Report on the Circle Conference of
AIBSNLEA Uttarakhand Circle on 27.04.2016 at Dehradoon:
The
Circle Conference of AIBSNLEA Uttarakhand Circle was
organized on 27.04.2016 at the auditorium of Dehradoon's
Press Club in a grand manner.
The Conference was attended by Shri Prahlad Rai, GS AIBSNLEA
and Sh. Devesh Sharma, Organizing Secretary (North) from
AIBSNLEA CHQ side. The CGMT Uttarakhand Circle Shri Mahak
Singh was the Chief Guest in the Conference. Shri A.K.Mittal
GMTD Dehradoon and Shri Rakesh Kumar GM (HR and Admn)
Uttarakhand Circle attended the OPEN SESSION as special
guests. Shri K.R.Bharti GM (F) presided over meeting.
The theme of the open session was “The Role of the
Executives' Associations in the growth of HR in BSNL”.
All the
dignitaries on the Dias were warmly welcomed by presenting
bouquets. Circle Secretary
AIBSNLEA Uttarakhand Shri Brijmohan Dhyani
presented the Circle Secretary report. He thanked AIBSNLEA
CHQ for the better resolution of the issues. He also thanked
the Executives of Uttarakhand Circle for making AIBSNLEA as
Number one Association in recent referendum. He appraised
the role of AIBSNLEA Circle body in resolving the issues of
the Executives' of Uttarakhand Circle. He thanked the GS
AIBSNLEA for his tireless efforts for not only resolving the
Uttarakhand Circle Executives' problems but also for the
Executives for the entire country. He praised the
Uttarakhand Circle Administration for their valuable support
to Uttarakhand Circle Body of AIBSNLEA. At last he welcomed
the entire distinguished guest for their esteemed presence
in the Open Session.
Shri A.K.Mittal GMTD Dehradoon
in his address mentioned that all are stakeholders in the
BSNL in HR issues at their respective positions. He
emphasized upon a need to frame a better HR policies for
ensuring the smooth promotions for the employees and for a
better Human Capital Management.
Shri
Rakesh Kumar GM (HR and Admn), Uttarakhand Circle in his
address mentioned that our attitude towards the difficulties
is important. He expressed that proper training and
compensation is very necessary for ensuring the smooth HR.
He mentioned that motivation is a very important tool which
reflects as Employee satisfaction and finally reflects as
Customer satisfaction.
Com. Devesh Sharma, Organizing
Secretary (North) CHQ in his
address congratulated all the members in Uttarakhand Circle
for providing a tremendous victory to AIBSNLEA in referendum
and such a huge response in Circle Conference. OS (North)
mentioned that the Uttarakhand Circle is a very important
Circle for BSNL as well as AIBSNLEA. He congratulated all
for the elaborate arrangement of conference and making the
Uttarakhand as an important circle in North Zone. He
explained the efforts of CHQ in the direction of
continuously resolving the issues of BSNL DR Executives.
GS AIBSNLEA, Shri Prahlad Rai,
congratulated the comrades of
Uttarakhand Circle for organizing successful Circle
Conference and thanked the comrades for their great
affection with AIBSNLEA. Com GS also thanked the Executives
of Uttarakhand Circle for making AIBSNLEA as Number one
Association in recent referendum. Com. GS mentioned the
history of the formation of AIBSNLEA and its role in the
better policy formulation like Executive Promotion Policy,
BSNL MSRR etc due to which a large number of BSNL Executives
have achieved the DGM level posts.
Com. GS
also briefed about the HR issues and achievements of the
AIBSNLEA. He explained the status of various CPCs, Court
Cases, DE to DGM promotion, Standard pay scale status, CPSU
cadre hierarchy issue, restructuring of AD(OL), E1+5
increment, SDE RR, CPSU cadre Hierarchy, Superannuation
benefits of DRs, Diversion of posts of CAOs, AD(OL) case of
pay equivalent to SDE/AO, Rule 8 transfers etc, DPC in
Civil/Electrical wing, JTO (Officiating) regularization, PPS
posts creation in field units, DPCs of Telecom Factory and
the issues of PA/PS etc, creation of leave encashment trust
etc. Com. GS appraised the house about the unfortunate
difference in pay scales of JTOs due to the arbitrary orders
of DoT. He mentioned that AIBSNLEA is trying its level best
for the introduction of standard pay scales. He mentioned
that AIBSNLEA is very much concerned about the HR issues and
will definitely achieve the desired results, but at the same
time he also requested all the executives to provide best
services to the customers and increase the revenue. Com. GS
also mentioned the facts of the recent agitation done by the
United Forum consisting of AIBSNLEA, AIGETOA and AITEEA.
Com. GS
mentioned that the Govt. has withdrawn the ADC charges and
not allowed BSNL to participate in the 3G spectrum bid and
subsequently BSNL was imposed the 3G spectrum with highest
rate. Subsequently Govt has taken away the reserve fund of
30,000 crores from BSNL and BSNL was not able to procure the
equipment required for its expansion. The Govt. is taking
the pension contribution from BSNL on highest of IDA pay
scale instead of the actual pay of an executive. He
mentioned that Rs 500 Crores/Annum may be saved by taking
pension contribution on actual basic.
Com GS
mentioned due to the strong opposition by the associations
and unions only the dis-investment has not been taken place
in the BSNL. Dis-investment has not helped MTNL. Com GS
further mentioned that the present trend of the declining
profit is a serious concern for all of us and there is a
great need to think over it. Com GS mentioned that all the
dues of BSNL i.e. pending rural deficit charges, BSNL refund
etc should be cleared immediately by the Government. Com. GS
assured that the support of CHQ is always available for this
important Circle. In his detailed address Com. GS also
highlighted the issues showing the indifferent attitude of
Government, Encroachment of Rule 37 A pension by introducing
60:40 issue, 78.2 pay fixation case of BSNL pensioners,
pending rural deficit charges , exhausting BSNL reserve
funds of 30000 Crores has adversely affected the viability
of BSNL. Com GS mentioned that all the dues of BSNL i.e.
pending rural deficit charges, BSNL refund etc should be
cleared immediately by the Government.
He
explained that how due to the efforts of AIBSNLEA,
Government has not succeeded to privatize BSNL on the issues
like VRS, 30% disinvestment and unbundling of last mile
copper and this is the only role of Trade Unions by which
the disinvestment and unbundling of Copper conductor has not
taken place in BSNL.
Com GS
explained the role of AIBSNLEA in the viability of BSNL. GS
mentioned the firm Commitment of AIBSNLEA towards the
Viability of BSNL. He appealed all to follow the footsteps
of Kerla and Orissa Circle for ensuring the viability of
BSNL. At last he appealed the all Executives' for make every
effort with a team spirit and customer care for making BSNL
a vibrant organization. At last he congratulated AIBSNLEA
Uttarakhand Circle for the success of the open session.
Chief Guest of the Open Session CGMT
Uttarakhand Circle Shri Mahak Singh
in his address congratulated all for the successful holding
of the conference and Open session. He mentioned that the
effective utilization of the HR is necessary for obtaining
the desired results. He informed that the Uttarakhand Circle
has got 2nd Prize in claim settlement and in EB
performance it has achieved the highest performance. He
emphasized that the identification of the real worker is
very important. He also highlighted to fill the middle level
Management posts by any mean in BSNL to overcome the vacuum
created. He mentioned that the role of Data Services like
Lease Line and FTTH etc are very important in the revival
of BSNL. He mentioned that the every employee of BSNL is
like a diamond and we should use the customer friendly
social media services. He stressed upon the delivery of
faultless services and approaching the new areas also.
At last
he thanked to the organizers for inviting and successful
conduction of the conference.
President of the Open Session Shri
K.R.Bharti GM(F) in his address
mentioned the importance of HR in obtaining the revenue. He
praised the deliberations in the Open Session. He informed
that the Uttarakhand Circle is 40% positive in the assigned
targets and this year it has achieved 8 Crores from tower
sharing.
At the end of the Circle Conference
the elections were held for the new Circle body for the next
term. Com L.P.Thapaliyal CAO,
Com. B.M. Dhyani, SDE, Com. Ramesh Chaursiya SDE and Com.
G.S.Bisht were unanimously elected as Circle President,
Circle Secretary, Circle Treasurer and CWC member
respectively for the next term.
Com Ganesh Kothari managed
that stage and Mic arrangements and extended the vote of
thanks.
The
entire Conference Hall was Jam Packed with mammoth
gathering.
28.04.2017 Update
on the issuance of promotion orders for DE to DGM (Engg.)
GS discussed
with the concerned officers of Pers. Cell of BSNL Corporate
Office and found that Director (HR) is on tour to Gujarat
Circle.On her returning from the tour and after the approval
of the CPC minutes from CMD BSNL, the promotion orders from
DE to DGM (Engg) are expected in next week only.

Office issues long awaited Transfer/Posting, re-allotment
and cancellation in the grade of DGM of Telecom Finance.
Almost, all the cases recommended by AIBSNLEA have been
considered by the BSNL Managment.

for revision of pay from the promotion to the grade of JAO.
AIBSNLEA has
extended its support to the agitation of AIGETOA in view of
the common demands for which we jointly struggled in the
past under the banner of United Forum of BSNL Executives'
Associations. The arbitrary notification of E1A & E2A intermediatory pay scales
by DoT has lowered the status of JTO & SDE
equivalent executives. Future recruitment of JTO & JAO will
take place in E1 pay scale only.
This fact was well known
that DoT has processed E1A & E2A intermediatory pay scales
then how the said Majority Executive Association has allowed its
notification. In the recent referendum of Executives'
Associations, Majority Association has been
given all negotiation powers on policy matters concerning to
the
executives in BSNL. Hence, the Majority Association just
after the notification of these intermediatory pay scales
should have exhausted all negotiation channels in BSNL & DoT
to get withdrawal of this notification instead of jumping into
agitation directly. However, it is up-to them to take such decision.
AIGETOA has preferred to align with the Majority
Association for the settlement of HR issues leaving aside
the platform of United Forum of BSNL Executives'
Associations comprising AIBSNLEA, AIGETOA & AITEEA.
AIBSNLEA,
eventhough is
committed to support AIGETOA in their efforts for
settlement of the genuine HR issues but AIBSNLEA can't be
mortgaged to some association. AIBSNLEA is struggling for
getting limited Trade Union Facilities at All India
Level/Circle Level & SSA Level with BSNL Management and through
court cases.
At present after
the referendum process AIBSNLEA CHQ, Circles & SSAs are not
mentally prepared for the agitation. In case the CHQ Office
Bearers, Circle/District Office Bearers & Members are
victimized by the management, AIBSNLEA does not have any recognized channel to save them.
In view of this,
AIBSNLEA decided to extend its solidarity support to AIGETOA
struggle. We extend our best wishes and support for the success of
their struggle & settlement of HR issues.

Open session was attended by Shri Peeyush
Khare, CGM, Maharashtra Circle, Shri Ajay Sawatkar, Sr. GMT,
Amravati, Shri Agrawal, Sr. GMT, Mobile, MH Circle, Shri
Anandrao Adsul, Honorble Member of Parliament, Dr. R S
Sapkal, Head of Department, Chemical Technology, SGBAU,
Amravati, Com. Prahlad Rai, GS AIBSNLEA, Com. K.P. Nair, AGS
(GD), AIBSNLEA CHQ,, Com. A G Joshi, Circle Secretary,
AIBSNLEA MH Circle and Com. K A Mohire, President AIBSNLEA
MH Circle.
Open Session started with Prayer. All the
dignitaries on the dias were felicitated by presenting
Bouquets, Shawl and Mementos.
Com. A G Joshi, CS AIBSNLEA MH Circle
welcomed all the dignitaries. In his address he mentioned
that after launching the GSM services by the BSNL, the
tariff of GSM services has been drastically reduced. The
work of NOFN is in progress and the CGM MH Circle is taking
keen interest in completing the same within the target
period. He mentioned that Shri Peeyush Khare Sir is
contacting each and every officer of the field units, which
no other earlier Circle head had done. This is motivating
the field officers. He mentioned that in the recent transfer
orders of Executives, there are a few cases where the
transfer has been done without any criteria and such cases
needs to be modified. Com. Joshi stated that after the
brain storming session with the associations and unions, the
points raised by the associations and unions such as delay
in processing the file has already been taken care by the
CGM and the delay in processing the file has been reduced
and now the files are getting cleared within 2 to 3 days. He
requested that the same practice of clearing the files
within 2 to 3 days is to be implemented in SSA level also.
He also stated that after the introduction of bio-metric
attendance system, discipline has also been improved.
Shri Ajay Sawatkar, Sr. GMT, Amravati
in his address appreciated the delegates and office bearers
in attending the meeting at Amravati inspite of severe
heat. He wished the conference to discuss the past, present
and future departmental plans. He stated that Hon. CGM MH
Circle has already given the target upto SDE level on the 1st
day of the financial year itself and it is now the
responsibility of each and every field officers to achieve
the target by discharging their duties. He also mentioned
that the guidance of Hon. M.P. Shri Adsul sir will help
every one of us and requested him to brief about the Govt.
Plans. He expressed his sincere thanks for inviting him for
the conference.
Dr. R S Sapkal, Head of Department Chemical
Technology, SGBAU, Amravati
expressed his gratitude for inviting the University Head and
stated that he is attending the meeting on behalf of the
Head of the University, as he has gone to Delhi to attend an
urgent meeting. He mentioned that the campus of the
university is echo friendly having 450 acres of land and
requested the conference to make policy decisions in
improving the BSNL services to the customers. He mentioned
that BSNL is giving very good service and the University is
using landline as well as GSM services. He requested to
improve the GSM coverage in the campus. He briefed about the
University which is having 23 post graduate departments, 450
affiliated colleges having 4,50,000 students, 9 faculties.
He expressed that any project if assigned to the university
by the BSNL can be completed within the target.
Com Prahlad Rai, General Secretary AIBSNLEA
CHQ
has expressed his gratitude to the organizers of the 6th
Circle Conference of AIBSNLEA MH Circle for inviting him.
In his address he mentioned that Maharashtra Telecom Circle
is the biggest telecom circle in BSNL as well as for
AIBSNLEA. He expressed that under the leadership of Shri
Peeyush Khare, CGM, the MH circle should be a profit making
circle, as the circle has good customer base and can very
well grow and increase revenue. He also stated that many
circles are moving towards the profit making and under the
leadership of Shri Khare Sir, MH circle will soon join in
the list of profit making circles like Kerala, Odissa, A & N
and J & K. He stated that BSNL is a PSU and not a Govt.
Department, we have to earn to get salary. It will be only
possible to protect the PPP by doing hard work and turn
around the BSNL into profit. It is also possible only by
giving best services to its customers.
He has
mentioned that the BSNL has been formed after converting the
Govt. Department with 3.5 lakhs employees who have taken
absorption and the BSNL was giving best services and made
profit till 2008-09. Thereafter due to the wrong policies
of the Govt BSNL become as a loss making PSU. He has
mentioned that the Govt has withdrawn the ADC charges, not
allowed BSNL to participate in the 3G spectrum bid and
subsequently BSNL was imposed the 3G spectrum with highest
rate, when Airtel was given option to opt the circles.
Subsequently Govt has taken away the reserve fund of 30,000
crores from BSNL and BSNL was not able to procure the
equipment required for its expansion. The Govt is taking
the pension contribution from BSNL on highest of IDA pay
scale instead of the actual pay of an executive. He also
mentioned that in order to get the benefit of the 3rd
PRC, working hard and making BSNL as profit making company
is very much essential. He also stated that BSNL is the
only telecom service provider serving the nation in its true
spirit during any natural calamities. BSNL always gives
reliable services during natural calamities without looking
for the profit. He mentioned that inspite of stiff
competition and introduction of JIO service for free, the
sale of SIM of BSNL has not been reduced. He mentioned that
CMD BSNL has introduced very innovative plans like night
free calling, free national roaming etc.
Com Prahlad
Rai requested Hon. M.P. Shri Adsul Sir to raise the issue
with Government regarding tower subsidiary company.
Presently BSNL has more than 65000 towers and the subsidiary
company will be controlled by the BSNL and later on it will
be sold out by the Govt. He stated that the officers
working in BSNL are the Govt. Officers and due to the strong
opposition by the associations and unions only the dis-investment
has not been taken place in the BSNL. Dis-investment has
not helped MTNL. Merger of MTNL which is a listed company
and ITI which is manufacturing industry with the BSNL as a
service provider will again affect the survival of BSNL. He
also stated that due to the existence of BSNL only the
tariff is under control and after the introduction of GSM
services by the BSNL in the year 2002 the tariff has come
down in the GSM sector which otherwise was charging for
incoming also. He mentioned that survival of BSNL is the
need of the Nation and requested Hon. M.P. Sir to help BSNL
to overcome the issues.
He also
briefed about the HR issues, achievements of the AIBSNLEA
status of various CPCs, Court Cases, DE to DGM promotion, E1
– E2 pay scale status, CPSE cadre hierarchy issue,
restructuring of Raja Bhasha Adhikari, E1+5 increment, SDE
RR, Diversion of posts of CAOs, etc. He mentioned that
AIBSNLEA is very much concerned about the HR issues and will
definitely achieve the desired results, but requested all
the executives to provide best services to the customers and
increase the revenue and has re-iterated that the survival
of BSNL is very well linked with the future benefits of its
employees.
He
congratulated the Amravati Team for holding the conference
in a best manner.
Shri Anandrao Adsul, Hon. M.P. of Parliament
in his address stated that he is the leader of many
organisations. He stated that a leader is a person who
leads the organisation where we are working who knows all
the positive and negative sides of the organisation and also
who leads the problems of the colleagues as an Association,
Com. Prahlad Rai, G.S. of AIBNLEA is a perfect leader. He
assured that as an M.P. he will take up the problems with
the Govt along with the leaders of the AIBSNLEA. He assured
to meet the Hon. MoC very soon along with the leaders of
AIBSNLEA and requested Com. Prahlad Rai to make the detailed
note and representation with all the relevant points.
He mentioned
that he is the leader of 6 state and 6 central trade unions
and he can very well co-relate with the issues of the
workers. He briefed about the positions he was holding
including the Minister of state (Finance). He mentioned
that 90% of the PSUs in the country are in problem and are
in heavy loss. He briefed about the duties and
responsibilities of the unions and associations. He also
stated that the organisation is there that is why unions and
associations exists, hence taking care of the organisation
is the prime duties of the associations and unions.
He also
mentioned that competition is essential for the
improvement. There will be no improvement without
competition. There are infrastructures available with BSNL.
In private, the decisions are taken immediately and
implemented which is not happening in the PSUs. Delay in
decision amount to denial.
He mentioned
that there are big opportunities for BSNL in tribal areas,
as now a days, tribal population also in need of the latest
technology and mobile services with latest handsets. He
stated that the days we were waiting for the customers had
gone and now we have to approach the customers. There are
problems everywhere and the life is to face the problems.
The Govt. is
very well interested with the revival of BSNL and having a
proposal. There is a good opportunity given to BSNL by the
Govt to provide OFC connectivity to all the Panchayats which
is a biggest business for the BSNL. He stated that CGMs
should make presentation and should meet the MoC and he has
assured to accompany the CGMs and / or the Association
representatives to the MoC to settle the issues. He thanked
the organizers for inviting him for the session.
Shri Peeyush Khare, CGM MH Circle Mumbai
extended thanks for inviting him for the session. He
mentioned that BSNL is to serve the nation irrespective of
any natural calamity, since last 70-80 years, we are serving
the nation and will continue to serve the nation. He stated
that now we have to stop asking and get the things from own
efforts. The work of connecting the Gram Panchayats and
Village with NOFN has been awarded to BSNL. BSNL has
already laid more than 3500 kms of Fibre in a record time.
Already 15000 Gram Panchayats connections are ready. BSNL
has got a very good opportunity to earn profit through NOFN
project. Some of the state Governments want to do the work
of laying of NOFN project by themselves, this has to be
taken up through Associations and with the help of Hon. M.P.
and requested Com Prahlad Rai to take up the issue with the
help of Hon. Adsul ji to retain the NOFN work to BSNL only.
BSNL is having PAN India network and out of one lakh Gram
Panchayats, the work of 85,000 G.Ps has already been carried
out by BSNL as other agencies like TCIL, Railtel, Powergrid
has been failed in this project.
He mentioned that he has already completed 6
months as CGM. He mentioned that every employee / executive
will be given ample opportunity to improve. In case no
improvement is made by individuals, strict action will be
initiated. He requested everyone to love the work, worship
the place of work, love work places. He mentioned that the
element of fear should always be there. He also stated that
the result does not matter, but the efforts with full
devotion is the expectation from the executives and
non-executives. He also stated that everyone should have a
feeling that the organization will run by the efforts of
all. At present only 20% of the work force is working
hard. The remaining 80% also should start working hard.
He mentioned that the individual targets has
already been assigned to the field officers based on the
past performance with reasonable increment of 5% which is
the standard of industry. He stated that a core group has
been formed at Circle level for all the areas in order to
reduce the gap between the Circle and the field. They can
be contacted through phone, email or SMS.
He also stated that BSNL is facing
competition with the companies who are having complete
freedom to take any decision which BSNL do not have. He
stated that more than 4000 BTSs are proposed. All the SSA
heads have been requested to inform the next year plan with
consultation with the public representative of their area
viz. MPs, MLAs, Franchisees, etc. He requested to give
importance to Adarsh Gram project and to give connectivity.
He also stated to take maximum efforts in the month of April
as the performance of April will be the performance of the
year. He also stated that more than 4000 WIFI hot spots and
15000 Gram Panchayats network expansion is also to be taken
place and expected to have better performance.
He also stated that in the financial year
2018-19, Maharashtra Circle will be a net profit making
Circle
He requested the leaders to get the transfer
orders implemented. He also stated that the MH circle is
the only state where 100% request transfers has been
considered. Executives transferred have to be relieved by
the SSA head or else, Circle office has to relieve them
through ERP. He also stated that the legitimate cases will
be considered. He also stated that in case of poor
performance at least 10-15 transfers will be done to keep
the element of fear amongst the executives.
He also stated that in future request
transfers will be considered only if recommended by the SSA
heads favorably. The target assigned is only to see the
profit in the balance sheet and to get the pay revision.
The target assigned is purely based on the past performance
and the feedback received from the field. He requested
everyone to expedite the work.

Meeting with PGM (Pers), BSNL Corporate Office, New Delhi
GS, AGS (HQ) met with PGM (Pers) and discussed regarding:
A. DE to DGM (CPC):
We requested to expedite the CPC for promotion from DE to
DGM (Engg.). PGM Pers.) Mentioned that CPC work is completed
for 502 DEs out of the total zone of consideration of 585
DEs. About 83 APARs are still pending for CPC.
However, to
fill-up 388 vacant DGM Posts promotion and posting orders
will be issued in the next week after approval of the
competent authority.
B.
Conduction of other CPCs:
We expressed our serious concern
against the non-holding of the CPCs in almost all the other
cadres which have been stalled in the name of pending court
cases. It has caused stagnation in the career prospects of
executives. PGM (Pers) appreciated our concern and mentioned
that tomorrow he has had a meeting with Sr. Advocate Sr.
R.D. Aggrawala to find a way out to conduct CPCs in view of
the urgent requirement of BSNL and pending court cases.
Regarding Kerala High Court issue PGM (Pers.) mentioned to
file an application for early pronouncement of the judgment.
Regarding the discussions with Sr. Advocate, PGM (Pers.)
mentioned that in the next week he will discuss with
Director (HR) and will decide the future course of action
for conduction of CPCs.
C Implementation of CPSU
Cadre
hierarchy:
PGM (Pers.) mentioned that the matter is being discussed
with majority Association. One meeting is already conducted
and the next meeting is scheduled shortly on the issue of
CPSU cadre hierarchy and MT Recruitment.
D Consideration of some request /
immunity ground transfers: We
requested for consideration of request / immunity ground
transfers in the Telecom Engg. Wing. PGM (Pers.) assured to
look into the matter.

Meeting with Member
(Services), Telecom Commission, DoT New Delhi:
GS, AGS (HQ)
met with Member (Services), Telecom Commission, DoT New
Delhi and discussed regarding the progress on implementation
of the recommendations of 3rd PRC in BSNL. Member (Services)
informed that the BSNL's comments in this regard with
positive comments from DoT have been sent to Cabinet
Secretariat for taking further necessary action. But, the
further discussions in the Cabinet Secretariat are yet to be
taken only after joining of the new Secretary (Telecom) in
DoT.
We also
extended our sincere thanks to Member (Services) for issuing
the orders of enhancing the gratuity limit from 10 Lakhs to
20 Lakhs for BSNL Pensioners. Member (Services) mentioned
that he made efforts to get it approved from Cabinet
secretariat and thereafter immediately issued the orders.
Member
(Services) informed that DoT has also taken-up the issue of
IDA Pension revision of BSNL pensioners with 3rd PRC in
Cabinet Secretariat. We appraised him that earlier also the
pension revision of BSNL pensioner was delayed by two years
and 78.2% fitment benefit is also delayed by three years.
Now, BSNL pensioners demanding 78.2% fitment benefit from
01.01.2007 are filing court cases.
Member
(Services) also mentioned regarding double pay fixation in
the same scale under EPP has been objected by the CCA and
the matter is under discussions. We pleaded that EPP was
approved by BSNL Board and the DoT and thereafter the
notification was issued. Hence, at this stage review of EPP
will cause serious resentment among the executives of BSNL.
Member (Services) assured to look into the matter in case if
it is routed through him.

met with Director (HR) and discussed regarding:
(i) Additional
facilities to AIBSNLEA:
We requested
for grant of special CLs to the office bearers of AIBSNLEA
for attending organizational activities and smooth
functioning of the Association. Director (HR) assured an
early action in this regard.
(ii) E2 and E3
pay scales for JTO and SDE equivalent cadres:
We requested
Director (HR) to take up the matter with DoT to withdraw the
OM dated 28.03.2017 on E1A and E2A pay scales notification.
Implementation of intermediatory pay scales E1A and E2A are
lowering the pay scales of the executives without any
penalty imposed. It has also degraded the JTO and SDE
equivalent cadres of the executives. Since future
recruitment of JTO/JAO will be in the E1 IDA Pay scale only.
Director (HR) mentioned that she tried to discuss the matter
with Addl. Secretary (T), DoT but he is on leave. She also
discuss the matter with PS to Hon'ble MOSC (IC) wherein he
clarified that the proposal sent by BSNL/DoT has been
approved by the Hon'ble MOSC (IC). However, she will try to
discuss the matter with Secretary (Telecom).
(iii) Pay
fixation initially at Rs. 22820/- of the JTOs and equivalent
cadres recruited post 2007:
We requested
Director (HR) for the settlement of this pending issue
delinking with E1A and E2A pay scales. Director (HR)
mentioned that Smt. A. Panda, PGM (PF-II) committee report
was studied and some clarifications have been asked from the
committee Chairperson. She assured an early action in this
regard.
(iv)
Conduction of CPCs:
We expressed
our serious concern against the non-holding of the CPCs in

concern and mentioned that tomorrow she is going to meet

the Kerala High Court issue also with the Sr. Advocate
wherein the hearings are completed and the judgment is kept
reserved. Director (HR) assured to discuss this issue also.

Implementation of CPSU cadre hierarchy:
We requested for the implementation of CPSU cadre hierarchy
as recommended by the Khan Committee. We also expressed our
anguish against the burring of Khan Committee report by the
Pers. Cell and drafting a new CPSU cadre hierarchy up-to SDE
level only by introduction of MTs. Director (HR) mentioned
that the new draft proposal prepared by the Pers. Cell has
been agreed by SNEA(I), the Majority Association. However,
she assured to direct PGM (Pers.) to discuss the matter with
AIBSNLEA also.
(vi) Method of
vacancy calculation for the cadre of JTOs:
We expressed
our concern against keeping in abeyance the orders earlier
issued by the Estt Cell of BSNL Corporate Office in respect
of Punjab circle and other circles. PGM (Estt) who was also
present in the meeting explained that Kerala Circle has
raised some queries in this regard referring DoP&T
instruction on SC/ST carried forward vacancies and Pers.
Cell letter issued in the year 2013 on creation of PA cadre
posts. After examining the Kerala Circle letter it was found
logical and on that basis immediately the said clarification
was kept abeyance till the matter is finalized. Director
(HR) directed PGM (Estt) to discuss the matter with PGM (Pers.)
and take the written clarification in this regard at the
earliest to resolve the issue.
(vii)
Non-consideration of request / immunity ground transfers in
the Finance Wing:
We expressed
our serious resentment against the non-consideration of
request / immunity ground transfers in the Finance Wing.
Director (HR) assured to discuss the matter with GM (FP).
(viii)
Approval of BSNL Board on the HR issues cleared by BSNL MC:
We requested for an early approval of BSNL Board on the
pending HR issues cleared by BSNL MC long before i.e. E1+5
advance increments benefit to JTO(SRD)/JAO 2013 batch & PA
Cadre, diversion of 50% MT quota CAO posts to Seniority
quota, modification in SDE RR & E5 toE6 grade time bound
promotions to DGM(Adhoc) etc. Director(HR) mentioned that as
soon as HR Plan of BSNL is approved by BSNL Board,
immediately all these pending HR issues will also be
approved by BSNL Board. She assured an early action in this
regard.
(ix) Posting
of LDCE qualified JTOs in SDE grade:
Director(HR)
mentioned that as soon as the modification in SDE RR is
approved by BSNL Board and she will discuss a Sr. Advocate
to take out the way for promotion in view of Hon'ble High
Court Chandigarh judgment & SLP filed in Hon'ble Supreme
Court in this regard.

General Body meeting at Port Blaire of Andaman & Nicobar
Circle:
Com. GS attended and addressed the Special General Body
meeting at Port Blaire of Andaman & Nicobar Circle on 13th
April, 2017 in Hotel Sun Sea Resort. Com. B. Partra, DGM &
Circle President A&N Circle welcomed the members & Com. GS.
He discussed regarding the financial viability of A&N Circle
& difficulties being faced by the executives in relieving on
tenure transfers. He requested CHQ intervention.
Com. Samir
Choudhary, Circle Secretary A&N Circle in his keynote
address while welcoming Com. GS discussed the issue related
to A&N Circle& CHQ level. He explained that A&N Circle is
facing acute shortage of executives in all the discipline.
On tenure transfers, substitutes are not being posted to
A&N Circle hence executives are facing difficulties in
getting relieved. He also apprised regarding non relieving
of executives of Civil Wing, who have been transferred on
tenure by Chief Engineer Civil WB Circle Kolkata & now BSNL
Corporate Office has changed the reporting of A&N Circle
Civil Wing to Chennai Chief Engineer Civil to technical
control. It has caused the problem. He requested CHQ
intervention. He also requested to expedite CPCs from JTO to
SDE, SDE to DE, DE to DGM, JAO to AO, AO to CAO, CAO to
DGM(F), JTO(C/E) to SDE(C/E), SDE(C) to EE(C) etc and
requested to upgrade the post of PA to CGM A&N Circle to the
grade of PS. He also requested for consideration of pending
tenure transfer cases etc.
Com. GS in his
address extended sincere thanks to Com. Circle President &
Circle Secretary for arranging Special General Body meeting
on short notice in a grand manner. He congratulated all the
executives for making A&N Circle a profit making Circle. He
also discussed the importance of A&N state in safe guarding
in the interest of Nation. He appreciated the efficient
mobile service in A&N Circle in comparison to other private
operators. Com. GS discussed in detail regarding viability
of BSNL i.e. absence of Govt. support & lack of interest of
BSNL management to safe guard the interest of BSNL & its
executives. He expressed resentment against arbitrary
notification of intermediatory E1A & E2A pay scales by DoT, which has lowered the pay scales of JTO/SDE
equivalent executives. Also killing of the issues i.e. Rs. 22820/- pay
fixation case of JTOs/JAOs post recruited 2007 and CPSU cadre
hierarchy as recommended by KHAN Committee. He explained
that how BSNL management in a calculated & strategic manner
has buried the issues. Similarly, many other important HR
issues i.e. E1+5 advance increment, diversion of 50% MT
quota CAO posts to seniority quota, non- modification of SDE
RR, E5 to E6 pay fixation to DGM(Adhoc) etc. are
pending for the last one & half year for want of BSNL's
Board approval. All CPCs are held up on the pretext of
pending court cases but no sincere efforts are being made by
the BSNL management to resolve the issue.
AIBSNLEA,
AIGETOA & AITEEA under banner of United Forum launched
agitation programme in the month of Dec., 2016 for the
settlement of these important issues and with the assurance
given by the BSNL management, the agitation was deferred.
Thereafter BSNL management immediately victimized the office
bearers & the members of these associations by issuing
memorandum & salary deduction making dias-non. Unfortunately
this act of BSNL management was supported by some executive
associations, which has weakened the unity of executives in BSNL. He suggested that in BSNL there should be only one
executive association to fight with the management & to
safeguard the interest of BSNL community. He further
extended sincere thanks to A&N Circle for organizing the

CPCs:DE
to DGM:GS discussed with Jt. GM(Pers.) regarding CPC from DE
to DGM(Engg.) to expedite it. Jt. DGM(Pers.) mentioned that
the Chairman CPC & Members of CPC are securitizing APARs &
this work may be completed next week byTuesday/Wednesday and
thereafter promotion order may be issued on Friday i.e.
dated 21st April, 2017. We further requested to
speed up the CPC work.

Calculation of vacancies for promotion
to the post of JTO
BSNL Corporate
Office issues instructions to
keep the letter number 6-1/Gen/2016/Estt-IC dated 15.03.2017
in abeyance till further orders.
Vide this letter BSNL Corporate Office had issued certain
clarifications with regard to calculation of vacancies.
BSNL
Management has decided to make filling of APAR in BSNL
online w.e.f. 01.04.2017 and issued guidelines which needs
to be adhered for successful implementation of e-APAR/e-DPC
in BSNL and issued certain guidelines in this regard:
Vide this it
has been retreated that the APAR for the year 2016-17 for
all group A and B (Absorbed / un absorbed) except those
executives who have only reporting (no reviewing) and dual
reporting structure, shall mandatory by filled through ERP
w.e.f. 01.04.2017.
Vide this it
has been decided that all un absorbed ITS group "A" officers
working in BSNL may fill their APAR for the year 2016-17
through Smart Performance Appraisal Report Recording Online
Window (SPARROW) as per DoT procedures.

advisory on Notice of Strike - regarding:
In the said
advisory it is said that the statutory notice as required
under Section 22 (1) of ID Act 1947 shall be in the Format-L
as prescribed under Rule 71 (1) of ID (Central) Rules, 1957
which reads as
Rule 71.
Notice of Strike:
(1) The notice
of strike to be given by workmen in a public utility service
shall be in Form-L.
(2) On receipt
of a notice of a strike under sub rule (1), the employer
shall forthwith intimate the fact to the Conciliation
Officer having jurisdiction in the matter.
All

REPORT ON CIRCLE CONFERENCE OF AIBSNLEA, WEST BENGAL CIRCLE
The 5TH Circle Conference of AIBSNLEA, West
Bengal Circle was held on 7th & 8th
April 2017 at Moulali Yuba Kendra, Kolkata in an excellent
and grand manner.
The flag hoisting of the 5th Circle
Conference was done by Com. Prahlad Rai, G.S., AIBSNLEA CHQ
in the presence of Circle President, Circle Secretary, All
Circle Office Bearers, members and delegates across the
state. The slogan shouting AIBSNLEA Zindabad, BSNL Zindabad
made the moment very inspiring.
The Open Session was started with inaugural song by Smt.
Srobona Roy Chowdhury & other members of AIBSNLEA, West
Bengal Circle. Shri G.C.Srivastava, C.G.M., ETR was present
in the Open Session as Chief Guest. Along with the G.S.,
other CHQ Leaders viz. Shri Prasun Mukhopadhyay, Organizing
Secretary (East), Shri Basudeb Chakraborty, Adviser, Veteran
Leader Shri Amit Gupta, A.G.S., AIBSNLRWA, Shri Dipak Sahoo,
AGS, AIGETOA, Circle Representatives from AIGETOA, SEWA,
Senior BSNL Officers from West Bengal Circle, ETR, ETP, TS,
TFs, were also present in the Open Session. The meeting hall
was jam packed with the AIBSNLEA Members and invitees.
Com. Prahlad Rai in his address requested all the comrades
to make the West Bengal Circle & CTD Circle as Profit making
Circles like Kerala, Karnataka, Orissa. He stated that BSNL
Unions and Associations in addition to HR issues have taken
a pledge to ensure quality service to BSNL Customers and
introduced Service With A Smile (SWAS) program.
Com. Prahlad Rai, in his inspiring speech elaborately
explained about latest status of HR issues viz. JTO to SDE
CPC, SDE to DE CPC, AO to CAO CPC, JAO to AO CPC CPSU cadre
hierarchy, Extension of 30% Superannuation Benefit to the
BSNL recruited employees, Scrapping of MT/DGM RRs, Pay
fixation of Offg. JTOs , Extension of 22,820 as initial
basic to the executive's recruited post 01.01.2007, Creation
of PPS post with PGMs, Scale upgradation in respect of AD(OL),
Standard pay scale implementation for all executives,
activities being undertaken at CHQ level for the betterment
and growth of both the executives and BSNL including the
pending 3rd PRC benefits. He also explained in
details about the decision taken by the DOT regarding down
gradation of Scale from E1-A to E1 & E2-A to E2 and stand of
AIBSNLEA in this regard. He also stated that joint movement
in this regard is very much essential, but approach of other
associations in this regard is creating hindrance to start
the joint movement.
Circle Representatives from AIGETOA, SEWA as well as other
senior BSNL Officers viz. Sr.G.M. (Finance), G.M. (HR/Admn),
G.M. (NPD-CM), G.M. (CFA), G.M., Kolkata SSA, West Bengal
Circle delivered their valuable speech in the Open Session.
The Open Session was concluded with National Anthem.
The delegate session was continued on 8.4.2017 up to 6.00
P.M. and the house dissolved for starting the election
proceedings. Com. Prasun Mukhopqadhyay, O.S. (East) was
nominated as Chairman for conducting election for new Circle
Body. Veteran Leader Shri Amit Gupta, A.G.S., AIBSNLRWA was
present in the election process to assist the Chairman.
