Hon'ble Supreme Court has held Tata Teleservices
'Walky' and Reliance Communication's (formerly
Infocom) 'Unlimited Cordless' as limited mobile
phones, hence they are liable to pay Access
Deficit Charge (ADC) to BSNL for interconnection.
Thus
Reliance was liable to pay ADC of over Rs 400
crore & Tata would have to pay about Rs 300 crore
as levy to BSNL on account of ADC.

case:- We requested Dir (HRD) to bring the
AAO pay fixation case in IDA scale Rs11875/- in
the BSNL Board meeting being held on 30-04-2008
for approval. Dir (HRD) immediately spoke to DDG
(SR) to put up the Board memo in tomorrows BSNL
Board meeting. We are hopeful that matter will be
discussed in the tomorrows Board meeting.
(b)DPC from SDE
(Telecom) to DE:- we expressed our serious
concern against delay in completing the DPC work
from SDE (Telecom) to DE and informed him that
VCSR have now been received from all the circles
of eligible SDEs. Dir (HRD) informed that
SrDDG(IR) has been appointed as one of the
member of DPC & he spoke to DDG (Pers) to
immediately start the DPC work.
(c)Promotion order from
JTO (Civil) to SDE (Civil):- Dir (HRD)
informed that the SrDDG (BW) has been advised to
discuss the matter as some transfer & postings of
SDEs (Civil) are also linked with promotions. He
assured an early action.
(d)Withdrawl of ACP
benefit granted to JTOs/SDEs (civil) & PA/PSs:-
We requested to withheld the recovery
order till the outcome of the court cases. Dir (HRD)
discussed the matter with DDG (Pers) & advised us
to have further discussions with DDG (Pers).

Joint forum of BSNL Non-Executives / Executives
Unions/ Associations meeting held on 24/04/2008
to discuss the current developments in regard to
Telecom which are adversely affecting the
viability of BSNL i. e. 10% disinvestment and
consequent privatization of BSNL, Phasing out of
ADC, Non reimbursement of License Fee and USO
Funds, grant of NAVRATNA status, ITS officers
absorption in BSNL, failure of BSNL Management to
expand the GSM capacity and in action to rollout
Broad Band service. Every one was serious against
these undesirable developments and felt that
viability and existence of BSNL is in danger,
because of the wrong policies of the Government.
It has finally decided to have meetings with
Hon’ble MoC/MoSC, Secy (T) and CMD BSNL
thereafter having analyzed the situation Joint
Forum should decide the agitation programme
against wrong policies of the Government and
inaction of BSNL management. In the meeting, we
categorically told that the Central level all
Unions / Associations leadership need to be more
serious. Awareness is to be created at grass root
level of Executives / Non Executives and proper
co-ordination is required at all levels. |

President and GS, AGS SNEA met Shri J.S. Deepak
Joint Secretary (Telecom) and greeted him on
assuming the high office of JS (T) DoT. We
requested him to expedite the Group ‘A’ officers
absorption issue and provide support BSNL to
grow. JS (T) informed that the Cabinet Note on
ITS Group ‘A’ officers absorption issue is at the
final stage for submitting to Cabinet shortly.
He told that DoT is equally concern to resolve
the issue at the earliest. He also informed that
one committee has been constituted under the
Chairmanship of Member (Finance) wherein, he is
convener of the Committee. The committee is to
submit its recommendations to provide support to
BSNL for its growth and proper market share. We
assured him our full co-operation. |

than 2 months time to declare the result. We
expressed our un-happiness against such state of
affairs. |

clearance status reports of SDEs eligible to be
promoted as DE adhoc to Pers-I BSNL CO.
CVO informed that except
UP(W) Telecom Circle, all circles have sent
vigilance clearance reports. He assured that by
Friday all the VC status reports will be sent to
Pers-I BSNL CO. We have requested our Circle
Secretary UP(W) to ensure early dispatch VC
status reports to CVO BSNL.

(a) DPC from SDE
(Telecom) to DE :-
We expressed our serious concern against delay in
issuing the promotion order from SDE (Telecom) to
DE. We apprised him that the DPC is being delayed
due to non receipt of Vigilance Status Reports
from Vigilance Cell of BSNL CO. Director (HRD)
advised DDG (Pers) to complete the screening work
of ACRs till the time of Vigilance clearance
reports are received from CVO. He also assured
to speak CVO in this regard.
(b) Withdrawal of ACP
benefit granted to JTO/SDE (C/E) and PAs/PSs:-
We requested to
issue necessary instructions to circles to stop
the recoveries, in view of the stay orders
granted by Hon'ble courts. Director (HRD) advised
DDG (Pers) to examine the matter and to take
immediate necessary action.
(c) Issuance of
Modified Transfer Policy :-
We requested for early
issuance of revised/modified transfer policy as
suggested by United Forum. Director( HRD)
informed that the Transfer Policy has been
discussed and approved by BSNL Management
Committee. The Revised/Modified Transfer Policy
will be issued within two or three days.
(d) Withdrawal of MT
RRs at STS Level and settlement of pending issues
related to Executive Promotion Policy:-
Director (HRD) advised that Joint Committee
should immediately submit its recommendations in
this regard. He also informed that a brief
proposal has been presented by DDG (SR) in BSNL
Management Committee, based on deliberations of
the Joint Committee of BSNL officers and the
representatives of United Forum of BSNL
Executives Associations, which has been accepted
by the Management Committee. He directed DDG (Pers),
Convener Joint committee to hold the committee
meeting immediately to expedite the matter.
(e) AAO Pay Scale
fixation case:-
we requested to get approved the pay scale of
Rs.11875/- to AAOs from BSNL Board at the
earliest. Director( HRD) confirmed that the BSNL
Management Committee has already approved the pay
scale of Rs, 11875/- to AAOs and now efforts are
being made to bring the issue in the next BSNL
Board meeting, being held on 30-04-2008
thereafter, the BSNL Board recommendation will
be sent to DoT for approval.
(f) Condonation of
Break in service cases of
3-DEs SGR Rajasthan Circle for the
purpose of Pension:-
We requested to settle
the representations of 3-DEs SGR Rajasthan circle
for Condonation of break in service cases for the
purpose of pension. The break in service was made
to these DEs in the year 1981 due to
participation in Strike/Dharna Call. Director (HRD)
assured to look into.
(g) 50% IDA merger
with Basic:-
Director (HRD) confirmed that the BSNL Board
recommendation in this matter has already been
sent to DoT for approval. The DOT approval is
expected soon. |

Shri. Kuldeep Goyal, CMD, BSNL on 16-4-2008 at
BSNL Bhavan, Ernakulam and submitted memorandum
for and on behalf of the Circle Secretary of
Kerala and had detailed discussion on various
issues. CMD assured that newly recruited TTAs
will be posted to SDEs (External) /JTOs
(External) for effective handling of new
technology services and after sales customer care
as demanded in our memorandum. He also assured
that regular periodical recruitment of JTOs/JAOs
will be continued as per justification. Appraised
CMD about the matter of pay fixation of
officiating JTOs. The CMD agreed to re-consider
the case of pay fixation of officiating JTOs
under FR 22(1)(a)(i) which is now denied to them
on flimsy unjustifiable technical grounds.

formal meeting held with Director (Fin) on
11.04.08 in the presence of Sr. DDG(FP), Jt.DDG
(SEA) and ADG (SEA). From the Association side
General Secretary, President and Financial
Secretary attended in the meeting. At the outset,
the General Secy thanked the Director (F) for
giving the time for discussion of agenda items
inspite of his heavily busy time schedule. The
following discussions took place:
(1)
AAO Pay Fixation
case:
The Association informed the Dir (F) regarding
wide spread agitation in the minds of Accounts
personnel due to non settlement of IDA pay scale
for AAOs. When all other cadres have got
implemented their IDA pay scales and arrears, non
settlement of this items is causing frustration
and demoralization among the Accounts personnel.
The Dir(F) appreciated the concern shown by the
Association . He informed that the issue is being
discussed in the Management Committee of BSNL
today and after BSNL Board approval, it will be
sent to DOT for clearance. We requested him to
use his good offices to get the case expedited.
He assured to do all the needful.
(2)
Holding
of DPC of 1999 batch JAO for promotion as AAO: The
Dir (F) instructed the officials of SEA branch to get the case fully
examined and put up to him for
further necessary action.
(3)
Holding
of DPC to fill up AOs/CAOs vacant posts: The
Director (F) informed that the work of DPC is in
progress, but some ACRs are still wanted and
asked the Association to help in the matter. It
was assured that DPC is likely to be completed
for AOs provided the Vigilance clearance is still
in time. The DPC to fill up about 11 CAOs posts
of ST category and 25 CAOs posts of left out
cases is completed; Promotion order will be
issued shortly. For next batch of CAOs to fill up
about 400 vacant posts ,action will be initiated
shortly.
(4)
Filling
up of vacant JAG posts on regular basis: We
informed that due to non promotion of regular STS
officers to JAG on regular basis , the affected
officers are drawing lower pay than their juniors
who have been placed in JAG pay scale in view of
executive promotion policy and there is lot of
resentment. It was informed that the process of
holding DPC for regular JAG will be issued very
shortly (After
15th
April,2008).

Local
officiating promotion in JAG from Adhoc CAOs: He
assured to look into the matter positively.
(6)
Transfer Policy :- We impressed upon for
implementation of executive transfer policy of
BSNL in Finance and Accounts also in its letter
and spirit. Dir(F) assured to look into.

JTOs having BE (Arch) or equivalent qualification
are only being registered by Architectural Co
uncial of India, in view of that the RRs of AE
(Arch) and SDE(Arch) are framed in BSNL. We
demanded that as one time measure BSNL Management
should take suitable decision in this regard for
the existing JTOs (Arch).
(B) Consideration of
request transfers of JTOs/SDEs/AEs(Arch):-
DDG (Arch) informed that some request transfer
orders will be issued shortly. |

AIBSNLEA succeeded in getting constituted of
Committee to recast the syllabii of Departmental
Account Examinations for Civil/Electrical
Disciplines as per the assurance given in the
formal meeting held on 20-07-2007 with DDG (SR)
in presence of Sr. DDG (Estt.), Jt. DDG (BW), Jt.
DDG (Elect.) and Jt. DDG (Arch.). The committee
is constituted of the following officers: - (1)
Jt. DDG (Electrical), Chairman, (2) Jt. DDG
(Civil) Convener and Jt. DDG (CA) member. The
committee shall submit its report within a period
of two months. We have also demanded to conduct
Accounts Examination during management Training
E-2, E-3 etc

Second Circle Conference of Chennai Telephones
GS, President, AGS
(Finance) & Org. Secretary (South) attended &
addressed the OPEN SESSION of the Second Circle
Conference of Chennai Telephones at Dharmaprakash
Kalyana Mandapam, Chennai on 4th April'2008. Shri
M.P. Vellusamy CGM, Chennai Telephones was the
Chief Guest. Shri G. Selvam, GM (BBS,BD & OP)
retired, Smt Sujatha Venkateswaran, GM(F) Chennai
Telephones & Chief Engineers Civil / Electricals
were the guests of honour & the representatives
of our sister Unions / Associations including our
Circle Secretary Tamil Nadu Circle Com. N. Veera
Pandian also addressed the OPEN SESSION. Com. P.
Santha Kumar Circle President in his presidential
address & Com. P. Udayasuriyan, Circle Secretary,
Chennai Telephones in his Keynote address
discussed the HR issues & the issues related to
Viability of BSNL. Com. K.
Satayanarayana
President in his inaugural address & Com. GS in
his Special address apprised in detail the Status
of HR issues & the efforts being made by CHQ for
settlement of pending issues. They also discussed
in detail the Viability of BSNL. Com. K.
Chanderan Chairman Reception Committee
welcomed the guests & Com. V. Ganesan Chairman
Food Committee extended vote of thanks. The
Conference Hall was jam packed.
On 5thApril'2008 in
delegate session, Com. GS, Com. President, Org.
Secretary (South) addressed & apprised the status
of HR issues & the efforts of CHQ in getting
settled the issues. In the interactive session
Com. GS replied all the queries made by the
delegates to their satisfaction. Election of New
Circle Body were also conducted.
Com. P. Santha Kumar and
Com. P. Udayasuriyan were elected unanimously as
Circle President & Circle Secretary respectively. |

STQC, New Delhi vide Certificate no.
SQ/ISO 9001/588 Dated 31.03.2008 for continual
growth & development of Human Resources of BSN
through training in the field of Telecom to meet
the real field requirements of the participants.
This certificate is valid up to 30-03-2011.
CS Unit % CGMT,
Rajasthan Telecom Circle has also been awarded
ISO 9001:2000 Certification by STQC, New Delhi
for handling of Public Grievance Redressal,
Coordination and Monitoring of QoS Survey and
related activities in BSNL, Rajasthan Telecom
Circle. This certificate is
valid up to 30-03-2011
We congratulate Circle Administration and all
Executives for getting ISO certification for
Customer Service of BSNL in Rajasthan Circle and
Regional Telecom Training Centre of BSNL
Rajasthan. It is a Great achievement and we
should continue to strive for more appreciation

of BSNL officers and the representatives of
United Forum of BSNL Executives’ Associations
continued today also. The suggestions/views
submitted by the United Forum with respect to the
deliberations of the Joint Committee were
discussed in detail. BSNL Officers will further
examine the suggestions of United Forum and will
further discuss the matter in the next Joint
Committee meetings on 9th and 10th
April, 2008. |

/Executives to jointly organize massive protest
lunch Hour demonstrations on 3rd
April,2008 against the abolitions of ADC by
TRAI. Joint Forum will meet after 5th
April, 2008 to plan future programmes. All the
Circle/Branch Secretaries are requested to
mobilized members for active participation. |
