commenced today morning at 9.00 hrs.
Com. K. Satayanarayana, President CHQ
hoisted the association flag. After
Opening remark by CHQ Presient, a
glittering & colorful Cultural Programme
was arranged. One minute silence was
observed in the memory of departed
Comrades. The host Circle Secretary, WB
Com Bijay Bhattacharya welcomed the CHQ
Office Bearers, Circle President, Circle
Secretary, CWC Members & esteemed
delegates.

minutes of 2nd All India Conference held
at Jaipur from 28th to 30th Aug'2008
were confirmed. Com. GS placed his
report for discussion & adoption which
continued for discussion till night. On
this occasion Open Session is being
organised at 15.30 hrs. at the same
venue on 31st Dec'2010. Shri Gopal Das,
CMD, BSNL will be the Chief Guest. Sh.
D.P. De, Sr. GM(Estt.) BSNL Corporate
Office & the other Senior Officers of WB
Circle, CA Telephone, ETR Circle, ETP
Circle, Task Force Circle etc will grace
the occasion as Guest of Honour. About
1000 delegates from the nook & corner of
the country are attending the 3rd All
India Conference at Kolkata.

25.12.2010-3rd Circle Conference of
Jharkhand AIBSNLEA :
3rd Circle
Conference of Jharkhand Circle was held
on 25.12.2010 at Jharkhand Police U.S.
Guest House, Ranchi. The meeting was
attended by large number of delegates
from all over the Circle. The Open
Session of the conference was
inaugurated by Shri C.P.Singh, Speaker,
Jharkhand Assembly. Shri D.K.Sinha,
CGMT was the Chief Guest and other
important dignitaries who graced the
occasion were Shri S.N.Singh, DDG(TERM),
Shri
S.K.Agrawal, GM(Admn.)
and Shri Vijay Bhushan Prasad, Principal
RTTC, Ranchi . Sri C.P. Singh expressed
his opinion on stable existence of BSNL
, the Govt. Sector Telecom Organization
for the betterment of the Telecom
Services in the Country . Sri D.K.Sinha
, CGMT , Jharkhand Telecom Circle
assured to take care of the demands of
the Association as well as the service
of BSNL in Jharkhand Circle. Shri
A.K.Basu, Organising Secretary (East)
was the main speaker . He stressed on
the need to have joint movement of all
the associations of Executives &
non-Executives for the survival of BSNL/MTNL
. Leaders of the sister organizations
such as BSNLEU, NFTE(BSNL), FNTO(BSNL)
and AIGETOA also attended the meeting
and addressed the house. The welcome
address was given by Shri Mahipal
Singh,Circle President and Vote of
thanks was extended by Shri Rajesh
Vishwakarma ,Chairman Reception
Committee. Shri B.D.Jha, Circle
Secretary apprised the house about
organizational activities and various
circle level issues. In delegate session
he replied to the queries raised by the
District Secretaries/members.
After dissolution of existing Circle
body , the election of new office
bearers was conducted by Shri A.K.Basu,
OS (E) as Election Officer in which the
delegates unanimously elected the Circle
Executive body led by Shri Mahipal
Singh,Shri B.D.Jha and Shri Sudarshan
Singh as Circle President ,Circle
Secretary and Financial Secretary
respectively. |

3rd Circle
Conference of Delhi Circle, AIBSNLEA
held on 24.12.2010 at CTO Sabhagar New
Delhi. The meeting was attended by large
number of delegates from the NTR, NCES,
NTP, QA, Data Network Circles. The house
was jam packed. In the Open session Shri
S.M.Talwar, Executive Director (NB), was
the Chief Guest. Other important
dignitaries who graced the occasion as
Guest of Honour were Shri K.C.G.K Pillai,
PGM(PF & FP), Shri Deepak Sinha, Sr.
GM(TS) NTR, Shri K.D. Lakhwani, Sr.
GM(HQ-NTR), Shri R.B. Bansal, Sr. GM(NC)
NTR, Shri T.V. Sabastin, Sr. GM(EB) NTR,
Shri Vinod Shahi, DGM(Project) NTR, Shri
A.K.Kaushik, GS TEAM MTNL, Shri K.
Satyanarayna, President and Shri

The welcome/keynote address was given by
Shri Satish Kumar, Circle Secretary
Delhi Circle. In the address Com. Satish
Kumar described the activities and
achievements of the Delhi Circle
performed during the last two years.
Shri R.P.Singh, Ex CS Uttaranchal in his
address stressed upon the need of the
merger of BSNL/MTNL. Shri Devesh Sharma,
AGS (HQ) in his address appreciated the
contribution of AIBSNLEA Delhi Circle in
the Organizational calls given by CHQ,
Shri P Venugopal, AGS (Finance),
informed the august house about the
dedication of NTR Executives towards the
strengthening the AIBSNLEA as a whole.
Shri A.K.Kaushik. GS TEAM MTNL in his
address stressed on the merger of BSNL/MTNL
so that the Telecom services can be
provided on PAN India basis,
Shri Prahlad Rai, GS, appraised the
house regarding the viability of BSNL.
He stressed out for providing the
quality service to BSNL customers, which
is the need of the hour. GS in his
address informed the gathering about the
manner by which the Govt./DoT is pilling
their hands from BSNL and how the Govt.
is moving in a calculated way to make
BSNL Sick. GS also described about the
status of various HR issues and the
pending issues which the association has
taken up with the administration, the
reasons for calling the recent two days
strike and its outcome, IDA pension
revision for BSNL's pensioners,
impressed upon early finalization of ITS
Officers absorption issue in BSNL and
various other important issues related
to viability of BSNL.
Shri K Satyanarayana, CHQ in his address
stressed for changing the work culture
in BSNL. He stressed out to provide the
quality service to BSNL. He informed the
house that now-a-days in telecom
service, customer wants the quality, he
can compromise with rate but he can not
compromise with quality. He hope that
BSNL employees will rise the occasion.
Shri K.C.G.K. Pillai, PGM (PF &FP)
informed the house about the financial
health of BSNL and he also stressed on
improvement in quality of service
because after the introduction of Mobile
number portability, there will be stiff
competition and only the good quality
service provider will survive.
The Chief Guest of the function Shri
S.M.Talwar, Executive Director (NB)
mentioned in his informative address
that Govt should compensate the ADC
charges to BSNL and he also stressed
upon the strengthening of our broadband
network so that we can provide the
quality service to BSNL customers. He
told the house that the satisfaction of
customer is a must for survival of the
BSNL. He also stressed on the
strengthening the IPTV and value added
services. He told that the equipment of
1000 Cr is lying vacant in field units
and we should use the equipment. Chief
Guest told that we should make the
optimum use of the Telecom Factories
products. He stressed that in Rural
areas we should not allow the private
IPs for erecting the towers. He told
that tower erection we have got the
target of 250 Crs. On a single tower,
BSNL can get 4 lacs 20 thousand rupees.
He stressed on the use of our own
infrastructures. He also gave the
examples of G-Pon connectors who are
cheap, as compared to private vendors.
He stressed to save our electricity
expenditure. He also told that the
assets of BSNL are under the DoT's
ownership so that BSNL is unable to
properly utilize those assets. He told
that 600-2000 Crs we can get by the
proper utilization of our assets. He
stressed that we should improve our
quality of service.
At last Shri R.N.Tiwari, CS extended the
vote of thanks to all. The election of
the new circle body was conducted. Shri
T.Bhatt, CAO NTR, Shri Satish Kumar, SDE
QA and Shri U.C.Mishra, JTO NTR
unanimously elected as Circle President,

with Shri Kapil
Sibal , Hon'ble MoC&IT :GS,
President, AGS (HQ), AGS (F), FS and
Advisor-I met Hon'ble MoC&IT, Shri Kapil
Sibal in a very cordial atmosphere and
invited him to grace the 3rd
All India Conference of AIBSNLEA in
Kolkata. Hon'ble MoC&IT told that he is
very much interested and love to attend
the Conference in Kolkata but due to
certain immediate exigencies, he is
unable to attend the same. However he
extended best wishes for the success of
the Conference.

We discussed the issues related to
viability of BSNL as enumerated in our
letter dated 22.12.2010 and requested
him to extend his support to BSNL.
Hon'ble MoC&IT mentioned that BSNL is
passing in a very crucial stage and in
future time, even payment of salary can
become a big problem for BSNL. We
requested him to take some immediate
initiatives for the viability of BSNL.
Hon'ble MoC&IT told that he is very much
concern about the financial health of
BSNL and he is thinking for some
corrective measures for improving the
financial health of BSNL e.g. renting
the additional unused spectrum of BSNL.
Govt. support to BSNL as state run
Company : As per NTP 1999 guidelines,
BSNL should be exempted from license fee
on landline as well as Mobile telephone
services in urban areas. USO fund should
be provided to BSNL in lieu of providing
services in the rural part of the
country on reduced rental. The OPEX
charges should be paid to BSNL and the
3G, BWA spectrum charges Rs 18,500
Crores paid by BSNL should be refunded
in lieu of withdrawal of ADC (Access
Deficit Charges). Hon'ble MoC&IT
assured to look into the matter
Instructions to all Govt.
Departments/Autonomous Bodies where the
Govt. of India bears the cost of
telephone expenditure for taking the
telecom services from BSNL only to
support BSNL - Hon'ble MoC&IT
appreciated our suggestion and told that
he will make effort in this regard
We further requested Hon'ble MoC&IT
about the necessity of settlement of ITS
Officers absorption issue and payment of
78.2% fitment benefit to BSNL Employees
as per the DPE order dated 02.04.2009.
We requested that the IDA pension
revision order for BSNL pensioners who
retired before 01.01.2007 should
immediately be issued and early
settlement of Pay anomaly cases wherein
senior Executives are drawing less pay
than their juniors.
Hon'ble MoC&IT
appreciated our concern and assured that
shortly he will call a meeting with the
Association for detail discussions on
all the issues raised. He further
assured his full support to BSNL.

President, AGS(HQ), AGS(F) and FS met
Member (S) DoT and we extended our
invitation to him to attend our AIC at
Kolkata, he accepted our invitation and
assured to attend the Conference. The
following issues were discussed -
(a) IDA Pension
Revision of BSNL Pensioners-
On our query to
the status of IDA Pension Revision of
BSNL Pensioners Member (S) informed that
the Cabinet Note with certain
modification as desired by Cabinet
Secretariat has been finalized and send
to Hon'ble MoC&IT for approval
thereafter it will be sent to Cabinet
immediately. He accepted early approval
of Cabinet on this issue.
(b) ITS
Officers Absorption issue-
Member (S) informed that the comments of
two Nodal Ministries have been received
on the Cabinet Note and remaining two
nodal Ministries comments are also
awaited soon. It is understood that
Nodal Ministries have certain
reservations on some provisions of the
Cabinet Note. Hence it may take some
more time in sending to Cabinet.
(c) Deferred
Option from CDA to IDA after absorption
in BSNL-
Member (S) informed that the matter was
sent to DPE twice but they have not
agreed to the provision but DoP&W has
advised to take the comments of DoP&T on
this issue. DoT after taking legal
opinion from LA will sent DoP&T for
comments. It is understood that it may
take some more time in its final
settlement.
(d) Viability
of BSNL-
We requested
Member (S) for DoT support to BSNL as
owner for its viability- Member (S)
mentioned that DoT is always supporting
BSNL under available guidelines but BSNL
has to earn revenue by providing quality
services to its customers. |

met Sr. GM(Pers.) & discussed regarding
DPC from JTO(T) to SDE(T) on
Seniority-Cum-Fitness quota since the
stay has been vacated in Hon'ble CAT
Chennai. Sr. GM(Pers.) mentioned that
DPC is in advance stage. Only few
Circles ACRs/VCRs are awaited likes
ALTTC, GZB; Bihar;
BRBRATTC;
Chatisgarh;
ETR; Jharkhand;
NE2; NTR;
NECS;
QA; T&D; WB;
ITPC. The roster point
implementation is also being ensured.
All the concerned Circle/Branch
Secretaries are requested to ensure
early dispatch of required ACRs/VCRs to
expedite the DPC. |

detailed and fruitful discussions held
on 14.12.2010 and further Sr. GM(SR)
appeal vide letter even no. dated

Circle Conference of U.P. (East),
AIBSNLEA held on 16.12.2010 at Rai Uma
Nath Bali Prekshagreh, Lucknow. The
meeting was attended by large number of
delegates from all over the Circle. The
house was jam packed. Open session was
presided over by Shri K Satyanaryana,
CHQ President, Shri Om Veer Singh, CGMT
UP (East), was the Chief Guest. Other
important dignitaries who graced the
occasion were Shri Prahlad Rai, General
Secretary, AIBSNLEA CHQ, Shri A.K.Purwar,
PGMTD, Shri Ashok Kumar, Chief Engineer
(Civil), Shri Satish Kumar, GM (Admn),
Dr. Vinay Shahi, GM (Finance), Shri P
Venugopal, AGS (Finance), Shri Pradeep
Goel, AGS (C/E/Arch./T/F).
The

intimated the house about the
organization activities being undertaken
by the organization, Shri P Venugopal,
AGS (Finance), informed the august house
about the state of health of BSNL with
various facts and figures and the
reasons for the present situation. Shri
Ashok Kumar, CE (Civil) informed the
house that there is great land bank
available with BSNL which can be
utilized for earning revenue for the
company. He also proposed that each
employee should adopt 200 customers and
they should contact the customers and
enquire about their problems. Shri
Satish Kumar, GM (Admn.) requested that
we should be pride of our company and
build a brand image so that whenever
communication comes to the mind of any
customer immediately name of BSNL should
flash in his mind, Shri A K Purwar spoke
about the improvement of behavior
towards the customers. Dr. Vinay Shahi,
GM (Finance) intimated that nearly 48%
of the revenue is spent on salaries and
balance on other important maintenance
related works where scope for reduction
in expenditure is very limited, the only
way for improvement is to increase the
revenue. Shri Prahlad Rai, GS, apprised
the house about the status of various HR
issues and the pending issues which the
association has taken up with the
administration, the reasons for calling
the recent two days strike and its
outcome, IDA pension revision for BSNL's
pensioners, impressed upon early
finalization of ITS Officers absorption
issue in BSNL and various other
important issues related to viability of
BSNL. Shri K Satyanarayana, CHQ
President reminded that the company even
after 10 years of formation has not been
able to frame its own set of rules and
even HR functions have been separated.
The expertise in various fields such as
marketing, sales etc is missing. Shri Om
Veer Singh, CGMT UP (East), intimated
that we should with our full endeavor
try and improve the services, go in for
utilization of unutilized services and
try to take the organization to new
heights. The vote of thanks was given by
Shri Ram Janam Pandey, Circle President.
After
that in the delegate session, the
General Secretary replied to the queries
of the members to their satisfaction and
thereafter dissolution of the existing
Circle body was announced and election
of the Circle body was undertaken with
Shri P Venugopal, AGS (Finance) as the
election officer in which Shri Ram Janam
Pandey, Shri P.C.Rastogi and Shri
D.K.Srivastava were unanimously elected
as the Circle President, Circle
Secretary and Financial Secretary
respectively. |

Acadamy, Haldwani. The open session of
the conference was inaugurated by Shri

Central Minister of State Labour &
Employment Minister, Shri Vinod Barthwal,
President Samajwadi Party Uttarakhand
was the Guest of Honour and Shri. A.C.

him to attend the Open Session of 3rd
All India Conference at Kolkata on 30th
Dec'2010. Member(S) consented to attnd
the conference & on our query on IDA
Pension revision case, he informed that
reply to Cabinet Secretariat has been
prepared & sent to Hon'ble MOC&IT for
approval. He assured to early sending of
the reply to Cabinet after getting
approval from Hon'ble
MOC&IT. Regarding cancellation of Zonal
transfer of BSNL Executives based on ODI
list; Member(S) assured to look into the
matter. Regarding ITS Officer Absorption
issue; Member(S) informed that Cabinet
Note has been sent to Nodal Ministries
for clearance. On the other issues
related to viability of BSNL, Member(S)
assured his support to BSNL & advised
that BSNL should concentrate for earning

MEETING OF KERALA CIRCLE HELD ON
10/12/2010 AT TRICHUR :
CEC meeting of
AIBSNLEA, Kerala
Circle
was held in Trichur at Hotel Elite
International, on 10-12-2010. Com.K.S.Rajasekharan,
Vice-President (CHQ) and
Com. R.B.Athani, Org
Secretary(CHQ) South attended the
meeting. Com.K.F.Antony, Circle
President presided the meeting.
Com.P.Suresh, District Secretary
Trichur, (Host
Branch) welcomed the CHQ/ Circle
leaders and all the CEC members
present.
Com. T.K.Mangalanandan,
Circle Secretary, made his
reporting on all important events took
place after the last CEC on19-6-2010.
During the last six month's period,
four official meetings were held with
CGMT and
various issues were taken up.
Com.R.B.Athani,
Org.Secretary(South) addressed the
CEC and appreciated Kerala Circle
Organization for conducting CEC meetings
in regular intervals. He stressed the
need for strengthening the association
by increasing the membership base and
financial strength and accelerating the
organizational activities. The
achievements made by
the untiring efforts of
association during the last two
years
under the leadership of Com.Prahlad
Rai, GS, were explained in detail by
the Org. Secretary (South).
Com. K.S.Rajasekharan Nair,CHQ
Vice-President also emphasized the need
for making the organizational actions a
grand success.
CEC decided to refer the case of illegal
action of CGMT Kerala awarding dies-non
to AIBSNLEA members who availed leave on
the day of 7-9-2010 strike, in which
AIBSNLEA was not a party, and the matter
of unjustified inter-SSA transfer of
executives
from Ernakulam and Trivandrum
without counting period of service in
other SSAs for less than two years in
DOT period,
to
the CHQ for taking up at
appropriate higher level in Corporate
office. Com.V. Sunil Kumar, Finance
Secretary, reported
the finance position of Circle.
Com. Radhakrishnan Thampuran (
SDE, E-10B) Trichur,
retired on superannuation on 30th
of November 2010, was honored by the
Association. The valuable service
rendered by him to the association on
various capacities was remembered by the
members .

HRMS Package
Personnel cell of BSNL Corporate Office
has started the online follow up option
in HRMS package. It is an effort towards
the paperless working. The Executives
can send their problems/requests to the
Personnel cell by online mechanism by
visiting the BSNL HRMS Website
(www.myhr.bsnl.co.in).
By this mechanism the Executives are able to get the response
of Personal cell to their requests and
they can send the reminders to personnel

Circle Conference of AIBSNLEA Haryana
Circle at Kurukshetra;
GS, AGS(HQ),
AGS(F), Org. Secy.(N) attended &
addressed the Delegate / Open Session of
Third Circle Conference of AIBSNLEA
Haryana (HR) Circle at Kurukshetra. Sh.
A.K. Gupta, CGM HR Circle was the Chief
Guest in the Open Session. Sh. A.K.
Mittal, GMTD, Kurukshetra was the Guest
of Honor. Sh. A.K. Gupta in his address
apprised in detail the developmental
activities of HR Telecom Circle. He
apprised the concern of AIBSNLEA for the
viability of BSNL & its growth. He
agreed that ITS Absorption issue needs
settlement & BSNL Management, BSNL
Executives & Non-Executives should
concentrate for revenue earnings. The
financial Control on day to day
expenditure on Maintenance & Operation
work should be imposed in a justified
manner so as the services are not
affected. The BSNL Executives and
non-executives for making Three days
strike call a grand success. The success
of strike has diverted the attention of
Govt. / BSNL Management towards the
protest of BSNL Employees against wrong
policies of the government. JAC will
certainly neutralize the opportunity to
discuss the issues with Secy. (T). He
apprised in detail the status of HR
issues & the efforts being made by
AIBSNLEA for the settlement of pending
issues. He called upon the members for
making a success of Orgnisational Action
Programme of AIBSNLEA commencing w.e.f.
09.12.2010 against non-settlement of the
pending issues. Other CHQ Office Bearers
also requested to implement all
Organisational Action Programme
successfully & strengthen the
association by enrolling more & more

JAC Meeting after deferment of three
days Strike Call:-
Joint Action
Committee of BSNL Executives' &
Non-Executives Associations & Unions
held today and extended sincere thanks
to entire BSNL Executives' &
Non-Executives' for their whole hearted
participation in Three Days strike call
and making it's a complete success. JAC
appreciated the efforts of all CHQ /
Circle / Branch Level Office bearers of
all Unions / Associations for their
untiring efforts in mobilizing the
members for their active participation,
which made 80% participation through out
the country. The three days strike call
was mainly to protest against the wrong
policies of the government which are
adversely affecting the viability of
BSNL. JAC impressed upon for the true
implementation of decisions of the
meeting held on 20th April
2010 with Hon'ble MOC&IT in the presence
of DoT Administration & BSNL Management.
After the notice
was served for three days strike; CMD,
BSNL had three meetings with the leaders
of JAC and apprised the status & efforts
being taken for the settlement of JAC
demands mainly the issues comes under
the domain of BSNL i.e. finalization of
5.5 million GSM lines tender and the
BSNL Board decision for deferring the
implementation of DPE OM dated
02.04.2009 regarding increase in IDA
fitment benefit from 68.8% to 78.2 % in
view of the Dip in BSNL's Profit. Other
issues viz refund of 18,500 crores GSM &
BWA spectrum charges, 30% dis-investment
of BSNL, VRS to one lakh employees,
unbundling of last mile copper,
immediate absorption of ITS officers in
BSNL, revision of IDA pension of BSNL's
pensioners,
Effective and expeditious implementation
of programmes and projects (projects
like CDR, ERP, NGN etc), implementation
of government commitment on financial
viability of BSNL & all telecom services
to government department/ PSUs from
BSNL/MTNL etc are related to government
/ DoT policies. CMD, BSNL arranged a
meeting with Secy. (T) on 2nd
Dec'2010.
JAC leaders met Secy. (T) in the
presence of Member(S), CMD BSNL & some
other Senior Officers of DoT & BSNL.
Secy. (T) mentioned that he is very
much concern for the viability of BSNL
and he is spending one hour daily to
review the developments of BSNL. He
feels that BSNL existence is not only
needed for the survival of BSNL workers
but it is required in the greater
interest of the Nation. He categorically
told that BSNL is owning the social
responsibility and for which due support
from government is always available.
Even if on certain issues BSNL needs
government support may be sent to DoT
which will be duly examined & addressed
as per government policies. He further
mentioned that JAC may discuss the
problems, if any, at any time with him;
his doors are always open. During
informal discussions, he appraised in
brief the status of the issues raised by
JAC.
(i) Refund
of Rs.18,500 crores to BSNL, paid to
government towards 3G and BWA spectrum
:-
Secy.(T) mentioned that DoT took up the
issue with MOF but it was not agreed on
the plea violation of level playing
field. If it is considered the same
demand of refund will be raised by other
Telecom Service Providers.
(ii) ITS
Absorption Issue: -
Secy. (T) mentioned that he is equally
concern on the issue and it's a priority
issue for him. He apprised that a
cabinet note on this issue has been sent
to nodal ministries for
inter-ministerial circulation and
clearance is expected shortly,
thereafter it will be sent to cabinet
for approval.
(iii) IDA
Pension Revision of BSNL Pensioners: -
Secy.(T) informed that the cabinet note
was returned by the cabinet secretariat
to provide some more feedback from DoT
and it is being sent back shortly to
cabinet for consideration. He expected
early approval of the cabinet.
(iv) Procurement
of adequate mobile equipments:-
Secy.(T)
mentioned that BSNL Management should
take immediate necessary steps for the
procurement of GSM equipment. On the
issue of interference from
administrative ministry, he clarified
that generally there is no interference
in BSNL policy decision.
(v) Implement
government commitments on financial
viability of BSNL:-
Secy.(T) mentioned that BSNL should come
with the proposals where the DoT help is
needed for meeting social obligations of
the government in providing telecom
services in the rural areas of the
country. DoT in accordance with the
govt. policies will certainly extend the
required help. BSNL being the state
owned company has certain privileges and
customer faith that is to be best
utilized.
(vi) 78.2% IDA merger for wage revision w.e.f.
01.01.2007:-
Secy.(T) mentioned that BSNL Board is
competent to take decision on this issue
and JAC should have trust in it. On the
request of JAC for his kind intervention
for the implementation of DPE order for
78.2% IDA merger for wage revision w.e.f.
01.01.2007, he assured to look into the
matter.
While apprising the status of the issues
raised by JAC, Secy.(T) advised JAC to
have further discussions with CMD, BSNL
on other issues. Thereafter JAC leaders
met CMD BSNL and impressed upon for the
procurement of GSM equipments for next
one year and implementing DPE OM
02.04.2009 regarding 78.2% IDA fitment
benefit etc; CMD, BSNL during
discussions further apprised the status
of the issues raised by JAC and agreed
to issue record of discussions
accordingly an agreement reached for the
terms of settlement on 2nd
Dec 2010 at 10.00 PM. In view of the
written / verbal assurances of BSNL /
DoT administration; JAC unanimously
decided to defer the ongoing three days
strike call.
JAC struggle has successfully diverted
the attention of the government towards
the concern of BSNL's workers and BSNL's
viability. It has pave the way for
further discussions with DoT
administration on the issues related to
the viability of BSNL. We are confident
that JAC will fully utilize the out come
of the struggle for the survival of BSNL
and its workers. |

discussion he mentioned that 78.2 % IDA
fitment benefit issue has been discussed
in the BSNL Board Meeting two months
before but the BSNL Board advised to
implement DPE Order only when BSNL
starts earning profit and regarding
procurement of GSM equipment he
mentioned that 5.5 Million GSM lines
tender is going to be finalised very
soon because evaluation of
Techno-commercial bids is completed and
the evaluation of Financial Bids of this
tender is in process. Regarding other
issues i.e Refund of 18,500 Crores
Spectrum Charges, 30% Disinvestment of
BSNL, VRS to 1 Lakh Employees,
Unbundeling of BSNL's last mile copper
conductor, ITS Officers absorption, IDA
Pension revision of BSNL Pensioners,
Issuing instructions to all Govt.
Departments /PSUs to take Telecom
Services from BSNL, Reimbursement of
license fee and USO charges etc. he
mentioned that all these issues are
under the consideration of DoT and he
advised to meet DDG(SU) DoT to discuss
further the status of all these issues.
After
CMD's meeting, JAC analyzed the
developments & found that BSNL
Management is not ready to settle the
issues which comes under their perview
and Secretary(T)/Hon'ble MoC&IT are not
holding any meeting with JAC to resolve
the issues, it reflects the negligent
attitude of the BSNL Management and DoT
administration towards BSNL workers.
Hence, against the casual treatment of
BSNL Management / DoT Administration,
JAC decided to implement three days
strike a complete success. All the
Circle / Branch Secretaries are
requested to ensure successful
implementation of three days strike

29.11.2010: JAC Meeting with RLC:-
The Regional Labor Commissioner (RLC),
New Delhi called JAC leaders & BSNL
Management for conciliation Meeting
Today & discussed in detail the demands
of JAC & the view points of BSNL
Management on demands. After hearing
both the parties RLC appealed, JAC to
withdraw the agitation till the time
BSNL Management / DoT Administration
settle the demands. JAC requested RLC
that , in case the demands of JAC are
resolved, Three days strike call can be
withdrawn otherwise agitation will
continue. RLC issued notices to BSNL
Management / DoT Administration for
submitting their reply & attending a
meeting with him tomorrow at 11.30 AM.
RLC also invited JAC leaders for
discussion tomorrow at 1400 hrs. Since
there is no break through for the
settlement of JAC demands,
all the Circle / Branch Secretaries are
requested to mobilize and make three
days strike call a Grand Success. |
26.11.2010: CMD BSNL Called JAC Leaders:
CMD BSNL invited JAC leaders to discuss
about the Three days strike call &
demands. CMD in the presence of ED(F),
Sr. GM(SR), Sr. GM(Estt.),
PGM (Regulation), Sr. GM(ERP), PGM(CDR
Proj.) & other Senior Officers. CMD
BSNL discussed & apprised the Govt's /BSNL's
stand on the JAC demands i.e. 30%
disinvestment, VRS to One lakh
employees, Unbundling of BSNL Copper
Conductor are not being decided by Govt.
immediately. Regarding ITS absorption
issue, IDA Pension Revision; DoT is
pursuing with the Cabinet. Regarding
procurement of 5.5 million GSM lines
equipment BSNL is evaluating the
Financial Bids and shortly decision will
be taken. Regarding 78.2% IDA fitment
benefit; CMD further re-iterated that
issue will be considered when BSNL makes
profit. During discussion, JAC leaders
expressed serious resentment against DoT/BSNL
Management lack of concern for the
settlement of the demands & JAC Three
days strike call where the notice was
served one month before. JAC leaders
categorically
told that Administrative Ministry
should come out with concrete solution
of the demands & BSNL Management should
immediately implement 78.2% IDA fitment
benefit.
However JAC leaders will meet on Monday
to review the developments. All the
Circle / Branch Secretaries are
requested to mobilize for an active
participation to make Three days strike

22.11.2010:- JAC meeting:-

JAC meeting to discuss and decide the
strategies for successful implementation
of 3 days Strike call w.e.f.01 Dec 2010
to 03 Dec 2010. After detailed
discussions the following decisions were
taken unanimously:
1. The meeting reviewed about the Parliament March held on 15th
November 2010 and congratulated all for
making it a good success.
2.The meeting decided to make all preparations for making the
3 days strike from 1st
December 2010 a grand success.
3.The 3 days strike will continue from 06:00 A.M. on 1st
December and will end at 06:00 AM on 4th
December 2010.
4. JAC at Circle/SSA levels should meet immediately and make
preparations for joint campaign for the
success of the strike. They are advised
to contact sister trade unions etc for
getting support and solidarity. MPs,
MLAs, political party leaders etc. be
contacted for support and taking up the
issues at government level. Press
Conference be conducted to give wide

5. Organise demonstrations at all office/exchange premises on
29th November 2010 with
massive participation.
