and discussed:-
(a) To issue instructions to all Circle
Heads regarding Customer Delight Month
May-2011 -
A call given by JAC:-
We requested CMD,
BSNL to issue necessary instructions to
all the Circle Heads for the successful
implementation of Customer Delight Month
May- 2011. CMD, BSNL immediately talked
to Sr. GM(SR) and instructed him to
issue the necessary instructions to
support JAC right cause immediately.
(a) Retention of
BSNL's assets by DoT :-
We strongly
protested to CMD, BSNL regarding the
letter of Training Finance, DoT dated
19.04.2011 for the retention of BSNL's
assets i.e BSNL Buildings and IQs by DoT
in all Telecom Circles. CMD, BSNL
assured to look into the matter.
(b) IDA Pension
revision order of DoT:-
We protested
against Para-5 of DoT dated
16.03.2011order of IDA pension revision
wherein the pension payment has been
linked to the 60% receipts from BSNL to
DoT. Sh. S.C. Mishra, as Member(S)
mentioned that Para-5 is the Cabinet
decision which has been reflected in the
order till it is withdrawn. Regarding
Secy.(T) letter dated 05.01.2009, he
replied that it is a clarification &
assurance given by the then Secy.(T) but
the above said provision of Para-5 is
not withdrawn. However, we strongly
protested and requested to take up the
matter with Cabinet for its withdrawal.
(c) BSNL
Franchisee - Retailer network operation
failure. Need for urgent intervention to
resolve the crisis.
We requested CMD's
intervention to resolve the BSNL
Franchisee issue. CMD mentioned that
deduction of TDS is as per the Income
Tax department rules and franchisees
should take up the matter with IT deptt.
Regarding increase in franchisee
commission from 5% to 6% decision has
been taken and to resolve franchisee's
other problems Director (CM) is
discussing with them.
(d) Appointment
of CMD, Director (EB) and Director (F)
BSNL:-
On our query regarding appointment of
CMD, Director (EB) and Director (F)
BSNL, CMD mentioned that shortly
interviews for Director (EB) will be
conducted by PSEB and regarding Director
(F) appointment, Hon'ble High Court,
Delhi judgment is awaited. It is
understood that Govt. will appoint CMD
BSNL shortly. |
26.04.2011: GS,
President, AGS(HQ) met Sh. A.K. Jain,
Sr. GM(Pers.) and discussed:-
(a) DPC from DE to DGM :- Sr.
GM (Pers.) informed that ACRs/VCRs of
the eligible DEs for DPC has been
received to fill up about 260 vacant DGM
posts. Meanwhile the legal opinion
regarding 270 SDEs (T) LDCE Quota
seniority case has been sought from
BSNL's legal Cell. However he mentioned
that if every thing goes well the DPC
may start in the next week itself.
(b) DPCs from DE(Adhoc) to DE(Regular)
and SDE(T) to DE(Adhoc) :
We requested to initiate DPCs to
regularize adhoc DEs and to fill up DEs
vacant posts on adhoc basis. Sr. GM(Pers.)
assured an early action.
(c) Modification/Cancellation of
transfer orders on promotion to SDE(T):-
We requested to
Modification/Cancellation of transfer
orders on promotion to SDE(T) from PB
Circle to J&K Circle instead of NE
Circle and some cases of Karnataka and
HP Circles. Sr. GM(Pers.) assured to
re-examine the cases.
(d) Settlement of pending appeal cases
against below bench mark:-
We requested to expedite all pending
appeal cases against below bench mark of
APAR. Sr. GM(Pers.) assured that all the
appeal representations received through
proper channel will be send to Competent
Authority for decision at the earliest.
(e) Withdrawal of BSNL Corporate Office
order regarding Sr. AO/Sr. SDE, PA, PSS
treating time bound promotions:-
We requested for withdrawal of BSNL
Corporate Office order regarding Sr.
AO/Sr. SDE, PA, PSS treating time bound
promotions. Sr. GM(Pers.) informed that
committee in this regard had detailed
discussions and will given decision
shortly.

Implementation of the Cuttak Judgment of
JTOs qualified departmental
qualifying-cum-competitive examination
belong to SC/ST/OC category :-
We
requested for the implementation of the
Cuttak Judgment of JTOs qualified
departmental qualifying-cum-competitive

and recruited upto 1993 to fill up the
vacancies in TES Group-'B' posts existed

transfer orders issued on ODI list: -
We requested to modify the transfer
orders of JAOs/AOs/CAOs issued on the
basis of ODI list as per the recent DoT
order. PGM(FP) informed that some cases
are under consideration and assured that
order will be issued after taking
approval from the competent authority.
(b)
Early settlement of Pay anomaly cases
wherein senior Executives are drawing
less pay than their juniors-
PGM (FP), the Chairman of the Committee
constituted for the settlement of Pay
anomaly cases wherein senior Executives
are drawing less pay than their juniors,
mentioned that he has quite clear
opinion that Seniors should not draw
less salary then their juniors and
informed that in the next meetings some
concrete decision will be taken.
(c)
Pay fixation case of JTOs 2007 & 2008 batches-
We
requested PGM (FP) , the Chairman
Committee constituted to finalize the
report on pay fixation case of JTOs
2007 & 2008 batches for early settlement
of the case. PGM (FP) informed that
Committee members have discussed the
issue and opinion that maximum
additional five increments can be added
in the basic to provide parity with
other JTOs. But due to the continuous
opposition of the executives'
associations, it is not materialized.
However in
the next meetings some concrete decision
will be taken.
(d) 1999 JAOs batch DPC:-
We requested to hold 1999 JAOs DPC on
retrospective date when they were due
and without promoting them as AAO; the
AAO cadre was declared wasting cadre.
PGM(FP) mentioned that the matter is
under consideration and after the
approval of the Competent Authority the
further action will be taken. |

Circle Conference of
Orissa
The Biannual 3rd
Circle Conference of Orissa Circle held
at Bhubaneswar on 22nd and
23rd April-2011. The flag was
hoisted by CHQ President, GS & Circle
President at 9:30AM in RTTC campus.
After hoisting the Association flag all
the delegates, office bearers, members,
went to the venue of the Open session in
Rabindra Mandap, one of the best and
prestigious auditoriums of Bhubaneswar
City. Sh. A.N. Rai, CGMT Orissa was the
Chief Guest and Sh. A. Mukhopadhyay,
CGM ETR Kolkata and Sh. Somnath Maity,
CGM ETP Kolkata were the guests of
honour besides the CHQ President, GS
CHQ, OS(E), CHQ Com. Amit Gupta and
Advisor-Legal, CHQ Sh. S.K. Dalai were the
invited guests. The 500 capacity of the
auditorium was almost full. All the GMs.
DGMs, CSs and office bearers of sister
Associations, Unions, Press and media,
were present. After the welcome address
by Sri K. N. Sahu, Branch Secy. of
Bhubaneswar Branch, the Chairman of the
reception committee Com. B. P. Mishra
DGM(F) gave the introductory speech. Shri
B.D. Nath, Circle Secy. read out the key
note address that highlighted on
viability of BSNL, better customer
services and extensive marketing.
Salient points are Reduction of
expenditure, Space audit and Energy
audit, Transparent tendering process,
Minimization of field posts, Manning of
large MUX stations with justified staff
reducing staff from small ones, Timely
holding of DPC for Time bound promotion
on all cadres, Regular rotation of
executives from hard places, Scrapping
of stores, Incentive for hard workers,
Delay in implementation of projects,
Single window customer care and role of
our Association for customer support.
The CSs of other Unions also addressed
the house.
Sh. A. Mukhopadhyay, CGM ETR Kolkata
appreciated the pin point analysis of
problems in Orissa Telecom Circle and
requested to Project & Mtce. Circles to
work hard for the Circle and in turn
BSNL. He assured to regularize the DPCs
and to complete all pending issues in
time. Sh. Somnath Maity, CGM ETP
Kolkata appreciated the achievement of
Orissa Circle in terms of profit and
implementation of MNP. He also
appreciated the approach of AIBSNLEA
towards Customer delight with quality of
service and quality of approach to
customers. Sh. A.N. Rai, CGMT Orissa
appreciated the tremendous support
extended by CGMTs of ETP and ETR in the
development of Network in Orissa which
takes it to profit and customer
satisfaction. He also appreciated the
concern of JAC/AIBSNLEA for their
approach towards the customers delight
and assured his full support to JAC. He
insisted to sorted out the problems of
customers and bring it to the
appropriate forum to be attended to at
the appropriate time, attitude towards
customers required to be changed and
appreciated that first time
Unions/Associations have gone to the
right place i.e. serving customers .
Then the CHQ President addressed the
house on financial health of the BSNL
and appealed the members to enhance the
revenue at least by 5% so that BSNL
starts making profit. GS in his address
focused on the wrong principle and
faulty decisions of BSNL policy makers
so that the same staff who once upon a
time earned profit by 10000 crore is
facing loss. He also appealed all the
executives to observe customer delight
month from May-1 with full sincerity. He
sent a strong worded message to the BSNL
management and ministry of
communications to fulfill all the vacant
posts of BSNL Board and stopping the
lavish expenditure by higher bosses. He
appraised in details the status of HR
issues and the efforts for the
settlement of pending issues. He
mentioned that BSNL management should
procure cable, instruments immediately
for early restoration of day to day
faults. He also impressed upon for
completing the absorption of ITS
officers to BSNL/MTNL and demanded Govt.
support to BSNL as its owner. Vote
of thanks was given by Com. N. Tripathy.

& DPC from SDE (T) to DE (Adhoc):-
We requested to
expedite DPCs
of DE(R) & SDE (T) to DE (Adhoc). Sr.
GM(Pers.) mentioned that in DE
regularization & SDE(T) to DE(Adhoc)
DPCs, the
legal opinion has been asked regarding
147 SDEs(T)
[ LDCE quota]
seniority &
operation of TES Gr.
'B'
seniority list no. 6. He further
mentioned that efforts are being made to
conduct the DPCs in the manner wherein
legal complications are avoided.

Cancellation / modification of transfer
& posting order on promotion to SDE
(T):-
we requested for
cancellation / modification of mass
transfer & posting orders
on recent promotion order to SDE (T)
i.e. from Karnataka, Himachal Pradesh,
Punjab, Uttrakhand
Circles etc.
Sr. GM(Pers.) informed that matter is
being examine based on the vacancy
position of SDE(T) in these circles &
justified action will be taken shortly. |

JAC leaders met today and finalized the
following programmes:-
Observing of "Employees Awareness
Week"
The JAC has decided that an "Employees
Awareness Week" is to be observed from
18th to 24th
April, 2011. During this period,
combined General Body meetings of all
the JAC affiliates are to be conducted
at the Branch and SSA levels. In these
meetings, the SSA / Branch level issues
on which action is to be taken i.e., to
increase the quality of services as well
as customer satisfaction, will be
identified. Together with this, action
programme are also to be formulated to
achieve the objectives, i.e. improving
the quality of our services and customer
satisfaction.
Observing of "Customer Delight
Month"
A Customer Delight Month is to be
observed by the JAC, from 1st
May to 31st May. The
following targets are to be achieved
during the month of Customer Delight
Month.

Zero land line, OFC
faults () All faults to be cleared on
the same day
¨
Zero Broad Band faults ()
Cable faults to be cleared within 48
hours

Giving proper publicity
by issuing pamphlets to the public,
displaying posters /
flex boards and publicity
through media. This is to give a message
to the public
that
BSNL employees care for their customers.

Each employee should
bring at least 2 new customers (land
line, Broad Band /
Mobile etc.) during this month.

To take all measures to
save electricity.
¨
Weekly Review of the progress and
discussion between management & staff
side.

We
protested against mass transfer of
posting on promotion from JTO(T) to
SDE(T) especially from Karnataka Circle,
HP Circle and PB Circle to distant
Circles. We explained that sufficient
vacancies in SDE(T) cadre are available
in these Circles, despite of that many
JTOs on promotion to SDE(T) has been
transferred & posted to distant Circle.
Sr. GM(Pers.) assured to look into the
matter.
(b) DPCs
from DE (Regular) to DGM, DE (Adhoc) to
DE (Regular) & SDE(T) to DE (Adhoc):-
We
requested for early conduction of DPCs
from DE (Regular) to DGM, DE (Adhoc) to
DE (Regular) & SDE(T) to DE(Adhoc). Sr.
GM(Pers.) informed that legal opinion
regarding DE (Regular) to DGM & DE(Adhoc)
to DE(Regular) has been asked & shortly
some decision will be taken. However the
ACRs/VCRs of eligible Des have been
received expect some Adhoc DEs for
DE(Regular) promotion. Regarding SDE(T)
to DE(Adhoc) promotions, Sr. GM(Pers.)
assured to initiate the DPC. |

some AOs/CAOs/DGMs:-
we requested for
considering the request for cancellation
/ Retention / Modification of transfer
orders of some AOs/CAOs/DGM(F) on
genuine grounds. PGM(FP) assured to
examine the cases.
(b) DPC
from AO to CAO:-
we requested to initiate DPC from AO to
CAO to fill up vacant CAO posts on adhoc
basis. Sr. GM(FP) informed that the case
has been sent to the Competent Authority for
approval to initiate the DPC.
(c) DPC
from CAO(Regular) to DGM(F):-
We requested to complete the DPC from
CAO (Regular) to DGM(F) left out cases.
PGM(FP) informed that about 25 clear
cases of CAO (Regular) to DGM(F)
promotion has been processed. |
