BSNL ALTTC Ghaziabad, issued detailed guidelines
regarding implementation of Revised Syllabus and Pattern
for Upgradation Training under Executive Promotion
Policy (EPP).
As per new Pattern, Executives of Telecom, Finance,
Civil & Electrical Streams need to undergo 05 Days
offline training of Core/Technical Module at Training Centers and appear for Exam on the last day of the
training i.e. 5th Day.
Syllabus and Pattern for CSS, CSSS/PA/PS, Telecom
Factory, Hindi Adhikari and Architectural Streams have not
been changed, hence need not to attend offline training
and they will appear directly in the Exam as per
existing practice.

Meeting with PGM (Pers.) BSNL CO,
New Delhi:
President CHQ Com. Rajpal Sharma, FS CHQ Com. Dinesh
Kumar & Auditor CHQ Com. R.S.Slathia met the PGM (Pers.)
BSNL Corporate Office on 26.04.2022 and discussed
regarding:
A) Promotions in various
Grades and Streams: We
enquired the PGM (Pers) about the Promotions in AGM/CAO/EE(C/E/TF/A)
& equivalent Grades and DGM equivalent Grades in the
light of DoPT OM dated 12.04.2022 and the Hon’ble
Supreme Court Judgment dated 28.01.2022. We have
demanded to utilize MT quota also to accommodate maximum
eligible executive for the promotions. PGM (Pers)
mentioned that after receipt of the DoPT guidelines, we
had a detailed discussion with the Higher Authorities
taking into account all the Legal aspects and explored
the possibilities for the early consideration of all the
Promotions. He further mentioned that DoPT orders has
not have much clarity as pronounced by the Hon’ble
Supreme Court in its judgment dated 28.01.2022.
Management is not against any Promotion and parallel
work has already been started for the smooth conduct of
CPCs in all the Cadres. Management is assessing and also
waiting for the disposal of the two BSNL SLPs pending in
Hon’ble Supreme Court.
PGM(Pers) also mentioned that pro-active actions are
being taken for the early vacation of the ‘Status Quo’
in the CAT Chandigarh Case pending since long in Finance
wing on AO to CAO promotions. Management knows very well
that there is an acute shortage in the CAO Cadre/ DE &
EE Cadres, hence possibilities are being explored for
conducting the early CPCs. Management will conduct CPCs
for all the Cadres by removing all Hurdles & possible
Legal complications and will not ignore any Stream as we
have successfully done in the case of JTO to SDE for all
Streams. On the basis of the detailed discussions, we
hope for the early promotion orders.
B) Seniority/Gradation List
of JAO-2016 Batch:We
expressed our serious concern about the undue delay in
issuance of JAO-2016 Batch Seniority/Gradation List. PGM
(Pers) mentioned that no promotion will affect due to
this delay however, some technical issues are there and
we are trying to remove these hurdles and the JAO
Gradation list both for 2016 and 2018 batch will be
issued shortly.
C) Long Stay Transfers >26 years:
We requested not to operate the Circle Long Stay
transfer list of AGM/SDE(T), already published, by
considering the present crucial Financial condition of
BSNL. PGM(Pers) appreciated our concern and pointed out
that it would be implemented in a phased manner and
orders will be issued in the coming days so as to
maintain uniform shortage after Restructuring in the
Surplus and Deficit Circles.
D) Consideration of Hard Tenure Transfer cases of SDE(C)
& others:
We expressed our serious concern about the undue delay
in issuance of Hard Tenure Transfer cases who have
already completed the Tenure period at their present
station. We mentioned that in some Circles including
Assam the SDEs(C) have already completed the Tenure in
Feb., Mar/April- 2022 but there transfer orders have not
yet been issued despite repeated requests. We argued
that if suitable substitutes are not finding
immediately, they can be posted later but the orders for
the Executives already completed tenure period may be
issued immediately to avoid the hardships so that they
can take care of their family & old aged ailing Parents
during this hard time of increasing Covid cases again in
several places. PGM (Pers) appreciated our concern and
assured that these Hard Tenure transfer orders will be
issued within this week.
E) JAO Rule-9 transfers:
We have requested the PGM(Pers.) for the review of JAO
Rule-9 transfer cases from the Borrowing Circle(s)
working on Temporary transfer basis in the interest of
the BSNL Services, Prevailing Spouse Grounds & Medical
Grounds of self/Spouse/Parents as per BSNL Executive’s
Transfer Policy and keep the orders held in abeyance.
PGM(Pers.) mentioned that we are not pressurizing for
their relief but there is much pressure from their
Parent Circle’s CGMs for their Repatriation. However, we
are assessing case by case and revisit the same.
F) Pending request transfer cases:
We requested PGM(Pers.) for the issuance of pending
request transfer cases including those who have applied
through OTP but not considered. Neither their requests
have been considered nor have their requests been
removed from the System so that they can apply again
through OTP. PGM(Pers.) assured to look into the matter

GS visit to Visakhapattanam, AP on 13.04.2022:
GS Com. Shaji. V, visited Visakhapattanam on 13.04.2022
and attended the XXXI AIC of SNEA. The District body of
AIBSNLEA Visakhapattanam, AP Circle has utilized the
opportunity and arranged a District body meeting wherein
all the office bearers & beloved members of AIBSNLEA of
the Branch have participated and attended the meeting.
The meeting was chaired by Com. N.V. Bhaskar Rao,
District President. Com. B. Sri Hari, District Secretary
welcomed the GS on his visit to Visakhapattanam and
greeted him.
GS discussed various Organizational matters, BSNL
Viability & Govt. role therein and updated the
Executives about the progress of pending burning HR
issues in CHQ. The GS explained about the efforts being
taken by the AIBSNLEA CHQ in materialization of the
pending issues at CHQ level.
GS replied on a query that the Govt. of India is
arranging for a new financial package for BSNL and the
BSNL is on the Revival Path and hope that soon it will
regain its Original Pristine Glory through the induction
of 4G Mobile Services developed with the Indigenous
Stuff of our beloved Nation.
Branch office bearers assured the GS for further
strengthen of AIBSNLEA in the District and increase the
membership in the days to come. GS also met/had a call
with the PGM TD Visakhapattanam BA Shri Paul Williams
and discussed about various issues related to BSNL & HR
and assured the full cooperation from AIBSNLEA on the
any action about the Survival of BSNL. PGMTD greeted the

Report on First Extended Circle Executive Committee
Meeting of AIBSNLEA, A.P. Circle held on 14-04-2022 at
Guntur:
The
Extended Circle Executive Committee Meeting of AIBSNLEA,
AP Circle was held on 14.04.2022 in the Conference hall
BSNL, Guntur.
Comrade Shaji. V, GS AIBSNELA participated and addressed
the Gathering. The CHQ leaders, Com. S. Narender AGS
(Fin) and Com. P.Raju Advisor (Central) CHQ were also
present in the meeting.
All the District Secretaries, District Presidents and
CEC/CWC Members from different BAs/SSAs have attended
the Extended CEC Meeting.
At
the outset, the GS, all the OBs & Members paid rich
tributes to Dr. Baba Saheb Ambedkar’s Portrait with a
wreath on the occasion of 'Bharat Ratna' Dr. B.R
Ambedkar's Birthday on 14th April, 2022.
The
meeting was started at the scheduled time and was
presided over by the Circle President, Com. M.
Veeranjaneyulu. The AIBSNLEA flag, on the ground floor,
was unveiled by the Circle President in the presence of
our beloved General Secretary Comrade V. Shaji. The
Strong Slogans like ‘AIBSNLEA ZINDABAD’ ‘BSNL ZINDABAD’
were raised. A prayer song was sung by Com Baji Shaida
AO & ACS AP Circle, Vijayawada, in the starting of the
meeting.
Com. GS welcomed by the AP Circle Comrades. The GS, CHQ
OBs, & CP have been felicitated by
“Pushpa Goochha”
& “Flower bouquet”
by the Circle Comrades.
Circle President, in his welcome address emphasized on
the importance of increasing the Membership, motivation
in between the Executives and much more involvement by
each Employee for increasing the Revenue of BSNL to gain
it’s Original Pristine Glory.

Baji Shaida, ACS & Com. Uday Kumar, CFS, AP Circle has
spoken in detail about the Organisational issues.
The CHQ Office Bearers, Com. S. Narendar AGS (Fin.) and
Com P. Raju, Advisor (Central) CHQ have also addressed
the gathering and assured fullest support for the growth
of our Great Organization- AIBSNLEA in A.P. Circle.
Com V. Shaji, GS AIBSNLEA, addressed the gathering and
informed the August House that our new CHQ Team
available at HQ- Corporate Office New Delhi is giving
Solid Support and doing well under the able Leadership
of our Experienced & Senior Com. Rajpal Sharma Ji, CHQ
President. He is having rich relations with the Senior
Officers in BSNL HQ since he is working at Corporate
Office New Delhi for a long time.
GS
further mentioned that we are having a perfect blend of
both experienced and Young BSNL Recruitees Comrades in
the New CHQ team of AIBSNLEA. GS further indicated that
our paid Membership has increased in the last two
months.
GS emphasized that the Membership Enrolment Window will
be opened in June-July 2022 and each OB/Member need to
mobilize for the new members for AIBSNLEA and motivate
to increase the present strength at least by 25% in all
the Districts/Bas/Circles.
GS further informed the House that so many New Members
are joining AIBSNLEA in Assam, Gujarat, Uttar Pradesh
and Kerala Circles and the other Circles should also
work with the same Zeal to increase the Membership.
GS discussed various Organizational matter and HR
related issues. He pointed out that BSNL is a Govt.
Company and therefore nothing to be worried and BSNL
will flourish again since Govt. is providing continuous
support to the State owned BSNL. Regarding 4G
implementation, he conveyed the assurances given by the
CMD BSNL that 4G services will be introduced very soon.GS explained in detail with the present status about the burning
issues viz., CPCs for Promotions in all Cadres,
Implementation of 3rd PRC/Dearness Pay/IDA merger, BSNL
Revenue for FY 2021-22, implementation of Standard Pay
Scales of E2 & E3 to the JTO & SDE equivalent grades,
issuance of Gradation list of JAO 2016 batch etc., GS
assured for the full support from the CHQ to AP Circle.
The Meeting is continued with the same Zeal in the
Afternoon Session also. Several Organizational issues
have been discussed by all the Members. Com. GS replied
the queries raised by the Members.
The House unanimously decided and co-opted Comrade S.K.
Baji Shaida as the New Circle Secretary and Comrade T.
Nagraj Gari as the ACS (F) AP Circle since Comrade M.
Srinivasa Rao, existing CS, due to his personal reasons,
has offered his resignation before the House and after
detailed deliberations, the House accepted the same.
The newly elected Circle Secretary Comrade S.K. Baji
Shaida assured the House that he would effectively
manage the AIBSNLEA in AP Circle and requested all the
DSs and DPs to contact him regularly so as to settle all
the burning issues in the circle office without any
delay.
The new CS assured the GS for their fullest cooperation
and also assured that their each and every member will
work for increase the membership of the Association and
to strengthen the hands of the GS in the days to come.

extended CEC meeting of AP Circle concluded with the
Vote of Thanks by the Young Comrade Rami Reddy, JTO

AIBSNLEA Assam Circle
held on 01-04-2022 along with NE-I and
NE-II Circles to welcome our beloved General Secretary,
Com. V. Shaji on his Maiden Visit to Guwahati, Assam.

Shaji and OS East Com. Avijit Khamrui. He expressed his
deepest gratitude to GS for coming to Assam. He asserted
that Assam is having good relations with CHQ team and it
will be strengthened further. He sincerely thanked his
all district body for trying hard in their respective
districts to increase the membership of AIBSNLEA. He
mentioned that under the able leadership of Com. V.Shaji,
AIBSNLEA will become No.1 Association in the days to
come. He thanked Assam Team for the
very good
arrangement
made for
the Special GB meeting.
Our beloved General Secretary Com. V
Shaji
addressed the house and shared his views
with the Assam Circle team. He discussed various
organizational matter and HR related issues. He pointed
out that BSNL is a Govt. Company and therefore nothing
to be worried about BSNL. BSNL will flourish again since
Govt. is providing continuous support. Regarding 4G
implementation, he conveyed the assurances given by the
CMD BSNL that 4G services will be introduced very soon.
About the implementation of Standard Pay Scales of E2
for JTO/JAO equivalent and E3 for SDE/AO equivalent, he
mentioned that the decision of DOT in this matter is
awaited.
GS mentioned that E1+5 increments matter
is under consideration and AIBSNLEA is continuously
pursuing with the BSNL Management. GS mentioned that we
all will work together with unity in a Team spirit for
the betterment of BSNL and the AIBSNLEA as well and we
will uphold the banner and flag of
BSNL and AIBSNLEA very
high.
Regarding implementation of longest stay
transfer orders in respect of Deficit Circles, AIBSNLEA
CHQ has already taken up the issue with CMD BSNL and
pleaded that the executives from existing Deficit
Circles may not be disturbed in the name of long stay
transfers and the longest stay transfer orders out from
deficit circles should not be considered.
GS assured the fullest support of the CHQ
to Assam, NE-I & NE-II Circles and requested that each
and every member of the
Circles should work for the
upliftment of the Association
and to increase the membership in the ensuing period of
membership window opening in June-July 2022 to further
strengthen the Association and to strengthen the hands
of CHQ. The CS Assam & NE-II circles assured the GS for
their fullest cooperation and also assured that their
each and every member will work for increase the
membership of the Association and to strengthen the
hands of the GS.
The ASSAM CS & CP presented the “Momento”
to the General Secretary Com. V. Shaji and thanked the
GS for the updating and sharing his valuable views for
the betterment of the Association as well as the BSNL.

Mukherjee, District President, Kamrup was felicitated by
the General Secretary. The General Body Meeting was
concluded with the Vote of Thanks by Com. Manas Roy
Mukherjee, DP Kamrup followed by the Delicious Lunch.
01.04.2022The
PO for about 6,000 BTSs has been placed today for 4G
services with the indigenous Core of C DoT.
Shri S K Mishra ji, Director(CM) retired yesterday on
31.03.2022, has placed the PO for procurement of
prestigious indigenously developed 4G equipments with
about 6000 BTSs before relinquishing his charge.
For better testing purpose, it will be deployed across
the country. About 8,000 4G BTSs of Nokia are also ready
for working. Those also will be connected to the new 4G
Core. Once all testings are successful, further orders
will be placed for about 1 lakh BTSs. All the cost will
be borne by the Govt. After that, remaining 4G
compatible BTSs will also be connected to the new Core.
