14.07.2011: Decisions of the JAC meeting held on 13^th July 2011 : A meeting of the Joint Action Committee was held on 13^th July 2011 under the chairmanship of Com. P.Venugopal. Com. V.A.N.Namboodiri, Convener, JAC briefed the house about the developments after the last meeting held on 21^st June 2011. After detailed discussion the following decisions were taken.

1. Customer Delight Month : The meeting reviewed the programme of 'Customer Delight Month' and the progress made. Although full detailed reports from the circles were not received, it is clear that there have been positive results from May 2011 onwards, when JAC has started the CCM. It was decided to extend the programme for the whole financial year ie. up to March 2012 and named as 'Customer Delight Year 2011-12'. Maximum propaganda should be made amongst the members for better performance. A circular will be sent by JAC signed by all General Secretaries to all the Circle / SSA Secretaries for making maximum efforts for better performance and also for forming JAC at their respective places. The next meeting will review the situation.

2. ITS Absorption Issue: A new development has taken place in the matter with the Principal Bench, CAT judgment which has directed to end the deputation of ITS and for sending them back to DOT. Although an appeal against the judgment has been filed, there has been no stay. In such a circumstance, it was felt that we should also implead in the case to ensure that the ITS absorption issue is settled.

3. Outsourcing of Broadband : The BSNL management is proposing to outsource Broadband connections. The JAC meeting expressed its strong opposition to the outsourcing and demanded the management to drop the proposal. JAC will meet the CMD/ Director (HR) urgently in the matter.

4. PLI : Management has asked the recognized union their opinion about Productivity Linked Incentive. This will further be discussed by the JAC and after thorough examination will submit our proposal

5. The meeting also discussed about the introduction of Enterprise Resource Planning (ERP). In case there is any adverse effect on the staff, the same will be taken up with the management.

Next meeting will be held at 1600 hours on 26^th July at National Council Room No. 230, Eastern Court, New Delhi.

14.07.2011: GS, President, AGS(C/E/Arch./TFs) met PGM(BW) and discussed :-

(a) DPCs from SE to CE, EE to SE, SDE(C) to EE(C) and JTO(C) to SDE(C):- We expressed our serious concern against delay in holding DPCs to fill up vacant CE, SE, EE, SDE(C) posts. PGM(BW) mentioned that the seniority list of EEs/SEs(C) are being prepared as per the Hon'ble Court directions and thereafter only the DPCs will be conducted. Regarding filling up of about 8-9 vacant EE(C) vacant posts, he mentioned that DPC has been initiated and shortly the promotion order will be issued.

(b) Consideration of request / tenure transfers of SDEs/EEs(C) :- PGM(BW) assured to look into the matter.

(c) Submission of Committee report on allotment of BSNL quarters to the children of BSNL employees serving at different stations in other PSUs / Companies / Govt. departments :- PGM(BW) mentioned that Committee report on allotment of BSNL quarters to the children of BSNL employees serving at different stations in other PSUs / Companies / Govt. departments at different stations is being submitted shortly to the Competent Authority. It is understood that report is favorable.

(d) Committee report on renting out BSNL's accommodation to the IT Companies / Banks :- PGM(BW) mentioned that Committee report will be finalized in the next week on this issue and will be submitted to competent authority. It is understood that Committee suggests to identify one building in one city to rent out to IT Companies / Banks preferably ground floor accommodation.

(e) Utilization of Civil Wing manpower by taking other PSUs / Govt. department project:- PGM(BW) mentioned that efforts are being made to get empanelled as Public Works Organization (PWO) to participate in tendering process of other PSUs / Govt. departments to take building construction projects. He mentioned that shortly BSNL will be empanelled as PWO in Department of Urban Development and its Civil wing manpower will be fully utilized.

(f) Retention of BSNL's assets by DoT:- On our query regarding BSNL's approach against retention of of BSNL's assets by DoT. PGM(BW) informed that recently BSNL officers led by Director(HR) attended meeting with AST in the presence of JST, DDGs concerned from internal finance of DoTand discussed the matter. During discussion all the orders issued by DoT regarding transferring of assets and liability from DoT to BSNL at the time of its formation were discussed and it was requested to withdraw the DoT order issued in this regard. However BSNL is ready to provide office accommodation to CCAs, VTM Cell of DoT as per the earlier agreement, BSNL management has requested DoT to complete assets transfer deed in favor of BSNL where the documents are completed in a phase manner.

(g)Proper office accommodation to PGM(BW) staff in Kashmeri Gate CTO building:- We requested to provide proper office accommodation to PGM(BW) staff recently shifted from Chanderlok Building to Kashmeri Gate CTO building. PGM(BW) assured to provide proper office accommodation to his staff.

13.07.2011: A Special General Body Meeting at Mathura on 13-07-2011: GS, AGS(HQ) attended and addressed a Special General Body Meeting at Mathura. Circle President Sh. Moti Lal Verma and Circle Secretary Sh. K.R. Chahar were also present in the meeting. Circle President welcomed all the CHQ Office bearers. Circle Secretary Sh. K.R. Chahar in his address discussed the issues related to Circle as well as CHQ.

Com. AGS(HQ) CHQ thanked Circle Secretary/President and also all the comrades of Mathura SSA for inviting him in the Special General Body Meeting at Mathura and appealed to all Comrades not to go to Hon'ble Courts for individual interest because it stopped the entire process of DPCs and requested to discuss the issue with CHQ as CHQ is always ready to deliberate on all such issue in detail.

Com GS, CHQ AIBSNLEA thanked to all for giving an opportunity to meet the comrades after a long time and gave a step by step picture on how AIBSNLEA has contributed in the  interest of BSNL Executives since the formation of BSNL.  GS in his address apprised the status of current  issues like DPCs of all grades of all the cadres and  ITS absorption etc . He also informed that JAC is going to declare year 2011 as Customer Delight Year. He also informed that after joining of new CMD BSNL; tender of procurement of CLIP Instruments, Cables and Modems have been finalized and soon field units will receive these equipments and customer's complaints in this regard will be addressed. He also informed that BSNL has floated tender for procurement of 14.37 million GSM mobile lines and hopped that the same will be finalized at the earliest. He also appealed to adopt the strategies to strengthen the sales and marketing units to bring more and more business and stressed upon to provide quality service to retain further  add new customers etc.

 At the last, Circle Secretary Sh. K.R. Chahar gave vote of thanks.

07.07.2011: GS, President, FS, AGS(F) and AGS(HQ) met Director(HR) and discussed

(a)  Performance Review Meeting of BSNL by Hon'ble MOC&IT :- On our query to Performance Review Meeting of BSNL with by Hon'ble MOC&IT, Director(HR) mentioned that it is good that Hon'ble MOC&IT is monitoring BSNL's Performance personally and informed that he is not happy with the mare 5% growth in months April & May'2011 and he has directed that BSNL should earn 25% more revenue in every month in compare to previous year. The performance of the Circles / SSAs will be monitored monthly basis.

(b)  Delay in procurement of GSM equipment, Broadband Modems, MLLN Equipment, Cables, CLI Instruments, EVDO Cards etc. - Adversely affecting the viability of BSNL:- We expressed our serious concern against delay in procurement of GSM equipment, Broadband Modems, MLLN Equipment, Cables, CLI Instruments, EVDO Cards etc.  Director (HR) informed that within couple of months Broadband Modems, Cables, CLI Instruments, EVDO Cards will be available, soon APOs are being issued. Regarding GSM equipment procurement, CMD is making efforts for an early solution. He mentioned that an early action will also be taken for procurement of MLLN equipment.  

(c)  Request for granting meeting to AIBSNLEA: - We requested for granting a  meeting to AIBSNLEA to discuss long pending pressing HR issues, which were discussed in the meeting with Sr. GM(SR), Sr. GM(Estt.) , Sr. GM(Pers.) and Sr. GM(EF) on 14.12.2010 but still remains unsettled. Director (HR) assured to direct Sr. GM (SR) for necessary action.

(d)  DPC from DE(Regular) to DGM(Engg) :- We requested to expedite DPC from DE(Regular) to DGM(Engg), for filling up of the vacant DGM posts. Director(HR)  mentioned that all concern should have unanimity then only further action may be taken.

(e)   DPC from SDE(T) to DE(Adhoc) : - We expressed our serious concern against delay in holding DPC to fill up about 1200 DEs vacant posts. Director(HR) mentioned that necessary steps are being taken to initiate DPC on the basis of legal opinion.

(f)   DPC from AO to CAO (Adhoc):- We requested to allow the DPC from AO to CAO(Adhoc) for filling up of the vacant CAOs posts. He assured to look into the matter.

(g)  Pay anomaly case - Senior Executives are drawing less pay then their Juniors: - We expressed our concern against delay in holding Committee Meeting Headed by PGM(FP) to examine the pay anomaly case. Director (HR) assured to look into the matter.

(h)  Unjust and arbitrary transfer order of Shri Rakesh Chopra, SDE, Kullu, HP Circle and Branch Secretary of AIBSNLEA of Kullu Branch, HP Circle: - We requested to intervene in the unjust transfer case of Shri Rakesh Chopra, SDE, Kullu, HP Circle and Branch Secretary of AIBSNLEA of Kullu Branch, HP Circle as per immunity clause. Director (HR) assured to look into the matter.

(i)   Cancellation of inter Circle transfer order of executives already served at tenure stations declared by the BSNL CO:- We requested to cancel the inter circle transfer order of the executives, who have already served on tenure stations more than two years which have been declared Tenure stations of Circles by the BSNL CO. Director (HR) assured to look into the matter.

(j)    Wrong implementation of BSNL Executive Promotion Policy for Group 'B' level Executives in BSNL regarding implementation of E7 scale instead of E6 scale as per the clarification of DoT:-  We expressed our serious concern against Wrong implementation of BSNL Executive Promotion Policy for Group ‘B' level Executives in BSNL regarding implementation of E7 scale instead of E6 scale as per the clarification of DoT (from E5 to E7 Scale). Director (HR) assured to look into the matter.

(k)   Settlement of EPF issue for BSNL Recruit Executives: - We expressed our serious concern against non settlement of EPF issue for BSNL Recruited Executives.  Director (HR) assured to discuss the matter with GM (CA) BSNL Corporate Office.

(l)   E-2 & E-3 IDA Pay Scale to JTO/SDE equivalent executives:-Director (HR) mentioned that the BSNL's recommendations for E1A & E2A Pay Scales have been sent to DoT for approval & advised us to pursue in DoT.

07.07.2011:Customer Delight Month for July 2011- Extended JAC decides to extend  Customer Delight Month for the month  July 2011 also . Next Meeting of JAC will be held next week in which decision will be taken for declaring Year 2011 as Customer Delight Year.  All the Circle / Branch Secretaries are requested to implement the same in true aspect for this month and give their feedback to CHQ in this regard.

(a) DPC from SDE(T) to DE Adhoc: We requested to expedite DPC from SDE(T) to DE (Adhoc) by calling ACRs.  Sr GM(Pers) assured to look into the matter. 

(b) Cancellation of inter Circle transfer order of executives already served at tenure stations declared by the BSNL CO: We further requested to cancel the inter circle transfer order of the executives, who have already served on tenure stations more than two years, declared by the BSNL CO. Sr. GM(Pers) assured an early decision in this matter.

(c) Early holding of Committee Meetings headed by PGM(FP) to discuss the pay anomaly case wherein seniors are drawing less pay than their juniors and to settle AAO,Sr.AO/Sr.SDE pay fixation case by treating post based promotions of DOT period:- Sr. GM(Pers) mentioned that PGM(FP) has been requested to hold the meetings at the earliest. However, he assured early holding of the meetings to submit the committee reports on both the issues.

(d) Modification of posting order on promotion  from JTO(T) to SDE(T) : We requested to consider some requests for modification of posting order on promotion  from JTO(T) to SDE(T) on genuine grounds. Sr.GM (Pers) mentioned that at this stage no modifications on posting order can be considered in view of filling up the vacant SDEs(T) posts of deficit/hard tenure Circles. However, he agreed to consider modification only from hard tenure Circle to hard tenure Circle only, if any.    

06.07.2011:GS & President met PGM(FP) and discussed:-

(a) DPC from AO to CAO(Adhoc) :- PGM(FP) informed  that a Management Committee Note has been prepared and will be sent to MC in the next week to fill up all vacant STS posts.

(b) DPC from CAO to DGM(F) [Left out cases] :- PGM(FP) further mentioned that he himself will speak to the concerned Appellate Authorities to sent speaking order of APR up-gradation at the earliest. 

(c) Consideration of request / tenure transfers of JAOs/AOs/CAOs/DGMs(F) :- PGM(FP) mentioned that the pending request/tenure transfer cases of JAOs/AOs/CAOs are under consideration and shortly the transfer orders will be issued.

06.07.2011:  GS & President met Shri Neeraj Verma, GM(Trg.) and discussed:

(a) Online examination for mandatory Trainings- Regarding the problems being faced by the executives during online examination on mandatory training courses. We explained that questions are being asked out of syllabus and even the executives who got post based promotion before Time Bound Promotion are being asked to appear in the online examination. Similarly the executives retiring within two years are also asked to appear in the online examination etc. We also requested to prepare a question bank on the online trainings which will help executives to understand the pattern of the examination. GM(Trg.) mentioned that he will examine the matter wherein the questions are given out of syllabus. Regarding the  executives who got post based promotion before Time Bound Promotion is to be dealt by Pers. Cell and clarified that the executives got Time Bound Promotion within two years period of their retirement need not to appear in the examination but those who got TBP before two years of their retirement are required to appear in the examination. He informed that  the online examination is a successful exercise wherein 84% result is achieved. He also mentioned that as per the demand of our Association already Circles have been authorized to conduct online examination to the nearest offices/Centers instead of distant Training centers.

(b)   Summer Training to Engineering Students : We requested to issue instructions to all Circles to make publicity/marketing of BSNL's summer training Course programme for Engineering students by personally visiting the Engineering colleges and giving presentation of training module.  In absence of proper approach and presentation so many engineering students are not taking training from BSNL. GM(Trg.) mentioned that during last year BSNL earned more than Rs.6.0 crores from summer training and this year the target is more.  He assured to look into the matter.

05.07.2011: GS & President met GM (Restructuring) and discussed

(a) Change of Designations on Time Bound Promotions: - We expressed our serious concern against non-finalization of Change of Designations on Time Bound Promotions to the Executives. Our association has already submitted views / suggestions in this regard. GM (Restructuring) mentioned that issue has been deliberated in a group of Officers Meeting and on the advice of competent authority the views of Circle Heads were called one year before. Reminders have also been issued in this regard but only three circles have sent their views on this issue. We requested that, since Head of Circles are not showing any concern on this issue, in that case BSNL Corporate Office should finalize the designations on time bound promotions based on the feed back available. GM (Restructuring) assured to discuss the matter again with the competent authority. On our pleading that the designations of un-absorbed ITS officers have been changed from DGM to Addl. GM and GM to Sr. GM even without getting the scale and for that no suggestion / views of Circle Heads were called for. GM (Restructuring) informed that the decision in this regard was taken by Pers. Cell, BSNL CO not by the restructuring Cell.   

(b) De-linking of Inter Circle transfers  for those executives, who already served in tenure stations more than two years:- We requested to de-link of Inter Circle transfers  for those executives, who already served in tenure stations more than two years. GM (Restructuring) mentioned that some hard stations of some Circles have been declared tenure stations by BSNL Corporate Office Pers. Cell and Pers. Cell only has to look into the matter.

02.07.2011: BSNL Corporate Office issued order regarding retirement on superannuation on 30.06.2011 in respect of (i) SDEs (Telecom)/PS (ii) AFS Executives (iii) Executives of DGM/AGM/DE equivalent grade (iv) BW1 BW2 BW3

01.07.2011: In response to our letter dated AIBSNLEA/CHQ/MOC&IT/2011 dated 13.06.2011, CMD, BSNL submitted a detailed proposal to Secretary (T), DOT, vide its D.O. No. 72-31/2011-BB/Govt Business dated 09.06.2011 to get the telecommunication works required in all Central Government Offices/Central Governement  PSUs. [ Click here for letter]

01.07.2011: GS and FS met Sr.GM(Pers) and discussed:

(a)  DPC from SDE(T) to DE Adhoc : We expressed our serious concern against delay in holding DPC to fill up about 1200 DEs vacant posts. Sr.GM(Pers) mentioned that Hon'ble CAT chennai has quashed the seniority list dated 17.01.2007 of SC/ST candidates which has been upheld by Hon'ble Madras High Court. Against the judgment, efforts are being made to file SLP in the Hon'ble Supreme Court shortly. However calling of APRs of the eligible SDEs to DE Adhoc promotion may be considered to initiate DPC, subject to out come of Hon'ble Apex court direction.

(b)  DPC from DE regular to DGM(Engg): We requested to expedite the DPC from DE regular to DGM(Engg), for filling up of the vacant DGM posts. SrGM(Pers) mentioned that the DPC can be completed only when unanimous opinion comes from all concern. However, he assured to look into the matter.
