President met DDG (Estt) DOT and discussed :-
(a)
AAOs Pay Fixation case:- We strongly
resented against delay in endorsing the decision of Ministry of
Finance treating AAO organized Finance& Accounts cadre in BSNL .
DDG (Estt.) informed that the case has been received from SEA (DOT)
section and he immediately discussed the matter with Director (Estt.)
DOT to endorse the decision of MoF to BSNL at the earliest. He
assured that necessary instruction in this matter will be issued
by PAT (DOT) Section to BSNL shortly.
(b)
Corrections in the TES Group 'B' seniority list:-
We expressed our serious concern against
delay in making necessary corrections in the TES Group 'B'
seniority list. Several representations in this regards are lying
pending unconsidered. DDG (Estt.) DOT assured that corrected
seniority lists will be issued within two/three weeks. |

31-10-2007:-Ministry
of Personnel, Public Grievances and Pensions (DOP&PW) has notified
making further amendment to the Rules CCS(Pension)-1972 in Rules
37A. Wherein Govt. servants who has been absorbed as an
employee of PSU has been allowed to exercise his option to receive
pro-rata retirement benefits for the service rendered under the
Central Government.

United Forum of BSNL Executives' Associations has given call of
organizational action programmes to protest against
unilaterally induction of Management Trainees at the level of STS,
delay in absorption of ITS Group 'A' officers in BSNL,
Regularization of all existing STS officers and filling up all the
available STS posts, BSNL Executives Transfer Policy, Framing of
RRs based on CPSUs hierarchy and other issues related to
Promotion Policy i.e. Service weightage, all Financial
Up-gradations after four years only without any
discrimination, one time placement of JTO to SDE and SDE to Sr. SDE
on 1-10-2000,date of effect of implementation of all upgraded
/revised Pay Scales w.e.f. 1-10-2000 with actual benefit, AAOs pay
Fixation case etc. The organizational action programmes must be
implemented in full to defeat the ill-designed and ulterior
motives of the ITS dominated BSNL management i.e.
MASSIVE DEMONSTRATION
on 02-11-2007
and
MASS DHARNA
on 14-11-2007
at all Branches level.
All the CHQ/Circle/Branch Office Bearers are requested to
hold Joint meetings with sister Associations associated with
United Forum and ensure complete success of the agitational
programme.

persuasion BSNL CO SEA section has initiated DPC process to fill up
about 250 CAOs vacant posts. |

AIBSNLEA succeeded in
getting released the Promotion Orders of 35 JTO (E) to
SDE (E), most of the SDEs (E) has been posted in the same circles

29-10-2007 :- The DPC from JTO(E) to SDE(E) is completed to fill up
about 35 SDE(E) posts. Promotion order is expected within two-
three days. We have impressed upto to post SDEs on promotion to
their choice of Circles were ever vacancies are available. We
are also pursuing to get clearance from competent authority
to fill up all vacant posts arises on account of adhoc promotions |

[Get-To-Gather] Programme organised by Uttrakhand Circle in Hotel
Viceroi Inn
at Dehradun. Shri Mahendra Kumar, CGMT, UTT was the Chief Guest.
GMTD (Dehradun), GM (HQ) Dehradun, GM(Finance) UTT and GMTD Haridwar
were the Guests of Honor. A large number of members attended the

On our persistent efforts BSNL CO SEA section has called for
ACRs and other information for convening of DPC for promotion
to the cadre of AO. About 1200 vacant AOs posts are expected to be
filled up. All the Circle Secretaries are requested to pursue with
Circle administration for early sending of the ACRs and other
related information.

Director (HRD) BSNL invited
United Forum Leaders to discuss the Management Trainees RRs. Sr DDG
(Estt.), DDG (Pers), DDG (Admn) looking after the charge of DDG
(SR) BSNL, Jt. DDG (Pers) and ADG (SR) were also present. United
Forum representatives clearly told that till the time MT RRs
notified on 13-09-2007 are withdrawn, no discussion in this
regard can take place. They also explained the reasons of
withdrawal of MT RRs. Director (HRD) after brief discussions
advised DDG (SR) to re-fix up the next meeting soon with
United Forum and thereafter meeting adjourned.

06-10-2007:-AAOs Pay Scale Case:-AIBSNLEA
succeeded in getting cleared the AAOs Pay Scale case from Ministry
of Finance. It is understood that Ministry of Finance has given
clearance treating AAOs as organized Finance and Accounts Cadre.
Now efforts are being made in DoT for early endorsement to BSNL.
AAOs Pay Scale case came for hearing in the Hon'ble Delhi High
Court on 05-10-2007.

It is understood that BSNL Board has approved PLI,
1.1 times of the Basic Pay for the year 2006-07 with no upper ceiling
limit and the minimum amount of PLI is fixed up Rs.
10000/-. PLI payment order is expected shortly.
