GS discussed with PGM(FP) regarding
(i) Tenure/request transfer of AOs:
We expressed our serious resentment
against delay in issuing the
tenure/request transfer even after
completion of more than three years.
AOs/Sr. AOs due for transfer are
seriously frustrated. PGM(FP)
mentioned that proposal has been
sent to ED(F) after clarifying some
queries raised earlier. He assured
an early action in this regard.
(ii) Holding of Committee
meetings on Pay anomaly case -
Senior Executives are drawing less
pay than their Juniors and Sr.
AO/Sr. SDE & PA/PS recovery case:
We expressed our serious
concern against abnormal delay in
submitting Committee report on these
issues i.e.
Senior Executives are drawing
less pay than their Juniors and Sr.
AO/Sr. SDE & PA/PS recovery case.
PGM(FP) informed that the Committee
Meeting is being held on Monday to
discuss the issues. He assured early

27.09.2011: Meeting with Director(HR)
: Director(HR)
arranged meeting with AIBSNLEA in
the presence of PGM(SR),
GM(Restructuring), GM(Estt.), DGM(SR)
& AGM(SR) and apprised that the
meeting is convened to discuss on
VRS which is required in view of the
heavy wage bill payment and
viability of BSNL? We strongly
opposed such move of VRS to One
Lakh employees without having any
roadmap that in what way it is going
to benefit BSNL. We explained that
BSNL Management instead of realizing
its failure to manage company well
is shirking its responsibility by
pleading in all the forums that BSNL
staff strength is the big problem of
its losses is not at all justified.
BSNL Management bitterly failed to
extract the work from the employees
and did not procure equipment,
material in due time which has
adversely affected the viability of
BSNL. BSNL Management could not
resist against the wrong policies of
Govt. viz. payment of Rs. 18,500
crores as 3G of BWA spectrum
charges, reimbursement of license
fee and spectrum charges, withdrawal
of ADC, payment of AGR and
non-payment of OPEX charges etc. The
ITS absorption issue continued to
linger on and they are leading BSNL
without owning the responsibility
and commitment. These are the main
reason, which has put BSNL under
losses. Hence BSNL management
instead of making BSNL employees as
"Victim of the situation" should
concentrate procurement of
equipment, stores i.e. cables,
telephones instruments, GSM
equipments, Broadband modems, MLLN
equipments, Drop wire etc to improve
the quality of service and to
strengthen its Marketing & Sale
Units. BSNL Management should treat
its manpower as its strength instead
of liability by making its best use.
Director(HR)
agreed that VRS alone can't be the
way out to bring BSNL in profit and
other steps are also required to be
taken. He mentioned that for VRS,
BSNL will not take Bank loan, it
will be considered only when the DoT
provides financial support. VRS will
not be imposed on certain cadres or
section of employees. However, we
strongly opposed the VRS move as
mentioned above. The VRS has no way
helped MTNL and other PSUs/Banks. We
mentioned that since DoT / BSNL are
fully safeguarding the service
interest of ITS officers in all
respect, how we can allow to
retrench one lakh employees on the
pretext of VRS.

BSNL; not to bear the expenditure of
any course fee of PGP-PMP Course at
IIM Bangalore or elsewhere. Ignoring
that, eight DGMs/GMs have been
ordered to join the PGP-PMP Course
during 2011-13 at IIM Bangalore
commencing w.e.f. June'2011. It
reflects the concern of BSNL
Management towards BSNL's Viability
. We strongly oppose such partition
attitude of DoT/BSNL.

and addressed the Branch Conference
of AIBSNLEA,
Udaipur Branch on
dated 18th September'
2011 & an Open Session was organized
on the occasion in "MAHESHWARI SEWA SADAN" at
Udaipur. Hon'ble Shri Raghuveer
Singh Meena, MP (Lok Sabha), Udaipur, was
the Chief Guest, Shri R.N.Mathur,
Sr. GMTD, Udaipur, was preside over
the function and Ms. Deepika Pokerna,
was the Guest of Honour. Shri
Prahlad Rai, General Secretary, Shri
Karan Singh, Advisor, AIBSNLEA, CHQ
New Delhi, Shri P.R.Leel, Circle
President, Shri O.P.Jat, Circle
Secretary, & Shri B.C.Logar, OS(S)
were the Special Guests of the
function. Welcome address was given
by Com. R.K.Khokhawat, Branch
Secretary, Udaipur, covering the
Circle & CHQ level pending issues.
Com. P.R.Leel, Circle President in
his address appreciated the
performance of Udaipur, SSA &
elaborated the government wrong
policies which are the main causes
of the BSNL's present financial
deficiency. He appealed to all to give
maximum where you are working to
strengthen the company.
Com.Prahlad Rai,
General Secretary, in his address
extended his gratitude and sincere
thanks to Udaipur Branch. Com. Com. GS explained that after the
formation of BSNL on 01.10.200 to
2009-10, BSNL earned profit but due to
un-helping attitude of the Govt. i.e.
unjustified payment of spectrum
charges (3G & BWA) of Rs. 18,500,
non-reimbursement of licenses fee,
USO Charges, OPEX Charges,
withdrawal of ADC, Payment of AGR,
payment of notional loan Rs. 7500
crores to DoT has adversely affected
the viability of BSNL. In addition
of this non-procurement of GSM
equipment, cables, telephone
instruments, MLLN Modem, Broadband
Modem, Drop wires etc has affected
the quality & growth of services.
He
apprised the status of HR issues
related to mainly
DPCs from JTO to SDE, SDE to
DE(Adhoc/Regular), DE to DGM, JAO to
AO, AO to CAO & CAO to DGM(F) etc.,
modification in transfer policy &
Benchmark of EPP, Tightening of
staffing norms, VRS, Group 'A'
officer absorption, Pay anomaly- Sr.
are drawing less salary than their
juniors, withdrawal of leave
encashment, stopping of LTC etc.
Com. Com. GS also mentioned that Udaipur Branch
always actively participated in
Circle/CHQ events. GS appreciated
the work culture of Udipur SSA and
mentioned in detail about the
financial status of BSNL. He appealed to
all to increase the business &
revenue by least 10% so that BSNL
may comes to profit side. Com. General
Secretary also apprised in detail
about the status of VRS,
availability of store, notional
loan, spectrum allocation, GSM
equipment procurement, CDR problem,
MNP. He
requested to Hon'ble MP to take up
the issues with Govt. for the
survival of BSNL & countrymen. He
appealed all Executives to provide
quality Telecom services to the
customers.

22.09.2011:
The
CEC meeting of BSNL CO Circle was
held at BSNL CO on 22-09-2011. Shri
P.Venugopal, CHQ President, Shri B
Ravindranath, FS and Shri G R
Sharma, AGS(Fin) graced the
occasion. Shri V M Gupta, President
BSNL CO Branch presided over the
meeting. Shri Rakesh Sethi, Circle

expressed their views about prons

JAC which met at New Delhi today
21-09-2011, took the historic
decision to oppose the VRS, lock
stock and barrel. The meeting which
was presided over by Com. G.L.Jogi,
GS,SNEA(I) , unanimously decided to
observe one day mass fast at All
India level, circle level and SSA
level on 27-09-2011 and to go on one
day strike on 10-10-2011, opposing
VRS, demanding PLI, etc. President ,
FS and AGS(HQ), AIBSNLEA
attended the meeting along with the
other unions /associations i.e. BSNLEU, SNEA(I), BSNL MS, TEPU, SEWA BSNL, BTU and
NFTBE.

Due to BSNL's financial Performance
in recent years and BSNL's employee
strength Sam G Pitroda Committee
recommendations on BSNL's revival,
BSNL proposes to offer VRS to about
1 lakh employees.

CAT judgment to quash TES Group 'B'

notified on 17.01.2007, thereafter
only DPC process can be initiated.
In the case to fill up DGM(Engg.)
vacant posts, DPC has been completed
but today contempt notice has been
received from Hon'ble Supreme Court
w.r.t. 270 SDEs of LDCE quota case
and after getting the clearance from
the Competent Authority further
action will be initiated.
(b)
DPC from AO to
CAO: We
expressed our serious concern
against delay in processing the case
to initiate DPC from AO to CAO(Adhoc)
to BSNL Management Committee for
approval. Sr. GM(Pers.) confirmed
that the case has been received from
SEA Section & shortly will be sent
to MC for approval to initiate the
DPC.
(c) Holding
of Committee meetings on Pay anomaly
case -
Senior
Executives drawing less pay than
their Juniors and Sr. AO/Sr. SDE:
We requested for early Holding of
Committee meetings on Pay anomaly
case - Senior Executives drawing

(d) Restructuring
of AD(O/L) cadre:
We requested
to restructure of AD(O/L) cadre to
upgrade their pay scales. Sr.
GM(Pers.) mentioned that further
case has been sent to GM(Estt.) to
constitute a Committee for examining
the case on request of our
association. |

Meeting with CMD:
The
JAC leaders met Shri R.K. Upadhyay,
CMD, BSNL today the 14.09.2011, and
expressed their strong protest
against the withdrawal of Medical
Allowance, Leave Encashment and the
freezing of LTC for 2 years. They
told CMD that at a time when the
entire employees are involved in
improving the services by observing
Customer Delight Year-2011-12, the
curtailment of facilities will
de-motivate them and demanded
withdrawal of the BSNL order dated
05.09.2011. CMD tried to justify the
withdrawal of Medical Allowance,
Leave Encashment and the freezing of
LTC for 2 years in view of the
present financial health of the BSNL
and impressed upon JAC to support
future decisions in this regard. CMD
was non-committal to withdraw the
order. Those who participated in
this meeting includes Com.V.A.N.
Namboodiri, Convenor, JAC, Com.

14.09.2011:Massive
Dharna by BSNL Employees :
We express our
sincere gratitude and thanks to all
the members for their active
participation in Massive Dharna
Programme of JAC on 14.09.2011
throughout the country. Massive
Dharnas were organised in hundreds
of SSAs/Circles and Corporate Office
today by BSNL Executives and Non
-Executives protesting against the
decision of the BSNL management to
curtail the existing benefits and
facilities, which the workers won
after sustained struggle.
In the name of financial
difficulties, the BSNL management
has issued orders last week,
withdrawing medical allowance and
leave encashment while proceeding on
LTC as also freezing the Leave
Travel facility for two years.
Medical facility is curtailed to the
pensioners also. This decision has
been taken even without any
discussion with the recognised staff
unions and the Joint Action
Committee which is the umbrella
organisation of the unions BSNL.
The loss to the BSNL is mainly due
to the anti-PSU policy of the
government and the mismanagement at
the top level. Cancellation of the
tender for procurement of 45 million
and 93 million mobiles during 2007
and 2010 by the Government had
resulted in acute equipment crunch
and left BSNL without mobile
equipment to provide new
connections. Cables, modems,
telephone instruments have not been
purchased for years with the result
that faults could not be repaired,
new broadband, land line connections
cannot be provided.
Now the workers have taken
initiative by observing a 'Customer
Delight Year 2011-12', with the
target of improving the services and
providing more connections. The
programmes started from May 2011 and
it has shown positive results also.
It is at this time when the negative
situation is tried to be turned in
to a positive direction with the
full support and initiative of the
workers under the leadership of the
Joint Action Committee of the BSNL
Unions/Associations, that the
management has taken arbitrary
decision to curtail the benefits and
facilities of the workers which may
demotivate them. It is against this
cut in the benefits that the workers
all over India organised dharnas in
front of BSNL offices.
In Delhi Corporate Office, the
dharna was addressed by Comrades
V.A.N.Namboodiri, Convener, JAC,
P.Abhimanyu, GS BSNLEU, Prahlad Rai,
GS AIBSNLEA, Suresh Kumar, GS BSNLMS,
Hari Singh, BTU and ND.Ram, SEWA
BSNL. More than 200 officials
attended the lunch hour
demonstration.
In case the management will not
settle the issue, JAC will meet on
22nd September to review the
situation and take suitable
decisions. To protest against the
BSNL Management anti-employees
policies, continues struggle is
required. |

and management – Organise Dharna

In response to the notice of the JAC,
to conduct dharna on 14.09.2011,
Management invited the JAC for talks
today. The talks took place at 1200
hrs today. Senior Officers from the
Management and JAC leaders
participated in the talks.
Management side requested the JAC
leaders to withdraw the Dharna. JAC
leaders strongly argued to withdraw
the order dated 05.09.2011. The
meeting ended without any
breakthrough. Hence, the call to
conduct dharnas tomorrow, i.e. on
14.09.2011 stands.

Decisions taken in the meeting of
the JAC held on 7th Sept.
2011
A meeting of the Joint Action
Committee of the BSNL Associations /
Unions of the Executives and
Non-Executives was held on 7th
September 2011 at the National
Council office. Com. Suresh Kumar
presided.
After thorough discussion, the
following decisions were taken:
1.
Protest Dharna on 14th
September 2011 against curtailment
of existing facilities
:
The meeting strongly opposed the
orders issued by the BSNL management
withdrawing the existing facilities
of encashment of leave on LTC,
freezing the All India LTC for two
years and stopping the BSNLMRS
allowance without voucher. These
facilities have been granted after
detailed discussion and agreement.
The present orders are arbitrary and
anti-worker.
The JAC, therefore, decided to
organise massive dharnas at SSA/Circle/Corporate
Office level on 14th
September 2011 in protest against
the above order and demanding the
management to immediately withdraw
the same. All the Circle/District
Secretaries are urged to make the
programme a big success.
2.
Protest against PFRDA Bill
:
The implications and anti-worker
provisions of the Pension Fund
Regulatory and Development Authority
(PFRDA) Bill presented in the
Parliament and referred to the
Standing Committee was explained by
the Convener. The Central/ State
Government and PSU employees and
Pensioners have already held an All
India Convention and has decided to
oppose the anti-worker bill and to
present a memorandum to the
President / Prime Minister signed by
crore of workers and supporters. A
Parliament March will be organised
on 29th November 2011.
PFRDA Bill is also against the
interest of the BSNL pensioners and
also to those who are recruited
after 01-10-2000 who will get
pension as per the New Pension
Scheme (NPS).
The JAC meeting decided to be part
of this movement to save the pension
of the BSNL workers and participate
in the programme decided by the All
India Convention including in the
Parliament March.
The other issues will be discussed
in the next meeting. The meeting
came to an end at 18.30 hours after
vote of thanks.

impressed upon for strengthening of
marketing and sales units of BSNL to
sale out BSNL products. He also
Stress to minimize the expenditure
on tour by adopting video
conferencing in departmental
meetings. He apprised in detail the
status of All India level HR issues
and expressed resentment against
delay in holding DPCs, arbitrary
attempts to modify Transfer Policy,
amendments in EPP, tightening of
staffing norms etc.

that JJN District is number one SSA
of Rajasthan and appreciated the
role of employees in this
connection. He told that we will
continue our efforts in earning more

&GMs in Corporate office is reduced
to one newspaper.
However, in respect
of CMD/ DIRs/EDs they may decide the
issue for themselves. This should

Expenditure:
All outdoor
treatment facilities under BSNLMRS
will be "with Vouchers" only. The
facility of "without voucher" is
withdrawn w.e.f. 1st
October' 2 011. Those who have opted
for "without vouchers" during the
financial year 2011-12, can avail
The benefit for "with voucher" for 6
months proportionately. The number
of bills for Outdoor treatment may
increase and the units should make
arrangement for payment of Thess
bill without delay. This applies to
BSNL pensioners also. The indoor
facility under BSNLMRS will continue
without any change.

LTC :
Keeping in view
financial position, BSNL has
approved the Withdrawal of Leave
Encashment While availing All India
LTC / Home Town LTC for all
Categories o f BSNL employees
including absorbed/
directly recruited, on
deputation/Deemed deputation.
All India LTC is
frozen for two years for all BSNL
employees and officers except those
who are retiring during this period
but Home town LTC shall continue.
Freezing of LTC and withdrawal of
Leave Encashment linked to All India
LTC and Home Town LTC, are with
immediate effect.
