Retirement of Executives on
Superannuation in BSNL:
AIBSNLEA CHQ extends best wishes for all the BSNL employees
and particularly AIBSNLEA members including its Advisors
namely Shri Karan Singh and Shri S.S. Rawat who have been
retiring today on superannuation for a happy and prosperous
retired life. AIBSNLEA extends its gratitude and thanks you
all for your dedication towards the growth of BSNL.
30.05.2018:
Issue of Additional Increment on regular promotion to a
scale.
BSNL Corporate
Office today circulated a copy of the DoT letter number
40-12/2004-Pen(T) (Pt.) dated 17.05.2017 for compliance by
all units of BSNL. According to this letter, in order to
process the pension case an undertaking from the retiring
BSNL employees may be obtained to the effect that in case
the court cases filed against the DoT order dated 05.07.2017
are decided in favour of DoT, the retiree shall refund the
over-paid amount on account of grant of an extra-increment
on post based promotion under the EPP of BSNL.
Since, the
case for quashing the DoT order dated 05.07.2017 has been
filed and won by AIBSNLEA but DoT continued to reduce the
pay before retirement. Against that AIBSNLEA file a Contempt
Petition in the Hon'ble PBCAT New Delhi. Notices have been
issued to the respondents. The Contempt case is posted for
hearing on 16.07.2018. In response to this, DoT has issued
the letter as above to the CCAs now to fix-up the pension
after taking an undertaking without reduction of the pay.

Additional list for promotions and posting of JTOs
to the
grade of SDE (Telecom) in BSNL under Competitive Quota
(33%) on the basis of Limited Departmental Competitive
Examination held on 21.06.2015:

Meeting with Director (HR), BSNL Board, New Delhi:
GS, President met Director (HR), BSNL Board and expressed
serious resentment against non holding of CPCs to fill up
the vacant Group-‘A' and Group-‘B' equivalent posts
in BSNL and
demanded that before notification of CPSU Cadre Hierarchy
all the existing executives in JTO/JAO, SDE/AO and DE/CAO
equivalent cadres should be promoted
to the next higher vacant posts under the existing RRs. Non
holding of CPCs before implementation of CPSU Cadre
Hierarchy will cause serious frustration and resentment
among the existing executives who are waiting their
due promotions for the last many years. Director (HR), BSNL Board
immediately called GM (Pers.) and discussed the matter
in detail. The
cadre wise details are as under:-
Promotion from JTO
to SDE (T) SCF quota :
We requested Director (HR) to direct Pers. Cell to
initiate CPCs by calling of APARs and VCs of the eligible
candidates to fill up the vacant Group-'B' posts in the
cadre of SDE (T).
GM (Pers.) apprised that the court case in Hon'ble High
Court Kerala has been posted for pronouncement of Judgement
on 1st or 4th June, 2018 and one another stay order on promotion
has been granted by Hon'ble CAT Allahabad in a case filed by some DR
JTOs.
Director (HR) immediately spoke with CGMT Kerala
Circle and directed him to pursue in Hon'ble High Court for
early pronouncement of the Judgement and called GS, AIGETOA
and advised him to immediately withdraw the court case in the Hon'ble CAT Allahabad since she has already issued LDCE
quota promotion orders.
She
categorically mentioned that in my family I can't see that
some persons are happy and some others are unhappy and
demoralized.
GS AIGETOA
assured Director (HR) that by tomorrow the
court case in Hon'ble CAT Allahabad will be withdrawn. She
further directed GM (Pers.) to initiate the process to
promote about 4500 eligible JTOs to the post of SDE (T) with
existing RRs. GM (Pers.) assured to issue promotion orders
shortly.
Promotion from SDE (T)
to DE (T):
GM (Prs.) apprised that at present there is a dispute among
the SDEs(T) on seniority list no. 6 & 7 which is to be
sorted out. Director (HR) asked him that how many DE
vacancies are there and how many SDEs are eligible for
promotions. GM (Pers.) mentioned that about 3500 DEs
vacancies are there and additional 800 DEs posts are required
to promote all the SDEs of seniority list no. 6 & 7.
Director (HR) immediately directed GM (Pers.) to submit a
proposal for the up-gradation of 800 SDEs posts to DEs posts
on
Matching Saving Concept
and instructed
him to initiate CPCs to promote all SDEs of
seniority list no. 6 & 7 to DE posts before CPSU Cadre
Hierarchy implementation. GM (Pers.) assured to
process the case of 800 posts up-gradation and to fill up
4300 DEs posts by conducting CPCs. He promised to complete
this exercise within one month.
Promotion from DE (T) to DGM (Engg.):
GM (Pers.) appraised that about 700 clear DGM vacant posts
are there and about 200 Additional GM entrusted posts are
there that can be utilized. Thus total 900 DGMs can be
promoted in view of the Hon'ble CAT Chandigarh & DoP&T
instructions available on catch up rule. Director (HR)
assured that the CPC will be initiated immediately to fill
up 900 DGM (Engg.)
Promotion from JAO
to AO:
We
apprised Director (HR) to fill up about 1300 AO vacant posts
by settling the JAO seniority dispute. She directed our CHQ
President to pursue with the court case applicants who has filed
the case in
Bangalore to withdraw the case & settle the issue amicably as per DoP&T
instructions available. She assured that she will discuss
the matter with GM (FP) to initiate CPCs after her return
from leave on 4th June, 2018.
Promotion from AO to
CAO:
We requested Director (HR) to fill up about 1000 CAO posts on
the similar lines of DE to DGM promotions on catch up rule.
Director (HR) assured that the similar actions will be taken
on catch up rule as being decided in DE to DGM promotion.
Promotion from
CAO to DGM (Adhoc) :
We requested to fill up 40 DGM (F) vacant posts by granting relaxation
of one year services to the CAOs not having requisite
service experience for the promotion to grade of DGM. Director (HR) assured an early action in this regard.
Promotion from
JTO (TF) to SDE (TF) and SDE (TF) to AGM (TF):
We requested to fill up all the vacant AGM (TF) and SDE (TF)
posts as per the proposal submitted by GM (TF) to Pers.
Cell BSNL Corporate Office for clearance. We apprised
Director (HR) that the proposal for the promotion from
JTO (TF) to SDE (TF) for filling up of 44 SCF quota Posts and
the promotion from SDE (TF) to AGM (TF) for filling up of 5
vacant posts has already been approved by the Competent
Authority during Nov’ 2017 but till date CPC process has not
been initiated. Director (HR) immediately directed GM (Pers) to initiate the CPC for the promotion from JTO (TF)
to SDE (TF) for filling up of 44 SCF quota vacant Posts and
for the promotion from SDE (TF) to AGM (TF) for filling up of
5 vacant posts. GM (Pers.) assured
an early action in this regard.
Promotion from
SDE (C/E) to EE (C/E):
We expressed our resentment
against the BW Cell BSNL Corporate Office attitude wherein the EE (C/E) CPCs are being conducted in violation of the BSNL MSRR.
Director (HR) assured to look into the matter.
Promotion from JTO (E)
to SDE (E) :
We requested Director (HR) to fill up the vacant SDE (E) posts
through CPCs. Director (HR) directed GM (Pers.) to discuss the
matter with CGM (EW).
In this manner after detailed discussions, GM (Pers.) assured
to conduct all CPCs within one month on war footing manner.
We further requested Director (HR) to ensure
that all CPCs are conducted as mentioned above before
notification of CPSU Cadre Hierarchy. Director (HR) firmly
told to ensure conduction of CPCs in a given time frame.
(b)
Grant of agenda meeting to AIBSNLEA:
We
requested Director (HR) for granting a formal meeting to
AIBSNLEA. Director (HR) immediately decided to hold formal
meeting with AIBSNLEA on 28th June, 2018.
(c)
Implementation of Hon'ble Supreme Court Judgement on TES
Group-‘B' seniority:
Director (HR) assured an early actions in this regard.

The 3rd Central
Working Committee meeting of AIBSNLEA after the 5th
All India Conference Mysuru (Karnataka) will be held at
Forest Research Institute Campus, Dehradun on 18th
and 19th August 2018 to transact the
following agenda:
1.Discussion and decision on organizational
matters.
2. Discussion and decision on the issues of
importance on service / welfare matters especially issues
related to:
(i) CPCs
to fill up the vacant DGM (Eng)/DGM (Fin), DE/CAO, SDE(T)/AO
equivalent posts,
(ii) CPSU
Cadre Hierarchy and abandon of MTRR/DGMRR,
(iii) Standard pay IDA scales E2 & E3 instead

29.05.2018: CPSU Cadre Hierarchy proposal approved by the BSNL Board
- our concerns thereof
GM (Pres.)of
BSNL Corporate Office convinced the BSNL Management and the
Board of Directors in their meeting held on 28.05.2018 about
the need of CPSU Cadre Hierarchy and got approved it by
replacing the existing EPP and BSNL MS RRs. Also pleaded
that on implementation of CPSU Cadre Hierarchy no financial
implication will be there rather BSNL will save additional
one increment benefit on post based promotions under EPP.
BSNL Board has approved the CPSU Cadre Hierarchy for BSNL
Executives with the prospective date of its notification and
further directed to abolish the entire vacant Group “B” and
STS level posts as on 1st July 2018. It is a
great injustice towards the executives who were eligible to
be promoted to the next higher post on the functional basis
as per the existing RRs and against the available vacancies
in Group “B” and Group “A” level posts. All these executives
are losing their past service which will frustrate and
demoralize these executives as no proper consideration has
been given for their past service.
It is also said that in the CPSU Cadre Hierarchy, there will
be time bound non-post based promotions but contrary to
this, adhoc promotions have also been introduced at the
level of AGM in the case of non-availability of the eligible
candidates which means that these promotions will be against
vacant posts which needs SC/ST roster implementation.
Against non-post based time bound functional promotion
whosoever is eligible having requisite residency period
should be promoted to AGM grade on regular basis. Since, it
is non-post based time bound promotion in that case why
adhoc promotion?
In
order to overcome this unpleasant situation, we would like
to suggest that as per the existing RRs all the vacant posts
of Group “B” and Group “A” level should be filled up first
since there is no stay order on promotions from any court.
Only some directions are there to re-fix the seniority and
on implementation of SC/ST roster. The TES Group “B”
seniority lists should immediately be finalized based upon
the Hon'ble Apex Court judgments otherwise the non-post
based time bound promotions to the higher post under CPSU
Cadre Hierarchy will not be possible.
In
the CPSU Cadre Hierarchy proposal approved by the BSNL Board
the following shortcomings will put executives in loss and
will invite litigations:
1.CPSU
Cadre Hierarchy for BSNL Executives with the prospective
date of its notification will cause great injustice towards
the senior executives.
2.All
vacant Group “B” and STS level posts as on 1st
July 2018 are going to be abolished. RRs and sanctioned
posts cannot be abolished in an arbitrary and retrospective
manner. It is a great injustice towards the executives
who
were eligible to be promoted to the next
higher post on the functional basis as per the existing RRs
and
against the
available vacancies in Group “B” and Group
“A” level posts.
3.The
SC/ST Roster implementation on the pretext of non-post based
time bound functional promotion has been denied whereas the
adhoc promotions at AGM level have been introduced which can
be against vacancies only,
4.The
eligibility criterion i.e. the residency period for STS
level posts has been increased to 12 years from 5/7 years.
Introduction of Sr. SDE /Sr. AO as functional
promotion have increased the stagnation to the SDE/AO and
equivalent cadres.
5.Stringent
bench marks have been introduced which will cause huge
droppings,
6.Non
implementation of Hon'ble Supreme Court judgments on TES
Group “B” seniority before implementation of CPSU Cadre
Hierarchy will invite litigations.
AIBSNLEA
has
requestedCMD BSNL
to
kindly intervene in the matter and direct the Pers. Cell for
conducting the CPCs to fill-up the entire vacant Group “B”
and STS level posts immediately before notification of the
corrected CPSU Care Hierarchy on the prospective date to
avoid humiliation of executives and the scope of
litigations.
So called
majority Association in their website posting on 29.05.2018
have made a false claim that the formal discussions have
been taken place with them only which is not correct. The
fact remains that Pers, Cell of BSNL Corporate Office
supplied the draft proposal to AIBSNLEA on CPSU Cadre
Hierarchy and had discussions more than three times at the
instances of CMD BSNL and Director (HR) wherein we submitted
our views / suggestions to the BSNL Management for
consideration. Some suggestions given by AIBSNLEA have been
considered for example non-post based time bound promotion
up to the level of AGM instead of Sr. SDE, Jt. DGM
designation to the executives drawing E5 scale and numerical
bench mark consideration instead of subjective
classifications etc. But, many suggestions have not
been considered since the so called majority Association
agreed upon.

It is also learnt that no discussions were taken place on
Creation of the Tower Subsidiary Company of BSNL
in BSNL's Board meeting held
today afternoon at Hyderabad.
28.05.2018: CPSU Cadre Hierarchy
approved by BSNL Board on prospective date implementation:
BSNL Board in its
meeting held today afternoon at Hyderabad approved CPSU
Cadre Hierarchy on prospective dated i.e. date of
notification will be the date of implementation. The CPSU Cadre Hierarchy
implementation with prospective date will not benefit the
existing executives. In view of that before its
notification, AIBSNLEA will continue its efforts to get fill
up all Group-‘B' and STS/JAG equivalent vacant posts of all
disciplines through CPCs.
The suggestions given
by AIBSNLEA to consider time bound functional promotion upto
AGM Level, Jt. DGM designation to the STS level officers
working in E-5 grade has been considered and approved by BSNL Board.
The
other issues i.e. eligibility conditions for promotion from
SDE/AO to DE/CAO within 7 years instead of 12 years,
benchmarks on numerical basis and SC/ST roster
implementation have been considered or not will be find out
shortly.
It is
learnt that BSNL Board has recommended to abolish all SDE/AO,
DE/CAO equivalent posts w.e.f. 01st July, 2018. Thus the all
vacant posts of Group-'B' and STS level are necessarily
required to be filled up by conducting CPCs before 1st July
2018 so that the existing majority executives may get
desired benefits of CPSU Cadre Hierarchy.
BSNL
Management has to take immediate necessary steps to finalize
that TES Group-'B' seniority as per the Hon'ble SC judgments
to fill up the vacant posts to avoid further litigations.

Meeting with GM (Restg.) BSNL CO New Delhi:
GS,
President, AGS(DR) met GM (Restg.) BSNL and discussed
regarding Group Term Insurance Scheme for BSNL Executives .
GM (Restg.) explained that BSNL management is planning the
finalize Group Term Insurance Scheme for BSNL executives /
employees and in this connection , a committee has been
constituted by BSNL management in BSNL CO to examine and
give recommendation on this policy . Accordingly committee
has discussed with LIC and SBI Life to submit their
proposals and they have submitted also. SBI Life is
proposing term Insurance Scheme for executives for Rs 1.88
per Rs 1000 up to 50 lakh insurance cover and 1.90 per 1000
for up to 1 crore insurance coverage means approx. Rs
.1900 per 10 lakh insurance cover. it means an executive
have to pay about Rs. 750 P.M. (Rs9000 per Annum) for 50
lakh insurance coverage. Similarly BSNL CO vide letter no
8-1/2017- Restg(pt) dated 24/05/2018has addressed to branch
manager LIC , New Delhi for submitting the final most
competitive quote. LIC has started a term policy for BSNL
Executive for BSNL executive of MP Circle @1.61 per Rs .1000
After
detailed discussion we assured to submit our association
views shortly. All the Circle secretaries / District
Secretaries are requested to immediately send their comments
to CHQ in this regard for further submission to Restg. Cell.
Views /suggestion are necessarily reach to CHQ within this
week only.

AIBSNLEA's untiring and persistent efforts yielded result in
getting released promotion and posting of JTOs to the
grade of SDE (Telecom) in B.S.N.L. under Competitive Quota
(33%) on the basis of Limited Departmental Competitive
Examination held on 21.06.2015
AIBSNLEA is thankful to CMD, BSNL, Director (HR) BSNL Board,
GM (Pes.), Jt. GM (Pers), OSD to Director (HR), BSNL Board.
Similarly AIBSNLEA is trying to get released the Promotion
orders from JTO to SDE(T) of SCF quota wherein the vigilance
clearance are being collected of all eligible JTOs and CPC
from JTO to SDE (T) will be expedited after 30th May,2018 on
pronouncement of Judgement by Hon'ble High Court, Kerala.

Director (HR),BSNL Board has approved the promotion orders of
LDCE JTOs to SDE(T). Orders are expected today.

The data w.r.t.
e-dpc for DGM (Engg. -Adhoc) are still awaited from Bihar,
Chennai TD, Telangana, UP (east), UP (West) and ETP Circles.
Concerned
Circle Secretaries are requested to kindly arrange to send
the requisite information to the DPC Cell at the earliest.
25.05.2018:
Creation of the Tower Subsidiary Company of BSNL- Status of
the Court Case filed by the Executive Associations of BSNL
i.e. AIBSNLEA, SNEA, & AIGETOA:
All Unions and
Associations of BSNL decided to file a Writ Petition
against the creation of BSNL Tower Subsidiary Company in the
name of AIBSNLEA & SNEA. Accordingly, the Writ Petition was
prepared wherein AIGETOA also became party later-on.
The case filed
by these Executive Associations of BSNL i.e. AIBSNLEA, SNEA & AIGETOA has been registered in the Hon'ble High Court of Delhi
vide WP No. 5758/2018 and
listed
today as Item No. 52 in Court No. 10 before Hon'ble Justice
Shakhder at the Delhi High Court.
Mr. Rajshekhar Rao appeared on behalf of the Petitioners.
Mr. Rao apprised the Court of the facts of the matter and
the interference of DOT in the functioning and working of
BSNL. After hearing Mr. Rao briefly, the Hon'ble Court was
pleased to issue notice in the captioned matter and has
adjourned the matter to 25.09.2018. Further,
the Court has ordered that any decision pertaining to the
appointment by the BSNL Board shall be subject to the
outcome of the Writ Petition.
it is an
achievement towards BSNL Associations & Unions.
24.05.2018: AUAB defers the
call for walk-out and conducting rallies on 28.05.2018,
against Subsidiary Tower Company:
Based on the notice issued
today, by the All Unions and Associations of BSNL, for
organising walk-out and rallies on 28-05-2018, the CMD BSNL
invited the leaders of the AUAB for talks. The talks started
at 16:30 hrs. and lasted for almost two hours.
In the
meeting, the CMD BSNL informed the AUAB leaders that the
item of Subsidiary Tower Company is not there in the agenda
for the BSNL Board meeting to be held at Hyderabad on
28-05-2018. He also made an appeal to withdraw the struggle.
Thereafter, a meeting of the AUAB was held. In view of the
information given by the CMD BSNL, the meeting unanimously
decided to defer the call for organising walk-out and
rallies on 28-05-2018.
We are
thankful to our members who supported the cause and got
prepared for participation in the agitation programme.
24.05.2018:
Lunch Hour demonstration held at BSNL Corporate Office
against creation of the Tower Subsidiary Company of BSNL:
The All Unions and Associations of
BSNL organised a lunch hour demonstration today at the BSNL
Corporate Office, after serving the notice for the walk-out,
rallies, etc. to be organised on 28-05-2018. The meeting
that ensued the demonstration was addressed by Com.
P.Abhimanyu, GS,BSNLEU, Com. Mahabir Singh, Secretary, NFTE,
Com. G.L. Jogi, Chairman, SNEA, Com. Prahalad Rai, GS,
AIBSNLEA, Com. Madhu Trivedi, Vice-President(CHQ), FNTO and
Com. N.D. Ram, GS, SEWA BSNL. The leaders severely
criticised the Government and the BSNL Management for taking
steps to make the Subsidiary Tower Company operational. In
one voice, the leaders demanded that the Government should
roll back the Subsidiary Tower Company.

The All Unions and Associations of
BSNL served notice on the Secretary, DoT and the CMD BSNL,
for organising the Walk-Out, Rallies, etc., on 28-05-2018,
demanding the rolling back of the Subsidiary Tower Company.

Joint appeal to the BSNL
Non-Executives and Executives:
The leaders of the All Unions and
Associations have given a joint appeal to the Non-Executives
and Executives of BSNL to make the walk-out and rallies a
grand success. In the appeal, the leaders have regretted
that, the BSNL Management is holding the Board meeting at
Hyderabad to give approval for the decision of the DoT, to
make the Subsidiary Tower Company operational. The leaders
have called upon the employees to make the struggles a total
success.

Creation of Subsidiary Tower Company of BSNL -
Meeting of All Unions and Associations at New Delhi
BSNL Board of Directors meeting has been scheduled to take
place at Hyderabad on 28.05.2018. So far, all the BSNL Board
of Directors meetings have taken place only in the Corporate
Office at New Delhi. The intention of the Management to hold
the Board of Directors meeting at Hyderabad on 28.05.2018,
may be to implement the directive of the DoT with regards to
make the Subsidiary Tower Company operational. Hence, with a
view to hold the meeting peacefully and without any
interruption this Board of Directors meeting is being held
at Hyderabad.
An emergency meeting of the All Unions and Associations of
BSNL was held at New Delhi at 14:00 hrs. on 23.05.2018 in
NFTE's office. Com. Prahlad Rai, GS, AIBSNLEA, presided over
by the meeting. After taking stock of the entire scenario,
the meeting unanimously took the following decisions:-

To hold massive rally and protest demonstration at Hyderabad
on 28.05.2018 against the Subsidiary Tower Company. General
Secretaries of all the Unions and Associations of BSNL will
go to Hyderabad and will lead this rally / protest
demonstration.
* The entire Non-Executives & Executives of BSNL should walk
out of their offices / work places throughout the country
on 28-05-2018 and should organise rallies against the
Subsidiary Tower Company. Press meetings should also be
organised in this connection.
All the Circle and District Secretaries of AIBSNLEA are
requested to coordinate with the other constituents of the
AUAB and to effectively organise the walk out and rally on
28.05.2018.

Meeting with Director (HR) BSNL Board:GS,
President, AGS (HQ), AGS (Finance) & AGS(DR ) met Dir (HR)
BSNL Board and discuss regarding:
a) Promotion from JTO (T) to SDE (T) under LDCE quota:We
requested Director (HR) to issue promotion orders from JTO
(T) to SDE (T) of LDCE qualified JTOs immediately subject to
VC clearance at Circle level . Director HR told that case
has been received in her office from Pers Cell and after
examination it will be approved immediately, today the
select panel for the promotion may be approved.
b) Promotion from JTO to SDE(Telecom.) SCF quota:-
We
apprised Director HR that Hon'ble High Court Kerala has
given the date for pronouncement of the judgement on
30.05.2018 and requested to direct Pers cell to initiate
CPC to fill up the vacant TES Group-B posts. We further
pleaded that more than 10000 SDE(Telecom.) vacant posts are
there which needs immediate filling up. Director HR assured
an early action in this regard.
c) Filling up of the Vacant Group-A and Group-B equivalent
posts: We
further requested Director (HR) to initiate CPCs by Calling
of APARs and VC of the eligible candidates to fill up the
vacant Group-A and Group-B level posts in all wings i.e.
Telecom, Finance, Electrical, Civil , Arch, Telecom Factory
(Engg. Wings) subject to outcome of the Court cases as per
the management committee approval. We apprised Director HR
specific undesired bottlenecks created by CGM(BW) like Issue
of Diploma holders in Civil despite of Board decision, held
up of promotion in Finance in the name of catch-up rule
etc., we requested Director HR to direct concerned cell to
initiate the CPCs process immediately. Director HR assured
early action in this regard.
d) Implementation of CPSU cadre hierarchy:We
requested Dir (HR) BSNL Board to consider views /
suggestions of AIBSNLEA on CPSU cadre hierarchy in BSNL to
benefit executive in true sense. CPSU Cadre Hierarchy
implementation cut-off date should be taken date of last DPC
/ Year of Recruitment instead of prospective date and
eligibility criteria from SDE/ AO to DE /CAO promotion
should be 5/7 years instead of 12 years and Benchmark should
be at par of existing EPP on post based promotions to avoid
droppings etc. Director (HR) assured to deliberate the
proposal point by point in BSNL Board meeting keeping
interest of all executives.
e) Taking over of BSNL's
Assets by DOT :
We registered our strong protest against the taking over of
BSNL's Land asset by DOT's and requested Director HR to
kindly raise the issue before the DOT administration that
arbitrary presidential orders in this regard are not
acceptable to BSNL. Director HR mentioned that now DoT has
decided to send the requirement to BSNL to fulfil their need
to accommodate the Term Cell and CCA staff instead of
issuing arbitrary presidential orders.
f) Action of the AIBSNLEA's suggestion regarding the
curtailment of Wasteful expenditure: We
reiterated that AIBSNLEA has submitted various suggestions
regarding curtailment of wasteful expenditure and requested
to Director HR to implement these measure in BSNL.
Director HR has appreciated our suggestions and assured for
consideration.

Meeting with PGM(Admin.), BSNL Corporate Office, New Delhi:
GS, President, AGS(HQ) and AGS(DR) met PGM(Admin.) and
discussed regarding issuance of Medical Claim /
reimbursement order w.e.f. 01/04/2018. PGM(Admin.) assured
an early action in issuing the order after the approval of
competent authority. Matter is under consideration.

New Delhi:
GS,
President met CGM(EW), BSNL Corporate Office, New Delhi and
requested to issue promotion orders from JTO(E) to SDE(E),
SDE(E) to EE(E) and EE(E) to SE(E). CGM(EW) assured to
process the cases to initiate CPCs to JTO(E) to SDE(E),
SDE(E) to EE(E) to GM(Pers.) for clearance and also mentioned
that a proposal from EE(E) to SE(E) has been sent to
Director (HR), BSNL Board for approval. He assured an
early action in this regard.
22.05.2018: Meeting with
GM(Pers): GS,
President and AGS (DR) met GM(Pers) and discussed regarding
a) Filling up
of the Vacant Group-A and Group-B equivalent posts: We
further requested GM(Pers) to initiate CPCs by Calling of
APARs and VC of the eligible candidates to fill up the
vacant Group-A and Group-B level posts in all wings i.e.
Telecom , Finance , Electrical, Civil , Arch, Telecom
Factory (Engg. Wings) subject to outcome of the Court cases
as per the management committee approval. GM (Pers) assured
that tomorrow he will discuss the matter with the
concerned officers of Pers cell to initiate the CPCs in
view of the pending Court cases.
b) Posting of LDCE qualified JTOs on promotion to SDE:we
requested to issue promotions orders for LDCE qualified JTOs
to the post of SDEs subject to VC in view of the decisions
taken by the Management committee. GM Pers told that Case is
being submitted to Director(HR) today itself for the
approval of select panel of LDCE qualified JTOs to be
promoted as SDEs and thereafter the posting order on
promotion will be issued shortly . He further mentioned that
the promotion order are being issued subject to VC at
Circle level. As being pleaded and requested by AIBSNLEA.
c) Promotion
from JTO to SDE(Telecom.) SCF quota:-
We further requested GM(Pers) to initiate CPC to fill up
the vacant TES Group-B posts since the judgement of Hon'ble
High Court Kerala is expected to be pronounced after 23rd May
2018. More than 10000 SDE(Telecom.) vacant posts are there
which needs immediate filling up. Earlier the CPC was
initiated to fill up about 6000 SDE (T) posts but due to
stay orders the same was held up. Most of the APARs of the
eligible JTOs were accessed through screening process for
promotion thus now only one or two years APARs needs to be
accessed for promotion. GM (Pers) mentioned that the VCRs
have already been called from the Circles and the action to
initiate CPC will be taken after the pronouncement of the
court Judgement from Hon'ble High Court , Kerala .
d)
implementation of CPSU cadre hierarchy: we requested to
incorporate AIBSNLEA's suggestions / comments in the CPSU
Cadre Hierarchy proposal to benefit the executives in true
sense before its placement in the next Board meeting going
to be held on 28.05.2018 at Hyderabad. GM (Pers.) mentioned
that already many suggestions given by AIBSNLEA have been
incorporated while getting approval of the BSNL Management
Committee, e.g. Functional promotion up to AGM Level
instead of Sr SDE level , The AGM/DE / CAO /EE in E4 scale
on time bound promotion in E5 scale will be designated as
joint DGM the bench mark as suggested by AIBSNLEA has been
incorporated etc. But the observation made by Govt. Nominee
director Joint Secretary Admin DOT have been explained and
will be put up to the board meeting for discussions and
consideration. We further requested that CPSU Cadre
Hierarchy implementation cutoff date should be taken date of
last DPC / Year of Recruitment instead of prospective date
and eligibility criteria from SDE/ AO to DE /CAO promotion
should be 5/7 years instead of 12 years and Benchmark should
be at par of existing EPP on post based promotions to avoid

Implementation of Hon'ble Supreme Court Judgement on TES
Group-‘B' Seniority cases: We
requested for early implementation of Hon'ble Supreme Court
Judgement on TES Group-‘B' Seniority cases. After detail
discussions, GM (Pers.) mentioned that Committee constituted
regarding 147 SDEs case has been finalize being submitted
to the Competent Authority today itself for approval. He
assured that to Hon'ble Supreme Court judgement will be
implemented soon in its true spirit. He also mentioned that
rule 206 implementation case is in progress for
implementation and it will be implemented immediately after
completion of 147 case.
f) Time Bound
promotion from E5 to E6 garde to DGM (Adhoc/ regular):
we
requested GM(Pers.) to incorporate this item in the BSNL
Board meeting agenda for amendment in the BSNL MSRR GM (Pers)
mentioned that the matter was put-up to the BSNL Board
meeting earlier also but on the protest of finalization of
HR Plan it was turned down . However he assure to look into
the matter to bring in the BSNL Board meeting if possible.

Waiting list of JTOs for transfer under Rule-8:
BSNL Corporate
Office requests Circles to send data of current waiting list
of JTOs for transfer under Rule-8 as on 01.05.2018 latest by
07.06.2018.
All Circle
Secretaries are requested to arrange to send the requisite
information to the BSNL Corporate Office so as to enable
speedy disposal of these transfer cases.

Grievance Redressal Cell for the Retired Employees.
AIBSNLEA & AIRBSNLEWA's
consistent efforts yielded results in getting
released order for opening of a
Grievance Redressal Cell (GRC)- A Single window and
easily accessible cell in BSNL Corporate Office for the Retired
Employees under the SR Cell of BSNL Corporate Office.
We request all the
pensioners to make full use of this Cell and post all their
grievances to the email id given. Any type of grievances
including pending medical bills, non/delay payment of leave
encashment, wrong calculation of pension amount or any other
grievances may be posted. This has been introduced after
continuous effort by
AIBSNLEA & AIRBSNLEWA's
and success of the scheme will depend on how pensioners use
it.
We have also requested to introduce an
online form linked with an icon at BSNL portal (www.intranet.bsnl.co.in),
so that the pensioners can enter their grievances directly
in the portal online. This also being prepared and will be
in operation shortly.

are requested lo incorporate the statistics of such office
bearers against their names in the long stay list of the
circle which is due to furnish for the financial year 2018-
19.
16.05.2018: Meeting
with CMD BSNL: GS, President,
AGS (HQ), AGS (Finance) and AGS (DR) met CMD BSNL and
discussed regarding.
a) Implementation of 3rd
PRC in BSNL with 15% fitment benefit:
We apprised CMD BSNL regarding our discussions held with
Secy. Telecom. & Member (Finance) DoT in the informal
meeting held on 11.05.2018 regarding implementation of 3rd
PRC in BSNL, payment of pension contribution on actual basis
instead of maximum of the pay scale and pension revision.
CMD confirmed that now there is a move in DoT to draft the
Cabinet Note on relaxation in the affordability clause of 3rd
PRC report w.r.t. BSNL. CMD also mentioned that we will
strict for 15% fitment benefits. He further mentioned that our efforts are yielding the results
now.
b) Implementation of CPSU cadre
hierarchy:
We requested CMD
BSNL to consider our views / suggestions on CPSU cadre
hierarchy in BSNL. We further requested that implementation
of CPSU cadre hierarchy on prospective date will not benefit
the executives rather will put them in a heavy loss. Similarly increase in
bench mark will create huge droppings
whereas droppings have been assured
less than 4% at the time of formulation of EPP,
increase in residency
period from 5/7 years to 12 years from SDE/AO to DE/ CAO
promotion and without finalization of the seniority lists of
executive cadres will create legal complications. CMD
assured to look into the matter.
c) Filling up of the vacant Group-A
and Group-B vacant posts by conducting CPC:
We further extended thanks for allowing CPCs subject to
outcome of the court cases. We requested to fill up all
Group- A & B equivalent vacant posts through CPCs to remove
stagnation. CMD appreciated our concern and advised us to pursue with Dir (HR) and GM(Pers) for holding
the CPCs.
16.05.2018: Meeting
with Director (HR) BSNL Board:
GS,
President, AGS (HQ), AGS (Finance) and GS (AIRBSNLEWA) met
Dir (HR) BSNL Board and discuss regarding:
a) Creation of separate cell for BSNL
pensioners under the control of GM (SR):
We extended our sincere thanks for
creation of a separate
cell exclusively for BSNL Pensioners under the control of GM (SR)
as a single window service and requested to open such single window
service to BSNL pensioners at Circle level also. Dir
(HR) mentioned that this issue was raised by AIBSNLEA &
AIRBSNLEWA in the inaugural function of AIBSNLEA CHQ
office wherein she had assured an early action. Accordingly, this
step has been taken and she directed GM (SR) to take similar
action at all Circle levels also as requested by us.
b) Extension of BSNL MRS facility to
the BSNL pensioners after 01.04.2018:
We requested to issue necessary orders for extending BSNL
MRS facility to the BSNL pensioners after 01.04.2018 w.r.t.
their outdoor treatment. Dir (HR) directed GM (SR) to issue
necessary directions to PGM (Admn) for issuing necessary
orders in this regard at the earliest.
c) Implementation of 3rd
PRC in BSNL with 15% fitment benefit:
We apprised Dir (HR) BSNL Board regarding our discussions
held on 11.05.2018 with Secretary (Telecom) & Member (Finance) DoT regarding implementation
of 3rd PRC in BSNL, payment of pension
contribution on actual basis instead of maximum of the pay
scale and pension revision of BSNL Pensioners.
Dir (HR) mentioned that
yesterday Member (Finance) DoT has called her over telephone
and advised her to have discussions on preparation of
the Cabinet Note on 3rd PRC implementation in BSNL.
Accordingly,
she will be going to DoT to discuss the matter with Member
(Finance). She confirmed that now there is a move in DoT to
draft the cabinet note on relaxation in the affordability
clause of 3rd PRC report w.r.t. BSNL.
Director (HR) further mentioned that
it is a good sign for implementation of 3rd PRC in BSNL
since the DoT has allowed BSNL to start Wage
Negotiation with Non-Executive Unions.
Regarding payment of pension
contribution on actual basis, Director (HR) mentioned that
she has also spoken with the senior officers of DoT Finance
who informed that no such case has been put up to them from
Establishment Cell of DoT. In view of this, she directed GM
(SR) to discuss the matter with DDG (Estt), DoT for
submitting the case to the Internal Finance of DoT for
comments as desired by DoE.
On the issue pension revision of BSNL
Pensioners, Director (HR) mentioned that she has also
discussed the matter with Member (Finance) and the Member
(Finance) is also of the opinion that Pension revision will
take place after the revision of pay scales of BSNL serving
employees.
d) Implementation of CPSU cadre
hierarchy:
We requested Dir
(HR) BSNL Board to consider our views / suggestions on CPSU
cadre hierarchy in BSNL. We further requested that
implementation of CPSU cadre hierarchy from the prospective date
will not benefit the executives rather will put them in
heavy loss.
Similarly increase in bench mark will create huge droppings,
increase in residency period from 5/7 years to 12 years for SDE/AO
for the promotion to DE / CAO and without finalization of the
seniority lists of executive cadres will create legal
complications.
Dir (HR) immediately spoke to GM (Pers) and
informed him that today she has spoken over telephone with
Jt. Secy. (Admn.) DoT and asked him that she will depute
some officers from BSNL to clarify/ satisfy his observations
in person but the Jt. Secy. (Admn.) has told that he has
given his final observations in writing on CPSU cadre
hierarchy which now can be placed before the BSNL Board with
the clarification of BSNL for discussions and decision.
There is no need to send further any clarification to JS on
this issue. She directed to GM (Pers) that now CPSU cadre
hierarchy proposal with the comments/ observations of Jt.
Secy. (Admn) and DDG(TPF) DoT Govt. nominee Board of
Directors along with the comments of BSNL has to be put up in
the BSNL Board meeting scheduled to be held on 28.05.2018
at Hyderabad. She assured to look into our suggestions also.
e) Holding of CPCs to fill up the
vacant Group-A and Group-B posts:
We requested Dir (HR) BSNL Board to direct all the cadre
controlling authorities to initiate CPCs to fill up the
vacancy Group-A and Group-B equivalent posts subject to
outcome of the court cases in view of the Management
Committee decision. Dir (HR) mentioned that she has
already directed GM (Pers) as nodal officer to take the
necessary action in this regard and assured to direct other
cadre controlling officers i.e. GM(FP), GM(TF), CGM(EW),
CGM(BW) and CGM(Arch.) also to initiate CPCs in accordance with
the decision taken in the management committee of BSNL
Board.
f) Promotion from JTO (T) to SDE (T)
under SCF and LDCE quota: We
requested Director (HR) to issue promotion orders from JTO
(T) to SDE (T) of LDCE qualified JTOs subject to VC
clearance at Circle level and to initiate CPC under
SCF quota immediately as per the decision taken in the
Management Committee since the pronouncement of the judgment
from the Hon'ble High Court Kerala is expected after 23rd
May 2018 at any day and the requisite modifications in
SDE (RR) have already been notified. Director (HR) assured
to look into the matter.
g) Promotion from CAO to DGM (Adhoc):
We requested Director (HR) to get the approval from
Management Committee for the relaxation in the eligibility
condition for promotion from CAO to DGM (Adhoc) for 38 CAOs
having regular service of three years. Director (HR)
assured an early action in this regard.
h) Service Mobile connections from
BSNL for the executives working in BSNL Offices at New Delhi
and Mumbai: We requested
Director (HR) to allow Service Mobile connections from BSNL
for the executives working in BSNL Offices at New Delhi and
Mumbai to save BSNL revenue. Director (HR) assured to look
into the matter.
GM (SR) and OSD to (Director (HR) were
also present in the meeting.
15.05.2018: Meeting
with GM(Pers): GS, President
and AGS (DR) met GM(Pers) and discussed regarding
implementation of CPSU cadre hierarchy and requested to
discuss the observations given by Jt. Secy. so that the same
can be informed to our members. GM(Pers) appreciated our
concern and discussed point wise all the observations made
by JS (Admn.). The following discussions took place.
a) CPSU cadre hierarchy: GM(Pers)
informed that response on CPSU cadre hierarchy proposal
approved by BSNL MC has been received from Jt. Secy. (Admn)
DoT, Govt. nominee Director of BSNL Board wherein he has
given some objections in the proposal submitted by the BSNL
viz.
i) In the BSNLs proposal cleared by BSNL MC will create
financial and legal implications due to effective date of
implementation from 01.01.2017. In view of this JS has
suggested to give date of effect from prospective date
ii) The existing vacancies are to be filled up subject to
outcome of court case by conducting CPCs.
iii) Prior approval of BSNL Board/DoT is required wherein
promotions affecting pension instead of only BSNL MC
approval.
iv) Existing EPP shouldn't be continued in BSNL after
implementation of CPSU hierarchy.
v) BSNL HR plan has not been finalized on the required no.
of posts which needs clarification.
vi) The Screening committee has to be conducted on every
time bound functional promotions under CPSU cade hierarchy
instead of automatic promotion for the executives working in
higher scales.
vii) The clause 5.6 is irrelevant para on AGM (Adhoc) as no
vacancy based promotion up to AGM.
viii) Date of financial upgradation E4-E5 and E5-E6 has to
be explained since the CPSU time bound functional promotions
are limiting up to E4 scale only.
ix) Any functional promotion in the same scale no additional
increment is allowed.
x) The bench mark should be very good (35) for OC and Good
(31) for SC/ST instead of good (31) and Average (27) bench
mark.
xi) Promotion to be given in the feeder cadre as per
existing policy, if there is no court stay order is pending
on promotion.
xii) All the cadres seniority lists should be finalized
immediately etc.
GM Pers told that these issues needs to be examined and
submitted to the JS for consideration before submitting the
final proposal to the BSNL Board. We expressed our serious
concern against the observations made by JS (Admn.) DoT
wherein the date of effect has been suggested from
prospective date, similarly the eligibility condition from
SDE/AO to DE/CAO promotion is now prescribed 12 years'
service instead of 5/7 years of service and increase in
bench mark etc. will not at all benefit the executives
rather will put them into loss.
We further requested to consider date of effect from the
last DPC date/ year of recruitment and to consider our
views/ suggestions given earlier on all the clauses vide our
letter no. AIBSNLEA/CHQ/CPSU/2017 dated 15.11.2017. Also
requested to expedite CPCs on priority.
b) Filling up of the Vacant Group-A
and Group-B equivalent posts: We
requested GM(Pers) to initiate CPCs to fill up the vacant
Group-A and Group-B level posts in all wings i.e. telecom ,
finance , electrical ,civil , Arch, Telecom factory (Engg.
Wings) subject to outcome of the Court cases as per the
management committee approval. GM (Pers) assured for an
early action to move the proposal for initiating CPCs in all
disciplines
c) Posting of LDCE qualified JTOs on
promotion to SDE: we
requested to issue promotions orders for LDCE qualified JTOs
to the post of SDEs subject to VC in view of the decisions
taken by the Management committee, in line with the some
previous promotion orders. Immediately, GM (Pers.) contacted
to GM(Vig.) in this regard . GM (Vig.) has told that he will
take opinion of CVO BSNL and convey to Pers. cell. GM (Pers)
assured that immediate action will be taken after getting
opinion of CVO.
d) Promotion from JTO to SDE(Telecom.)
SCF quota:- We requested
GM(Pers) to initiate CPC to fill up the vacant TES Group-B
posts since the judgement of Hon'ble High Court Kerala is
expected to be pronounced after 23rd May 2018.
Since the new SDE RR has been notifying on seniority
fixation in SDE cadre on ROTA Quota basis which may allow
favorable judgement, this will allow promotions. More than
10000 SDE(Telecom.) vacant posts are there which needs
immediate filling up. Earlier the CPC was initiated to fill
up about 6000 SDE (T) posts but due to stay orders the same
was held up. Most of the APARs of the eligible JTOs were
accessed through screening process for promotion thus now
only one or two years APARs needs to be accessed for
promotion. GM (Pers) mentioned that the VCRs have already
been called from the Circles and the action to initiate CPC
will be take shortly.
e) Implementation of Hon'ble Supreme
Court Judgement on TES Group-‘B' Seniority cases: We
requested for early implementation of Hon'ble Supreme Court
Judgement on TES Group-‘B' Seniority cases to avoid
contempt. After detail discussions, GM (Pers.) mentioned
that Committee constituted regarding 147 SDEs case will
finalize its report /observation shortly and assured that to
Hon'ble Supreme Court judgement will be implemented soon in
its true sprit to avoid contempt of court cases. He also
mentioned that rule 206 implementation case is in progress
for implementation and it will be implemented immediately
after completion of 147 case.
(vi)Consideration
of request / tenure transfers of SDEs/DEs and DGMs: We
requested for request transfers / modification /
implementation of tenure transfers of SDEs/DEs and DGMs.
GM(Pers.) assured to look into the matter.
14.05.2018:
Promotion from JTO to SDE under SCF & LDCE:
BSNL
Corporate Office had called for the Gradation List
Particulars and VC for promotion to SDE grade under SCF &
LDCE quota. Till date, the requisite information is not
received from 22 Circles.
11.05.2018:
Issue of increment on regular promotion to a scale:
BSNL Corporate Office issues orders regarding Pay fixation
matters relating to BSNL Employees under provisions of EPP -
Issue of increment on regular promotion to a scale -
CAT Principle Bench New Delhi orders dated 21.12.2017.
It is worth while to mention that AIBSNLEA only has
initiated and filed the case in Hon'ble PBCAT New Delhi and
got quashed the DoT's disputed letter date 05.07.2017 for
all irrespective of any discrimination.
11.05.2018:
Meeting with Member (F) DoT:
GS, President, AGS (DR) met Member (F), DoT and discussed
regarding:
a) Implementation of 3rd PRC in BSNL
with 15% fitment benefit: We apprised Member (F) about
the discussions had between Hon'ble MoSC (I/C) and the
representatives of All union and Associations and
requested to use her good office for early implementation
of 3rd PRC in BSNL with 15% fitment benefit as recommended
by BSNL Board. We also apprised that the reply from DPE in
this regard has also been received in DoT long before. Now
the administrative ministry can consider implementation of
3rd PRC in BSNL as per its recommendations on affordability
clause. Member (F) told that she will examine the case
positively and give the concurrence to the proposal . She
mentioned that she will support in respect of PRC
implementation in BSNL.
Revision of pension of BSNL
pensioners: We requested
member (F), DoT for revision of the pension of BSNL
pensioners after 3rd PRC report. Member (F) mentioned she is
of the opinion that pension revision of BSNL pensioners will
take place only after their pay revision. We pleaded that
BSNL pensioners are not playing any role in the
affordability of BSNL, thus their pension revision should be
delinked with the pay revision. Member (F) advised us to
take up the matter with Member (S).
c) Payment of pension contribution
on actual basic pay instead of maximum pay scale: We requested Member (F) to send
the BSNLs proposal to DoE with the comments of internal
finance of DoT to charge pension contribution of BSNL
employee on actual basic pay instead of maximum of the pay
scale as per DOPT instruction available. Member (F)
mentioned that she is not convinced by argument of excess
burden as BSNL can take various steps to control
various wasteful expenses such as Foreign trips, stay in
Five Star hotel etc. We pleaded that after 3rd
PRC implementation this will impose excess burden of Rs
.1400 crore on BSNL, however as per 6 CPC recommendation
and DOPT instruction, pension contribution should be on
actual basic pay. Member (F) assured that she will examine
the case as per prevailing rules as and when proposal will
come to her office.
d) Withdrawal of additional

under EPP vide DoT letter dated 05.07.2017: We expressed our serious
concern against the recoveries being made to the BSNL
employees on their retirement and pension is reduced even
the Hon'ble PB CAT New Delhi has quashed the DoT order dated
05.07.2017 in the case filed by AIBSNLEA. Member (F) told
that matter is sub judies and DoT administration decided to
file appeal in Upper courts. However, she advise us to take
up the case in Estt. Section, DoT to instruct CCAs to stop
recoveries by taking undertaking from BSNL Pensioners.

a) Withdrawal of additional increment
on post based promotion in the same pay scale under EPP vide
DoT letter dated 05.07.2017: We
expressed our serious concern against the recoveries being
made to the BSNL employees on their retirement and pension
is reduced even the Hon'ble PB CAT New Delhi has quashed the
DoT order dated 05.07.2017 in the case filed by AIBSNLEA. We
informed that against such arbitrary action of DoT we are
being forced to file contempt of Court. We provided him the
pay fixation memos of BSNL Executives recently retired
wherein their pay is reduced and the recoveries are made.
DDG (Estt.) DoT assured to look into the matter. AIBSNLEA
has already filed caveat petition in the Hon'ble High Court
Delhi.
b) Revision of pension of BSNL
pensioners: We requested
DDG(Estt.) DoT to take necessary steps to revise the pension
of BSNL pensioners after 3rd PRC report. DDG (Estt.)
mentioned that the matter has been examined and DoT
administration is of the opinion that pension revision of
BSNL pensioners will take place only after their pay
revision. We further pleaded that BSNL pensioners are not
playing any role in the affordability of BSNL, thus their
pension revision should be delinked with the pay revision
and as per the BSNL reply to DoT that at present the pension
liability of BSNL pensioners is about Rs. 4200 Crores and
after the revision of pension with 15% fitment benefit it
will increase Rs. 4800 Crores. DDG (Estt.) lastly told that
he will further discuss the matter with the concern officers
of Estt. Cell of DoT.
c) Payment of pension contribution on
actual basic pay instead of maximum pay scale:
We requested DDG(Estt.) to send the BSNLs proposal to DoE
with the comments of internal finance of DoT to charge

GS, President, AGS (DR) met Dir(PSU) DoT and discussed
regarding.

We requested Dir(PSU) for the
implementation of 3rd PRC in BSNL with 15%
fitment benefit as recommended by BSNL Board. We also
pleaded that administrative ministry can consider
implementation of 3rd PRC in BSNL as per its
recommendations on affordability clause. However, the reply
from DPE in this regard has also been received in DoT long
before. Dir(PSU) mentioned that the DPE reply has been given
cognizance by all the Sr. Officers in DoT but further action
is yet to be taken. It seems that the work regarding
preparation of Cabinet note for relaxation in the
affordability clause has not yet started in DoT. This a
serious situation and all the Unions and Associations of
BSNL Should immediately decide their strategies to impress
upon DoT for the settlement of this issue otherwise the
issue will linger on in DoT.
b) Reply to BSNL on CPSU cadre
hierarchy: Dir (PSU) confirmed
that Jt. Secy. (Admn) Dot being the Govt. Nominee Director
of BSNL Board has sent his observations to BSNL for the
rectification in the CPSU Cadre hierarchy proposal before
its placement in the next BSNL Board meeting which scheduled
to be held on 28thMay 2018.

Maharashtra Circle website against the AIBSNLEA member
executives by name.
(b) Requests for transfer / posting / cancellation /
retention in the Cadre of DGM (Finance)

09.05.2018:
Meeting on curtailment of wasteful
expenditure in BSNL: - The
informal meeting with the representative of Unions/
Associations was held today at 15:00 Hrs. to discuss the
curtailment of wasteful expenditure in BSNL. AIBSNLEA
suggestions/ feedback submitted vide letter no.
AIBSNLEA/CHQ/CMD/2018 dated 07.05.2018, 19 issues were
discussed on threadbare. During discussions GM Budget and GM
(SR) assured to appraise our feelings to the higher
Management.
We strongly protested against the move
of curtailment of medical facility by reducing no. of days
from 25 to 15 days on the pretext of curtailment of wasteful
expenditure. We categorically told that BSNL MRS was
approved by BSNL Board and now cannot be amended by
administrative orders and it cannot be a wasteful
expenditure. After detailed discussions GM (Budget) BSNL CO
assured no curtailment in BSNL MRS facility. He also assured
that the necessary order w.r.t. medical claims will be
issued shortly w.e.f. 01.04.2018 for BSNL pensioners.
The main emphasis was given on
curtailment on electricity expenditure which is amounting
about Rs.2500 Crores per annum and the immediate 10%
curtailment is required for which necessary instructions
will be given to the Circles to form the committees to
examine the areas where the curtailment is possible.
To reduce legal expenses the volume of
amount will be examine and on that basis only appeals to the
higher Benches will be proposed.
To reduce the expenditure on motor
vehicles will be reviewed and the common pool concept in
administrative offices will be adopted.
The BSNL IQs proper maintenance will
be ensured to avoid expenditure on stay in Hotels etc.
09.05.2018:
Meeting with GM(Pers):-
GS, President AGS(HQ) and AGS (DR) met GM(Pers) and
discussed regarding
a) Filling up of the Vacant Group-A
and Group-B equivalent posts:
We extended our sincere thanks to GM(Pers) for getting
approved the proposal to initiate CPCs to fill up the vacant
Group-A and Group-B level posts subject to outcome of the
Court cases. GM(Pers) appreciated our concern and mentioned
that BSNL management committee has given clearance to
initiate CPCs. He immediately issued instruction to the
concerned officers in Pers cell to move the proposal for
initiating CPCs in all discipline up to 17th May
2018. He assured an early action in this regard.
Similarly, we requested to issue
promotions orders for LDCE qualified JTOs to the post of
SDEs subject to VC in view of the decisions taken by the
Management Committee for initiation of the CPCs. GM (Pers.)
assured an early action in this regard also.
AIBSNLEA
was continuously pursuing for initiating CPCs and promotions
of the LDCE qualified JTOs..
b) CPSU cadre hierarchy:
GM(Pers) informed that yesterday he met Jt. Secy. (Admn) DoT,
Govt. nominee Director of BSNL Board and requested to clear
the Board memo to put up in the BSNL Board meeting scheduled
to be held on 28th May 2018. He mentioned that it seems, Jt.
Secy. (Admn.) is not convince with the BSNLs proposal on
CPSU cadre hierarchy and may suggest some modifications and
deletions. We mentioned that in case the policy is
implemented on prospective date as Jt. Secy. (Admn.) is
suggesting then majority of Executives will not be
benefited thus we have been demanding reference date from
the last DPC conducted. In view of this first the CPCs are
to be conducted to fill up the vacant posts. GM(Pers)
assured an early action in this regard.
09.05.2018:
Meeting with CMD BSNL:
GS and President met CMD BSNL and discussed regarding:
A Holding of CPCs to fill-up the vacant Group “A” and “B”
level posts:
We extended our sincere gratitude and thanks to CMD BSNL for
approving the Pers. Cell proposal in the Management
Committee of the BSNL Board to initiate CPCs for filling-up
the vacant Group “A” and “B” level posts subject to outcome
of the court cases. CMD BSNL appreciated our concern and
assured early filling-up of the vacant Group “A” and “B”
level posts at the earliest.
B Implementation of 3rd PRC in BSNL:
we requested CMD BSNL for getting approved the BSNL's
proposal for implementation of 3rd PRC in BSNL
with 15% fitment benefits. CMD assured to discuss the matter
in the DoT.
C Payment of Pension contribution on actual basis and
allotment of 4G spectrum to BSNL:
We requested CMD BSNL to use his good office in DoT for the
payment of Pension contribution on actual basis and
allotment of 4G spectrum to BSNL as assured by Hon'ble MOSC
(I/C) in the meeting held on 24.02.2018 with the
representatives of all Unions and Associations of BSNL. CMD
assured to look into the matter.
D CPSU Cadre Hierarchy implementation in BSNL:
We requested CMD BSNL to get clear the CPSU Cadre Hierarchy
proposal from DoT, Govt. Nominee Directors considering the
suggestions made by AIBSNLEA. We apprised him that CPSU
Cadre Hierarchy implementation from a prospective date will
not benefit the majority executives of BSNL. In view of that
CPCs are first to be conducted on priority. CMD assured to
look into the matter.
E. Creation of Tower Subsidiary:
We requested CMD BSNL to further take up the matter with DoT
for roll back of Tower Subsidiary to avoid the fragmentation
of BSNL. Also apprised him that all Unions and Associations
of BSNL will file a writ petition in the Hon'ble High Court
against the creation of Tower Subsidiary.

Legal action against the Subsidiary Tower Company.
The All Unions and Associations of
BSNL is continuously organising struggles, demanding the
rolling back of the Subsidiary Tower Company. At the same
time, the AUAB meeting held on 27.03.2018, decided to
explore the possibility of taking legal action on this
issue. The responsibility for making legal consultations was
given to Com. G.L. Jogi, Chairman, SNEA and Com. Prahlad Rai,
GS, AIBSNLEA. Based on the
suggestions given by these two comrades, the AUAB meeting
held today,
after threadbare discussion, decided to take legal action
against the Subsidiary Tower Company.
The meeting was
conducted in the AIBSNLEA CHQ Office at Room No. 19, IR
Hall.

We expressed our concern against non-implementation of
Hon'ble Supreme Court Judgement on TES Group-‘B' Seniority
cases. After detail discussions, GM(Pers.) assured to
implement the Hon'ble Supreme Court judgement in its true
sprit to avoid contempt of court cases.
(ii)Holding
of CPCs to fill up the vacant Group-‘B' and Group-‘A' level
posts subject to outcome of court cases:-
We expressed our serious concern against non-holding of the

in the Hon'ble High Court Kerala:
GM(Pers.) mentioned that final arguments were over and the
judgement was reserved. He immediately spoke with CGMT
Kerala Circle and requested to pursue through BSNL's
advocate for early pronouncement of the judgement. CGMT
Kerala informed that on 23rd May, 2018 Kerala High Court
summer vacation will end and thereafter immediately the
judgement will be pronouncement by the Hon'ble High Court.
(iv)Posting
of LDCE qualified JTOs on promotion to SDE:
GM(Pers.) mentioned that as soon as the decision of CPCs is
taken by the Management Committee simultaneously this case
will also be considered for posting.
(v)Implementation
of CPSU Cadre Hierarchy: We
requested to get cleared the CPSU Cadre Hierarchy proposal
from Jt. Secy(Admin.) DoT to take up in BSNL Board for
approval. GM(Pers.) mentioned that Jt. Secy(Admin) DoT [
Govt. nominee Board of Director] will discuss the matter
tomorrow to get clarified his queries with him thereafter
only the proposal cleared by Jt. Secy(Admin) will be put to
BSNL Board for approval. He assured an early action in this
regard. We further requested him to ensure the consideration
of our suggestions already submitted.

meeting of
NE-I
Circle:
A Special General Body meeting of NE-I Circle was held in
Shillong on 03.05.2018 at 3:00 pm in the Auckland IQ
Complex. All the CEC members stationed at Shillong attended.
The meeting was presided by Com. Arjun, Circle President.
From CHQ, Com.Prahlad Rai, GS, Com. S Sivakumar, President
and Com. Prasun Kr. Mukhopadhyay, Org. Secy(E) attended the
meeting. All the leaders elaborated the current demands and
its status and organizational activities to be followed by
the circle.
Com. Khimlang, AO was co-opted as ACS of the circle and it
was decided that he will continue as acting Circle Secretary
till the next circle conference, as the Circle Secretary is
out of station.
The meeting came to an end with the vote of thanks by the
newly elected ACS Com. Khimlang.

The 6th Circle Conference
of AIBSNLEA, Assam Circle Branch was held on 02.05.2018 at
BSNL multipurpose Hall, Pan bazar, Guwahati.

Biswajit Roy Choudhury, CAO presided the meeting. On behalf
of CHQ Com. Prahlad Rai, General Secretary, Com. S Sivakumar,
President CHQ and Com.Prasun Kr. Mukhopadhyay, Organising
Sercretary(East) attended the conference. After flag
hoisting the welcome address was given by Com. Subhrendhu
Bhattacharjee, ACS, Assam Circle.
General
Secretary, President and Organising Secy.(E) were
felicitated by traditional Assamese Japi by lady
comrades Smt. Smita Roy, Nabanita Deka and Subarna Boro of
AIBSNLEA, Assam Circle Branch.
The
President has given the inaugural address after which Com.
Swarup Chakraborty, CS has placed the Circle Secretary's
report which was adopted unanimously.

Krishna Bhattacharjee, Finance Secretary, placed the audited
account for the stipulated period, after some amendments and
discussion, it was approved by the house.

Com. Sukumar Dutta, DS, Tezpur/Com. Sujit Choudhury, on

SSA and Circle Secretary has summed up the reports.
In the
delegate session Org. Secretary(E) Com. Prasun Mukhopadhyay
gave the clarion call for development of the organization
and increase of membership in the Engineering Cadre and
discussed about some problem in transfer and release order
of AOs etc.

President and GS in their deliberation in the delegate
session discussed about the different short coming of the
AIBSNLEA, Assam Circle Branch and way to develop the
organization in future. GS told that AIBSNLEA, Assam Circle
Branch is one of the most important circle for policy making
of our Association and in future also they will continue to
take the same role in All India meetings etc.
At the lunch
break, a grand OPEN SESSION was organized where Sri Sandeep
Govil, CGM Assam was the Chief Guest and Sri M K Gogoi,
PGM(ETR), Sri Kishor Kumar, GM(HR&Admin), Assam circle, Sri
D D Tasniwal, GMTD Kamrup, Sri J C Chouhan, Circle IFA Assam
were the Guest of Honour.
The OPEN
SESSION was started with Saraswati Bandana and a devotional
song by Com. Subarna Boro, JAO of AIBSNLEA. The lamp was
lighted by Chief Guest and all other dignitaries.
All the
dignitaries including our CHQ leaderships were felicitated
with traditional Assamese Gamosa.

address was given by Com. Ranjit Kr. Das, DS Host Branch
after which Com. Swarup Chakraborty, CS has placed the KEY
NOTE ADDRESS and there after Circle Secretaries of SNEA(I),
AIGETOA, BSNLEU and NFTE delivered their address and greeted
the august conference.

Secretary (E) in his deliberation congratulated Assam Circle
for their better out put in March 2018 in EB/CM etc. and
appreciated the outstanding performance of Com. Prahlad Rai,
GS, AIBSNLEA to whom all other Union and Associations as
well as management are appreciating and discussed about some
transfer and release order problems of accounts personal.

Sivakumar, President CHQ in his address stated about the
BSNL in the present financial competitive marketing arena.
He also mentioned unhelpful and bureaucratic attitude of DoT
towards BSNL. Com. S Sivakumar congratulated Assam Circle
officers and staffs for a unique SIM sale in the last
financial year and making Assam Circle No.1 in the country.
He also cautioned about the hidden agenda and the move of
the cabinet to disintegrate BSNL.
All other
dignitaries present in the house congratulated Team Assam
for their active support and co-operation.

communication minister and expressed his hope that BSNL must
stand in the right way with the historical role of All
Union's & Association and we must achieve 3rd PRC.
He expressed that after finalisaton of HR Plan and 3rd
PRC the other demands which were already approved by BSNL
management committee like E1+5 increments for 2013 batch
JAOs, 25% diversion of MT quota of CAO will be taken up by
BSNL Board.
The Chief
Guest Sri Sandeep Govil, CGM Assam Circle, congratulated
Team Assam for their performance and Unions & Associations
for their heartiest co-operation with the management. He
stated that another route from Chennai to Guwahati is likely
to be installed soon, so that dependency upon Kolkata will
be minimized. He also stated that all the old BTS equipment
will be replaced by new equipment in Phase-VIII. He is also
in touch with corporate office for diversion of some BTS
from West Bengal to Assam through which shortage of tower
density in Assam can be minimized in some extent.

President, Com. Swarup Chakraborty, AO(C&E) as Circle
Secretary and Com. Kishor Choudhury, JAO as Financial
Secretary for the next
term.
