27.12.2022 BSNL CO has desired to provide one time opportunity for
submission of representation/appeal in respect of e-APARs
(through ESS portal) for year 2020-21 due to COVID
pandemic situation.
26.12.2022 BSNL lifts ban on deputation
of BSNL Employees to other
organizations, partially.
The ban on
deputation to other organisations but they have
considered lifting the ban to only DoT and TRAI and that
too within limits of 120 to DoT and 15 to TRAI. Does not
allow executives for deputation to outside organizations
including DOT and TRAI.

for VY 2020 ,21 and 22

of SDE(T) to AGM(T) promotions for those who have not
joined till the 40 days period from 16-11-2022 and
ending on 26-12-2022 , if specific approval is not taken
from the competent authority .
22.12.2022 GS Writes to the CMD BSNL
extending Sincere
thankfulness on debugging the malicious trap in the APAR
software Package based on the constant appeal from this
association thereby Saved the future of many officers
and once again
fervently appeal to immediately set right the previous
cases already trapped due to the flaw in ERP System, for
the reason no way related to the dedicated officers, who
are waiting for their due promotions and financial
upgradations-reg.

BSNL CO released the Clarification on Relaxation to
executives who culd not fulfill the mandatory condition
of passing of EPP exam within 2 years , under EPP , due
to postponement of exams in March '2021 and June 2021
quarter.
BSNL
CO released the Screening committee report regarding
Promotion from DE(T)/AGM(T) regular/I)GM(T) adhoc to
DGM(T) regularding .The
Circle Heads
are requested to bestow their personal attention and
furnish the screening
committee report including the assessment grading of
APAR period from 20t2-13 to 2017-18 along with soft copy

Leaders from Forum of All
Associations of BSNL met all the committee members
including chairman of the Committee Shri R K Goyal, PGM
Estt Shri Saurabh Tyagi, GM Pers Shri S N Gupta and PGM
SR Ms Anita Johari , yesterday the 20th Dec 2023 . The
Forum leaders apprised them of the underlying
apprehensions and objections on the proposed MSRR draft.
This was done as a follow up of the meeting with the CMD
BSNL. We also met Director Finance Sh Rajeev Kumar and
apprised him about the concern.
Today , the 21st Dec 2022 , the Forum Leaders met
Director HR and discussed on the points. This was the
second meeting with the Director HR on the issue. We
have categorically informed all concerned that without
taking care of the existing eligible executives, any
changes in existing MSRR will result into huge
dissatisfaction. the Forum Leaders requested one and all
of the concerned committee to postpone the
amendments in MSRR to 1st April 2023 and use the period
for extending promotions to all eligible executives who
have completed their residency period and addressing the
concerns raised by us by way of mutual discussions. We
again emphasized that none of the association are
against meritocracy and we only are opposing the cutoff
date and want a smooth transition to the next MSRR
regime which can only be ensured by taking care of
promotions of all eligible by extending the date of
implementing the amendments in MSRR to 1st April 2023
and addressing the concerns raised by various
stakeholders during this period.
Director HR assured to look into
the concerns raised by all the associations including
the matter of extending date of implementing the
amendments to 1st April 2023.
We hereby assure one and
all that associations are fully committed to protect the
rights of all and will ensure that promotions of all
eligible executives including those who will become
eligible on 1st January 2023 are done. Further we are
also committed to ensure that the concerns raised by
various stakeholders are taken into consideration and
resolved to the satisfaction of all.

Bearers/Special General body meeting of TN
Circle.
The 2nd Extended Circle Executive Committee
Meeting was followed by Special General body meeting of AIBSNLEA
Tamilnadu Circle to felicitate the newly elected CHQ
Office Bearers . The meetings were held at Jivana Joti hall Egmore
Chennai on 17/12/2021. The meeting started by hoisting
of association flag by our Circle president

The meeting was Presided over by

gathering, followed by the inaugural address by Com K
Dhanasekhar , FS TN Circle .
Com K.Vinayakamoorthy ACS remembered the Martyrs
during the period and the house adopted one minute
Silence in mark to respect and remember the departed
souls.
Com. S. Anand, Circle Secretary
placed the Circle Secretary Report and explained the
issues taken by Circle Association with the Circle
Management.
CS mentioned that almost all the request
transfer cases have been settled except some transfer
cases in CN TX (S).
He placed in the record of appreciation to the
CHQ Team for their consistent efforts for the release of
JTO to SDE(T), AGM/DE(T), EE(Elect), AGM(TF) Promotions
by the BSNL Management. At the same time, he also
pointed out that there is severe heart burning among our
Senior Accounts Personnel due to undue delay in
non-issuance AO to CAO promotions for the eligible
executives.
On the issue of reversion of 2007- LDCE SDEs,
CS requested the CHQ to take up the matter with the BSNL
management for issuance of AGM/DE promotion order for
all the affected SDEs at the earliest.
CS requested CHQ to take up the long pending
E1+5 increment issue with BSNL Management for early
settlement.
CS Thanked all the District
Secretaries/Presidents/COBs who have actually
contributed at ground level and Co-operated with
Association at all times.
Com Raj Pal, CHQ PresidentPointed
out the hurdles faced to release the Promotion orders
for AGMs and he added that the real hero behind this
order is our association. He explained in detail the
consequences of BSNL MSRR.
President mentioned that AIBSNLEA is always
vociferously raising the issues and genuine grievances
of the Executives before the Management and continuously
addressing the issues and assured that AIBSNLEA always
working for the settlement of all the genuine demands of
the Executives and safe guard the interests of the
Executives. He further mentioned that AIBSNLEA continue
its Separate Identity.
Com.J.K.Patel Dy GS CHQ
highlighted all the current
burning issues of BSNL. He explained about the
continuous efforts and discussion had with the CMD,
Director HR and PGM(Pers) by the GS AIBSNLEA. He
emphasised that the referendum (MVP)falling in Aug-2023
and all should start preparing for making AIBSNLEA
the Number One Association of BSNL.

At the outset GS extend his sincere thanks and gratitude
to the Circle Team for arranging a wonderful meeting
with more than hundred comrades in a short span of time.

He elaborately explained the development of 4G project,
progress of Government projects implementation.

GS briefed all the pending HR issues including Pending
3rd PRC, 30% Superannuation benefit to BSNL Recruited
employees as per DPE guidelines and assured to look into
the reversion issue of 2007 LDCE SDEs.

E2-E3 Standard pay scales to JTO/SDE Equivalent
executives, Rs. 22820/- to be extended to all the
LICE/DR JTOs of 2007 & 2008 Batches & DR JTO/JAO 2010
Batches,
-
E1+5 increments to JTO (SRD) and all LICE /DR Post 2010
JAO/JTO Batches and PA cadre, reversion of 2007 LDCE
SDE-JTO(2001 DR Batch),Scrapping of SDE Equivalent RRs
for 7 Years as promotion period between JTO equivalent
to SDE equivalent instead of 12 years and further 7
years for AGM equivalent promotions.

Release of pending regular promotions AO-CAO/AGM to DGM
equivalent grades, etc and the hurdles for issuing the
promotion order of accounts/civil wings.

GS assured us to resolve the hurdles to the maximum
possible extent. Pension Contribution on Actual Basic
Pay instead of Maximum of the Pay Scale.

EPF full Pension.

Regular Promotions in all the Cadres in all the Streams
and Career Progression up to the level of GM/ CGM/
Director and the Status of CPSU CH and AIBSNLEA stand in
this regard.

GS requested all the members to work hard in order to
strengthen AIBSNLEA in Tamilnadu Circle by educating
them about the works done by AIBSNLEA in the past and
present scenario.

the Media. Our
General Secretary Com.
SHAJI had given a detailed note about the
current financial status of BSNL and replied the queries
raised by Press and Media.

All the Circle Office Bearers, CWC Members,
District Secretaries, District Presidents and CEC
Members were participated in the deliberations and
discussion regarding Organization review.
In the Post lunch session ,Four of our members were
co-opted in the existing circle body with Shri M.Mohanan,
Shri Ravikumar.G and A.Rameshkumar elected unanimously
as CWC Member, Com K.Sakthivel elected unanimously as
ACS.
The meeting concluded with National Anthem after
the vote

Meeting Of Forum Of BSNL
Associations (AIBSNLEA , SNEA , AIGETOA & SEWA) With Hon
. CMD BSNL On Draft MSRR 2023 on 19-12-2022 : Monday.
The meeting
of leaders from Forum of Associations of BSNL was held
with CMD BSNL. Discussion on apprehensions related to
amendment of MSRR 2023 took place with CMD BSNL. CMD
BSNL welcomed all the participants and informed about
the view of management with respect to the proposed
changes in the MSRR 2023 and his vision to move
organization towards a meritocracy. CMD BSNL further
told leaders to share the apprehensions on the proposed
MSRR draft.
Forum leaders expressed that none of the association is
against introduction of meritocracy but the change over
should be gradual and should not be done in a haste. We
are apprehensive that such hasty implementation will
result into complete mess where all the future
promotions shall be marred with litigations. We firmly
shared our view that any changes in MSRR should only be
done after executing the promotions of all eligible
candidates who have completed their residency period in
the grade and also those who are about to complete their
residency on 01.01.2023. It is very clear that proposed
MSRR 2023 completely blocks the career progression of
already eligible executives who have already served in
organization for so long and now when their promotion is
due, we will be making them devoid of promotions by
bringing a new MSRR. We informed CMD BSNL that this will
not go down well with executives and in view of the DOPT
provisions, even this will not stand the test of law. We
expressed firmly that first management should promote
all the eligible executives across various streams and
grades to next grade before moving on to the new regime.
We demanded promotions to all eligible executives
including AGM Equivalent to DGM Equivalent grade in all
streams (Telecom, Finance, Civil, Electrical, TF and
Architecture), SDE to AGM Promotions including List 12
and 13 in Telecom Stream, AO to CAO in finance stream,
SDE to EE in Civil stream, JTO to SDE SCF/LDCE in
Telecom Stream. We also highlighted that committee
should have representatives of all stakeholders and
deliberations can be held thereafter once all eligible
executives are promoted. Leaders also raised the pending
promotions of SDE Reversal candidates, PWD Candidates
and further promotions in JTO to SDE cadre. Leaders also
highlighted the need for inclusion of management side
representative belonging to the reserved category
candidate as new MSRR will affect the careers of all
executives. Leaders also highlighted that the cut-off
date of implementing next MSRR should be 1st April
instead of 1st January. Further leaders also told that
provision should be there for meritorious candidates but
before that eligible executives should be promoted to
avoid any legal complications. Leaders all expressed
that all existing eligible executives can be
accommodated with slight tweaking, adjustment and
creating extra posts because of 4G saturation, BBNL
Merger and revision in restructuring norms.
CMD BSNL noted all points and told
that he is open to all suggestions. He told us that
after discussing with his team, he shall be reverting
back on what best can be done. Further CMD BSNL assured
that Calendar of DPCs and LICE/LDCE to be conducted in
2023 will be published in first week of January 2023
itself. The meeting ended on a positive note and we hope
that our inputs and demands shall be taken care of
before moving on to the next MSRR regime. Leaders
extended their thanks to CMD BSNL and PGM SR and hoped
that the inputs shall be considered in a positive and
time-bound manner.

Dear
Comrades , in the continuing fight against
the
very executive unfriendly Draft MSRRs 2023
, which will detrimentally affect the carrier up
gradation of executives in BSNL , the Executives'
Associations ( AIBSNLEA , SNEA , AIGETOA & SEWA) in BSNL
formed a "Forum Of Associations in BSNL" .
After two three rounds of
discussions among the "Forum Of Associations in BSNL" ,
today the Forum leaders write to the CMD BSNL for
"
the immediate withholding
of further action on the draft MSSR 2023 and execute
regular promotions for all eligible executives those who
will complete their residency on 01-01-2023 based on the
existing MSRRs 2009 and thereafter start fresh
deliberations on MSRRs 2023 by reconstituting the MSRR
Committe with inclusion of representatives from all
stake holders ( BSNL Executives & Management)...."

GS and President met GM (Pers) and discussed on the
progress of filing MA to vacate the
“Status Quo” called by the CAT
Chandigarh on AO to CAO promotion in 2018 . GM ( Pers)
informed that as per the request of AIBSNLEA , BSNL
management already directed Haryana Circle to do so .
AIBSNLEA extended sincere thanks for the same . We
expect the MA will be filed by today or by tomorrow.
We requested to release
all the pending individual request transfers .
GM (Pers) replied that management is going on
considering all the eligible transfers and pending if
any will be released without delay .
On Draft MSRRs 2023
AIBSNLEA submitted our views :-
AIBSNLEA
appreciate the efforts of BSNL Management to frame a
New BSNL MSRRs viz BSNL MSRRs 2023.
Hurry and
untimely introduction of BSNL MSRRs-2023 (Telecom
Operation), having widely suspected favouritisms to a
small group, may end up the whole promotion
possibilities to AGM, DGM & higher levels through
possible litigations based on the biased MSRRs
All Existing vacancies prior to the date of
notification of new MSRR-2023 shall be filled up
through existing MSRRs 2009 only.
Even after the
notification of New MSRRs, the old MSRR shall only be
valid for carrying out CPCs to be completed prior to
the new MSRRs.
As per DOPT guidelines, the vacancy quota carried over
from the previous VYs (SQ /DR) shall not be diverted
to any other quota , when new MSRR is deviced. New Vacancies falling after the
notification of new MSRR only shall be used for
SQ/LICE quotas.
BSNL MSRRs-2023 in all streams may be finalized and
notified in a single go in line with BSNL MSRRs 2009
to avoid fresh litigations on the disproportion of
things among different streams.
For the larger interest of BSNL, the draft BSNL
MSRRs-2023 may kindly be kept aside until all CPCs in
all streams are completed as on 01-01-2023 starting
with AGM(T) to DGM(T) promotion orders as your
kindness promised for the same on many occasions.
Career
Progression of Able Executives in BSNL to the higher
management levels viz GM/PGM/CGM shall be ensured.
Which would attract efficient carrier aspirants to
BSNL so that an officer joined in JTO & equivalent
cadre can reach up to the Level of CGM.
According to the need of a Calendar Year, the DR quota
may be diverted to internal quota, if needed to
accommodate the extremely talented & experienced pool
of officers in DM/AGM levels available with BSNL & to
accommodate to AGM/DGM levels as a token of motivation
to the officers who have performed extra ordinarily to
BSNL but short of qualifying length of service.
The confusing
Note 1 in page 8 of draft MSRRs-2023 may be deprecated
for
“ the eligibility for LICE to AGM/DGM Levels shall be
E4/E5 respectively”
The benefit of one
additional increment on post based promotion when the
executives are in the current scale of the post is
there in MSRRs2009 and ismissing
with the new draft MSRRs 2023 . It shall be restored .
Later GS and President
met PGM(Establishment) and discussed on MSSRs 2023 and
submitted the above views of AIBSNLEA . Both
GM(Pers) and PGM(Estt) had a patient hearing and had
healthy interactions.
13.12.2022 BSNL CO ordered to enforce effects of linking of online
attendance system with ERP from 01-01-2023. All
Controlling officers are to submit the Online attendance
of subordinates timely.
11.12.2022 AIBSNLEA Gujarat Circle hosted CEC on 11.12.2022 at
Ahmedabad Management Association Hall, Ahmedabad.
The CEC was held in the August Presence of AIBSNLEA CHQ
body represented by Com GS,Com AIP ,Com FS and Ex GS Sh
Sivakumar .All
the CHQ office bearers were welcomed by Bouquets &Shawls
from Comrades of AIBSNLEA Gujarat Circle and District
office bearers.
The CEC was presided by Shri H D Dharajiya CWC member
and well supported by Sh Bhatt..All DSs presented their
membership details.Various
issues and challenges faced by BSNL executives were
debated upon and very well responded by CHQ body.The
entire CHQ team shared the developments at HQ level .The
next referendum falling in
Aug2023 and all should start preparing for making
AIBSNLEA theNumero
Uno association of BSNL.
In the Post lunch session ,five members were co-opted in
the existing circle body with Sh Jignesh Solanki being
elected unanimously as CS.The DS of ATD Shri Navsheel
Pande and DS of Mehsana Shri Rajesh Nayyer were
fecilitated for enrolling maximum members to theirbranch body ..The

At the outset permit us to share
our sincere
regards and gratitude to your
acumen for causing the smooth release of some of the
long-awaited promotions in various streams viz
Electrical, Architecture, Telecom Factory, CSS, Telecom
Operations, etc. These Promotion orders caused a good
sense of motivation and enthusiasm among the BSNL
executives which would certainly contribute to better
yielding in BSNL. We are damn sure that BSNL management
is sincerely working on releasing all the pending
promotion orders in all streams including that in the
much-awaited AO to CAO , SDE(C) to EE(C) etc. cadres.
We are proud of you Sir that in the recent past BSNL has
been awarded two back-to-back revival packages which
helped BSNL to afloat with an authorized capital of Rs
1.5 Lack Crores from a mere Rs 40,000 Crores. We are
extremely thankful and obliged to the Government of
India and DOT for awarding life to our BSNL. A
comfortable and balanced future is expected for BSNL
after the revival packages, especially by inducting
state-of-the-art Core switching /transmission equipment,
4G Technology, etc.
In spite of all, BSNL is still
passing through a turbulent transition phase with many
aspects viz Operation/HR integration of MTNL & BBNL,
distress from BSNL Employees on Pending 3rd
PRC, 30% Superannuation benefit to BSNL Recruited
employees as per DPE guidelines, E2-E3 Standard pay
scales to JTO/SDE Equivalent executives, Rs. 22820/- to
be extended to all the LICE/DR JTOs of 2007 & 2008
Batches & DR JTO/JAO 2010 Batches, E1+5 increments to
JTO (SRD) and all LICE /DR Post 2010 JAO/JTO Batches and
PA cadre, reversion of 2007 LDCE SDE-JTO(2001 DR Batch),
Scrapping of SDE Equivalent RRs for 7 Years as promotion
period between JTO equivalent to SDE equivalent instead
of 12 years and further 7 years for AGM equ Promotions,
etc. in addition to multiples of Court cases in
relation to promotions of executives and other HR
matters.
However, this association has full
faith in you Sir that you can manage all these odds
effortlessly and turn around BSNL in the near future.
Now, we are constrained to draw your kind attention to
the above-cited subject of the hurry and untimely
introduction of BSNL MSRRs-2023 (Telecom Operation),
having widely suspected favoritism to a small group. We
request your kindness to intervene in the matter and
direct the concerned officers in BSNL to have sufficient
interactions for taking the views of all stakeholders.
Some of the Paragraphs and Notes in the draft BSNL
MSRRs-2023 (Telecom Operation) are on prima facie &
generally perceived to compulsively attract litigations
to end up the very purpose of the BSNL MSRRs-2023 in
the Courts of Law.
From our past experience too, we feel that the proposed
draft BSNL MSRRs-2023 (Telecom Operation) may be another
bait to attract fresh litigators.
BSNL MSRRs-2023 in all streams may be finalized and
notified in a single go in line with BSNL MSRRs 2009 to
avoid fresh litigations on the disproportion of things
among different streams. Moreover, the issues on SDE(T)
RR – 2022 have not been finalized and notified yet.
Hence,
in this turbulent transition phase of BSNL, for the
better and larger interest of BSNL, the proposed draft
BSNL MSRRs-2023 may kindly be directed to keep aside
until healthy discussions will be completed with all the
stakeholders on the MSRRs.
We kindly request you to cause the completion of CPCs on
all cadres in all streams, before going ahead with the
proposed MSRRs 2023 , starting with the CPC for AGM(T)
to DGM(T) as of 01-01-2023 .
As
per the revised sanctioned strength in the post-VRS
restructuring, the internal quota for DGM(T) is 1116 and
that of the DR DGM(T) is 120. The internal quota of
DGM(T) is purely under the Seniority Quota as per MSRRs
2009 and it cannot be diverted to any other quota under
any new MSRRs as this will turn off the promotion
opportunity of the very rich experienced senior
executives in BSNL who are waiting long for the last
functional promotion of their career. For DGM(T)
promotion against the available vacancies, a good number
of AGM(T)s have already completed their 4 years of
regular stay in AGM(T) cadre as of 29-06-2022 are
eligible for DGM(T) promotion from 01-01-2023 in
addition to many DGMT (Adhoc) officers . Hence, CPC for
AGM(T) to DGM(T) for all the 1116 vacancies may kindly
be ordered as of 01-01-2023. This will certainly cause
subsequent CPCs for SDE(T) to AGM(T) for 1116 vacancies
and CPCs for JTO (T) to SDE(T) for 1116 vacancies. The
same is the merit for different cadres in other Streams
too.
We
once again earnestly request your kindness to cause to
issue necessary instructions to the concerned to
complete the CPC for 1116 DGM(T) vacancies on 01-01-2023
and issue the promotion orders from AGM(T) to DGM(T). Further , we
fervently request your kindness to cause to issue
necessary instructions to the concerned to release all
the other eligible promotion orders as on 01-01-2023 in
all cadres of other streams also viz Finance, Civil,
Electrical , TF , CSS , CSSS etc before the notification
of the MSRRs 2023 , subsequent to the promotion orders
from AGM(T) to DGM(T).

Update on the Long-awaited AO to CAO Promotion:
BSNL management informed to AIBSNLEA CHQ that,
understandably the Double Bench (DB) has been
constituted in CAT Chandigarh. It is also informed that
BSNL management is filing a fresh MA as per the request
of this Association for the vacation of the “Status Quo”
on AO to CAO promotion called by the CAT in 2018.
As we have reported multiple times through our website,
upon the fair and persistent efforts of AIBSNLEA, BSNL
management has been trying their level best to vacate
the “Status Quo”. AIBSNLEA is very much thankful for the
efforts of BSNL management. The vacation of “Status Quo
“could not happen despite all out efforts of BSNL
management upon the reason of court that the case is a
DB matter.
Now, the DB is constituted in CAT Chandigarh and BSNL
filing MA for early hearing also, we hope that the
“Status Quo” will be vacated by the Hon CAT Chandigarh.
This will pave the way to the release of the
Long-awaited AO to CAO Promotion orders as soon as the
“Status Quo” is vacated. AIBSNLEA CHQ is closely
monitoring and pursuing the case.

Provisional All India Eligibility List of JTOs (T) viz
List(6) of JTO(T) , JTOs belongs to the Recruitment
Year 2018 & 2019. The objections/omissions/errors, if
any, can be intimated to GM/DGM(HR)/Admin of respective
circles latest by 15/12/ 2022 by the concerned JTOs.
Department of Telecommunications entrustmented the
additional charge of the post of Director (Planning),
Bharat Broadband Network Limited (BBNL) to Shri V.
Ramesh, Director (Enterprise), Bharat Sanchar Nigam
Limited (BSNL) for a period of 06 months w.e.f.
01.10.2022 or until further orders, whichever is
earlier.

has conveyed its approval about the posting of Director
(Finance) BSNL as an interim measure and subject to the
pending approval of ACC (Appointment Committee of
Cabinet), the additional charge of Director (Finance)
BSNL is entrusted to Sh. Rajiv Kumar, GM, BSNL. Sh Rajiv
Kumar presently working as GM (EF/GFC) BSNL CO has been
posted as OSD (Finance) to CMD and entrusted the charge
of Director (Finance) BSNL Board for a period of three
months upto 28.02.2023 until further orders, whichever
is earlier.
Sh. Rajiv Kumar, OSD (Fin) to CMD/
Dir(Fin) BSNL has also given the additional charge of
the post of Director (Finance), Bharat Broadband Network

DR JTO of 2017 batch LDCE JAOs of 2016 batches and LDCE
JTOs of 2016 & 2017 batches .

due to the consistent effort of AIBSNLEA the matter had been
considered and approved by the MC of the BSNL Board. But
the approval of the BSNL Board is kept pending for the
past so many years.....
.....The
difference in basic pay of DR JTOs of 2010 (Specially
abled), DR JAOs of 2015, 2018, DR JTOs of 2017, LDCE JAO
2016 and LDCE JTO 2016 & 2017 batches become Rs 2620/-
(Rs,19020– Rs.16400) comparing to the DR JTOs of 2007
batch, 2008 batch and JAOs of 2010 LDCE batch. If other
allowances are added, the real difference in salary
today will be around Rs 10,000/-. On implementation of
3rd PRC, the difference will further increase and
continue with time due to increase in IDA and annual
increment. Further, all are facingto
the major losses in the form of career
progression (time-bound promotion), retirement benefits
like E.P.F., Gratuity etc., due to discrimination of the
initial basic pay compared to other similarly placed JTO/JAOs.......
