shri Anupam Srivastava, Director
(CM) was the Chief Guest. Smt. Alpna
Agarwal, Sr. GM(HR & Admn), Shri
Dharmendra Sharma GMTD Bhilwara, Shri
Arun Agarwal, Sr. GM (CM) PGMTD
Jaipur were the Guests of Honor. Shri
Trilok Chand Chabra , eminent business
personality at Bhilwara was the Special
Guests CHQ. From CHQ side the function
was attended and addressed by Shri.

thanked the host branch for their
elaborate arrangements and raised issues
related to CHQ/Circle level. He also
appealed to enhance the Quality of
Services in CM Segment in Rajasthan.
Sh. P.N. Sharma Circle Secretary Raj.
Circle in his address mentioned that the
Unity of Executives is at most important
for the resolvement of the issues like
First Time Bound Upgradation in Four
years, Arrears of 78.2% IDA fitment and
the DPE benefits provide to executives.
He impressed GS AIBSNLEA to come
forwarded and lead a single executives
association in BSNL.
Sh. Triok Chand Chabbara Special Guest
welcomed all the delegates in the
Bhilwara City and thanked the Organizers
for inviting him in the OPEN SESSION.
Sh. Arun Agarwal, Sr. GM(CM) in his
address thanked the organizers to invite
him and hoped for good deliberations on
the OPEN SESSION which will benefit the
organization. He also stressed the need
of loyal customers for the BSNL.
Sh. Dharmendra Sharma, Sr. GMTD,
Bhilwara welcomed all the delegates who
comes from all the nook & corners of
Raj. Circle. He informed that
Bhilwara is the first SSA which started
the implementation of NOFN Project and
Bhilwara has got 3rd rank in
Circle for revenue enhancement and
expected that in the next year it will
definitely touch 10% revenue
enhancement. He also mentioned
that his small team is like an army
which can do miracles. He invited
Director(CM) to inaugurate 5 newly
commissioned BTSs.
Smt. Alphana Agarwal, Sr. GM(HR & Admn.)
in her address mentioned the need for
creation of positive atmosphere. She
thanked AIBSNLEA for its support to the
management for the same. She also read
the CGMT Raj. Circle message who could
not attended the OPEN SESSION due to
North Zone CM Meeting at Jaipur. Wherein
CGMT Raj. Circle mentioned that for
target achievement there is no scarcity
of resources/manpower in the Circle at
present. He also mentioned that these
types of OPEN SESSIONs are very
important in present scenario. In
his address CGMT Raj. Circle mentioned
that the new staffs in the cadre of
TTA/Promoted JTOs will be available in
near future to fulfill the target
achievement. He also mentioned the need
of Team Working and good customer care
for the viability of BSNL.
Sh. P. Venugopal, President CHQ in his
address admired the social and work
cultural of Rajasthan and he mentioned
that these were only the BSNL Executives
who have shown their working sprit for
restoration of services in J&K, Orrisa,
Uttrakhand and recently 'Hudhud' natural
calamity in Orrisa and Andhra Circle. He
also mentioned that in case the
management will resolve the problems of
executives then they will be able to
devote their maximum output to BSNL.
Lastly he thanked the Raj. Circle
AIBSNLEA for inviting him in the OPEN
SESSION.
GS AIBSNLEA, Com. Prahlad Rai ,
congratulated the comrades of AIBSNLEA
Rajasthan Circle and Bhilwara Comrades
for the successful holding of Circle
conference and thanked the comrades for
their great affection . He also
mentioned that AIBSNLEA Rajasthan Circle
is a very potential Circle , in which
Shri Anupam Srivastava Ji had served for
last more than 11 years and at that time
Rajasthan Circle was profit making
Circle .He informed that after the
joining of Shri Anupam Srivastava as the
DIR (CM), now the revenue of CM segment
is enhancing. He thanked Director
(CM) for attending the OPEN SESSION. He
mentioned that BSNL will be benefited by
his excellent services in next 5 years
and he hoped that he is prospective CMD
BSNL. He mentioned that Rajasthan Circle
is now losing its customer base even
though customer and staff are very
disciplined and loyal. He informed that
AIBSNLEA is playing a leading role in
the settlement of the issues of BSNL
Executives'. Com. GS explained the role
of AIBSNLEA in the view of viability of
BSNL, which is the most important issue
on this crucial juncture. Com. GS
explained the discriminatory attitude of
the Government towards BSNL in the terms
of payment of Rural deficits, ADC
Charges, Heavy BWA Spectrum Fee and
notional loan of Rs 7500 Crores etc. He
explained BSNL Executives' are not at
all responsible for today's situation
because they are not policy makers but
involve only in the policy
implementation. Com GS. further
explained that how the AIBSNLEA is
continuously pursuing these viability
related issue with the BSNL Management
and DoT. He provided the example of
delay in GSM equipment purchase tender,
which created the capacity crunch in
BSNL. He mentioned the role of AIBSNLEA
for the resolving the same.
Com. GS further explained that the
Management of BSNL should keep enough
courage to protest against the wrong and
non-viable policies of Government. He
apprised that the AIBSNLEA is always
committed for the viability of BSNL. He
explained that the scarcity of cables,
Telephone instruments, MLLN and BB
modems, drop wires is a big problem in
field units and due to the continuous
persuasion from AIBSNLEA , now the
Telecom Factories of BSNL are playing
its significant role to meet out this
scarcity. Com. GS told that the
Government PSU can only survive when the
Government wants the same. GS AIBSNLEA
provided the example of Kerla and Orissa
where the BSNL is continuously making
profit and informed that these Circles
will make the the profit of about 800
Crore in next F.Y. and assured that upto
2015-2016 they will achieve profit upto
1000 Crores. GS also mentioned that this
is only due to the employee's behavior
towards customers and giving more
working time i.e one hour morning and
one hour evening extra.
GS in his address also briefed the
status of various CPCs which are pending
due to the Court cases, DPC in
Civil/Electrical wing, Restructuring of
AD(OL) case, DPCs of Telecom Factory and
the issues of PA/PS, JTO (Officiating)
regularisation, PPS posts creation in
field units etc.
Com.GS also explained the strong concern
of AIBSNLEA towards the problem of
Direct recrits JTOs/JAOs . He explaind
the issues of Direct recruits JTO/JAO
like 30% superannuation benefit, EPF
issues and the centralisation of EPF
accounts of Direct recruits, Standard
pay scales E2-E3, Pay anamoly of JTOs
2007-2008 batches, , Rule 8 transfers
and DR JTO 2005 batch pay anomaly
resolution, 5 additional increments to
JAO 2013 batch and JTOs (SRD) etc.
At last GS AIBSNLEA appealed that this
is the high time to make AIBSNLEA , the
number one Executive Association in BSNL
in ensuing Membership Verification
process. GS explained that we can only
resolve our issues, when we are unite He
appealed the comrades of Rajasthan
circle to come in front line and accept
the responsibilities with full courage
with enthusiasm. At last Com. GS thanked
to all and appealed all the Executives
for making every effort with a team
spirit for making BSNL a vibrant
organization.
Shri Anupam Srivastava Dir(CM) in his
address mentioned that it is my honour I
have been invited in this glorious Open
Session of AIBSNLEA Rajasthan Circle. He
mentioned that he had seen the devotion
of Rajasthan Circle Excutives' during
his more then 10 years stay at Rajasthan
Circle. He mentioned that in recent
flood situations in J&K Circle , BSNL
has loosed 400-500 Crores and also
confirmed that with the help of the
Executives' services were restored in
the affected areas. He apprised that
BSNL Executives' are working with a
great devotion in Present 'HudHud'
calamity in Orrisa, AP and Chattisgarh
Circles . He expressed his satisfaction'
that now BSNL Executives' are serving at
Managerial level. He also appealed all
the Executives' to develop the decision
making skills and appealed to work with
team spirit. He informed that recently
BSNL has been able to get Rs 6700 Crores
as refund of BWA Spectrum Fees and
refund of Rs 7000 Crores as excess
income tax paid.

5th BIENNIAL CIRCLE CONFERENCE OF
AIBSNLEA KERALA CIRCLE:
The 5th
biennial circle conference of AIBSNLEA
Kerala Circle was held at Lions Club
Community Hall , Ernakulam on 8th, 9th
and 10th October 2014 in an excellent
and grand manner. The pre CEC started on
08-10-2014 at 10.30 am at AIBSNLEA
Bhavan, Palarivattom , Kochi for the
finalization of the biennial working
report of Circle Secretary and Audited
accounts by Finance Secretary for
presentation before the representative
council in the Circle Conference for
approval. Com.T.K Mangalanandan , Circle
Secretary presented the biennial report
and was approved by the body after very
active and dynamic discussions in
detail. Com.V.Sunil Kumar, Circle
Finance Secretary presented the audited
accounts and was approved after
discussions. The pre CEC was chaired by
Com. M. Shyam kumar , Circle President.
Com K.N. Baby Rani, All India Vice
President 1 and Com .S.R. Patil ,
Organizing secretary south were also
present and addressed the CEC
representing CHQ. The Pre CEC was
concluded around 6.00 PM.
The flag hoisting of this 5th Circle
Conference was done by Com. M.Shyam
Kumar, Circle President in the presence
of Com.Shri. Prahlad Rai, General
Secretary, Com .Shri. P.Venugopal, All
India President, Com K.N. Baby Rani, All

Inaugural function of the delegate

which was presided by Com. M. Shyam

discussed in detail of all the issues of
executives settled and remaining for
settlement at CHQ level. explained All
the future strategies and action to be
taken to settle the unsettled issues
especially that regularization of
officiating JTOs issue were well
narrated. Delegates representing all the
11 SSA branches and the Circle Office
branch were present. The report of
circle secretary and audited accounts
prepared by the Finance Secretary are
presented before the majestic gathering.
The reports were approved with full
applause by the representative council .

Mangalanandan , Circle Secretary
highlighted the viability issues of BSNL
, discrimination to BSNL by certain
wrong telecom policies adopted by Govt.
including harassment of government
agencies to BSNL, Profit making
performance of Kerala Circle and its
working culture to make it as a model
circle, HR policies etc.
Com.Prahlad Rai in his inspiring speech
covered all the activities being
undertaken at CHQ level for the
betterment and growth of both the
executives and BSNL. GS whole heartedly
appreciated the performance of Kerala
Circle for continuously retaining its
status as a profit earning circle in the
country.
Shri. M. Somasundara Rao, ITS, CGMT,
Kerala delivered a thought-provoking
speech by emphasising various sections
and highlighted his dream of increasing
our profit to more 1000 crore in the
days to come through our collective
efforts as the people of Kerala are
always with BSNL.
All other dignitaries in the dais
delivered very valuable suggestions and
opinions through their inspiring
speeches which were received by the jam
packed audience with full of enthusiasm
and spirit. The open session concluded
by around 8 pm . The cultural programme
was immediately commenced which was
wonderful banquet of Nadan pattu blended
with folk lore presentations staged by
JANA NAYANA a very famous and popular
team in Kerala thrilled the audience and
stolen the hearts of all who witnessed
the cultural feast. The colorful open
session function was concluded around 10
PM followed by dinner.
The delegate session continued on
10-10-2014 at 10.00 am . One resolution
committee was formed under the chairman
ship of Com. Shaji , CAO ,Thrissur . The
meeting concluded around 3pm and started
the election proceedings. The election
of new Office bearers was the last item
on the third day of the conference.

OF PENSION CONTRIBUTION:
BSNL CO issued letter wherein it
is mentioned that in supersession
of its earlier instructions, pension
contribution in respect of absorbed BSNL
employees will be calculated on the
maximum of the pay scale. This order
will be effective from 1st October 2014.

discussed with GM (FP) for issuance of
promotion order from JAO to AO CPC. GM
(FP) mentioned that some queries made by
CLO are being clarified but CLO is
telling that he will look into the
matter after 14th
October 2014 only after his return from
the tour. However, he assured to discuss
the matter with the competent authority
further regarding this issue. We further
requested to consider the promotion
orders of all JAOs for whom the CPC was
initiated including the SC/ST
candidates. GM (FP) assured to discuss
the matter today itself with the
competent authority in this regard.

discussed and requested GM (Pers)
regarding consideration of cancellation
/ retention/ modification of DEs posting
orders on promotion recently issued. GM
(Pers) mentioned that the received
representations in this regard are being
examined and in the next week only some
decision may be taken for consideration
of the genuine cases.

GM (SR) regarding-

Fixing the review meeting on our pending
HR issues already discussed in the
formal meeting with Director (HR).
GM (SR) mentioned that he has collected
the comments from all the concerned GMs
on the pending HR issues already
discussed with AIBSNLEA which will be
further apprised to the competent
authority and thereafter in the next
week a meeting can be arranged for
discussion.

Membership verification of Executive
Associations: We discussed regarding
the status of the court case filed by
BASE Welfare Association in the Hon'ble
High Court of Karnataka wherein a stay
order has been granted against the
referendum. GM (SR) mentioned that the
matter is under discussion with CGMT
Karnataka Circle and on Monday i.e.
13.10.2014 a decision regarding changing
the voting date will be taken, if
required.
09.10.2014:
Status of 147 SDE (T) Seniority Case in
Hon'ble Supreme Court.:
Our Advocate
raised the issue in Hon'ble Supreme
Court through a "mention". Hon'ble
justice mentioned that this issue will
be heard separately for which next date
of hearing will be intimated later on.
09.10.2014: GS discussed
with GM(FP) for issuance of promotion
order from JAO to AO CPC. GM(FP)
mentioned that today morning he has
joined after leave and will see
comments/queries given by CLO. In case
the intervention of the Competent
Authority is required, he will discuss
tomorrow. We requested to expedite CPC
from JAO to AO as it was initially
initiated considering all OC/SC/ST
candidates in one promotion order by
convincing the Competent Authority.
Also, requested to initiate immediate
another CPC to fill up all vacant AOs
posts covering 2010 batch. GM(FP)
assured an early action in this regard.
AIBSBNLEA is
making sincere efforts to fill up all
vacant AOs posts by implementing ST-SC
roster as per the procedure adopted in
BSNL in all CPCs.

house about his efforts for getting
released 131 DGM (Finance) Adhoc to DGM
(Finance) regular promotion. With
regard to CPC from AO to CAO he informed
that we are making all efforts for
getting approval of BSNL Board regarding
diversion of 336 CAOs MT quota posts to
the Seniority Quota so that CPC from AO
to CAO can be initiated.

The joint session
of AIGETOA and AIBSNLEA at NOC Bangalore
was attended by more than100 Executives.
Meeting started with the melodious
anthem "Vande Mataram" sung by Smt.
Padmini and Kum. Deepa. The Dignitaries
were called on to the dias and were
felicitated with memento as a token of
remembrance by AIGETOA Bangalore/BG East
Branch body. Thereafter we had the
customary Lighting of Lamp by All the
dignitaries on the dias. The dignitaries

towards the settlement of long pending

DRs on the forthcoming referendum and
need to have a single executive
association. GS explained the power of
negotiation that will follow post
becoming number one executive
association.

and E2A pay scales has been received and

merger of Civil/Electrical/Arch. wings
with SSAs he said that we are strongly
protesting against the merger of
Civil/Electrical/Arch. wings executives
at SSA level beacuse one Executive
Engineer will be reporting to one SSA
Head and will work for 4-5 SSAs, which
will adversely affect day to day work of
all the SSAs and CE/SE will not have any
control on these executives directly. On
this issue, we had met ED(NB) who told
that he has already submitted a proposal
to CMD, BSNL to stop this merger in view
of practical difficulties.
Regarding consideration of Para 8
transfers of JTOs from hard tenure
circles he informed that about 60-70
JTOs, circles have already considered
para-8 transfers but the hard tenure
circles are yet to consider in view of
shortage. AIBSNLEA consistent efforts
yielded result in getting released order
regarding Modification in the guidelines
in transfer to Soft Tenure areas in BSNL

explained the need of uniting. He
briefed as to why AIGETOA was formed?
And what individual has achieved because
of joining AIGETOA? Achievements are
that as on date each and every person in
BSNL knows that what are the basic
rights of DRs? Be it management, any
other association or DRs themselves.
This, in itself is a very big
achievement. Further GS explained why to
go in this referendum with AIBSNLEA. GS
explained that after observing the
background of other associations, we
came to a conclusion that AIBSNLEA is
the one, because they are comprised of
10 different association and issues of
all the employee under their umbrella
has been addressed. Further GS explained
understanding is always a mutual process
in which two parties has to agree. Hand
that came ahead for betterment of DRs
was picked i.e. AIBSNLEA. GS tried to
clear the myth created in minds of all,
that this company is going to close and
cleared how management is putting fear
into the minds of employee. GS explained
in details what is meant by
affordability of company, what is meant
by profit and loss of the company? He
gave an overview of 5Ps (i.e. Pay,
Pension, Promotion, Perks and
Performance). At the last but not the
least GS recapitulated the historic
August agitation and part played by NOC
during management negotiation meeting.
GS thanked each and every DRs of NOC,
because of whom the entire course of the
negotiation meeting with the management
changed.

explained the efforts of CHQ in

AIGETOA CHQ in his energetic speech,
outlined the activities of CHQ &
stressed upon the unity of both the
associations. He appreciated the working
of Com. Prahlad Rai & thanked him in the
way the historical MOU is signed. He
appealed all the members of both the
association to work hard & not only get
the mandate for number one position but
to create no scope for second
association. He appreciated the
organisers for arranging the Joint Spl.
General Body Meeting of both the
association in Mysore.

General Secretary AIBSNLEA Com. Prahlad
Rai thanked all the participants &
organisers for arranging Joint Spl.
General Body Meeting of both the
association in Mysore. He outlined all
the issues & their progress in corporate
office. Regarding CPC from JAO to AO, he
informed that CPC has completed. Order
will be issued shortly after clearance
of CLO.
Regarding VCRs to
CAO (Regular), DE(Regular) and DGM
(Engg.) Adhoc Promotions, our
association is making all efforts &
requested CVO for sending the VCRs for
the CPCs of 400 CAO (Regular), 200
DE(Regular) left out cases, and 480 DGM
(Engg) Adhoc Promotions. All efforts are
being made to collect the VCRs from
circles.
GS informed the
house for his efforts for getting
released 131 DGM (Finance) Adhoc to DGM
(Finance) regular promotion. He
is making all efforts for getting issued
early promotion orders of
DGM(Finance/Adhoc) to
DGM(Finance/Regular) since all the VCRs
from CVO office has been received in SEA
cell . Regarding CPC from AO to CAO he
informed that we are making all efforts
for getting approval of BSNL Board
regarding diversion of 336 CAOs MT quota
posts to the Seniority Quota so that CPC
from AO to CAO can be initiated.
Regarding 30%
Superannuation benefit to the BSNL
recruited employees as per DPE
guidelines he informed that the matter
is pending with ED(Finance). We will be
discussing with the competent authority
shortly for further necessary
action. Regarding E2 and E3 standard
IDA pay scales to the JTOs and SDE
equivalent executives he said that the
clarification from DPE on E1A and E2A
pay scales has been received and shortly
it will be put up to the competent
authority for further necessary
action. Regarding
merger of Civil/Electrical/Arch. wings
with SSAs he said that we are strongly
protesting against the merger of
Civil/Electrical/Arch. wings executives
at SSA level because one Executive
Engineer will be reporting to one SSA
Head and will work for 4-5 SSAs, which
will adversely affect day to day work of
all the SSAs and CE/SE will not have any
control on these executives directly. On
this issue, we had met ED(NB) who told
that he has already submitted a proposal
to CMD, BSNL to stop this merger in view
of practical difficulties.
Regarding consideration of Para 8
transfers of JTOs from hard tenure
circles he informed that about 60-70
JTOs, circles have already considered
para-8 transfers but the hard tenure
circles are yet to consider in view of
shortage. AIBSNLEA consistent efforts
yielded result in getting released order
regarding Modification in the guidelines
in transfer to Soft Tenure areas in BSNL

GS discussed with
CLO, BSNL Corporate Office and further
requested for giving clearance to the
JAO to AO CPC. CLO mentioned that let
the Competent Authority give him
direction for implementation of Hon'ble
CAT Chandigarh Judgment on SC-ST roster.
We pleaded that Competent Authority has
only allowed to fill-up 1135 AO posts in
view of the Hon'ble CAT Chandigarh
Judgment. However, he told that he will
further discuss the matter with GM(FP).
01.10.2014:
GS and GS AIGETOA attended and addressed
the Joint Special General Body of
AIBSNLEA & AIGETOA at NOC Bangalore and
RTTC Mysore on 29th and 30th Sept., 2014
respectively. A large number of members
of AIBSNLEA and AIGETOA attended the
meeting.
