31.07.2019: GS,
AGS (Fin), FS & Advisor (HQ) met CMD BSNL and discussed
regarding
(A) Financial Support to BSNL:-
We enquired about the immediate financial support to BSNL
towards expenditure incurred for the maintenance of Rural
Telephone Exchanges, Refund of Interest on BWA Spectrum
Charges and refund of excess payment of Pension
Contribution. CMD informed that since there is no budgetary
support from Finance Ministry, DoT is not in a position to
give any immediate finance support to BSNL.
(B) Loan from Bank:-
CMD BSNL mentioned that after
the meeting of GMs of the scheduled Banks with the Secretary
(T) on 22.07.2019 there is some progress in processing of
Bank Loans and we are trying our best to disburse the Salary
for the Month of July 2019 in the first week of August 2019.
31.07.2019: GS, AGS (Fin), FS & Advisor (HQ) met Director (Fin) BSNL
Board and discussed regarding:-
(A) Utilization
of MT Quota 336 CAO Posts: We
appraised Director (Fin) regarding shortage of CAOs in BSNL
as there are about 360 CAOs working against the total of
1347 and there is acute stagnation in Accounts Officers
cadre and requested to arrange approval of the MC for
utilization of 336 MT Quota CAO Posts to SCF quota for
Ad-hoc promotions. We further mentioned that there is no
financial implication in the CAO promotions. Director (Fin)
mentioned that if there is no financial implication, the
case will be discussed with CMD BSNL for clearance of the
MC.
(B) Financial Condition of BSNL:-
Director (Fin) mentioned that
the revenue collection during the month has been utilized
for the payments of GST, TDS, Interest to Bank Loans & EB
bills etc. and there is no scope for the payment of the
Salary for the Month of July from the Revenue Collections.
However, he assured that we are trying our best to arrange
the disbursement of Salary at the earliest.
31.07.2019: GS, AGS(Fin), FS & Advisor (HQ) met Director (CM/HR) BSNL
Board and discussed regarding:-
(A) DE to DGM Promotion Orders-
We requested to intervene in the matter of promotion orders
from DE/AGM(T) to DGM (T) as it has already been badly
delayed. Director (CM/HR) immediately asked over phone to
PGM (Pers) and directed him to take immediate action to get
clearance from Hon’ble
Court Chandigarh for the early issuance of the promotion
orders. However, we further requested to issue the DE to DGM
promotion on ad-hoc basis since we have already submitted
the Seniority list of TES Group- B to the Hon’ble
CAT Chandigarh and there is no interim injunction available
in this regard. Director (HR) assured an early action in
this regar

the Management including CMD BSNL, Dir (CM/HR), Dir (Fin) &
Dir (EB), all have joined BSNL Board recently and Dir (HR)
assured that he will appraise the matter to all the
Directors. However, the case is under submission and after
discussion it will be approved
(C)Review
the decision for the reversion of SDEs promoted in 2008
through LDCE conducted during 2007:
We requested to review the decision for the reversion of
SDEs promoted in 2008 through LDCE conducted during 2007, as
per the judgment pronounced by the Madras High Court and
allow them to continue to work as SDE Regular. We pleaded
that as per the clarification issued by BSNL CO letter dated
16.04.2007, the JTOs have been permitted to appear the LDCE
on 15.07.2007 and they have passed the LDCE and promoted as
SDE in the year 2008. They are working as SDEs (Regular) for
the past 11 years and their names are appearing in the DE
Seniority list No 8 and they are waiting for the DE
promotion very eagerly. We further mentioned that the Rule
amended during the year 2013 can not be applied to the Exam
conducted during 2007. After detailed discussions, Director
(CM/HR) convinced by our submission and assured positive
consideration.
(D)Request
transfers in the cadre of DGM (T) :-We
requested for the early issuance of transfer orders in the
cadre of DGM (T) since they have completed more than two
years and some of the Officers has attained the age of 59.
Director (CM/HR) mentioned that the proposal sent to the
competent authority & returned with some queries, the same
will be replied shortly.
(E) Consideration
of Permission for Deputation: We
requested to clear the pending requests of deputation cases.
Director (CM/HR) mentioned that as per the instructions of
CMD BSNL, the draft proposal for deputation has been
prepared and submitted to the competent authority for
consideration. However, some individual cases will be
considered case by case.
Further, Director (CM/HR) appealed that all the Associations
and Unions,should come forward for discussion with
suggestions to manage the present financial crunch in the
BSNL and requested to sacrifice something for the early
settlement of the long pending Electricity Bills, Contact Labour Bills etc., which will give the impact of revenue
increase. He
further appealed for extending support during this critical period.
We assured that the same will be discussed in the AUAB
meeting scheduled to be held on 01.08.2019.

31.07.2019: Status
of Various Court Cases:
a)
DE (T) to DGM (T) Promotion case:
DE (T) to DGM(T) Promotion case
in Hon’ble
CAT Chandigarh Posted for Next hearing on
30.8.2019.
BSNL has filed an Urgent MA
in Hon’ble CAT Chandigarh for
early hearing but could not be heard due to non-availability
of Double Bench in CAT Chandigarh.
b) Withdrawal
of Additional Increment in the same scale on functional
promotion under EPP: DoT
vide its letter dated 05.07.2017 withdraw additional
Increment in the same scale on functional promotion under
EPP. Against this, AIBSNLEA filed an OA in the Hon’ble PB
CAT New Delhi for quashing the DoT’s order. Accordingly,
Hon’ble PB CAT after hearing quashed the said order dated
05.07.2017. Even after that DoT continued to reduce the
pension of the BSNL retiree executives, against the DoT
arbitrary action & not honored the PB CAT orders, AIBSNLEA
has filed a Contempt Petition in the Hon’ble PB CAT New
Delhi. Thereafter DoT stopped reducing the pension /
revising the Pay fixation by obtaining an under taking from
the retiring executives. Simultaneously, DoT has filed Writ
Petition in the Hon’ble High Court of Delhi wherein AIBSNLEA
has filed a caveat. The case was heard and posted for
Next
hearing on 12.09.2019.
c) AO to CAO Promotion Case:
AO to CAO Promotion Case in respect of Shri Prakash Vir Vs
BSNL came up for hearing in the Hon’ble CAT Chandigarh on
29.07.2019. Due to Advocate’s Strike in Chandigarh, no
Advocate either of Applicant side or BSNL side (Respondent)
was appeared in the CAT and the
Case adjourned for
Next hearing on 18.11.2019.
As per the instructions of AIBSNLEA CHQ,
Com. Ashok Sharma, Circle President Punjab Circle was
present in the Court.
d) (i) AO to CAO Status Quo case:
Shri Anupam Yadav Vs BSNL case came up
for hearing in the Hon’ble CAT Chandigarh on 15.7.2019 and
posted for
Next hearing on 29.8.2019.

BSNL filed a Writ petition in the Hon’ble
High Court Chandigarh in the above Status Quo case. The case
is posted for hearing today on 31.7.2019. Due to Advocate’s
Strike in Chandigarh, the Case
adjourned for
Next hearing on 17.9.2019.

Petition filed by the BSNL for the JTO to SDE Promotion case
in the Hon’ble High Court Ernakulum came up for final
hearing on 20.6.2019. From BSNL Corporate Office, New Delhi
DGM (Pers.-SM) and AGM (Pers.-Legal) were deputed to
Ernakulum. Senior Lawyer from New Delhi argued the case on
behalf of BSNL. Arguments were completed and the Judgement
is reserved. The proceedings on the Contempt Petition are
stayed till the Judgement is delivered.

stagnation in the Cadre of Accounts Officers – our
submissions regarding
30.07.2019: GS,
AGS (Fin), FS & Advisor (HQ) met with PGM (Pers) and
discussed regarding
(A)
DE to DGM Promotion Orders-
We requested to issue the promotion orders from DE/AGM(T) to
DGM (T). We expressed our serious concern against non
filling up of the vacant DGM (T) posts on the pretext of
pending court case i.e. Hon’ble CAT Chandigarh and we
requested to kindly take a decision in this matter at the
earliest. PGM (Pers) mentioned that efforts are being made
to get the directions from Hon’ble Court and promotion
orders will be issued on receipt of the directions from the
court. However, we further requested to issue the DE to DGM
promotion on ad-hoc basis since we have already submitted
the Seniority list of TES Group- B to the Hon’ble CAT
Chandigarh and there is no interim injunction available in
this regard.
(B)CAO
to DGM (F) Promotion:-We
requested to issue the promotion orders from CAO to DGM
(Fin). PGM (Pers) informed that the APAR and VCs have been
called for for all the eligible CAOs and the promotion
orders will be issued shortly
(C)
Utilization of MT Quota 336 CAO Posts: We
requested for the approval of BSNL Management Committee for
utilization of 336 MT Quota CAO Posts to SCF quota for
Ad-hoc promotions to CAOs. PGM (Pers) mentioned that as the
Management including CMD BSNL, Dir (CM/HR), Dir (Fin) & Dir
(EB), all have joined BSNL Board recently and the MC has to
appraise this matter. However, the case is under submission
and after discussion it will be approved
(D)
Regularization of the date of Promotion of AGMs/DEs as
29.6.2018:
We requested for the regularization of the date of Promotion
of AGMs/DEs as 29.6.2018 irrespective of their date of
joining duty and extension of subsequent benefits if any
with respect to the date of Promotion on 29.6.2018 pursuant
to the instructions contained in AGM (Pers.I) BSNL CO, New
Delhi Letter dated 4.7.2018, 5.7.2018 & 6.7.2018. In this
regard we informed that AIBSNLEA has written a letter to the
GM (Pers) on 03.10.2018 along with the Clarification sought
by the CGM Kerala Circle on 27.7.2018 but till date no
clarification was issued by the Pers. Branch of the BSNL
Corporate Office to Kerala Circle or other Circles. After
detailed discussion PGM (Pers) assured to issue the
clarification shortly.
(E)

during 2007:
We requested to stop the proposed move of reversion of SDEs
promoted in 2008 through LDCE conducted during 2007 as per
the judgment pronounced by the Madras High Court. We pleaded

regard will be issued from Pers. Branch shortly.
(G)
Request transfers in the cadre of DGM (Engg) :-We
requested for the early issuance of transfer orders in the
cadre of DGM (Engg) since they have completed more than two
years and some of the Officers has attained the age of 59.
PGM (Pers.) mentioned that the proposal has been sent to the
competent authority and waiting for approval. On receipt of
the same, the orders will be issued.
(H)
Request transfers in the cadre of Accounts Officers:We
requested for the early issuance of transfer orders in the
cadre of Accounts Officers since they have completed more
than two years. PGM (Pers.) mentioned that the proposal is
under submission to the competent authority for approval and
orders will be issued shortly.
(I)
Request transfer in the cadre of DE/CAO/SDE:
We requested PGM (Pers) to consider request transfer cases
on Medical and Immunity Grounds. PGM (Pers) assured to look
in the matter.
(J)
Consideration of Permission for Deputation:
We requested to clear the pending request of deputation
cases in the cadre of PA/PS, SDE/AO, SDE(T/E/C) and JTO(T/C/E).
PGM (Pers) mentioned that as per the instructions of CMD
BSNL, the request for deputation cases are kept pending.
Earlier these were cleared on case to case basis as per
discretion, but now one policy is required to be framed for
the same. PGM (Pers) further advised to take up the issued
with CMD BSNL.
29.07.2019: REVIVAL
OF BSNL & MTNL : It is
reliably learnt that DoT has finalized a revised Cabinet
Memo for the Revival of BSNL and MTNL on the basis of the
Group of Ministers recommendation and the same was approved
by the Hon’ble MOC. The Cabinet Memo has been sent to all
the concerned Nodal Ministries for comments and will finally
be sent to the Cabinet for consideration and approval. The
Salient features of the Cabinet Memo are:-
1) VRS Package to BSNL/MTNL employees: VRS Package to BSNL/MTNL employees who are attaining the Age of 50
& above wherein they will get 25% more than the Gujarat
Model towards Ex- gratia and Ex-gratia will be paid in cash
as detailed below.
a) The Employees opting VRS will get cash payment of Ex-
gratia amount in single go or maximum 5
instalments on optional basis for availing
Income Tax benefit.
b) The formula for VRS Package is (Ex-gratia+Pension) or
125% of the salary, whichever is less.
c) The Employees having 40 months Service left will get full Salary
benefits.
d) Leave Encashment & Pension (without Commutation) will be paid at the
time of VR but the Gratuity and Commutation Value of Pension
Payment will be deferred till they attain the age of
Superannuation (i.e., 60 Years) or after 5 years. During the
intervening period from the date of VR to the date of attain
the age of 60 Years, Employees will get interest @ 8% on
their Gratuity amount.
e) The Ex-gratia amount for VRS will be paid by BSNL/MTNL by
issuing of Bonds on the basis of the Sovereign guarantee
given by the Govt. of India. 50% of interest liability on
bonds will be born by Govt.
Through
this process, Govt. will ensure reduction of about 70%
staff.
2) The roll out of age from 60 years to 58 years:
After implementation of VRS, the roll out of age from 60
years to 58 years in respect of BSNL/MTNL employees will be effective
from 01.01.2020.
3) 4G Spectrum allocation to BSNL/MTNL:
Rs.14,000 and Rs.7,000 crs +GST will be borne by the Govt
for 4G Spectrum allocation to BSNL/MTNL.
4) Merger of BSNL & MTNL: The
debts of BSNL/MTNL will be transferred to the Special
Purpose Vehicle (SPV) created for this purpose and after
zero debt of both the Companies BSNL and MTNL will be
merged. The Special Purpose Vehicle will take care of the
Capital expenditure of the Company. The Debt/Loan of BSNL as
on date Rs.19000 Crs and anticipated Debt/Loan to the tune
of Rs.4000 Crs. will be taken over by the Special Purpose
Vehicle with equivalent Land parcels.
5) Monetization of Assets of BSNL/MTNL:
Monetization of Assets of BSNL/MTNL will be done by the
respective PSUs in consultation with the Committee being
formed with the approval of the Hon’ble MOC which will have
DoT/BSNL/MTNL/DIPAM Officers and the funds will be utilized
only for BSNL/MTNL.
But DoT has not invited the Recognised Associations and
Unions of BSNL who are the equally Stake holders of the
Company for discussing about the Revival Plan of BSNL , even
though AIBSNLEA as well as AUAB have written the letters to
the Hon’ble MoC for inviting us for discussions regarding
the Revival Package. However, keeping in view the present
scenario & above developments, AUAB has decided to conduct
the meeting on 01.08.2019 to discuss about the future course
of action.
AIBSNLEA will strongly oppose the roll out of Retirement Age
from 60 years to 58 years which is in violation of
Absorption terms and conditions of BSNL Employees and threat
to Job Security.

We requested for the early issuance of transfer orders in
the cadre of DGM (Engg) since they have completed more than
two years and some of the Officers has attained the age of
59. DGM(Pers.) mentioned that the proposal has been sent to
the competent authority for approval. On receipt of the
same, the orders will be issued.

after reviewing the position, request transfers will be
considered.

Modification of transfer orders
in the cadre of SDE:- We requested
modification/cancellation of some transfer orders in the
cadre of SDE. DGM (Pers.) assured to look into the matter.
(E)

requested for the approval of BSNL Management Committee for
utilization of 336 MT Quota CAO Posts for Ad-hoc promotions.
DGM (Pers.) informed that the case is under process and
being submitted for the approval of the competent authority.

We
requested to issue the promotion orders from CAO to DGM
(Fin). DGM (Pers) informed that the DPC work is under
process.
26.07.2019: Meeting
with CGM (BBNW):
Chairman, GS, President, AGS (Engg) and OS (W) met CGM (BBNW)
and discussed regarding
modification of transfer orders in the cadre of SDE. CGM (BBNW)
advised the OS (West) and CS, Maharashtra Circle to take up
the issue with GM (BBNW), Pune. We requested the CGM (BBNW)
to consider the cases on humanitarian grounds. CGM (BBNW)
assured to look into the matter.

with CGM (EW):
GS, President, AGS and OS (W) met CGM (BW)
and discussed regarding
modification of transfer orders in the cadre of SDE(E) and
request transfer in the cadre of EE(E). CGM (EW) assured to
look into the matter.

Chairman, GS, President, AGS (Fin) OS (W) and Advisor(HQ)
met GM(Training)

A)
Refund of Wrongly deducted GTI
amount:
GM(Training) informed as per the Committee recommendation
refund proposal has been sent to LIC through Sr.GM(Estt) and
refund will be made by the LIC very shortly.
B) Allowing one more chance
for appearing online examination in respect of EPP:-
We requested for the early issuance of orders allowing one
more chance for appearing online examination in respect of
EPP. GM (Trg.) assured after the receipt of guidelines from
the Pers. Branch, order would be issued.
24.07.2019: Meeting
of Newly elected CHQ Office bearers with PGM (Pers):
Com. Prahlad Rai, our newly elected Chairman & Outgoing GS
introduced the newly elected CHQ Office Bearers, Com.
Subhasis Mitra, President, Com.S.Sivakumar, General
Secretary, Com. S.K. Hiremath AGS (Engg), Com. Rajpal
Sharma, AGS (Fin), Com. V.B. Pawar AGS (C/E/TF/A), Com.
Ramnath Chhabra FS, Com. Devesh Sharma OS (North), Com. A.G.
Joshi OS (West) & Com. Dinesh Kumar, Adviser (HQ) to the
PGM(Pers). PGM(Pers) congratulated all the newly elected CHQ
Office Bearers of AIBSNLEA and thanked for invited him for
our 6th
AIC Open
Session held on 15.07.2019 as he want to join Open Session,
but could not attend due to some unavoidable official work.
We discussed regarding:
(A) DE to
DGM Promotion:-
We requested to issue promotion orders from DE to DGM as it
is pending for past six months. He mentioned that due to
Hon’ble Chandigarh CAT Court directions, BSNL has filed MA
in Hon’ble CAT Chandigarh for early hearing but could not
heard due to non availability of Double Bench in CAT
Chandigarh. He further mentioned that he is personally
monitoring the case for getting the directions from the
Hon’ble CAT Chandigarh and if the Hon’ble CAT will not heard
early, BSNL will go to Hon’ble High Court Chandigarh for
relief, so that promotion orders can be released early.
(B) CAO to
DGM (F) Promotion:-
We requested to issue the
promotion orders from CAO to DGM (Fin). PGM (Pers) informed
that the DPC work is under process and the promotion orders
will be issued shortly.
(C)
Transfer to Hard Tenure stations:-
PGM (Pers) informed that at present there are excess
executives working in Hard Tenure Circles like J&K, NE-II,
Assam, but before taking any action it is decided to verify
the same from concerned Circles and after reviewing the
position, necessary action for cancellation/ change of
transfer orders will take place.
(D)
Implementation of Rule 206:-
We requested to implement the Hon’ble Supreme Court Court
Orders in its true spirit to avoid further litigations/
delay/ contempt cases. PGM (Pers) informed that Pers section
is on the job and tried to implement it as per Legal/ASG
advice at the earliest.
(E) Request
transfer cases:-
PGM (Pers) assured to take up
all pending request transfer cases of SDE/AOs, DE/CAOs and
DGMs upto 30th June’2019 as far as possible to accommodate
them as per their requests on ‘Own Cost’ basis.
(F)
Conversion of WB/ Bihar circles into Soft Tenure Circles:-
We requested to convert West Bengal and Bihar Circles into
Soft Tenure stations so that shortage of staff in these
Circles can be managed. PGM (Pers) assured to look into the
matter as per policy/ requirement.
(G) Utilization of MT Quota
336 CAO Posts:
We
requested for the approval of BSNL Management Committee for
utilization of 336 MT Quota CAO Posts for Ad-hoc promotions.
PGM(Pers) informed that the case is under process and being
submitted for the approval.

Office Bearers of AIBSNLEA newly elected in 6th AIC at
Vijaywada, available at New Delhi, met GM (TF) today under
the leadership of Com. S. Sivakumar, General Secretary and
Com. Subhasis Mitra All India President of AIBSNLEA. On
introduction of the New Team, GM (TF) congratulated the
newly elected CHQ OBs of AIBSNLEA and discussed regarding:
(A)
Release of funds to Telecom Factories:-
We
discussed about arrange the sufficient funds for procuring
raw materials from IOCL for the production of HDPE PLB Ducts
for BBNL/ NFS Projects and for the requirement of various
Circles since Telecom Factories are getting profit margin
about 15 to 20% and pending supply orders to the tune of
Rs.600 crore is available at all the Telecom Factories. GM (TF)
assured to look into the matter and also requested us to
take up the issue with CMD BSNL and Director (Fin) for
arranging required funds for this revenue earning job work.
(B)
DPC for JTO to SDE and SDE to DE:-
We
requested to conduct CPCs as there are certain vacancies
pending and eligible Executives are also available. Sr.GM (TF)
informed that APARs have already been called for the conduct
of the CPCs and assured that the CPC will be conducted very
shortly.

Introductory meeting of Newly elected CHQ Office bearers
with CMD BSNL:
Com. Prahlad Rai, our newly
elected Chairman and Outgoing GS introduced the newly
elected CHQ Office Bearers, Com. Subhasis Mitra, President,
Com. S. Sivakumar, General Secretary, Com. S.K. Hiremath AGS
(Engg), Com. Rajpal Sharma, AGS (Fin), Com. V.B. Pawar AGS
(C/E/TF/A), Com. Ramnath Chhabra FS, Com. Devesh Sharma OS
(North), Com. A.G. Joshi OS (West) & Com. Dinesh Kumar,
Adviser (HQ) to the CMD BSNL. CMD BSNL greeted all the newly
elected CHQ Office Bearers of AIBSNLEA and requested us both
BSNL Management and Association should work together to
bring the BSNL to its original primitive glory. We assured
that the members of AIBSNLEA are working hard for the
betterment of BSNL. We presented Shawl and 6th
AIC Memento to the CMD BSNL and discussed regarding:-
(A) Immediate Financial
Support to BSNL from DoT/ Govt of India:-
We requested to take up the
issue of refund of excess payment of Pension Contribution
from the Minstry of Expenditure to the tune of Rs.2500
crores and compensation for the annual maintenance
expenditure of Rural Telephone Exchanges to the tune of
Rs.19000 crore from DoT. We also requested to take up the
issue of refund of BWA Spectrum Charges and other dues from
DoT to BSNL. CMD mentioned that we have already written a
letter to DoT for all the above said payments.
(B) Soft
Loan from DoT/ Bank:-
CMD mentioned that as per his
request, the Secretary (Telecom) has conducted meeting with
the Bankers and requested to support BSNL by granting soft
loans.
(C) Release
of funds for Electricity bills etc.:-
We requested CMD for achieving
the various targets given by the BSNL Management and
retaining of the existing customers and maintenance of
services, small amount of fund has to be released towards
Electricity bills, Hiring Vehicles bills and Mtce. bills.
CMD mentioned that already he has discussed with Director
(Finance) and funds are being released for Electricity
bills.
(D) Release
of funds to Telecom Factories
:-
We requested CMD BSNL to
release sufficient funds for procuring raw materials from
IOCL for the production of HDPE PLB Ducts for BBNL/ NFS
Projects and for the requirement of various Circles since TF

(E) DE to

Utilization of MT Quota 336 CAO Posts:
We
requested CMD for the approval of BSNL Management Committee
for utilization of 336 MT Quota CAO Posts for Ad-hoc
promotions. CMD assured to look into the matter.
(G) 3G SIMs
Compatibility
:-
In the field units 4G SIMs
were issued with the existing 3G Network. The Customers are
not getting 3G Network wherever conversion of 3G to 4G has
been taken place and they have to purchase of 4G Handset for
the cost of Rs.15000/- This will burden the customers. By
adopting the method of conversion of 3G to 4G is not at all
beneficial to BSNL & Customers. This has drastically
affecting the revenue of BSNL. We suggested that 3G may not
be diverted so as to retain the existing customers and
avoiding MNP. CMD appreciated our concern and assured to
look in to the matter in the interest of BSNL.

issuance of the promotion orders.

Comrades!
Really I feel very proud for getting elected me unanimously as the
GS of mighty AIBSNLEA. I extend my sincere gratitude and
thanks to all the Delegates and members having faith on me
and my abilities to face the challenges in the present
Scenario.
I
will strive hard to satisfy all the Executive of various
Disciplines and try to achieve the dreams and visions of
them including Promotions,3rd PRC, Pension Revision and
other pending HR issues along with my CHQ Team through
negotiation with the BSNL Management and the Central Govt.
In
addition to that we have to work hard with available
resources to retain the existing Customers, giving new LL
connections, aggressive Marketing by selling of SIMs,
outstanding collection, increasing of FTTH connections ,
more concentration on EB revenue to make the BSNL to regain
its original and Primitive glory and move forward by
upholding the banner of BSNL high.

HELD ON 15.07.2019 on the occasion of 6th All India
Conference at Vijayawada:
An open session of the
AIBSNLEA was held on 15.07.2019 on the occasion of its 6th
AIC at Vijayawada from 14.7.2019 to 16.7.2019. The function
was commenced with an inaugural song by the local members.
The dignitaries on the dias were Hon’ble Chief Guest Shri

on behalf of the A.P. Telecom Circle AIBSNLEA welcomed one
and all and invited the dignitaries on the dias.
Welcome address by Shri S. Sivakumar, President, AIBSNLEA
CHQ:
In his welcome address he mentioned that it is privileged to
invite such dignitaries. He mentioned that the revenue of
BSNL is decreased and the Annual salary expenses is equal to
loss. He mentioned that due to the combined efforts of the
Management and Unions & Associations Executives and Non
Executives has started selling of SIMs in the Markets,Gardens, Railway Stations and Bus Stands etc., in the name
of Service with Smile and Customer Delight Year and BSNL
achieved operational profit during the F.Y. 2014-15, 2015-16
& 2016-2017. But due to the entry of the Reliance Jio with
free service for 6 months and its predatory pricing BSNL has
gone down with its revenue. He assured that the target given
by the Director (CM) will be achieved and the works have
already been started by the employees. He requested to allot
some funds immediately to run the exchanges and even Kerala
Circle has posted the loss due to non-availability of funds.
Even more than lakhs of amount is spend for the day to day
expenses by the executives due to the non-payment of
Temporary Advance for the maintenance of the OFC and for
attending Cable Faults etc. Due to non-availability of
vehicles, our Executives are facing problems in field units,
maintaining transmission Net work and for attending the
faults and collection of outstanding which is drastically
affecting our Revenue. He informed that more than Rs.3000
Crs are outstanding as on 31.3.2019 in EB Segment. Contract
Laborers who are maintaining the Operations are not paid
with wages for more than 6 months, Electricity bills are not
paid. Due to the non payment of Electricity bills more than
3000 BTS and Exchanges were shut down. Hence immediate funds
has to be released on priority basis. He also requested the
Director (CM) to restore the abeyance orders issued for
CAPEX expenses, POs/APOs and Capex Tender so as to increase
the revenue for achieving the targets set by the BSNL
Management. He, on behalf of the 20,000 Executives of
AIBSNLEA assured to achieve the targets given by the
Director(CM), BSNL Board with available resources but at the same time
minimum amount of funds to be released for the above and to
rejuvenate the BSNL. He welcomed one and all for the open
session.
Keynote address by Shri Prahlad Rai, General Secretary,
AIBSNLEA CHQ:
Com.
Prahlad Rai, GS AIBSNLEA, CHQ thanked Shri Sheetla Prasad,
Director (CM & HR), BSNL C.O., for attending the function
despite of his busy schedule. He mentioned though assured to
attend the meeting, CMD could not attend the function due to
his busy schedule. He also welcomed Shri A Purnachandra Rao,
CGMT, AP Circle for facilitating to conduct the AIC and
attending the open session and Shri A.M. Gupta, GM (SR),
BSNL Corporate office who is the channel between the
Association / Unions and BSNL management. He thanked all the
veteran leader of various other sister associations and
unions. He thanked the comrades of A.P. and Telangana for
making wonderful arrangements for the AIC and Open Session.
He also thanked various Officers and media for attending the
session. He welcomed and thanked all the participants for
attending the function.
Com. Prahlad Rai, GS, AIBSNLEA in his key note address
mentioned that, it is indeed a matter of great pride and
privilege for me to have such a distinguished gathering on
the occasion of the Open Session of 6th All India Conference
of the All India Bharat Sanchar Nigam Limited Executives’
Association being held here in Vijayawada, Andhra Pradesh
the “Business capital of Andhra Pradesh” located at the
banks of the Krishna River. AIBSNLEA was formally launched
on 1st May 2004 by integrating ten separate Associations
which were earlier representing Group -‘B’ and promote
source Group ‘A’ officers of different disciplines in the
Department of Telecommunications. GS stated that, the
members of AIBSNLEA belonging to various disciplines of BSNL
i.e. Telecom Engineering, Telecom Finance & Accounts
service, Telecom Civil, Electrical, Architectural
Engineering and Telecom Factory Services, Telecom Personal
Staff, Corporate Office Secretariat Staff, Telecom Official
Language Officers etc., are playing the pivotal role in the
development, maintenance and operation of Telecom. Our
delegates in this AIC, who are the true representatives of
plus 20,000 strong BSNL executives, have come to attend this
AIC meeting from every nook & corner of the country from
Kashmir to Kanyakumari and Lakshadweep to Andaman & Nicobar.
The members of AIBSNLEA have assembled here, to discuss and
find out ways and means for all out growth of BSNL which
gives us our daily bread and also discuss the issues to our
career prospects. I am sure that the Financial Year 2019-20
will give us a ray of hope for BSNL turn around and to
achieve its pristine glory.
He stated that at the time of formation of BSNL from a Govt.
Department to a Corporate entity, BSNL faced unique
challenges, in which serious doubts were raised about its
capability to sustain productivity and profitability. But
with true grit determination, dedication and sincerity, BSNL
has belied these misconceptions and sustained its position
upto FY 2008-09 but from the FY 2009-10, BSNL has made
losses of Rs. 1823 Crs. in the F.Y 2009-10, Rs.6384 Crs. in
the F.Y 2010-11, Rs. 8851 Crs. in the FY 2011-12, Rs. 7884
Crs. in the FY 2012-13, Rs. 7020 Crs. in the FY 2013-14 ,
Rs.8234 Crs. in the FY 2014-15, Rs. 4859 Crs. in the FY
2015-16, Rs. 4793 Crs. in the F.Y 2016-17, Rs.7993 Crs. in
the F.Y 2017-18 and Rs.14202 Crs.(Un audited) in the F.Y
2018-19 respectively, this is a matter of serious concern
for all of us.
GS stated that, India’s telecom network is the third largest
in the world on the basis of the customer base and it has
one of the lowest tariffs in the world enabled by hyper
competition in the market. The total telephone connections
as on 31.03.2019 are 1183.49 million, out of which 126.89
million are provided by BSNL. BSNL has been at 04th position
as an operator with Market share of 10.72%. BSNL market
share has been increased 10.58% to 10.72% during the month
of March 2019 and increased from 10.26% to 10.72% during
2018-19 (up to 31.03.2019).
GS also stated that the present tele-density in the country
is 86.94 % and total broadband connections as on 31.03.2019
are 18.42 million, out of which 9.21 million are provided by
BSNL. BSNL have been at 1stposition as an operator with
wire-line broadband market share of 50.00% as on 31.03.2019.
BSNL market share has decreased from 50.14% to 50.00% during
the month of March 2019. BSNL are also the leading service
provider in fixed-line (with customer base of 11.16
million), Internet / Broadband and National Long distance
Segment. BSNL is privileged to be the first service provider
offering 3G Services to its customers. But, waiting now for
the allocation of the 4G Spectrum.
GS pointed out that large number of disconnections of
landline phones in the last few years is a matter of great
concern to us. There is a need to overcome this problem
sincerely and take corrective action. Broadband business can
help us to bring back our landline customers and also retain
our existing customers. BSNL has launched Wi-Fi hot spots,
Fixed to Mobile convergence, International Wi-Fi services,
Inmarsat services, Value added services like Digital wallet,
Mobile TV and VSSD payment etc. BSNL has under taken
projects like Bharatnet, NFS Army Network, LWE, Smart City
etc.
GS stated that BSNL announced some major initiatives for the
benefit of its valued costumers which include unlimited free
night calling facility on land line phones from 10.30 PM to
6.00 AM, free incoming calls on roaming, services of BSNL
Buzz and Speed pay etc. There is an opportunity to increase
our revenue through these initiatives. This AIC may suggest
methods for making more popular to these schemes and to
reduce the operational cost, and stoppage of unwanted
expenditures. In addition to the above has been implemented,
BSNL need to improve our quality of service to not only to
retain our customers but to attract new subscribers.
GS stated that AIBSNLEA is confident that under the
leadership of Shri P.K Purwar Ji, CMD, BSNL, we will be
achieving the targets set by the Govt. BSNL has installed
Quality Telecom Network in the country & now focusing on
improving it, expanding the network, introducing new telecom
services with ICT applications in villages & winning
customer's confidence. Today, it has about 36.42 million
line basic telephone capacity, 7.13 million WLL capacity,
95.96 million GSM capacity, 34,727 fixed exchanges, 1,17,090
GSM BTSs, 9,594 CDMA Towers, 102 Satellite Stations,
7,73,976 RKm. of OFC, 4751 RKm. of microwave network
connecting 646 districts, 4519cities/towns & 6.25 lakhs
villages .
GS mentioned that BSNL is the only service provider, making
focused efforts & planned initiatives to bridge the
rural-urban digital divide in ICT sector. In fact there is
no telecom operator in the country to beat its reach with
its wide network giving services in every nook & corner of
the country & operates across India except New Delhi &
Mumbai. Whether it is inaccessible areas of Siachen glacier
or North-Eastern regions of the country, BSNL serves its
customers with a wide bouquet of telecom services namely
Wireline, CDMA mobile, GSM mobile, Internet, Broadband,
Carrier service, MPLS-VPN, VSAT, VoIP, IN Services, FTTH,
etc.
GS mentioned that AIBSNLEA is holding its 6th AIC here at
Vijayawada, Andhra Pradesh when big changes in Telecom
Sector are in the offing. In the rapidly changing scenario
in telecom, the regulatory regime and competition in telecom
are a fait accompli. BSNL staff and officers are not afraid
of competition. With all the constraints around, our
colleagues in BSNL in all major cities and other places are
facing competitions with exemplary courage. In a bid to fall
in line with the International standards, the Telecom
Regulatory Authority of India (TRAI) has proposed certain
standards to be ensured for quality of service along with
provision of imposing penalties, if the prescribed quality
of service is not maintained, technological innovation, the
rise of the customer-driven markets and regulatory actions
are dictating new management styles. Now, there is pressure
on us not only to increase DELs i.e. number of telephone
connections but also to retain the customer base, especially
the creamy layer by rendering quality service & good
customer care.
GS pointed out that the Govt. based on TRAI recommendations,
has completely phased out the Access Deficit Charges (ADC)
by 30thSept 2008. It was assured that BSNL would be suitably
compensated in the form of ADC for meeting the obligations
in respect of rural telephony or other un-economic services
but it has been withdrawn in 2008 and only Rs.6000 Crores in
lieu of different activities as subsidy was paid to BSNL in
F.Y. 2008-09, 2009-10, 2010-11 and this was also withdrawn
in July, 2011. BSNL, the major service provider of universal
services in rural, remote, in-accessible and hilly areas,
provided reliable service connectivity across the country
including ice-lands, should be fully compensated for the
losses in providing these services from the USO fund.
GS mentioned that certain authorities in Govt. believe that
Rural Operation of BSNL are in fact profitable. It is with
this laughable and irresponsible attitude that
recommendation of TRAI for paying a compensation of rural
deficit charges not being paid to BSNL from the year 2013,
whereas BSNL has been incurring the expenditure even with
borrowing at high interest cost. Similarly, Rs. 18,500 Crs.
were arbitrarily and in an unfair manner taken away from
BSNL for 3G and BWA spectrum allocation.
He pointed out that BSNL has been requesting to DoT for
financial support in order to make its wired line
services/rural telephony financially viable by compensating
the losses of Rs. 44,000 Crores incurred by BSNL due to
difference in ADC which was admissible to BSNL earlier.
Despite repeated requests by BSNL Management to DoT, this
has not been made good. BSNL has continued to render
services in unviable rural remote and difficult areas. ADC
has been stopped all together since July, 2011. BSNL being
100% control Govt. PSU, it can’t go to the Govt. against
Govt. decisions even if they are not favorable to BSNL.
Whereas, the Private Operators have liberty to approach
TDSAT against Govt. decisions. For example, Private
operators have gone to TDSAT against the CAFs related
penalties and have been given relief. Such reliefs have not
been made applicable by DoT to BSNL. BSNL is not allowed by
the DoT to get bank loan for Capital expenditure whereas the
debt laden private Telecom Service Providers are allowed to
get bank loan to the tune of more than 6 Lakh crores. The
debt of BSNL as on date is Rs.19,000 crs (Rs.13,500 crs as
on 31.3.2019). Whereas, Vodafone Idea’s debt is Rs.1.18 Lakh
crores. and Airtel’s debt is Rs.1.08 Lakh crores. Even
Reliance Jio is having a huge debt of Rs.1.12 Lakh crores.
GS therefore demanded the following actions are required to
be taken immediately for the Revival of BSNL by the Govt.
(a) 4-G Spectrum allotment to BSNL.
(b) Monetization of BSNL's non-Core Lands.
(c) Payment of Pension Contribution on actual basic Pay
instead of maximum of the Pay Scales as per Govt. Rules
(FR.l16)
(d) Financial support to BSNL by refunding Rs.58000/- Crores
already paid by BSNL in terms of various Taxes to DoT.
(e) Payment of Salary to BSNL employees from Govt. as
majority of them were recruited by DOT and were transferred
to BSNL.
(f) Grant of permission by the Govt. to avail CAPEX Loan
from the Banks for Expansion and Developmental activities of
BSNL.
GS also pointed out some HR issues are also required to be
settled for the Revival of BSNL and motivation to employees
and demanded to settle the following:-
(a) Wage revision of BSNL employees with effect from
01.01.2017 as per 3rd Pay Revision Committee
Recommendations.
(b) Delinking of Pension revision of BSNL Pensioners from
Pay revision of BSNL pensioners as their Pension
contribution was already paid to DoT during their service
Period.
GS pointed out that in pursuance of New Telecom Policy 1999,
the Govt. of India decided to corporatize the service
provision functions of DoT. Accordingly Govt. of India
decided to transfer the business of providing telecom
services in the country presently run and entrusted with the
DTS and DTO as was provided earlier by DoT to the newly
formed company viz. Bharat Sanchar Nigam Limited w.e.f.
01.10.2000. The Assets and liabilities of erstwhile
Department of Telecom Services and Department of Telecom
Operations which earlier formed part of DoT were transferred
to Bharat Sanchar Nigam Limited except Sanchar Bhawan and
few other buildings but in true sense till date all these
assets have not been transferred to BSNL rather DoT
administration is taking back the assets of BSNL on the
pretext of opening TERM Cell / CCA Offices and Training
Centers which is contrary to the Govt. of India orders and
recently DoT has arbitrarily issued letter to takeover of
ALTTC Campus, Ghaziabad from BSNL. Hence DoT should
immediately transfer all the Assets to BSNL as per Govt. of
India Order.
He also stated that Land, building, A&P, Cable, experienced
workforce are our assets. All these assets are to be
gainfully deployed to fetch additional revenue. There are
vacant lands and large vacant space in buildings. These
spaces are to be commercially exploited to get hundreds of
crores additional revenue every year. Formation of special
task force for this purpose will speed up to achieve the
objective. Commercial hoardings in CSCs and other BSNL
buildings, commercial advertisement in the telephone bills
will also fetch additional revenue.
GS stated that BSNL Management has taken up the matter with
DoT for modification in payment of Pension contribution from
maximum of IDA pay scale to the actual basic pay from BSNL
w.e.f 1.1.2017 as DPE Guidelines/Govt. Rule(As per FR.116).
As the case was referred to DoP&PW and DoP&T by DoT and DoT
submitted that Ministry of Finance (Deptt. of Expenditure)
has not concurred the above proposal. Hence the excess paid
Pension contribution to the tune of Rs.2500 Crs from
1.1.2007 to 31.3.2019 in respect of absorbed BSNL employees
are to be refunded to BSNL as per the DoPT orders.
GS pointed out that, Poor After-Sales Service in Broadband
Connections/ Irresponsible Call Centers / Poor Revenue
Collection and strengthening of Marketing & Sales units of
BSNL.These services have been outsourced to different
vendors, who have no fear of losing their contract and they
are not carrying out their job satisfactorily bringing bad
name to BSNL. A committed management can take adequate care
to solve these problems due to provision of inadequate
service by these vendors/ outsourcing agents.
He also pointed out that, huge amounts of dues are pending
for recovery from the customers to the tune of several
thousand crores of Revenue. BSNL has recently taken some
steps for their recovery but more needs to be done by BSNL
Management and the Government on this account so that
defaulting customers cannot evade payment while they
continue to receive Telecom Services from one operator or
the other.
GS stated that Private Service Providers are approaching to
BSNL customers door to door and offering various attractive
plans and taking away its creamy customers. Proper
monitoring of franchisees / retailers, who should have all
available brands of BSNL, is required. More and more
retailers / outlets of BSNL are also required in the market.
BSNL should create teams to bring Enterprise Business by way
of door to door marketing and should concentrate to provide
quality service.
GS pointed out that, various illogical interests being paid
by BSNL to Govt. of India, which is directly affecting the
viability of BSNL. BSNL should be exempted from paying
building tax, paying excise duty on SIM cards, paying
License Fee for the Annual Gross Revenue earned from other
than the Telecom Services viz., Telecom Factory, Digital
India Projects, NFS and Smart City Projects, paying
exorbitant electricity bills by applying the logic of low
usage of power instead of electricity being charged on the
basis of power plant capacity, VTMs revised penalty charges
and heavy charges being paid to municipality and panchayat
for erecting towers whereas they are not charging anything
from electricity companies.
As regards the Merger of BSNL & MTNL, GS opined that In the
UPA Government in the year 2015, the Empowered Group of
Ministers (EGoM) suggested merger of BSNL & MTNL, which is
now being sent by DoT to the Union Cabinet for approval.
Meanwhile some study groups were formed in DoT to examine
the issues related to financial matters, technical matters
and HR issues. AIBNLSEA has given its views on this issue
that before the merger of BSNL and MTNL these issues needs
settlement to avoid complications. Now Sh. P.K. Purwar CMD
MTNL has been given additional charge of CMD BSNL, who is
also of the opinion that as synergy point of view BSNL &
MTNL merger will be beneficial. DoT has now circulated a
Cabinet Note to Nodal Ministries for comments wherein BSNL &
MTNL merger is also one of the points. Govt. may decide to
merge BSNL & MTNL.
GS stated that in the above backdrop, AIBSNLEA shared its
thoughts with the august gathering.
We are extremely thankful to the Hon’ble MOC Shri Ravi
Shankar Prasad ji and Shri Sanjay Shamrao Dhotre ji, Hon’ble
MOSC for their extra ordinary and sincere efforts for the
Revival of BSNL & MTNL. At their instance DoT has proposed
for the Revival of BSNL/MTNL as under:-
“The state-owned operator is in extreme debt and is looking
at the government to keep it alive with financial aids.
Being one of the country's biggest loss-making PSU, the
government of India is working on a bailout plan that may
cost almost Rs 74,000 crores.
As mentioned in a report from The Times of India, the
government is now working on a bailout plan of exactly Rs
73,787 crores. With this plan, the government has worked out
that it may be enough to bring both BSNL and MTNL back on
track. With such a large amount of bailout package, BSNL and
MTNL may cost the government a lot. However, the department
of telecom says that the bailout package is cheaper and
better than closing both the companies, which could amount
to a sum of Rs 1.2 lakh crores.
Along with staff management, the government is also looking
to fund the allotment of 4G to BSNL and MTNL, which will
cost Rs 20,410 crores. Add in the Capex cost and the total
figure goes up to Rs 73,787 crores.
While the cost is high, the bailout package could help BSNL
and MTNL go aggressive with the prices for telecom plans.
And with BSNL able to play in the 4G sector, it could draw
more subscribers to its telecom plans as well as go
aggressive with its broadband services to rival all the
private players in the market.
It is to be noted that BSNL is among the least loss-making
entities in the telecom sector. With aggressive pricing, all
telecom operators are experiencing more losses than before.”
GS further stated that AIBSNLEA acknowledge the comments of
Ex.CMD, BSNL Shri Anupam Srivastava Ji that “BSNL has been
doing its socio-economic duty, as always, and is committed
to provide its services using all available technologies.
Connection the whole country with mobile and broadband
connectivity is an ambitious endeavor of the government and
BSNL are integrated part of it. With the passage of time
many more projects will come and BSNL shall do our best to
serve this country”.
GS pointed out that despite having a definite edge over the
Private Operators in many areas, BSNL has some weaknesses
too. The main weakness lies in its structure itself i.e. the
Management believes and possesses a work culture which does
not suit the need of the hour. There is no denial that the
dependency on other Departments/ Organizations like Planning
Commission, Department of Electronics, Department of
Expenditure, Department of Telecommunications and Department
of Public Enterprises delays the decisions. BSNL has to be
given the freedom to decide its own issues. After all, it is
the BSNL Management which is responsible and accountable to
the Public whereas others are not. In this background, BSNL
needs to be given the full autonomy in decision making both
on functional and financial front. In the process of
decision making, innovative ideas and bold initiatives need
not be distrusted and overcome by the age old DoT systems
and procedures of ensuring safety and propriety.
He mentioned that, in the modern management concept, it is
also necessary to decentralize the administrative and
financial powers for not only reducing the burden on the top
management but also to give adequate freedom to the lower
formations. Unfortunately, a typical DoT work culture is
still continuing in BSNL, which tends to keep the powers
centralized and prevents any move in positive direction. The
BSNL again suffers most in the absence of a sense of team
spirit. The conviction of team leaders to live in isolation
keeps them away from the realities. In the challenging
current business scenario with highly competitive market
conditions and customer expectations in terms of quality of
service, BSNL will have to gear up itself to improve its
performance in achieving excellent growth in all spheres.
Accordingly, BSNL needs to take immediate steps to motivate
its works force, their skills and profile through trainings,
seminars, moral education and attractive incentive schemes
etc. so that it meets the challenges and increases its
profitability in future and also prevents the brain drain.
GS stated that as a service Association AIBSNLEA cannot
remain silent spectator to the problems of executives of
various cadres. It is needless to state that, our members
are feeling demotivated due to non-settlement of the
following pending grievances:
⦁ Implementation of 3rd PRC recommendations with full 15%
benefits in BSNL.
⦁ Payment of pension contribution on actual basic pay
instead of maximum of the pay.
⦁ Revision of Pension of BSNL pensioners from 01.01.2017.
⦁ Implementation of E-2, E-3 standard IDA Pay scales to JTO
and SDE equivalent executives and subsequent pay scale
up-gradation up to E-7 grade.
⦁ Rs. 22820/- to be extended to all the JTOs/JAOs of 2007 &
2008 batch.
⦁ First Time bound upgradation in four years in all the
cases.
⦁ 30% Superannuation benefit to BSNL recruited employees as
per DPE guidelines.
⦁ CPCs for all the eligible executives in all the
disciplines are to be conducted by upgradation of posts to
reduce stagnation in the cadres before implementation of
CPSU CH.
⦁ Date of effect of Implementation of revised IDA Pay Scales
for the Executives (C/E/Arch./TF, PAs/PSSs) w.e.f.
01.10.2000 on notional basis.
⦁ Restructuring of Assistant Directors (OL) cadre.
⦁ BSNL Boards approval is needed on E1+5 increments to JTO (SRD),
JAO (2013) batch and PA cadre.
⦁ Diversion of 336 MT quota posts of CAO to seniority quota
posts.
⦁ Scrapping of MT RRs/DGM RRs.
⦁ Pay fixation of Offg. JTOs under FR-22(1) (a) (i).
⦁ Conduction of LICE from JE to JTO Cadre to fill up all
vacant JTO posts.
GS mentioned that the Group- ‘B’ officers and officers
promoted there from are playing crucial role in the
phenomenal growth by BSNL. But the Officers need motivation
to perform tirelessly for the growth of the company because
only a contended workforce can deliver upto the desired
level of customer satisfaction. It is therefore, imperative
that the DoT Administration & BSNL Management both should
settle the HR issues concerning all the executives as
enumerated above.
GS mentioned that our intention is definitely not to burden
our Hon’ble Guests with our cadre problems and what
precisely AIBSNLEA want to convey to our esteemed audience
and the dignitaries sitting on the dais, is that telecom is
moving towards faster growth and more and more customer
friendly services and in the days to come BSNL shall have to
earn more and more confidence of its customers and make them
delighted through our faultless, customer friendly services
and BSNL at customer’s doorstep etc. AIBSNLEA assure all of
our members will strive hard for this. We all together
devote ourselves to the service.
GS while concluding, thanked all the dignitaries on the dias
and off the dias for giving him a patient hearing and at the
same time he reaffirmed our resolve that members of AIBSNLEA
shall be discharging their responsibilities in the new
environment and will move forward along with all of you to

mentioned that he want to attend the meeting and convey
certain message to the members. He stated that you are the
people who are working due to which even he is also getting
his salary. All of you are very much aware of the BSNL
condition and with the stiff competition, BSNL has survived
till now, and will survive in future also. After formation
of the New Govt. attitude of all the officers are in
positive direction. BSNL was there, is there and will be
there. Lot of things has to be done by all of us. He
mentioned that our MOC want to do every possible to revive
the BSNL. He mentioned that not only BSNL is in loss all
other operators are in loss. He stated that BSNL has to
stand its own. We have done a lot and will have to do a lot
in future also. BSNL is having fully skilled people at all
levels. We had been selected through competitive examination
and operators are qualified. We have the capability to come
out of the crisis. What is to be done is the question now.
He mentioned we all are getting salary every month. We have
to ensure to generate 8 hours duties to our subordinates.
There is hierarchy at all level and everyone is assigned
with one or the other. He mentioned that on every morning
think for 10 minutes about what is going to do on the day
for the organization. Taking decision in delay will destroy
the position. Whether anyone see or ask, it would be the
moral duty of ours to carry out 8 hours duty. He reminded
the working of old years with old technology throughout the
day and night. He mentioned that he has seen the hardworking
of our employees. Changes had happed due to the change in
technology and structure. What is to be done by you is not
decided by anyone. Please discuss with subordinate and
superiors and try to find out a solution and by whom. It has
been noticed that even shifting of staff / officers from
first floor to 2nd floor is not acceptable by our employees.
We have sufficient time and all the officers at the level of
GMs are given the target of sale of SIMs, without any
hesitation and it has started given result. Please create an
environment which will motivate self as well as subordinates
and colleagues. The staff is more experience and the issue
is there is no demand as compared to 10 years back. BSNL
does not need any publicity, as the customer are known about
BSNL. Requested to encourage all and try to generate market
demand. We have more than 3000 crores outstanding in EB as
rightly pointed by your President Shri.Sivakumar and in CFA
& CM Verticals also we are having an outstanding of Rs.3000
Crores. By visiting the customer premises, even if you could
collect one rupee, it will give you satisfaction. He
mentioned that we have sufficient staff and by simply
dialing from office cannot realize the outstanding. Visit to
customer premises will give the result.
The way the competition expected in future will be very much
tough even in EB segment. Only BSNL is having land line
connections and no other operators have land line connection
and therefore, BSNL is only going to affect. Whatever
proposals are send, the same will be approved within two
days. We can make any plans or vouchers at par with the
competitors.
As said by GS Shri. Prahlad Rai, lot of revival plans are in
the process and 4G will be allotted by the Govt. very
shortly. Very positive signals are getting from the Govt.
Proposals with 2-3 options are on the way and we have to
wait. VRS is also one of the and even after VRS, whether we
can sustain will have to be ascertained. He assured that
BSNL will survive and with the support of all of you, as
AIBSNLEA is represented by all the disciplines of
executives. It is observed in the recent past that A.P. has
sold 4000 more SIMs in a day as compared to 2000 to 3000 by
other Circles. He mentioned that once we are accustomed we
can do it. Each and every one has to contribute some thing
towards the growth of BSNL.
As regards the HR issues, he has requested PGM (Pers) and
could not get much time to review the cases, hence not able
to clarify it now. CAO to DGM promotion is in progress and
the eligibility condition relaxation is approved and
Promotion ordersgoing to be issued shortly. In respect of DE
to DGM promotion, MA has been filed and we may get positive
signal very shortly. He also mentioned that he want to
promote DE to DGMs as he want to fill up many posts in the
SSAs to head the unit. Many place departmental promotes are
working well and if assigned the work and delegation with
empowerment, they can give better result. He also mentioned
that in case people are posted in nearby areas, they will
work hard as compared to others posted from far of places
due to the time taken by them to learn the geographical
areas.
GS demanded to get the 4G spectrum for BSNL and payment of
pension contribution on actual, such steps are revive the
BSNL and even no VRS is required. As we know that you have
made good rapport with DoT officers, and get the refund of
Taxes paid to the Govt. He also reminded that as per the
agreement made by the Govt., salary of the BSNL employees
are the responsibility of the Govt. of India.
Address by Shri P. Abhimanyu, GS BSNLEU
in his speech mentioned that in May 2006 BSNL management has
started innovative marketing with night call free, free All
India Roaming and all the General Secretaries under the
banner of AUAB only has taken the promotion with month long
marketing. In first July 2015 more number of mobile
connections were given by BSNL than any other private
telecom operators. It is evident from the fact that the BSNL
employees and officers are committed. As of now we have
launched a plan BSNL at your door step and approached the
BSNL management with the proposal and inspite of assurance
from CMD, nothing has been put in place. Last year we were
expected 3rd PRC and this year we are expecting the get our
salary in time. As per the version of MoC, loss is due to
employees payment. But, these employees even in multiple
only has made profit in the earlier. Non-investment of
network and non-up gradation is the reason for such
situation. He mentioned that today Reliance jio has
announced unlimited call and 5 GB data per day. He stated
that BSNL was not allowed to grow from 2006 to 2012 and all
the tenders were cancelled. It was due to the continuous
struggle of the association and unions, management could
procure the equipment. TRAI made many rules to suite the
benefit of Reliance Jio has changed the definition and
offered below cost services and IUC charges reduced to
favour Reliance Jio and the officer objected to it was
changed over night. BSNL is having 7.5 lakh OFC network and
Reliance is having even less than 50% route kms of OFC. Out
land value is also pegged 1000 lakh crores. The requirement
is liquidity only. Cabinet has assured that all efforts will
be taken by the Govt. to protect the interest of the
employees of BSNL. Now BSNL has to raise the demand of soft
loan to the BSNL. He mentioned that in no other PSU can see
such a dedicated work force, even DGMs are selling the SIMs
in the market. He mentioned that VRS is not required and
79000 employees are going to retire by May 2024. He stated
that under any circumstance reduction of age from 60 to 58
will be allowed by the AUAB. He mentioned that AIBSNLEA is a
in-separable part of AUAB and United Trade Union Movement of
BSNL and requested to continue the struggle unitedly.
Address by Shri A Purnachandra Rao, CGMT, AP Circle,
Guest of Honour wished all the best for the AIBSNLEA and
congratulated for holding first All India conference after
formation of A.P.
Address by Shri Suresh Kumar, GS BSNLMS
mentioned that for making the BSNL financially viable, the
middle management is having more tension. He mentioned that
for many years the post of Director (HR) is not being filled
and wished Com Prahlad Rai all the best. He mentioned that
the Customer Delight programme was the proposal of Com. Rai
and is committed to the word that too open heart. He also
mentioned that Com. Sivakumar is also functioning well at
CHQ and thanked all for inviting for the function.
Address by Shri Chandeshwar Singh, GS NFTE
in his address stated that all the employees of recruitees
of DoT and due to the commitment given by the Govt. only we
have opted to BSNL. He mentioned that there is no need of
any VRS in BSNL and reduction of age from 60 to 58. Pension
is also not revised till this time even though it was
committed by the Govt. What is the proposal of VRS is not
known to any one. Govt. is cleverly cheating the employees.
Requested employees to be care full and don’t take any
decision hastily. Conveyed best wishes for the AIC. Assured
full support and participation for the struggle from the
NFTE.
Address by Shri K. Sebastian, GS SNEA in his address
mentioned that the meeting is held at a time our own
existence is under question. Today we have reached a
situation where management itself started saying BSNL having
excess employees and most the revenue collected is going
towards the salary of employees. The same employees only had
earned revenue in the last cannot be forgotten. Therefore,
the situation of revenue reduction is not due to the
employees payment. VRS is not going to save or revival BSNL,
as two times VRS was introduced in MTNL and still MTNL is
not making profit after VRS. It is because of the predatory
pricing of Reliance Jio. many service providers had closed
down. We were not allowed to expand the network and tender
after tender got cancelled due to the intervention of Govt/
Minister. AUAB has introduced many programmes to save BSNL.
As far as 3G and 4G is concerned Govt’s intervention only
stopped the growth of BSNL. He mentioned that by the time
BSNL start 4G services, market will have 5G and 2G service
license is getting expired in Feb. 2020. Even the management
do not have the details of requirement of staff for running
the BSNL services and VRS is planned without any logic and
calculation. By centralizing the power and merging SSA and
attaching it to the nearby ITS officer as B.A head
empowerment to the officers will not work. BSNL management
has to re-structure the organization setup immediately to
sustain the BSNL in the market. He demanded full permanent
Board of Director for the BSNL to run. Wished all the best
for the conference.
Address by Shri R.C. Pandey, GS BTEU
in his speech mentioned that the leaders sitting on the dias
are much more experienced that my service or age. He
mentioned that we all will have to work hard. He suggested
to change the view with positive approach. We have to
analyse whether we do our duty and our subordinate does
their duty. He pointed out that wherever there is a loss,
responsibility is never fixed on the SSA heads and the
responsibility is fixed on the subordinate officers.

Address by Shri V Subburaman, GS TEPU
in his address mentioned that the key note address of has
covered all the issues and solutions. He has accepted the
invitation and attended the session to mention that the
efforts of Com. Prahlad Rai is consistent and positive
towards the BSNL and its employees. He mentioned that
because of the support and guidance of Com Rai only 30%
benefit could get to the non-executives. He mentioned that
there is no co-ordial relation by the BSNL management with
DoT. Demanded the DoT and BSNL management to be transparent
in dealing with the Revival Plan. He has assured the support
of all the trade unions for the stuggle of BSNL employees
and executives. He mentioned that Prahlad Rai was
continuously pursing with the MoC for the 3rd PRC and the
efforts of Com. Sivakumar and Prahlad Rai is not only for
the executives it is also for the non-executives too and
they consolidating the Non-Executive Unions.

in his speech mentioned that all the points have already
been covered in the Keynote address by Com. Prahlad Rai. He
thanked for the helps extended by Com. Rai & Com.Sivakumar
even in his personal case also. Wished Best wishes for the
Conference.
Address by Shri A.K. Kaushik, Convenor, United Forum of MTNL
Executives
in his address mentioned that Com. Prahlad Rai has covered
all the issued in his key-note address. Any management
talking about VRS is incompetent as the VRS will loose the
good workers. No responsibility was fixed by the Govt. for
revenue reduction. The loan availability with the private
operators are much higher than the loan of BSNL. The
situation of BSNL as on today, Govt. is responsible. The
first question should be how to increase the revenue rather
than introducing the VRS, as the VRS is not going to help
BSNL in any way. The Govt. don’t know how to utilize the
manpower in India. He has suggested the officers not to
accept the VRS once it is announced. He pointed out that the
age reduction cannot be done by the Govt. for BSNL alone, as
if at all it is to be implemented, it should be for the
entire Central Govt. employees. The need of the BSNL is
professionally honest management. He mentioned that it is
high time for the BSNL and MTNL to come together and if we
survive BSNL will revive. Don’t be scared. Whatever bad is
to be done has already done by Govt. He stated not to
under-mind the work force of BSNL and MTNL by the BSNL
Management. He mentioned that if the Staff and officers of
BSNL and MTNL decides, no private operators can run the
telecom business. He also mentioned that we are converted
from DoT and converted people are more danger than the
original. Thanked the AIBSNLEA for inviting him for the
session.
Shri K.R. Yadav, GS TEAM
in his address mentioned that in the past we the employees
have taken the BSNL and MTNL at very height by giving more
than 1000 of crors of profit. Until otherwise there is
understanding between the employees and management,
organization cannot be survive. Today we are burden for the
Govt., but the same employees only made the BSNL and MTNL
profitable. Management is loyal to the Govt. and Govt. is
loyal to the private operators. Only employees and loyal to
the organization. He mentioned that basically the manpower
is the asset of the organization and not burden. He
suggested to fight together with the unions and associations
of MTNL and BSNL against the management and Govt.
Address by Shri Kisan Singh, GS AIRBSNLEWA
in his address stated that management is not bothered about
the up gradation of the system and failed to take up and
convince the Govt. Only by thinking about BSNL, Minister
cannot improve the services until payments are made to BSNL.
Pension will have to be revised by the DoT at par with the
other Govt. Departments and pensioners should not be made to
run behind the pension revision. Congratulated Com. Prahlad
Rai for taking up the pension revision through AUAB. He
thanked Com. Rai for instrumental to form the retired
officers association. He invited all to attend AIC of
pensioners associations.
Shri Fazil Ahmed, AGS AIGETOA,
in his address mentioned that recently the elected new body.
He mentioned that many suggestions given by the earlier CGM
of AP Shri A.P. Rao has been implemented and succeeded and
requested the management to take him as advisor. Due to his
suggestion A.P. stood first in providing Broadband defeating
profit making circle Kerala. Promotions are not given even
after 18 years, even though they are drawing higher pay
scale and requested the BSNL management to issue promotion
orders. He had mentioned that AIGETOA had worked with Com.
Prahlad Rai and benefited with the E2-E3 scale for DRs for

AIGETOA conference has decided to contest the next
membership verification alone and requested GS AIBSNLEA to
support the AIGETOA in the next membership verification.
Shri Venkateswaralu CS A.P. FNTO has conveyed best wishes
for the Conference and to take such decisions so as to
benefit BSNL and its employees. He mentioned that there
should not be any link of profit and payment of salary. We
have to fight against the policy of liberalization and
privatization of Govt.
Address by Shri A.M. Gupta, GM (SR), BSNL CO, New Delhi,
Guest of Honour in his speech congratulated all the speakers
for briefing the problems along with criticism. He mentioned
that don’t give our control in the hands of others. Telecom.
Operators have been reduced from 12 to 5 and 5 to 3 and
still BSNL is in existing. He mentioned that Com. Prahlad
Rai has firm belief and he will fight till he get it. He
mentioned that Com. Rai was standing like a rock to settle
the grievances and issues. He is always behind the issues
and suggested to take life lessons from Com. Prahlad Rai. He
expected the contribution of Com. Rai in future also with
the next elected Body. One should have ownership mentality
rather than staff mentality. He welcomed the positive
criticism. He stated that challenges are the opportunity. We
should be confident that we can over take every competitor.
He stated that later or sooner we will get everything. It is
due to the tariff are rock bottom and the same trend cannot
run for long time and very shortly the tariff will come to
normal. We will have to fight till the end so that we can
win the fight. He stated that revenue realization is most
important. As regards the pension contribution on actual
basis, the file has gone with positive note to DoP&T.

REVIVAL OF BSNL &MTNL
: It is reliably learnt that DoT has finalized a Cabinet
Note draft for the Revival of BSNL and MTNL and has
submitted to the Hon’ble MOC for approval. Thereafter it
will be sent to all the concerned Nodal Ministries for
comments and will finally be sent to the Cabinet for
consideration and approval. The Salient features of the
Cabinet Note are
1) VRS Package to BSNL/MTNL employees:
VRS Package to BSNL/MTNL employees who are attaining the Age
of 55 & above wherein they will get 25% more than the Gujrat
Model toward Ex- gratia and Ex-gratia will be paid on cash.
The Employees having 40 months Service left will get full
Salary benefits. The Employees opting VRS will get cah
payment of Ex- gratia amount, Leave Encashment &
Pension(without Commutation) but the Gratuity and
Commutation Payment will be deferred till they attain the
age of Superannuation ( i.e., 60 Years) . During the left
out period Employees will get interest amout @ 8% of their
Gratuity amount. Through this process, Govt. will ensure
reduction of 50% staff. The Ex-gratia amount for VRS will be
paid by BSNL/MTNL by issuing of Bonds on the basis of the
Sovereign guarantee given by the Govt. of India.
2) The roll out of age from 60 years to 58 years:
The roll out of age from 60 years to 58 years in respect of
BSNL/MTNL employees
will be effective from 1.1.2020.
3) 4G Spectrum allocation to BSNL/MTNL:
Rs.14,000 and Rs.7,000 crs will be borne by the Govt for 4G
Spectrum allocation to BSNL/MTNL.
4) Merger of BSNL & MTNL:
The debts of BSNL/MTNL will be transferred to the Special
Purpose Vehicle (SPV)created for this purpose and after zero
debt of both the Companies BSNL and MTNL will be merged. The
Special Purpose Vehicle will take care of the Capital
expenditure of the Company.
5) Monetization of Assets of BSNL/MTNL:
Monetization of Assets of BSNL/MTNL will be done by the
respective PSUs in consultation with the Committee being
formed with the approval Hon’ble MOC which will have DoT/BSNL/MTNL/DIPAM
Officers and the funds will be utilized only for BSNL/MTNL.
AIBSNLEA will strongly oppose the roll out of Retirement Age
from 60 years to 58 years which is in violation of
Absorption terms and conditions of BSNL Employees and
threat to Job Security.

with Director (CM/HR), BSNL Board: GS
and President met Director (CM/HR), BSNL Board and
discussed regarding
(a) CPC from DE to DGM (Engg.):
We requested to file an urgent MA in the Hon’ble Chandigarh
CAT for early hearing of DE to DGM (T) Promotion case.
Director (CM/HR) assured that he will direct PGM (Pers) to
file an MA immediately for early hearing through BSNL
advocate in the Hon’ble Chandigarh CAT.
(b) Change of Reporting Structure of E.Z.N.C. from West
Bengal Telecom Circle to Kolkata TD - Consideration of
retention of Executives as per their options: We
requested Director (CM/HR) to consider the options received
from 18 Executives from WB Circle for retention at WB Circle
due to change of Reporting Structure of EZNC from WB Circle
to Kolkata TD. Director (CM/HR) mentioned that the
Executives under transfer to CTD from WB Telecom circle may
be retained in WB Circle only when they give willing ness to
some other SSAs of WB Circle other Kolkata. We replied that
after taking the willingness only we can give our
acceptance.

with PGM (Pers): GS
and President met PGM (Pers) and discussed regarding
(a) CPC from DE to DGM (Engg.):
We requested to expedite CPC from DE to DGM on Adhoc basis.
PGM ( Pers) immediately called DGM(Pers.Legal) and directed
him to put up the draft for filing an urgent MA
in the Hon’ble Chandigarh CAT through BSNL advocate
for
early hearing.
(b) Consideration request transfers in the cadre of DE/DGM
(T):We
requested PGM (Pers) to consider the request transfers in
respect of DEs/ DGMs who have completed two years tenure and
also in the verge of retirement. PGM (Pers) assured an early
action in this regard.

Circle Conference of AIBSNLEA J&K Circle on 07.07.2010 at
Jammu:
The 6th Circle Conference
of AIBSNLEA J&K Circle was organized on 07.07.2019 at the
conference hall of PGMTD Jammu in a grand manner. The
Conference was attended by Shri S.Sivakumar, President
AIBSNLEA CHQ and Sh. Devesh Sharma, Organizing Secretary
(North) from AIBSNLEA CHQ side. Ex-CS AIBSNLEA J&K Shri
R.J.Kaw and Shri Pushkar Sharma, CS AIGETOA J&K attended the
OPEN SESSION as special guests.
Circle Secretary AIBSNLEA
J&K Shri P.C.Thapa welcomed all the dignitaries. All the
dignitaries on the dias were warmly welcomed by presenting
bouquets. He mentioned the BSNL’s tremendous role in
overcoming the natural calamities in Uttarakhand and J&K. He
apprised the role of AIBSNLEA Circle body in resolving the
issues of the Executives' of J&K Circle and getting good
number of votes in the last referendum. He told that there
is a plenty of scope for enhancing the telecom services in
J&K area in sales and marketing segment. He informed that
J&K Circle has achieved 114 percent target last year. He
mentioned the need of immediate financial support from the
government for the betterment of the BSNL services. He also
appealed all to adopt all cost cutting measures for the
viability of BSNL. He thanked the CHQ for its tireless
efforts for resolving the J&K Circle Executives' problems.
Circle FS AIBSNLEA J&K
Shri Avtar Chand in his address mentioned the AIBSNLEA
achievements in the past few years for the Executives of
BSNL. He also highlighted the need of 4G spectrum to BSNL
.He expressed his resentment for non-fulfillment of the
commitments by the Government. He appealed for the holding
of further CPCs for the promotion of Executives.
Com. Devesh Sharma,
Organizing Secretary (North) CHQ in his address
congratulated all the members in J&K Circle for providing
such a good response in Circle Conference on a short notice
on Sunday. He conveyed the wishes of GS AIBSNLEA for the
successful Circle Conference, who could not attend it due to
some urgent work. He further mentioned that the J&K Circle
is a very important Circle for BSNL as well as AIBSNLEA. He
explained the efforts of CHQ in continuously resolving the
issues of BSNL Executives including the recent 13000 mega
promotions in BSNL and persuation with Hon'ble PM and MoC&IT.
He Further mentioned the role of AIBSNLEA in the BSNL's
viability related issues like Customer Delight Month/Year,
Service with a Smile, BSNL at your doorstep etc.He expressed
the organisational mattered and told that there is a
sufficient scope in J&K Circle to enhance the membership of
AIBSNLEA. He appealed all to work with the team spirit .

Sivakumar in his address thanked to the J&K Comrades for
attending the Circle Conference on the day of Sunday. He
mentioned the need and scope to make more members in J&K. He
told that in present time BSNL is facing a huge cash crunch
and AIBSNLEA is very much vigilant about this critical
juncture, even media is misleading the people. He gave the
example that the accumulated loss of BSNL is Rs 32000 Crores
but media is highlighting it as 90000 Crores. He informed
that the total loan on telecom industry is around 6 Lakh
Crores. He strongly opposed the negative attitude of the DoT
for stopping the Capital Expenditure in BSNL and kept in
abeyance of all POs/APOs of various Tenders in BSNL which
drastically affect the Expansion, Development and
/Maintenance activites of BSNL. He also mentioned that the
Policy makers TRAI has allowed free services of RJIO for 6
months violating the norms affected the BSNL Revenue. Com.
AIP also criticized the un matured views and support of
the so called majority Association on the recommendations
of IIM Ahmedabad without the analyzing the facts which
affect the State owned PSU BSNL.. He mentioned the failure
of so called majority Association at all the fronts. Com.
AIP mentioned that EPP, BSNL MSRR, and 2005 batch pay
anomaly issues were resolved due to AIBSNLEA only and the
CPSU Cadre Hierarchy was the brain child of AIBSNLEA only.
He mentioned the active role of AIBSNLEA in last 13000 Mega
promotions. . He demanded that the Govt. has to refund back
the 58000 Crores to BSNL , which has taken against various
taxes viz. License fee, Spectrum Charges, GST, etc., and
immediate payment of USOF/ ADC charges in the form of the
Rural Deficit Charges for the Services provided by the BSNL
in the LWE/NE/Rural/Far flung/Tribal/Hilly Areas. Com. AIP
reiterates that the even the State owned BSNL is comes under
the category of Incipient Sick Unit, but as Per the NITI
Aayog and DPE Norms, BSNL is comes under the Higher
Priority Sector and providing services for the Security of
the Nation, performing Sovereign Functions and Market
Imperfections as per the Specific agenda of the Govt. of
India and providing services in Natural calamities as
social obligations and cannot be closed or sold out or
Disinvested. He informed about the efforts of AIBSNLEA CHQ
by meeting all the Highest Authorities in the DoT including
Hon’ble MoC&IT and assured that AIBSNLEA will always safe
guard the interest of the Executives in BSNL. He enlighten
the house about the BSNL's, Present financial position of
the company , the recent Group of Secretaries meeting and
Special Purpose Vehicle for land etc . At last he appealed
all to not get panic and to provide good quality of services
to the customer in this crucial juncture.
At the end of the Circle
Conference the elections were held for the new Circle body
for the next term. Com. Avtaar Chand DGM(F), Com P.C.Thappa
AGM, and Smt. Mamta AO, were unanimously elected as Circle
President, Circle Secretary and Circle Treasurer for the
next term.

President met Director(Estt), DoT and discussed regarding
I) Reply to DOP&PW
delinking of Pension from Pay revision : Director(Estt)
informed that the reply to DoP&PW has been sent clarifying
these points.
a) At present the pension revision is
linked with pay revision as per the Rule.
b) In case pension is revised to
pre-retired 1.1.2017 BSNL Pensioners, then pension will be
more than the post retired BSNL Pensioners in case the Pay
is not revised, this will create anomaly.
c) DoP&PW has to suggest mean and
manner under which the pension revision is delinked from pay
revision by framing the Rule.
He advised to pursue with DoP&PW for
early reply.
II) Payment of Pension
contribution on actual basic : Director(Estt)
informed that the matter has been processed to the Competent
Authority of the Ministry of Finance. After the clearance of
Department of Expenditure further action will be taken in
this regard.
III)
First time bound promotion under EPP objection raised by
Kolkata CCA: Director(Estt)
mentioned that the matter was forwarded to BSNL for
comments. Reply from BSNL is still awaited. DGM (Estt) BSNL

of BSNL on that basis matter will go to Digital Commission
and with the recommendation of DC, matter will go to Union
Cabinet for consideration and approval. Hwe further
mentioned that he has taken over the charge of CMD BSNL on
very critical situation when BSNL Revenue has drastically
come down and the loss this FY 2018-19 will be about Rs
14000 crores . wage payment liability is also around Rs
14000 crore . Now we have to take certain steps to reduce
the expenditure and concentrate on operation and maintenance
of BSNL network . salary payment will be the second
priority. In this process people have to ready for some
sacrifice .He further mentioned that the Revival plan of
BSNL /MTNL has now been finalized. He appealed for
extending support during this critical period.

CEC meeting of Rajasthan Circle at Jaipur on 1st July 2019
at Jaipur:
2nd CEC meeting of Rajasthan Circle was organised on
01.07.2019 at the Conference Hall of Hotel Shree Residency,
Jaipur.
The Open Session of the CEC Meeting was attended by Shri
Prahlad Rai GS, Shri Devesh Sharma Org.Secy.(North), Shri
Karan Singh Advisor (N) , Shri Alkendra Singh Advisor (Gen)
& Shri S.S.Rawat Advisor from AIBSNLEA CHQ side . Shri

developing the effective power management system by energy

Shri R.D.Meena Sr. GM (Finance) Rajasthan Circle informed
that the time is hard due to financial crunch and the BSNL
Corporate Office is finding difficulty to allot the fund to
Circles. He suggested enhancing the revenue of the BSNL for
the better future survival of the company. He congratulated
Rajasthan Comrades for enhancing the cash collection by 45%.
He stressed upon reduction the expenditure on the pattern of
Private Operators and gear up the revenue growth on top most
priority. At last he congratulated AIBSNLEA Rajasthan Circle
for the success of the open session.
Shri Akhilesh Agarwal GM (HR & Admn.) Rajasthan Circle
expressed that in present situation the earning should be
enhance and the expenditure should be minimized by proper

Shri Prahlad Rai GS AIBSNLEA congratulated the comrades of
Rajasthan Circle for the organizing successful Circle
Conference and thanked the comrades for their great
affection. Com GS also thanked the CGMT Shri O.P.Gupta for
his dedicated efforts to bring Rajasthan as a performing
circle. He also congratulated the Executives of Rajasthan
Circle for making AIBSNLEA as Number one Association in
Circle in referendum. Com. GS assured that the support of
CHQ is always available for this important as well as his
home Circle. Com. GS mentioned the history of the formation
of AIBSNLEA and its role in the better policy formulation
like Executive Promotion Policy, Executives Transfer Policy,
BSNL MSRR etc. due to which a large number of BSNL
Executives have got the JAG level posts.
Com. GS mentioned that the Govt. has withdrawn the ADC
charges of 4000- 5000 Crores per annum and not allowed BSNL
to participate in the 3G spectrum bid and subsequently BSNL
was imposed the 3G spectrum with highest bidding rate.
Further Govt has taken away the reserve fund of 30,000
crores from BSNL , due to which BSNL was not able to procure
the equipment required for its expansion. The Govt. is
taking the pension contribution from BSNL on highest of IDA
pay scale instead of the actual pay of an executive. He
mentioned that Rs 500 Crores/Annum may be saved by taking
pension contribution on actual basic. He briefed the house
about the protest of AIBSNLEA regarding takeover the ALTTC
campus and putting ban on capex expenditure and vehicle
restrictment in the field units.
Com GS further mentioned that the present trend of the
declining profit is a serious concern for all of
us and there is a great need to think over it. Com GS
mentioned that all the dues of BSNL i.e. pending rural
deficit charges, BSNL refund etc., should be cleared
immediately by the Government. In his detailed address Com.
GS also highlighted the issues showing the indifferent
attitude of Government e.g. exhausting BSNL reserve funds of
30000 Crores has adversely affected the viability of BSNL.
Com GS mentioned that all the dues of BSNL i.e. pending
rural deficit charges, BSNL refund of already deposit
various taxes of rupees 58000 Crores etc. should be cleared
immediately by the Government. Com. GS mentioned that no PSU
can flourish without the support of the Government and it is
the duty of the Government to pay the salary of 1.62 Lakhs
BSNL Employees. He also informed that at present Telecom
Sector is loaded with the loan of 6 Lakh Crores. 1.45 lakh
loan is on Reliance Jio, 1.2 lakh Crores on Idea but on BSNL
only 14000 Crores loan is there.
Com. GS also briefed about the HR issues and achievements of
the AIBSNLEA. He explained the actual position regarding the
rumours on VRS/CRS and false news spreading by the media
houses. He explained the status of various CPCs, Court
Cases, DE to DGM promotion, Standard Pay Scale status, CPSU
cadre hierarchy issue, restructuring of AD(OL), E1+5increment,
SDE RR, CPSU cadre Hierarchy, Superannuation benefits of DRs,
Diversion of posts of CAOs, AD(OL) case of pay equivalent to
SDE/AO, Rule 8 transfers etc, DPC in Civil/Electrical wing,
JTO (Officiating) regularization, PPS posts creation in
field units, DPCs of Telecom Factory and the issues of PA/PS
etc, creation of leave encashment trust etc. He mentioned
that AIBSNLEA is very much concerned about the HR issues and
will definitely achieve the desired results, but at the same
time he also requested all the executives to provide best
services to the customers and increase the revenue.
He explained that how due to the efforts of AIBSNLEA,
Government has not succeeded to privatize BSNL on the issues
like VRS, 30% disinvestment and unbundling of last mile
copper and this is the only role of Trade Unions by which
the disinvestment and unbundling of Copper conductor has not
taken place in BSNL. Com. GS briefed the house about the
efforts of ABSNLEA regarding meeting with Hon’ble MoC&IT and
letter written to Hon’ble PM. Com GS explained the role of
AIBSNLEA in the viability of BSNL. GS mentioned the firm
Commitment of AIBSNLEA towards the Viability of BSNL. At
last he appealed the all Executives’ for make every
effort with a team spirit and customer care for
making BSNL a vibrant organization. At last he congratulated
AIBSNLEA Rajasthan Circle for the success of the CEC
meeting.
Chief Guest of the Open Session Shri O.P.Gupta, CGMT
Rajasthan Circle informed that Rajasthan has only 9.8%
negative growth in between Apr 19 and March 19. He informed
the progress of Rajasthan Circle by enhancing 45% growth in
revenue. He informed that the current outstanding in CFA
segment is 20 Crores, in CM 1 Crores and in EB 20 Crores is
there. He informed the efforts of cost cutting by stopping
the printing of physical bills and enhancing the email
capturing figures from 65% to 71%. He appealed to focus on
recovery in this critical scenario and informed about the
recovery app. He appreciated the efforts of Rajasthan
Executives for their efforts for considerably reducing the
pending audit paras.
Shri O.P.Gupta, CGMT Rajasthan informed that in our circle
the establishment cost is 2 Crores/Day. He informed that
Rajasthan has got appreciation letters in all segments for
outstanding performance, even some of the SSAs has got the
top All India Rankings. Further that Rajasthan has achieved
the growth in new Lease Circuit Commissioning by providing
contribution of 10000 Lease Circuits in the total 90000 in
the country. He informed that we are number one in CPAN roll
out and our fault clearance rate has also improved. He
informed about the new efforts being initiated by him like
UIDAI project by installing 278 machines and expected 70
lakhs rupees/month revenue from it.
He also stressed for improving the quality of the services
with efficient recovery of bills. He appealed to do efforts
from today itself for making BSNL a vibrant organization. He
suggested to take inspiration from the poem “MILES TO GO
BEFORE I SLEEP” of Robert Frost in this critical situation.

congratulated for the grand success of the session.

to consistent efforts of AIBSNLEA, Management Committee
approved the relaxation of eligibility condition for
promoting 26 nos of CAO to DGM Adhoc Promotion.
