Conference of AIBSNLEA Tamilnadu Circle has been
successfully conducted on 23-1-2021 at Cuddalore.
GS AIBSNLEA Com. S.Sivakumar and OS
(South) Com C.Duraiarasan Participated and addressed
the 7th Circle Conference.
In the Open Session CGM TN Circle
participated as Chief Guest. Circle Secretaries from
Sister Associations and Unions also participated and
felicitated the Conference.
7th Circle Conference of AIBSNLEA
Tamilnadu Circle was held at Cuddalore on 23.01.2021.
The Conference was organised in a grand manner by the
erstwhile Circle Office bearers and the Adhoc Committee
Members jointly. Conference started at 0930 hours with
Flag hoisting; National Flag was hoisted by Com.S.Anand,
Ex-DS Cuddalore and Association Flag was hoisted by
Com.C.Duraiarasan, Organising Secretary (South-CHQ).
The Conference was presided over jointly
by Com.P.Tamilselvan, CP & Com.A.Aravazhi, Adhoc
Committee CP. Com.P.Venkatesan, Circle Advisor welcomed
the gathering. The Martyrs were remembered by
Com.P.Mohan, CVP. Circle Secretary Com.Duraiarasan &
Adhoc Committee CS, Com.S.Prabhakaran submitted the
Circle Secretary Report. The Delegate Session started
with opening remarks of Com.S.Karuppaiah, Organising
Secretary. The District Secretaries, Presidents
Delegates and Circle Office bearers have effectively
participated in the deliberations.
The House whole heartedly appreciated the
CHQ for settling the case of JAO Phase-III on-line
training from Home and also the postponement of off-line
training of JTO Phase-II.
In the Open Session CGM TN Circle
participated as Chief Guest. Circle Secretaries from
Sister Associations and Unions also participated and
felicitated the Conference.
Com.K.Valanarasu, CS, SNEA
has addressed the Conference. He appreciated the Circle
Association for having smooth relationship with them and
also requested to continue the same spirit in the
ensuing period. He appealed AIGETOA to form a United
Forum of Executives to settle the long pending issues of
Promotions in all the cadres and CPSU Cadre Hierarchy.
Com.A.Babu Radhakrishnan, CS, BSNLEU
and Com.K.Natarajan CS, NFTE (BSNL)
have felicitated the Conference. Both in the same tone,
have appreciated the key role played by our GS AIBSNLEA
Com.S.Sivakumar in AUAB at CHQ Level and also the Circle
Association especially former CS Com.C.Duraiarasan, in
conducting the meetings and struggles conducted by AUAB
in TN Circle. They also appreciated AIBSNLEA TN Circle
for standing united in the continuous movements
relating to the Telecom. Co-operative Society issues.
They assured the same spirit will continue in future
also.
Com.Saravanakumar,CS, AIGETOA
has explained that we have to concentrate to maintain
guided/unguided Medium and Network assurance to retain
the Customers and to focus on Battery Back-up and
Outsourcing Tenders.
Com.S.Prabhakaran CS
delivered Key Note Address. He emphasized that the
Circle Management has to look in to the issues of
Battery, Power Plant Maintenance and Tower Maintenance.
He also mentioned that Cluster Outsourcing Contractors
are not doing any Fault Maintenance but bills are being
paid at 85 % of the bill amount due to the clauses in
the EOI and payment of penalty to the TANGEDCO due to
late payment etc.,
Com.C.Duraiarasan, OS (South)
has appreciated the Circle Adhoc Committee for
conducting the regular conference within the specified
time without getting any extension of time limit. He
requested the CGM to look into the following issues:
1. Restoration of Pension Cell with
Finance and Admn. Staff for addressing the grievances of
Retired Officers especially on VRS-2019.
2. Refund of recovery of bulk amount from
Ex-gratia from Officiating JTOs against the orders of
Honourable Supreme Court and BSNL HQ - Coimbatore SSA.
3. Pay fixation case of AAOs - reduction
in Pension - Coimbatore SSA.
4. Payment of Leftout Medical claims of
pensioners up-to the period of Mar-2019.
5. Restoration of Opinion Leaders Meeting
to discuss about the improvement of Services.
Com.S.Sivakumar, GS, AIBSNLEA has graced
the occasion as Guest of Honour and delivered a detailed
speech regarding the current Financial status of BSNL
and pending issues
.

Govt.
Of India /DoT has not kept up their words fully in
implementation of Revival Package of BSNL except
implementation of VRS-2019 and approval of Rs.8500
Sovereign Guarantee Bonds.
Ø
Even after expiry of 15
months of assurance, 4 G is not allocated to BSNL.
Ø
Due to non-allocation of
4G, BSNL is put into continuous losses and in the
financial year 2019-2020 BSNL in to a loss of Rs.15500
Cr and the current debt of BSNL is around 21,875 Cr.
Ø
To install 4 G Towers at
57000 Sites, Tender has been floated by BSNL to the tune
of Rs.8600 Cr.on 23.03.2020, but cancelled by DoT on the
plea of “Make in India”. AUAB requested Hon’ble PM to
grant permission to upgrade 49300 - 2G &3G BTS to
provide 4 G Services which will cost only Rs.1500 Cr.
But the Cabinet approved that the Procurement,
Commissioning/Launching of 4G Services through EOI
Tender from Indian Domestic Vendors and denying the
level playing ground to BSNL. As per the approval of the
Cabinet, EOI Tender notified by the BSNL inviting
applications from the Domestic Vendors on 1.1.20201
which will take another 2 years to launch 4G Services by
BSNL.
AIBSNLEA and AUAB accepted the “Make in India” plan of
the GoI, but the Private Telecom operators were allowed
to purchase Equipments from Foreign Vendors like
Samsung, Nokia, ZTE, Ericson, etc., Permission may also
be granted to BSNL on the same lines without any
discrimination

He insisted the Govt.
should pay compensation to BSNL for not allocating 4 G
Spectrum as assured @ Rs.5000 Crores per annum.

He insisted the DOT for
the immediate release the Claims Payable to BSNL to the
tune of Rs.27,275 Cr viz., Compensation to BSNL for
serving in Rural / Tribal/ Naxalite prone Areas,
Compensation for carrying out Govt. Projects, Excess
payment of Pension Contribution, Reimbursement of Leave
encashment paid to the absorbed employees for the DoT
period , Interest on Wi-Max Spectrum etc., which will
definitely useful to BSNL in the Financial Crunch period
for improving its services.

Hon’ble
Telecom Minister has given the Press statement that BSNL
has become EBITDA positive due to Revival Package but
actually BSNL is facing loss in the current F.Year also,
if we taken in to account Depreciation, License Fee and
Spectrum Charges and Revenue earned comparing to last
December 2019.

He also mentioned that
AUAB is planning to organise Agitational programme for
the settlement of the following Issues/Demands:
1. Immediate allotment of 4 G Spectrum to
BSNL as already assured on 23.10.2019 and immediate
permission of the Govt.of India to upgrade 49300 - 2G
&3G BTS to provide 4 G service.
2. To pay compensation to BSNL @ Rs.5000
Crores per annum.for not allocating 4 G Spectrum as
assured
3. Timely payment of Salary to the staff
– i.e ., on the last day of the month.
4. Immediate Regular Promotion in all the
cadres of Executives and Non-Executives.
5. Immediate payment of Compensation to
BSNL for serving in Rural / Tribal/Naxalite prone Areas,
Compensation for carrying out Govt. Projects, Excess
payment of Pension Contribution, Reimbursement of Leave
encashment paid to the absorbed employees for the DoT
period , Interest on Wi-Max Spectrum etc., to the tune
of Rs.27,275- Cr.
6. Deterioration in Quality of Service
and more fault rates due to Cluster Tender and
Outsourcing of Works/Massive retrenchment of Contract
Workers.
And he appealed all the Unions and
Associations to come together under one Umbrella “AUAB”
to get the due financial support from the Govt so as to
make the BSNL Viable and to regain its original pristine
Glory.
Shri.Jagadeesan,ITS, CGM, TN Circle
has graced the occasion as Chief Guest. He mentioned
that IN Revenue is increased by 10 % in TN Circle. We
are able to provide 10,000 FTTH physical connections per
month by which we have achieved the Target. In EB
Segment also we achieved the target. But SIM sales as
well as CFA revenue is coming down. He appreciated the
Executives and Non-Executives who have contributed to
achieve the Target. He also assured to settle the staff
issues at Circle level.
Shri.Subratha Chatterjee, Sr.GM (HR &
Admn) TN Circle
has felicitated the conference as Guest of Honour. He
mentioned that the Executives as his colleagues and
thanked them for giving excellent cop-operation in the
past. He assured that he will take utmost care in
settling HR issues of the Executives and thanked AIBNLEA
for invited him for the Circle Conference.

& Shri.Jayakumar Jayavelu, GM, BSNL, Cuddalore &
Puduchery have also felicitated the Conference as Guests
of Honour.
The Guests were presented with Shawl and
beautiful memento. After the felicitation session is
over, a delicious lunch was provided to the Guests and
delegates.
In the afternoon session, Delegates
Session continued. About 1600 hours, Press Meet was
held. Com.General Secretary has given a detailed note
about the current financial status of BSNL and pending
demand of AUAB and replied the queries of the Press and
Media Persons. Wide coverage was given in the local
newspapers and Media in the next day.
In the evening, the Retired Circle Office
bearers were honored with shawl and Special Memento. All
the retired AIBSNLEA members those who attended the
conference were presented with shawl and Memento.
General Secretary felicitated the Retired
Circle Office bearers and comrades and explained the HR
issues in detail. He has mentioned that our CHQ is
functioning with more vigor and enthusiasm which is
being appreciated by all the Executives of BSNL. He
pledged to work to regain the recognition status of our
Association in future. He requested the delegates to
attract more members from the younger comrades to the
fold of our Association by explaining our achievements
in the past and present.
New set of Circle Office have been
elected unanimously for the Next Term of 2021-2024.

unanimously elected as CP,CS and FS.
Com.K.G.Sasikumar
SDE & Com.K.Tamilmaran, JAO have been elected as CWC
members.
After taking oath by the newly elected
office bearers, the conference ended with vote of thanks
by the newly elected CS Com.S.Anand. Elaborate
arrangements were made by the Pondicherry and Cuddalore
Comrades especially by Com.K.Dhanasekar, Com.Arumugam,
Com.Sakthivel, Com.Ramesh and Com S.Anand, under the
