Revision of pension of BSNL/MTNL Pensioners in 3rd PRC: GS, AGS (Engg) and Com M.K.Baghi, Convener, United Forum of MTNL Unions & Associations met the concerned officers of DPE on 17.12.2015 and Discussed regarding 3rd PRC constitution and making pension revision of BSNL/MTNL employees provision with the terms and reference of 3rd PRC. It is understood that the proposal for constituting 3rd PRC was sent to PMO in Oct-2014 itself and now after 7th CPC report submission some queries were made by the Cabinet Secretariat on this issue which has already been replied by DPE. Hence further any communication w.r.to 3rd PRC terms and reference for BSNL/MTNL Pension Revision issue may directly be taken up with Cabinet Secretariat only. We will shortly meet the concerned officers in Cabinet Secretariat in this regard since the matter is in advance stage for PMO approval on constitution of 3rd PRC. Forum in its meeting dated 09.12.2015 decided to conduct a 100 days drive as "SERVICE WITH A SMILE". The Forum meeting held on 09.12.2015 decided to call on the Executives and Non-Executives to observe a 100 days drive, which will be called "SERVICE WITH A SMILE - (SWAS)", starting from 1st January, 2016. The objectives of the 100 days drive will be (1) Vigorous marketing of mobile, landline and broadband connections. (2) Ensure fault free services. (3) Reconnection of Broadband and landline connections. (4) Special focus on MNP. All the CHQ Office Bearers, Circle/ Branch Secretaries are requested to participate and implement the same with 100% success. United Forum meeting with CMD BSNL and Director (HR) on 11.12.2015: The representatives of United Forum of BSNL Executives Association of AIBSNLEA and AIGETOA were invited by Director (HR) to discuss the demands raised in the agitation notice in the presence of PGM (SR), GM (PERS) and Additional GM (SR). GS AIBSNLEA, Advisor (HQ) AIBSNLEA and President AIGETOA, AGS AIGETOA, CS DELHI AIGETOA & Delhi CWC Member AIGETOA attended the meeting on behalf of United Forum. All the demands were discussed in detail but Director (HR) preferred to take the final view by CMD BSNL for resolution of the demands and she immediately arranged a meeting of United Forum with CMD BSNL in his chamber. Further, on the issues, all the demands were discussed in detail with CMD BSNL in the presence of Director (HR) and other officers. CMD appreciated our concern and after detailed discussions, directed Director (HR) to give written assurance for the settlement of the demands in a time bound manner. The minutes of the meeting will be released on Monday and thereafter United Forum will decide the future course of actions. CMD BSNL appreciated the concern of United Forum and acknowledged that under the changed scenario in BSNL, the MT recruitment is not the requirement of BSNL since ITS officers are continuing in BSNL on deployment basis, STS level executives are being promoted to DGM (Posts) in all disciplines, absorbed group A level executives are being promoted to the grade of SAG and HAG in BSNL and enough internal talent is available in BSNL to take the higher managerial positions with new promotion policies to be framed. CMD BSNL emphasized that there is need for promoting internal talent in the company and hence HR wing should devise strategy to promote the internal executives and groom them for taking higher responsibilities. United Forum requested that if Management is not willing to recruit Management Trainees any further, then there is no need to hold the SRD recruitment also as when the main exam is not taking place then there is no question of filling up the reserved vacancies either. United Forum side also emphasized that when there has been no recruitment for even vertical reservation posts for SC/ST/OBC categories etc., how BSNL can hold SRD for PWD candidates which is a horizontal reservation. CMD BSNL acknowledged the associations side views but explained that the ongoing process for Recruitment of MT (SRD) is being done under the directions of DoP&T/DoT on the basis of Hon'ble Supreme Court Judgment and BSNL is under compulsion to hold the exam unless until there is specific directive from the Hon'ble court for not going ahead. United Forum side told CMD BSNL that the directions of Hon'ble Supreme court is for filling up the unfilled vacancies and not for filling up the vacancies of a cadre which has not yet been born in BSNL. United Forum further informed that this has happened due to reporting the unfilled vacancies of MT as back log inadvertently and hence there is no need for going on for recruitment in a cadre whose future in BSNL is yet uncertain. CMD BSNL expressed his inability to stop the process in absence of any specific directions from court. However, CMD BSNL directed Director (HR) that MT exam which was deferred on 7th July 2015 be deferred for another six months further and in the TELEWAVE Page-20 DECEMBER-2015
