6. Pay anomaly due to accrual of increment of junior earlier than senior after fixation of pay in revised pay scale w.e.f.01.01.07 on implementation of 2nd PRC. 1. On the above referred issue, your attention is drawn to the meeting of representatives of Associations! Unions held on 12.08.2015 in the chamber of GM (Estt). During the discussion, the Associations had made the following suggestions:-- (i) The Pay of senior executives may be ante dated with their juniors as stipulated under BSNL C.O. Estt. Branch letter dated 23.09.2009 ( which was modified subsequently by another letter dated 14.06.2010), Or (ii) The pay of senior executives may be stepped up without change of DNI." 2. Both the above suggestions have been examined in consultation with EF Branch and found that keeping in view the DOP&T norms; it is not feasible to accede to them. FORUM WRITES Holding of nation wide mass dharna on 16.09.2015, protesting the decision for formation of a Subsidiary Tower Company — req. The Central Cabinet has given it's approval on 05.08.2015, for the formation of a Subsidiary Tower Company, by hiving off the 65,000 mobile towers of BSNL. The entire Unions and Associations, under the banner of the Forum, have been expressing their stiff opposition to the proposal of forming a Subsidiary Tower Company. The view of the Unions and Associations on the matter, has been amply articulated to the BSNL Management, as well as to the DoT, in a number of interactions that have taken place. The Unions and Associations of BSNL are of the firm opinion that hiving off the mobile towers to a Subsidiary Tower Company will definitely weaken BSNL. There is a genuine apprehension in the minds of the Unions and Associations, as well as in the minds of the employees as a whole, that the formation of the Subsidiary Tower Company is being done only with the ultimate objective of privatising it. The entire BSNL Non-Executives and Executives have expressed their total opposition to the formation of the nd st Subsidiary Tower Company, through the two day strike that took place on 21 & 22 April, 2015. It is unacceptable the government has brushed aside the reservation of the employees and has given its approval to the formation of the Subsidiary Tower Company. I wish to inform that the entire employees of BSNL will hold mass dharna at the Corporate Office, Circle and SSA levels on 16.09.2015, to express their strong protest to the decision of the Cabinet.
