(6) Monthly progress reports should be sent to the All India Unions. 22.12.2015: Meeting with Addl. Secy(T) on pension revision in BSNL & MTNL A delegation comprising of S/Shri Prahlad Rai, GS/AIBSNLEA, Kishan Singh, GS/AIRBSNLEWA, Chandeshwar Singh, GS/NFTE(BSNL), Mange Ram Sharma, President / U.F, M.K. Bagchi, Convener/U.F, A.K. Kaushik, GS/TEAM and S.S. Nanda, GS/RTOWA, Delhi have met Shri N. Sivasailam, Additional Secretary (T)/DOT to discuss the prospects of taking up the issue of the pension revision of the pensioners of BSNL and MTNL with the Empowered Committee constituted in connection with the recommendations of the 7th CPC. We have pointed out that even though 7th.CPC failed to make any reference of this issue in their recommendations, still there is a scope to take up this issue with the Empowered Committee through the Implementation Cell which DOT is supposed to constitute. This is apparent from the DO No.1-4/2015-EIII(A) dated 21.11.2015 of Ms Annie George Mathew, Jt. Secretary (Pers.), Min. of Finance, Deptt. of Expenditure. Shri Sivasailam informs that DOT has already constituted its Implementation Cell with Shri S.C. Sharma, DDG/CA as the Nodal Officer. He has assured us of taking up this issue appropriately with the Implementation Cell of DOT. We have immediately submitted our representation on this to Shri S.C. Sharma, Nodal Officer also. Forum of BSNL Unions and Associations Core Committee meeting with CMD BSNL on 21.12.2015: GS along with the members of Core Committee met CMD BSNL and discussed regarding implementation of Service With A Smile (SWAS). CMD expressed his happiness in the efforts being taken by the BSNL Unions and Associations in observing SWAS a very good endeavor to make happy BSNL customers. He mentioned that BSNL Management will be equally concerned and party in implementing the SWAS Program for 100 days and to continue thereafter. He decided that SWAS will be launched on 30th December 2015 at 10.00 AM at BSNL Corporate Office, Circle HQs and SSA HQs in the presence of all BSNL Unions / Associations representatives and CMD BSNL, BSNL Board of Directors, CGMs and SSA Heads by observing oath in this regard. He also apprised that BSNL has now launched new attractive schemes which are to be made popular i.e. 1. Call rates are reduced by 80% on NTC in the first two months. 2. On Christmas and New Year the talk value on the recharge coupons has been increased by 20% i.e. Customer will get talk time of Rs 6000 on the recharge of Rs 5000 likewise on Rs. 1200 talk time on the recharge of Rs 1000. He further emphasized that since Airtel - Vodafone - Idea (AVI) have joined hands and their market share is more than 65%, BSNL has to compete with this situation and to grow its market share by providing best telecom services to its users at an affordable price. He also told that BSNL now has to start its services in other foreign countries also like Iran, Saudi Arabia etc with Joint Venture to increase its business which is the need of hour. Meeting with Shri N Sivasailam, Addl. Secretary (T), DoT on 18.12.2015: GS and Com. M.K. Bagechi, Convener, United Forum of MTNL Unions & Associations met Shri N Sivasailam, Addl. Secretary (T), DoT and handed over a joint representation for inclusion of pension and related issues of BSNL & MTNL in the terms and reference of 3rd PRC and requested him to send a letter to the Cabinet Secretary with a copy to Secretary, DPE in this regard. AST appreciated our concern and immediately directed on our letter itself to the concerned cell of DoT to send a letter to the Cabinet Secretary / Joint Secretary, Cabinet Secretariat Shri Alok Chaturvedi and Secretary, DPE in this regard and mentioned that your work is done. We extended our sincere thanks for his immediate action. Today evening at 15.30 Hrs; we the representatives of AIBSNLEA and United Forum of MTNL Unions & Associations will meet to the concern officers of Cabinet Secretariat in this regard.
