:- Joint Forum Meeting held on 31st May'2008
& discussed the Government move of listing of
BSNL in the Share Market & VRS to BSNL
Employees. After analyzing the ongoing
situation & misleading statement published
in the News Papers regarding acceptance of the
Unions, Joint Forum to oppose strongly,unanimously decided the
following organisational actions :-
- Wear
black badges and conduct countrywide
processions / rallies on 2nd
June’2008 and publically oppose the efforts of
the Government and BSNL Management to list
BSNL in the share market, introduce IPO
and VRS.
- Hold
Press meets wherever possible or issue press
releases.
- Individuals,
Branches, Districts and Circles of Joint Forum
unions / associations should send the
following telegram to Prime Minister :-

move of 10% IPO of BSNL. The Press News in Times
of India is totally misleading. Joint Forum
always opposed the move of 10% IPO in BSNL. Joint
Forum leaders are meeting today to discuss the
developments in this regards at 1500 hrs. Joint
Forum is also holding Press Conference Today at
1700 Hrs to clarify the actual position. |

CONGRATULATIONS,
The 2nd Pay Revision Committee
headed by Hon’ble Justice Rao submitted its
recommendations to Govt. on pay revision of
CPSE’s Executives on 30-05-2008 . AIBSNLEA made
effective presentation to the Chairman and
committee members on 6th Sept. 2007.
We are happy that our submissions have been
accepted which reflects in the recommendations
.The BSNL has been placed in the category-1 or A+
CPSE having composite score -96.We are privileged
to have A+ highest Category . BSNL is a Profit
making CPSE having net worth of Rs. 85717
Crores (2006 -07) and profit of Rs. 7806 Crores
(2006-07). The BSNL’s excellent performance has
yielded the result. Now it is the duty of One and
all to ensure that the BSNL continues to achieve
the excellent performance and profit. The brief
of the recommendations are as under :-
SILENT FEATURES :-
1)The new wage structure that represents a 25 to
45 per cent hike depending upon the profitability
of their enterprise and their seniority
2) offers Employees Stock Option Scheme (ESOP),
3)variable pay and risk rewards
4)Implemented retrospectively from January 1,
2007.
5)The CPSEs will be divided into five categories
depending upon the turnover, manpower and
geographical spread
6)The CMDs in the top category will draw a fixed
basic salary of Rs 1 lakh per month as against Rs
31,500 at the maximum grade currently.
7)The proposals are aimed at stopping the exodus
of CPSE employees to the private sector."
CPSEs employees around 16 lakh people, a
government official said, adding that the pay
structure of other staff members will be worked
out after the seventh round of negotiations with
workmen representatives
The government will take a view on the
recommendations by December 31,2008 and also
Expressing the possibility of further improving
upon the recommendations of the second pay
panel,said Minister for Heavy Industry Santosh
Mohan Dev after receiving the report of the
Second Pay Revision Committee headed by former
Supreme Court judge Jagannadha Rao. |

GS, FS alongwith Com. V. Subburaman, GS TEPU met
Thiru A.Raja, Hon'ble MOC & IT. We thanked to
Hon'ble MOC for his timely & kind intervention in
getting released 50% IDA merger with Basic order
for BSNL Employees. Hon'ble MOC congratulated all
BSNL employees & he informed during discussion
that yesterday in the meeting with Hon'ble
Minister of Finance, he got cleared ADC payment of
Rs. 2000 Corers from USO fund to BSNL & license
fee on Wired Lines is also exempted. He also
informed that he is allocating 3G Spectrum to
BSNL 6 months in advance & the Zonal Tenders of
90 Millions lines GSM equipment has been
approved. In this manner Ministry is trying to
support BSNL. We further extended our thanks to
Hon'ble MOC for the concerned he is having for
the growth of BSNL & its employees. We extended
invitation to Hon'ble MOC&IT as Chief Guest to
attend the OPEN SESSION of 2nd All India
Conference of AIBSNLEA at Jaipur on 29th

Issuance of 50% IDA merger order:-DDG
(Estt) informed that order of 50% IDA merger is
finalised and will be issued today.
(b) Recruitment of JTO(civil/Elec):-DDG
(Estt)informed that the process for recruitment
of 250 JTOs (civil) has been started. JTO (Elec)
recruitment process is yet to start based on
justification.
(c) Appeal cases against
break in service for settlement of pension:
Appeal cases of 4 DEs Sriganganagar
(Rajasthan) Branch against break in service made
in the year 1981-82 as JEs (Telecom), DDG (Estt)
informed that all the Appeals has been sent to
DoT with CMD BSNL's recommendations for
settlement, as these cases pertains to DoT
period.

continue for two days 29th & 30th
May-2008-
Massive
Dharna programme successfully implemented
throughout the country by active participation of
thousands of Employees. But the BSNL Management
has not come out to settle the issue so far. In
view of the negligent attitude of BSNL
Management, Joint Forum of BSNL Unions &
Associations of Non Executives and Executives has
decided to continue Massive Dharna for two days
i.e. 29th and 30th
May-2008. In case, the BSNL management does not
settle the issue, Joint Forum will be compelled
to resort to higher form of action.
All

- Sr.DDG(Elect) informed that DPC work is

promotion order by end of this week. We requested

Circles where the vacancies are available or

issue with other issues i.e. reduction in BSNL’s
profit, 10% disinvestment of BSNL, VRS, demand of
5 promotions of Non Executive unions, wage

met Secretary (Telecom) DOT & discussed:-
a)
Withdrawal of ADC-
Joint Forum expressed its serious resentment
against withdrawal of ADC to BSNL and demanded to
restore. Secretary (Telecom) DOT informed that
Hon’ble MOC has approved payment of Rs.2000
crores from USO fund to BSNL.
b)
Absorption of ITS Officers in BSNL-
Joint Forum demanded that the absorption of ITS
Officers in BSNL is must for its growth and
expressed unhappiness against delay in expediting
in the matter, despite of the assurances given by
Secretary DOT in a number of meetings. Secretary
DOT informed that the Cabinet Memo in this regard
has been returned with some quarries. The
quarries are being replied shortly. After Cabinet
approval the absorption process of ITS Officers
in BSNL / MTNL will start.
c)
Navaratna Status to BSNL-
Secretary DOT informed that Apex body has granted
meeting on 3rd June-2008 to discuss
the matter. He also assured that full efforts
will be made in getting granted Navaratna Status
to BSNL.
d)
3G
spectrum allocation to BSNL-
Joint Forum demanded allotment of 3G spectrum to
BSNL & timely supply of 3G equipments. Secretary
DOT informed that till now Government has not
decided policy/ guidelines for 3G spectrum
allocation. He assured that at the time of
allotment of 3G spectrum, BSNL will positively
get its share.
e)
Payment
of pension to BSNL Employees-
Joint
Forum demanded that DOT’s letter dated 15-06-2006
should be withdrawn immediately. Secretary DOT
informed that a draft Cabinet note approved by
Hon’ble MOC is under circulation for
inter-ministerial consultation and that a final
note is expected within one month time.
Thereafter the Cabinet note will be sent to
Cabinet for approval in this regard.
f)
Withdrawal of Licence Fee –
Joint Forum demanded to withdraw Licence fee from
BSNL. Secretary DOT informed that the Licence Fee
on wired lines is being withdrawn shortly.
g)
10% IPO
of BSNL-
Secretary
DOT advised to the representatives of Joint Forum
to support Government in bringing 10% IPO of BSNL
as it will help BSNL for its valuation & growth.
Joint Forum representatives opposed the proposal
of 10% IPO of BSNL as it is not required in BSNL.
h)
Appointment of part time BSNL Board Members-
Secretary DOT informed that he has proposed some
young & experienced part time Board members of
BSNL like Shri SANJEEV Gupta, Ex. CMD Coca-Cola etc.
i)
50% IDA
merger with Basic-
Joint Forum expressed its serious resentment
against delay in implementation of 50% IDA merger
with Basic. Secretary DOT informed that the
Ministry has already approved the matter. He
assured to talk with CMD BSNL in this regard. |

JST confirmed that Cabinet has returned the
Cabinet Note with some quarries. The same are
being replied shortly. He also informed that he

ITSA shortly in this regard.

option in CDA Pay Scale-
We requested to allow Pay Fixation in CDA Pay
Scale till next promotion / retirement and
thereafter in IDA Pay Scale to absorbed
Executives in BSNL after 01-10-2000. JST assured
to look into. |

IDA merger with basic-
We expressed our serious
concern against delay in issuing the order for
50% IDA merger with basic as approved by Hon’ble
MOC & IT. CMD BSNL told that in view of the
BSNL’s dip in profit is a matter of serious
concern, while granting PLI year 2006-07 it was
assured by Unions / Associations that the
productivity and profit will be increased but it
is not the reality. He informed that he will
discuss the matter with Dir. (Finance) shortly.
We assured that since the GSM & Broad Band
equipment is now being received in field units,
through this expansion BSNL will earn profit in
this financial year and delay in ITS Officers
absorption in BSNL is also affecting the growth
of BSNL. CMD appreciated our concern.
b)
Recruitment of MTRR’s in BSNL-
CMD appreciated our
efforts in submitting the Joint Committee
recommendations on MTRR’s. He mentioned that the
attendant conditions of Time Bound / Post Based
promotions should be improved to benefit the
deserving officers. We explained the present
status of attendant conditions, wherein droppings
are less than 4%. He assured an early decision in
the matter.
c)
Cancellation of 119 SDEs (Telecom) transfer
order-
We requested to cancel the
119 SDEs (Telecom) transfer order. CMD BSNL
assured to look into. |

On
his way back from Port Blair Com. Prahlad Rai, GS
attended a Joint CEC Meeting of Kolkata Telephone
Circle & West Bengal Telecom Circle of
AIBSNLEA at Kolkata. The meeting was presided by
both the Presidents of respective Circles. GS was
congratulated by the Circle Office Bearers of the
both the Circles for the recent achievements in designing
effective Transfer Policy & recent decisions
of the Committee for clearing the bottle neck of
JAG promotions & regularization of STS cadre.
GS in his One & Half hour long address clarified
all the developments at the CHQ levels & the
pending tasks before the CHQ. He also replied all
the queries raised by the Executives effectively.

Circle Conference of Andaman & Nicobar
Circle at Port Blair
G.S. attended and addressed
the Ist Circle Conference of Andaman & Nicobar
Circle at Port Blair on 18-05-2008. The
conference began by hosting of the association
flag by Comrade G.S. After subject committee
meeting , open session was organized. Open
session was started with colourful and glittering
cultural programme.
Shri D.P.
Parihar, CGMT, A & N Circle who was the Chief
Guest in his address appreciated the role of
AIBSNLEA showing his concern for viability of
BSNL and in settling the important HR issues of
BSNL executives. He discussed in detail the
developmental plans of A & N Circle and impressed
upon for filling up of the vacant posts. He
advised the Telecom Engineers to concentrate in
keeping the standby equipments in workable
condition always.
Comrade G.S.
appraised in detail the recommendations of Joint
Committee on MTRRs and the issues related to
Executive Promotion Policy. He mentioned that it
is a great break through in career prospects of
Gr “B” officers. He also discussed the viability
of BSNL and to concentrate on proper maintenance
of Copper Conductor Network in view of broadband
growth.
Com. P.C.Basak,
Circle Secretary and Com. R.D. Mandal, Circle
President welcomed the distinguished guests and
discussed the problems of Executives of A & N
Circle in detail. Com S.K. Sarkar, Executive
Member convened the meeting and Com. K. Sreenath,
Executive Member extended the vote of thanks. The
conference Hall of Hotel Sun Sea Resort was Jam
Packed.
The
representatives of SNEA, BSNLEU, NFTE and FNTO
also attended and addressed the open session. Com
G.S. and CGMT A&N Circle replied the queries made
by Press/ Media Personnel. In the delegate
session Com. G.S. also explained the status of HR
issues and replied the queries made by the
members.

Second Branch Conference of Circle Office, CGM, Tamil Nadu:
GS, AGS(FINANCE) attended and addressed
the Branch Conference of Tamil Nadu Circle Office
Branch held in Chandiras Bhawan, Chennai on
17.05.2008. Comrade
N. Veerapandian Circle Secretary discussed the
issues of Circle and All India level and AIBSNLEA
growth taking place in many folds in
TN Circle
. He
appreciated the efforts of our CHQ in getting
achieved the MTRRs shifting from STS level to JAG
level and change in designations on time bound
promotions. Com.
GS and AGS(F) discussed the All India issues in
details and the viability of BSNL.
Com. GS appraised in detail the salient
features of the joint committee recommendations
on MTRRs, change of designations and other issues
related to executive promotion policy.
He also replied all the queries made by
the members to their satisfaction.
Com. R. Guruprasad Branch Secretary and
Com. R. Sundararaman President welcomed the CHQ
and Circle office bearers for attending the
Branch Conference.
They also appreciated the efforts of CHQ
in getting resolved the important issues i.e.
implementing the Executive promotion Policies,
Grant of perks to Executives w.e.f. Jan.05,
Enhancement of PLI, providing GSM mobile
connections with handset, holding of DPCs to
fill-up STS Gr. A post and SDE equivalant cadres
in all disciplines in a regular manner, Revised
modified transparent transfer policy, AAO Pay
scale bringing to the final stage, expediting of
ITS absorption issues and issues related to
various executive cadres.
Com. Kuberan Finance Secretary extended
the Vote of Thanks.

General Body Meeting of Madurai District Branch :
GS & AGS(F) Com. P. VENUGOPAL attended
& addressed the Special General Body Meeting
of Madurai District Branch at Madurai on
16.05.2008. Com. Usha, Presided over the meeting.
Com. M. Sangaiah Branch Secretary welcomed the
gathering. Comrades of nearby SSA i.e. Trichy
have also participated in a large number. Branch
Secretary Trichy Com. M.K. Ganeshan, Com. S.
Paulsami, ACS, Com. P. Chandrasekeran, ACS and
Com. A. Narayanan ACS also participated in the
meeting. Our AGS(F) Com. P. VENUGOPAL from
Salem
also attended & addressed the meeting. The
participants raised many queries & doubts on
current issues.
Com. GS clarified in detail all the
doubts & queries of the members & also
discussed the achievements particularly in
respect of MTRRs in which our association
achieved a lot under the banner of United Forum.
He appraised the members on the survival of BSNL
& the dangers,
we are facing. He criticized the policy of
DoT & Central Govt. adopted in respect of
BSNL & drawn the attention of our members
towards the importance of Customer relation,
which we have to maintain in the midst of heavy
competition from private service providers. Com.
N. Veerapandian, Circle Secretary, TN Circle
& Com. S. Sivakumar, Circle President also
attended & addressed the meeting. Before the
commencement of the meeting, in front of General
Manager,
Madurai
Office, our association flag was hoisted by
Com.GS. The representatives of SNEA, TEPU, BSNLEU,
NFTE-BSNL and FNTO
also attended and addressed the gathering.
The meeting was attended by large number of
members despite heavy rain. This meeting was very
useful & grand success.

Circle Conference of Kerla Circle at
Thiruvananthapuram

Shri R. B. ATHANI attended & addressed the
delegate session of 2nd Circle Conference of
Kerla Circle at
Thiruvananthapuram on 15.05.2008. The Circle
Conference was formally inaugurated by Advocate
George Mercier MLA, Kovalam Kerla. Hon'ble MLA in
his address appreciated the role of BSNL in
Telecom Providing Services in the Rural areas of
the country. He impressed upon the existence of
BSNL in the competitive era. Com. GS in his
address apprised in detail the role of BSNL in
providing reliable Telecom services in the rural
& far flung & inaccessible areas of our country.
He expressed serious concerned against phasing
out of ADC. He told that survival of BSNL is not
only in the interest of BSNL employees but al;so
is in the interest of nation. Com. T. N. Varghese,
Circle Secretary & Com. Chander Babu, Vice
President welcomed the Hon'ble guests and all the
delegates.
Delegate
session was addressed by Com. GS, AGS(F) & Org.
Secy. (S) wherein they discussed the status of HR
issues. Com. GS apprised in detail the outcome of
Joint Committee of BSNL Officers & the
representatives of Executives Association
regarding MTRR & issues related to Promotion
Policy. Com. GS also replied all the queries
raised by the members. In the evening OPEN
Session was also organized. Shri N. Sakthan,
Hon'ble MLA was the Chief guest. Shri K.
Shrinivasan, CGMT Kerla Circle, Sh. George T.
Mathai, PGMTD
Thiruvananthapuram & Smt. Rao LRVM, PGM(F)
Kerla Circle were the guests of honour. Com. GS &
all the distinguished guests discussed in detail
the Viability of BSNL. All the dignitaries
impressed upon the attitudinal change towards
customer because being BSNL a CPSU, Customer
wants to take services from BSNL, this
opportunity should be availed. Com. T. Ravindran
in his presidential address & Com. T. N. Varghese
in his welcome/ keynote address welcomed the
distinguished guests & discussed the Circle / ALL
India level issues. The representative of BSNLEU
also addressed the session. A colorful &
glittering cultural programme was also convened
before start of the OPEN Session. RTTC Thiruvananthapuram auditorium Hall was jam
packed.

Congratulations!
Joint
Committee of BSNL Officers and the representatives
of Executives' Associations after marathon
discussions has submitted its recommendations on
MTRR induction at STS Level and other issues
related to Executives Promotion Policy. It is
great break through in the career prospectus of
Group 'B' Level officers of BSNL i.e MT
Recruitment is shifted from STS level to JAG
Level. Now, STS vacancies will be available
for regularization of group 'B'
Officers.The Group B level officers have been
ensured to be promoted against 50% of the JAG
posts through seniority-cum-fitness and 25% of
the JAG posts through departmental competitive
Exam. The detailed silent features of recommendations
of the committee are given below :-
1)
Change of pay scale on non functional basis will
be accompanied by change of designation i.e on
each financial upgradation, there will be change
of designation, as is prevailing in other CPSUs.
Change of designation will take place on
functional promotion also. Thus, the designation
of an executive shall indicate his functional as
well as non functional status. This is a step
aimed at introducing CPSU cadre hierarchy.
2)
Fifty percent of total STS posts will be filled
up by TES Gr B & equivalent on regular basis
through seniority cum fitness, and the remaining
STS posts will be filled up on adhoc basis by
eligible TES Gr B & equivalent. Existing
adhoc STS officers will be, immediately after
promulgation of new RRs, regularized in STS to
become eligible for regular promotion to JAG.
Necessary relaxation of requisite qualifying
service to regular STS to enable them to become
eligible for promotion to regular JAG will be
duly considered. The posts of JAG remaining
unfilled, after filling up JAG vacancies on a
year to year basis in accordance to the
provisions of about to be promulgated RRs, shall
be filled up by regular/adhoc STS, as the case
may be.
3)
Integration between regular STS (seniority cum
fitness quota) and MTs ( through internal
competitive examination and outside recruitment
in equal proportion) shall take place in JAG in
the ratio of 1:1 i.e fixation of inter se
seniority between regular STS (seniority cum
fitness) and MTs (50% through internal
competitive examination and 50% through outside
recruitment) shall take place in JAG in the ratio
of 1:1 i.e 50% regular STS from seniority cum
fitness quota, 25% MTs from internal competitive
examination and 25% MTs from outside recruitment.
This means that JTOs/TES Gr B and equivalent
shall henceforth occupy 75% JAG vacancies on a
year to year basis, in sharp contrast to not a
single vacancy of JAG being occupied by promotees
on regular basis as of now. In addition, about
3400 STS posts( i.e 50 % of 6800 STS posts of all
disciplines) shall be occupied by Group 'B' on
regular basis, not a single STS post is being
presently occupied by TES Gr B on regular basis.
4)
The issues of service weightage, one time
upgradation of JTOs/SDEs and granting of first
financial upgradation after four years to those
not reaching the minimum of next scale etc. shall
be considered separately in future as an when
additional/fresh inputs on these issues are given
to the management.
5)Two
affiliates of the united forum i.e NTEA and
AIGETOA recorded their disagreement over the
recommendations.
We
convey our sincere thanks and profound gratitude

S.R.Kapoor-Sr. DDG(FP), and all other members
of the committee from the official side i.e Shri
A.K. Purwar-DDG(P), Shri D.P.De-DDG(Est.) and

efforts to resolve the serious situation having
arisen because of the decision of the BSNL
Board to recruit MTs from outside at STS
and fix inter-se-seniority between TES GR. B/
