Subject: Direct recruitment of JTO (Telecom) for the year 2015-2016 from open market considering all               the pending Rule-8 cases, especially considering Rule-8 cases of tenure circle-reg               On the subject cited above, your kind attention is drawn towards BSNL Corporate Office letter number 12-               2/2016 Rectt. Dated 06/05/2016 wherein direct recruitment of JTO (T) for the year 2015-16 from open               market is scheduled.               This association is continuously raising the issue of pending JTO (T) Rule-8 cases. It was agreed to consider               these Rule-8 cases by DR JTO(T) recruitment & subsequently BSNL CO Establishment Cell collected data               from different circle about DR vacancy position and pending Rule-8 cases vide letter no. 5-32/2013-Estt.-IV               Dated 16/10/2015. Recruitment Cell issued DR JTO (T) recruitment notice along with proposed vacancies               to be filled by direct recruitment.               After  examining  the  number  of  vacancies  envisaged  in  the  Recruitment  Cell’s  notification  for  DR  JTO               recruitment it appears that pending Rule-8 cases have not been considered while calculating the vacancies               for  recruitment.  About  12,086  vacancies  exists  against  50%  Direct  Recruit  Quota,  out  of  which  the               recruitment is being done for only 2510 Direct Recruit JTO (T).               A number of DR JTOs are waiting since long for their transfer to their home circle after completion of five               years of service and due to huge delay in consideration of their cases the frustration is increasing day by               day among this young work force of the company. In many cases even after completion of ten years the               Rule-8 transfer is not being considered causing a huge unrest.               Despite  the  critical  issues  being  taken  up  by  AIBSNLEA  and  regular  request  and  directives  from  BSNL               Corporate office for release of these officers, field units have shown their inability to release these JTO               sighting acute shortage of officers.               Recently BSNL has conducted LICE for the promotion of TTA to JTO (T) in all most all the circles and result               of  which  is  expected  very  soon.  Moreover,  2700  JEs  are  being  recruited  in  circles  which  will  provide               additional technical hands to circles.               As DR JTO (T) recruitment and joining will take approximately one year time and many DR JTOs especially               of tenure circles are waiting for their transfer to their home town after completion of 10 years of service               especially in tenure circles all Circle Heads may kindly be requested to consider all these pending Rule-8               cases just after declaration of TTA to JTO (LICE) result in true spirit to motivate these young HR work force               of BSNL.               Further, it is also requested for immediate DR JTO (T) recruitment against all these pending Rule-8 cases of               different circle as on date so that the circles may get exact numbers of DR JTO (T) against pending Rule-8               cases.               Anticipating an early action for resolving these vital issues at the earliest.
