31.12.2008 : GS, President
and GS, AGS SNEA (I) met CMD BSNL and discussed
–
(a) Recruitment of DGMs
and Executives at JTO level in Marketing, HR,
Sales, Finance, IT and Legal Cells etc. –
We submitted our
suggestions in this regard and requested to fill
up all vacant JAG posts by promoting adhoc STS
officers after their regularisation. CMD assured
to look into the matter.
(b) Implementation of 2nd
PRC recommendations –
We requested for early implementation in this
regard and to decide E2 and E3 grade pay scales
to JTO and SDE equivalent Executives instead of
in-between scales. CMD assured an early action.
(c) Finalisation of Gr. A
RRs – We requested
for early finalisation of Gr. A RRs and
regularisation of adhoc STS officers. CMD
assured an early decision.
(d) CMD expressed his
serious concern against sliding down of BSNL’s
market share and appealed for making efforts to
increase market share in urban as well as rural
areas. He also emphasized to have separate
maintenance & operation networks for land line
and GSM connections as well as to strengthen the
marketing and sales wings by providing willing
and expert staff. We assured him our fullest
cooperation in this regard. |

Office Bearers & Advisors Meeting of AIBSNLEA,
which was scheduled to be held on 7-8 Jan 09 at
New Delhi is postponed due to some unavoidable
reasons till further notice.

30.12.2008 : GS, President and GS, AGS SNEA (I)
met Dir (HRD) in presence of GM (Pers), GM (SR)
and discussed :
(a)
Framing of Gr. A RRs –
We expressed our serious concern against delay
in finalisation of Gr. A RRs and regularisation
of adhoc STS officers in BSNL. We strongly
opposed debarring existing Executives to the
promotion against STS posts on the pretext of
qualification etc. Dir (HRD) assured to look
into the matter.
(b) 1966 SDEs (T)
reversion case – We
requested for immediate implementation of
Hon’ble Kerala High Court and Delhi High Court
judgments wherein Courts have quashed the
reversion order issued by DOT. GM (Pers) assured
for early implementation of the Court order.
(c) DPC from SDE (T) to DE
– We requested to
initiate the DPC to fill up 1350 DEs posts (as
approved by Dir HRD). GM (Pers) assured that as
soon as the TES Gr. B seniority list is revised
based on hon’ble Kerala and Delhi High Court
judgments in 1966 SDEs reversion case, the DPC
process will immediately be initiated.
(d) DPC from JTO (T) to
SDE (T) – We
expressed our serious concern against delay in
completing the DPC process from JTO (T) to SDE
(T). GM (Pers) mentioned that the ACRs of the
eligible JTOs have been called from Circles but
the same are not received. Dir (HRD) advised him
to expedite the DPC at the earliest.

30.12.2008 : Implementation of 2nd Pay Revision
Committee recommendations – GS, President and
GS, AGS SNEA (I) met GM (SR) (member Committee)
and discussed regarding implementation of 2nd
Pay Revision Committee recommendations. GM (SR)
informed that the committee recommendations on
2nd PRC were submitted to BSNL Management
Committee in the last week itself but the
discussions could not be completed. Now the same
will be discussed in tomorrow’s BSNL Management
Committee meeting and will be sent to BSNL Board
for approval which is scheduled to be held on
7th Jan 2009. Thereafter it will go to DOT for
issuance of Presidential Directives. |
30.12.2008 : United Forum
writes to CMD BSNL regarding constitution of
committee under chairmanship of PGM (IR) to look
afresh into the issue of recruitment of
MTs-double standard of BSNL Management.

24.12.2008 :-
On our
persistent efforts BSNL Managements has
constituted a Committee Headed by Shri Pradeep
Nagpal, GM(SP), Chairman Committee to examine
ACP withdrawal issue. The other members of the
committee are Shri Shakeel Ahmed GM(SR), Shri
P.K.Purwar GM (CA), Shri Saurabh Tyagi DGM
(BW).
We
will meeting the members of the Committee very
shortly. |
24.12.2008 :-
DPC for
promotion from SDE(Civil) to EE(Civil) for
approx. 40 vacancies is over and very shortly
the posting orders will be issued. |
23.12.2008 : GS, President, FS and GS, AGS
SNEA(I) met GM (Pers) and GM (SR) and submitted
their views on Gr. A RRs to be finalised by BSNL
Management. GM (Pers) assured an early action in
the matter. |
23.12.2008 :
Dir (HRD) called AIBSNLEA and SNEA
representatives to take the views on recruitment
of 210 DGMs and 400 Executives at JTO level in
Marketing, HR, Legal, IT and Finance etc. as per
BSNL Board decision. GS, President and GS, AGS
SNEA(I) attended the meeting and vehemently
protested the BSNL Board decision. Dir (HRD)
informed that these DGMs and Executives at JTO
level will be recruited against the additional
sanctioned posts without using the existing JAG
and JTO posts. Thereafter he arranged a meeting
with CMD BSNL to discuss the matter. GM (Pers)
was also present in the meeting. CMD strongly
pleaded immediate need of recruitment of DGMs
and Executives at JTO level in Marketing and HR
in view of strengthening the marketing and HR
wings of BSNL. We strongly protested such move
in BSNL which can hamper the career growth of
existing Executives in BSNL. We resented that
more than 650 JAG posts in Telecom Operation &
Maintenance, about 250 posts in Finance &
Accounts and sizeable number of posts in Telecom
Civil/Electrical/Architect/Telecom Factory
Engineering wings are lying vacant which are not
being filled up on the pretext of
non-availability of regular STS officers and
pending Gr. A RRs.
We also pleaded that experts in Marketing and HR
may be recruited at SAG level only to strengthen
Marketing and HR wings.
CMD mentioned that if you
co-operate BSNL Management in recruiting DGMs
and Executives at JTO level for strengthening
the Marketing and HR wings he will immediately
order for regularisation of all adhoc STS
officers and filling up of vacant JAG posts
therefrom. We
requested him to give us some time to deliberate
the issue amongst our members and after one week
we can submit our opinion in the matter.
Dir (HRD) advised that
JTOs/SDEs equivalent Executives having
qualification of MBA in HR/Mktg./Fin. may
upload/update their bio-data on BSNL’s HR
package immediately for their suitable posting
in HR/Mktg. wings. |
23.12.2008 :
GS, President met GM (Estt), the Chairman,
Committee to recommend for implementation of 2nd
PRC report and discussed regarding immediate
submission of the report to BSNL Board for
approval. GM (Estt) informed that the committee
has submitted its recommendation on 2nd PRC
report yesterday itself and the same is being
placed in the BSNL Management meeting tomorrow.
Thereafter it will be placed in next BSNL Board
meeting for approval. He informed that committee
has recommended immediate implementation of 2nd
PRC report on BSNL’s present IDA pay scales
hierarchy to avoid delay in issuance of
Presidential Directive from DOT. The new pay
scales / standard pay scales as demanded by the
Executives’ Associations will be taken up
separately with DPE for approval. |
22.12.2008 : GS,
President met Shri S.R. Kapoor, Executive Dir.
(Fin) BSNL, congratulated him for assuming the
high office of ED (Fin) BSNL Corporate Office
and discussed :
(a) Issuing IDA
pay fixation order of AAO –
We requested ED
for early issuance of the AAO’s IDA pay fixation
order under Rule FR - 22(I) (a) (i). ED
confirmed that the case is pending with him and
he assured for an early decision.
(b) Stoppage of
recoveries of the officiating period from JAO/AAO
to AO and JTO to SDE on implementation of
Executive Promotion Policy –
ED informed that Management Committee is ready
for approval in the next MC meeting. He also
assured that no recovery will be made in this
case. |

18.12.2008 : GM (SR) arranged a meeting with
AIBSNLEA to submit its views/suggestions to the
Committee headed by Sh. D.P.De, GM (Estt.) in
connection with implementation of 2nd Pay
Revision Committee report approved by the Govt.
The following points were discussed :
A.
We protested the formation of Committee on this
issue since Govt. has already approved the 2nd
Pay Revision Committee recommendations for
Executives/Non-Unionised Supervisors of CPSEs.
We requested for immediate implementation of 2nd
PRC recommendations without any dilution in
fitment benefit of 30%.
B.
The Allowances viz. Transport Allowance,
Special Pay, Perks etc. need revision in view of
the price hike & market inflation and the
Performance Related Perk (PRP) should also be
decided simultaneously.
C.
Grant of Revised
IDA Pay scales i.e. E-2, E-3, E-4, E-5, E-6 &
E-7 to the Executives i.e. JTO/SDE/Sr.SDE/DE/DGM/SG-JAG
and equivalent respectively. Similarly to notify
E-10 IDA pay scales.
The members of the committee appreciated the
concern of the Association and assured that DPE
order on 2nd Pay Revision Committee
recommendations will not be diluted and the
Committee Report will be placed in the next BSNL
Management Committee meeting and after approval
of BSNL Board the same will be sent to DoT for
issuance of the presidential orders. They
assured that PRC recommendations on Allowances
and PRP will be further discussed with the
Associations and decided simultaneously.
The Committee members also assured that BSNL
will recommend standard revised IDA Pay Scales
as approved by Govt. based on PRC
recommendations to DPE for approval after
implementation of the BSNL’s present Pay Scales
structures so as to avoid delay in it’s
implementation & losses to Executives, since
allowances will be paid after issuance of the
Presidential Directives only from Administrative
Ministry.
The meeting was attended by Committee members
viz. GM (Estt.), GM (SR), GM (CA) and the
representatives of AIBSNLEA viz. GS, President,
FS & AGS (HQ). |
18.12.2008 :
Director (HRD)
arranged meeting of AIBSNLEA with CMD, BSNL
today to discuss the following issues :-
1.Implementation of 2nd
pay revision committee recommendations:-
We expressed our serious resentment against
BSNL’s management attempt to reduce the fitment
benefit from 30%. CMD confirmed that a committee
headed by GM (Estt.) has been constituted to
submit the report for 2nd PRC
recommendation implementations. He advised us to
discuss the matter with committee members today
itself. He assured
that on receipt of the committee report, it will
be approved in BSNL Board meeting within this
month only.
2.Group 'A' RR
finalization and regularization:- We
requested against non finalization of Grp ‘A’
RRs & regularization of adhoc STS officers in
BSNL. CMD advised Director HRD to finalize the
Group ‘A’ RR immediately and to regularize the
adhoc STS officers. He also advised Director
(HRD) to arrange the meeting of Associations with
the consultant to review the Promotion Policy
based on non post based promotions upto STS
level and there after promotions on post basis.
3.Absorption of ITS
officers in BSNL:-
CMD informed that he has arranged a meeting of
United Forum of BSNL Executives’ Associations
with Secy (T) on 19.12.2008 at 11:30 Hrs. to
discuss the issue and indefinite strike call. He
also informed that yesterday he had meeting with
Secy. (T) and discussed the matter in details.
He hoped that after three secretaries meeting
i.e. Secy. (T), Secy. (DoE) and Secy. (DoP&T)
some solution of the problem is expected.
He appealed not to go on
strike in view of BSNL’s viability.
4. Improvement in the
quality of service & Telecom growth:-
CMD expressed serious
concern against poor quality of telecom service
and poor growth in rural areas where lot of
demand is available. He explained that private
operators are having more market share in rural
areas then BSNL. We apprised him the reasons
on which the Telecom growth in rural areas and
the quality of service is poor. CMD advised to
give the suggestions in writing for
considerations.
5.Withdrawl of order
dated 15.06.2006 related payment of Pension to
BSNL employees and 50% IDA merger with basic for
pensioners:-
CMD informed that DoT has been allowed by MoF to
deal the matter in Ministry itself .Hence now
DoT will issue the necessary order in this
regard shortly. He immediately spoke to Member
(Finance) and requested for early approval of
50% IDA merger with basic for pensioners as the
case is already recommended by BSNL Board.
Member(F) assured him an
early decision. |
17.12.2008 : GS,
President, FS met Dir (HRD). GM Pers was also
present in the meeting. The following issues
were discussed :
(a) Delay in
implementation of 2nd Pay Revision Committee
recommendations -
We expressed our serious resentment against
delay in BSNL Board approval of the 2nd Pay
Revision Committee recommendations and
submission to Administrative Ministry for
issuance of Presidential Directive. We pleaded
that the 2nd PRC report should be implemented at
the earliest without dilution i.e. 30% fitment
benefit is to be approved since BSNL is meeting
all the guidelines of DPE in this regard. Dir
(HRD) informed that a committee headed by GM
(Estt) has been constituted to examine the
financial implications in this matter. He
assured that the Committee will have interview
with Executives’ Associations shortly and
thereafter the report will be submitted to BSNL
Board in the next meeting.
(b) Finalisation of Gr. A
RRs and regularisation of adhoc STS Executives –
We expressed our
serious concern against delay in finalisation of
Gr A RRs and regularisation of adhoc STS
Executives. Dir (HRD) assured an early action in
the matter and informed that two committees,
headed by PGM (IR) and GM (Estt), have been
formed to re-examine the MT RRs.
(c) Holding of DPC from
SDE to DE adhoc –
We requested to initiate the DPC to fill up
vacant DEs’ posts. GM (Pers) informed that the
1966 SDEs seniority reversion case as per
Hon’ble High Courts of Delhi and Kerala is being
implemented by next week and thereafter the
process of DPC will be started.
(d) Repatriation of BSNL
Executives to DOT –
In this matter Dir (HRD)
appealed not to go on Indefinite Strike which
will adversely affect the viability of BSNL. He
also asked “Are we really interested in
repatriation to DOT ?” where recoveries may take
place. We pleaded that already thousands and
thousands of BSNL Executives have exercised
option for repatriation to DOT and directly sent
to Secy. (Telecom). We also replied that
recoveries from IDA to CDA pay scales in view of
50% CDA merger with basic and 6th Pay Commission
recommendations is negligible. Even if some
amount is recovered on repatriation we will be
enjoying the Govt. status without any fear of
Pension, Job Security and Viability of BSNL. We
impressed upon to end duality with regard to
Absorption in BSNL. |

Gujarat Circle
General Secretary attended
a special general body meeting of AIBSNLEA,
Gujarat Circle held at Utsav Hotel, Raopura,
Vadodara. Members from Vadodara, Surat,
Valsad etc. attended the special general body
meeting convened at a short notice. The hall
was jam packed with members from various
disciplines and they participated in the
meeting with utmost enthusiasm.
General Secretary in his elaborate speech
covered all the areas and apprised the members
about the latest developments at HQ level and
also answered the queries raised by the members.
He touched important points like ITS absorption,
2nd Pay Revision Committee Report,
Group 'A' RR, Recruitment of MTs, DPCs in
various cadres, change of designation of PA &
PS, Viability of BSNL, Issues relating to Civil
/ Electrical / Architectural Wings & ADOL etc.
He also appealed the members to make the call
of Indefinite Strike a complete success given by
United Forum.

CHQ, Shri Amalendu Guha, Circle Secretary, Shri
Prakash Rao, District President, Shri Belani,
District Secretary addressed the gathering and

India Conference of SNEA (I) at Vadodara
Gujarat. He requested CMD BSNL for early
finalisation of Gr ‘A’ RRs, regularisation of
STS Gr ‘A’ officers working on Adhoc basis and
immediate implementation of PRC recommendations
approved by the Govt. without any dilution. He
also discussed the issues related to viability
of BSNL and Impressed upon to complete the
process of Gr. ‘A’ officers’ absorption in BSNL
otherwise all the Executives absorbed in
BSNL/MTNL should be repatriated to DOT
immediately to avoid duality in absorption. He
appealed all the Executives to implement the
“Indefinite Strike”
call given
by United Forum successfully. He mentioned that
he attended the AIC with a mission of unity of
Executives in BSNL. He extended thanks to GS
SNEA (I) for inviting him in the conference. |

meeting of AIBSNLEA, Gujarat Circle held at
picturesque premises of Shree Narayana Cultural
Mission, Satellite Road, Ahmedabad. Members
from Ahmedabad,
Rajkot, Surendranagar, Jamnagar, Junagadh,
Bhavnagar, Amreli, Mehsana etc. attended the
special general meeting convened at a short
notice. The
hall was jam packed with excited members from
various disciplines even though it was a holiday
and also the last day of marriage muharath, they
spared whole day and participated in the meeting
with utmost enthusiasm.
General
Secretary in his elaborate speech covered all
the areas and apprised the members about the
latest developments at HQ level and also
answered the queries raised by the members. He
touched important points like ITS absorption, 2nd
Pay Revision Committee Report, Group 'A' RR,

FS met CMD, BSNL and discussed:
(a)
Finalisation of Group ’A’
Recruitment Rules
and regularization of STS Group ’A’ officers
working on adhoc basis.
We expressed our serious concern against
abnormal delay in finalizing the Group ’A’
RRs and regularization of STS Officers in BSNL. CMD
assured to look into the matter.
(b)
Implementation
of 2nd Pay Revision Committee
Recommendations: We
requested for implementation of recommendations
of 2nd PRC in BSNL at the earliest.
The CMD felt that there is need to discuss the
financial implications in implementing the PRC
report with unions / associations prior to
placing the same before BSNL Board for its
approval. He assured that meeting with the
representatives of the unions / associations
will be held shortly to discuss the issues
involved. We strongly pleaded for giving 30%
weightage as approved by Government as BSNL is
in a position to do so based on the Profit
Before Taxes (PBT) for the year 2007-08.
(c)
Absorption of Group ‘A’
officers in BSNL: CMD
appealed not to resort indefinite strike call
given by the associations since the Govt. is
already seized of the problem. He advised not to
precipitate the situation at this juncture and
informed that the Govt. is making efforts to
absorb the Group ‘A’ officers under Rule 37
from prospective date. We pleaded that Govt. can
not decide different terms and conditions of
absorption for different cadres in the same PSU.
Similar benefits can not be denied to the other
category of officers who have already exercised
option and taken absorption in BSNL/ MTNL.
(d)
Regular Promotion of
officiating JTOs : We
requested to promote the officiating JTOs on
regular basis by doing restructuring of the TTA
cadre as a one time measure. CMD
assured to look into the matter.
(e)
Relieving of SDEs/DEs from hard
tenure circles: We
requested to intervene in the matter so that the
executives who have completed their tenure in
hard tenure circles are relieved at the
earliest. CMD
assured to look into the matter.

GS, FS Org. Secy. (N) & President of J&K Circle,
Sh. F.A. Kaul attended and addressed the Special
General Body Meeting of ALTTC, GZB Circle in
Student Centre ALTTC, GZB Conference Hall. Com.
GS apprised in detail the All India Level issues
& discussed the Viability of BSNL. He appealed
the Members to make the Indefinite Strike Call
given by United Forum of BSNL & MTNL Executives
Association w.e.f. 23rd Dec’2008 to
protest against Dual Policy of Govt. regarding
Absorption & Demanding repatriation to DoT. He
also expressed serious concern against BSNL
Management’s move to reduce fitment benefit from
30% to 20% while implementing the Pay Revision
Committee recommendations. Sh. G.P. Goyal,
Circle Secretary, ALTTC, GZB in his welcome
address discussed the All India & Circle
activities. Sh. A.K. Sharma, Circle President
extended vote of thanks. Sh. A.K. Jha, Circle
Secretary, SNEA(I) ALTTC, GZB also addressed the
meeting. All the trainees attending various
courses in ALTTC, GZB also attended the meeting.

(a) Finalisation of Gr. A
RRs - We expressed
our serious concern against delay in finalising
the Gr. A RRs and regularisation of adhoc STS
Executives in BSNL. Dir (HRD) assured to bring
the Gr. A RRs for approval in the next Board
meeting on 18.12.2008.
(b) Revision of Scales of
Pay w.e. from 01.01.2007 -
We requested early
implementation of the recommendations of 2nd Pay
Revision Committee for revision of scales of pay
w.e. from 01.01.2007. Dir (HRD) informed that
exercise on implementation of 2nd PRC
recommendations is going on but it will be
difficult for BSNL to provide fitment benefit
@30% on the basic pay plus DA @68.8% as on
01.01.2007 to all Executives in view of BSNL's
financial health. We strongly opposed such move
to reduce fitment benefit from 30%. We explained
that as per 2nd PRC recommendations the BSNL
profit before tax (PBT) for the year 2007-08 is
satisfactory and BSNL can afford implementation
of pay revision for Executives as well as non-unionised
Supervisory staff. Hence reduction in fitment
benefit @30% can not be tolerated in any case.
(c) Relieving of
Executives from hard tenure Circles -
We requested for arranging relieving of
Executives who completed tenure in hard tenure
Circles. Dir (HRD) assured to look into the
matter. |

CONGRATULATIONS!
Successful Dharna programme through out the
Country. A MASSIVE DHARNA at BSNL Corporate
Office was also a grand success. All the
circle/Branch Secretary of BSNL/MTNL are
requested to mobilize making indefinite strike
w.e.f. 23.12.2008 a COMPLETE SUCCESS.
The
United Forum of BSNL & MTNL Executives’
Association have decided unanimously to
re-exercise our option and opt for DOT to end
duality. All executives of BSNL & MTNL are
requested to re-exercise their option for DOT
only as the DOT has already extended the date
of option up to 15.12.2008. All Executives of
MTNL & BSNL are requested to fill up the fresh
option for DOT immediately & submit the option form to
their immediate controlling Officer and sent 2nd
copy directly to the Secretary (T) through speed
post, 3rd copy to respective

SAD
Demise :-The
Association is bereft of a noble heart as well
as a stalwart with utmost pang we report the sad
and untimely demise of Divisional Engineer Com C.
K. Sukumaran, CWC Member,Kerala Circle. We proudly
remember his contribution to the Association. We
deeply mourn his demise. Heartfelt condolences
from multitude go to the bereaved family. The
Cremation will be held on Saturday, December
6,2008.
