The Open Session of 2nd All India
Conference of AIBSNLEA was held on 29th
August’2008 at 1600 Hrs at SHRI MAHESHWARI SAMAJ
JANOPYOGI BHAWAN, “UTSAV” P-10, SECTOR-2,
VIDYADHAR NAGAR, JAIPUR (The Pink City).
The OPEN SESSION
was started with lighting of lamp by
Chief
Guest Shri Rajendra Rathore, Hon’ble Minister for
PWD, Rajasthan. After welcome and
felicitation to the Hon’ble Chief Guest, Guests
of Honor and distinguished Guests were carried by
the CHQ & Host Circle Office bearers. Shri
Kuldeep Goyal, CMD, BSNL, New Delhi, Shri J.R.
Gupta, Ex. Director (Operations), BSNL, New
Delhi, Shri Gopal Das, Director (HRD), BSNL, New
Delhi, Shri Shakeel Ahmed, DDG (SR), BSNL, New
Delhi and
Shri G.K. Agarwal, CGMT Raj.
Circle, Jaipur were
the guests of honor. Eminent Trade Union Leaders
of various Unions / Associations i.e
Shri V.N. Namboodari,
General Secretary, BSNLEU, Shri N.T.Sajwani,
Secretary General, NFTE BSNL, Shri V.Subburaman,
General Secretary, TEPU, Shri Vashishtha AGS,

session.
The Chief
Guest Shri Rajendra Rathore, Hon’ble Minister for
PWD, Rajasthan in his address praised this
Conference in Historic Pink City Jaipur and
impressed to improve the work Culture in the
Company in the interest of customer satisfaction.
Shri V.N.
Namboodari, General Secretary, BSNLEU in his
address first thanked the AIBSNLEA especially GS,
AIBSNLEA for this invitation and told that Govt.
of India cheated us and deferred with the
promises / assurances given at the time of
absorption especially in the case of Pension
Issue and Maha-Ratana Status to BSNL. He told in
his address that we strictly oppose the 10% IPO
of BSNL because it is not in the interest of BSNL
& also for its employees.
Shri
K. Satyanarayana, President AIBSNLEA in his
address apprised in detail about this conference
and told that AIBSNLEA wants to keep better
relations with the BSNL Managements but it should
not be taken that we will not strive to avoid any
adverse decision not inconformity of Interest of
Executives & BSNL.
Shri
Prahlad Rai, General Secretary, AIBSNLEA in his
address firstly thanked the CMD, BSNL for
sparing time from his busy schedule and told that
our executives are working with full energy in
urban and rural area to make BSNL No. 1 company.
He also told that BSNL Management now
deviating from the assurances given at the time
of absorption especially in the case of Pension
and that is why ITS officers are confused to opt
BSNL. GS in his address also told that 10% IPO of
BSNL is not justified as BSNL has about 40,000
Crors reserve fund and there is no need to go for
IPO. GS in his address apprised in detail about
the USO Fund, 3G Spectrum Policy, Pay Revision
and other related HR issues and told to CMD, BSNL
to take favorable action in this regards.
Shri Kuldeep Goyal, CMD, BSNL, New Delhi in his
address told that BSNL has resolved almost all
the HR issues of Executives and non-Executives
and also assured to give better facilities of its
employees but we should improve Customer Care and
provide better services to customer. He told that
for better Customer care we should improve our
work culture and we should work fold ourselves in
the Company work culture. He also told that we
are going to open Customer Retention Cell and
also give special attention on PCOs as the
revenue of PCOs is decreasing drastically. He
also emphasized that EPABX and Broadband services
should be given special attention and also
extending these service upto Rural areas. He also
impressed that this is a time of Call Centre /
Door –to door Services / Marketing and we must
also work in that direction. Regarding 10% IPO of
BSNL he told that it is right time to go for BSNL
IPO and BSNL’s Associations/ Unions now accept it
in the interest of BSNL as all the Telecom
companies are listed in the Share Market. He
concluded that the services rendered by BSNL
employees are satisfactory and in future the pays
of BSNL employees will improve but we should all
work hard to improve Customer Services and
customer’s retention. He appreciated the theme of
the conference i.e. "Committed to Customers'
delight" and "Committed to excellent telecom
services".

The INAUGURAL SESSION OF 2nd ALL INDIA
CONFERENCE OF AIBSNLEA at JAIPUR: -
The
Second ALL INDIA Conference at SHRI MAHESHWARI
SAMAJ JANOPYOGI BHAWAN, “UTSAV” P-10, SECTOR-2,
VIDYADHAR NAGAR, JAIPUR (Rajasthan) started today
with the flag hoisting by the CHQ President
Shri K.
Satyanarayana.
The Inaugural Session started at 11.30 hrs by
presenting bouquet to the Chief Guest Shri
Siddhartha Behura, Chairman Telecom Commission &
Secretary (Telecom), New Delhi and Guests of
Honor Shri Girdhari Lal Bhargava, Hon’ble MP,
Loksabha, Jaipur, Shri S.D. Saxena, Director
(Finance), BSNL, Shri R.K. Agarwal, Director (Plg.
& NS), BSNL, New Delhi and Shri G.K. Agarwal,
CGMT, Rajasthan Circle. Thereafter Chief Guest
Shri Siddhartha Behura, Chairman Telecom
Commission and Secretary (Telecom), lighted the
lamp and released the Poster of 2nd
AIC. CHQ Office Bearers then welcomed and
felicitated the Hon’ble Chief Guest, Guests of
Honour and distinguished Guests by wearing turban
and offering Shawl and presenting the mementos.
Com O.P. JAT, Circle Secretary, Host Circle
welcomed Hon’ble Chief Guest, Guests of Honour
and delegates came from various parts of the
country and thanked all Committees Chairman,
Secretaries and Members of various Committees
formed for the 2nd AIC. Comrade Shri
K. Satyanarayana, President, AIBSNLEA, CHQ New
Delhi welcomed Hon’ble Chief Guest, Guests of
Honour and also impressed upon the various issues
likes Pension of BSNL Employees, AAO Pay Fixation

IN THE Inaugural Session Shri R.K.Agarwal,
Director (Plg. & NS), BSNL, New Delhi, Shri
S.D.Saxena, Director (Finance), BSNL, New Delhi
and Shri G.K.Agarwal,CGMT, Rajasthan Circle,
Jaipur also addressed the session.
Hon’ble Chief Guest Shri Siddhartha Behura,
Chairman, Telecom Commission and Secretary
(Telecom), New Delhi in his address apprised in
detail about the Pension Matter of BSNL Employees
and 10% IPO of BSNL. He also told that 10% IPO of
BSNL is in the interest of BSNL and government
can privatize any department even if only a small
portion of its stake is disinvested. He also told
that BSNL & MTNL merger can be justified but the
merger of ITI with BSNL is as per the policy of
Government. He also told that seniority of TES
Group ‘B’ Officers are under consideration and
soon the matter will be resolved. At last Comrade
M.L. Pareek, President Host Circle gave vote of
thanks.

QA -01 : Total-87 VCR are required to SEA
Section. Similarly 8 JAOs VCRs required from KTD
to SEA Section to complete the process of AO DPC.

(a) Condonation of break in service period of
DEs of Rajasthan Circle took place in 1981 -
DDG (Estt) after detailed discussions, contacted
GM (Admn) Raj. Circle and took the details of
the case. He assured an early action.
(b) ACP withdrawal granted to JTO/SDE (C) and
PA/PS in the upgraded pay scales -
DDG (Estt) informed that he is trying to fix up
a meeting with Dir (HRD) in presence of DDG
(Pers), Sr. DDG (BW) and association
representatives. We requested for an early
action.
(c) Counting of residency period w.e. from
01.10.2000 for first financial upgradation for
the cadres to which the pay scales were upgraded
or revised -
We requested to consider the case on notional
basis atleast if not on actual basis so that
senior executives get first financial
upgradation after completion of 4 years. DDG
(Estt) assured to further discuss the matter in
Dir (HRD) meeting. |

relieving of 30 SDEs/DEs transferred from J&K
Circle to their choice Circles before 3 months.
Dir (HRD) was also present in the meeting. CMD
asked Dir (HRD) about the problem. Dir (HRD)
explained the position and his discussions with
CGM J&K Circle. CMD assured to look into the

Requested for immediate withdrawal. Secy (T)
after discussions assured to look into the
matter.

Absorption of Gr. A officers in BSNL :
Secy (T) informed that as per the advice of
Cabinet the approval of Cabinet on absorption of
Gr. A officers in BSNL/MTNL was sent to Hon'ble
MoC&IT and now it has been sent to MoF for
approval. The approval is expected shortly and
thereafter the process of absorption will start.
He also mentioned that only one chance will be
given for exercising the option. |

(a) AAO IDA Pay Fixation Case :
We requested for early approval of AAOs IDA pay
scale Rs. 11875/- as recommended by BSNL Board.
Member (Fin) informed that after our meeting he
has advised to approve the proposed IDA scale in
DoT itself and now the case is in process for
approval.
(b) Approval for merger of 50% IDA with basic
pension w.e. from 01.01.2007 fro the DoT
employees opting for absorption in BSNL and
retiring as BSNL pensioners during the period
from 01.10.2000 to 31.12.2006 :
Member (Fin) informed that now he has asked the
concerned officers in DoT to put up the case. He
assured an early decision in the matter. |

GS & Org. Secy.(E) attended & addressed the
delegate session & Open Session of 2nd Circle
Conference of Bihar Circle at Patna. Sh. S.C.
Mishra, CGMT, Bihar Circle was the Chief Guest
and Sh. V.K. Shrivastava GM(Admn.), Sh. H.S.
Divivedi GM(NC), Sh. A.K. Kanogia GM(Mob), Sh.
Sunil Kumar GM(F) were the guests of Honor. The
Circle Secretaries of BSNLEU, NFTE, FNTO & ITSA
also addressed the OPEN Session. Com. GS in his
address apprised in detail the status of HR
issues & discussed the viability of BSNL. He
strongly opposed the Govt.'s move to merge ITI
with BSNL & listing BSNL through IPO route. Sh.
S.C. Mishra, CGMT Bihar Circle apprised in detail
the efforts being made to make Bihar Circle a
profit making Circle. He assured that Unions /
Associations can always meet him for discussions
on their grievances. Com. B.P. Singh President &
Com. Kaushlendra Prasad Circle Secretary welcome
the distinguished guests & all the members. Com
P N Jha AGM as President, Com Kaushlendra
Prasad as Circle Secretary and Com Pulkit
Agarwal AO as Finance Secretary were elected

at Ranchi

& Org. Secy.(E) attended & addressed the Subject
Committee meeting & Open Session of 2nd Circle
Conference of Jharkhand Circle at Ranchi.
Sh. S.S. Choudhary, CGMT Jharkhand Circle was the
Chief Guests and Shri S.L. Singh, GM(D), Sh. B.N.
Singh, GM(O), Sh. G. Narendra Nath GM(Admn.) and
Sh. B.K. Malhan CE(Civil) were the guests of
honor. Com. GS & Org. Secy.(E) in their address
discussed the All India Level issues & the issues
related to the Viability of BSNL. CGMT Jharkhand
Circle in his address discussed the growth of
Telecom Services in Jharkhand Cirlce & mentioned
that the Jharkhand Circle is a profit making
Circle. Further efforts are being made to
increase the profit. Com. Mahipal Singh,
President & Com. B.D. Jha Circle Secretary in
their welcome address discussed the Circle / CHQ
Level issues & requested for early settlement.
Election of new Circle body was also conducted.
Sh. Mahipal Singh, Sh. B.D. Jha & Sh. Sudarshan
Singh were elected unanimously as President,
Circle Secretary and Financial Secretary
respectively.

Himachal Circle:-
Circle Conference of Himachal Circle was held on
13th Aug’2008 at Hotel Holiday Home
Shimla. The same was attended by Com. G.R.
Sharma, FS CHQ and Sh. P.C. Joshi AFS CHQ, New
Delhi. It was attended by a large number of
members / delegates from the Circle. The OPEN
Session was addressed by Com. FS who informed the
house regarding latest HR issues, holding of
DPC’s, AAO Pay scale & Viability of BSNL. The
meeting was also addressed by Sh. P.S. Dipta,
GM(Admn.) % Himachal Circle. At the end of the
conference new office bearers were elected
unanimously. Sh. Rameshwar Sharma, Sr. AO(TR) %
GM(Mobile) Shimla, Sh. Sushil Kumar, SDE(TP) %
GMTD, Solan & Sh. S.R. Garg % CGMT Himachal
Circle were elected as President, Circle

2nd Circle
Conference of NE-I Circle Branch was held at a
colourful function at Shillong on
10th August 2008
. All the members from Shillong and delegates
from other branches i.e. Tripura & Mizoram
attended the conference.Org. Secy. East CHQ. Com.
Asish Basu was present to grace the occasion and
provide vital information regarding present
scenario of BSNL.The open session was a grand
success and all the senior officers of BSNL
posted in Shillong were present on the occasion.

about 350 AAOs’ VCRs from CVO have been received
and more VCRs are expected tomorrow but still
some Circles viz. A&N, TTC JBL, BR (1 officer),
CHTD, ETP, KTD, NE TF, NTR, OR, QA, RJ, T&D, STR,
TF JBL did not send the required VCRs to CVO. In
case of JAOs, the VCRs of the Circles viz. BR,
GJ, JKD, MH, RJ, KTD, NATFM HYD, WTP, WTR,
TF-KOL are yet to be sent from Circles to BSNL
CO SEA section directly. All the Circle
Secretaries are requested to ensure early
sending of the VCRs. The DPC to be held on

regarding anomalies in TES Gr. B seniority cases
– We expressed our serious resentment against
the DoT decision with regards to implementation
of various court judgments wherein thousands of
SDEs (T) are filing court cases. It is the total
failure of DoT administration who could not
protect the rules’ implementation in true
spirit. After detailed discussions, DDG (Estt)
assured to look into the matter again and
assured to have further discussion in the matter
soon. |

GS, FS, AFS met Jt. Secretary (T) and discussed
:
(a)
Absorption of Gr. A officers in BSNL/MTNL –
Jt. Secy (T) informed that the proposal for
calling of the options from the Gr. A officers
who are yet to exercise the options for
absorption in BSNL/MTNL have been sent to
Hon’ble MoC&IT for approval. Shortly the options
from Gr. A officers for absorption in BSNL/MTNL
will be called for.
(b) Payment of pension to BSNL employees –
We expressed our serious concern against the
delay in withdrawal of 60:40 pension order
issued on 15.06.2006. Jt. Secy (T) informed that
the comments of the nodal Ministries on this
issue have been received. Shortly the Cabinet
note will be sent to Cabinet for approval.
(c) AAO pay fixation case –
We requested to clear the file for AAO pay scale
case since he will be on foreign tour for next 2
weeks. Jt. Secy. Immediately called the file in
our presence, cleared and sent to Member (F) for
approval. He assured that he has recommended to
approve the AAO pay scale in DoT itself instead
of sending to DPE as already recommended by BSNL
Board. We extended our thanks for his positive
attitude. |

07/08/2008:-
The Joint Forum leaders met Hon’ble MoC&IT today
at 11.30 AM. Secy (DoT), CMD BSNL, senior
officers of DoT and Board of Directors BSNL were
also present. Hon’ble MoC&IT stated that he has
allocated 3G spectrum’s one slot to BSNL, waived
off the license fee on rural wired lines and
arranged Rs. 2000 crores from USO fund in lieu
of ADC withdrawal. The USO charges reduced 5% to
3%. He expressed his concern against dip in
BSNL’s market share. Hon’ble MoC&IT, Secy
(Telecom) and CMD BSNL requested Joint Forum to
accept listing of BSNL and issuing IPO. CMD BSNL
proposed that all BSNL employees will be issued
with 500 shares of the value of Rs. 10/- each,
in case unions accept IPO. They tried to
convince the leaders that listing of BSNL will
provide Global Position (GPS) and market value
to BSNL. The Joint Forum leaders strongly
opposed the proposal moved by the CMD BSNL. Due
to straight way rejection by the Joint Forum,
Hon’ble MoC&IT finally told that Joint Forum may
further discuss internally and we can meet to
discuss the matter after few days.
Some mis-leading reports are coming on some
media channels regarding Joint Forum’s
acceptance of IPO, which are totally baseless.
All the members are requested not to get
confused and get ready to defeat the ulterior
motives of the Govt.

(a)
DPC
from JAO/AAO to AO -
We expressed our serious concern against delay
in completing the DPC process from JAO/AAO to
AO. Sr. DDG (FP) informed that today also he
spoke to CVO for sending the VC status reports.
The delay will cause much problem if DPC is not
completed before Sept 2008 because in that case
current year ACRs will also be required. CVO
informed him that about 13 Circles i.e. KTD, OR,
A&N, RJ, NTR, STR, ETP, T&D, TF, TTC JBL, NCS,
NE TF & QA are yet to send the VC status report
to Vigilance Cell. He advised us to make efforts
early sending of the VC reports.
(b)
1999 JAO batch DPC –
We requested to hold the DPC of 1999 batch JAOs
as they were eligible for promotion to AAO in
2003 itself but in year 2003 BSNL took decision
to declare AAO cadre as wasting cadre and the
DPC to that could not be held. Sr. DDG (FP)
assured to look into the matter.
(c)
DPC
from Sr. AO to CAO –
We
requested to expedite the DPC process from Sr.
AO to CAO to fill up about 400 CAO vacant posts
before Sept 2008. Sr. DDG (FP) mentioned that
the DPC process has already been initiated and
the ACRs of the eligible Sr. AOs have been
called for. He also told that if the ACRs and VC
reports are received immediately, DPC can be
completed in time.
(d)
Consideration of request transfers of
JAOs/AOs/CAOs –
We requested to consider all pending requests
transfer cases wherein the executives have
completed more than 2 years service and to
de-link with the DPCs. Sr. DDG assured to look
into the matter.

DPC
from STS to JAG –
We
thanked Sr. DDG for issuing the promotion order
of 10 JAG officers from STS. We again requested
to fill up all vacant JAG posts in Accounts wing
at the earliest. He assured to look into. |

We

Non-relieving of executives from J&K Circle on
transfer –
We expressed our serious concern against not
relieving of about 30 executives on transfer
from J&K Circle to other Circles even after
completion of the prescribed tenure. Dir (HRD)
immediately spoke to CGM J&K Circle and
discussed the matter. After discussions, Dir (HRD)
assured an early action in the matter. |

We requested DDG (Estt) to re-examine the case
in view of the ACP guidelines issued by DoP&T.

given by Dir (HRD) in our earlier meeting he has
already discussed the matter with Sr. DDG (BW)
and now he will discuss the matter with Dir (HRD)
thereafter only some decision may be taken.

Condonation of break in service period of DEs
(adhoc) of SGR (Rajasthan Circle) –
We requested to expedite the matter at the
earliest because CMD BSNL has already assured to
look into the matter. DDG (Estt) assured an
early action in the matter. |

CMD BSNL invited
the representatives of recognised executives'
Associations i.e. AIBSNLEA and SNEA. GS, AFS and
GS, AGS (SNEA) met CMD BSNL and discussed :
(a)
CMD BSNL expressed his serious concern against
the continuous and huge surrender of DELs, WLL
and GSM telephone connections which is causing
sharp fall of BSNL market share. He emphasized
to provide quality of service and attitudinal
change towards customers. We appreciated the
feelings expressed by the CMD and discussed the
reasons of surrender of telephone connections in
detail. We impressed upon to complete the
process of absorption of Gr. ‘A’ officers in
BSNL so that they also concentrate to the growth
and maintenance of telecom services in BSNL. We
informed him that we have been educating our
members through open session/GB meetings for
attitudinal change and providing quality
service. We assured him to continue our effort
in this regard.
(b) CMD informed
that he is not in favour of ITI merger with BSNL
but supports Govt.’s move for listing of BSNL
through IPO route. He appealed that all the BSNL
Unions/Associations should come forward to
discuss the issue of listing BSNL. We strongly
opposed the Govt.’s move of ITI merger with BSNL
and listing of BSNL. The revenue of 10% IPO of
BSNL will straight way go to Ex-chequer, it will
not at all benefit to BSNL. CMD BSNL tried to
convince that after listing of BSNL, the
valuation of BSNL will be decided and the BSNL
will be getting some funds out of the IPO
revenue from Govt. for the purpose of staff
trainings etc. |

The whole country is divided into two parts for
license fee [ 11 Circles each ]

3G Spectrum license fee for PAN INDIA presence
Rs. 2020 Corers.

3G Service allowed to five operators in each

Currently 60 MHz 3G Spectrum is available.

BSNL/MTNL will get one slot each right way.
