25.2.2022DoT issued order
to maintain Status Quo in respect of ALTTC Acquisition:
The Sudden
takeover of the sprawling ALTTC, located in 81 Acres of
Prime Land in the Heart of Ghaziabad City in an
Arbitrary manner by the DoT through Presidential Order
has come as a huge shock to the employees of BSNL.
An emergency
Online meeting of the AUAB was held on 24.2.2022 and
AUAB vehemently criticised the DoT for taking over the
81 Acre Land together with the ALTTC Buildings and other
Infrastructures, whose Market value is Rs.6,000 Crore.
AUAB decided to organize immediate Agitational
Programmes against the Arbitary taken over of ALTTC by
DoT and to demand immediate cancellation of the DoT
order for the taking over of the ALTTC. A ccordingly
AUAB announced Agitational Programmes on 24.2.2022.
However, after
the announcement of Agitational programmes by the AUAB,
the DoT issued a letter on 25.2.2022, wherein it is
stated that, Status quo will be maintained on the ALTTC
issue. This is certainly a victory for the unity of the
employees. At the same time, the DoT has not cancelled
the Presidential order for taking over of the ALTTC. .
It means, they are just keeping the matter pending. In
future, again they may create trouble. So, the

Provisioning of sufficient number of Enginerring &
Finance Executives in Chennai and Kolkata TD as per the
Revised Norms:
We appraised the GM(EF&FC) regarding the discussions had
with the Director(HR), BSNL Board
on 30.12.2021 and with the CMD, BSNL on 16.2.2022 for
reconsidering the Norms and Justification of Finance &
Telecom Eng.Wing in Chennai
TD and Kolkata TD as per the justifications given by CGM
Chennai TD, Kolkata TD and AIBSNLEA in writing on
29.11.2011 on the basis of the Revenue aspects(Category-I Very Large BA, with Revenue more than
400 Cr.), EB activities, FTTH increase penetration,
smooth Mtce., Operation and Development Activities and
handed over the AIBSNLEA letter in this regard on
29.11.2021. GM(EF&FC) mentioned that he has got the
justification letters of AIBSNLEA, CGM Chennai TD and
Kolkata TD from Restructuring Cell of BSNL Corporate
Office and revisiting/reviewing the Norms &
Justification in line with AIBSNLEA , CGM Chennai TD and
Kolkata TD letters and assured that EF Branch will
submit positive Note in this regard w.r.to the
Category-I Very Large BA Revenue (More than 400 Cr)
shortly. We are very confident that sufficient number
of Eng. & Finance Posts will be reconsidered and
provisioned in Chennai TD and Kolkata TD by the BSNL
Management in the larger interest of the Company as per
the assurances given by our Respectable CMD and
Director(HR) .

AIBSNLEA , AGS (F) and Auditor met Sr.GM (Estt.) BSNL
CO, New Delhi on 22.02.2022 and discussed regarding:
A)Standard Pay Scale of E2 for JTO/JAO and E3 for SDE/AO Equivalent
Grades:We
enquired the Sr.GM(Estt) about the outcome of meeting
held at Last week between AST, JS(Admin) and other
Senior Officers of DoT and BSNL. Sr.GM(Estt) mentioned
the meeting was held in last week and on behalf BSNL
Director(HR) & Sr.GM(Estt) and BSNL presented inputs
views/inputs with full justification for the
consideration of proposed E2 Scales for JTO/JAO
equivalent and E3 Scale for SDE/AO equivalent. It is
gathered that Senior DoT Finance Wing Officers are in
the opinion that BSNL is an incipient Sick PSU, so the
demand for E2 and E3 cannot be acceded by DPE further
they told it will have a huge financial implication for
BSNL. However further discussions will be continued with
the Senior DoT Officers in this regard he added.
B) LDCE from JTO (T) to SDE (T) and LICE from eligible Asstt. Manager
to Dy. Manager (CSS Cadre) – 33%Quota:We
enquired the Sr.GM(Estt) about the conduction of LDCE -
33% quota as per SDE(T) RR from the Vacancy Year
2011-12 onwards from among the eligible JTO(T)s and
conduction of the LICE for promotion to the grade of Dy.
Manager of CSS Cadre as per the RRs from the vacancy
year 2015 onwards as assured by the CMD BSNL and
Director(HR), BSNL Board in
various meetings. Sr.GM(Estt) informed that the
Management is trying their best for the early conduction
of both Exams but however due to roster issue some delay
is there.
We expressed our serious concern for non
conduction of LDCE under 33% quota as per SDE(T) RR
from the Vacancy Year 2011-12 onwards in the Grade of
JTO(T) to SDE(T) despite the CPC has been conducted and
Promotion orders were issued from JTO(T) to SDE (T) for
the vacancy year 2011-12 to Jan’2020 for SCF 67% quota
but no action has been initiated by the Management for
conducting LDCE 33% quota as per the existing SDE(T) RR
from among the eligible JTOs for the past 7years even though it is brought the notice of the
Management through discussion and Reminders in writing
several times by AIBSNLEA which is against Natural
Justice.
Similarly, We have requested for immediate conduction of LICE under
33% quota as per RR from the Vacancy Year 2015 onwards
in the Grade of Asst. Manager(CSS) to Dy. Manager(CSS)
of BSNL Corporate Office since the LICE quota i.e. 33%
have not been filled up from the vacancy year 2015
onwards, whereas the vacancies under SCF (Seniority cum
fitness) quota i.e. 67% have been filled-up regularly up
to the vacancy year 2019.

Final SDE(T) Seniority List Nos 10, 11, 12 and 13 have
been Circulated by BSNL Corporate Office for inviting
objections/errors/omissions etc.

10, 11, 12 & 13 of SDE (T) have been issued by the BSNL
CO which is as per the Stand of AIBSNLEA
Dear Friends!!Consistent and continuous discussions/efforts and regularly put
forth our views before the Management for the past 2
years yielded results that the Final SDE(T) Seniority
list Nos. 10, 11, 12 & 13 have been issued by the BSNL
CO as per the Law and as per the Date
of Joining/ Promotion.
AIBSNLEA, the Only Association has taken a stand right
from the day one that the Seniority list of SDE(T)
should be as per date of joining which is as per Law
and
accordingly writing nearly Ten continuous letters to the
BSNL Management and consistently pursuing and discussing
with CMD BSNL, Director (HR) and PGM (Pers.) for the
past 2 Years.
AIBSNLEA CHQ extend its sincere thanks and gratitude to

and wherever New Circle office Bearers are to be
elected, the same may be conducted/completed and the
regular Circle Body may be formed before the 7thAIC. The Delegates are strictly to be elected as per the Constitution of
AIBSNLEA i.e. one
delegate per 30 Paid Members or part there of being not
less than 20 paid members subject to the minimum of two
per District shall be elected by the Districts/Circles.

Committee for every 300 continuous paid membership
subject to minimum one per Circle having minimum 150
membership, who are to be elected by the respective

18.02.2022Meeting with PGM
(Pers.) BSNL CO, New Delhi
GS AIBSNLEA and AGS (F) met Shri R.K. Goyal, PGM (Pers.)
on 17.02.2022 and discussed regarding:
A) Promotions in various Grades and Streams: We enquired the PGM(Pers)
regarding Promotions in AGM/CAO/EE & equivalent Grades
and DGM & equivalent Grades in the light of the Hon’ble
Supreme Court Judgment dated 28.01.2022. PGM (Pers)
mentioned that we are expecting that DoP&T will issue
some guidelines in this regard after the next hearing at
Hon’ble Supreme Court i.e. on 24th February,
2022. On the basis of the guidelines of DoP&T, BSNL
Management will consider all the Promotions immediately.
B) Final SDE(T) Seniority List No.10 to 13: We requested the PGM(Pers) forthe early issuance of Final SDE(T) Seniority List No. 10 to 13. PGM
(Pers) responded positively and told that it will be
issued shortly.
C) Seniority/Gradation List of JAO-2016 Batch: We expressed our serious concern about the undue delay in issuance
of JAO-2016 Batch Seniority/Gradation List.PGM (Pers) mentioned that all the relevant data
received from the various Circles have been compiled and
work is in the Final stage and the List will be issued
very shortly.
D) AIBSNLEA Inputs/Suggestions on the proposed SDE (T)
RR- 2022: we
had a detailed discussion with the PGM (Pers) regarding
the modification in SDE(T) RR. PGM (Pers) appreciated
our concern and assured that the suggestions and inputs
given by the AIBSNLEA will be well taken by the
Management and the Committee on Merits.
We requested the PGM(Pers), the Chairman of the Committee, to
revisit the Stagnation Criteria of 12 years from JTO/JAO
to SDE/AO equivalent Grades for promotion on Personal
Up-gradation basis as mentioned in the Restructuring
Orders & provisioned in the proposed Amendments in RRs
and pursuant to the AIBSNLEA suggestions dated
10.02.2022 already submitted to the CMD BSNL and the
Committee Chairman. PGM (Pers.) responded positively and
assured to look in to the matter in the larger interest
of the Executives as well as the Organization.
(b) Group Term Insurance for BSNL Executives -
guidelines for annual renewal of the scheme w.e.f.
01.03.2022.

17.02.2022Meeting with Sr.GM(Admin) BSNL CO:
GS, AIBSNLEA met Sr.GM (Admin), BSNL CO on 17.2.2022 in the
presence of DGM(Admin) and discussed regarding:
A)LIC Group Term Insurance Scheme Renewal of Agreement
: GS enquired the
Sr.GM(Admin) about the renewal of the Agreement of the
LIC GTI which is to be lapsed in Feb’2022. Sr.GM(Admin)
replied that the BSNL CO Team had continuous
discussions and negotiation with the LIC Authorities for
the Renewal of the Agreement from 1st March
2022 with the same rate of Annual Premium. But LIC
Authorities has not come forward for the renewal of
Agreement at the same Annual Premium rates due to the
huge Claim by the BSNL Executives from this LIC GTI
due to unexpected number of deaths during the Covid
Period. After Marathon discussions and negotiations
by the BSNL CO Team , LIC Authorities finally come
forward to extend the Agreement for further One Year
i.e., w.e.from 1.3.2022 for nearly double the amount of
earlier Annual Premium. Now the proposal sent to
Establishment Section and Sr.GM(Admin) assured that the
Window will be opened in the ESS Portal shortly for the
smooth exercise of the renewal/new/withdrawal of the
Option. B)
Health Insurance Scheme (Medical Insurance Policy) to
the BSNL Willing employees in addition to the BSNL MRS :
GS enquired the Sr.GM(Admin) about the proposed Health
Insurance Scheme (Medical Insurance Policy) to the BSNL
Willing employees in addition to the BSNL MRSon optional
basis which was proposed by AIBSNLEA and BSNLEU
during May’2021. Sr.GM(Admin) mentioned that BSNL
Committee had a detailed discussions with the concerned
National Health Insurance Companies but the Insurance
Companies are not ready to lower down exorbitant Annual
Premium Rates.
The Committee of the BSNL continuously had discussions
and bargain with the Govt. Insurance Companies but till
date BSNL Committee has not succeeded to arrive with the
Lower Competitive Premium Rates.

regarding
(a)
Request for retention in Rajasthan Circle on SDE
Promotion
GS, AIBSNLEA and AGS met CMD BSNL on 16.2.2022. We invited CMD BSNL
for the 7th All India Conference of AIBSNLEA to be held
at Chennai and requested to grace the occasion as Chief
Guest in the Open Session to be held on 12th March,
2022. We discussed regarding:-
A)Promotions in various
Grades and Streams: We requestedCMD
BSNL to consider all the Promotions in AGM/CAO/EE and
equivalent Cadres and DGM and equivalent Cadres in the
light of the Hon’ble Supreme Court Judgement dated
28.1.2022. CMD mentioned that we are expecting DoPT will issue some
guidelines after the next hearing at Hon’ble Supreme
Court on 24th February.
B) Proposed move of the Management - Rotation/Long Stay
Transfers:
:We strongly protested against the proposed move of the Management
regarding Rotation/Long Stay Transfer which is not
going to benefit BSNL and will drastically affect the
Revenue. CMD BSNL mentioned that after the
Restructuring, to maintain the uniform shortage in all
the Circles, this proposal was mooted out by the
Management. We requested the CMD BSNL to explore the
possibilities to give due promotions in all the Cadres
and Streams before effecting the Rotation/Long Stay
Transfer since the Senior Executives in the
Telecom/Finance/Civil/Electrical/TF/Arch Wing are
waiting for their due Promotions for so many years..
CMD
BSNL mentioned that he is not against any Promotion in
any Cadre since it is not
stayed
by any Court of Law. Accordingly, he has directed to
complete all promotions through DPC for Pre-VRS period
in First Phase if it is not under any litigation in the
Court. Accordingly the process was Initiated in all the Streams and some orders have also been
issued. However he assured that we will expect positive
decision and guidelines from DOPT after the 24.2.2022
hearing at Hon’ble Supreme Court.
Further we explained the CMD that the inter Circle transfer of
Executives from deficit Circle to deficit Circle will
not serve the very purpose of BSNL to equalize the staff
strength /uniform shortage as per Restructured Plan
instead it will create unnecessary loss of experience
and trained staff in the field units in the particular
Circle and also such Company Cost transfer will incur
huge expenditure in the Transfer TA Head. When BSNL is
facing severe financial crisis and not able to pay the
Salary and other urgent Operational requirements,
incurring Crores of Rupees towards the Company Cost
transfers is not at all advisable and acceptable.
Most of the Executives are in the Age group of 53 to 55 and shifting
them out of the Circle will be counterproductive and by
this transfer efficiency is not going to improve. We
strongly feel Management is harassing the Executives
during the Middle of the Academic Year and Pandemic
situation. Even Senior Lady Executives in the Age group
of 50 to 55 Years have also not exempted. We strongly
protested against the unilateral decision of the
Management. After detail discussion CMD BSNL assured to consider and review
the matter.
C) (i) Modification of SDE(T)
RR and BSNL MSRR: we had a detailed discussion with the CMD BSNL regarding the
modification of SDE(T) RR and BSNL MS RR. CMD
appreciated our concern and assured that the suggestions
and inputs given by the AIBSNLEA will be well taken by
the Management and the Committee on Merits.
We requested the CMD to revisit Stagnation Criteria of 12 years
from JTO/JAO to SDE/AO equivalent grades on Personal
Upgradation basis as mentioned in Restructuring order
and pursuant to the AIBSNLEA suggestions dated
10.2.2022. CMD assured to look in to the matter.
(ii)
Introduction of Stagnation Criteria in SDE/AO equivalent
Grades to DE/AGM/CAO equivalent Grades and Modification
of BSNL MSRR-2009: We also
requested the CMD BSNL to consider our proposal
regarding introduction of Stagnation Criteria in SDE/AO
equivalent Grades to DE/AGM/CAO equivalent Grades with a
reasonable period i.e. one JTO/JAO has to get his AGM/DE/CAO
promotion within 14 years and amendments/modifications
in BSNL MS RR-2009. It is our firm demand to make the
Stagnation criteria in such a way that an Executive
reaches to AGM grade in a span of around 14 years.
Enforcing stagnation as the criteria in RRs for next
promotion will make the Promotions Time Bound as well as
they will remove the major lacunae of earlier approved
policy and hence may be acceptable to all stake holders.
CMD assured that after SDE RR modifications, amendments in BSNLMS
RR also will be considered.
D) Merger and Closure of BAs
of CHTD & Kolkata TD: We strongly protested against the decision of the Management
regarding Merger and Closure of BAs of CHTD & Kolkata TD
and requested the CMD to reconsider the Norms and
Justification of Finance & Telecom Eng.Wing in Chennai
TD and Kolkata TD as per the justifications given by CGM
Chennai TD, Kolkata TD and AIBSNLEA in writing on the
basis of the Revenue aspects, EB activities, FTTH
increase penetration, smooth Mtce., Operation and
Development Activities . GS AIBSNLEA further told CMD
that it was quite surprising to note that the Revenue
Collection of CHTD is around Rs.450 Cr, but the Man
Power/Justification norms of Finance and Telecom
Eng.Wing as per the BSNL CO Restg.Cell is very less
Comparing to other Circles earning less Revenue than
CHTD in the name of BA Merger. After
detailed discussion CMD assured to review and reconsider
the Norms as per the justifications proposed by CGM CHTD
and Kolkata TD.

7th All India Conference of All India BSNL Executives'
Association (AIBSNLEA) will be held at Rajiv Gandhi
Memorial Telecom Training Centre, Meenambakkam, Chennai,
Tamil Nadu from 11th March, 2022 1600 Hrs.
to 13th March, 2022 to transact the following
Agenda with other business
(i) Confirmation of the minutes of the 6th All India
Conference held at Vijayawada, Andhra Pradesh w.e.f.
14thJuly, 2019 to 16th July,2019.
(ii) Passing of the report of the General Secretary.
(iii) Passing of the Audited Accounts (Receipts&
Payments).
(iv) Amendments to Rules and Regulations of the Constitution of the
Association.
(v) Resolutions given with due notice by the Circles.
(vi) Any other items with the permission of the Chair.
(vii) Dissolution of the existing body of CHQ and Election of New
Central Office Bearers for the Next Term.
Pre- AIC Central Working Committee meeting of AIBSNLEA will be
held at Chennai, on 11th March, 2022 from
10.00 Hrs. to 1530 Hrs and a meeting of the CHQ office
bearers & Advisors will be held at the 7th AIC Venue on
11th March, 2022 at 0900 Hrs.
