Rajpal Sharma, and Dy GS Com JK Patel had an elaborate
meeting with the CMD BSNL Shri . P K Purwar ji yesterday
on 24-04-2023. At the outset, AIBSNLEA shared our
happiness that due to the BSNL Revival Packages and
subsequent finest maneuvering of things from CMD BSNL
resulted in an unaudited net additional revenue in the
tune of hundreds of crores of rupees (@ 750 Crores) to
BSNL compared to last FY, even though 4G Mobile Service
was not available to BSNL in a big way. CMD BSNL
reciprocates with sincere Thanks.
Invitation of the CMD
to the CWC scheduled in New Delhi on 6th and 7th May
2023
Leaders of AIBSNLEA reverentially
requested CMD BSNL to make it convenient to attend the
Open Session as ‘Chief Guest’ on the occasion of the
Central Working Committee of AIBSNLEA CHQ at New Delhi
on 6th May, 2023. This will encourage the members of
this Association and add more momentum to the well-being
of BSNL. CMD BSNL shared Sir’s sincere wish to
participate in the proposed CWC of AIBSNLEA and assured
to join the meeting if not otherwise engaged. CMD BSNL
Shri. P K Purwar ji attended the last CWC of AIBSNLEA
CHQ held in New Delhi.
Long-pending promotions
from AO to CAO struck at Hon'ble CAT Chandigarh (OA No
1435/2018)
This matter was discussed in
detail with CMD BSNL for the issuance of long pending AO
to CAO promotion orders by considering any of the
alternate dispute resolution methods as well, as this
lone unresolved promotion has been pending for more than
4 years due to the inordinate delay in vacating the
‘Status Quo’ from the Hon’ble CAT Chandigarh. CMD shared
the concern and explained all the sincere efforts CMD
BSNL has taken so far. The sincere efforts of CMD BSNL
to resolve the matter of AO to CAO promotion is well
perceived by all the stakeholders. The inordinate delay
in resolving the matter, still pending with the Hon’ble
court indefinitely, is a woeful subject.
We requested CMD BSNL to explore
the possibility of approaching the Hon’ble Supreme Court
of India to get the Status Quo vacated. CMD replied that
as we are all aware of it and on the request AIBSNLEA ,
the learned counsel from the Supreme Court of India is
already engaged to CAT Chandigarh for the case.
Management is also equally worried about the undue delay
in the AO to CAO promotion but the delay is due to the
delay in settling the case in the Hon’ble Court only.
During the further course of discussion, CMD BSNL called
DIR (HR) over the phone and directed to do the needful
at the earliest and to explore all the feasibilities
including an early hearing, approach to the higher
Courts (High Court/Supreme Court) & vacation of Status
Quo for the early resolution of the long pending Court
case.
Pending promotions from
JTO to SDE, SDE to AGM, AGM to DGM equivalent in all
streams and the DGM (ad-hoc) to DGM (regular).
AIBSNLEA
requested CMD BSNL for the CPC for JTO to SDE promotion,
including JTO AIL No:3, SDE(T) to AGM (T) promotions to
all the eligible SDEs who have already completed their
residency periods, so that justice in the promotion will
be extended to all the eligible SDEs of List 9 to 13.
There are around 3053
eligible executives in the SDE cadre are waiting for
their Gr. ‘A’ promotion after completing their residency
period; List – 9 (206), List – 10 (112), List – 11
(584), List - 12 (1769) & List - 13 (382). More than
sufficient vacancies for the promotion of these young
officers can be arranged by BSNL Management through the
method as follows without any financial implication:

After carrying out the CPCs for SDE to
AGM, JTO to SDE CPC may also be conducted. The Same
CPCs may be carried out in all other streams to promote
all the eligible executives. CMD BSNL responded that all
the pending CPCs for the available vacancies will be
carried out as per the new RRs . Regarding the DGM (adhoc)
to DGM (regular) promotion, the CMD explained the
efforts being taken by the BSNL management to remove the
legal hurdle, and the orders will be issued immediately
after getting some relief from the Court.
Implementation of the 3rd
PRC for BSNL Employees:
AIBSNLEA has requested immediate
implementation of the much-expected and very long
pending 3rd
PRC for BSNL employees against the backdrop of a
reported good increase in the unaudited revenue of
around 750 crores to BSNL in the last financial year.
The CMD BSNL categorically replied that as per DPE
guidelines for the 3rd
PRC, BSNL cannot move for the 3rd
PRC proposal as the profitability of BSNL is not suit to
any of the recommendation brackets of 3rd
PRC, but the Management will not oppose and will be most
happy to grant the 3rd
PRC to BSNL employees if any such proposal will come.
Inter Circle Long Stay
transfer of AGMT/SDET for 25/24 Years:
AIBSNLEA
requested to consider all the genuine requests of the
concerned executives for retention in their parent
circle for a period of one year or so during the course
of the issuance of inter-circle long-stay transfers. CMD
BSNL replied that the same shall be considered with due
care.
The
meeting of AIBSNLEA CHQ with the CMD of BSNL was very
fruitful, and the meeting was completed on a very
positive note. |
