It  seems  that  this               revised notification has been issued to favor or help a particular Association which is not fair to allow in               the referendum process by relaxing the terms and conditions as envisaged in the Recognition Rules.               Also, HR Units of BSNL Corporate Office are celebrating holidays on the pretext of imposition of Code of               Conduct.               Earlier  also,  SR  Cell  after  notifying  the  membership  verification  on  16.06.2014,  extended  the  date  of               conduction of the election several times thereby snatched our legitimate right of trade union facilities               available to the recognized Associations in the name of level playing field for all applicant Associations and               in the name of Code of Conduct.               The same theory is again being repeated. It is, therefore, requested to kindly adhere to the original time               schedule and recognition provisions of membership verification on 27.09.2016 else further extend it in the               month  of  December  2016  or  January-2017  as  the  present  notification  for  membership  verification  on               16.11.2016 in not suitable for us due to some unavoidable circumstances. Subject: Creation of the Post of P.P.S. with the P.G.Ms in the field units               Respected Sir,               On the subject cited above, your kind attention is drawn towards BSNL Corporate Office letter number 20-               13/2013-Pers.II dated 13.4.2016 wherein 48 number of PPS posts has been created to be placed at the               service of HAG level officers in BSNL. Out of these 48 numbers, 10 numbers are for the officers’ viz. CVO /               Executive Directors / PGMs of Civil / Arch / Electrical (HQ) and remaining 38 numbers are for the CGMs of               Territorial Circles and Non-Territorial Circles of the field units.               However, while considering the creation of posts of PPS in the field units, the number of PGMs working in               the field units has not been taken into account, whereas PGMs of HQ have been provided with the post of               PPS. Hence, required posts of PPS for the equal numbers PGMs working in field units also may kindly be               considered for creation of posts at the earliest.               It is pertinent to mention that the PSs working with the PGMs in the field units are already drawing the               pay scale of E4 under the EPP and the creation of PPS posts is only up-gradation of the existing posts of               PSs. Hence there is no financial implication in creation of required posts of PPS for the equal number of               PGMs in the field units. The  proposal  for  diversion  of  50%  MT  quota  CAO  posts  to  seniority  quota  has  been  cleared  by  the               Management Committee of BSNL Board long before but the same could not be got approved from the               BSNL Board on the pretext of finalization of BSNL’s HR Plan.
