The
Organisational Action Programmes Call given by
United Forum of BSNL Executives’ Associations
for Demonstrations & Mass Dharna w.e.f.
02.02.2009 has to be implemented with complete
success. 2nd Pay Revision Committee
recommendation notified by DPE, Govt. of India
and approved by BSNL Board were about to be
approved by DoT for issuance of Presidential
Directives but meanwhile CMD, BSNL called back
the proposal for review. It’s a insult to the
entire absorbed Executives’ in BSNL. BSNL
Management attempt to dilute the 2nd
PRC recommendations can’t be tolerated. BSNL
Management is
undermining
the strength of
Executives and wants to put them into maximum
disadvantageous situation i.e.
non-regularization of adhoc STS Executives on
the pretext of non-finalization of Group 'A'
RRs, non holding of DPCs to fillup vacant STS
posts and by diluting 2nd PRC recommendations
etc. It is
the high time to show executives strength by
implementing the organisational action
programmes. The agitation waves should reach to
BSNL Corporate Office, New Delhi. |

Associations served Notice
for
protest actions wef 2nd Feb to 6th
Feb.,09 against deliberate and calculated
attempt on the part of the BSNL Management to
withhold issuing of orders relating to
implementation of new IDA pay scales along with
fixation and payment of allowances in accordance
with the decisions of DPE, Govt. of India. The
following countery wide protest ations are to
be implemented

Lunch/closing hour demonstrations at
Corporate Office /CGM/SSA level on 2nd,
3rd and 4th Feb.,09
(B)
Full day Dharna at Corporate
Office/CGM/SSA level on 5th and 6th
Feb.,09.
In case necessary
orders are not issued by 6th Feb.,09,
the protest actions would be further intensified
by resorting to other programmes of
organizational actions.

Secretaries are rquested to mobilize for making
the Organisational Action Programme a complete

, President and GS, AGS SNEA (I) met the
concerned authorities of DOT for early issuance
of the Presidential Directive on 2nd
PRC report as recommended by BSNL Board. It was
informed that CMD BSNL has asked to return the
proposal to BSNL Management to review the
earlier recommendations in view of the present
financial health of the company. It was most
irritating and frustrating news to us since
yesterday afternoon everything was favourable.
It was also confirmed that DOT has sent the
letter to CMD BSNL in this regard today.
29.01.2009 :
GS, President, FS and GS, AGS SNEA (I) met CMD
BSNL. Dir (HRD), ED (Fin), GM (SR), GM (CA) and
GM (Commercial) were also present. We expressed
our serious resentment against calling back to
review the proposal on 2nd PRC which
was already recommended by BSNL Board to DOT for
approval. We strongly resented against such act
of BSNL Management to frustrate and demoralise
the absorbed Employees. We registered our
protest and categorically told that if the Govt.
decision on 2nd PRC and the BSNL
Board recommendations are diluted in any manner
it will not be tolerated and entire Executives
will be forced to go on agitation. CMD tried to
convince that BSNL profit is declining every
month and due to the financial health of the
company the earlier Board decision needs review.
We further mentioned that the growth and
financial health of the company depend on the
policies and decisions at top level. We are at
the Execution level wherein if any lapse or
failure is there, we can be held responsible but
that is not the fact. Our senior officers
leading the organisation are working under
uncertainty which is mostly affecting the
viability of BSNL. CMD mentioned that since
sufficient equipment is available in the field
units why we are failing in increasing the
BSNL’s market share. During discussions he
admitted that BSNL is failing in its marketing
and sales strategies. We appreciated his concern
and expressed our feelings that we are equally
concern for the viability of BSNL because the
survival of BSNL is the survival of our ‘Bread
and Butter’. But we can not compromise on our
salary which is already recommended by the
Government and on which our whole family
depends.
We resented
against non-finalisation of Gr. A RRs and
regularisation of adhoc STS officers in BSNL
despite of several assurances given in informal
/ formal meetings. We also expressed our
dissatisfaction against non-holding of the DPC
to fill up about 2500 DE’s vacant posts and
keeping away the Executives’ Associations from
the ambitious project of reviewing and
restructuring the business process, HR review,
sales and marketing etc. being carried out by a
consultant viz. Boston Consulting Group (BCG).
The views / suggestions of the Executives’
Associations which are important stake holder in
BSNL are not being called for, whereas the views
of the deputanists are only being taken into
account. CMD BSNL apprecited our concern and
directed the concerned officers to take
necessary steps in this regard.
In the above
background United Forum of BSNL Executives’
Associations has decided to launch
organisational action programmes immediately. The notice for the same will be
issued shortly. All the CHQ Office Bearers,
Circle/Branch Secretaries are requested to
mobilize for successful implementation of the
organisational action programmes to defeat the
ulterior motives of the BSNL Management. |

(a) Implementation of
hon’ble Delhi/Kerala High Court judgments on
1966 SDEs reversion case :
Since the case is returned
back from GM (Legal) with legal opinion, GM
(pers) confirmed the receipt of the legal
opinion in the matter and assured for early
implementation. We also impressed upon for
immediate action to be taken to start the DPC
from SDE (T) to DE (T) to fill up about 1350
vacant DE’s posts. GM (Pers) assured an early
action in this regard.
(b) Consideration of
request transfers of SDEs (T) / DEs :
We requested for early
issuance of the request transfer orders of SDEs
(T) / DEs and modification of transfer orders
of the Executives having less than 2 years
service. GM (Pers) assured to look into the
matter.
(c) DPC from JTO (T) to
SDE (T) against seniority-cum-fitness quota :
We expressed our serious
concern against delay in completing the DPC
process from JTO (T) to SDE (T) against
seniority-cum-fitness quota. GM (Pers) informed
that some Circles are yet to send the ACRs /
VCRs of the eligible JTOs for promotion. He
assured to expedite the DPC. |

spoke to the concerned officers of DPE and
inquired about issuance of IDA enhancement
orders. It is understood that 6.2% IDA
enhancement order will be issued in the next
week only. |

Board. It is understood that the case has been
examined by DDG (TPF), DOT and cleared by

clearance from Member (Fin) and Secy (T) the
case will be sent to Hon’ble MO C&IT for
approval. Thereafter only the Presidential
Directive will be issued by DOT. If everything
goes smooth we can expect issuance of
Presidential Directive in the next week. |

We

is pending with finance wing of DOT. We apprised
him that BSNL Executives will get allowances

(b) ITS Officers Absorption issue:
We
expressed our serious concern against delay in
completing the ITS officers absorption process
in BSNL/MTNL. We also discussed the statement of
ITSA representatives for not opting BSNL/MTNL.
Secretary (Telecom) mentioned that the IDA
Pension Revision case of BSNL pensioners has
been has been sent to Law Ministry for
clearance. As soon as the clearance received
from Law Ministry action will be taken expedite
the issue. He also mentioned that Shri Brijesh
Kumar, Ex-Secretary (Telecom) committee report
on ITS Officers retention in DOT and deployment
in other Ministries is also awaited. He further
mentioned that DOT is seized with the problem.
BSNL absorbees should not be worried in this
regard.
(c)
Problems
regarding new procedure of vigilance clearance:
We expressed our serious concern against new
procedure of vigilance clearance and the
problems being faced by employees who are
punished under minor/major penalties will not
get even pensionary benefits after their
retirement for the next 3/5 years. We requested
him to take up the matter with DO P&T for
modification. Secretary (Telecom) appreciated
our pleading and assured to look into the
matter. |

Pension and Department of Expenditure and they
do not have objection in allowing 50% IDA merger
with basic of pensioner since the expenditure on
account of this will be borne by DOT. He assured
that on receipt of the letter from DOE the order
will be issued immediately. |

(a) Finalisation of Gr. A RRs and regularisation of
adhoc STS Gr. A officers – We expressed our serious concern against delay
in finalisation of Gr. A RRs and regularisation
of adhoc STS Gr. A officers in BSNL. Dir (HRD)
informed that finalisation of Gr. A RRs work is
in progress and the efforts are being made to
regularise the adhoc STS Gr. A officers at the
earliest and to fill up the vacant JAG posts. He
called GM (SR) and had detailed discussions
regarding regularisation process. He assured an
early action in this regard.
(b) HR Integration in BSNL –
We requested an early decision regarding HR
integration in BSNL. Dir (HRD/Fin) assured to
look into the matter.
(c) AAO to AO pay fixation case –
We requested for early issuance of AAO to AO pay
fixation order. Dir (HRD/Fin) assured an early
action in this regard. |

him for release of 2nd Pay Revision Committee
Recommendations & discussed:-
(A)
We
expressed our dis-satisfaction against reducing
five categories of CPSUs i.e. A+, A, B, C, D to
A, B, C, D wherein BSNL was categorised A+ CPSU.
Secy DPE mentioned that Committee of group of
Secretaries after analysing the scales
recommended by 2nd PRC decided four categories
instead of five categories CPSUs justifying that
due to higher span of the Pay Scales it will not
give much difference. In the recent strike of
Oil Sectors CPSUs the demand of A+ category was
not accepted.
(B) E2, E3 pay scales to JTO & SDE equivalent
Executives and the E4, E5, E6 pay scales to
Sr.SDE, DE, DGM equivalent Executives-
In this
regard Secy DPE mentioned that Govt has notified
the IDA Pay Scales structure. The respective
CPSUs are to decide the scales to their
Executives. The above scales can be decided by
the BSNL Board itself which do not need the
approval of DPE. The IDA pay scales of Directors
& CMD only needs the approval of DPE.
(C) 50% IDA merger with
Basic of Pensioners and Pension Revision-
Secy DPE mentioned that in IDA Pay Scales no
such provision exists in view of the other
fitment benefits, allowances, perks and PRP etc.
As per PRC report the Performance Related Pay (PRP)
of any profit making CPSU can be from 40% to
200% which is not in CDA Pay Scale. The BSNL
Pension is as per Govt Pension Rules which is
under rule 37A, can be sorted out by DOT.
(D) Deferred Option from
CDA to IDA Pay Scales- Secy DPE
mentioned that no such provision exists in IDA
pay scales as per DPE guide lines. The issue is
to be resolved by DOT itself. |

regarding early issuance of Presidential
Directives for implementation of recommendations
of 2nd PRC. It was assured that as
per BSNL Board’s recommendations efforts are
being made for early action in this regard. It
is understood that BSNL Board has recommended
30% fitment benefit w.e.f. 1.1.2007. The E1A,
E2A,E9A IDA pay scales have been recommended for
approval of DoT / DPE. For pension contribution
, maximum of the IDA pay scales of E1 , E2 and
E9 will be taken to minimize payment to DoT by
BSNL. Presently the Transport Allowance has been
recommended at par with 6th CPC. The
arrears may be drawn 40% in the current
financial year and 60% in next financial year on
the lines of 6th CPC . A Committee
has been proposed under the chairmanship of Sh
Sunil Gupta, non official part time Board of
Director having the member Dir.(HRD), Dir
(Operations) and Dir (Fin) to decide the
modalities of Performance Related Pay (PRP).
Board has suggested to DoT for allowing BSNL
Board to decide the perks at their level. |

for getting the clarification issued on payment
of pension to BSNL employees by the Government.
The following items were also discussed with M(F):
1. Merger of 50% IDA for pension in BSNL: We
requested for allowing merger of 50% IDA for
payment of pension to pensioners in BSNL.
M(F) informed that the orders for payment of
pension to retirees by merging 50% IDA will be
issued within a couple of days by DOT on receipt
of clarification from DOE and DPE.
2. Revision of pension consequent on
implementation of 2nd PRC Report:
The Association
requested the M(F) to get the case expedited for
revision of pension on IDA pay scales as has
been done for CDA pay scales as per
recommendations of VIth Pay Commission. Member
(F) informed that he was aware of the case and
promised to do the needful in the matter at the
earliest.
3. Early issuance of Presidential Directive for implementation of 2nd
PRC Report: We
requested M(F) for early issuance of
Presidential Directive for implementation of 2nd
PRC Report as recommended by the BSNL Board. M(F)
informed that the case is under process and he
has instructed the concerned DDG to expedite the
case. |

GS, President met Secy. (T)
and thanked him for issuing the order regarding
Pension Liability of BSNL towards
pensionary benefit including family pension to
its employees and requested him for early
issuance of IDA pension revision order. Secy (T)
mentioned that as assured the order regarding
pension liability has been issued and the
efforts are being made to get clearance from Law
Ministry regarding revision of IDA pension. He
also desired that after solving both the issues
related to pension ITS officers should exercise
option for BSNL.
We requested for allowing
deferred option from CDA to IDA pay scale on
absorption in BSNL as assured in the
Presidential Order and for 50% IDA merger with
basic for pensioners. Secy (T) informed that he
has already discussed the matter with Member
(Fin) and he advised us to have the meeting with
Member (Fin) on the issues. |
12.01.2009 : GS, AGS (HQ),
Org. Secy. (N) met PGM (IR) and discussed :
(a) Declaration of result
of Accounts Exam for JTOs/SDEs (Civil/Electrical
Wing) – PGM (IR)
informed that the result of Accounts Exam is
ready and will be released shortly.
(b) Declaration of result
of LDCE from JTO (C/E) to SDE (C/E) –
PGM (IR) informed that the result of LDCE quota
is under finalisation. All concerned have been
asked to send valued copies to BSNL CO
immediately and simultaneously efforts are being
made to hold the LDCE in J&K Circle shortly.
(c) Recruitment of JAO &
JTO (C/E) – PGM (IR)
informed that presently BSNL Management has
decided to stop all recruitments till further
instructions.
(d) Views/Suggestions on
MTRRs – PGM (IR)
confirmed that the letter of United Forum
addressed to him has been received in this
regard but the internal discussions of the
committee are at preliminary stage. After
sometime United Forum will be given opportunity
to submit its view/suggestions in the matter.

GS discussed to PGM(BW), BSNL Corporate Office
and resented against diverting the
post of SE(Civil) offcie from
Ernakulam,
Kerla to other Circle. After detail discussions
PGM(BW) mentioned that due to administrative
reason the post of SE(Civil) is being diverted
to some other Circle but he assured that the
staff will not be dislocated from
Ernakulam.
We requested non-diversion of SE(Civil) post. We
will further take-up the case at the appropriate
level.

MEETING
WITH CMD,BSNL :-GS, GS, SNEA(I) met
CMD,BSNL and discussed as follows
1)
We thanked CMD,BSNL for arranging meeting
between Secretary ,DOT
and UF on 22/12/2008 and supporting the
issue of Pension. CMD informed that Secretary
,DOT has taken a bold decision in modifying the
DOT letter dated 15/06/2006 in this regard.

IMPLIMENTATION
OF 2nd PAY REVISION COMMITTEE (PRC)
REPORT :- The CMD informed
that BSNL Board has recommended for
implementation of 2nd PRC report. He
informed that on pay fixation 30% fitment
benefit will be available .We have requested him
for approval of E2 & E3 pay scales for JTOs
and SDEs & equivalent Executives. The CMD
informed that the presently Board has
recommended existing IDA pay scales hierarchy.
But simultaneously the demand of Higher pay
scale will be looked into. He assured that Board
recommendation will be sent to DOT for issuance
of Presidential directives shortly.3)
FINALISATION OF
GRROUP ‘A’ RR AND REGULIRISATION OF ADHOC
STS OFFICERS.:- We express serious
concern against the delay in finalization of
Group”A” RR and regularisation of adhoc STS
officers.-CMD assured an early action in this
regard. He also informed that suggestion of UF
to recruit Executives at JAG,SAG level to
Strengthen Marketing, HR Legel cell .this issue
was also discussed in the Board meeting of BSNL,
Modalities
for recruitment of these executives will
be finilised shortly. 4)
We requested the CMD to monitor the the
Expenditure on tours for attending the various
meetings and other revenue leakages. We have
suggested for utilization of video conferencing
for conducting meetings. The CMD hs appreciated
our feelings and appealed to concentrate on
increase of our market share in Urban and Rural
areas.

Special
General Body Meeting of Pune Branch at Pune
GS, AGS (PS/CSS/Others),
Org. Secy. (West) attended and addressed the
special General Body Meeting of Pune Branch at
Pune. Com. V.R.Deshpandey, Branch Secy. welcomed
the CHQ and Circle office bearers. In his
welcome address he discussed the local issues
like drastic reduction in vehicles, mass
transfer of Executives in Maharastra Circle and
some Circle and all India level issues. Com.
V.P.Kulkarni, CS, Maharastra Circle, Com.
Ramamurthy, Circle President, Maharastra and
Com. C.M.Saste, Org. Secy. (West) in their
address discussed the Circle and all India
activities and expressed their serious concern
against the new MVT instructions issued by BSNL
Corporate Office. Com. GS in his address,
