: Convener JAC met CMD BSNL and
discussed about payment of Bonus before
Diwali. CMD reiterated the stand that
Bonus cannot be paid since Company is in
loss. However, he may put the issue
before BSNL Board. All the Circle /
Branch Secretaries are requested to
implement JAC programme of MASS DHARNA
on 28th Oct, 2010 successfully. |

27.10.2010 : GS discussed with PGM (BW)
regarding :
(a) DPC to regularise adhoc EEs (C) :
PGM (BW) informed that the DPC to
regularise about 220 EEs (C) adhoc is in
progress. Most of the ACRs / VCRs have
been received. Efforts are being made to
complete DPC at the earliest and issuing
regular promotion order after the
approval of the competent authority.
(b) Consideration of request / tenure
transfers of SDEs / EEs (C) :
We requested for consideration of
request / tenure transfers and
modification of some transfer orders of
SDEs (C) / EEs (C). PGM (BW) assured to
look into the matter.
27.10.2010 : GS, President, AGS (HQ), FS
met CMD BSNL and discussed :
(a) Payment of PLI :
We requested for payment of PLI for the
year 2009-10 since BSNL got good grading
and the provision for payment of PLI was
already made in the balance sheet of
BSNL for year 2009-10. CMD mentioned
that since BSNL is not making profit and
as per DPE guidelines PLI cannot be
paid. He immediately spoke to CMD MTNL
and inquired about PLI payment in MTNL.
CMD MTNL replied that since MTNL has
made 2500 crores loss for the year
2009-10 and as per DPE guidelines PLI
cannot be paid to employees. After
discussion with CMD MTNL, CMD BSNL tried
to convince that Unions and Associations
should drop the issue at this juncture
and should call upon the employees for
earning profit for BSNL. He further
mentioned that even small acts can earn
profit e.g. one employee should bring
one broadband customer everyday and SDOs
/ JTOs should hold regular meetings with
their line staff at least twice in a
week to discuss the developmental and
maintenance activities. It will provide
leadership and involvement of staff.
When we apprised him about the shortage
of drop wire and telephone instruments
in field units, he immediately spoke to
Dir (CFA) and asked the store / material
position. Dir (CFA) apprised him that
drop wire is being directly procured by
Circles from Telecom Factory and
regarding shortage of telephone
instruments no Circle has reported to
BSNL CO. In this regard, CMD advised to
provide the feedback to Dir (CFA) for
necessary action. CMD lastly assured to
put up the PLI issue in the next BSNL
Board meeting for consideration.
(b) Implementation of DPE order
regarding 78.2% IDA fitment benefit
instead of 68.8% :
We further requested for implementation
of DPE order regarding 78.2% IDA fitment
benefit instead of 68.8%. CMD mentioned
that the matter was discussed in the
BSNL Board meeting but BSNL Board
advised to implement the order only when
there is a sign of profit in BSNL. He
advised that efforts should be made to
earn profit in this current financial
year so that such issues can be
considered. He informed that BSNL is to
borrow Rs. 2000 crores shortly to meet
out the regular expenses. If this DPE
order is implemented Rs. 1000 crores
financial implications will be there
immediately. We further requested that
it is the DPE order which needs
implementation like 6th CPC
recommendations implementations.
(c) DPC to fill up vacant DGM (Engg)
posts and DEs regularisation :
We requested to fill up all vacant DGM (Engg)
posts and to regularise adhoc DEs
against vacant DE regular posts. CMD
informed that both the DPCs are in
progress and shortly the process will be
completed.
(d) Cancellation of transfer orders of
Gr. B level Executives on the basis of
ODI lists :
CMD mentioned that the matter has
already been taken up with DOT for
clarification about Gr. B level
Executives transfers on the basis of ODI
lists. However, he assured to further
discuss the matter with Member (S) for
early clarification.
(e) Unlawful recoveries of PAs / PSs of
Kerala Circle based on BSNL CO Pers
section clarification :
We expressed our serious concern against
BSNL CO clarification issued to CGMT
Kerala Circle regarding not considering
the period from 01.10.2000 to 01.01.2004
for the purpose of counting of residency
period for EPP in case of PAs / PSs for
whom the RRs were notified on
01.01.2004. After BSNL CO clarification,
CGMT Kerala Circle has issued order for
recoveries of 81 PAs / PSs of Kerala
Circle, who will be facing Rs. 2.5 to 3
lakhs (each) recoveries. We requested to
withdraw the order in view of earlier
BSNL Management decision and requested
to stop recoveries. CMD assured to look
into the matter. |

Awards 2010 held today in FICCI
Auditorium, New Delhi. Hon'ble Minister
of Communication & IT Thiru A. Raja was
the Chief Guest on the occasion. Hon'ble
Minister of State for Communication & IT
Shri Gurudas Kamath and Hon'ble Minister
of State for Communication & IT Shri
Sachin Pilot were the Guests of Honour.
Shri R. Chandrashekhar, Secretary (T)
was among the special invitees.
After
welcome of the Hon'ble guests with
flower bouquets, welcome address was
delivered by CMD BSNL Shri Gopal Das.
Followed by this were the addresses of
Secy (T), Hon'ble MOSC&IT Shri Sachin
Pilot and Hon'ble MOSC&IT Shri Gurudas
Kamath.
Hon'ble
MOC&IT Thiru A. Raja in his address told
that BSNL is not only a commercial
organisation but owning the social
obligations of the country. In emergency
and insurgency it is BSNL who comes on
rescue e.g. in Leh (J&K) cloud burst
BSNL only restored and provided telecom
services. Similarly in the remote and
rural areas of country, BSNL only is
providing telecom service. During 3G
allocation he only made the provision
that BSNL should compulsorily be given
3G block (spectrum) without
participating in the spectrum bidding
process. He also mentioned "I am here to
support BSNL." Hon'ble MOC&IT
appreciated BSNL for adding 2 million
GSM lines during the last quarter.
Shri R.K.Agrawal, Director (CM) has
given Vote of Thanks.
The
Non-Executives / Executives who were
honoured with Bharat Sanchar Sewa Padak
Award 2010 were Shri L. Subramanium, TM,

(a) Filling up of vacant DGM Engg posts
:
We requested to fill up all vacant DGM
Engg posts. Sr. GM (Pers) mentioned that
DPC to fill up vacant DGM Engg posts is
in progress as soon as the VCRs are
received and action on below bench mark
cases is taken by Circles and intimated
to BSNL CO DPC will be completed and
promotion order will be issued to fill
up vacant DGM posts.
(b) Consideration of request / tenure
transfer cases of SDEs (T) / DEs :
We requested to consider all pending
request / tenure transfer cases of SDEs
(T) / DEs. Sr. GM (Pers) mentioned that
all pending cases are being examined and
early action will be taken to issue the
transfer orders and clarified that
normally request / tenure transfer
orders will be issued in October and
March.
(c) Modification of posting order on
promotion to DE Adhoc – case of six SDEs
of STP Circle :
We requested to intervene for allowing
joining of six SDEs of STP Circle on
promotion to DE Adhoc in DNW Circle,
since CGM DNW is not allowing them to
join. Sr. GM (Pers) assured to look into
the matter.
(d) Regularisation of Adhoc DEs :
We requested to fill up about 1000 DE
regular posts from adhoc DEs. Sr. GM (Pers)
assured to look into the matter.

Successful
one day hunger strike by General Secretaries
:- :-As
per the decision of the JAC the General
Secretaries went on a one day hunger
strike today, the 15.10.2010, at the
Corporate Office, New Delhi, demanding
immediate payment of bonus to the
Non-Executives and Executives of BSNL.
Most of the General Secretaries and the
Convenor of the JAC participated in the
hunger strike. The programme is very
successful. On behalf of the management,
shri R.K. Agarwal, Director (Planning)
invited the fasting leaders for
discussion. After detailed discussion,
the Director (Planning) assured that our
demand for payment of bonus would be
strongly taken up in the next Board
meeting. Inspite of the assurance given
by the management, the leaders continued
their fast till the evening. |

Date
of Dharna changed to 28.10.2010
:-The
JAC had earlier given call to conduct
Nation Wide dharna on 19.10.2010.
However, it came to the notice of the
JAC leaders that Shri Gopal Das, CMD
BSNL had gone on a foreign tour and
would be returning to the Delhi only
around 23.10.2010. In view of this
development the JAC, in its meeting held
today, decided to change the date of the
dharna to 28.10.2010, since there is no
use in holding the dharna when the CMD
has gone on foreign tour. |

finalises strike notice - Dates of
strike and March to Parliament changed
:-
The
JAC meeting took place yesterday the
12.10.2010, at New Delhi. In the
meeting, the demands to be incorporated
in the 3 day strike notice were
finalized. The JAC has made a change in
the dates of the 3 day strike. This was
necessitated due to the fact that the
counting of votes for Bihar assembly
elections is to take place on
24.10.2010. Similarly, the date for
"March to the Parliament" is also
changed in view of the fact that the US
President is visiting Delhi and will be
addressing the Indian Parliament. Now,
the final dates of the strike and
"March to Parliament" will be as
follows.

We requested for early sending of Memo
to Cabinet for approval on IDA Pension
Revision of BSNL Pensioners. Member(S)
informed that the Cabinet Memo after
inter-ministerial clearance has been
approved by Hon'ble MOC&IT and shortly
will be sent to Cabinet for approval.
(b) Absorption of ITS Officers in BSNL:
Member(S) informed that Cabinet Note on
ITS Officers absorption in BSNL / MTNL
has been approved by Hon'ble MOC&IT and
being sent shortly for inter-ministerial
circulation to Nodal Ministries for
clearance thereafter the Cabinet Memo
will be sent to Cabinet for approval.
(c) Cancellation of Zonal transfer
orders of BSNL Executives on the basis
of ODI Lists:
We requested for his kind intervention
in the transfer orders of BSNL
Executives based on ODI Lists. We
pleaded that BSNL Executives against
whom the disciplinary proceedings are
over, punishment awarded & currency of
punishment is also over & even the
executives retiring within a period of
one year have been transferred on zonal
basis. As per the CVC guidelines,
executives in ODI list should have been
transferred from sensitive posts.
Member(S) assured to look into the
matter & mentioned that ODI lists are
prepared in the Circles & these are
being reviewed after every six months
and on genuine cases, BSNL Authorities
can take appropriate decision.
(d) Member (S) Committee Report on Sam
Pitroda Penal recommendations :
On our query regarding Member (S)
committee report on Sam Pitroda panel
recommendations , Member (S) mentioned
that committee report will be shortly
finalised and submitted but it got
delayed for want of some more feedback
from BSNL Unions / Associations.

We deeply mourn the untimely demise of
Com. Shri Pankaj Kumar Sinha, our Branch
Secy., Telephone Bhawan, Kolkata on
02-10-2010 (night) following a severe
cerebral attack. He was only 46 and left
behind his wife and two minor children
10 & 7 years old. Com. Pankaj was a
dedicated soldier of AIBSNLEA. Our
heartfelt condolence to the bereaved
family.
