(ii) After completion of hard tenure or other tenure areas, in the preference of Circles (3 nos.) being exercised by the executives, territory and non-territorial circle for posting (viz- ETR in Bihar Circle territory or WB territory etc)shall be specifically mentioned. Prerogative to post such as executive in territorial and non- territorial overlapping circles in the so preferred area shall remain with BSNL corporate office. Provisions in the transfer policy guidelines shall be superseded to the extent noted above. The above decisions are effective from the date of the issue of this order. No. 400-36 /2011-Pers.I(Pt) Dated: 09th December, 2015 (Addressed to All Heads of Telecom Circles, Projects/ Regions/ Metro Districts & other Administrative Units of BSNL) Meeting of Forum of BSNL Unions/ Associations United Forum Meeting with GM (Pers) on 12.01.2016: Today GM (Pers) convened a meeting with AIBSNLEA and AIGETOA to discuss upon the modalities of implementation of CPSU Promotion policy. The meeting was attended by GS AIBSNLEA, All India President AIGETOA, AGS AIGETOA, Organizing Secretary AIGETOA. GM (Pers) discussed upon the modalities of CPSU hierarchy and called upon associations to present their views. Association side clearly stated that they have already presented their views to the committee and nothing more needs to be added from their side. GM (Pers) told that purpose of the meeting is to have a firsthand view of the associations and one more meeting will be convened soon to discuss the final framework. GM (Pers) also informed that management has taken a view to scrap the DGM RRs. He however said that the associations should allow the present recruitment to continue. We clearly stated that we will not allow this at any cost and shall be going all out to oppose it. GM (Pers) also said that in the CPSU hierarchy proposal, he is thinking to include MT also in CPSU proposal. We clearly stated that MT in any form is not acceptable to us and in the minutes of CMD BSNL meeting it is clearly stated that proposal for scrapping the MT RR will be presented in next meeting of BSNL Board and any breach of trust will result in unrest and organizational action by the United Forum. It was decided to discuss the final proposal in next meeting. Further on the declaration of LDCE results, GM (Pers) informed that he is hopeful for a positive result on 4th February 2016 hearing and in all probabilities results will be declared soon thereafter. United Forum shall be shortly meeting CMD and Director HR to apprise them of the discussions and reiteration of our demands and the assurances given by management through the minutes of meeting. Forum meeting discussed about effective implementation of the SWAS on 11.01.2016: A meeting of the Forum is held today, under the presidentship of com. Chandeswar Singh, President. The meeting was attended by all the major organisations. Com. P. Abhimanyu, Convenor, stressed the necessity to give further guidelines to the field units for effectively implementing the “Service With A Smile” programme. After detailed discussion the following decisions were taken. (1) Forum has already given detailed instructions with regards to improving quality of service as well as stepping up marketing activities. It is decided that circle and district level Forums should hold fortnightly review meetings and to monitor the implementation of the SWAS. (2) Flex banners may be displayed in all Customer Care Centres and BSNL Offices with a view to make publicity about the SWAS, as well as various products of BSNL. (3) Based on the guidelines already given by the Forum at the All India level, the circle and district level Forums are requested to motivate employees to individually engage in marketing activities.
