24.03.2009 : GS, President met Secy (T) and discussed –

(a) Implementation of new IDA Pay Scales – We expressed our sincere thanks for the approval of new IDA Pay Scales of BSNL Executives with 30% fitment benefit w.e.f. 01.01.2007. Secy (T) welcomed our feelings and suggested to work hard for the growth of BSNL. We assured him our fullest cooperation.

(b) 50% IDA merger with basic for pensioners – We requested for allowing 50% IDA merger with basic for BSNL pensioners. We also requested to settle the issue in DOT itself since DPE is not giving the clarification since long. Secy (T) informed that he has already discussed the matter with Member (Fin) to settle the issue in DOT without further waiting DPE’s reply and advised us to meet Member (Fin) in this regard. Immediately, we tried to meet Member (Fin) but due to his non-availability at the station we could not meet him. Next week, we will try to meet him in this regard.

(c) IDA pension revision – We requested for early issuance of IDA pension revision order. Secy (T) informed that matter has been sent to Law Ministry through DOP&T for clarification but till now the clarification is awaited. He assured to look into the matter.

(d) Implementation of new IDA Pay Scales in MTNL – We requested to allow 30% fitment benefit to MTNL Executives also as the MTNL Management has recommended new pay package with only 5% fitment along with capping of HRA as on December 2006 to DOT wherein recoveries may occur in some cases. Secy (T) mentioned that the pay package fitment differs from one PSU to other. 

24.03.2009 : GS, President met Jt. Secy (T) and BSNL Board Director (Govt. Nominee) Shri J.S.Deepak and requested him for early approval of Gr. A RRs in BSNL Board meeting. We mentioned that Gr. A RRs were tabled in the last BSNL Board meeting on 26^th Feb 09 but due to shortage of time it could not be approved. JST informed that he is not aware of the issue but will look into the matter and immediately spoke to Dir (PSU), DOT and asked him to find out the information from BSNL Management in this regard.   

24.03.2009 : GS, President, FS met Dir (HRD) BSNL and discussed [GM (Pers) was also present in the meeting] –

(a) Revision of Perks / Allowances – We submitted the proposals for revision of Perks / Allowances to BSNL Executives. Dir (HRD) assured to look into the matter.

(b) Finalisation of Gr. A RRs and regularisation of adhoc STS level Executives – We requested Dir (HRD) regarding finalisation of Gr. A RRs in the next Board meeting and apprised him about our discussions with JST in this matter. Dir (HRD) assured to bring the Gr. A RR issue in the next BSNL Board meeting in the month of April 09. Regarding regularisation of adhoc STS, GM (Pers) mentioned that Pers. Cell has already called the corrections in the seniority list of adhoc STS officers from Circles. The regularisation process will immediately start after finalisation of Gr. A RRs.

(c) DPCs from JTO (T) to SDE (T) and SDE (T) to DE – We expressed our serious concern against delay in completing the DPC processes and requested to fill up all vacant DEs posts (about 2600) and SDEs (T) posts. GM (Pers) informed that the DPC from JTO (T) to SDE (T) has started today. About 2500 JTOs ACRs have been received. He assured for early issuance of the promotion order. Regarding DPC from SDE (T) to DE, he informed that till date only 7 Circles have sent the SRs. Majority Circles are yet to send the SRs. We mentioned that all vacant DEs posts (about 2600) should be filled up whereas an approval has been taken to fill up about 1500 DEs posts only. GM (Pers) clarified that 900 DEs posts have been kept vacant against MT Recruitment quota. We requested that there is no logic to keep vacant about 1100 DEs posts for next 3 years till the time MTs become eligible for DE promotion and during the next 3 years thousands of SDEs / DEs will be retiring. Director (HRD) advised GM (Pers) to examine the next 2 years retirement position and take necessary action accordingly. GM (Pers) assured an early action.

(d) TES Gr. B seniority court cases – We requested Dir (HRD) to file the petition in the Hon’ble Supreme Court asking clarification for implementation of one rule for recasting of TES Gr. B seniority list i.e. Rule-1966 or Rule-206 to avoid various court cases. GM (Pers) informed that the matter is being taken up with Hon’ble Supreme Court at the earliest.

(e) Valuation of perquisites of accommodation – We requested to stop deduction of income tax for the FY 2001-02 to 2008-09 in respect of BSNL employees for valuation of perquisites of accommodation. Dir (HRD) called GM (CA) to discuss the matter. GM (CA) clarified that as per the clarification received from CBDT for making the payment of tax on perquisites of accommodation for the year 2008-09 is being deducted. We mentioned that BSNL will be inviting court cases in this regard because in other PSUs the tax is being paid by employer.   

23.03.2009 : GS met GM (FP) and requested for early issuance of posting order on promotion from Sr. AO to CAO and considering the pending request/tenure transfer cases. GM (FP) informed that the DPC has been completed and the transfer and posting exercise is in process. Posting order on promotion from Sr. AO to CAO will be issued shortly.

21.03.2009 : President CHQ attended and addressed the special General Body meeting of NE-II Circle at Dimapur on 20.03.2009. Shri Himadri Singha, CS and Shri A.N.Biswas, Circle President in their welcome address apprised regarding organisational activities after formation of adhoc Circle Body and requested CHQ President to enlighten the CHQ activities. Com President in his addressed apprised in detail the status of All India issues and replied the queries made by the members. He also advised to hold the regular election of Circle Body at the earliest. Shri M.K.Chakraborty, OS extended vote of thanks.

21.03.2009 : GS, FS and Org. Secy. (North) attended and addressed the 2^nd Circle Conference of Punjab Circle at Ludhiyana on 21/03/2009. Com. Balwant Rai Circle Secretary and Com. R.S. Walia Circle President of Adhoc Circle body in their welcome address apprised in detail, the efforts which they made in reorganizing the branches and Circle. They extended thanks to CHQ for forming the adhoc Circle body for the functioning of Punjab Circle & thanked all the Executives for strengthening the Punjab Circle AIBSNLEA. They also appreciated the efforts of CHQ in getting implemented the new IDA Pay scales with 30% benefit before notification of Lok-Sabha elections and for the settlement of other important issues i.e. GSM Telephone connection to all the Executives, implementation of executive promotion policy, transfer policy, filling of the all Gr. A & Gr. B vacant posts etc. Com. GS, FS & OS in their address apprised in detail the status of all India issues and appealed all the members to further strengthen Punjab Circle. Com. Satnarayan CAO, Com. Kamlesh Dhadwal SDE and Com. Baljinder Singh Janda, JTO FS were elected as President, Circle Secy. and Financial Secretary unanimously. Shri M.S. 19.03.2009 : GS, FS met GM (Estt) and discussed –

(a) Recommendations on Perks / Allowances – We requested GM (Estt), Chairman Perks Committee for early submission of the recommendations on Perks / Allowances on new pay scales. GM (Estt) informed that some exercise in this regard has been made and the Perks Committee will meet on Monday, 23^rd March to discuss the matter.

(b) Clarifications on pay fixation in new IDA pay scales – We requested GM (Estt) for early issuance of clarifications on pay fixation in new IDA pay scales e.g. pay fixation of executives whose DNI is on 01.01.2007, allowing option to change DNI on new pay fixation as available in FR 22 (I) (a) (i), fixation of pay in E-1A and E-2A grades etc. GM (Estt) informed that some needful clarifications have been prepared and sent to EF Cell for vetting. He assured for early issuance of the clarifications.

(c) Deferred option after 01.10.2000 from CDA to IDA scales – We requested GM (Estt) for early sending of the required information to DOT i.e. number of Executives affected at the earliest. GM (Estt) assured an early action.

18.03.2009 : GS, FS met Dir (HRD) and invited him as Chief Guest to attend our CWC Meet at Manali on 6^th April 2009. Dir (HRD) consented to attend the CWC Meet. We also discussed the following issues -

(a) Finalisation of Gr. A RRs - We requested him for early finalisation of Gr. A RRs and settlement of other important issues. Dir (HRD) informed that Gr. A RRs approved by BSNL Management Committee, will be discussed in the next BSNL Board Meeting. He also assured for early settlement of the pending issues raised by this Association.  

(b) Early issuance of clarifications on new pay scales implementation – We requested Dir (HRD) for early issuance of clarifications on new pay scale implementation order dated 05.03.2009 e.g. pay fixation of executives whose DNI is on 01.01.2007, allowing option to change DNI on new pay fixation as available in FR 22 (I) (a) (i), fixation of pay in E-1A and E-2A grades etc. Dir (HRD) assured to look into the matter.  

18.03.2009 : DPC from Sr. AO to CAO - GS met GM (FP) and discussed about the DPC from Sr. AO to CAO. GM (FP) informed that today DPC work from Sr. AO to CAO is completed to fill up about 480 CAOs posts. He also mentioned that about 30 Sr. AOs VCRs are still awaited. If all the VCRs are received within 1 or 2 days, the promotion order of about 480 CAOs will be issued by this week end. We requested for consideration of all request transfers of AOs/Sr. AOs/CAOs who will be completing 2 years period on 30^th June 2009. GM (FP) assured to look into the matter. 

18.03.2009 : GS met DGM (Pers) and discussed –

(a) DPC from SDE (T) to DE – We expressed our serious concern against delay in completing the DPC from SDE (T) to DE to fill up about 1500 DEs posts. DGM (Pers) informed that all the Circles were requested on 06.02.2009 to send the ACRs / SRs / VCRs by 15.03.2009 but only few Circles viz. HP, QA, NTR, MH, CH TD have sent the ACRs / SRs. All the Circle Secretaries are requested to ensure early dispatch of ACRs / SRs / VCRs to BSNL CO from their Circles as per the letter issued on 06.02.2009 so that the DPC work is expedited.

(b) DPC from JTO (T) to SDE (T) – DGM (Pers) informed that except Chhattisgarh Telecom Circle all the Circles ACRs / SRs have been received and the DPC is being conducted shortly to fill up about 1600 SDEs (T) posts against seniority-cum-fitness quota.

(c) Consideration of request transfers of SDEs / DEs – We requested for consideration of request transfer applications of SDEs / DEs in this month only. DGM (Pers) informed that all pending applications of transfers are being examined and shortly the orders will be issued.

13.03.2009 : GS, President and GS, AGS SNEA (I) met CMD BSNL and discussed

(a) TES Gr. B officers seniority issue – CMD BSNL expressed serious concern against the large number of court cases regarding TES Gr. B officers seniority. We requested CMD to file a petition on clarification in the Hon’ble Supreme Court for implementing single rule to decide the seniority of TES Gr. B officers on Rule-206 basis or Rule-1966 basis. CMD assured to look into the matter.

(b) Finalisation of Gr. A RRs – We requested for early finalisation of Gr. A RRs and regularisation of adhoc STS officers in BSNL. CMD confirmed that the issue was tabled in the last BSNL Board meeting but could not be approved. In the next Board meeting the same will be discussed further.  

(c) Cancellation of 119 SDEs transfer order issued on long standing basis – We expressed our serious concern against relieving of 119 SDEs who were transferred earlier and demanded immediate cancellation on the grounds of their age, family problems etc. CMD assured to look into the matter.
