Meeting of AIBSNLEA, Tamilnadu Circle
held on 31-10-2009 in "Hotel Kanchi"at
Chennai
:
The Third Circle Executive Committee
Meeting was held on 31-10-2009 at
Chennai in "Kanchi Hotel" in a very
grand manner.
Unlike the previous two meetings, this
is a notable one as this time, Com.
Prahlad Rai, GS and Com. K.
Satyanarayana, President/CHQ attended
the meeting who visited Chennai in
connection with the Circle Conference of
Chennai Telephones.
Com. R.B.Athani,OS(South),Com.B.S.Reddy,
AGS(E) and Com. P.Venugopal, AGS(F) also
felicitated our meeting. Com. Sivakumar
presided the meeting. Com. Guru prasad
welcomed the gathering and the leaders
from the CHQ. He pleaded in relieving
the Accounts Comrades who were issued
transfer orders before three to four
months but not yet relieved. Our CHQ has
to look into this case, he requested.
Com. Paulsamy ACS remembered the martyrs
and one minute silence was observed.
Com. Athani,OS briefed our achievements
and the contribution of our Comrades in
saving the organization in Chennai
telephones. Com. B.S.Reddy,AGS explained
in short the approach of our leadership
in convincing the Administration towards
the settlement of the problems. He
stressed the necessity of the change of
our attitude. Com. P.Venugopal,AGS(F)
appreciated our effort and the
functioning of our Circle. He spoke on
the mode of working of the Corporate
Office which needs immediate change.
Com. Satyanarayana, President/CHQ
greeted our CEC meeting and explained
the present trend of BSNL. The effort
taken by the CHQ in settling the
problems of various Executive Cadres was
well focused in his speech.
GS finally spoke in length about all the
issues we settled for the last four
years and the promotions we ensure to
our Executives through Time Bound and
post based Promotions. Creation of posts
in thousand in major cadres like JTO/SDE/DE/AO/Sr.AO
and successive declaration of
notification for LICE/LDCE examinations
are the task we won in the recent past.
The settlement in implementing the
second PRC recommendations and payment
of 100% Pay arrears became possible only
through joint approach of both AIBSNLEA
and SNEA. The United Forum and the Joint
Forum recognize our leading role in all
the activities and the programs. He
exposed the reasons for the delay in the
settlement of our genuine demands like
78.2% IDA benefit, MT RR etc. The
non-committal of the ITS officers over
their absorption should not be
permitted. They will work with full
commitment if they come to BSNL as
absorbed otherwise they will become a
hurdle across the survival of BSNL, he
added with concern.

CGM SPOKE IN DETAIL ABOUT
THE NECESSITY FOR MAINTAINING EFFECIENT
SERVICE AT THIS SITUATION AND THE
IMPORTANCE OF ATTENDING THE FAULT WITHIN
A DAY AND SOUGHT OUR CO-OPERATION IN
ACHIEVING NEW PLANS TO BE INTRODUCED IN
DUE COURSE IN OUR CIRCLE. HE ALSO
OPTIMISTICLY OPINED THAT NOTHING WAS
IMPOSSIBLE WHEN THERE WAS STRONG WILL TO
ACHIEVE ANYTHING. HE FIRMLY BELIEVED
THAT BSNL WOULD EMERGE A STRONG BACK-
BONE IN PROVIDING TELECOM FACILITIES
AMONG ALL THE OPERATORS, WHEN WE WERE
COMMITTED TO WORK TOGETHER AND
WHOLEHEARTEDLY.
GM(F) SPOKE ABOUT THE
REDUCTION OF EXPENDITURES IDENTIFYING
THE AREAS AND THE PRESENT CONDITION OF
OUR BSNL. HER SPEECH REFLECTED THE
HUMANITARIAN APPROACH TO BE OBSERVED
WHILE HANDLING THE ISSUES RELATED WITH
THE STAFF. SHE EMPHAZISED THAT
EXPENDITURE REDUCED WAS EQUIVALENT TO
INCOME EARNED AND URGED TO CURTAIL
UNNECESSARY EXPENSES WHICH DID NOT HAVE
ANY PRODUCTIVE RESULTANT AND HOPED TO
OPTIMIZE THE RESOURCES TO THE FULLEST
EXTENT.

26.10.2009 : GS, AGS (HQ), AGS (F) and
Advisor-I attended meeting with BCG
representatives.
GM (Restr)
explained the reason for which the
meeting was convened mainly to apprise
about the projects implementations and
its outcome e.g. Project Shikhar,
Project Udaan, Project Kuber and
Enterprise Business. BCG representatives
explained that implementation of all
these projects has increased the number
of retailers, broadband connections,
recovery of outstandings and business
earned through Enterprise Business etc.
We mentioned that BCG's role should be
clearly defined and its complete report
regarding restructuring should be
discussed with the Unions / Associations
before its implementation. We also
mentioned that the restructuring in
rural areas bifurcating in the name of
fixed assets, mobile service and
Enterprise business cannot be separated
from SDOT due to shortage of staff. We
also pleaded that Executive Directors
should be posted on zonal basis to have
effective role in Circles. We also gave
many suggestions to make VAS and other
new services more popular to earn profit
to BSNL. GM (Restr) assured to look into
the suggestions. |
23.10.2009 : GS, AGS (HQ), AGS (F) met
Dir (HR) and discussed :
(a) Modification in BSNLMS RRs of
C/E/Arch wing Executives :
We requested to modify BSNLMS RRs of
C/E/Arch Executives wherein diploma
qualification Executives have been
debarred from EE (C/E/Arch) promotion.
We requested to avoid the discrimination
with the executives of Telecom Engg and
Finance. BSNL Management has already
given parity with JTO/ SDE (T) to these
executives with respect to the
designation pay scale and qualification
but now how they can be discriminated on
promotional avenues. Hence all existing
executives of C/E/Arch and other
services should be allowed to be
promoted to STS equivalent posts. Dir
(HR) mentioned that the matter is under
consideration as earlier explained by
the Association that more than 200 adhoc
EEs will be facing reversion with
present BSNLMS RRs but meanwhile some
court cases have sub judice the matter.
However he assured to look into the
matter. We appeal all executives
(C/E/Arch) and other services to wail
for the review decision of the BSNL
Management and restrain from the court
cases.
(b)
Continuous deprivation of senior
executives of Telecom Engineering wing :
We
apprised about the continuous
deprivation of senior executives of
Telecom Engineering wing who were
promoted to SDE cadre in 1990 DPC and
are drawing less salary than juniors who
promoted in 1993 and 1994 DPCs, which
still remains unresolved. BSNL CO is
fully aware that out of the entire
executive community a small group of
about 800 executives have not and will
not get any benefit from the time bound
executive policy. We requested for
granting the second time bound promotion
after 4 years instead of 5 years for the
executives who got one time bound
promotion before 01.10.2004 to avoid the
anomaly. Dir (HR) marked our letter to
GM (SR) to examine and put up the case.
(c) DPC from JAO to AO :
We expressed our serious concern against
delay in completing DPC process from JAO
to AO : Dir (HR) assured to look into
the matter.
(d) Regularisation of adhoc CAOs :
We resented against delay in
regularisation of adhoc CAOs. Dir (HR)
immediately spoke to GM (FP) and
directed him to expedite the process.
(e) Review of ACP withdrawal - case of
PA/PS of CSS, BSNL CO :
We requested to consider the review of
ACP withdrawal case of PAs / PSs of CSS,
BSNL CO as per Shri Pradeep Nagpal, GM,
BSNL CO Committee recommendation. Dir
(HR) assured to look into the matter.
(f) Implementation of DPE OM dated
02.04.2009 :
We expressed our serious concern against
non-implementation DPE OM dated
02.04.2009 and not revising the
transport allowance and special
allowance of Executives. Dir (HR)
further mentioned that these issues can
be settled only when BSNL earns profit.
We pleaded that curtailing the salary
benefit and stopping revision of
allowances of executives in BSNL is not
going to profit BSNL in any way but BSNL
Management should concentrate for
improving the quality of service and its
growth. |

sad demise of Shri P.S.Saran, Ex. Secy
(DTS), who breathed his last on

EXECUTIVES OF KARNATAKA CIRCLE MEETS CMD,
BSNL AT BANGALORE :-
We welcomed
him to the Garden City, Bangalore by
presenting Bouquet. The CMD has
inaugurated "PRE-PAID BROAD BAND
SERVICES" (First of its kind in ASIA)�.Click

We thanked him for regularizing 280
Adhoc DETs. The CMD informed that
further regulerisation of Adhoc DETs
will be taken up immediately after
resolving legal issue. Shri P Raghavan
CGM,KTK,Shri Shubhendu Ghosh PGM, BG-TD
and Shri Chandramouli GM(HRD/ADM) and
Shri Jagannath Rao GM(D) were also
present in the meeting. The following
issues were discussed.
(a) ITS ABSORPTION
:
We expressed our serious concern against
delay in ITS absorption. CMD informed
that the Secretary DOT has called a
meeting in this regard.
(b) BENCH MARK FOR THE PROMOTION TO DGM
(REGULAR) :
We requested for Relaxation of bench
mark (4-very good and 1-good) while
considering promotion to JAG. CMD
informed that then we have to review all
the bench marks from JTO and above
cadres. In future , performed based
incentives will be introduced.
(c) REVISION OF LAND LINE TARIFFS :
We have informed that land lines are
surrendering in large no. as subscriber
are comparing the land line tariff with
Mobile tariff which is very very low
tariff. CMD hinted to review land line
tariff also.
(d) APPROVAL OF E1A, E2A REVISED IDA PAY
SCALES IN BSNL:
We expressed our serious concern against
delay in approving the E1A, E2A revised
IDA pay scales in BSNL. CMD informed
that we have sent to DOT/DPE for
approval.
(e) POSTING OF JTOs IN THE ONGOING
OUTSIDE RECRUITMENT:
We informed that Corporate Office has
allotted only 213 JTOs as against 1900
vacancies for Karnataka Circle. CMD
informed that this time care will be
taken to allot more no. of JTOs. |

The CBI
on Thursday searched offices of the
Department of Telecom in connection with
alleged irregularities in allocation of
2G spectrum to some of the new players.
CBI sources said a team of its sleuths
were conducting searches at the Sanchar
Bhawan in New Delhi after registering a
case in this connection last evening.
But Union Telecom Minister A Raja, under
scanner for the alleged irregularities,
denied any rules were violated and said
he won't resign. "All decisions on
allocation of 2G spectrum has been taken
as per TRAI recommendations and as per
approval of the Prime Minister. There is
no question of resignation," he said.
But the CBI sources said that all
records pertaining to the allocation of
spectrum to new players in January 2008
will be taken to see if there were
irregularities in the process. None of
the DoT official was available for
comments. In 2008, eight new players
were given licenses along with bundled
4.4 MHz spectrum to start mobile
services. The telecom ministry had come
under attack for doling out spectrum
very cheap compared to its actual market
value. CVC had recommended a CBI probe
into the procedures followed for
selecting companies for giving 2G
spectrum. Eyebrows were raised when two
of the new players - Unitech Wireless
Services and Swan Telecom -- sold part
of their stake at huge premium within
days of getting the licenses. The
government had given telecom license
along with start up spectrum at Rs 1,651
crore for pan-Indian services. |

and discussed :
(a) DPC from JAO to AO :
We expressed our serious concern against
delay in completing the DPC process from
JAO to AO. GM (Pers) informed that the
case was sent to the CMD BSNL for
approval but some queries have been
raised which are being replied shortly.
We requested him to re-submit the case
to CMD BSNL for early approval of the
DPC. GM (Pers) assured for early sending
of the case.
(b) 1999 JAO batch DPC :
We requested for allowing DPC from JAO
to AAO of 1999 batch on retrospective
date. GM (Pers) confirmed that the case
has been received from SEA section for
comments and shortly the comments will
be given.
(c) Officiating
promotion to fill up DGMs (F) vacant
posts from adhoc CAOs :
We requested to allow adhoc CAO to DGM
(F) officiating promotion. GM (Pers)
further assured to discuss the matter
with GM (FP).

met GM (Rectt) and discussed :
(a) Declaration of
JTO (T) outside quota exam result :
GM (Rectt) informed that the result is
at final stage and he expected that it
will be declared in the next week.
(b) Postponement
of JAO part-II exam :
GM (Rectt) informed that till date no
Circle has demanded postponement of JAO
part-II exam. He advised all
participants to prepare for the
examination. There is no scope to
postpone the exam date.

OS (North) and AFS met PGM (Elect) and
congratulated him on assuming the high
office
of PGM (Elect), BSNL CO. PGM (Elect)
assured his full cooperation.
We discussed about regularisation of
adhoc EEs (Elect).
PGM (Elect) informed that as per new
BSNLMS RRs adhoc EEs (Elect) having
Diploma qualification are facing
reversion. He mentioned that the matter
is being sent to the BSNL Management for
necessary guidance. We informed him
about the efforts of the association
being made to get modified the BSNLMS
RRs for the executives of C/E/Arch. PGM
(Elect) assured to take up the matter
with competent authority for
modification of RRs. |

regularisation process is held up due to
missing ACRs of 170 eligible CAOs. All
Circles have been requested for early
sending of missing ACRs.
(c) 1999 JAO batch DPC :
We
requested to implement DOT order by
conducting 1999 JAO batch DPC. GM (FP)
assured to send the case to the
competent authority for allowing DPC on
retrospective date.
(d) Request transfers of AOs/CAOs :
We requested for issuance of request
transfers of CAOs/AOs who have completed
2 years stay at one station. GM (FP)
mentioned that competent authority has
advised to issue transfer and posting
orders in the month of March every year.
Accordingly transfer cases will be
considered in March 2010. We further
stressed to consider all cases of
Executives who have completed 2 years
tenure at one station in the month of
Sept-Oct 2009. |

CONGRATULATIONS !
AIBSNLEA's persistent efforts yielded
result in getting released the
Order for
Regular Promotion of 280 adhoc STS
Executives [Telecom]
to the STS equivalent grade in the IDA
scale of Rs. 29100-54500/=. We are
making efforts for DGM's DPC at the
earliest. In second phase to complete
the regularisation of 2400 DEs efforts
are being made to get the issue resolved

15.10.2009 : GS, President, AGS (HQ),
AGS (F), FS and OS (N) met GM (Pers) and
discussed :
(a) Regularisation of adhoc DEs :
We expressed our serious concern against
reducing the number of DEs regularised.
GM (Pers) explained that the undisputed
TES Gr. B Seniority lists No. 1 and 2
have been operated. Lists No. 3,4,5 of
DEs adhoc could not be operated in view
of Hon'ble Supreme Court's stay order
and DOT's directions. He mentioned that
BSNL is impleading in Hon'ble Supreme
Court to get clarification in this
regard. Thereafter only 2400 adhoc DEs
will be regularised. We pleaded that
even without getting clarification from
Hon'ble Supreme Court the regularisation
of 2700 DEs could have been completed.
(b) Implementation of Hon'ble Ernakulam
CAT interim order :
GM (Pers) mentioned that the interim
order issued by Hon'ble Ernakulam CAT in
the case filed by AIBSNLEA has been
implemented and the date of submitting
application for MT exam is extended up
to 23.10.2009. He advised that willing
candidates may apply to their nodal
officers immediately. He also mentioned
that BSNL CO will try to get transferred
the case in Principal Bench CAT, New
Delhi.
(C) Posting on promotion to 61 JTO (C)
to SDE (C) of LDCE quota :
GM (Pers) informed that the ST
Commission has intervene in the matter
hence the whole case has been sent to
the ST Commission to examine the
implementation of roster. |

14.10.2009 : GS, AGS (C/E/Arch/TF) met
PGM (BW) and discussed :
(a) Regularisation of adhoc EEs (C) :
PGM (BW) mentioned that as per BSNLMS
RRs the existing 90 adhoc EEs (C) having
diploma qualification will be facing
reversion. The issue has been brought to
the notice of competent authority and on
final advice the action will be taken in
this regard.
(b) Training to new JTOs :
We expressed our concern against delay
in starting the training to recently
promoted departmental JTOs from
Draftsmen. PGM (BW) informed that the
syllabus / course for JTO training is to
be finalised and the faculty in ALTTC/RTTCs
is to be created. In this connection
shortly the action is being taken. He
also confirmed that the outsider JTO
(C/E) to fill up about 200 JTO (C) and
200 JTO (E) posts examination result is
being declared in the next week as
assured by GM (Training).
(c) Posting of 61 SDEs of LDCE quota :
We expressed our serious concern against
delay in issuing posting and promotion
order of 61 SDEs of LDCE quota. PGM (BW)
mentioned that the case has been sent to
GM (Pers) for necessary action and it is
understood that SC/ST Commission has
intervene in the matter to ensure proper
filling up of SC/ST quota vacancies of
LDCE. He expected that shortly some
decision will be taken by the competent
authority.
14.10.2009 : GS, AGS (C/E/Arch/TF) met
GM (Estt) and requested for early
implementation of ACP withdrawal review
committee report.
GM (Estt) informed that the comments of
GM (Pers) on the report has been
received and being sent shortly to
competent authority for decision. |

GS, AGS (Fin) met GM (Restructuring) on
09.10.2009 and discussed :
(a) Staffing norms recommended by BCG if
any :
We wanted information regarding staffing
norms recommended by BCG if any and the
status of regularisation of adhoc STS
level executives' case sent by SEA Cell
for comments as directed by CMD BSNL. GM
(Restr) informed that presently BCG has
not recommended any staffing norms but
as advised by Dir (HR) and CMD BSNL, BCG
has been advised to submit their
recommendations on staffing norms and
she clarified that the SEA Section in
this regard has been replied
accordingly.
(b) BCG recommendations on restructuring
at SSA level :
We apprised GM (Restr) that vertical
bifurcation of mobile, fixed assets and
EB as implemented in BSNL CO and Circle
level may cause operational difficulties
at SSA level if implemented because in
rural areas of SSAs that much of man
power will not be available which may
adversely affect the maintenance work
and growth of BSNL. GM (Restr) explained
that the vertical bifurcation will not
be implemented in rural areas of SSAs
and while deciding staffing norms the
opinion of Unions and Associations will
also be taken into consideration.
13.10.2009 :
GS, AGS (Fin) met GM (FP) on 12.10.2009
and discussed :
(a) Regularisation of adhoc CAOs :
GM
(FP) confirmed that the comments of GM (Restr)
on this issue have been received and
shortly the case will be sent to
competent authority for approval for
regularisation.
(b) DPC from JAO/AAO to AO :
We expressed our serious concern against
delay in completing the DPC process. GM
(FP) informed that in the first phase of
DPC to fill up about 250 AOs posts work
is completed and has been sent to
competent authority for approval. He
expected to issue promotion order by the
end of this week if the competent
authority approval is received. He
assured that second phase DPC is in
progress and will be completed along
with regularisation of adhoc CAOs.
(c) Consideration of request transfers
of AOs/CAOs :
GM (FP) informed that the request
transfers of AOs/CAOs will be considered
in the month of March 2010 only as
directed by the competent authority.

(a) Regularisation process of adhoc DEs
:
We expressed our serious concern against
delay in completing the regularisation
process of adhoc DEs. GM (Pers) informed
that still some DEs CRs are missing and
Management is to decide action based on
Hon'ble Supreme Court judgment, DOT
directives and Association
representation with respect to seniority
of 270 adhoc DEs.
(b) DPC from SDE to DE adhoc :
GM (Pers) informed that the reply to
Hon'ble J&K High Court against stay
order has been filed and hearing date is
expected shortly. He mentioned that he
will be calling applicants to BSNL CO to
discuss their grievance and will try to
settle amicably.
(c) Consideration of request transfers
of SDEs / DEs :
GM (Pers) assured to look into the
matter.
(d) Decision on ACP withdrawal review
committee report :
GM (Pers) informed that he has studied
the report and shortly being sent to GM
(Estt) for further action.
(e) DPC from JTO (T) to SDE (T) :
We requested to initiate the DPC to fill
up vacant TES Gr. B posts of
seniority-cum-fitness quota to remove
the stagnation of JTOs promotion. GM
(Pers) informed that the DPC process is
being shortly initiated to fill up about
2000 TES Gr. B vacant posts of
seniority-cum-fitness quota.
(f) Modification in BSNLMS RRs :
We expressed our serious concern against
debarring diploma qualification SDEs/JTOs
(C) to the promotion of EE (C) in
violation of DOT RRs and DOP&T
instructions. GM (Pers) mentioned that
the concern of the Association is well
taken and the matter has been discussed
with PGM (BW), PGM (E) and PGM (Arch) to
wait for some time to reconsider the
matter and not to revert any EE
(C/E/Arch) of Diploma qualification. He
assured to look into the matter.
13.10.2009 :
GS, AGS (C/E/Arch/TF) met GM (Rectt) and
discussed :
(a) Declaration of result of JTO (T)
outsider examination :
GM (Rectt) informed that JTO (T)
Outsider result is being completed and
shortly will be declared.
(b) LDCE to fill up about 4500 TES Gr. B
vacant posts :
GM (Rectt) informed that examination
agencies are being appointed to conduct
the exam. In case no examination agency
comes forward to conduct the exam, BSNL
will hold the exam on its own.
(c) Review of JTO (E) to SDE (E) LDCE to
fill up required posts :
GM (Rectt) informed that the matter was
processed to the competent authority but
to review the LDCE result was not
agreed. He mentioned that if the case
is processed by PGM (E) for holding of
nest LDCE to fill up vacant SDE (E)
posts of LDCE quota we are in a position
to conduct the fresh exam within a
period of 6 months. |
13.10.2009 : AIBSNLEA succeeded in
getting Interim Order from Hon'ble
Ernakulam CAT regarding Internal MT
Recruitment of BSNL. Shri T.K.
Mangalanandan, Branch Secretary,
AIBSNLEA Ernakulam Branch (Kerala
Circle) and some of the members have
filed an OA (No. 690/09) before the CAT,
Ernakulam Branch challenging the 'MTRR'
on 12.10.2009, which came up for
admission on 13.10.2009. The Hon'ble
Tribunal has issued Interim Orders in
favour of the applicant as follows :
"We
direct that the respondents shall accept
the applications of the applicants in
terms of Annexure A2 notification if
they are submitted within 10 days from
today and they shall be treated as
applications received within the due
date. The applicants shall also be
admitted provisionally in the aforesaid
examination. Since the applicant in this
OA is the Secretary representing certain
class of employees, we also direct that
if any applications are received from
similarly situated person, they shall
also be admitted in the examination
provisionally".
In view
of the Hon'ble CAT, Ernakulam's Interim
Order, all members are advised to apply
for aforesaid examination by 23rd
October 2009. It is the outcome of
AIBSNLEA's determination.

met Director (HR) and discussed :
(a) Implementation of DPE OM dated
02.04.2009 and revision of transport
allowance :
We expressed our serious concern against
delay in implementing DPE OM dated
02.04.2009 regarding IDA fitment benefit
from 68.8% to 78.2% and revision of
transport allowance. Director (HR)
mentioned that due to continuous dip in
the BSNL's profit it is difficult to
implement DPE order as well as revision
/ increase of transport allowance and
other perks. He appealed that let the
people work hard to make BSNL profit
making, then only the above issues can
be considered. We pleaded that DPE OM
dated 02.04.2009 is the part of complete
salary package of revised pay scales
which is issued by DPE on the
recommendations of Group of Ministers
and Cabinet approval. This cannot be
delayed in the name of BSNL's profit. We
also mentioned that BSNL Management, in
calculative manner, has not revised the
transport allowances of executives
because majority of JAG and above
officers have been provided vehicles. He
assured to discuss the matter in BSNL
Management Committee further.
(b) Absorption of ITS Gr. A officers in
BSNL :
We mentioned that if the absorption
process of ITS officers in BSNL is
completed, BSNL can make the profit. ITS
officers after absorption may work with
full commitment and devotion in BSNL. We
also pleaded that BSNL Management should
mount pressure on DOT to finalise the
absorption process. Dir (HR) mentioned
that the issue is in active
consideration to the Govt. and BSNL
Management is also making efforts to
complete the process. But the issue is
not very simple because despite the
efforts of DOT, ITS officers have not
exercised option for BSNL and recently
against DGM recruitment, stay order is
availed in Allahabad CAT and now BSNL
Management has postponed the DGMs
examination till further order. We
expressed our dissatisfaction against
BSNL Management's partition attitude.
(c) Pay fixation under FR-22 (I) A (i)
to JTO (Offg) :
We requested for implementation of
Kerala High Court judgment regarding pay
fixation of JTO (Offg.) under FR-22 (I)
A (i). GM (Estt), present in the meeting
informed that the matter is under
consideration.
(d) Modification in BSNLMS RRs of JTOs/SDEs
(C/E/Arch) :
We expressed our serious resentment
against debarring Diploma qualification
JTOs/SDEs (C/E/Arch) wings to the EE
promotion, which is against the DO P&T
and CPWD guidelines. Dir (HR) assured to
look into the matter and advised to
represent the case again through GM
(Pers).
(e) Revision of pay scales of AD (OL) as
per 6th CPC recommendations :
We requested for early revision of AD
(OL) pay scale as per 6th CPC
recommendations and endorsed by DOT. Dir
(HR) assured to look into the matter.
(f) Improper implementation of BCG
recommendations :
We expressed our serious resentment
against the improper implementation of
BCG recommendations regarding BSNL
employees' service matters and BSNL's
operational and maintenance work. We
mentioned that vertical separation of
BSNL Mobile, Fixed Assets and Enterprise
Business etc. may be possible at HQ /
Circle level but it will not be
practically possible in the SSAs where
all these works are being dealt by one
SDE. Hence BCG recommendations need full
deliberation. Dir (HR) assured to look
into the matter. |
07.10.2009 : Recruitment of Management
Trainees :
AIBSNLEA strongly oppose the Management
Trainees recruitment through internal
quota i.e. 25% based on age and
qualification. As per DoP&T instructions
any internal departmental examination
cannot debar existing officers /
executives to appear in examination
based on age and qualification. Age and
qualification can be the eligibility
criteria for outside recruitment of MTs
i.e. 25%. BSNL Management has
arbitrarily notified the MTRR for
internal and outside quota, wherein DOT
recruited Executives and absorbed in
BSNL are debarred to appear in internal
quota of MTs. To protest against
arbitrary notification of MTRR, it is
decided to take the course of legal
actions. Our Branch Secretary, Ernakulam
Branch Com. Mangalanandan (Mobile :

Ernakulam CAT shortly. Interested

07.10.2009 : JOINT FORUM MEETING
: Joint Forum of BSNL Non-Executives /
Executives Unions / Associations met on
07.10.2009 and discussed the issues
related to viability of BSNL. Joint
Forum expressed its serious concern
against the media news regarding forming
of National Optical Fiber Authority (NOFA)
and transferring of 2 lacs BSNL
employees to it. Joint Forum strongly
protested and demanded immediate
withdrawal of DOT order issued on
24.09.2009 for appointment of SAG level
officers from DOT on deemed deputation
basis to BSNL. It was also demanded that
absorption of ITS officers in BSNL
should be completed before 31.12.2009 as
assured by the CMD, BSNL. The piecemeal
implementation of BCG recommendations
without consulting the Unions /
Associations was strongly opposed. Joint
Forum decided to discuss the issues e.g.
sharing of infrastructure / Towers with
Private Operators and some other issues.
Joint Forum leaders also expressed their
serious concern against non-settlement
of Non-Executives wage revision and
promotion policy. Com. V.A.N.Namboodiri,
Convener assured to take up all these
issues immediately at the appropriate
levels. The meeting was chaired by Com.
GS, AIBSNLEA. Representatives of all the
constituent Unions / Associations of
Joint Forum attended the meeting and
they assured that for common issues to
safeguard the interest of BSNL, they

are being made to complete the ACRs and
to complete the DPC.
(b) DPC from SDE (T) to DE
: GM (Pers) informed that reply to
Hon'ble J&K High Court has been filed.
Next date of hearing is expected shortly
to get vacated the stay order against
the DPC.
(c) DPC from JTO to SDE (T)
: GM (Pers) informed that shortly the
notification for LDCE to fill up about
4000 SDEs (T) posts is being issued.
Simultaneously the DPC process to fill
up seniority-cum-fitness quota of SDEs
(T) posts is also being initiated.
(d) Consideration of request transfers
of SDEs/DEs from ALTTC, Ghaziabad
: GM (Pers) informed that yesterday he
has discussed the matter with CGM, ALTTC,
Ghaziabad and now CGM, ALTTC has agreed
to relieve the SDEs/DEs on request
transfer provided substitutes are given.
He assured for early issuance of the
transfer orders.
(e) Posting of DEs / AGMs in BSNL CO
: GM (Pers) advised us to suggest some
volunteers to be posted in BSNL CO as
AGMs. |

interference of BCG on day to day
service matters. BSNL Management on the
pretext of BCG recommendations is
harming the interest/ career prospects
of BSNL Executives' in a calculative
manner. Any consultant recommendations
on service matters/Operational matters
can be implemented after through
discussions with the Unions/
Associations and with the approval of
BSNL Board / Administrative Ministry. No
piecemeal recommendations should be
implemented to harm the BSNL
Executives'/Employees and company.
(c) Consideration of request transfers
of AOs/CAOs
:
GM (FP) informed that now
the request/tenure transfers cases will
be considered in March 2010 except some
compensate ground cases. |
