FIRST VICTORY OF OUR TRADE UNION ACTION
: Utmost issue of our charter of demands i.e implementation of
promotion policy for BSNL Executives is complied with by issuing
clarification on various points/ issues relating to the Executive
Promotion Policy raised by this Association and some Telecom
Circles on 30/05/2007.

30.05.2007 : GS and Editor
met DDG(SR):- DDG(SR) reacted that when the dialogue between
the Association and the Management had already started and positive
steps are being taken to address the grievances, Organizational
Action Programme should have been withdrawn. We appreciated the
concern shown by the DDG(SR) and requested that some concrete
results should come before reviewing the continuation of the
Organizational Action Programme. We then discussed about the issues
raised in the notice for the Organizational Action Programme:
a)
Delay in implementation of Executive Promotion Policy: We
expressed our serious resentment against the delay in
implementation of the Executive Promotion Policy on the pretext of
clarifications to be issued from the Corporate Office. DDG(SR)
assured for issuing the clarifications today itself.
b) Implementation of the
Executive Promotion Policy assured at the time of absorption:
We reiterated that the Executive Promotion Policy as assured
at the time of absorption of Group B level Executives should be
implemented in-toto and any deviation from that is not acceptable
to us. DDG(SR) assured to bring the views of the Association to the
notice of Director(HRD) and CMD. He also assured that a meeting of
the Association with these Officers will be convened shortly.
c) Implementation of the
upgraded pay scales w.e.f. 01.10.2000: DDG(SR)
intimated that the matter has already been sent to the Management
Committee for its approval. We expressed out views that the
upgradation should be done on actual basis.
d) One time placement of
the SDEs in the Sr. SDEs grade: DDG(SR) intimated that since
this item was not a part of the terms of reference at the time of
absorption, HLC and Bhave Committee considered the issue but could
not reach a conclusive decision. He however assured that a detailed
discussion on the issue is required with all the relevant data.
e) Payment of pension to
BSNL employees: DDG(SR) informed that BSNL has already
taken up the matter with the Department of Telecom. Department of
Telecom is expected to take up the matter with Cabinet for its
approval after getting necessary concurrence from Ministry of
Finance.
f) Absorption of Group A
officers in BSNL : DDG(SR) was of the view that though this
item is beyond the purview of BSNL, DoT is taking steps to settle
the issue.
g)
Regularization of STS Group ‘A’ Officers promoted on adhoc basis
and absorbed in BSNL: - We
intimated DDG(SR) that Secretary DoT in the formal meeting with
AIBSNLEA on 10.01.2007 directed BSNL management to regularize all
STS Group ‘A’ officers promoted on adhoc basis & absorbed in BSNL
in all disciplines except in Telecom Engineering Wing where the
Group ‘A’ Officers absorption process is yet to be completed. He
also advised BSNL Management, that in Telecom Engineering Wing, to
regularize absorbed Group ‘A’ Officers case may be processed
separately to DoT, for approval. DDG(SR) informed that it would not
be possible to make regular promotions in the absence of RRs of
Group A grades in BSNL. We told that till BSNL finalises its own
RRs promotion can be made with the available DoT RRs. If BSNL is
concerned about the Direct Recruit Group A officers, a saving
clause can be made in the BSNL RRs when it is framed. DDG(SR)
assured to look into.
h)
Filling up of vacant STS posts of Group 'A' on Adhoc basis: -
We vehemently raised the issue of delay in holding DPCs to fill up
about 2315 vacant STS of Group ‘A’ Posts on adhoc promotion basis &
all vacant STS posts in various disciplines from the eligible Group
'B' officers. DDG(SR) informed that issue of promotion to DE(Ad-hoc)
needs detailed discussions in accordance with the various court
rulings and assured to have separate discussion on the issue
shortly. For all other disciplines {Sr. AO to CAO, SDE(C/E) to EE(C/E),
SDE(TF) to AGM(TF) etc} DPCs are in the process.
i).
Non-integration of HR functions in BSNL: -
DDG(SR) informed that BSNL has initiated action for integration of
HR functions but the same is held up for want of certain
clarifications from DPE.
j)
Transparent Transfer Policy:- We
vehemently opposed the untimely and pick-n-chose mass transfers of
Executives in BSNL. We also insisted to release the transparent
transfer policy. DDG (SR) assured to discuss the matter with
Director(HRD).
k)
Sanction of Man Power plan – 2006 posts
–
DDG (SR) confirmed that the BSNL Board has approved sanction of Man
Power Plan posts. We expressed our resentment against converting
Man Power Plan 2006 to 2005-2007. During the year 2006-2007
tremendous growth in New Service Areas has taken place and against
this growth additional Man Power Plan 2007 could have been
processed.
l)
Fixation of AAOs pay scale under FR (22):-
DDG (SR) intimated that the Department of Telecom has already taken
up the matter again with the Ministry of Finance and a positive
response from MoF is expected.
m)
Revision of pay scale for Official Language Officers:-
DDG(SR) intimated that the status of the issue will be ascertained
from DDG (Pers).
n)
Non-grant of stagnation increment on annual basis:
- DDG (SR) informed that as per Government Policy Bi-annual
increment is to be granted in case of stagnation. However, BSNL
has taken up the case to increase the span of E-3 and E-4 scales
with DoT. It is understood that DoT has now taken up the case with
DPE.
o)
Removal of discrimination based on qualification in the case of JTO
Architects: DDG (SR) reiterated
that qualification is the base of Architects as per Council of
Architects. We requested to relax the same in BSNL.
p)
Lateral advancement of JTOs (TFs) after 12 years of service/ ACP
scheme after completion of 12 years to JTOs in Telecom Factories
and holding of DPCs to fill up SDE (TF) / AGM (TF) vacant posts
immediately: DDG (SR) assured to
ascertain the status of the issues from DDG (Pers).
q)
Removal of FR35 for officiating JTOs and one time conversion of JTO
post from Outside quota to 35% quota :-
DDG (SR) assured to look into.
r)
Recruitment of JTO / JAO: -
DDG(SR) informed that the Board has approved direct recruitment of
about 2400 JTOs and about 500 JAOs.
s) HR issues related to
Civil/Electrical Wing:- i. Holding of Limited Departmental
Competitive Exam (LDCE): - LDCE
is not being conducted since 2001, as we approached to Sr. DDG
(B/W) office for the same the reply is, "Syllabus is Under
Preparation". It has passed three years for waiting syllabus. So
there is no scope of promotion from JTO(C/E) to SDE (C/E) by any
means. ii. Stoppage of Account
Papers in Civil / Electrical wing in the cadre of JTOs and SDEs:-
DDG (SR) assured to ascertain the status of the issues from Sr DDG
(Estt.).
t)
Holding of DPCs for regular promotion from JTO to SDE & JAO/AAO to
AO grades: DDG (SR) assured to
discuss the issues with DDG (Pers.) and Sr DDG (SPF).
u)
Up-gradation of steno Gr. III to Personnel Assistant as one time
measure and Creation of posts of PPS & officiating promotion to
PA/PS: DDG(SR) intimated that the Board has already
created 6 posts of PPS to be attached with the CMD and functional
Directors. We demanded that sufficient number of PPS posts should
be created to be manned with all HAG level officers.
v) Improvement in the revised
policy for Service GSM, RSTC and Broad Band to Executives:-
DDG(SR) assured to have discussions with Sr. DDG(CS).
w) Viability of BSNL :(a) No
Disinvestment/privatization of BSNL/(b) No reduction in Access
Deficit Charges/(c) No unbundling of BSNL’s last line copper/ (d)
No sharing of BSNL’s infrastructure with Private Operators/ (e)
Non-grant of Navratna status to BSNL / (f) Stopping AMC and
outsourcing: DDG(SR) told that these issues are out of the
purview of BSNL. However, the Management is equally concerned and
has conveyed its views to DoT.
After detail discussions DDG
(SR) informed that he will discuss the above issues with the
concern authorities and thereafter, he will hold a meeting with the
Association shortly. |

Massive Demonstration, which has created tremendous impact . We
call upon all the Circle/ Branch Secretaries to make a grand
success to our DHARNA Program on 13-06-2007. Majority of member

Editor met Sr. DDG (Estt) and discussed:
(a) DPC from
SDE(T) to DE (Ad-hoc): We impressed upon for holding the DPC
to fill up about 2315 DEs posts cleared by DoT one year back on
continuous efforts of our Association. We also clarified the status
of court cases regarding TES group 'B' seniority list. Being the
Member of DPC, he assured to look into.
(b) Holding of
DPCs from SDE(C/E) to EE(C/E): Sr. DDG(Estt) informed that
DPC work is over to fill up vacant EE (C/E) posts. Orders will be
issued shortly.
(c) Holding of
DPCs from JTO(C/E) to SDE(C/E): Sr. DDG(Estt) informed that
DPC can not be held due to National Commission for STs directions
which challenges the initial constitution of roster. LDC
Examination can also not be held due to same reason resulting in
non-availability of correct seniority list.
(d) Referendum
for majority Executives' Association in BSNL: We strongly
demanded to start the process of referendum for majority
Executives' Association in BSNL so that one Association emerges as
the representative Association. Sr. DDG(Estt) informed that as soon
as the absorption of Group A officers in BSNL is completed, the
process of referendum for majority Executives' Association will
start.
(e) Finalisation
of RRs for Group A level posts: Sr. DDG(Estt) informed that
the RRs will be finalized soon after the absorption process for
Group A is complete. We demanded that the absorbed Group B level
officers should not suffer in the name of pending Group A
absorption.
(f) Open
Examination for Recruitment of JTO: Sr. DDG(Estt) informed
that BSNL is understood to have cleared intake of about 2400 JTO
through Direct Recruitment.
(g)
Consideration of Request Transfers of Direct Recruit JTO:
Sr. DDG(Estt) informed that information has been called from
circles regarding joining of direct recruit JTOs. Based on that the
pending request transfers and posting orders will be issued.
(h) Date of
effect from 01.10.2000 to all the upgraded pay scales: Sr.
DDG(Estt) informed that the matter has already been sent to
Management Committee for its approval. |

Improvement in the revised Policy for service GSM, RSTC & Broad
Band to all Executives & fixation of call limit: We
impressed upon to review of Policy for Provision of RSTC, Broad
Band & GSM Telephones connections to Executives and fixation of
call limit. (a) It will be most useful
to provide National Roaming & STD facility on the GSM connections
for efficient/ prompt discharge of duties assigned to Executives,
since the call limit has already been fixed.
(b) In the DoT set up all the STS level officers and above
grades were provided necessarily with the STD facility on their
RSTC. The condition providing STD on justification basis was only
for the officer below the rank of STS officers. We requested to
provide STD necessarily to all STS level officers on their RSTC.
(c) Enhancement of call limit from 500 to 1000 Calls Per
Month on RSTC to all Executives.
(d) Rent free Broad Band connection on RSTC to all
Executives should be provided minimum under 500 plan, in the
present IT scenario.

Hall.Eastern Court, New Delhi during the lunch hour.Com Satish
Kumar CS welcomed the CHQ Office bearers and apprised about the
demands submitted to BSNL on 7/5/2007. In the Evening GS,FS ,AFS

1966 SDEs Telecom reversion court case and direction given by
Hon'ble SC in connection with para 206.. DDG (Pers) assured to put
up the case today itself to Dir(HRD) for further necessary
direction in the matter.
b) DPC TO FILL UP FROM JTO(TF) TO
SDE(TF) AND AM(TF) TO AGM(TF) :DDG(pers) Informed that the process
to fill up the vacant posts of SDE(TF) and AGM(TF) has started.Some
missing ACRs are being collected. DPC will be over soon.
(c) Issuing of Tenure Transfers of SDEs/
DEs from hard tenure Circles :-DDG(Pers) informed that Transfer
orders are being issued shortly.

Director (HRD) granted a meeting to discuss the pending grievances
of Executives raised in the Notice served by AIBSNLEA on
07-05-2007:-
GS and OS (South) attended
the meeting. DDG (SR) and DDG (Pers) were present in the meeting.
The following are discussed:-
(a)Delay in
implementation in Executive Promotion Policy:-
We expressed our serious concern against delay in issuing the
clarifications regarding Promotion Policy sought by various Circles
& AIBSNLEA. Director (HRD) informed that the clarifications have
been prepared in concurrence with finance wing and will be issued
after getting approved from CMD BSNL, who is on tour.
(b)Improvement in
the Promotion Policy:-
Director (HRD) advised to DDG (SR) to have detail discussion with
Association and thereafter can be discussed with him.
(c)DPC to fill up
about 2315 DEs Posts on Adhoc basis:-
We express our serious resentment against not holding of the DPC to
fill up about 2315 DEs vacant posts for which, on our persistent
efforts, the clearance was given by DoT one year back. Director (HRD)
asked the actual problem from DDG (Pers) in the matter. DDG (Pers)
informed that the legal opinion has been asked from Senior
Advocate, in view of the stay granted by hon'ble Delhi High Court
in 1966 SDEs reversion case. We again clarified that the stay order
granted by Hon'ble Delhi High Court is very clear and accordingly
action can be initiated to restore the DPC process immediately. Dir
(HRD) advised to GS AIBSNLEA to accompany the BSNL Officers to
discuss the matter with Senior Advocate.
(d)Consideration of
pending request transfers of SDEs/DEs:-
We requested to
consider all pending request transfer applications, so that the
children's education is not affected. Dir (HRD) assured to look
into.
(e)Settlement of
other issues of importance in the charter of demands:-
Dir (HRD) after
having a brief discussion advised DDG (SR) to have detailed
discussion with AIBSNLEA thereafter, the issues can be further
discussed with him. DDG (SR) informed GS to have meeting tomorrow
itself. |

(South) met Senior Advocate (Hon'ble Supreme Court) dealing the AAO
Pay fixation case and requested him to file an application for
early hearing. We also explain the cause of action for early
hearing. Senior Advocate got convinced and assured to file the
application in the next week. |

FS and Organising Secretary (South) met Director (Finance) and
discussed:-
(a)AAO Pay fixation
case:- We
informed Director (Fin) regarding our meeting with Member (Fin) DoT
had on 15-05-07 and requested him to use his good office to
interact the concerned authorities in Ministry of Finance as the
case has been recommended to Ministry of Finance. Director
(Finance) assured to look into.
(b)Refund of CGEIS
Amount:- We
impressed upon early refund of CGEIS amount in some circles & BSNL
CO. We also apprised him about the assurance given by Member
(Finance) for early approval in case the claims are send properly
from BSNL. Director (Finance0 assured to look into.
(c)DPC
to fill up vacant CAOs posts on adhoc basis:-
Director (Finance)
informed that the required ACRs of eligible SrAOs has been received
and the DPC is under process. Promotion orders to fill up about 350
CAOs posts are expected to be issued by 2nd week of June 2007.
(d)Gradation List
of JAOs:-
Director (Finance) informed that the gradation list of JAOs is
being issued today.
(e)Modification/
Cancellation of some AOs/ CAOs transfers on justified grounds:-
Director (Finance) assured to look into the matter.
(f)Clarifications
regarding Executives' Promotion Policy:-
We impressed upon
for issuing clarifications on Executives' Promotion Policy.
Director (Finance) informed that he has already cleared the matter.

General Secretary and Financial
Secretary met Member (Finance), Telecom Commission, where DDG(FEB),
DOT and Director (A/cs) ,DOT were also present. The following
issues were discussed:
1.
Implementation of
upgraded pay scales for JAO/AAO:
We impressed
upon Member(F) to recommend the case to Ministry of Finance as
assured in the meeting held with Secretary ,Telecom on 10.1.2007.
The Member (F) patiently listened our pleadings in support of the
demand and directed DDG(FEB) to send the case to Ministry of
Finance immediately. DDG(FEB) assured to sent the case to MOF today
itself with proper recommendation for reconsideration of the case.
2.
Refund of CGEGIS
amount:
We expressed our thanks to
M(F) for refunding the CGEGIS amount in most of the Circles after
our previous meeting with here in the month of March 2007.We also
requested to take immediate steps for refund of amount in respect
of remaining circles including BSNL Corporate Office. Director (A/cs)
informed that in most of the circles , though the amount is
refunded but some wrong payments to retired / expired persons have
been noticed. During 10% checking in CO, BSNL it is found that some
wrong claims have been included in the list. Now to ensure correct
payment, further verification of service books is required. We
requested an early action in this regard M(F) assured that
necessary verification will be completed by end of May 2007 and
thereafter orders for refund will be issued.
3.
Payment of pension to
BSNL employees:
We
expressed our serious concern against DOT order dated 15.6.2006
linking payment of pension to BSNL employees with certain
percentage of revenue to be received from BSNL and pleaded that
there is no justification for issue of such orders and the same may
be withdrawn immediately. Member (F) appreciated our concern and
informed that she and Secretary Telecom are fully convinced with
the arguments / feelings of our Association and assured that matter
will be shortly taken up with the concerned authorities. She also
told that there should not be any apprehension in the minds of BSNL
employees regarding continuous payment of pension to them. We
pleaded that payment of pension should be ensured in all
eventualities.
4.
Option for fixation
of pay from CDA to IDA pay scale:
We informed M(F) that CCAs are not accepting options exercised by
the BSNL optees for fixation of their IDA pay from the date of next
increment / promotion. M(F) assured to look into the matter. |

and discussed :-1) CONSIDERATION OF PENDING REQUEST TRANSFERS OF
EE(CIVIL) AND SDE(CIVIL) :-
Sr DDG(BW) informed that Request transfer cases of EE(Civil) has
been sent to Dir(HRD) for consideration. But request transfer cases
of SDE(Civil) will be considered along the promotion order of
JTOs(Civil) 2) DPC FOR THE
POST OF EE(CIVIL) AND SDE(CIVIL) :-
Sr. DDG (BW) informed that DPC for 40 posts of EE(Civil) and 20
posts of SDE(Civil) is under process. It is expected to be
completed by the end of May 2007.
3)HOLDING OF LDC EXAMINATION TO THE
VACANT POST OF SDE(CIVIL)
:-
Sr. DDG (BW)
informed that the case has been sent to BSNL CO.4)HARD
TENURE REQUEST TRANSFERS OF SDE(CIVIL) :-Sr. DDG (BW)
informed that Order will be issued by the end of May 2007. |

553 TES Group 'B' officers regained
their seniority out of 1966
officers:- Inclusion of
Competitive quota officers in compliance of Ernakulam high Court
order dated 13/07/2006 in OP no. 31656/2001 & 37134/2001. DoT has
revised the seniority list of TES Group 'B' officers on 3rd May
2007 with a direction that-
(a) Out of 1966
officers whose date of promotion in seniority was revised, 553
officers will regain their date of promotion & seniority.
(b) The date of
promotion of Junior most 1966 officer will be shifted to 26-04-2000
& their names will be deleted from seniority list no. 5.
(c) Revised
seniority list no.6 by including 1966 officers as stated at (b),
above by placing them in seniority list as per their year of
recruitment will be issued.
In view of the
above order, BSNL will submit the matter to Hon'ble Delhi High
Court for further direction. |

GS met DDG (Pers) &
discussed:-
(a) Holding
of DPC to fill up about 2315 DEs posts on adhoc basis:- We express our serious concern against non
holding the DPC on the pretext of 1966 SDEs Telecom reversion court
case. we explained that Hon'ble Delhi High Court has granted a stay
order against revision of TES Group 'B' seniority on 11-11-2004
accordingly the TES Group 'B' seniority list available before
11-11-2004 has to be operated. DDG (Pers) informed that BSNL legal
cell opinion has been received but now the matter will be sent to
advocate for getting legal opinion shortly.
(b)
Consideration of inter-circle pending request transfers of SDEs/
DEs:- We expressed our
dissatisfaction for not considering the pending request transfer
cases (about 200 cases pending) of SDEs/ DEs for last one and half
year, since the new academic session has started. DDG (Pers)
informed that the policy decision is yet to be taken to consider
the pending request transfer applications. We insisted for an early
action in the matter.
(c) Issue of
clarification on Executive Promotion Policy :- We
expressed our serious concern about delay in issuing clarification
on Executive Promotion Policy sought by Circles/AIBSNLEA. DDG(Pers)
informed that clarifications has been prepared and sent to Internal
Finance wing of BSNL for concurrence. After getting concurrence on
Clarifications ,It will be issued after obtaining approval from
Dir(HRD) and CMD, BSNL. We further reiterated to take early action
in the matter.
(d)
Revised/upgraded Payscales from 1.10.2000 :- DDG(Pers) informed that Clearance from
Internal Finance wing of BSNL has been obtained. BSNL Board Memo
has been finalized. Implementation order will be issued soon after
obtaining approval from BSNL Board. |

no. AIBSNLEA/CHQ/NOTICE/2007-08/229 dated 07-05-2007 for
Organizational Actions against Non-Settlement of the Grievances of
the Executives in BSNL. We,
therefore call upon all our members and activists in the Branches/
Circles to participate actively in the struggle. They are requested
to mobilize all their resources and utilize the same for the
success of the struggle.

MEETING WITH DIRECTOR
(FINANCE)
GS met Dir(F) and discussed
:-
1) AAO PAY SCALE
:- In
accordance with clarification given by Ministry of Finance
,treating JAO/AAO organised finance cadres as per Vth CPC
recommendation. Dir(F) appreciated the clarification given by MOF
& assures suitable action.
2) DPC TO FILL
UP OF 400 & ABOVE CAO posts:-
We expressed
our serious concern against delay in holding DPC on the pretext of
missing ACRs of 8 Sr.AOs. Dir(F)
assures to look in to.
3) RELEASE
OF GRADATION LIST OF JAOs IN FINANCE WING:- Dir(F) clarified that BSNL Management
Committee has cleared the matter & shortly JAO gradation list will
be released.
4)Filling up of
Vacant posts in the cadre of JAG in the Finance wing :-
Dir(F) assures to look in to.
5) Left out cases
in the promotion order of AOs :-
Dir(F) confirms that, DPC is over. Promotion order will be issued
shortly.
6)
REFUND OF CGEGIS PAYMENT IN BSNL CO AND SOME OTHER CIRCLES:-
Dir(F) informed that the claim submitted by BSNL CO to DOT was not
proper because the names of retired/Expired employees have been
included. Now the corrected claim is to be sent to DOT for refund.
Intimation has been given to other Circle also to take up with
concerned CCAs. |

GS, FS & AFS met Shri Kuldeep
Goyal Director (Planning & NS) and would be CMD BSNL, on courtesy
call, welcomed and felicitated him on assuming the high office of
Director (Planning & NS) BSNL today and assured him our full
co-operation.
GS, FS met Director (HRD)
BSNL and discussed:-
(A) We expressed our serious dissatisfaction
against delay in implementation of Executive Promotion Policy on
the pretext of clarifications to be issued from BSNL CO. Director (HRD)
informed that HLC has already discussed the clarifications asked by
the Telecom Circles and AIBSNLEA & have been sent to internal
financial wing for concurrence. Shortly necessary clarifications
will be issued.
(B) DPC to fill up about
2315 DEs Telecom posts on adhoc basis:-The
Director (HRD) informed that as advised by DOT the legal opinion
from BSNL advocate has been taken. BSNL advocate has opined to take
clarification from Delhi High Court in the case of 1966 TES Group
'B' officers reversion. We requested that further no clarification
from Delhi High Court is required since the stay order granted is
loud and clear in this regard. Director (HRD) assured to look into
the matter further.
(C) Consideration of
pending request transfers of SDEs/ DEs:- We apprised Director (HRD) that more than 180
request transfer applications recommended/ forwarded by the CGMs
are lying pending in personnel branch of BSNL CO. Director (HRD)
asked DDG (Pers) to look into the matter.
(D) Excess posting of SDEs/
DEs in J&K Circle:- We informed
Director (HRD) that excess SDEs/ DEs have been posted in J&K
Circle, whereas the requirement is very less causing disturbance to
the transferred SDEs/ DEs and reversion to existing JTOs/ SDEs. We
requested to post officers in J&K Circle on actual need basis.
Director (HRD) assured to look into.
(E) No disturbance of
Executives of Punjab Circle on inter circle tenure transfer
policy:- We requested to give
relaxation to the executives of Punjab Circle from inter circle
tenure transfers as these officers served in Punjab Circle in the
days of terrorism. Director (HRD) assured to look into.
(F) Irregular reversion of
TES Group 'B' Officers in NTR Circle based on 1966 reversion order
of Nov'2004:- We strongly protested
against the irregular reversion of 59 TES Group 'B' officers in NTR
Circle based on 1966 reversion order issued in Nov' 2004, whereas,
BSNL CO in march'2006 has issued instructions to all CGMs in
accordance with the stay order granted by Hon'ble Delhi High Court
for non operating the Nov' 2004 order, which may now cause contempt
of court in various courts. Director (HRD) assured to look into.
(G) Proper Office
Accommodation/ Sitting arrangements to Executives in new BSNL CO
Building:- We expressed our
dissatisfaction against the present office accommodation/ sitting
arrangements being provided to the Executives of the grade of ADs /
ADGs. Director (HRD) assured to look into |

Celebration of Foundation Day By
Delhi Circle: GS, AGS (General
Discipline), FS and AFS attended and addressed the Get-Together and
Special General Body Meeting organised by Delhi Circle Branch in
CTO Conference Hall, Eastern Court New Delhi to celebrate the Foundation Day
on 3rd anniversary of formation of AIBSNLEA. Shri S S Sirohi GMM
NTR was the Chief Guest, Shri Deepak Sinha GM (TS) NTR New Delhi
was the guest of honour. Other senior officers of NTR and Telecom
Project Circles were also present on the occasion. A colourful and
glittering cultural programme was arranged on the occasion. A large
number of members participated in the programme. Shri Satish Kumar
Circle Secretary NTR welcomed all the distinguished guests on
Dias.
