30.07.2012: 2nd Circle Executives' Committee Meeting of AIBSNLEA UP(East)Telecom Circle on 27.07.2012 at Lucknow: The 2nd Circle Executives' Committee Meeting of AIBSNLEA UP(East)Telecom Circle was organised on 27.07.2012 at Rai Umanath Bali Prekshgrah, Lucknow  in a grand  manner. The OPEN SESSION started with welcome address by Circle Secretary, UP(E), Shri P.C. Rastogi and Branch Secretary, Lucknow Shri D.C. Gupta.The Conference was  attended by Shri Prahlad Rai, General Secretary AIBSNLEA CHQ, Shri Pradeep Goyal, AGS (C/E/Arch), Sh. Devesh Sharma, Organizing Secretary (North) and Shri Ravindranath, Finance Secretary from AIBSNLEA CHQ side. The Open session of the conference was attended by Shri A.K.Purwar, CGMT UP(East) Circle, Shri A.K.Goel , CGM (NTR), Shri Sunil Parihar, Sr. GM (EB) UP(E) Circle, Shri A.K. Mehra GM(Admn.), Shri A.K.Tondon GM(NTR), Shri A.K. Chobey, Sr. GM (Mobile) UP(E) Circle and  Shri Ashok Kumar CE(C). Many media persons from print and electronic media attended the conference.

Com. Pradeep Goyal, AGS (C/E/Arch) touched the issue of Viability of BSNL in his address by quoting the personal experiences of the customers at BSNL premises. He stressed on the introduction of single window systems in BSNL customer interfaces.

Com. Devesh Sharma, Organizing Secretary (North) CHQ in his address explained that in which manner the BSNL is suffering from the discriminatory attitude of the Govt. of India. He explained the efforts of CHQ in continuously resolving the issues of BSNL Executives. He appealed all the Executives' to adopt the way of mutual discussions instead to opt the path of Court cases in DPCs.

Com. Ravindranath, FS(CHQ) , in his address appealed all the members to change the erstwhile DoT mindset and serve the customers more efficiently. He also stressed out the points related to viability of BSNL.

Shri Ashok Kumar, Chief Engineer (Civil) in his address thanked appreciated AIBSNLEA for the introducing the concept of Customer Delight Year. He also appreciated the concept of single window system. He informed the house that for earning revenue through unused lands/spaces the BSNL Management has made a policy of space audit. By this task approximately 1 Crore revenue per annum is expected in Kanpur only and 11 prime lands are identified in Delhi for which tender has been called. 

Shri A.K.Chobey, Sr. GM (Mobile) in his address explained the various points of recent Phase VII GSM Project in UP(East) Circle. He informed that by this project UP(E) circle will get 13 lacs GSM lines with 1100 BTS (ZTE Make). These BTS will be the combo BTS which will support both the 2G and 3G. He expected the installation of the project in 1 year. He appealed to all to make this project a grand success because this project is on loan so timely completion of the project is must. 

Shri A.K. Mehra, GM(Admn.) in his address appealed to settle all the problems of subscribers . He also appealed to solve the problems of the staff on priority basis.

Shri Sunil Parihar, Sr. GM(EB) in his address congratulated the Executive body of AIBSNLEA Lucknow for arranging the open session in a grand manner. He appreciated the huge members strength in the open session. He suggested to opt the motivated team work strategy in BSNL. He suggested that being as a company, the cost profit ratio should be maintained in the business. He stressed on the need of level playing field for BSNL. He explained that BSNL has good credibility due to its transparent billing system whereas the credibility of its competitors is doubtful. He told that every Govt. and private sector is keeping faith on BSNL and Enterprise Business is future of BSNL. He mentioned that regaining the confidence of the customer is the need of hour. At last he focused to strengthen the HR in BSNL because the Human Resource is the strength of BSNL.

GS AIBSNLEA, Shri Prahlad Rai , congratulated the comrades of UP(E) Circle for the successful OPEN SESSION and thanked the comrades for their great affection . In his detailed address Com. GS mentioned that due to un-helping attitude of the Govt. i.e. unjustified payment of spectrum charges (3G & BWA) of Rs. 18,500, non-reimbursement of licenses fee, USO Charges, OPEX Charges, withdrawal of ADC, Payment of AGR, Huge expenditure on Telegraph services, payment of notional loan Rs. 7500 Crores to DoT has adversely affected the viability of BSNL. He informed that BSNL is spending more than 9000 Crores rupees per annum on 29,000 Rural exchanges in Rural areas services but No ADC charges is being given by the Govt. In addition of this non-procurement of GSM equipment, cables, telephone instruments, MLLN Modem, Broadband Modem, Drop wires etc has affected the quality & growth of services. He stressed to strengthen the quality of our mobile services to enhance the MNP towards BSNL like on the same pattern in Karnataka, AP and Orissa. He explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT.

Com. GS. Further explained the burning issues of the Headquarters level like ITS Repatriation process and 78.2 % IDA fitment benefit case .He mentioned that ITS absorption process should completed by the Govt. of India , in the same manner like Group B, C or D. He explained the situation on the issues like VRS, 30% disinvestment and unbundling of last mile copper. He apprised the status of HR issues related to mainly DPCs from JTO to SDE, SDE to DE(Adhoc/Regular), DE to DGM, JAO to AO, AO to CAO & CAO to DGM(F), DGM(F) to GM(F) and GM(F) to PGM(F) , DPC in Civil/Electrical wing, Restructuring of AD(OL) case etc., modification in transfer policy & Benchmark of EPP, Tightening of staffing norms, VRS, Group 'A' officer absorption, Pay anomaly- Sr. are drawing less salary than their juniors, withdrawal of leave encashment, stopping of LTC etc.Com GS explained the role of AIBSNLEA in the viability of BSNL. He mentioned the success of AIBSNLEA in creation of Retirement Leave encashment fund of Rs 4825 Crores by the BSNL Management, by which BSNL is getting 400 Crores interest.   At last he appealed the all Executives' for make every effort with a team spirit for making BSNL a vibrant organization.

Guest of Honour Shri A.K. Goel, CGM (NTR) thanked all the delegates of UP(East) circle for inviting him in the conference. He informed that in whole Uttar Pradesh, interruption free services are being provided. He suggested to try for reducing the traffic losses. He stressed on the need of interruption free network. He informed that NTR has recently sent the bill of Rs 1050 Crores for AF-NET (Network of Airforce) to administrative authority. He appealed to keep the positive attitude and best utilisation of our staff strength which is our power. He mentioned that in BSNL everyone should try to justify his salary. He mentioned that we should make the perfect combination in quality and quantity of our services. He mentioned that there is a huge potential in BSNL and at last he thanked to all for making the session a grand success.

Chief Guest of the Open session Shri A.K. Purwar, CGMT UP(E) Telecom Circle, congratulated the AIBSNLEA UP(E) Circle Body for the grand success of the CEC meeting. He appreciated the BSNL staff for making the telecom services viable in India since from the old days. He suggested to ensure the best utilisation of the existing infrastructure. He stressed on the need of early restoration of telephone connection. He mentioned to adopt the strategy by which the customer may be retained with BSNL. He mentioned that recent CDR system has made the single window concept possible in BSNL. He mentioned the need of change of attitude. He mentioned that large network, bouquet of services and transparent billing systems are the power of BSNL. At last he appealed to all to try with his full capacity to strengthen the BSNL.

25.07.2012: Hon'ble CAT, Guwahati case on Promotion & Posting of SDEs in recent LDCE: The case at Hon'ble CAT, Guwahati is now posted for hearing on  7th August' 2012.

25.07.2012: GS, President, AGS (HQ) met Sr. GM(Pers.) and discussed

(i) DPC from SDE to DE: We requested to expedite DPC from SDE to DE.  Sr. GM(Pers.) mentioned that we are waiting for the judgement by Hon'ble CAT Jabalpur today and in case stay is vacated, immediately DPC will be expedited.

(ii) Transfer & posting of SDEs/DEs of ERP Cell, BSNL CO: We requested Sr. GM(Pers.) to issue transfer orders of SDEs/DEs,  who have completed more than two years in ERP Cell by calling volunteers and requested to transfer them to their parent Circles. Sr. GM(Pers.) assured to look into the matter.

(iii) Antedating of DNI :   We mentioned that now GM(EF) has resumed duty after long leave and requested for early holding meeting of the committee for antedating of DNI. Sr. GM(Pers.) talked with GM(EF) and fixed the meeting on 26.07.2012.

24.07.2012: GS, President, AGS(HQ) met CMD, BSNL and extended invitation as Chief Guest in the OPEN SESSION being organized on the occasion of CWC Meet of AIBSNLEA at Ahmadabad (Gujarat) on 23^rd & 24^th August'2012. CMD assured to look into the matter.

(2) Amendment in BSNL MSRRs-2009 for Civil & Electrical: We requested for amendment in the BSNL MSRRs of EEs(C/E) for allowing SDE(C/E) having diploma qualification for the promotion of EE(C/E) as it is available in CPWD RRs to fill up 33% EEs posts by diploma holders. Also Ministry of Education & Social Welfare, Department of Education & Technical (Govt. of India) issued OM  that Diploma holders in Engineering in appropriate discipline plus total 10 years of technical experience are recognized as equivalent to   degree in engineering and to be considered for selection to Gazetted  posts. But as per BSNL MSRRs the diploma holders SDEs(C/E) are not allowed to be promoted to EE post. Allowing them to become EE no financial implication will be involved. However, the seniority of degree holders may be kept intact. CMD assured to look into the matter.

24.07.2012: GS, President, AGS (HQ) met Director (Finance), Director (EB/HR) and invited them as Guests of Honour to attend the OPEN SESSION on the occasion of CWC Meet of AIBSNLEA being held at Ahmadabad (Gujarat) on 23^rd & 24^th August'2012. 23.07.2012: GS, President, AGS(HQ) met Sr. GM(Pers.) and discussed

(a) DPC from DE to DGM(Engg.):  We requested to expedite DPC from DE to DGM. Sr. GM(Pers.) mentioned that ACRs of eligible DEs have been completed but VCRs from  some Circles are yet to be received. The 147-SDEs of LDCE quota seniority case final hearing is also expected shortly in Hon'ble Kerala High Court at Ernakulam. However, he expected that in the first week of August-2012 the court case may be listed for hearing.

(b) DPC from SDE to DE: We requested to expedite DPC from SDE to DE.  Sr. GM(Pers.) mentioned that DPC work is in progress by collecting ACRs/VCRs for the eligible SDEs for DE promotion but it could not be expedited due to stay order granted by Hon'ble CAT Jabalpur against promotion from SDE to DE, the case is posted for hearing on 25.07.2012 and in case stay is vacated, immediately DPC will be expedited.

(c) Posting on promotion from JTO to SDE(T) of LDCE quota: Regarding  posting on promotion from JTO to SDE(T) of LDCE quota, Sr. GM(Pers.) mentioned that Court case is posted for hearing on 7^th August'2012 in Hon'ble CAT Guwahati (Assam) but similar court cases have been filed in 5-6 courts to stop postings by some unsuccessful candidates. He expected that to overcome the court cases, it may take one or two  months time.

(d) Considering of pending request / tenure transfer cases of SDEs/DEs: Sr. GM(Pers.) assured to examine the pending cases for early settlement.

20.07.2012: 4^th Circle Conference of AIBSNLEA, AP Circle at Tirupathi on 12^th & 13^th July'2012 :

12.07.2012 :The delegates' session in connection with the 4^th conference of AIBSNLEA AP started at 10.00 hrs in Sri Sai Nirmala Ramaiah Kalyanamandapam at Tirupathi. The Circle Secretary placed the report to the delegates session on behalf of CEC and Finance Secretary placed the income/expenditure account. The delegates raised many questions regarding some of the issues such as discrepancy in the pay scale of Direct recruitee   JTO / JAO & the pay scales of promotee JTO/JAO. Also raised questions regarding the extension of date for exercising option on promotion. On behalf of CHQ, Com. B.S.Reddy, OS (South), Com. R.B. Athani, AGS (Engg), Advisor Com. Kesava Rao & CHQ Advisor Com. K.Jairam attended the delegates session. In the after noon session Com. Prahalad Rai, GS and Com. P. Venugopal, CHQ president joined the delegates' session.

Com. P. Venugopal, CHQ president explained in detail the financial status of the company and the issues pertained   to 78.2% IDA merger in pay as on 01-01-07etc.

Com. Prahlad Rai gave details of the status of various DPCs. The activities of the UF & JF, the activities of forum of unions & associations and the role of AIBSNLEA in it.  The service aspect of BSNL,  the necessity  of all the staff to work for the organization for extra hours, issue of settlement of ITS absorption etc.

Com. Venkat Rao President, presided over the meeting.  In the evening very grand felicitations to Com. B.Venkat Rao president and Com. Ramakrishnaiah Vice president Titupathi Branch were made.

13-07-2012:The 2^nd day of the delegates session started with a open session at Sri Sai Nirmala Ramaiah Kalyanamandapam at Tirupathi. The open session was attended by luminaries Sri. A. Eswar Reddy Ex Speaker of AP Assembly . Sri. Rayalu member Vig. & Monitoring Cell Rural  Development GOI, apart from our GS, President  CHQ etc. In the address by Com. J.Saibaba CS, stressed the need to protect BSNL and requested the peoples representatives to support BSNL by insisting on Govt. to take services from BSNL only for departments, Govt. under taking and Govt. aided institutions.

Com. Padnabh Rao, CS (SNEA) AP supported the ideas of CS AIBSNLEA  & requested for making BSNL a strong Institute.

Com. B.S Reddy, Com. R.B. Athani, AGS (Engg.), Com. Kesava Rao, Advisor, Com. K.Jairam, CHQ Auditor also addressed the gathering.

Com. P. Venugopal, CHQ President gave details of the financial position of BSNL and asked all the participants to gear up for the financial viability of BSNL.

Sri Venkata Narayana, GM Titupathi spoke in detail expressed hope that we can further improve the services with full dedication.

Com. Prahalad Rai, GS AIBSNLEA gave in detail the short comings in BSNL such procurement of stores in time, procurement of GSM equipment non utilization of BSNL resources by BSNL Management. Govt. policies which are Pro pvt telecom operators & against BSNL.  The issue of participation of staff activities such as "Customer delight month" the issue of DPCs the very important  issue settlement of ITS officers absorption issue. The activities of united forum, JAC and forum of BSNL unions/ associations , the status of 78.2 % IDA Fixation as demanded by forum etc and requested the peoples representatives to support BSNL as it is the national property and as they have responsibility to protect it.

Sri Rayalu member Vig. & Monitoring Cell rural  development GOI, stressed the need to improve services, quality of services , response time and compared to the attitude of BSNL staff with that of Pvt.  Telecos. and asked for the immediate Change of attitude of BSNL staff or other wise people may loose confidence in Govt. PSUs.

Sri. Agarala Eswar Reddy Ex Speaker of AP Assembly spoke high of BSNL and advised that BSNL should improve services and people of India have a great passion for BSNL services which BSNL should encash.

Sri V.Srinivasan, CGMT AP Telecom Circle , who was chief guest spoke in details , the duties of an employee and his duty is to discharge the duties assigned to him and expressed that being a Govt. Department it is for the Govt. to take care of its organization and requested all for improving of quality of services rendered by BSNL. He spoke at length about the supply of stores asked that we should provide quality services within the available resources , and expressed his attachment to the organization. He appreciated all the for the concern that the executives are showing towards BSNL and expressed confidence that we can further do better. Com. B.Venkat Rao, President presided over the open session.

In the evening session after passing of the resolutions Elections were conducted for the next term and the entire team was elected unanimously. Com. Rajshekar, Com. J.Saibaba and  Com. Narender were elected as President, Circle Secretary and  Financial Secretary respectively.

20.07.2012:  GS, President, AGS(HQ) met

(a) Implementation of 78.2% IDA Fitment Order: We enquired about the approval of MC Note on 78.2% IDA Fitment benefit. Director (Fin.) informed that MC Note was informally circulated in the MC on 18.07.2012 (Wednesday) for discussion but remains inconclusive. Now this will be discussed formally in the next week MC Meeting for approval. He assured that after MC approval, the same will be send in the next BSNL Board Meeting, expected to be held in August'2012,  for approval & thereafter the same will be send for DoT for approval & issuance of Presidential directives.

(b) Harassing & vindictive attitude of GM(F) TN Circle and GM(F), Jharkhand Circle: We resented against the harassing, indifferent & vindictive attitude of GM(F) TN Circle & GM(F) Jharkhand Circle wherein the APAR of the executives/Office Bearers of AIBSNLEA are being spoiled & transfer & posting orders are being issued on 'Pick & Choose' method. Director (Fin.) immediately spoke with GM(F), Jharkhand & after some discussion advised him to discuss our issues with him on 27.07.2012 during his visit to BSNL CO, New Delhi. He assured to look into the problem of TN Circle for an early solution.

19.07.2012: GS, President, FS attended the Committee meeting on introduction of CPSU Cadre hierarchy vis-a-vis present setup in BSNL. During discussion we impressed upon for implementation of promotional avenues assured at the time of absorption of Group-'B' level executives in BSNL i.e. non-Post based promotion upto the level of SG-JAG and beyond that Post based promotions. The Chairman Committee Shri N.K. Narang, PGM(SR), Sh. A.K. Jain, Sr. GM(Pers.), Sh. K.R. Tiwari, GM(TP&RA), Sh. R.K. Goyal, GM(Estt.) and Smt. Madhu Arora, GM(Restructuring) were present in the meeting. After detail discussions the official side members suggested Association representatives to provide more feedback in the next meetings. Management side also gave presentation of some PSUs HR Policy.

19.07.2012: GS, President, FS and AGS(HQ) met CMD, BSNL, Director(EB/HR), BSNL. PGMTD, Bangalore (KTK) was also present in the meeting to discuss against discriminatory and vindictive attitude of Bangalore Telecom District Administration towards AIBSNLEA Circle leadership, KTK Circle and lethargic approach towards Maintenance and growth of System and our protest actions. After detail discussions PGMTD, Bangalore assured to resolve the issues amicably at the earliest to avoid industrial unrest. We are extremely thankful to CMD, BSNL and Director (EB/HR) for their kind intervention in the interest of BSNL.

19.07.2012: GS, President, FS attended and addressed the Special GB Meeting of NTR, Delhi Circle Branch at Kidwai Bhawan, New Delhi. CGM 'NTR' Sh. A.K. Goyal was the Chief Guest. All the PGMs, Sr. GMs and DGMs of NTR Circle at Delhi Station were also present in the Meeting. Shri A.K. Goyal new CGMM 'NTR' and Sh. K.K. Jain, Sr. GMM(NTR) was welcomed and felicitated by Delhi Circle on assuming the charge of CGMM 'NTR' and GMM 'NTR' respectively. Com. Circle Secretary Com. Sh. Satish Kumar welcomed the Guest and CHQ Office Bearers. Com. Circle Secretary discussed the issues related to viability of BSNL. they requested to provide uninterrupted long distance services to earn more and more revenue.

19.07.2012: Meeting with Director (EB/HR), BSNL on 18.07.2012:  GS, President and GS, BSNLEU met Director (EB/HR) and discussed regarding approval of Management Committee Note on 78.2% IDA fitment benefit to BSNL employees as per DPE OM dated 2^nd Aprol'2009. We requested to bring in MC agenda today itself to approve 78.2% IDA fitment proposal. Director (EB/HR) mentioned that MC Note on this issue is being finalized shortly. However, he assured that in today's MC the proposal on this issue will be discussed informally and thereafter it will be put up to next MC Meeting for approval. 17.07.2012:  GS, President, AGS(HQ) met Sr. GM(Pers.) and discussed

(i) DPC from DE to DGM: We expressed our serious concern against delay in expediting DPC from DE to DGM. Sr. GM(Pers.) mentioned that 147 SDEs of LDCE quota seniority case judgment from Hon'ble High Court Kerala at Ernakulam is expected on 25.07.2012 for considering them to DGM promotion or not. Two Circles i.e. Insp. Circle and Kolkata Telecom Stores Circle ACRs of eligible DEs are awaited. One DM of Pers. Cell has been deputed to collect VCRs from CVO BSNL CO. He also spoke to Addl. CVO for early sending of VCRs.

(ii) Consideration of request/tenure transfer cases of SDEs/DEs: We requested for consideration of request/tenure transfer cases of SDEs/DEs. Sr. GM(Pers.) assured to examine the pending cases for an early settlement.

(iii) Amendment in BSNL MSRRs allowing  Diploma holders to the promotion of EE: We requested for necessary amendment in the BSNL MSRRs for allowing Diploma holder SDEs promotion to EE in BSNL to provide parity  with JTO/SDE Telecom Wing as per the BSNL Board decision. Moreover, CPWD has provision in EE RRs to allow diploma holder SDEs to the promotion of EE. Govt. has already clarified that the diploma holders having 10 years service experience are to be treated equivalent to degree holder. We also  requested to keep intact the seniority of existing degree holder SDEs (C/E) wings. Sr. GM(Pers.) assured to look into the matter.

(iv) Restructuring of AD(O/L) cadre: Sr. GM(Pers.) mentioned that the Committee recommendations are being finalized for restructuring  of the AD(O/L) Cadre and shortly it will  be sent to Competent Authority for consideration.

17.07.2012: DPC from AO to CAO(Adhoc): The VCRs from AP, AS, BH, Kolkata Telephones and HR Circles are still awaited.  All the concerned Circle Secretaries are requested to ensure the VCRs should reach BSNL CO before 20.07.2012 to conduct DPC immediately.

17.07.2012: BSNL Management's hasty & arbitrary actions against Trade Unionism - our protest against :AIBSNLEA strongly protest against BSNL Management's hasty & arbitrary actions against Executives' Association wherein BSNL Management based on the recommendations of the National Commission of Schedule Caste (NCSC) has issued transfer orders of SNEA (I) CHQ/Circle/District level office bearers, contemplating charge sheets, dies-non with break in service who participated in the agitation and not granting meeting to the Association etc instead of making an appeal to the Hon'ble High Court. It seems that BSNL Management found an opportunity to act against the office bearers of BSNL Executives' Association with an indifferent attitude which is being faced by executives in day to day activities now a days.

As an Association the issues of its members against any injustice, harassment is to be protested and during protest it  never observed that any Association is opposing an officer on the basis of caste or  creed but opposing on issue basis only. It is a normal functioning of Unions/Associations. However, if some misunderstanding took place between the executive Association and the Officer concerned that should have been settled by the senior level officers available. But in this particular case, such approach seems to be missing which allowed the NCSC to give such judgement.

11.07.2012: GS, President met GM(Estt.) and discussed

(a) Implementation of 78.2% IDA fitment order: We requested for early submission of MC Note on 78.2% IDA fitment benefit as per the agreement. GM(Estt.) mentioned that MC Note has been finalized by Estt. Section and sent to EF Cell for clearance and after the approval of Competent Authority it will be sent to MC for approval.

(b) Pay anomaly case of departmental JTOs/JAOs: We expressed our serious concern against non-settlement of the pay anomaly case of departmental JTOs/JAOs. We requested that the pay anomaly of departmental JTOs/JAOs needs immediate settlement by allowing option to them and allowing 5-increments benefit to bring them in the minimum of the E-1A pay scale of JTO.

(c) Antedating of DNI and to removal of pay anomaly wherein seniors are drawing less pay then their juniors:  We resented that despite the direction of CMD / Director(HR), BSNL  and Hon'ble High Court Kerala at Ernakulam judgement the pay anomaly cases are not being settled. GM(Estt.) mentioned that the Committee meetings to discuss above issues could not be held for the last one and half month due to continuous leave of GM(EF) and some time Sr. GM(Pers.) is on tour. However, he assured that in the next week on the availability of all the Committee Members the meeting date will be decided to sort out the issues.

(d) Regularization of officiating JTOs: GM(Estt.) mentioned that regularization of officiating JTOs can't be initiated due to pending court cases in Hon'ble Chandigarh High Court and Ernakulam High Court. The case is posted for hearing on 31.07.2012 in Hon'ble Chandigarh High Court and judgement is reserved  in Ernakulam high Court.

11.07.2012: DPC from JTO to SDE promotion of Seniority-cum-fitness Quota: The correction in the circulated seniority list is pending from Circles i.e. AP, BR, CHG, CHTD, HP, HR, KTK, MH, MP, NE-I, NE II, NTR, OR, PB, RAJ, TN, UKD, UP(W) and WB.

LDCE Quota, JTO to SDE promotion: The VCRs are not yet received from BR, HR, ITPC, J&K, KTK, MH, OR and UKD Circles.

All the concern Circle Secretaries are requested to ensure early sending of Corrected Circle gradation list and VCRs to BSNL Corporate Office to expedite DPC and promotion order.  

11.07.2012: GS, AGS(C/E/Arch/TF) & AGS(Fin) met with  PGM(EW) & discussed

(a) DPC from EE(E) to SE(E): We requested to expedite DPC from EE(E) to SE(E). PGM(EW) informed that VCRs of EEs(E) as per list attached (Click here for list)  is awaited as soon as the VCRs are received, the DPC will be conducted at the earliest. Only EEs VCRs have been received so far. He assured as soon as the VCRs are received DPC will be conducted.

(b) DPC from SDE(E) to EE(E) : We requested to hold DPC from SDE(E) to EE(E). PGM(EW) informed that 2 nos. VC awaited from CVO Office & one no. i.e. Mr. M.K. Halder, SDE(E) of Orrisa is awaited. One case of Shri S.R. Meena, SDE(E), Rajasthan Circle qualification entry has not been made by CE(E) Rajasthan. He assured to talk CE(E) RAJ for an early action. And as soon as VC is received, the DPC will be conducted soon.

We also pursued in CVO Office to issue the VCRs at the earliest.

11.07.2012: GS, AGS(C/E/Arch/TF) & AGS(Fin) met with  GM(TF) & discussed the HR matter & request transfer issues. GM(TF) informed that as per BSNL Policy, he is not dealing with HR matters directly. All HR matters are being dealing by Sr. GM(Pers.) Cell. However, the issues raised by Association, he assured to discuss with Sr. GM(Pers.).

10.07.2012: BSNL's appeal dismissed against Hon'ble Ernakulam CAT, wherein BSNL was directed to fix the pay of the seniors at par with the juniors :- Hon'ble High Court of Kerala has dismissed the petitions OP CAT 1576 ,1560 & 1592 of 2012 filed by BSNL against the order of Hon'ble CAT Ernakulam in OAs 109, 110, 236 & 241 of 2011(filed by Sethumadhavan & others) which directed BSNL to fix the pay of the seniors at par with the juniors drawing more pay. The Hon'ble Court also observed the unconstitutional part of the condition incorporated in the pay fixation criteria which prohibits complaining against anomalies. Court also commented that such condition is very primitive and against the fundamental rights. As the applicants in the OAs have already filed petition for contempt of court against BSNL, the Hon'ble Kerala High Court allowed three months' time for BSNL to implement the orders passed by CAT.

10.07.2012: GS, President met GM(FP) and discussed

(a) DPCs from JAO to AO, AO to CAO and CAO to DGM(F) : We requested to expedite DPCs from JAO to AO, AO to CAO and CAO to DGM(F). GM(FP) mentioned that DPCs to fill up vacant AOs, CAOs and DGM(F) posts have been initiated and it is in process but meanwhile Hon'ble CAT Chandigarh has granted  stay order against DPC from JAO to AO, efforts are being made to get stay order vacated. DPC from AO to CAO is in advance stage, all the ACRs have been received and VCRs from CVO is awaited. As soon as the VCRs are received DPC will be conducted. The MC Note on DPC from CAO to DGM(F) has been sent to MC for approval to give one time relaxation in the eligibility condition.

(b) DPC of left out cases from CAO to DGM(F): GM(FP)  informed that SC/ST Commission Lucknow bench has granted stay order against DPC and next date of hearing is 30.09.2012. However, efforts are being made to get vacated the stay order.

(c) Consideration of Request/tenure transfer case of AOs: We requested to consider AOs tenure/request transfer who have completed tenure, since the DPC from JAO to AO is getting delayed. GM(FP) assured to look into the matter.

(d) Finance wing related other issues sent to MC for consideration i.e. 

(i) Holding of JAO Part-II Examination against 40% and 10% departmental quota.

(ii) Introduction of 33% LDCE in AO Cadre from JAO. He expected that in the next MC meeting both the issues  will be cleared.

(d) One time relaxation to JAO Part-I qualified: We requested to give one time relaxation to JAO Part-I qualified JAOs (Old Pattern- Descriptive Type Paper) since they are officiating as JAO for the last 6-8 years. GM(FP) assured to re-valued the vacancies position in the Circles and in case vacancies are found the qualified JAOs Part-II may be considered for promotion & posting to deficit Circles. 

10.07.2012: GS, President and AGS (C/E/Arch./TF) met  PGM(BW) and discussed

(a) Request / tenure  transfer cases of SDEs(C) who have completed tenure: We requested PGM(BW) to issue transfer order of SDEs(C) who have completed tenure. PGM(BW) assured that he will look into the matter.

(b) Accommodation of SDEs(C) of NE Circle who have recently been promoted: We requested PGM(BW) to accommodate the SDEs(C) of NE Circle who have recently been promoted  in NE Circle. PGM(BW) assured to examine the cases.

(c) Issue of vacancy of SDEs(C) as per RR issued vide no. 20-1/2001-PersII/dt. 06.03.2012 : We   expressed our serious concern against  wrong calculation of number of vacancies of SDEs(C) as 1073 instead of sanction posts of SDEs(C) -1365. We requested that the matter needs clarification. PGM(BW) assured that he will look into the matter as well as the sanction   and working posts of SDEs(C) of each Circle will be reexamined.

(d) The issue of BSNL MSRR-2009 should be amended and parity at par Telecom & Finance Wing executives should be given to C/E/Arch. executives. The details of rulings & copy of various RR's of CPWD have been given. We also express our submission that the LDCE SDEs whose seniority list as per DoT may be intact and not affected by these amendment of MSRR. PGM(BW) assured to reexamine the case.

(e) Deputation of Civil Wing executives to other Govt. departments/PSUs: We requested to allow BSNL Civil wing executives on deputation to other Govt. departments/PSUs e.g. in Rajasthan Telecom Civil Wing executives are posted in Sales & Marketing work which is not their expertise. PGM(BW) assured to look into the matter.

(f) DPCs from JTO(C) to SDE(C) and SDE(C) to EE(C), EE(C) to SE(C): We requested to expedite DPCs to fill up vacant SDEs(C), EEs(C) and SEs(C)   posts. PGM(BW) mentioned that first regularization of SE(C)  in process and will be completed, then promotion of EE(C) to SE(C) will be initiated. After that SDE(C) to EE(C) & JTO(C) to SDE(C) process will also be started.

(b) DPC frrom EE(E) to SE(E): We requested to expedite DPC from EE(E) to SE(E) to fill up about 18 SEs vacant posts after getting the one time relaxation in the eligible condition of EEs(E) from the competent authority. PGM(EW) mentioned that DPC process has been initiated and the ACRs/VCRs have been called from Circles to expedite DPC.

06.07.2012: GS, FS met Addl. CVO and Dy. CVO, BSNL CO to discuss

(i) VCRs to BSNL CO Pers. Cell and SEA Cell: We requested Addl. CVO for early sending of VCRs of eligible DEs to DGM(Adhoc) promotion and eligible AOs to CAO(Adhoc/Regular) promotion. Addl. CVO immediately discussed with the concern AGM(Vig) and directed him for early sending of VCRs.

(ii) Early settlement of pending appeal cases: We requested for early settlement of the pending appeal cases. Dy. CVO, discussed the matter with concern AGM(Vig.) and mentioned that about 25 appeal cases are under consideration and will be settled shortly.

06.07.2012: GS, FS met DGM(Pers.), BSNL and discussed regarding the committee meeting to discuss the issues i.e. non-implementation of CPSU cadre hierarchy, introduction of E-2 & E-3 standard IDA pay scales of JTO/ SDE equivalent executives and diversion of 600 DGM posts . DGM(Pers.) mentioned that the meeting of the said Committee is proposed to be held on 10.07.2012.

05.07.2012: GS, President, AGS(HQ) met Sr. GM(Pers.) and discussed:

(a) DPC from DE to DGM: We requested to expedite DPC from DE to DGM(Adhoc) to fill up about  400 vacant DGM posts. Sr. GM(Pers.) mentioned that ACRs/VCRs of eligible DEs has been called from Circles and as soon as the ACRs/VCRs are received DPC work will be completed.

(b) DPCs from SDE(T) to DE(Adhoc & Regular):We expressed our serious concern against non-holding of DPCs from SDE(T) to DE(Adhoc & Regular). Sr. GM(Pers.) mentioned that Hon'ble CAT Jabalpur has posted case for final hearing on 25.07.2012 wherein stay order continues against holding of DPCs. Similarly in the SC/ST Court case of Hon'ble Chandigarh High Court the legal opinion has been sought. He assured that as soon as the court stay order is vacated, DPCs will be completed immediately.

(c)  JTO to SDE(T) Seniority cum fitness quota DPC: We requested to expedite DPC from JTO to SDE(T) of seniority cum fitness quota. Sr. GM(Pers.) mentioned that the Circle gradation lists from all the Circles were called for but many Circles are yet to sent the gradation lists to prepare final All India Seniority list of JTOs for SDE promotion. He assured to issue reminder on this issue to Circles. All the Circle/Branch Secretaries are requested to ensure sending of required documents to BSNL Corporate Office at the earliest to expedite DPCs.

(d) Posting of SDEs(T) on promotion through LDCE quota: We requested for posting on promotion to SDE(T) from LDCE quota JTOs in the same Circles or nearby Circles. Sr. GM(Pers.) mentioned that due to recent court case (details awaited) the posting  on promotion are held up. However, as soon as the court stay order is vacated the posting on promotion of SDE(T) will be issued.

(e) Antedating of DNI and removal of Pay anomaly wherein seniors are drawing less salary then their juniors:  Sr. GM(Pers.) immediately spoke to GM(Estt.) to hold an early Committee meeting to discuss the issues. GM(Estt.) informed that GM(EF) is on leave and after her joining the Committee Meeting may be hold to resolve the issues.

(f) Consideration of Tenure/request transfer: We requested to consider all pending tenure/request transfer of SDEs/DEs. Sr.GM(Pers.) assured to look into the matter.

05.07.2012: GS, President, FS, AGS(HQ) met CMD, BSNL. Director (HR) was also present in the meeting and discussed:

(a) Affairs of Kerala Telecom Circle wherein AIBSNLEA has been forced to serve a notice of organizational action to protest against the indifferent attitude of Circle administration: We apprised him in detail the pressing issues which has forced our Circle Body to resort Organisational Action Programmes. We also apprised him that after the intervention of PGM(SR) only, yesterday Kerala Telecom Circle management has invited our Circle representatives today morning which could have been done earlier to avoid agitation. However, CMD assured to look into the matter.

(b) Two weeks of training to executives whose pay is upgraded and on every promotion under EPP: We requested CMD, BSNL to review the e-mode and online examination  to executives whose pay is upgraded and on every promotion under EPP.  Moreover, there is no such training provision exists in BSNL's non-executive promotion policy as well as no such training provision is envisaged in the BSNL MSRRs on Post based promotions to Group-'A' level executives.  CMD, BSNL assured to examine the same at the earliest.

(c) DPC from DE to DGM(Adhoc) promotion: We extended thanks for giving one time relaxation in the eligibility criteria to DEs for DGM promotion and to expedite the DPC from DE to DGM(Adhoc) promotion. CMD assured an early action in this matter.

(d) Brutal Murder  of Sh. Sushil Kumar, AGM (Look after) Solan, HP Telecom Circle- Immediate arrest of culprits : We apprised CMD about the brutal Murder  of Sh. Sushil Kumar, AGM (Look after) Solan, HP Telecom Circle wherein some culprits have been arrested yesterday and some are yet to be arrested. CMD appreciated our concern and assured to look into the matter.

Individual representations through Circle/Branch Secretaries to CHQ: It is observed that many individual representations are being received through e-mails/by posts to CHQ directly which is causing difficulty in finding the   genuineness of the case as well as increasing work load to CHQ. Hence, individual representations, if any, are to be sent to CHQ through Circle / Branch Secretaries only for necessary action. Direct communication on individual cases to CHQ may please be avoided.

Remittance of CHQ Quota: All the Circle/Branch Secretaries are requested to ensure remittance of CHQ quota before ensuing CWC Meet being held on 23^rd & 24^th August-2012 at Ahmedabad (Gujarat). The CHQ quota upto the month of July-2012 is to be remitted to CHQ by depositing in our Association Account or CHQ Financial Secretary before 15^th August'2012. The number of CWC Members will be strictly allowed on the basis of CHQ quota paid.

04.07.2012: Special GB meeting at Trichy on 24.06.2012:  AIBSNLEA Special meeting was held in grand manner. Com R.Subramanina CAO/President/ TR presided the meeting. Com M.K.Ganesan DS/TR welcomed the gathering. Branch Secretaries from TNJ/ KMB/ Madurai/ Cuddalore/ Karaikudi/ Coimbatore/ Nagerkoil/ Tuticorin/ Tirunelveli/ Nilgiris/ Salem/Erode shared their experiences and spoke about the recent agreement.
Com M.AbdulWahab President/FNTO,Com C.Duraiarasan ACS, Com Govindaraju AGM/CWC Member, Com R.Rajendran DE/CWC Member, Com S.Sivakumar President, Com N.Veerapandian CS, Com VKP Advisor/CHQ & our all india president Com P.Venugopal addressed the gathering. More than 200 comrades have attended from nook and corner of Tamilnadu circle.
Com P.Venugopal President/CHQ had given detailed report on the agreement & negotiation had with Management on strike demands.

04.07.2012: GS, President, President SNEA(I), GS BSNLEU, President, NFTE(BSNL) met Director (HR) and requested to finalize management Committee Note on 78.2% IDA fitment pay fixation issue for approval in BSNL MC and  BSNL Board. After some discussions Director (HR) assured an early action in this regard so that in the next MC meeting it is put up for approval.

04.07.2012: GS, President met PGM (SR) and discussed

(a) Affairs of Kerala Telecom Circle wherein AIBSNLEA has been forced to serve a notice of organizational action to protest against the indifferent attitude of Circle administration: We expressed our serious concern that hundreds of executives, the members of AIBSNLEA are sitting on Dharma today against the indifferent and biasing attitude of the Kerala Circle Administration in Kerala Circle and will start non-co-operation movement by tomorrow which will adversely affect the viability of BSNL for Kerala Circle.  Management will be solely responsible since the Kerala Telecom Circle Management so far has not initiated any dialogue with AIBSNLEA representatives to sort out the issues and allowing confrontation. PGM (SR) mentioned that based on our earlier communication he asked  the clarification from Kerala Telecom Circle and now the clarification has been received which has been sent to Sr. GM(Pers.) and GM(FP) for immediate necessary action. However, he spoke to PGM(Admn) Kerala Telecom Circle and asked him to invite Circle Secretary, AIBSNLEA tomorrow to discuss the issues and resolve the problem so that agitation is called off. It is understood that PGM(Admn) will start discussions with our Circle Secretary since CGMT Kerala is on leave.

(b) Holding of Joint Committee meeting of BSNL Officers and the representatives' of BSNL Executives' Associations  to discuss the issues i.e. (i) implementation of CPSU Cadre hierarchy (ii) Finalization of E-1A and E-2A IDA Pay scales and (iii) Diversion of 600  DGM posts to Sr. DGM PGM(SR), Chairman Committee mentioned that he has received some documents of promotion policies  of different CPSUs through restructuring Cell and after studying the documents shortly he will convene the committee meeting.   

04.07.2012:Hon'ble CAT Chandigarh Bench vide OA No. 647/2012 between  Mr. Narender Singh Vs others granted stay on  JAO/AAO to AO DPC. The case will come on hearing on dated 05.07.2012.

03.07.2012: GS, President, FS, AGS(HQ) met Director (Finance) and discussed

(a) Implementation of DPE OM dated 2nd April,2009 regarding 78.2% IDA Pay Fitment Case: We requested for giving an early financial concurrence to the Management Committee (MC) Note for implementation of DPE OM 2nd April,2009 regarding 78.2% IDA fitment benefit instead of 68.8%. Director (Finance)  mentioned that MC Note on this issue is under consideration and shortly clearance will be given to MC Note.

(b) Affairs of Kerala Telecom Circle wherein AIBSNLEA has been forced to serve a notice of organizational action to protest against the indifferent attitude of Circle administration: We informed Director (Finance) that  Kerala Telecom Circle administration with an indifferent and biased attitude is not settling the genuine grievances of our members as already informed to your good self. Director (Finance) mentioned that he has already spoken to CGMT Kerala Telecom Circle on this issue and informed that CGMT Kerala Circle will issue officiating promotion order shortly and appealed to withdraw the scheduled agitation programmes.

(c) DPC from CAO to DGM: We expressed our serious concern against delay in holding DPC from CAO to DGM(F) posts. Director(Finance) mentioned that MC Note for relaxation of eligibility condition for the promotion of CAO to DGM has already been sent to MC for approval and further assured that in tomorrow MC Meeting the same will be put up for approval.

(d) DPC from AO/Sr. AO to CAO: We expressed our serious concern against the delay in DPC from AO/Sr. AO to CAO . Director(Finance) mentioned that still about 30 ACRs are pending and VCRs from about 15 Circles are awaited, he assured that DPC will be conducted soon.

(e) Regularization of Postal JAOs: We requested for Regularization of Postal JAOs as per DoT clearance. Director (Finance) assured an early action in this regard.

03.07.2012: GS, President, FS,  AGS (HQ) met Director (HR) and discussed regarding

(a) Affairs of Kerala Telecom Circle wherein AIBSNLEA has been forced to serve a notice of organizational action to protest against the indifferent attitude of Circle administration: We informed Director (HR) that  Kerala Telecom Circle administration with an indifferent and biased attitude is not settling the genuine grievances of our members i.e. (1) Local officiating promotion to the  Executives in Telecom Engg./Finance and PA cadres are being denied by mis-interpretating the Executive Promotion Policy (EPP). Similarly, the pay fixation anomalies of JTOs is not being rectified and no transparency is being maintained in executives transfer & postings, our members are being transferred to distant places whereas, some other in a preferred to their choice places. We also informed that our Kerala Circle organization has decided to launch organizational action programmes' w.e.f. 04.07.2012 to protest against the indifferent attitude of the Circle administration and non-settlement of genuine grievances of executives. Director (HR) assured to discuss the matter with CGMT Kerala Circle for early settlement of the issues.

(b) Two weeks of training to executives whose pay is upgraded and on every promotion under EPP- needs review:  We expressed our serious concern that as per EPP every executive whose pay is upgraded to next higher IDA pay scale, the concerned executives shall have to compulsorily undergo Two Weeks of Training for being eligible for drawl of Second increment in the upgraded IDA scale. But later on it was changed to e-mode and online examination w.e.f. 01.04.2011 in view of saving expenditure of TA/DA and training Centers establishment cost etc considering the state of BSNL Finance. Even though saving is achieved in not conducting the classes, but the executives were asked to go to RTTCs to write the exams by incurring expenditure on TA/DA, which again a huge expenditure on BSNL.

Moreover, there is no such training provision exists in BSNL's non-executive promotion policy as well as no such training provision is envisaged in the BSNL MSRRs on Post based promotions to Group-'A' level executives. Also deputationist officers are getting uninterrupted functional promotions against BSNL's posts without undergone of any training course. We requested that the training/examination clauses of EPP are immediately withdrawn to save the huge expenditure of BSNL and to provide justice to Group-'B' level executives in BSNL. Director (HR) mentioned that as per EPP provisions Two weeks training is mandatory for executives on each financial upgradation. He also mentioned that instead of withdrawing it the training can be provided by conducting classes in training centers. However, he assured to discuss the matter with GM(Trg.) to settle the problem, being faced by some executives through e-mode and online examination.

03.07.2012:4^th  Circle Conference of AIBSNLEA Chennai Telephones Held in a Grand Manner on 22.06.2012: The 4th circle conference of CHTD was conducted in a grand manner at Hotel Ashoka .Egmore,Chennai on 22-6-12.The flag of our association was unfurled by our beloved GS .After that the CEC session begun.

The report by circle secretary and by Finance Secretary were presented to the delegates and CEC members .The events and tasks taken by CS,CHTD from July 2010 to June 2012 was read by Circle Secretary in chronological order after which both reports were  then passed unanimously.The branch secretaries submitted their report about their local problems and membership.Our CHQ president and GS interacted with the delegates and CEC members and answered their questions.

The morning session was adjourned for lunch at 1-30 and the delegates reassembled at 2-15.The left out reports were submitted by Branch secretaries.The house was adjourned for “Open Session”.

The Open Session began with a prayer song by Com.Venkatesan ,A.O. Vig.

Com.Sathyamurthy ,President, CHTD proposed the welcome address and touched upon the  problems related to JAOs, promotion of AO to CAO,JAO to AO AND PROBLEMS OF DEPTL. JTO/JAOs. Com.K.Vaithyanathan CS, read the key note address.

Com.Venugopal,CHQ  President touched upon the issues of BSNL viability ,78.2% fixation ,our agitational  success and ITS absorption issues in detail.

Com.GS,detailed various issues related to various cadres of BSNL and informed that it is only AIBSNLEA which takes up the issue of Civil,Architectural,PA,PS,and also OL  cadres issues. He also told that AIBSNLEA is always open to discuss the matter regarding coming closer with SNEA (I) and if required for merger as suggested by Veteran leader Com. Sugumaran if need comes.

Com.N.Veerapandian,CS,TN Circle reiterated that ITS absorption is the need of the hour and belongingness is really needed.

Com.A.Shanmuga Sundararajan,CS,SNEA (I) also addressed the gathering and expressed his views of unity.

Com.V.K.Paramasivam,Advisor,CHQ addressed the gathering with his unique way of expressing the need for struggle launched by us in getting 78.2%.

Sri. K.K.Vel,Sr.GM(F), expressed that the income earned is spent on salaries is more than 60% and analyzed our BSNL condition with SWOT Analysis in his own  way.

Sri.A.SUBRAMANIAN,CGM,CHTD, commended the effort of all and he said BSNL should be brought back to its top position with the efforts of one and all. He also thanked the organizers for inviting him to address such a  gathering.

The guests and other office bearers were felicitated by the host circle and the session came to an end after Vote of Thanks by Com.T.R.S. Sriram.  The newly elected office bearers list was announced by the election commissioner after the dissolution of the present body by Com.G.Vasudevan. 03.07.2012: SPL. GB MEETING OF DAVANAGERE on 30.06.2012:  Spl. GB meeting held at DTO, Davanagere on 28/06/2012. Com.Honnali Sr.SDE has presided over the function and function was started by invocation song of Com. Karpur JAO. Com R.jayanna DS welcomed all the dignitaries and other members for this function. Com.P.H Kulkerni AO,Com. Jayaraj Kumar AO Com. Hanumanthappa Bajari Area Secretary, Com.R.Jayanna have spoken and exchanged there views on this occasion.

Com. B. Ravindranath, CHQ Financial  secretary AIBSNLEA expressed sincere gratitude to DVG SSA and also DVG SSA is parent division further he as elaborated the achievements of CHQ/Circle on settled issues/problems and briefed pending problems which are not settled by the BSNL Management such as promotional avenues to DGM/DE/SDE/AO/CAO/ADOL/JTO. Financial Secretary also touched the status of AD(O/L) and their progress. Non settlement of pending court cases in respect of supernumerary post of JTO's for regularization which was pending at Jhandigarh/Hariyana court. He has also highlighted cancellation of exams of E-1 to E-2, E-3, E-4, E-5 etc., for finance up gradation to Executives. At last in his concluding  address he has appreciated DVG SSA in r/o enrolment of membership for association and also expressed sincere gratitude to our branch. Com. D.G. Mathad SR SDE has concluded the meeting by vote of thanks to all participated dignitaries and to all the members.

02.07.2012:GS, President, CS Delhi Circle attended funeral of Com. Late Shri Sushil Kumar our Circle Secretary, HP Telecom Circle at his home town Ahmedpur(Shamli) UP. Many Comrades of HP Circle were also present.
