In this regard your attention is drawn towards this office letter of even no.3- 8/2010-Estt-IV(Pt.) dated 16th july,2015(Copy enclosed) vide which you were requested to arrange the consolidated list of concerned members of your Association in all Circles for extending the benefits of pay fixation under FR-22 (1) (a)(i). At that time a list of 435 members was submitted for whom instruction have been issued for giving benefit of pay fixation under FR-22(1) (a) (i). Now again a list of 417, so called left out members have been submitted for granting them benefit of pay fixation under FR-22(1)(a)(i). You are requested to clarify why the complete list of members of all the circles was not provided in one go, for taking further necessary action in the matter accordingly. Implementation of Hon'ble CAT, Principal Bench, New Delhi's judgment in OA No.3882/2014,MA No.3364/2014 and MA No.2265/2014 -Fixation of pay under FR-22(1)(a)(i) to the members of All India BSNL Executive Association (applicant No 1l )- reg. I am directed to refer this office even no. letter dated 10.02.2015, wherein it was requested •o arrange for list of members of your association produced before the Hon'ble CAT, Principal Bench in the above cited petitions for taking further necessary action in extending benefit of fixation of pay under FR-22(1)(a)(i) to them as per the directions of Hon'ble court. In this regard it is intimated that this office is in receipt of list of members of Andhra Pradesh circle, Karnataka circle, Kolkata Telecom District, Madhya Pradesh circle and Gujarat circle only with intimation that the efforts are going on to collect the list of members of other circles. It is not known whether the some lists of members of circles were produced before the Hon'ble CAT or not. Since the facility of deduction of union subscription is not extended to the associations and there is no mechanism with the BSNL management to verify the membership of your association, It is therefore requested to arrange for the documentary proof with regard to the membership of AIBSNLEA for all the circles along with consolidated list of concerned members of your association in all circles at the earliest for taking necessary action in this matter.
