03.12.2014:GS, AFS met Sh. V. Umashankar, Jt. Secy (Telecom) DoT and discussed regarding:

(a)  Appointment of CMD BSNL and Director (HR) BSNL: JST mentioned that interviews for the post of Director (EB) and Director (Finance) have been fixed on 04.12.14 and 08.12.14 respectively by PSEB.

The CMD post select panel of PSEB has been sent to the PMO for approval and as soon as the approval is received the CMD posting orders will be issued. It is understood that Shri Anupam Shrivastava, Director (CM) BSNL Board has been selected for CMD post by PSEB selection.

Similarly, the matter for Director (HR) selection process has been sent to PMO. As soon as the approval is received, the PSEB will be asked to conduct the interview for the post of Director (HR) BSNL immediately.

(b) Govt. support to BSNL: Jt. Secy (T) expressed the serious concern against continuous surrender of BSNL landline and mobile connections every month where as private operator market share is increasing day by day. He also mentioned that MTNL services are not at all satisfactory. Hon'ble MOC & IT is also fed up with the complaints and has desired to concentrate about BSNL's performance after this parliamentary session. He advised to improve the revenue of BSNL immediately so that 3rd PRC report after two years may be implemented. We explained the material shortage problem in field units etc.

(c) 3% Pay fixation in the old scale and further 3% pay fixation benefit in the promotion scale: We requested for early clarification to BSNL, since the matter is pending with Director (PSU) for one and half year. Jt. Secy (T) assured to look in to the matter.

03.12.2014:GS, AFS met Spl. Secy (T), DoT Smt. Rita Teaotia and discussed regarding approval of HR issues in the next BSNL's Board meeting being held on 09.12.14. Sp. Secy categorically told that she will not allow discussions on HR issues till the time BSNL starts earning revenue. She expressed serious concern against the BSNL' continuous losses and this year Sept-2014, in the first time BSNL have cash loss. She categorically told that staff has to change their attitude and the services quality should improve. We explained that the main problem in the field units is shortage of material that she did not agreed.

03.12.2014:GS, AFS met DDG (Estt), DoT Shri R.K. Mishra and discussed regarding 78.2% Pay fixation case of BSNL pensioners. DDG (Estt) informed that a cabinet note on the basis of Deptt. of Expenditure clarification has been prepared and shortly it will be sent to DoT Internal Finance Wing for clearance and after the approval of Hon'ble MOC&IT it will be sent for inter-ministerial circulations for comments. After receiving the comments from nodal ministries the final Cabinet Note will be prepared and will be sent to the cabinet for approval. The process may be completed within two months time.

03.12.2014:GS, AFS met Director (PSU), DoT Shri Sanjeev Gupta and discussed regarding 3% Pay fixation in the old scale and further 3% pay fixation benefit in the promotion scale: We requested for early clarification to BSNL, since the matter is pending for one and half year. Director (Staff) mentioned that shortly it will be replied to BSNL.
03.12.2014:GS, AFS met Director (Staff), DoT Shri N.R. Bishnoi and discussed regarding issuance of Presidential Order in respect of Shri Ramchandran B, SDE, HR No. 198215684 of Karnataka. Director (Staff) discussed the matter immediately with Director (Vigilance) about the NOC. After receipt of the NOC, in the next week the Presidential Orders in respect of Shri Ramchandran B, SDE will be issued.
03.12.2014:GS, FS met Sr. GM (SR) and DGM (SR) and discussed regarding membership verification of Executive Association. Sr. GM (SR) mentioned that so far no date of hearing in Hon'ble High Court of Karnataka has been decided. However, he mentioned as soon as the stay order is vacated the membership verification process will start.

..........State-owned telecom firms BSNL and MTNL have incurred losses of Rs 3,785 crore and Rs 1,567 crore till September in the current financial year and steps are being taken to revive them, government said today.
The losses are on account of decline in revenue and increase in expenditure, Minister of Communications and IT Ravi Shankar Prasad said in a written reply to the Lok Sabha.   
At present, there is no proposal for disinvestment in MTNL and BSNL though the government is in the process of revival of the two firms through various short term, medium term and long term measures, he added. 

"The long-term measures, including merger of BSNL and MTNL, would attempt to position these PSUs to emerge as market leaders in the converged telecommunication market."

02.12.20145TH Circle Conference of AIBSNLEA, Andhra Pradesh at Auditorium, RTTC Hyderabad on 28th and 29th November 2014:

 

Delegate Session:

The 1st day of Delegate session was conducted at the AUDITORIUM of RTTC Hyderabad .After the flag hoisting by the President Com Rajsekhar all the delegates assembled at the auditorium. The Circle secretary Com J.Saibaba presented his report to the delegate session on behalf of the CEC of AIBSNLEA and was adopted. Similarly Finance secretary Com Narender presented his audited financial report and was adopted.

 

There was fruitful discussions about various DPCs such as JAO to AO, how some miscreants have been trying to delay the issue of orders by raking up illogical queries and how they are trying to create differences among the executives while AIBSNLEA is trying to UNITE executives, DPC from JTO to SDE, AO to CAO adhoc, regularization of adhoc CAOs, status of promotion from DE to DGM etc,. CS clearly explained the stand of the association in circle on issues such as transfers; postings etc and requested people to stick to certain principles and reap the results out of the same. Always there will be people to destabilize the UNITY of executives in one form or the other and appealed to be vigilant.

 

Com Prahlad Rai GS joined the delegate session and all the delegates were very much enthusiastic to put before the GS various issues such DPCs, viability etc.

 

GS patiently replied to all the queries raised by the delegates such as Promotion from the cadre of JAO to AO and clearly explained the conditions under which the release of orders is getting postponed and assured that all the efforts will be made to get the orders released by the end of Dec 2014 provided there is no court case and cautioned executives not to fall prey to rumor mongers.

 

About the promotion from the cadre of DE to DGM adhoc, GS explained the case of rule 206 and expressed hope that the case will get settled shortly and association will make all efforts to get the orders released immediately. The VCRs are expired and fresh VCRs are called for. The issues of departmental outsider JTOs, officiating JTOs were discussed in detail. Similarly the reasons for delay in promotion from JTO to SDE were explained and hoping that the court case will get settled. Association is pursuing for DPC at the earliest.

 

The delegates thanked the GS for getting released the promotion orders from SDE to DE,CAO adhoc to CAO regular, GM adhoc to DGM regular in both the streams etc,.

 

GS explained the issue of creation of PPS posts in the field as there is no promotional opportunity to PA/PS, issues concerned to Civil/electrical and architectural cadres and how association had been pursuing the issue of promotions in the stream of Civil/Ele/Arch at par with telecom engineering wing, the issue of pursuance of telecom Civil wing at par with CPWD, issues of AD (OL) etc were all explained in detail. On the query by certain delegates about the exam from steno grade to PA cadre GS assured to do the needful.

 

The issues concerned to standardized pay scales were discussed and GS clearly explained the stand of association that standardized pay scales need to be given from E2 to all the executives and to be treated at par with MTNL executives. The efforts of the association in resolving the issues of CPSU cadre hierarchy and 30% superannuation were discussed and the co-operation between AIBSNLEA and AIGETOA was also discussed in detail.

 

Com S.R. Patil OS(S) CHQ graced the occasion and explained in detail the necessity of UNITY among executives and to make all efforts for AIBSNLEA to become number one association in the membership verification of executives of BSNL associations.

 

Open Session

The OPEN session in connection with the 5th Circle conference of AIBSNLEA was held at auditorium in RTTC, Hyderabad on dated 29-11-2014. The session started with cultural programs with recitation song on GOD GANAPATHI and a very beautiful dance by Kum. SRAVYA SRIDEVI, daughter of Smt. V.SARADA SDE, the President of ITPC branch.

 

The guests were welcomed to the Dias by Com Guru Prasad, NATFM and the program started with lighting of lamp invoking GOD to bless all of us. The guests were felicitated with bouquet, shawl and Memento.

 

After opening remarks by the President Com Raja Sekhar, the key note address was delivered by the Circle Secretary of AIBSNLEA AP Com. J.SAIBABA covering all the issues of viability, new business, issues of executives etc.Com J.Saibaba  demanded the administration to have a transparent transfer policy, review of transfers given from soft tenure SSAs, commitment of staff during HUDHUD cyclone, Diversification of business exploring new opportunities, restoration of land line service connections and BB connections, supply of stores for providing quality of service, revision of LL and BB tariff, Revision of FTTH tariff, problems in ERP implementation, up keeping of departmental buildings especially IQs, supply of batteries to exchanges and BTSs, strengthening of market teams, reimbursement of cost of brief case, mobile telephone etc, review of continuation of loss making exchanges of smaller capacity, return of deposit to customers of WIMAX customers etc,.

 

Com LAXMAN the VP of AIGETOA narrated how BSNL is losing business because of the impractical approach especially w.r.t. broad band business and how the executives are targeted for no fault of them. It is the management which is supposed to take care of the issues immediately.

 

Com Prahlad Rai, General Secretary in his address clearly explained the status of various issues w.r.t  viability of BSNL such as stopping of ADC by the Govt and its promise of giving funds to compensate the losses due to operation of services in the rural sector, and how govt is not releasing the funds, the issue of mobile eqpt  tenders during 2007 and how we fought to get equipment by all unions and associations and how recently because of the pressure mounted by us only 15m line mobile equipment was ordered and how AIBSNLEA pursued for completion of tenders for supply of cables to the field, and the idea of AIBSNLEA to start CUSTOMER DELIGHT month with the help of forum and how it is extended as Customer delight year  etc. GS also narrated the issue of keeping an amount of Rs 4825 crores for encashment of leave issue of BSNL employees or otherwise we could have faced lot of problem.

 

GS also narrated the issue of not allowing BSNL to participate in the tendering of spectrum and how BSNL was squeezed by the then Govt to shell down the max price for spectrum, the situation of notional loan which was never took by BSNL and interest charged by Govt @ 14.5% and how we  fought to get rid of the same. The scales which are given to BSNL executives were provided in the name of Rule 37A pension provisions and now MTNL staff is also covered under Rule 37A, till such time which was exclusive to BSNL staff and hence standardized scales starting from E2 are to be given to executives of BSNL immediately.

 

GS also informed the house about the implementation of CDR for the 1st time in INDIA at Hyderabad and how HTD lost around 4ok connections due to the improper implementation of the same and the issue was taken up by AIBSNLEA with the CMD and few corrective steps taken. Even the occupation issue of BSNL Bhavan was taken up with CMD and things moved very fast.

 

GS explained all the cadre issues, the issue of regularization of officiating JTOS. Modification to BSNL MSR rules for transfer of 25% of posts to promote stream in Finance wing at par with engineering, the issue of promotions in the civil/electrical/arch wings and these are all waiting for the approval of BSNL board.

 

Many other issues of importance to the BSNL and its executives were explained by the GS and the address was received with lot of applauses from the audience.

 

Sri.Ratna Babu garu the GM(F) HTD narrated the revenues pertained to HTD and suggested ways to improve the same by the active participation of all the executives. He appreciated the address of GS citing that AIBSNLEA GS is speaking everything with facts and figures and really an informative and inspiring one.

 

Sri.George Santosh Marshall garu, Sr GM(HR) AP Circle appreciated the address of GS and replied that the issue raised in Key note address such as transparent transfer policy are debatable. Many other issues raised can be discussed further such as posting of more staff to marketing wing etc, .He also stated that the quality of service depends upon our initial laying (Installation) works and in the situation existing in INDIA there is no clear policy for right of way to telecom service providers and even smaller countries such as SA have a better policy. We should pressurize the Govt for the same.

 

Sri.Muralidhar garu PGM HTD who is acting as CGMT AP Circle narrated the steps taken for providing better services and expected that the field staff should visit the premises of citizens and market our services. However he was accepting that FTTH need a push and the cost for BB connection from BSNL need a review as proposed in Key note address and now lot of schemes are suggested to circle office for consideration so that we can compete with Pvt Telecom operators. He appreciated the informative address of Com GS and said that all the executives should feel proud to have such GS.

 

Com Kabir Das GS officiating JTOs association, Com R.S Patil OS(S) CHQ , Com Veera Bhadra Rao CS AIGETOA, Sri Seetha Rama Raju garu GM(HRD) HTD and Sri Varma garu, Chief engineer were also present. The open session ended with national anthem.

 

Later during post lunch session elections were held for the new body of office bearers for the next term and the conference lauded the services rendered by the outgoing circle office bearers team.

 

Com PEDDA RAO, Com B.SREENIVASULU REDDY and Com NARENDAR were elected as the Circle President, Circle Secretary and Finance Secretary respectively along with other office bearers unanimously. The newly elected team took oath.

 

Com M.Venkata Reddy was nominated as the CONVENER for the co-ordination committee of AIBSNLEA and AIGETOA at Circle level.

 

New body submitted vote of thanks where sincere thanks were extended to the branch of NATFM and reception committee led by Com K.Jairam for their contribution towards the successful completion of 5th Circle conference of AIBSNLEA AP.

01.12.2014GS met GM(FP) and discussed regarding  :

(a) CPC from JAO to AO  -  We requested to expedite CPC from JAO to AO,  GM(FP) mentioned that the CPC work is in progress, the seniority  list of JAOs has been prepared  by SEA(Cell) and will be uploaded on BSNL Corporate Office Intranet shortly for comments and finalization.  On the basis of new JAO Seniority List about 214 SC/ST JAOs upto 2010 batch are being considered for promotion.  He assured to issue AO promotion order in this month itself.   He further mentioned that as soon as this promotion order is issued another CPC will be initiated immediately to fill up the AO vacant posts as on 1st July, 2014.

(b) CPC from CAO (adhoc) to CAO(Regular) Left out cases:-  GM(FP) mentioned that as soon as the VCRs are received immediately promotion orders will be issued .

(c) LICE of JAOs:  GM(FP) mentioned that the proposal to reduce eligibility service from 7 years to  5 years from TTAs and other eligible non-executive cadres to JAOs LICE has been included in the next BSNL Board Meeting Agenda. 

(d) LDCE from JAOs to AO:  GM(FP) mentioned that the proposal cleared by BSNL MC for introduction of LDCE from JAOs to AOs promotion has also been included in the BSNL Board Meeting Agenda to be held on 9th December, 2014.

(e) Diversion of 25% MT Quota 335 CAO  Posts to Senioirty Quota  :  GM(FP) mentioned that he is trying to get included this item in the agenda of next BSNL Board Meeting   but after the approval of the  competent authority. it will  be included.

(f)  Allowing Option to JAOs-2010 Batch  :  We requested to hold a committee meeting to discuss the matter of allowing options to JAOs-2010 Batch who joined  after 07-05-2010.GM(FP) assured to  fix up the committee meeting shortly.

01.12.2014GS, AGS (HQ) met GM (Estt.) and discussed regarding   :-

(a) Finalization of JTO (RR)-2014:- We requested to get approval of the BSNL Board in getting approved the JTO(RR)-2014 as already cleared by BSNL M.C.  GM (Estt) informed that the JTO (RR)-2014 proposal has been included in the next BSNL Board Meeting to be held on 9th December, 2014.   He expected in case the matter is considered by the BSNL Board and approved the regularization of officiating JTOs and LICE from TTA to JTOs will take place immediately.

(b)  Restructuring of AD (OL) Cadre:   We expressed our serious concern against the negative attitude in settling the restructuring the AD (OL) Cadre despite of the favorable committee report.  GM (Estt) mentioned that they  have given establishment cell view as earlier occasions but the Pers(Cell) may take decision on the basis of committee report as the many decisions are taken by Per(Cell) without the clearance of Estt(Cell) .  We requested to reconsider the matter since there is no financial implication involved.

(C)  Creation of PPS Posts in field units We requested to support the issue of creation of PPS Posts in field units as implemented in BSNL Corporate Office up to Sr. PPS Level..  GM (Estt) mentioned that the matter is already under the consideration of a committee headed by ED (CN), Corporate Office, BSNL.  He further mentioned that the proposals of PPS / Sr. PPS posts creations in BSNL C.O.  were never processed through Estt (Cell) of BSNL Corporate Office.  These proposals were directly processed by Per(Cell) to the competent authority and got  created PPS / Sr. PPS posts in BSNL Corporate Office.  The similar action may be taken in this regard also.

(d)  Allowing Option to JAOs-2010 Batch  :  We requested to hold the  committee meeting to discuss the matter of allowing options to JAOs-2010 Batch who joined after 07-05-2010.    GM(Estt) mentioned that GM (FP), convener committee will fix up the meeting date shortly.

28.11.2014: Circle Conference of Chhattisgarh Circle on 27.11.2014 at Raipur: The fourth circle conference of AIBSNLEA Chhattisgarh Circle was held on 27-11-2014 at conference hall of New Circuit House, Civil Line, Raipur. Delegates and members of all six district branches of AIBSNLEA attended the conference. Apart from SSAs, the members of WTR, WTP, Civil/Electrical attended the conference. The conference hall was jam packed during conference.

Open session was started at 12.00 PM after delivering welcome speech by Circle Secretary Shri R.K. Sharma. Shri G.C. Pandey CGMT Chhattisgarh Circle Raipur was chief guest and Shri Prahlad Rai GS, AIBSNLEA CHQ New-Delhi was special guest during the open session. Shri Sohan Verma CS AIGTOA also attended the open session. Due to all India strike called by joint forum of non executive's union the office bearers of non executive's union could not attend the conference.

CS AIGTOA Shri Sohan Verma appealed to unite the executives of circle also to concentrate in their day to day works to get better performance and financial viabilities of Circle.

Circle President Shri T.R. Patel expressed about different HR issue of circle e.g. the Chhattisgarh circle should be declared as hard tenure circle due to Naxalite activities, DPC for up gradation of executives according to EPP should required to be expedite quickly so that executives can get up gradation in time, vigilance cases of Chhattisgarh circle are to be disposed off according to time frame fixed by BSNL/CVC. Circle president also appealed with management to maintain transparency in transfer policy of executive so that after coming from hard tenure station the executives need not to be posted further at soft tenure station of Chhattisgarh Circle.

General Secretary Shri Prahlad Rai AIBSNLEA delivered very attractive speech and pointed all achievement of association in CHQ level. During his speech he informed about HR issues i.e. JTO to SDE promotion against 3000 posts are expected soon, already 2300 SDE(Telecom.) has been promoted as DE(Regular) in recent orders and order for  promotion of more 1000 SDE  will be issued shortly and 150 AO have also been promoted as CAO. Promotion of DE to DGM are pending due to pending court case regarding the seniority issue under rule 206 so order will be issued soon after judgment of Hon'ble court. He also appealed to all members of association to maintain absolute devotion towards work so that financial condition of BSNL may be improved. He gave more weight towards punctuality in attending office so that our all office may open in proper time which enables to grow marketing activities. Regarding promotion of executives in Telecom Factories, the main issue was to conduct LDCE so syllabus for LDCE has been prepared and now after starting of LDCE the hurdle in promotion will be reduced. GS also explained the present financial position of BSNL and appealed to all executives to pay their best for more revenue earning.GS also informed that our association is pursuing the matters for taking BSNL services to every Govt. offices/organization with administrative ministries. He also extended thanks to CS AIGTOA for making a joint forum with AIBSNLEA and assured all joint issue will be resolved jointly by making efforts by both association. GS also appealed to all executives to cooperate with CGMT who is absorbed in BSNL and make best efforts to make the circle as best circle in BSNL.

Chief General Manager Chhattisgarh Circle Shri G.C. Pandey delivered very graceful and effective speech. He delivered his speech in friendly atmosphere i.e. his speech was message for executive to grow the profitability of BSNL. He has shown his serious concern about poor revenue of circle as well as huge outstanding dues in entire circle. He informed that it is not the job of 1-2 officers of SSA to collect outstanding dues but maximum efforts are to be made by every executive to collect such out standing revenue because this revenue have generated after giving services by BSNL. He also mentioned that he has come to know that executives are working in this circle with fear and mental pressure due to huge vigilance cases arose during past years. He assured to settle all pending charge sheets shortly. He also conveyed that during his tenure all executives/staffs should work hard in their field free from pressure and fear. He has also assured that henceforth all charge sheets will be delivered after consultation with him only. One important thing he has expressed that when freedom is being extended to staffs/executives from management then the responsibilities of executives become more so all executives should work by strict adhering of rules and guidelines, they should not do such act which invites the complaints. CGMT also expressed that in comparison with other states the people of Chhattisgarh are very simple and keep away from dirty politics, in parallel heavy business potentials are existing in state so here growth in telecom business are very easy. He assured that if executives/staffs will co-operate him the revenue of circle will hike 20% in March 2015.He also intimated that SMS services are going to start where customer/public can give their feedbacks round the clock. Regarding grievances of executives, he informed that his team of officers will contact with every executives in phase manner so that grievances of executives are overcome. Finally, he appreciated our GS that without referring any paper/documents GS presented very factual information of CHQ without any pause.

Circle president extended vote of thanks to all and assure to CGMT that instead of 20% growth in revenue as CGMT has appealed, the maximum efforts will be done by our association to reach this grow by 25% by March 2015.

During the delegate session, District Secretaries presented their reports along with past organizational activities done during their term of office. Discussion held about increasing membership in association also future line of action about strengthening of association.

Circle Secretary Shri R.K. Sharma presented his report and discussed about issue raised in CWC held during his term of office. All queries as raised by members discussed and CS clarify all such queries. CS and CP both announced that they are going to clear CHQ quota up-to November 2014 shortly after conference. CS also assured that audited accounts will be presented in next CEC for getting approval. House accepted the report of CS and passed his report without any dispute.

Efforts are being carried to release remaining (about 50 ) left out promotion orders to the grade of STS (CAO) on regular basis of Telecom Finance.

26.11.2014 GS met GM (FP) and discussed regarding:

(a)  CPC from JAO to AO: GM (FP) informed that the approval of the competent authority has been received today to the SEA cell's revised proposal to fulfill the requirement of SC/ST roaster. Hence, about 1640 AOs posts will be filled up through this CPC. He assured to expedite the CPC within one month time.

(b)   CPC from CAO (Adhoc) to CAO (Regular) left out cases: The CPC from CAO (Adhoc) to CAO (Regular) is on and about 41 CAOs (left out) VCRs have been received for them promotion orders will be issued shortly. Similarly about 50 CAOs VCRs are still awaited from CVO office. However, he assured that as soon as the remaining VCRs are received the promotion orders will be issued.

(c)   CPC from AO to CAO: We requested to expedite CPC from AO to CAO to fill-up 230 CAO posts. GM (FP) mentioned that CPC work is in progress. The VCRs/CRs are awaited. He assured an early action in this regard.

(d)   Diversion of 336 MT quota CAO posts to seniority quota: We requested to get approved the proposal in the next BSNL Board meeting on 09.12.2014. GM (FP) assured to discuss the matter with Sr. GM (Legal) to bring the matter in the BSNL Board meeting agenda.

(e)   Committee meeting on JAO-2010 batch pay option case: We requested to fix-up an early committee meeting on allowing pay option to JAOs 2010 batch joined after 07.05.2010. GM (FP) assured that he will discuss the matter with GM (EF) and GM (Estt) to fix-up the committee meeting date shortly.

(f)  JAO Part-II Exam grace marks: We requested to consider 5 grace marks to the candidates of JAOs Part-II exam. GM (FP) mentioned that the matter was processed to the competent authority but it was not agreed due to repercussions in other cadres.

(g)   JAOs departmental exam notification: GM (FP) mentioned that the notification of DR JAOs to fill-up 962 JAOs posts has been issued. But for departmental JAOs, case to reduce eligibility from 7-years to 5-years is still pending for BSNL Board approval. As soon as the 5-years eligibility proposal is approved by BSNL Board the JAOs departmental exam will be notified.

26.11.2014 GS, AGS (HQ) and AGS (Fin) met ED (NB) in the presence of PGM (BW), PGM (Elect.) & PGM (Arch) and discussed regarding:

(a)    External works being taken by Gujarat Circle Civil Wing: We expressed our serious concern over the work load on the existing staff of Gujarat Civil Wing as the proposed work is spread over more than 83 locations of entire Gujarat state. PGM (BW) informed that till now BSNL was not using contingency clause of 5% expenditure which will be used in this particular case and all the required amenities like transport, additional support staff etc shall be met out from this allocation. However, ED (NB) and PGM (BW) both opined that Gujarat Circle should take the external works only after ascertaining own capabilities.

(b)   Notional pay fixation case of JTO (C/E/Arch/TF) w.e.f. 01.10.2000 at par with JAOs: We expressed our concerned for not taking up the case with the competent authority by the concerned cadre controlling authorities till so far. After a bit discussion, it was decided that PGM (BW) will initiate the proposal and will route it through GM (TF), PGM (Elect) and PGM (Arch) to ED (NB) and then to competent authority for approval. ED (NB) assured and early action.

(c)    Merger of Civil and Electrical units with SSAs: ED (NB) informed that he has discussed the issue with CMD and a decision will be taken to resolve the issue.

It is the first time in the History of BSNL after its formation that the 27 DGM Regular Promotions orders in the Telecom Operation steam and 123DGM (Finance) Regular Promotion are issued. With the untiring effort of AIBSNLEA, the BSNLMSRR-2009 came into existence and  on completion of required STS  ( 4 Year )service  these regular promotion  orders have been issued in Telecom Finance and Operation Streams. It is a great breakthrough in the Promotional avenues of BSNL executives. Though these DGMs have less span of their remaining service period, hence may not inspire GM Promotion But Young JTOs/JAOs may inspire their Promotion to the SAG/HAG level in future. Let us continue our efforts for timely CPCs.

CMD mentioned that let CGM KTK recommend some cases for modification and on the basis of KTK Circle vacancy position the DEs modification may be considered.

(b) CPC from DE to DGM (Adhoc):- We requested for issuance of DGM Promotion orders since the CPC has been completed. CMD mentioned that, let the Hon'ble Supreme Court deliver its judgment on Rule-206 TES Group “B” seniority issue tomorrow thereafter immediate action will be taken to issue promotion orders.

(C) Approval of BSNL Board on some HR issues already cleared by BSNL MC: - We requested for the approval of BSNL Board on some HR issues already cleared by BSNL MC i.e. Modifications in BSNLMS RRs of EE(C/E/Arch), E-5 to E-6 IDA pay fixation to DGMs, JTORR-2014, five increments benefit to JTOs (SRD), JAO-2013 batch and PA cadre etc. CMD assured to discuss the matter in the next BSNL Board meeting to be held on 9th December 2014.

(d) Non-settlement of long pending HR issues already discussed in  the formal meetings: - CMD further assured to discuss the matter with Sr. GM (SR).

(e) Restructuring of AD (O/L) cadre: - We expressed our serious concern against the delay in settlement of the AD (O/L) restructuring issue since the committee has given report six months before. CMD mentioned that GM (Pers.) is looking into the matter and assured to discuss the matter with GM (Pers.)  

(f) CPC from JAO to AO: - We requested for his kind approval to the proposal of SEA cell to expedite CPC from JAO to AO. CMD assured to look into the matter.   

25.11.2014: GS, FS met GM (Pers.) and discussed regarding:-

(a) Modification/Cancellation of distant circles Posting orders on promotion of DEs:- GM (Pers.) mentioned that some genuine medical ground cases and  senior DEs cases recommended by CGMs TN, CHTD and STR circles have been considered. We requested to fill-up 90 % of DEs posts in these circles i.e. TN, CHTD, KTK, STR circles to give relief to some more DEs. GM (Pers.) mentioned that let the CGM KTK send his recommendation for some cases.

(b) CPC from DGM (Adhoc) to DGM (Regular):- we requested for issuing promotion order from DGM (Adhoc) to DGM (Regular) since the CPC work is over. GM (Pers.) assured to issue 27 DGMs regular promotion order will be issued   today itself and finally issued the 27 DGM(R) promotion orders. 

(b) CPC from DE to DGM (Adhoc):- we requested  for issuance of promotion orders from DE to DGM (Adhoc) since the CPC Work has been completed and the VCRs are expiring on 30.11.2014. GM (Pers.) mentioned that let the judgment on Rule-206 of TES Group “B” seniority case be delivered  tomorrow thereafter immediate action will be taken in this regard.   

(C) Restructuring of AD (O/L) cadre: We requested for an early decision on committee report for restructuring of AD (O/L) cadre. GM (Pers.) mentioned that the committee report was sent to GM (Estt.) for comments but the GM (Estt.) has given the negative remarks on the basis of earlier DOT reply prior to year 2006. GM (Pers.) advised to take up the matter with CMD BSNL for his kind intervention. He also assured to discuss the matter with CMD BSNL.

25.11.2014: GS, FS met GM (FP) and discussed regarding:-

(a) CPC from JAO to AO:- We requested to expedite CPC from JAO  to AO. GM (FP) mentioned that a revised proposal to include JAO-2010 batch SC/ST candidates as SC/ST roster requirement is pending for approval with CMD BSNL as cleared by GM(Pers) . He assured that as soon as approval is received the  CPC will be expedited.

(a) CPC from JAO to AO:- We requested to expedite CPC from JAO  to AO. GM (FP) informed that a revised proposal to fill-up the AO vacancies as on 1.7.2013 has been sent to CMD, BSNL through GM (Pers.) for approval wherein as per the suggestion given by CLO on SC/ST roaster policy the 2010 JAOs batch SC/ST JAOs are being considered. He assured to expedite CPC within one month time. He also assured that as soon as these promotion orders are issued, immediately next JAO to AO CPC will be initiated to fill-up AO vacant posts of the year-2014 also wherein complete 2010-JAO batch OC/SC/ST JAOs will be considered for AO promotion.

(b) CPC from CAO (Adhoc)to CAO(Regular)- GM (FP) mentioned that about 90 VCRs of CAO (Adhoc) are awaited  from CVO to expedite CAO(R) left out CPC. We contacted concerned officer of CVO and they informed that efforts are being made to send  VCRs in this week itself. GM (FP) assured immediate action in this regard.

(c) Committee Meeting on JAO-2010 batch option case: - we requested to convene the committee meeting at the earliest to settle the JAO -2010 pay option cases who were approved after 07.05.2010. (d) Consideration of immunity transfer cases of Shri Vikram   Pillai, AO Kerala Circle and Shri A.D. Kulkarni, CAO Karnataka Circle our Circle/Branch office bearers. GM (FP) assured to look into the matter.

20.11.2014: GS, AGS (HQ) met GM (Pers.) and discussed regarding:-

(a) CPC from DE to DGM (Adhoc):- We requested for early issuance of the promotion order from DE to DGM (Adhoc) since the CPC work has been completed and VCRs are expiring on 30.11.2014. GM (Pers.) mentioned that as per legal opinion since the TES Group “B” seniority case hearing is going on in the Hon'ble Supreme Court and final hearing is on 26.11.2014 it is not fair to issue promotion order. He further mentioned that after the Court judgment, immediately promotion orders will be issued.    We pleaded that promotion orders can be issued subject to out come of the Court judgment.

(b) Modification of BSNLMS RRs of EE (C/E):- GM (Pers.) mentioned that efforts are  being made to get the approval  of BSNL Board in this regard so that CPCs to fill-up EE( C/E) vacant Posts may be conducted. He also informed that the Committee meeting on validity of Distance mode education is taking place today and he assured that shortly issue will be resolved.

(c) Modification in Posting orders on promotion to DE Cadre:- We requested for filling-up of the vacant DEs posts in KTK, TN, Chennai TD, STR and UP (West) Circles by modification  in the promotion order. GM (Pers.) mentioned that some cases recommended by CGMs, TN, Chennai TD and STR Circles are being considered for modification of Posting orders shortly. Some genuine medical ground cases have already been considered as recommended by CGMs. Regarding KTK circle he mentioned that after DGM promotion only some modification of DEs posting orders will be possible.

(d) CPC from JAO to AO:- We requested for early clearance to JAO to AO CPC. GM (Pers.) confirmed  that a revised  proposal from SEA cell has been received to include SC/ST JAOs of 2010 batch to fill-up the SC/ST quota AO posts as suggested by CLO. He assured to give an early clearance. CLO who was present incidentally, also assured for his clearance on revised proposal after the approval of the competent authority.

18.11.2014: Status of "Seniors drawing less pay w.r.t. his Juniors" in Hon'ble Supreme Court.: The SLP (C) No. 7716/2013 [M. Sethumadhavan & Ors including AIBSNLEA] along with SLP (C) No. 25069/2013 [Sasidharan K & Ors] and SLP (C) No. 25070/2013 was listed for hearing today in the Court No. 6 of the Hon'ble Supreme Court at Item No. 22. The case is adjourned for 9th December 2014.

17.11.2014: GS, AGS (F) and OS (North) attended the Joint Committee Meeting headed by Shri M.C. Chaubey,  ED (CN) to discuss the issues of CPSU Cadre Hierarchy and E2/E3 equivalent IDA pay scales for JTO/SDE and Equivalent Executives. We pleaded to implement that the promotional avenues assured at the time of absorption to Executives i.e. the non post based time bound upgradation upto SG-JAG level and post based promotion after SAG and above levels. We pleaded every time bound promotion should be functional with the change of designation to that grade and to provide further fast track promotions to fill up higher SAG/JAG level posts some mechanism can be decided to reduce time bound promotions from 5 to 3 years on each upgradation.
Chairman committee after detailed discussion advised to submit a common draft proposal from all Executives' Associations within a week time so that after 15 days, Committee Meeting can further be arranged.
Similarly on the issue of Standard IDA pay scale of E2-E3 for JTO/SDE Equivalent Executives a plan brought to the notice of the committee that already DPE sent a proposal on the basis of Group of Secretaries recommendations that in two PSUs  under one Administrative Ministry, there should not be two different pay scales upto E8 level to avoid heart burning.
On this issue Chairman advised to GM (Estt.) to take up the matter with the competent authority for further necessary action. We pleaded that an immediate action has to be taken on the E2/E3 pay scale by the Committee as per its mandate and DPE proposal can separately be dealt.
Chairman assured to discuss the matter in the next Committee meeting after one month after taking the view of the competent authority.
Our CHQ Office Bearers, Circle/Branch Secretaries may also provide some more feedback to CHQ on these issues at the earliest. GM(Pers), GM(Restg), GM(Estt), GM(FP) and DGM (Restg) were also present in the Committee Meeting.

17.11.2014: GS and OS (North) met ED (Finance) and discussed-

(a) CPC from JAO to AO- We requested for early issue of promotion order from JAO to AO . ED(F) mentioned that efforts are being made to expedite CPC by considering the SC/ST quota eligible JAOs of 2010 batch in this CPC. Some ACRs/VCRs of the eligible JAOs are being collected to expedite CPC. She assured an early action in this regard.

(b) CPC from CAO (adhoc) to CAO (Reg)- We requested for early issuance of promotion orders from CAO (adhoc) to CAO (Reg) left out cases. ED (F) assured to look into the matter.

17.11.2014: Decisions of the Forum Meeting held on 13.11.2014:The meeting of the Forum of BSNL Unions/Associations held on 13th November 2014 took the following decisions with regard to the proposed Indefinite Strike from 3rd February 2015.

(i)  The Strike Notice will be prepared by the Convener as per the decisions of the meeting and will be finalised in the next meeting to be held on 18.11.2014 at 13.00 hours at Corporate Office. All General Secretaries should be present for signing the notice.

(ii) A Demands Day will be organised on 11th December 2014 by conducting Lunch Hour Demonstration at SSA/Circle/C.O. levels.

(iii)  10 Days Massive Campaign among employees and also among the public from 11th to 20th December 2014. Meet the Members of Parliament, MLAs etc. and submit Memorandum on the demands raised by the Forum, requesting them to take up with the Central and State governments. The Memorandum will be finalised and supplied by the Forum. Signature Campaign to be organised by getting the signature of the employees and also people on the issue of revival of BSNL. Quota for Circles to be fixed.

(iv)  March to Parliament on 19th December 2014. Maximum participation required from the nearby Circles. The Parliament will be in session at that time.

(v)  3 Days Dharna to be organised from 6th to 8th January 2015 at SSA/Circle/C.O. It should be ensured that within the 3 days all the employees are got involved in the dharna.

(vi) The Indefinite Strike to start from 3rd February 2015.

14.11.2014: Status of JTO(T) to SDE(T) Promotion court case in Hon'ble CAT Ernakulam: OA 185/2013 - JTO(T) to SDE(T) Promotion was taken up 3 PM in Hon'ble CAT Ernakulam and the argument continued till 6 O'Clock. However, all the arguments are over today and  judgment is reserved for orders.
14.11.2014: Status of JAO to AO CPC: GS discussed with GM(FP) regarding CPC from JAO to AO. GM(FP) mentioned that a draft proposal as suggested by CLO has been prepared to implement SC/ST roster in JAO to AO CPC as on 01.07.2013 AOs vacancies. The same will be discussed with the Competent Authority on Monday & thereafter only CPC will be expedited. He further mentioned that in this way JAOs of 2010 Batch of SC/ST category will be considered to fill up SC/ST quota of AO posts and there will be only one CPC & one promotion list only. 13.11.2014: VCRs of the following Circles are pending w.r.t. JTO(T) to SDE(T) promotion (Seniority Quota).

13.11.2014: GS attended and addressed the Special GB meeting of AIRBSNLEWA at New Delhi and discussed the importance of retired welfare association and strengthen it for the settlement of BSNL pension's problem at SSA/Circle and All India levels. He also apprised in details the issue of 78.2% IDA pay fixation of BSNL pensioners in DoT. He advised to get ready for the court case against non drawls of gratuity, leave encashment commutation benefit and payment of pension arrears etc. Since pension is the property of individual employee and it can't be stopped by the Government. He assured fullest support to AIRBSNLEWA.

13.11.2014: GS, CS (MP) met GM(Pers) and discussed regarding:

(a) CPC from DE to DGM(Adhoc): We requested to expedite the CPC from DE to DGM Adhoc since the VCRs will further expire on 30.11.2014. GM(Pers) mentioned that CPC from DET to DGM(Adhoc) have been completed but it is delayed in view of the ongoing hearings in the Hon'ble Supreme Court on Rule 206 TES GR B seniority case. The case has been posted for final hearing on 26.11.2014. Hence, after seeing the judgment the promotion orders may be issued in the last week of November before expiry of VC and to avoid immediate reversion of some DGMs. However he assured to discuss the matter with the competent authority for final decision.
(b) CPC from JTO(Telecom) to SDE (Telecom): GM (Pers) mentioned that today the argument started in the Hon'ble CAT Ernakulam and will continue tomorrow also. He expected for an early judgment and in case the stay order on promotion is vacated the promotions from JTO to SDE (T) will be issued.
(c)  Approval of BSNL board on some HR issues already cleared by BSNL MC: GM (Pers) informed that he has discussed the matter with CMD BSNL and CMD directed GM (Restructuring) to clarify that such modification in R/Rs etc are the routine internal matters. Thereafter these may be put up in the next BSNL board meeting through respective Directors approval.
(d) CPC from DGM(Adhoc) to DGM(Regular): GM(Pers) informed that CPC work to fill up about 28 DGM posts on regular basis was completed long before but meantime the VCRs were expired. Hence the revived VCRs are awaited from CVO. He assured that as soon as the VCRs are received the promotion orders will be issued immediately.

13.11.2014: GS, AGS/HQ, and CS MP Circle met GM(FP) and discussed:

(i) CPC from JAO to AO: We requested to expedite CPC from JAO to AO. GM (FP) mentioned that efforts are being made to expedite CPC from JAO to AO and now after receiving the comments of CLO, the SEA cell has recalculated the AO vacancies as on 01.07.2013 and the eligible JAOs of SC/ST category 2010 batch are also being proposed to consider to meet the requirement of SC/ST roaster policy. This proposal will be sent to CMD BSNL tomorrow for approval and thereafter the CPC of eligible SC/ST JAOs of 2010 batch will be initiated to fill up the required SC/ST quota AOs post. He clarified that some JAOs of 2010 batch (SC/ST) screening report is ready but some JAOs ACRs/VCRs will be required and after receiving these the CPC will be expedited. He assured an early action in this regard.

(ii) CPC from CAO(Adhoc) to CAO(Regular) left out cases: GM(FP) informed that some VCRs of AOs have been received but still some more are required. Hence as soon as the VCRs are received the promotion orders will be issued.

12.11.2014:   GS discussed with GM(Rectt.), BSNL Corporate Office regarding notification of LDCE form JTO(T) to SDE(T). GM(Rectt.) informed that LDCE from JTO(T) to SDE(T) will be notified tomorrow itself to fill up about 4000 SDEs(T) [LDCE Quota] wherein all existing JTOs  having qualified services will be eligible to appear in the examination. We extended our sincere thanks for taking prompt action in this regard.
12.11.2014: GS attended and addressed the felicitation function of Sh A.K.Garg Ex CMD MTNL on his superannuation organized by Retired Telecom Officers Welfare Associations (RTOWA) MTNL at New Delhi.
12.11.2014: GS and AGS AIRBSNLEWA Com Amit Gupta met DDG(Estt) DoT Sh R K Misra and discussed 78.2% IDA fixation for pensioners issue. The discussion lasted for more than 2 hours. All the points related to the issue has been discussed. It is understood that our letter dated 29-10-2014 addressed to Secy(T) has been carefully studied by DoT officers but they have decided to ignore the points raised and pursue further in the line of the DoE's memo. Accordingly the cabinet note has already been prepared and being processed accordingly for inter ministerial circulation and comments as per the procedure. Our letter is being ignored as we are the lone voice against such injustice of undue pension curtailment. DoT is in impression that everybody is in hurry to get the present benefit for which they are ready to sacrifice the due pension arrears. We strongly protested to such views and pointed out that even the Supreme Court has given several judgments against curtailment
 of pension and pensionary benefits. DDG(Estt) appreciated our view and mentioned that he has to abide by the DoE's memo for the present. We mentined that in that case the only option for the pensioners  are to go to court only . But the effected pensioners are more than one lakh in which many family pensioners are also there. It will never be possible for each one of them to go to court, as a result ultimately majority of pensioners will face deprivation only. We requested DDG(Estt) to do justice to this huge number of pensioners and not to deprive them by curtailing the pension arrears and pensionary benefits like Gratuity ,leave encashment and commutation which are also part of pension. He assured to consider.

11.11.2014: GS,FS, AFS and GS,VP,Zonal Secy AIGETOA and AGS AIRBSNLEWA met CMD and discussed regarding:

a) Non settlement of the long pending HR Issues raised by AIBSNLEA and AIGETOA: CMD assured to look into the matter for settlement as already discussed in the formal meeting of AIBSNLEA and AIGETOA. He categorically mentioned that due to continuous revenue loss of BSNL the issues having financial implications are having difficulty in settlement. However he assured to look into the other issues shortly.

We informed that the issues are very important to the executives and non settlement of the issues creating negative impact in the field which is harming BSNL in its growth.

b) Extending the benefit of 78.2% IDA merger to the pensioners retired between 1-1-2007 to 09-06-2013: We explained that after the recent clarification by DoE, pensionary benefits to the post 2007 pensioners cannot be paid on notional pay. Now it is the responsibility of BSNL to actually revise the last pay drawn so that they get the benefit. We requested to examine the proposal to actually revise the salary of the retiring month where the pensioners are ready to receive the extra amount in terms of recharge vouchers. CMD enquired whether DoT will agree to it. We requested him to send the proposal to DoT. CMD agreed to examine.

c) CPC from JAO to AO: We expressed our concern against the stalemate created in JAO to AO promotion for last three months even after the CPC work has been completed. We explained that CLO has advised to GM(FP) to implement SC/ST roaster policy and GM(FP) has clarified that the SC/ST roaster policy has been considered in AO CPC but sufficient eligible JAOs of SC/ST category as on 1-7-2013 were not available. Hence the backlog SC/ST vacancies are being carried forward for the next CPC which is being initiated immediately. CMD assured to look into the matter for an early solution.

All other HR issues discussed on 11-11-2014  with GM(Pers) and GM(Estt) which are pending for approval in the BSNL Board were also briefed to CMD which he assured to look into. The important issues of long pending Para 8 transfer of JTOs and the recent incident of victimization in MP circle were also discussed in detail. CMD assured to take early action.

11.11.2014: GS , GS AIGETOA, GS, AGS AIRBSNLEWA met GM(ESTT) and discussed regarding:

a)  Non settlement of the long pending HR Issues: We expressed our serious concern against the non settlement of the long pending HR issues i.e. 30% superannuation benefit to the BSNL recruited employees, E2 E3 standard IDA pay scales to JTO/SDE equivalent executives, CPSU cadre hierarchy, EPF contribution during JTO training period etc.

GM (EST) mentioned that 30% superannuation benefit matter is pending with ED(Finance) committee. Similarly the issues like CPSU cadre hierarchy, E2/E3 pay scale for JTO/SDE equivalent cadres will be discussed in the committee on 14-11-2014. The EPF payment on training period is being examined by the committee of GM(Estt), GM(CA) and GM(legal) and shortly some solution will be taken on this issue.

b) Finalisation of JTO R/R 2014: GM(Estt) mentioned that he will be taking up the matter in the next Board meeting for an early solution. He also mentioned that the E1 plus 5 increment benefit to JAO 2013 Batch, JTO(SRD) and PAs will also be taken in the next Board meeting.

11.11.2014: GS , AFS and GS, VP of AIGETOA met Sr GM(SR) and discussed regarding:

a)  Membership Verification of executive Associations: Sr. GM(SR) mentioned that membership of executive Association has been postponed to the last week of May 2015 in view of the stay order from Hon'ble HC Ktk. The case is listed for hearing on 14-11-2014.

b)  Non Settlement of long pending HR issues : Sr. GM(SR) provided a copy of the brief reply on the pending HR issues received from the respective units. We mentioned that appraisal of status of the issues is not the solution but the items should be resolved in real sense. Sr. GM(SR) assured to discuss the matter with CMD BSNL for further action in this regard.

11.11.2014: GS, AGS(HQ) attended the meeting on Switching over to the on line examination pattern for BSNL internal and external examination arranged by GM (Recruitment) BSNL CO to discuss with all the BSNL unions and Associations. We welcome the move to switch over the on line examination pattern and suggested that examination fee from internal candidates should not be there, the number of attempts should be unlimited and the age limit should be 55 years instead of 50 years. We pleaded that LDCE from JTO (T) to SDE(T), LICE of JAOs should be immediately conducted since the syllabus have been approved and the vacancies are clarified. We also pleaded that outsider exam of JTOs may be based on GATE score. GM (Recruitment ) appreciated our concern and assured to discuss the suggestion with the competent authority.

11.11.2014: GS, AGS(HQ), AFS met GM(Pers) and discussed regarding:

a) CPC from DE to DGM (Adhoc) : GM(Pers) mentioned that CPC work from DE to DGM Adhoc has been completed and posting on promotion are being finalized. We requested that the DEs who have less than two years of service should be retained in the same circles where the vacancies are available to avoid ‘forgo' of promotions. GM (Pers) mentioned that DEs on promotion should go to other circles also to meet the requirement. However he mentioned that DEs who are retiring within one year may be considered for posting in the same circle.

b) Consideration of request for modifications/cancellation of posting orders of DEs on promotion: We requested to fill up the vacant DEs post of KTK,TN,CHTD,STR and UP(E) circles by modifying the posting order of DEs on promotion. GM (Pers) mentioned that some genuine medical ground cases and the cases recommended by the CGMs have been considered but all the vacancies cannot be filled up by local SDEs on promotion ignoring other circle shortages. We further pleaded on DGM promotion many vacancies are taking place which will create shortage in the circles. He assured to look into the matter.

c)  Restructuring of AD(OL) Cadre: We expressed our concern against delay in restructuring of AD (OL) cadre even after the committee report submitted long before. GM (Pers) mentioned that matter is under consideration but some DoT clarification on this issue received in the year 2011 is being examined. He assured an early action.

d)  BSNL Board approval on some HR issues cleared by BSNL MC : We requested to clear some HR issues in the next BSNL board meeting for approval which have been cleared by BSNL MC i.e. Modification in BSNL MS R/R- 2009 of EE (C/E/Arch) and E5 to E6 pay fixation to DGMs under EPP etc. GM (Pers) assured to discuss the matter with CMD BSNL to get through the issues from BSNL Board.

e)   CPC from JTO to SDE(T) : We requested that BSNL senior counselor should ensure his appearance on 13-11-14 to argue for vacating the stay order. GM(Pers) assured to discuss the matter with CGMT Kerala Circle.

10.11.2014: GS met Addl. GM(Pers) and discussed regarding

(a) CPC from DE to DGM(Engg) Adhoc :  Addl. GM(Pers) mentioned that  CPC work has been completed and efforts are being made to issue promotion  orders in this week itself.

(b) Promotion orders of left out DEs Regular :  We requested for early issuance of promotion order of DEs regular  and to fill up about 30 vacant posts,  kept vacant for the untraceable cases which are even to day could not be traced. Addl. GM(Pers) assured to look in to the  matter.

(c) Consideration of modification / cancellation of DEs posting order on promotion: We requested to fill up vacant DEs posts in KTK, TN, Chennai TD , STR, UP (East) Circles by local DEs on promotion by modifying/ canceling the posting orders instead of cancellation of transfer orders on "pick and choose method" . Addl. GM(Pers) advised to discuss  the matter at senior level .

(d) Committee meeting on PPS Posts creation in field units: Addl. GM(Pers) immediately spoke with ED (CN) Chairman committee and discussed  regarding holding the committee meeting early to discuss the matter ED (CN) advised  him to discuss the matter in person and to provide feed back on this issue. We will further submit our suggestion on this issue shortly.

(e) Approval of BSNL Board on some pending HR issue already cleared by BSNL MC: We requested to take up the matter in the next BSNL Board meeting for approval on the issues of modification in BSNL MSRRs of EE (C/E/Arch) and E-5 to E-6 pay fixation on time bound promotions to DGMs  etc. Addl. GM (Pers) immediately spoke with GM(Restructuring) and discussed regarding comments on BSNL HR plan and to further take up in the next meeting. GM(Restg.) assured him that she will discuss the matter with the competent authority shortly.

(f) Restructuring of AD (O/L) Cadre: Addl. GM (Pers) advised to discuss the matter at higher level only to consider the committee recommendations etc.

10.11.2014: GS met CLO discussed regarding clearance on CPC from JAO to AO. CLO informed that he has already returned the file to GM(FP) with the comments to action as per ours SC/ST roaster policy and now it depends on SEA cell to take necessary action in this regard.

10.11.2014: Joint General Body meeting of AIBSNLEA & AIGETOA arranged by Calcutta Telephones and West Bengal Circles on 07.11.2014: A Historical Joint General body meeting was organized on 7th November spectacularly at Telegraph Institute hall (CTO) Kolkata arranged by Calcutta Telephones and West Bengal circles of AIBSNLEA & AIGETOA. The hall was jam packed. Many comrades stood behind and also in the lawn.

The meeting was presided by a presidium consisting of Com. Swapan Kumar Basu President. AIBSNLEA/WB, Com Tridip Chakraborty President. AIBSNLEA/CTD, Com Prasant Jain President. AIGETOA/WB,& Com Manish Sud Vice President. AIGETOA/CTD. The meeting started after the felicitation programme to the All India and circle leaders. The welcome address was given by our veteran leader Com. Amit Gupta. He expressed his gratitude and analyzed the necessity of the unity of two association which is the need of the hour. Com Dipak Sahoo C/S.CTD and AGS/CHQ/AIGETOA analyzed the condition of the struggle of the engineers and the step motherly attitude of the BSNL Management. Com Bijay Bhattacharjee C/S.WB & OS(EAST)/CHQ/AIBSNLEA expressed his concern about some anti-democratic attitude of some other association and the need of this unity in everywhere.

Com. Prasun Kumar Mukhopadhyay C/S/CTD/AIBSNLEA severely criticized some unruly activities, false & baseless propaganda by very few persons in CTD and betrayal history of some other association. He also explained the efforts taken by CTD Circle by passing the resolutions in CWC and AIC and action taken by CHQ regarding JAO2010 option case, JAO2013 five increment case etc.

Com RaviShil Verma PRESIDENT/AIGETOA/CHQ expressed his gratitude for the support of AIBSNLEA at the time of their agitation. He also told that only united struggle can achieve the long awaited and justified demands like 30% superannuation benefit of direct recruit executives, E2 &E3 pay scale of JTO/SDE etc.

Com Prahlad Rai GS/AIBSNLEA/CHQ  in his deliberation thanked CTD &WB circle members of both the associations for this huge gathering and then analyzed the facts behind the delay of JAO to AO dpc ,condition of Chandigarh court, verdict of Supreme court ,our role and the role of CLO section. He stated that DGM(F), CAO(REGULAR) promotion order issued under the persuasion of AIBSNLEA only. The left out candidates for CAO regular will be considered soon. Five increments demand of 2013 JAO/PA has been approved by the Management committee and waiting for the approval of the BSNL board. He told that AIBSNLEA is the only association who always protect the interest of the accounts cadre as well as engineering, PA/PS, AD/OL,all.  

Com Rai expressed his deep concern about continuous delay of JTO to SDE 67% QUOTA DPC due to court cases. Our association has already impleaded and mentioned in this case but the promotion order will be issued very shortly after the clearance from the court but the DE(REGULAR) order was issued by our active persuasion. He explained the condition of PPS post creation and AD/OL restructuring case in details.

Lastly Com Rai requested all the members of both the associations to extend the unity upto the base level and hold the patience because AIBSNLEA surely win in the referendum and joint struggle of this two associations will be the only way to achieve the long awaited demands of ourselves.

05.11.2014: Status of JAO to AO Promotion: GS discussed with GM(FP) regarding JAO to AO promotion. GM(FP) mentioned that CPC minutes are pending with CLO for clearance. SEA Cell has already clarified the queries made by CLO but CLO is telling that he is preparing some questioners to clarify further, which will be send to SEA Cell by next week. We requested that the requirement of CLO to fill up 214 SC quota AO Posts and 180 ST quota AO posts may be filled up by expediting the CPC.

GM(FP) clarified that in this CPC all eligible SC & ST quota JAO posts has been considered for promotion and to fill up 400 SC-ST quota posts, 2010  Batch JAOs were not eligible for promotion on 1st July 2013. To incorporate 2010 Batch JAOs (SC-ST quota), first their confirmation order are to be issued & after taking the approval of the Competent Authority to fill up AO vacancies upto 1st July 2014, CPC has to be initiated which may take another 4-5 months' time in completing CPC.

Hence, CLO is being requested to give clearance to the present CPC by transferring backlog SC-ST vacancies in next CPC, which may immediately be initiated. Moreover, it is learnt that the applicant in Hon'ble CAT Chandigarh in JAO to AO promotion court case has also served a legal notice to CMD BSNL & all concern against implementation of SC/ST roster on promotion inviolation of Court judgment. It may further complicate the issue. Hence, he was non-committal on JAO to AO promotion in near future.

CPC from CAO(A) to CAO(R)  left out Cases: We requested for early issuance of left out CAO(A) to CAO(R) promotions order. GM(FP) mentioned that about 100 CAOs(A)  VCRs are still awaited and on receipt of all these VCRs the promotion order will be issued.

05.11.2014: Status of TES Gr."B" Rule 206 Seniority case in Hon'ble Supreme Court.: The concerned CAs/SLPs, listed as Item No. 101 in the court No. 08 came up for hearing today as per the schedule but could not be heard completely because of paucity of time. He appreciated the  functioning of Com. Prahlad Rai GS AIBSNLEA  and hope that jointly both Association  will achieve the goal  and will resolve  the problems of AIGETOA Members. He assured  full support at Circle to resolve the issues of Executives'.

 

Com. V.P.Kulkarni CS AIBSNLEA  in his motive speech appealed all Executives' be ready  for  coming membership verification and there should be only one Association ie  AIBSNLEA and we don't  want any number 2 Association in BSNL. He discussed the functioning of  Circle Admn  and step brotherly treatment  to AIBSNLEA & AIGETOA  members and appealed to all, to be ready  for Agitation, if required.

 

Com. C.M.Saste  OS(W)  AIBSNLEA elaborated  the  functioning  of Joint Forum at CHQ and Circle . He stressed  the strengthening  of unity further and appealed to all Executives to be united in membership verification and  achieve  the no 1  in verification.

 

Com. K.P.Nair. AGS  discussed about the PA/PS issues and assured that all PA/PS are united with AIBSNLEA in spite of rumors spread  by ill elements

 

Com. Prahlad Rai GS AIBSNLEA  in his motivated  speech  He mentioned that Maharashtra Circle is now losing its customer base even though customer and staff are very disciplined and loyal. He informed that AIBSNLEA is playing a leading role in the settlement of the issues of BSNL Executives'. Com. GS explained the role of AIBSNLEA in the view of viability of BSNL, which is the most important issue on this crucial juncture. Com. GS explained the discriminatory attitude of the Government towards BSNL in the terms of payment of Rural deficits, ADC Charges, Heavy BWA Spectrum Fee and notional loan of Rs 7500 Crores etc. He explained BSNL Executives' are not at all responsible for today's situation because they are not policy makers but involve only in the policy implementation. Com GS. further explained that how the AIBSNLEA is continuously pursuing these viability related issue with the BSNL Management and DoT. He provided the example of delay in GSM equipment purchase tender, which created the capacity crunch in BSNL. He mentioned the role of AIBSNLEA for the resolving the same.

 

Com. GS further explained that the Management of BSNL should keep enough courage to protest against the wrong and non-viable policies of Government. He apprised that the AIBSNLEA is always committed for the viability of BSNL. He explained that the scarcity of cables, Telephone instruments, MLLN and BB modems, drop wires is a big problem in field units and due to the continuous persuasion from AIBSNLEA , now the Telecom Factories of BSNL are playing its significant role to meet out this scarcity. Com. GS told that the Government PSU can only survive when the Government wants the same. GS AIBSNLEA provided the example of Kerala and Orissa where the BSNL is continuously making profit and informed that these Circles will make the profit of about 800 Crore in next F.Y. and assured that upto 2015-2016 they will achieve profit upto 1000 Crores. GS also mentioned that this is only due to the employee's behavior towards customers and giving more working time i.e one hour morning and one hour evening extra.

 

GS in his address also briefed the status of various CPCs which are pending due to the Court cases, DPC in Civil/Electrical wing, Restructuring of AD(OL) case, DPCs of Telecom Factory and the issues of PA/PS, JTO (Officiating) regularisation, PPS posts creation in field units etc.

GS explained that we can only resolve our issues, when we are unite He appealed the comrades of Maharashtra circle to come in front line and accept the responsibilities with full courage with enthusiasm. At last Com. GS thanked to all and appealed all the Executives for making every effort with a team spirit for making BSNL a vibrant organization.

Shri M.K.Jain CGM Maharashtra clarified that Circle Administration  is impartial  and extending  justice to Executives'. He discussed about the  working of Maharashtra Circle and hopes that with help of all Executives' and  scarcity of material he will try to be no 1 in all circles.

 

Shri Gharde Director Prasarbharti Guest of honour in his speech  discussed the binding of PSUs, Viability BSNL  and how to compete with private  operator.
