28.11.2025   Addl. GM(BW) BSNL CO writes letter to All CGMT,BSNL Telecom Circles for Upkeep & maintenance of BSNL colonies and Inspection quarters.  <<Click here for letter>>

After the VRS, many staff quarters were vacated, and due to lack of proper maintenance and repairs, several quarters have deteriorated. Many outsiders are interested in taking these quarters under the CROP policy, but at present, the condition of the quarters is not liveable. This is causing revenue loss to the organization, as the potential rental income from these quarters remains untapped.

This initiative will greatly assist Circle and BA-level officers in maintaining staff quarters effectively and in exploring opportunities to generate rental income. In this regard we appeal AIBSNLEA members to join hand to explore this opportunity to maintain staff quarters, IQs liveable, neat and clean.s liveable, neat and clean.

27.11.2025  Online booking of BSNL Inspection quarters has inaugurated by CMD BSNL in presence of Board of Directors on 24 November 2025.

27.11.2025  GS writes to the Chief General Manager Telecom, West Bengal Circle

The General Secretary, AIBSNLEA, has written to the Chief General Manager Telecom (CGMT), West Bengal Circle, informing that, in exercise of the powers conferred under Clause 8(VI) – Powers & Duties of Office Bearers, Sub-clause (c) – General Secretary (v) & (vii)(a) of the AIBSNLEA Constitution, a new Ad-hoc Committee for AIBSNLEA, West Bengal Circle, has been constituted.    << Letter to CGMT, West Bengal>>

Through this communication, the GS has requested the CGMT, West Bengal Circle, to kindly extend Trade Union Facilities to the Office Bearers of the newly formed Ad-hoc Committee of AIBSNLEA, West Bengal Circle.

26.11.2025   Shri Chandrakant Das, OS (East), Shri Debabrata Dey, Advisor CHQ, Shri Raju Roy, CS Kolkata TD, and Shri Avijit Khamrui,  (Ex-OS East), have undertaken an organizational tour of the West Bengal Circle as per the directives of AIBSNLEA CHQ to facilitate the renewal of the AIBSNLEA Circle Body in West Bengal.

During their visit, the leaders held meetings with supporters and well-wishers of AIBSNLEA across various locations in the West Bengal State. Based on their interactions and assessments, they have recommended a panel of office bearers for the formation of an Ad-hoc Body for the West Bengal Circle.

A formal communication from CHQ regarding the constitution of the Ad-hoc Body will shortly be issued to the concerned CGMT, West Bengal Circle.

19.11.2025  The Executive Associations of BSNL—AIBSNLEA, SNEA, AIGETOA, and SEWA—have strongly condemned the proposed lateral recruitment of SET and DR DGM. Accordingly, a joint representation has been submitted to the Hon’ble Minister of Communications, Shri Jyotiraditya Scindia Ji. << Click here for letter>>
18.11.2025  General Secretary Sh. Abhishek Jain and Circle President (CO Office) Sh. Sunil Gupta had a courtesy meeting with Member (Services) Shri Deb Kumar Chakrabarti Ji.
During the interaction, the General Secretary fondly recalled the period when Shri Deb Kumar Chakrabarti Ji served as GM (Pers) in BSNL. His tenure is remembered for resolving several long-pending issues and for his positive, solution-oriented approach that broke many deadlocks.
As the discussion progressed, the matter of the 3rd PRC came into focus. Member (Services) clarified that this subject does not fall directly under his purview, as BSNL-related matters are currently being handled by the Addl. Secretary Telecom (AST), who is the appropriate authority to provide updates.
The GS also sought Member (Services) views on the role of BSNL in the present telecom scenario. Appreciating the concern, Member (Services) stated that BSNL holds a significant and strategic role in the telecom sector. At present, the market is largely governed by a duopoly of two major private operators—Jio and Airtel—with BSNL’s market share around 7.5%. This, he said, is not conducive to healthy competition. Ideally, BSNL’s market share should increase to around 20% to ensure balanced market dynamics. To achieve this, the Government is committed to making BSNL a profit-making entity and has allotted various major projects to the company.
On the matter of manpower, Member (Services) opined that the future lies in strengthening the vendor-based model, as most operational activities today are machine-driven. He emphasized the need to deploy BSNL’s workforce more effectively in monitoring, supervisory, and oversight functions.
AIBSNLEA highlighted the need for positive and timely resolution of BSNL’s various pending issues in the DoT. Member (Services) assured that whenever BSNL-related matters are placed before him, appropriate and favourable decisions will be taken promptly, as BSNL continues to support government policies and plays a vital role as a balancing force in the telecom market.
12.11.2025  General Secretary Sh. Abhishek Jain and CHQ President Sh. Rajpal Sharma met PGM (Estt) Shri S. P. Singh Ji to submit inputs regarding the introduction of the National Pension System (NPS) for BSNL-recruited employees, in lieu of the existing Superannuation Pension Fund.

During the discussion, the concerns and modalities for implementing NPS were elaborated, such as:

·         Management of two NPS accounts for employees who already possess one;

·         Clarification regarding administrative charges;

·         The minimum time frame for settlement of NPS funds in cases of exit or employee death;

·         And several other important operational aspects.

PGM (Estt) appreciated the concerns raised and stated that the inputs provided by AIBSNLEA are valuable and will be discussed in the committee meeting. 11.11.2025  General Secretary Sh. Abhishek Jain and CHQ President Sh. Rajpal Sharma met PGM (EF) Shri Shailendra Bhardwaj Ji to discuss the case of Sh. S. Subramanian (HR No. 199800271), JAO, Nagercoil BA, Tamilnadu Circle.

The promotion issue of Sh. S. Subramanian was explained in detail. It was informed that although promotion orders were earlier issued, he did not be promoted due to a third-party malicious complaint. The complaint was reviewed and settled by the reviewing authority in 2019, yet his promotion to the AO grade has not been effected till date.

Further several other important issues including OTP as well as hard tenure transfers have also been discussed in detail.

PGM (EF) mentioned that all such cases are under submission and will be issued after due approval from the competent authority.

11.11.2025  General Secretary Sh. Abhishek Jain and CHQ President Sh. Rajpal Sharma met PGM (Pers.) Shri Rajeev Kumar Kaushik Ji to discuss the case of Sh. B. D. Walde (HR No. 199603811), AGM (T), Maharashtra Circle.

During the meeting, the matter was explained in detail. It was highlighted that Sh. B. D. Walde was recruited in the year 1993 under the special examination for direct recruitment of SC/ST candidates for the post of JTO (T), and the necessary corrections were duly made by the Maharashtra Circle. Considering his recruitment year (1993), it was emphasized that his seniority in the SDE cadre needs to be re-examined accordingly.

06.11.2025  General Secretary Shri Abhishek Jain met Dr. Kalyan Sagar Nippani Ji, Director (HR), BSNL Board, to discuss the burning issue of JTO (Telecom) LICE and Superannuation Pension Fund.

GS expressed concern over the situation of those Junior Engineers (JEs) who were initially appointed in Group ‘D’ and later promoted to Group ‘C’ after qualifying in the JE LICE, but are now unable to appear in the JTO (T) LICE due to restrictive eligibility conditions.

Director (HR) gave a patient hearing to the issue and assured the GS that the matter will be examined and resolved in a timely manner.

GS submitted detailed inputs regarding the selection of Fund ManagersLIC Pension Fund Ltd. (LIC PFL) and HDFC Pension Fund etc.— for the proposed transition from the existing Superannuation Pension Fund to the National Pension System (NPS) for BSNL-recruited employees.

Director (HR), BSNL Board, appreciated the concerns and assured the GS that the submitted inputs will be duly considered during the finalization of the scheme.

04.11.2025 AGM (Estt.-I), BSNL Corporate Office, has endorsed the letter regarding revision of Industrial Dearness Allowance (IDA) applicable to Executives holding Board-level and below Board-level posts, Non-Unionized Supervisors, and Non-Executives in BSNL with effect from 1st October 2025. The revised rates are to be implemented in accordance with the guidelines issued by the Department of Public Enterprises (DPE). << Click here for letter>>
03.11.2025  BSNL Executives Associations unitedly protest against the Senior Executive Trainee(SET)
AGM (Recruitment), BSNL Corporate Office, has issued a notification regarding Direct Recruitment of Senior Executive Trainee (SET) in Telecom stream and Finance stream.<< Click here for notification>>
The executive associations of BSNL SNEA, AIGETOA, SEWA, and AIBSNLEA collectively and with unified voice stand against the recently issued notification for the recruitment of Senior Executive Trainee (SET) in Telecom and Finance streams at the E3 pay scale. A joint letter submitted to the CMD BSNL, demanding immediate withdrawal of the notification and highlighting the widespread resentment among serving executives.

The associations have expressed deep anguish and objection over the unilateral decision of the BSNL management to recruit SETs through an open lateral intake without consulting the recognized associations, in violation of the REA Rules 2014.
The Associations Strongly Objected and Pointed Out:
1] Complete Disregard for Internal Talent by BSNL: The SET recruitment ignores thousands of qualified and experienced executives already serving in BSNL who possess the same or higher qualifications and have 10–27 years of relevant experience.
2] Stagnation and Lack of Career Progression: Since BSNL’s inception, executives recruited through competitive processes like GATE and internal upgradations have largely remained in the same grade for 8 to 27 years without meaningful promotions.
3] Demoralizing the Existing Workforce: Bringing in fresh graduates at E3 pay scale without the required experience and placing them above serving JTOs/JAOs and other officers is seen as unjust and demotivating.
4] Ignoring Repeated Representations: This is not the first time such unilateral decisions have been made. Previous requests to prioritize internal promotions and fill key management roles through existing executives have gone unheeded.
5] Biased HR practices: The association highlights past examples such as the discriminatory handling of DR DGM recruitment, where similarly placed BSNL executives were sidelined in favour of external entrants.
6] Direct recruitment of freshers at higher level than JTO/JAO, while ignoring deserving internal talent and unresolved HR/financial grievances, is unjust, erodes executive trust, and impairs organizational effectiveness.

Demand:
1] Immediate withdrawal of the SET recruitment notification and stop any lateral entry in BSNL as being followed in other PSUs.
2] If any fresh recruitment is to be done then the same should be done in the cadres of JEs and JTOs/JAOs who are backbone of the BSNL. We also demand that instead of having bulk recruitment at JTO/JAOs, BSNL should recruit JTOs/JAOs/JEs every year and it should be regular yearly process.
3] f required, for filling vacant post of GM/PGM level in BSNL, a separate methodology and process may be defined to fill these posts from all the serving executives of BSNL.
4] Stop pick and choose applicability of Rules in BSNL and decide on applicability of rules to BSNL i.e. rules applicable to PSU or rules applicable to Government Services and please apply these rules uniformly for resolution of all issues of BSNL
5] Immediate action for Promotions of BSNL executives waiting for their first promotion. All the executives who have completed the residency in the grade must be extended promotions to the next level without any delay as jointly submitted by us.
6] Discuss the issue of shortage of Officers required at BSNL Managerial Position and to frame a methodology to fill vacant posts as followed in PSUs.
7] Immediate resolution of the long-pending financial issues including implementation of 3rd PRC, extension of E2 scales for JTO/JAO Equivalent, 30 Percent Contribution to Superannuation Benefits, Revision in TA/DA/ Transport allowances, restoration of previous Medical Reimbursement Limits.
8] The other perks and allowances of serving executives which are presently freezed by quoting financial condition of BSNL should be immediately released.
9] As the freeze on external recruitment is removed, immediate start of Compassionate Ground Appointment with consideration of the dependents of all the executives who left for their heavenly abode in all these years.

We urge the management to recognize that the loyalty, competence, and perseverance of BSNL’s existing executives are the true assets of the organisation. Any move to induct outsiders at higher levels, while disregarding the genuine career aspirations of in-house executives, may result in widespread frustration and a serious erosion of morale and motivation among the dedicated workforce who have sustained BSNL through challenging times.
