Circle, Shri Muralidharan GMT, Srinagar and DGMs attended and
addressed the huge gathering. Com GS apprised in detail the status
of All India HR Issues & Viability of BSNL. Com. Fiyaz Ahmad Kaul
Sr.AO Srinagar as President, Com Ramesh J Kaw SDE Jammu as Circle
Secretary and K K Vakri as Finance Secretary were elected for the

Secretary, Vice President-II, Financial Secretary and Editor met
Shri Kuldeep Goel, Sr.DDG(HQ) and would be Director (Plg) / CMD,
BSNL on courtesy call. Shri Goel informed that his priority will be
to make available all the materials required to meet out the
targets set out by the Hon’ble MOC and sought our active
cooperation in achieving the 40% market share in the telecom
sector. We assured him our full cooperation in his endeavor.
General
Secretary and Vice President-II met Sr.DDG (Estt) and discussed:
(a)
Issuing clarifications regarding
promotion policy asked by circles and AIBSNLEA:
He informed that the
HLC has already discussed the queries / clarifications asked by the
circles and submitted its decision. The is under process and soon
the necessary clarifications will be issued.
(b)
Implementation of promotion policy
in Civil / Elect Wings:
We expressed our serious concern against non
implementation of promotion policy for the executives of Civil
/Elect wings in circles. Sr.DDG clarified that HLC has discussed
the matter and clarified that the screening / DPCs will be
conducted by the Heads of Circle only by nominating GM / DGM level
officers from various disciplines as DPC members.
(c)
DPCs of various cadres i.e. JTO
(C/E/Arch) to SDE (C/E/Arch) and SDE (C/E/Arch) to EE (C/E/Arch) :
Sr.
DDG informed that the DPCs from JTO (C/E/Arch) to SDE (C/E/Arch)
can not be held because of the directions given by ST Commission
challenging the initial constitution of roster. DOT in accordance
with the DOP&T guidelines has replied the position to ST Commission
but the decision of the Commission is still awaited. Further action
will be taken thereafter. DPCs from SDE (C/E/Arch) to EE (C/E/Arch)
are under process.
(d)
Holding of limited to LDCE from JTO (C/E/Arch) to SDE (C/E/Arch) :
Sr. DDG informed that the
examination can not be held due to direction of ST commission
challenging the initial constitution of roster.
(e)
Recruitment of JTO (C/E/Arch):
Sr. DDG
informed that at present no recruitment is being done due to delay
in proper justification of work load. Action will be taken
considering the requirement of BSNL for such works.
(f)
Consideration of pending request transfers / deputation of JTO (G)
: We requested to consider all
pending request transfers / deputation applications of JTO(G)
since more than 2000 newly recruited JTOs (G) have joined. Sr. DDG
assured an early action and orders are expected by mid May. |

Secretary and Financial Secretary met Sr.DDG (SPF) and discussed:
-
Conducting of DPC
from Sr.AO to CAO: We expressed
our concern in delay in completion of DPC. She informed that the
process could not be completed due to want of some ACRs and all
steps are being taken to get the ACRS. She assured to do the
needful in the matter.
-
Left out DPC from
AAO to AO : Sr.DDG informed that
the orders for about 20 left out candidates are likely to be
issued within a couple of days.
-
Issue of
gradation list of JAOs: She
informed that the management committee of BSNL has approved the
case and the Gradation List for JAOs will be issued shortly.
-
Grant of upgraded
pay scales to JAO /AAO: We
demanded that the case may be got re-examined by DOT to take up
the matter further with Min. of Finance in the light of decision
taken in the meeting held by Secy Telecom with out Association.
We also informed her that recently MOF has intimated under RTI
Act to AP Circle vide letter No. 8(55)/2007-RTI dated 3.4.07 that
regarding applicability of OM dated 28.2.03 to the officials
absorbed in BSNL, administrative Deptt. i.e.BSNL may be advised
to consider their case as per the contents contained in para 55.2
and 55.3 of the 5th CPC. As per above para of 5th
CPC, the JAO/ AAO of Department of Telecom ( absorbed in BSNL)
are governed by the provisions of Organised Accounts Cadre and
therefore entitled for all the consequential benefits accrued to
them. She immediately spoke to DDG (FEB), DOT and requested him
to look into the matter positively in the light of clarifications
issued by MOF.

discussed the following issues:
1.
Delay in implementation of promotion
policy for BSNL executives:
We
expressed our serious resentment against delay in implementation of
the approved promotion policy for BSNL executives in the name of
clarifications. We informed that many Telecom Circles and our
Association has asked some clarifications from BSNL Corporate
Office immediately after notification of the promotion policy by
BSNL Management. Even after lapse of three months, no clarification
has been issued by BSNL management resulting delay in
implementation of the said policy. Due to non receipt of
clarification, the policy has not been implemented in most of the
circles. Even in BSNL Corporate Office no proper action has been
initiated to complete the process. This is causing widespread
resentment among the executives. CMD immediately spoke to Director
(HRD) and asked him to take action urgently in the matter.
2.
Non-Settlement
of the issues referred to BSNL Management for discussions with
AIBSNLEA for improvement in the promotion policy:
We requested CMD to discuss the
issues transferred from DOT to BSNL for further discussions and
decision at BSNL level. Till date no concrete steps have been taken
by the BSNL Management for improvement in the promotion policy as
assured by CMD,BSNL in the formal meeting held on 10.01.07
regarding various issues e.g. date of effect of implementation of
revised IDA pay scales for the executives wef 1.10.2000, one time
placement of the SDEs in the Sr.SDE grade , weightage for past
service rendered in DOT/DTS/DTO for promotion, grant of
designations and duties / responsibilities associated with the
respective grade etc. CMD asked the Association to give brief on
the issues and assured to look into the case.
3.
Absorption of Group ‘A’ officers:
We
expressed our serious concern against delay in completing the
process of absorption of Group’A’ officers in BSNL which is badly
affecting the developmental and maintenance work in BSNL. We
requested him to use his good offices to settle the issue at the
earliest. He informed that there is much progress in resolving the
issues raised by Group ‘A’ officers in DOT. He hoped that the issue
of absorption of Group’A’ officers will be resolved soon.
4.
Sharing of BSNL’s infrastructure with private operators:
We strongly protested against the
TRAI recommendations for sharing of infrastructures (passive /
active) . The CMD assured that he will take all possible steps to
safeguard the interest of BSNL.
5.
Grant of Nav Ratna Status to BSNL:
We requested CMD to submit the revised documents as desired by DOT
as per DPE guidelines immediately so that further process may be
started for grant of Nav Ratna Status to BSNL
6.
DPCs
from SDE Telecom to DE and Sr.AO to CAO on adhoc basis:
We expressed our dissatisfaction
against delay in completing the DPCs on the pretext of court case
and missing ACRs. We informed CMD that DOT has already replied to
BSNL regarding Delhi High Court stay order in 1966 SDE’s
reversion case and only eight Sr AO’s ACRs are missing to fill up
about 400 CAO posts. As per rule DPCs can be conducted. CMD assured
to look into the matter.
7.
Recruitment of JTOs /JAOs in BSNL:
We
demanded immediate action should be taken to recruit JTOs in Civil
/ Elect. Wings and JAOs in Finance Wing. CMD assured to look into
the matter.
8.
Station tenure transfers in WTR
and some other circles: We
protested against transfers of the officers in mid session of
education of their wards in the name of rotational transfer. CMD
assured to look into the matter.
9.
Inter
Circle transfers from Punjab Telecom Circle:
We requested CMD no to implement
inter circle / tenure circle transfers policy for the Punjab Circle
executives. The executives in Punjab Circle have served in the
critical period during the days of insurgency. CMD assured
to examine the issue.
10.
Affairs of Alwar SSA (Raj) :
We strongly
protested against the harassing and vindictive attitude of GMTD
Alwar towards BSNL executives and requested him to intervene in the
matter. CMD assured to do the needful in the matter. |

informed that the pension issue will be again taken up with the
Cabinet alongwith other issues related to Group’A’ absorption.
4.
Absorption of Group ‘A’ officers:
We expressed our serious concern against
delay in completing the process of absorption of Group’A’ officers
in BSNL which is badly affecting the developmental and maintenance
work in BSNL. We requested him to use his good offices to settle
the issue at the earliest. He informed that there is much progress
in resolving the issues raised by Group ‘A’ officers. A committee
of three members has been constituted which has held 4 -5 meetings
and thereafter the committee has discussed the issues with the
representatives of ITSA in the presence of Secy DOT. Most of the
issues have been settled and only one or two issues remained to be
settled . He expressed optimism that these issues will also be
sorted out soon. We expect the absorption process to restart by end
of May 2007.
5.
Non-integration of HR functions in BSNL:
We informed that BSNL is still continuing with the HR activities as
in DOT and not bringing the entire HR activities under a common
umbrella. Secretary DOT informed that the matter is being examined
in accordance with the DPE guidelines. A decision in this regard is
expected shortly.
6.
Grant of Nav Ratna Status to BSNL:
We demanded that BSNL should be
granted Nav Ratna status at the earliest in order to allow BSNL to
have greater autonomy in decision making. The Secy informed that
CMD BSNL has been advised to prepare the documents as per DPE
guidelines so that this matter can be further taken up with the
concerned authorities. He assured to get the issue resolved once
the relevant papers are received from BSNL.
7.
Sharing of BSNL’s infrastructure with private operators:
We strongly protested against the
TRAI recommendations for sharing of infrastructures ( passive /
active ) . The Secy informed that TRAI ‘s recommendations are not
mandatory and operators can take their decision to share
infrastructures (passive /active) solely on commercial basis. The
Government shall not issue any directive in this regard.

Secy,DOT for stopping withdrawal of second ACP benefit to SDEs

met the Director (Operations) and discussed:
(a)
Improvement in the revised policy for Service GSM, RSTC
and Broad Band to Executives as demanded vide our letter No.
AIBSNLEA/CHQ/2007-08/1 dated 5.03.07.
Director (Op) assured that the enhancement of call limit on RSTC
may be considered upto some extent but the certification can not be
allowed as already decided by Management Committee of BSNL.He also
assured that STD and Roaming facility on GSM service connection to
the executives will be looked into. Regarding B/Band on RSTC under
Plan 500 rent free is not under consideration at present.
(b)
45 Million GSM tender:
We requested Director (Op) for an
early action to place order for procurement of equipments from the
suppliers so that our mobile network may be expanded at the
earliest for provision of services to the waiting customers. The
Association discussed the matter of draging the matter to the court
by Motorola causing delay resulting heavy financial and other
losses to the tune of Rs.400 crores per month by loosing about 12
million customers during last six months. Association will explore
the possibility of taking up the case against Motorola in the Court
after discussing the same with Joint Forum of Non-Executives and
Executives. Dir (Op) appreciated our concern and assured speedy
action for procurement of the equipments. |

(a) DPC to
fill up vacant CAO posts :- Sr. DDG
(SPF) informed that the DPC process was started but due to
non-availability of about 23 AOs ACRs, the same could not be
completed. Efforts are being made to collect the missing ACRs. Now
about 13 AOs ACRs has been received. As soon as thye remaining 10
AOs ACRs are received, DPC work will be completed to fill up about
400 CAOs posts on adhoc basis.
(b)
Consideration of Request/Tenure transfers of AOs/CAOs :-
Sr. DDG (SPF) assured that work is under
process. Soon the transfer orders will be issued.

MOTOROLA WITHDRAWS PETITION
:- BSNL will now be able to place orders for its over Rs 20,000
crore (45.5 Million lines) mobile telephony expansion plan as
Motorola, which had challenged its disqualification in the
tendering process in the Delhi High Court, has withdrawn the case.
Telecom majors Ericsson and Nokia are set to bag a $5-billion
tender floated by Bharat Sanchar Nigam Ltd (BSNL) for 63.5 million
GSM mobile lines. BSNL chairman & managing director AK Sinha said
the contract letter would be awarded by the end of April and the
first phase of the rollout would begin by year-end. |

(JAPAN) JOINTLY ORGANISED BY JAPANEES NTT UNIONS AND UNION NETWORK
INTERNATIONAL ASIA AND PACIFIC REGIONAL ORGANISATIONS (UNI-THE
GLOBAL UNION FEDERATION).

met CMD, BSNL and discussed
(a)
Protested against shifting of the Officers having completed
Station /Circle Tenure in mid academic session:
- CMD assured to look into.
(b)
Delay in implementation of Promotion Policy & issue of
clarifications: -
CMD informed that
HLC has already discussed the queries made by the Circle
/Associations & are being clarified shortly.
(c)
STD & National Roaming on GSM, Enhancement of free call
limit on RSTC allowing certification and rent free Broadband
facility under Plan - 500 :
We
impressed upon providing of STD & National Roaming facility on GSM
service telephone connection to all Executives, STD facility on
RSTC to all STS level officers compulsorily as it was available in
DoT. Enhancement of free call limit on RSTC as available in MTNL to
all Executives upto 2000 calls limit allowing certification &
Broadband facility under Plan –500. Rent free to all executives:-
CMD informed that already certain modifications has been made as
suggested by the associations / circles. He also suggested that
associations may further give views / suggestions for improvement
and advice to have discussions with Director (Operations) also in
the matter.
(d)
Delegation of powers to CGMs to decide tariff (Pulse Rate)
parallel to private operators: - CMD
assured to look into and suggested to provide more feed back in
writing. |

GS, and FS met
Director(HRD) and discussed:
a) Protested
against the delay in implementation of Promotion Policy of
Executives
:-
Protested
against the delay in implementation of Promotion Policy of
Executives in all Telecom Circles and BSNL CO due to want certain
clarifications from BSNL CO .
Dir(HRD)
directed DDG (Pers.) and Sr. DDG(SR) to hold High level Committee
meeting today itself to discuss and clarify all the queries raised
by the Circles and Association . Dir(HRD) also directed to
implement in BSNL Corporate Office. DDG(Per) assures to discuss the
matter today itself in HLC & issue a clarifications in a day or
two.
b)
Implementation of Transfer and
Posting Policy: –
Shifting of the officers
having completed the Post / Station / Circle Tenure thereof
:-Protested against this policy of implementation after 31/03/2007
due to start of academic year of Children. We impressed up on Dir (HRD)
that transfer are to be on need based and consider tenure request
transfers. Dir(HRD) informed that interest of Service transfers are
necessarily required. However we have protested once again.
c)
Cancellation of transfer Orders of
CS,AP Circle,BS of Bhuvaneswar(Orissa), BS of Simla (HP) and BS of
Batinda (Punjab) as per provision of immunity:-
Dir (HRD) assures to look in to.
d)
DPC
from SDE(T) to ad-hoc DE(T):-
Dir(HRD)
informed that Revised seniority list is awaited from DoT following
the orders of Hon’ble High Court of Delhi in the 1966 reversion
case. Thereafter only, work of DPC will be taken up.
e) Cancellation
/Modification of Transfer and Posting order issued on promotion
from JTO to SDE
:-Dir
(HRD) informed that the vacancies of hard Circles have been filled
up.Even if some genuine cases of male candidates will be considered
on Medical/Compassionate grounds.
f) Grant of
Formal Meeting to AIBSNLEA to discuss the pending grievances of
Executives in all disciplines ie. Engg, Accounts, Civil,
Electrical, Stenographers, Architect, CSS and Rajbhasa etc.
:-
Dir(HRD) suggested
that some specific points may be submitted for discussion in the
formal meeting. So, that formal meeting can be granted. |
