27.07.2023   BSNL CO released permission letter  to withdraw the pending Online Transfer Portal (OTP) applications of the previous OTP window and resubmit afresh .

Thus, henceforth, the executives whose applications, submitted in previous OTP window, for transfer on request basis and are still pending for decision, shall be permitted to withdraw their previous OTP applications and apply afresh during the subsequent OTP windows.  <<BSNL Order>>

27.07.2023     Congratulations to CS Kerala and the team of JAO-2012 LICE batch Officers . The Continuous persuasion of AIBSNLEA materialised . BSNL CO regularised the 2012 LICE batch JAOs against 40% quota of Kerala Circle , were appointed them provisionally on the direction of the Hon'ble CAT , Ernakulam Bench, vide Order dated 23.03.2016.

Urgent Action Required to Address AO to CAO Promotion Issues in BSNL

AIBSNLEA Leaders discussed this long pending matter in detail with the DIR HR . Leaders strongly shared that It is distressing to note that BSNL has been unable to vacate the status quo from the Hon'ble CAT Chandigarh, which has led to a painful situation where many Accounts Officers are retiring without achieving the long-awaited promotion they rightfully deserve.

The prolonged delay in promotions and the lack of resolution in this matter have left AOs disheartened and demoralized. It is deeply saddening to witness dedicated employees, who have devoted their time and efforts to BSNL, retire with a sense of disappointment and frustration.

Furthermore, the question arises as to how Look After roles can be assigned on a challenged seniority list , If seniority itself is under dispute, as per CAT Chandigarh. AIBSNLEA demanded to initiate the process of Ad-hoc promotions on the same list used to operate for LA. The DIR HR immediately called in DGM (Pers-Legal) to the meeting to explore the legal possibilities to promote AOs to CAO on Ad hoc basis . A final solution in favour of the demand of AIBSNLEA was not evolved.

We requested the DIR(HR) to take immediate action to address the AO to CAO promotion issue. It is vital to revisit existing policies, engage in constructive discussions with all relevant stakeholders, and seek a prompt resolution to vacate the status quo imposed by the CAT.

AIBSNLEA implored DIR(HR) to give utmost priority to this pressing issue and take swift and decisive action to resolve the AO to CAO promotion matter. By doing so, BSNL will demonstrate its commitment to fairness, transparency, and the well-being of its employees. DIR(HR) very positively replied that this long pending issue in the AO to CAO promotion is a matter of concern for BSNL Management too and assured us that Mgmt will take legal opinion for the ad-hoc promotion as proposed by AIBSNLEA and will call AIBSNLEA again for further discussion.

The Dir HR further informed AIBSNLEA that Dir HR along with PGM (Pers) & DGM (Pers-legal) will meet the Sr Counsel very soon for further firm decision on the matter submitted by AIBSNLEA .

Leaders of AIBSNLEA shared their sincere thanks to the DIR(HR) for his very positive approach and empathetic support to resolve the pending AO to CAO promotion.

19.07.2023     BSNL CO released  letter on the extension of facilities  to participating  Associations in the 3rd MVP  <<Order>>

19.07.2023     GS Com Shaji. V, President Com Rajpal Sharma, and Dy GS Com JK Patel had an elaborate meeting with the DIR(HR), BSNL Board Shri Arvind Vadnerkar ji on 17-07-2023 and discussed on all the HR matters related to BSNL Executives including the third PRC.

Leaders of AIBSNLEA submitted the document having details of all the following points for discussion with DIR (HR).

1. Urgent Action Required to Address AO to CAO Promotion Issues.

2. Pending SDE T to AGM T promotions , JTO T to SDE T , AGM T to DGM T and the equivalent for all other streams.

3. Unexpected delay in issuing the PS to PPS promotion for field units which is pending for around one year.

4. Restarting of the EPP Upgradation Training to the officers belongs to CSS/CSSS cadres and the same for PA/PS/PPS officers in field units at par with all other cadres.

5. PS/PPS/Sr PPS post enhancement in BSNL CO/field units and creation of Sr PPS post for field units.

6. Consider the request transfers of officers in CSS/CSSS cadres in BSNL CO.

7. Awarding of 30% Superannuation Benefits (SAB) to BSNL Recruitees.

8. Restoration of BSNL MRS Policy with annual reimbursement ceiling of one month of Basic Pay + DA for the Outdoor treatment of BSNL Employees/retirees.

9. Extension of PRMB (Post-retirement medical Benefits) to BSNL DRs.

10. Request for appointment of 34 LICE 2012 JAOs (Presently working 13 only) on Regular basis in Kerala circle, consequent on the final disposal of Civil appeal.

11. The DoP & PW OM No. 57/05/2021- P&PW (B) Dated 03/03/2023 for granting benefits under CCS(Pension) Rules, 1972 to the 1999 recruitment TTAs appointed in BSNL.

12. Discrimination in the transfer of executives from J & K Circle under Inter Circle Long Stay Transfer in 2022.

13. Standard Pay Scales E2/E3 for BSNL Executives.

14. E1+5 increments to the SRD JTOs & DR Specially abled 2010 batch, LDCE JAOs 2013 batch DR JAOs of 2015, 2018 batch, DR JTO of 2017 batch LDCE JAOs of 2016 batch and LDCE JTOs of 2012 , 2016 to 2017 batches.

15. Pay parity of Rs 22820/- for the directly recruited Executives especially to the  JTOs of 2007 and 2008 batches and directly recruited JAOs of 2010 batch.

16. DGM (Adhoc) to DGM (Regular) promotion.

17. Review on Inter Circle /Intra Circle Transfer policy for executives.

18.Review of MSRR-2023 so that all eligible executives are promoted.

19. Immediate implementation of 3rd PRC to BSNL Employees.

20. Many individual matters including the wrong transfer of DS Ludhiana Com. Rajender Singh AD (OL) from Ludhiana to Patiala. The heart weeping anomaly of extending service life time transfer protection to a DGM (L/A), Kharagpur OA, WBTC working for more than 31 years in the same OA without any genuine ground of immunity against transfer , etc.

22. Revision of all allowances to BSNL Executives like TA/DA ,Transport, Child Education, Mobile Reimbursement , All India LTC etc.

23. Extension of  Laptop facility  to all executives in field units at par with those in BSNL CO.

Subsequent to the expulsion of the erring Ex.CS Maharashtra Sh. Vivek Wankhede  from the primary membership of AIBSNLEA against  his anti-associational activities on mischievous motives , 

a Special CEC MH Circle held tonight on the 15-07-2023 in the Google meet platform. All the Circle Office bearers, DS/DP attended the meeting . The house  unanimously co-opted Com. Santosh Kokate CAO/IFA (F) as New Circle Secretary, MH Circle. Com. Santosh Kokate ji is a very popular & influential face in MH Circle.

Reporting of  Com  Jaiprakash Dongre continues that the respected GS Com Shaji V and OS (W) Com Jignesh Solanki ji were also participated and addressed the CEC, MH Circle.

Com GS very precisely addressed the house on points and  enlightened about AIBSNLEA CHQ activities, achievements, and the goal of the Association to work for all the Executive cadres in a very ethical , sincere, and transparent manner. GS continued that neither MA nor SA could do anything for the benefit of executives for the last 3 years . The only association that could do benefits for the BSNL executives' community is AIBSNLEA through the mass promotion in 2018 for @ 14,000 executives ,  arranging of E1+5 increments for the pre-2010 year executives in 2012, and even the lagged executives' promotion process was made possible through AIBSNLEA in 2022 by arranging promotion from SDE(E) to AGM(E)  . GS shared his sincere thanks and indebtedness of this association to the worthy CMD of BSNL, Shri .PK Purwar ji  for considering the appeal of AIBSNLEA to start the executives' promotion process from SDE (E) to AGM (E) in 2022. 

Com Jignesh Solankiji, OS (W) shared his views on how they added 70 New members in AIBSNLEA, (GUJ) Circle and ensured to help MH Team to increase membership in MH Circle also.

Further the discussion going on on various organisational activities and it is updated to the Com GS that only Single person for his personal ambition left the association and None of our single members from AIBSNLEA MH team joined or support his anti association activities even though the Ex. CS  tried his level for the same. On the contrary MH Circle could add many members to AIBSNLEA fold.

It proved the complete SOLIDARITY, INTEGRITY and COMMITMENT of our members towards our motherly association ie,  AIBSNLEA.

CEC ended with the reaffirmation of confidence that even after betrayal by one person, there is no loss to the AIBSNLEA , or rather, the AIBSNLEA MH Circle is Purified by the  expulsion of erring Ex.CS and as a result, many executives joined the AIBSNLEA MH Circle . Further, CEC reassured us that  in the days to come, AIBSNLEA MH Circle will make our association stronger by adding more and more members.

11.07.2023    BSNL CO released all the guidelines/details regarding Voluntary Group Health Insurance Scheme in association with the Oriental Insurance Company for BSNL Employees . The Policy is Operational from 01.06.2023 to 31.05.2024.

The TPA for the Policy is MD India Health Insurence Private Limitted. TPA is a Third Party Administrator is a body that processes insurance claims admissible under the mediclaim policy. In general, these administrators are independent but can also act as an entity belonging to the insurer/s. These bodies are licensed by Insurance Regulatory IRDAI.

11.07.2023    BSNL CO issued reminder letter to all Circle/Unit heads for the finalisation of the Provisional All India Eligibility List of JAO - Departmental of 2016 Batch.  <<Reminder Letter>>

10.07.2023    GS and CHQ President AIBSNLEA met GM (Training), BSNL, and requested to restart the EPP Up-gradation Training for the officers belonging to the PA/PS/PPS/Sr.PSS cadres also. The EPP Up-gradation Trainings are restarted for all the officers belonging to all the major streams including Telecom Operation, Finance, Electrical, Civil, etc before conducting their EPP Up-gradation Examination. The Up-gradation Training had earlier been extended to the PA/PS/PPS/Sr.PPS cadres also but now the training has not been restarted for these cadres. The officers belonging to these cadres now finding difficulties to complete their Up-gradation Examination successfully without training. Moreover, this is certainly a matter of mental pain for officers in these cadres as they only are left out from training prior to their exams.

We requested GM (Training) to restart the EPP Up-gradation Training to these cadres without delay. GM (Training) totally shared the concern expressed by AIBSNLEA CHQ and assured to look into the matter positively. GM (Training) further informed that the progress on the matter will be shared back to AIBSNLEA CHQ without delay.

We would like to draw your kind attention on the above cited subject and the multiple fervent requests submitted to your generous attention by this association on the Pay parity issue of Rs 22820/-. In this regard, we wish to submit that in BSNL, the basic pay and the Pay Scales of the Executives recruited prior to 01.01.2007 and after 01.01.2007 onwards are entirely different which created widespread resentment and demotivation among the Executives recruited after 01.01.2007. There is huge difference in Pay to the tune of Rs 10000/- between the two sets of Executives......
