27.12.2017:  

a) CPSU cadre hierarchy implementation:- PGM (Pers) mentioned that the most of the suggestion given by AIBSNLEA have been incorporated in the CPSU cadre hierarchy proposal submitted to the BSNL Board but before the Board meeting Hon'ble CAT Ernakulum Bench has granted stay order on the proposal itself. The case has been filed by some JTO's qualified LDCE and waiting for promotion. He mentioned that the case will be heard on 3^rd Jan-2018 and before that BSNL reply to the Hon'ble CAT. He mentioned that as soon as the stay order is vacated the CPSU cadre hierarchy proposal will be placed before the BSNL Board for approval. We further requested to ensure to consider reference points for next promotion from the date of last DPC, SDE/AO to SDE/CAO promotion after 7years only instead of 12 years and withdrawal of MT recruitment provision. PGM (Pers) was non-committal on these issues.

b) Consideration of some SDEs/ DEs /DGMs request transfers: - We requested for consideration of some SDEs/ DEs /DGMs request transfers. PGM (Pers) assured to look into the pending cases for their early settlement.

27.12.2017:  

a) CPC from JAO to AO:- GM(FP) informed that CPC was initiated to fill up the vacant AO posts but the Hon'ble CAT Bangalore has granted the stay order on the existing seniority list of JAOs. The case is will be heard in the month of Jan-2018.

b) Consideration of some request transfers of AOs/ CAOs/ DGM (F):- We requested for consideration of request/ tenure transfer of AOs/ CAOs/ DGM (F). GM (FP) directed to DGM (SEA) to examine all the pending cases and issuing transfer orders.

c) Relieving of AOs/CAOs from Chhattisgarh & MP Circle: - We requested for relieving of AOs/CAOs from Chhattisgarh and MP Circle. GM (FP) mentioned that already the substitutes from other Circles have been posted to the Chhattisgarh and MP Circle. Now all the transfer orders will be implemented through ERP shortly.

d) Clarification on hard tenure Circle to West Bengal Circle: - We requested for issuing clarification on hard tenure Circle to West Bengal Circle from BSNL CO. GM(FP) assured to issue clarification at the earliest.

27.12.2017:   Deduction of Association subscription from the salary of members of AIBSNLEA:

BSNL Corporate Office has issued instructions to all CGMs and GM (CA)/GM (IT) BSNL CO regarding deduction of monthly subscription @ Rs. 80/- per month from the month of January 2018 and onwards from all the AIBSNLEA members through out the country.

AIBSNLEA CHQ had requested for this in compliance to a resolution passed by the AIC Nasik followed by confirmation for implementation by CWC Trivandrum.

27.12.2017:   A report on the 6^th Circle Conference of AIBSNLEA CHENNAI TELEPHONES  held on 19.12.2017:

The Pre CEC of AIBSNLEA, Chennai TD in connection with the sixth Circle conference started at 10.30 am on 19.12.2017 with hoisting of the Association Flag by Com. P.Velu DGM-Retd. And Ex-Vice President amidst slogan shouting by our enthusiastic Members.

The session was presided over by Com. P.Sangili, Circle President and the welcome address was delivered by Com. R. Duraisamy (Ex-VP).  After formal introduction, the CS presented his report that was an elaborate one featuring all the important events from 22-05-2015 to till date.

After the CS Report, an interactive session with our beloved CHQ President Com. S.Sivakumar started and our CHQ President explained in detail about all the issues pertaining to BSNL in general and with regard to 3^RD PRC and CPSU Cadre Hierarchy in particular. It was a useful interaction that extended up to 14.30 Hours.

The Open Session at Hotel Asoka, pantheon Road, Egmore, Chennai started sharp at 5 pm with Com. P.Sangili in the Chair. The welcome address was delivered by the Reception Committee Chairman Com. B.Ganesan (DGM-SE) and our CWC Member. The presidential address was delivered by Com. P.Sangili   after which our CS Sri. P. UdayaSuriyan presented his KEY NOTE Address. The key note address was emphasizing more on the development activities of BSNL.

After the key note address, the list of speakers includes Sri. G.Ravi PGM-Finance TN Circle, Sri. S.Chellappan PCE-Civil, Sri. J.Ganaesan GM-HR & ADMN Chennai Telephones, Sri. P.Thamilselvan, President AIBSNLEA TN Circle,  Sri. C.Durairasan CS-AIBSNLEA TN Circle and sister union circle office bearers.

Sri. G.Ravi PGM-Finance spoke at length on the financial position of BSNL and the need of the hour is to strengthen our Revenue Base if we are to achieve the 3^rd PRC fitment. The Union Leaders & Association leaders also spoke on improving the services and at the same time reiterated that we have to fight for our right in respect of 3^rd PRC

The Chief Guest of the evening our CGM, Ms. S.M.Kalavathi, made her special address in to a debate and interacted with all the Executives present in the jam packed Hall. CGM was emphasizing the need to maintain quality service which alone will ensure retention of customer base.

Our CHQ President Com. S. Sivakumar highlighted the achievement of AIBSNLEA and specifically congratulated our CS Com.P.Udayasuriyan and his Team for fetching a huge victory for AIBSNLEA-Chennai Telephones in the recent MVP Election.

Our beloved GS Com.Prahlad Rai elaborated the issues pertaining to our Executives and explained how all the proactive measures of AIBSNLEA in settling the cadre issues were thwarted by the so called Majority Association. GS emphasized the betrayal of SNEA to the DRs through their mishandling of CPSU Cadre Hierarchy proposal and it was the timely intervention of AIBSNLEA with due endorsement from CMD & DIR-HR, that ensured strict implementation of Khan Committee recommendations without changes.

In respect of 3^RD PRC our GS was firm that only through united effort of all Associations & Unions, the pressure on the DOT can be mounted and the All Union Association-Leaders meeting on 8^th January 2018 at New Delhi will chalk out a clear strategy.

The opening came to a conclusion with vote of thanks by Com. K.Rajnarayanan ACS. The hall was fully jam packed.

Com R. Srinivasan, Com Badri Narayanan and V. Gurumurthy were unanimously elected as President, Circle Secretary and Finance secretary respectively.

26.12.2017:  

We requested him for the implementation of 3^rd PRC recommendation with 15% fitment benefit in BSNL which has already been approved by BSNL Board and has been sent to DoT for issuance of PO but it is getting delayed. Also requested for revision of pension of BSNL pensioners as they are not concern with the affordability clause of 3^rd PRC report. Member (S) assured to discuss the matter with DDG (Estt.) for an early action in this regard.

26.12.2017:  

a) Implementation of 3^rd PRC with 15% fitment benefit in BSNL: Director (PSU) mentioned that the matter is under consideration but it may take some time in settling affordability clause issue.

b) Restructuring of ADOL cadre: We requested for giving clearance on BSNLs proposal to restructure the ADOL cadre. Director (PSU) mentioned that the matter has been processed to internal finance of DoT for concurrence and the clearance is expected shortly.

c) Replacement of E-1A by E-2 and E-2A by E-3 pay scales: We requested for reconsideration of the issue of replacement of E-1A by E-2 and E-2A by E-3 pay scales. Director (PSU) mentioned that the matter has been sent to DOP&T/DPE for clarification on this issue.

26.12.2017:  

a) Implementation of 3^rd PRC with 15% fitment benefit:- We requested Director (HR) BSNL Board to use her good office in DoT to get cleared the BSNL Board Proposal on 3^rd PRC implementation in BSNL. Director (HR) mentioned that she has been trying to convince the DoT officers for 3^rd PRC implementation in BSNL for its viability and hoping that Hon'ble MOC (I/C) will consider the proposal for its implementation.

b)  CPSU Cadre Hierarchy: We expressed our concern against non-consideration of our views before the draft proposal of CPSU cadre hierarchy submitted to the BSNL Board meeting for approval. Director (HR) mentioned that the last BSNL Board meeting the matter was under agenda but could not be discussed due to the stay order granted by the Hon'ble CAT Ernakulum. However, she directed OSD and GM(SR) to hold a meeting with our association and to discuss the CPSU cadre hierarchy proposal. She advised OSD and GM(SR) to put-up our views before her for further discussion. She assured that our views will be taken under consideration.

c) Implementation of Hon'ble Supreme Court Judgement on TES Group-B seniority and pay fixation: We requested for implementation of Hon'ble Supreme Court Judgement on TES Group-B seniority and pay fixation. Director (HR) assured for an early action in this regard.

d) CPCs to fill up the vacant Group-A and Group-B level posts: We requested Director (HR) to seek the legal opinion on holding of CPCs on Adhoc basis to fill up the vacant Group-A and Group-B level posts subject to outcome of the Court Cases. Director (HR) assured to look into the matter.

e) Pay protection of Officiating JTOs under FR 22(1)(a)(i): We requested Director (HR) to implement the Hon'ble Kerala High Court judgment for pay protection / pay-fixation under FR 22(1)(a)(i) to all the affected officiating JTOs as per our letter dated 15.11.2017 addressed to the Director (HR) instead of filing an appeal in the Hon'ble Supreme Court. Director (HR) agreed to consider our request.

08.12.2017 Joint mammoth rally followed by Convention of all Unions and Associations of BSNL at Hyderabad:

Strike preparatory meeting was organized by the all  unions and associations of Telangana  circle at Hyderabad on 8th December 2017. All the Circle Secretaries of all Unions and associations were presided over the meeting.  On behalf of AIBSNLEA CHQ Com. B. Sreenivasulu Reddy AGS ( Engg) and Com. Sayagoud CS addressed the gathering. Com Narender Advisor South   CHQ , Com Ramamohan Circle President , Circle and District Office bearers and many other comrades participated from AIBSNLEA. Com. Sayagoud and Com Reddy in their address reiterated that getting 3rd Pay revision is our right and we should unitedly fight for its implementation. Com. Reddy in his address he explained why BSNL in  losses and who are responsible for it. Com. Sayagoud is his address assured 100% participation of AIBSNLEA Telangana Circle comrades in the Two Days Strike. All the leaders from all the Unions and Associations urged upon the employees to massively participate in the two day strike, and also to get ready for an indefinite strike, in case the issues are not settled.

08.12.2017 Joint mammoth rally followed by Convention of all Unions and Associations of BSNL at Kolkata:

A mammoth rally organised by All Unions and Association of BSNL Kolkata and West Bengal. More than 5000 members of different Executive , Non executive , Retired and even Job contract labors took part in the procession in demand of 3rd PRC and Non formation of Tower Company which covered more than 3 Kms at the heart of the City. General public was appraised through this about the vicious planning of the Govt. to destroy PSUs which were formed out of the taxes paid by us. At last there was a meeting where all the leaders addressed the huge gathering. On behalf of AIBSNLEA CTD & WB Com Subhasis Mitra CS CTD gave clarion call to all to forge unity to fight out the sinister move of Govt. to ruin BSNL.

07.12.2017 Implementation of 3rd PRC recommendations in BSNL with 15% fitment benefits

Singh, CS, AIBSNLEA UP (East) for Implementation of 3rd PRC recommendations in BSNL with 15% fitment benefits to the PS to Hon'ble MoS (I/C) for Communications, Govt. of India for taking an appropriate action.

07.12.2017 Meeting with Director (HR), BSNL Board, New Delhi:

GS, President and AGS (HQ) met Director (HR) BSNL Board and apprised our concern regarding CPSU Cadre Hierarchy wherein we explained that we have apprehensions that our views / suggestion have not been considered by PGM (Pers.) and have not been informed to Director (HR) and the Management Committee of the Board. We requested Director (HR) to consider our views already submitted by our letter dated 15.11.2017 for betterment of the career progression of the executives in BSNL. Director (HR) assured to look into the matter. PGM (Pers.) was also present in the meeting.

06.12.2017 Hon'ble PB CAT New Delhi Directions on DOT letter dated 05.07.2017 regarding withdrawal of additional increment in the same scale on functional promotion under EPP:

On dated 04.12.2017 Hon'ble PB CAT New Delhi heard argument of learned counsel for applicants and learned counsel for Respondent No. 2 Mr. D.S. Mahendru, learned counsel for Respondent No.3 interalia drew my attention to Annexure R/3 letter dated 05.09.2017 of BSNL through all Heads of Telecom Circle /Head, BSNL. That the implementation of inquiry no. Annexure A/1 letter dated 05.07.2017 of DOT has been kept abeyance in view of the stay granted against it at Jaipur Bench of Tribunal in O.A. No. 291/435/2017 which was heard on 21.08.2017.

For arguments of learned counsel Respondent No. 1 and Respondent No. 2 has been listed on 11.12.2017 to be heard. 

06.12.2017 Meeting with PGM (Pers) BSNL CO

GS, President, FS, AGS(HQ) and AGS (Finance) met PGM(Pers) and discussed regarding CPSU cadre Hierarchy implementation in BSNL. PGM (Pers) informed that the draft proposal prepared by Pers cell has been approved by Management Committee of BSNL Board and has been sent to CGM (Legal) to put up in the next BSNL Board Meeting for approval. He appraised that some suggestions/ views given by AIBSNLEA have been considered i.e. Designation of Jt. DGM in E-5 Grade as per Khan Committee report, bench marks on numeric basis and some relaxation to SC/ST candidates in bench marks etc. he further mentioned that cut-off date of implementation has remained 01.01.2017 and MT recruitment will take place as per existing MT RRs.

He mentioned that he has informed about the discussions held with all the Executive Associations to the Management Committee and thereafter he has taken the approval. We strongly opposed the MT recruitment as STS level, SDE to DE equivalent promotions within 7 years instead of 12 years and demanded cut-off date as reference to next promotions from the date of last CPC. PGM(Pers) during discussions told that initially Pers. Cell proposal was up to Sr. SDE to make functional Promotions on time bound manner but with the persuasion of AIBSNLEA the competent authority directed them to make the proposal up to AGM level and now again some modifications in the earlier draft proposal have been made on the suggestion given by AIBSNLEA. However, we will discuss the matter to CMD BSNL and Director (HR) to appraised our concern in this regard.

06.12.2017 Meeting with GM (SR):-GS, President, AGS(HQ) and AGS (Finance) met GM(SR) and discussed regarding

a) Payment of pension contribution on actual basis instead of maximum of the Pay Scales:-GM (SR) informed that the matter is under process in DoT.

It is learnt that the Establishment Cell of DOT has supported BSNL's proposal but the Internal finance of DOT is not in favour to recommend the case to DOE. We will have to take a legal opinion in this regard on DOP&T orders.

b) Sanction of special C/L to the Circle/ District level office bearers of AIBSNLEA:- GM(SR) informed that matter is under consideration and shortly some decision will be taken by the competent authority.
